Majida Begum, Member of Manipur Women Commission breathed her last today . Chief Minister, O Ibobi said in a message, “She was a campaigner for women’s rights and social causes. She worked zealously towards the development of women during her life as a member of the Commission. In her death, the State has lost an eminent social reformer. I convey my heartfelt condolences to the members of the bereaved family and pray the Almighty God to give them strength to withstand this loss.
I am deeply grieved to learn about the sad demise of S. Mangi Singh, US at his residence on 11th December, 2012. Shri Mangi had a significant record of sen/ice in the field of journalism. He also served as Chairman in the Media Department of the MPCC. He earned the respect and admiration of the people for his dedication and sense of public service. In his death, the State has lost a talented journalist.I convey my heartfelt condolences to the members of the bereaved family and pray the Almighty God to give them strength to withstand this loss.

IMPHAL, Dec 11: The United Naga Council (UNC) has appealed the Nagas to welcome the ASEAN Car Rally that is pasing through ‘Naga areas’ in the next few days time. UNC president L Adani and its general secretary Gaidon Kamei said the Nagas welcome the ASEAN Car Rally which very important for the ASEAN countries. “The ASEAN Car Rally is meaningful and a very important programme, so the Nagas warmly welcome the rally,” stated L Adani while Gaidon Kamei said, “After the Naga political issue is settled, the Nagas relation with the ASEAN countries will continue to be very important so disrupting or giving any kind of hiccup to the car rally will not serve any purpose.” The UNC general secretary then said the Nagas will not welcome any kind of blockade, bandhs or agitation during this ASEAN Car Rally.
Meanwhile, apparently reacting to the proposed Kuki State Demand Committee (KSDC) sponsored agitation after learning it from evening newspapers and electronic media, UNC president L Adani said, “The Nagas position is clear with regard to land and history.”

AIZAWL, Dec 11: The First North East India on top of the World (Mt. Everest) Expedition 2013 Pre-Expedition Camp organized by Sports & Youth Services Department has kick-started today and will continue till December 15 in Mizoram.
The flag-off programme of the Pre-Expedition Camp was held at Youth Hostel, Luangmual at 7:30 am. today.
The flag-off programme was conducted by Lalzirmawia Chhangte, Director, Sports & Youth Services Department, who delivered a welcome address to participants from other states, while the members themselves had self-introduction.
Chief Guest R. Lalvena IAS, Secretary, Sports & Youth Services, Government of Mizoram spoke words of advice to the team members, after which he flagged-off the Pre-Expedition Camp. The Team will later be flagged off again by Manipur Chief Minister on 25th Feb 2013 from Imphal, after which on Dt. 20th March 2013, they will be flagged off again from Rashtrapati Bhavan by India President.
The Expedition Team leader is Dr. Surjit Singh from Manipur. There are 2 members from Mizoram, of which Vanlalliana, Adventure Organiser, Sports & Youth Services will be the Base Camp manager, while David Zohmangaiha is appointed as Climber-cum-Secretary. 17 persons have been selected for the team members, of which Anshu Jam from Arunachal Pradesh had scaled Mt. Everest twiced already, and Chingkheinganba, 16 years of age from Manipur is the youngest member of the team.

IMPHAL, Dec 11 NNN: The Population Foundation of India (PFI), Manipur State Unit on Tuesday organized a ‘state exposition’ at Hotel Classic, Imphal showcasing the journey undertaken by district level networks of People Living with HIV/AIDS during the course of the Promoting Access to Care & Treatment (PACT) programme on the theme “Lead-Empower-Deliver.”
The inaugural function of the exposition was followed by an experience sharing session of PLHIV group members, a panel discussion on entrepreneurship and sustainability. Various products were also displayed by the district level network groups at the exposition.
Attending the inaugural function of the exposition, Dr Shailesh Kumar, Director, Manipur Aids Control Society (MACS) said that in the year 2011, only three persons among 99 youths who had attained the age of 18 were tested HIV positive, while in 2012, among 57 youths of the same age, only one was tested positive and it has shown that new infection of HIV has been significantly declined in Manipur.
Dr Usha, Director, District Family Welfare, Imphal West, who was also taking part at the function, said the “getting to Zero”, the international theme for International AIDS Day 2102, is possible when people use condoms in sexual contacts and conduct proper blood test during the early part of pregnancy and blood transfusion as well.
Ten stalls were opened at the exposition selling various handloom and handicrafts products of the district level network groups. Some vegetable stalls were also among them.
Dr Phunindra Babu, project director, PFI and Rupachandra, special correspondent, Seven Sisters’ Post graced the function as chief guest and president respectively.
A cultural performance by people living with HIV marked the concluding session of the function.
This year’s edition of the state exposition organized by PFI aimed on showcasing the achievements of the programme to different stakeholders who have worked under civil society-Government-private sector partnerships during the programme period.
It also aimed to share the experiences of PLHIV networks on their enhanced capacity in programme management and working towards their own sustainability and providing a platform for PLHIV to have a direct interface with the Government and private sector agencies to find out various ways of strengthening the existing models of their income generation activities. Further, the exposition aimed to initiate new models based on the capacity and interest of PLHIV networks.

Imphal, Dec 11: Continuing the campaign for mass awareness of centrally-sponsored schemes in Manipur, a five-day photo exhibition on the theme ‘Development Initiatives in North East’ kick-started Tuesday at DC Complex, Thoubal. The exhibition which would continue till December 15 is being organized by the Field Exhibition office, Directorate of Advertising & Visual Publicity (DAVP), Ministry of Information & Broadcasting, Government of India, Imphal in collaboration with DC Office, Thoubal.
Inaugurating the five-day long exercise, T Ranjit Singh, IAS, Deputy Commissioner, Thoubal express hopes that the photo exhibition will foster the spirit of unity and brotherhood amongst the people of the North East region. Acknowledging that the development agency of the district – DRDA – is implementing various centrally-sponsored schemes in Thoubal, the deputy commissioner suggested for inclusion of development photographs of all 9 districts of Manipur in near future.
Admitting that this was the first time he had attended photo exhibition in his 22-year long service, the IAS officer was ‘appreciative’ of the exhibition, which he said will serve as a good platform for the people of the district to learn more about the various spectrum of government schemes and programs. Presiding the function, L Nabakishwar Singh, MCS, Additional District Magistrate & Project Director, DRDA, Thoubal narrated the various centrally-schemes implemented in the district such as MGNREGS, SSA, Total Sanitation Campaign, IAY, etc. Expressing optimism about the aim of the exhibition, Nabakishwar noted that ‘this exercise of showing photographs of different schemes implemented in different parts of the North East region is a good step and right direction’, while adding ‘such endeavour will attract more and more sections of the society in the right stream’.
‘This photo exhibition gives us a chance to learn and enrich our knowledge about development projects initiated by the government’ said Angam Karoung Kom, BDO/Kakching, who attended the program as Guest of Honour. Maintaining that centrally-sponsored schemes are being implemented with success in Kakching CD Block, the BDO informed that all the 15 Gram Panchayats under his jurisdiction have successfully constructed BNRGSK building under MGNREGS in 2011. He also informed that each Gram Panchayat were sanctioned Rs 10 lac each for construction of BNRGSK building. ‘Kakching CD Block is implementing centrally-sponsored schemes to the best’, admitted the Block Development Officer.
Giving the purpose of the exhibition, Dr Gin Gangte, IIS, Field Exhibition Officer, DAVP, Imphal outlined gist of various central schemes such as MGNREGS, NRHM, SSA, IAY, etc, which he said is for the welfare and benefit of the people. Saying that pictures have a lasting impression and are the best form of evidence, the Field Exhibition Officer express the hope that this photo exhibition will tell the story of what the government is doing for the welfare of the people.
He also made fervent appeal to the public to visit the exhibition so as to understand the programs and policies of the government. It may be pointed out that the Field Exhibition Office, DAVP, Imphal is extensively organizing mass campaign in the state through photo exhibition during the past ¾ months, aimed at dissemination of information about the various programs of the central government.
Mention may be made of photo exhibitions held at Mayang Imphal, Wangoi, Lilong, Lamsang, Bishnupur, Nambol, Ukhrul, Wangjing and the on-going exhibition at Thoubal, where a collection of 120-photographs from the North East region are being displayed prominently for the public. If medium is the message, then, the development photos tells the story of what the government is doing for the welfare the public!

IMPHAL, Dec 11 NNN : The All Tribal Students Union Manipur (ATSUM) has expressed its grief over the latest orders issued in the name of the Governor of Manipur on December 7 with regard to the appointment of civil services. “The said appointment reflected serious discrepancy and discriminatory procedure which violated the government notification number 9/1/91-DP (ST/SC) Manipur Reservation of vacancies in posts and service (for SC/ST) rules, 2011 dated 17-5-2011 and the schedule-1, i.e. Method of Recruitment by direct recruitment model roster of 200 points,” the ATSUM in its memorandum submitted to the chief minister of Manipur said. The tribal student body also terms it as ‘a matter of wilful discrimination against the interest of the Scheduled Tribe candidates in the appointment and promotion.’
The ATSUM memorandum alleged that the government orders of December 7 has also violated that notification by Manipur Gazette-Extraordinary of March 6, 2012, 2-Amendment of rule 4 (2) and (3) of Junior Manipur Civil Services Rules, 2007 of clause (3) which states-the post of junior MCS (Sr Grade) shall be class-1 Gazette and the post of Junior MCS (Jr Grade) shall be class-II Gazette. ATSUM said it had earlier reminded the demand for justice in the said reservation for SC/ST on appointment and promotion in the point number 2 of memorandum to the CM on Nov 27.
“In the light of the above facts and circumstances, we earnestly beseech your high office to kindly intervene in this serious matter for dispense of justice once and for all.

IMPHAL, Dec 11: A major fire completely gutted 13 shops and another two rooms of a house, destroying properties worth about Rs 40 lakh at Lilong bazaar in Thoubal district of Manipur early Tuesday.
The incident occurred around 7:45 am when the inferno reportedly started from a tea stall engulfed the two-story wooden superstore and another three rooms of an adjacent house, leaving them to cinders.
The owner of the tea stall, Shivachandra Prashad, 72, hailing from Bihar’s Samstipur district, said the blaze started after the pipe of the domestic gas cylinder used at the stall leaked and soon went up in flames and exploded. His face was seen partially burned in the fire.
Locals of the area tried to control the raging fire but without success, prompting them to call in fire tenders from Imphal Fire Service and Thoubal Fire Service. Four fire tenders from Imphal Fire Service and another one from Thoubal Fire Service were put into service. They put out the blaze around 9:40 am preventing it from further spreading to other buildings nearby. Eye witnesses said personnel of 44 Assam Rifles initially assisted the locals to douse the fire before the fire tenders came.
The superstore is located not too far on the northern side of Lilong Police Station. It is owned by three individuals, namely Md Kiyamuddin from Kiyamgei, Hesamuddin of Lilong Khunou and Md Abjan Khan. The house whose two rooms engulfed in the fire belonged to him.
The 13 shops include one CD cassette parlour, one mobile repairing shop, two tailoring shops and another computer shop in the upstairs, while two tea stalls, one shop dealing in Moreh items, two wholesale shops dealing in grocery items, one cycle workshop, one stationery shop and another book store on the down floor.
Agriculture minister Md Nasir accompanied by Deputy Commissioner, Thoubal and Sub-Divisional Officer, Lilong along with his staff visited the site and looked over the fire incident and later collected a detailed report on it.
Meanwhile, M Gouro, SDO, Lilong said that properties worth around 40 lakh had been destroyed by the fire at Lilong bazaar. However, some residents of the area said that the properties lost in the fire might worth around 50 lakh.

IMPHAL, December 11: The state Deputy Chief Minister Gaikhangam inaugurated the first branch of Bank of Maharashtra (A Government of India Enterprise) in Manipur at Kangla Park Road today.

Speaking on the occasion, Dy CM Gaikhangam said a mass awareness on the benefits of banking is necessary in the state. Both the hills and valley people should have and increase the habit of utilizing the banking facilities.

He further said that with good service to the customers, the Branch is sure to make progress.

He further said the bank is ideally located opposite to the historic Kangla Fort. The success of a bank is when the loanee and the bankers get benefits.

He also underlined the importance of savings and that opening of this branch of Bank of Maharashtra will definitely facilitate to inculcate savings habit amongst the populace.

Zonal Manager Kolkata Zone Swapan Chakrabarty said the bank was established in 1935 and registered in 1969. The bank has 1638 total number of branches and all the branches have the facility of core banking. The bank has the turnover of Rs 150 lakh crore.

The bank is also working to secure financial inclusion which is the aim of the government of India, he added.

IMPHAL, December 11: The Lions club of Imphal City (Lions clubs International, District 322D) extended monetary help and donated everyday items to Yaibilen Children Home, Keibi Sanapat at a simple function held today at the children home in connection with the launching of its ‘permanent project.’

The function was attended by district governor Lion of the club, Dulan Chandra Roy, Lion Club of Imphal City president Th Kesho, vice district governor of the club, H Manikumar and Yaibilen Children Home managing committee life president, Irengbam Lukhoi as presidium members.

Speaking at the function, district governor lion DC Roy said that these children who have no parents are the future’s pride of our nation and we should always extend our help in making them a productive member of the society.

He also donated a cash of rupees five thousand on behalf of the Lions Club of Imphal City for the children.

Lion Club of Imphal City president Th Kesho, speaking at the function, urged the lions club as well as other organizations to also extend their help to other children homes, which are at far flung areas of the state.

President of the home, Yangoi Piba said that the home has been running without any kind of help from the government. “The state social welfare department has presented a certificate granting recognition to the home. However, while trying to earn some monetary help from the government we end up spending the money we had in the process,” he added.

Lion club of Imphal City donated four bags of rice weighted 50 kg each, one bag of potato weighted 50 kg, 10 kg of Musor Dal, five kg of Kangtak Dal, five kg of Haldi, half kg red chilli, 10 kg of salt, 10 kg of mustard oil and 15 blankets.

IMPHAL, Dec 12: The proscribed outfit, UNLF has contradicted the PRO IGAR (s) statement that troops of 30 Assam Rifles 9 sector has arrested a cadre of the outfit from Lousangkhong Mayai Leikai identified as Wairokpam Roshan son of Ibochouba.

A statement of the outfit has claimed that Wairokpam Roshan had retired from the outfit some 13 years back and has no relation whatsoever with the outfit.

Roshan after retiring from the outfit had gotten married and was leading a simple life, the release said before adding that this is not the first time that he has been arrested by the AR, but he had been arrested time and again even after he had retired from the outfit.

The release has further said the people should stand against such atrocities of the security forces.

IMPHAL, December 11: The five day state level Youth Festival organized by Department of Youth Affairs & Sports kick off today at Kangshang, Khuman Lampak Sports Complex with around 500 participants from all the nine districts of the state.       

The opening function today was attended by H Deleep Singh, Special Secretary, Youth Affairs & Sports and Kh Pramoda Devi, Joint Director, Youth Affairs and Sports as the chief guest and president respectively.

“During the festival there will be folk dances, folk songs, one act play, Manipuri classical dance, and other instrumental performances by individuals. Those who are selected at the festival will further compete at the National youth festival at Patna, Bihar which will be held during January 12 to 16, 2013,” said an official. 

“It is an initiative by the government for the various ethnic communities residing in the state to showcase each other’s culture to learn more about each other well. It is a festival of cultural activities,” the official added.

IMPHAL, Dec 11: A youth died on the spot when his motorcycle FZ was hit by a Tata truck loaded with mud at Kairang Meetei Lamkhai under Heingang Police Station at around 8.30 am today.

The victim is identified as Md Riyaz Khan, 23, son of Ali Murad of Kairang Awang Leikai.

A case has been registered regarding the accident with the Heingang PS.

The dead body was handed over to relatives after its post mortem done at JNIMS morgue today.
