“Omg! What in the world? How can anyone be this brutal? Its someones life were talking about here!! All this brutality for changing the channel? Justice should be given!! Please please!! I beg not only the Northeasterner students or people working in Bangalore but to all the right thinking citizens of India should take a stand and fight for Justice!! R.I.P Richard!”

The Garden City, Bangaluru, one assumes, is a very safe city unlike its counterparts in some parts of India. And yet odour of ‘racism’, a stink given out by the facbookers as an intention suspected behind the murder of Late Richard, emanates from this garden city.
Reporting the dead as related to drugs and the accident the victim had two days ago, was the most idiotic thing to do by the local media.
Putting salt to the wound was the indifferent attitude of the dean of the Institute- the Acharya NRV School of Architecture- Bangalore. He was quoted mentioning some habits and temperaments of the late Richard, as though reprimanding him posthumously not being enough with the fact that the poor boy was no more alive, then; this was totally against the sanctity of respecting a departed soul!
The saddest of all was the extreme casual approach of the law enforcing agency, the Bangalore rural police which has the jurisdiction of this case. ‘Mysterious circumstances of the death’ as often cited by the police sounded like the mysteries often endured in the crime fiction book- Sherlock Homes of Arthur Conan Doyle.
The two rogue hostel mates punched him dead; simple! How mysterious could it be?
It took a Mark Zuckerberg’s company-the facebook, to unravel the ‘mystery’ for the code to be unlocked, for the world to see the gruesome image, and cry in horror with disbelief; the writing in the wall of the facebook became clearer – in all probability (Late) Richard was done to death with a strong vengeance; this is the verdict at the minimum by the facebookers.
The first facebook wall arrived on the 24th of April. The soulless face in the facebook came seeking justice for his death all around the world.
His face smeared with blood all around, the battered mouth that oozed out blood shocking the pillow, the sore and swollen face that of like a beast bitten by another beast, the brutally smashed late Richard Loitam lay asleep in his dead as seen in the facebook wall that arrived on the 24th of April.
One would often wonder why such a thing had to happen within a well secured four wall of a hostel governed by able administrators inter alia the well educated and qualified dean of the institute.
Questions are still not answered: why none of the hostel mates came forward to intervene the assault? Why nobody reported the deadly incident to any authority?
As mentioned in some report, the warden did see the assault, then, why was not he bothered to examine the injuries sustained by late Richard if it was grievous or not?;
Why the Bangalore police was playing pooh-pooh with the case – sometimes saying the death was due to accident, under mysterious circumstances; it was a case of homicide but not murder; but now it is a case of murder but the suspects can’t be arrested; they need to wait for x,y,z reports.
The police tried its best to prove that the case is that of a accident; a television footage showed the police inspector showing to the media personnel the helmet worn by the victim two days before his death-trying to make his point that the severity of the damage caused to the helmet could mean Richard’s death was due to the accident.
The dean also played its part well to shrug off the matter lightly. It took him nearly a fortnight to expel the suspects from college. Under normal circumstances, action should have been initiated the following day – pending police investigation; not for the killing but for breaking the hostel norms and rules, if assaulting and killing is not part of the hostel norms. But he didn’t!

Facebookers , more than 2,00,000 of them are still profusely condemning the killing and, they are appalled by the fact that no arrest has been made so far.
It is reported as the author writes this feature, the suspects are under hostel arrest; it is a kind of ‘ house arrest’ we often come across in high profile politically peculiar cases.
A beautiful quote says, “Racism isn’t born, folks, it’s taught……”- Dennis Leary.
India’s constitution is one of the finest constitutions in the world, particularly the article 19 to 21 are enough for every citizen to feel secured and enjoy the best of the freedoms one can think of.
But, quite often questions arise again and again; there seems to be having a stark difference between what is on the ground and what is guaranteed in the constitution-a total disconnect.
May not be taught in a black and white- but the inaction of the authorities in such cases may imply for it, what the quote above mentioned tries to say.
Many pioneer facebookers of that wall wailed, yelled and, the same were echoed by other fellows on the same questions-racism and justice.

Imphal, May 15 : The five day long Science Meet, 2012 which began on May 11, 2012 concluded with a function held at Iboyaima Sumang Leela Shanglen, Hapta Kangjeibung, Irnphal today with Chief Minister Shri O. Ibobi Singh and RD & PR Minister Shri Francis Ngajokpa as the Chief Guest and the President respectively.
Speaking at the function, the Chief Minister said that Science has become an integral part of human life. No longer can science be confined to a few seriously devoted scientists and technologists, he said. “We are living in the age of science & technology and most of our activities are controlled and fashioned by science right from the cradle to the grave. Science has therefore been recognised as driving force behind the human progress,” the Chief Minister said.
The Chief Minister further said that organising science meet every year in the state will be a measure of supporting innovation system and a broader based educational base. Initiatives of MASTEC to promote science awareness are good for all the communities, general mass and students in particular. He further said that scientific capability is what determines our ability to overcome the challenges which lie ahead. We have been facing new challenges like scarcity of resources, diseases and food security etc. In all these areas, our success will depend critically on the quality of our institutions of science and technology, he added.
“There is no escaping the truth that the nations of the world have to move to a low greenhouse gas emissions and energy efficient development path. All over the world, countries are chalking out strategies to achieve greater energy efficiency and a shift to renewable sources of energy. We must not lag behind in these areas. We must plan to be among the leaders in the development of science and technology. As far as energy is concerned, clean energy sources need to be harnessed much more than what we do today,” the Chief Minister further said.
The Chief Minister said, “MASTEC should have a strong outward orientation for creating a platform for science popularisation, technology transfer and to encourage innovators in the State, It may require stepping up alliances that will expose the young students of the State in other parts of India and abroad and enhance their competitiveness. The time has come to give a new boost to science and technology in the State and MASTEC has to take the lead role.”
The Chief Guest and the President also distributed prizes and awards to winners of competition in different disciplines of the Science Meet during the function.
Organized jointly by Manipur Science & Technology Council (MASTEC), Imphal, STFM, MAPS, MACA and GENIM, the closing function was also attended by Shri LP Gonmei, Principal Secy (Sc & Tech); Director, MASTEC; teachers and students of various schools.

Imphal. May 15 NNN : At least 8 persons who are supporters of the 72 hour general strike called by the Kuki State Demand Committee (KSDC) have been detained by police during the last 24 hours at Churachandpur, according to a police source.
The superintendent of police, Churachandpur district said over the phone that police have arrested and detained some supporters of the 72 hour general strike called by the KSDC.
Three persons were reportedly arrested on the night of May 14 and some more were arrested today from Malveng and Bijang areas in Churachandpur town. Now there are eight general strike supporters under the custody of Churachandpur police.
The 72 hours general strike was called by the KSDC and it came into effect from 6:00 pm of May 12 and came to an end at 6:00 pm today from which an economic blockade will be enforced till 6:00 pm of May 19. The KSDC is demanding a separate Kuki state from the government of India.
Meanwhile, the general strike is reported to be very effective in Moreh town where all the four international gates nos. 1, 2, 3 & 4 were reportedly blocked by supporters of the general strike.
The National Highway 102 connecting Imphal to Moreh was blocked at five different places by supporters of the general strike.
It is also reported that approximately 50 – 100 goods carrying trucks are still stranded at National Highway No. 2 at Senapati, Lairouching and other places along this highway and some at Jiribam due to the general strike.
Inter state and inter district passenger buses were also off the road due to the 72 hour general strike The Kuki State Demand Committee (KSDC) may suspend the ongoing agitation immediately. However, it is yet to confirm from the concern authority in this regard.
Well placed sources said the KSDC is likely to suspend the economic blockade which began today from 6 pm demanding a separate state for the Kukis. The leaders of the Kuki State Demand Committee may announce its decision in this connection on Wednesday afternoon.
Due to the fervent appeals from various corners, the KSDC has reviewed its decision, said the sources.
It is worth mentioning that the current agitation in the forms of bandh and economic blockade has been called from 6 pm of May 12 to 6 pm of May 15 in Kuki dominated areas and followed immediately by economic blockade and banning of government offices and activities from 6 pm of May 15 to 6 pm of May 19 enforced by Kuki State Demand Committee (KSDC) demanding for the creation of a Kuki state.

Imphal. May 15 NNN : The government of Manipur is losing in terms of crores of rupees per day due to the bandhs and economic blockade called by the Kuki State Demand Committee (KSDC).
According to a reliable source, the business transaction per day at the international border trade centre owned by the state government of Manipur at the border town Moreh (Indo-Myanmay border) is said to be around Rs 10 to 15 crores and this amount is lost on a daily basis for the last 3 days due to the general strike of the KSDC.
In the meantime, there are many vehicles reported to be stranded at Moreh, Tengnoupal and Pallel which could not leave the area before the general strike was enforced.
All business establishments in the International border trade town Moreh on the Indian side were closed when the area was visitedtoday, and the effect of the general strike could also be seen across the border in Namphalong, Myanmar as only about 60% of the shops were open but with very few visitors.
Though the market at Tamu in Myanmar was open, no visitor/buyer from the Indian side could be seen.
The international gate No. 4 through which most of the Burmese and Indians pass through, the road was blocked by putting a wooden log across the road by womenfolk supporting the general strike.
As many as 6 two wheelers of Myanmarese citizens who came to Moreh town during the general strike were detained by supporters of the general strike.
The 72 hour general strike of KSDC for a Kuki state came to an end at 6 pm on Tuesday and is to be followed immediately by an economic blockade which will come into effect from 6 pm today till 6 pm May 19.

Dimapur, May 15 NNN : With the stand of the NSCN-IM to refrain from participating in the Naga reconciliation meeting to be held in Thailand from May 21, the Forum for Naga Reconciliation (FNR) said today that ‘with all firmness and clarity reiterates its position to work for the reconciliation of Naga national political groups on the basis of the historical and political rights of the Nagas.
On Monday, the NSCN group led by Thuingaleng Muivah and Isak Chisi Swu had accused the Khole-Kitovi led NSCN, also known as GPRN/NSCN of attempting to sabotage the former’s 14 year-long peace process.
The NSCN-IM decided to refrain from the Thailand reconciliation meet of the Nagas.
“With the acceptance of FNR as a facilitating body by the various Naga national political groups (Naga underground organisations), the Naga reconciliation process provided opportunities for the Nagas to contemplate and work together for a shared Naga future through non-violence and forgiveness. In 2008, during the Naga Peace Convention organized by the Naga Shisha Hoho, the Forum for Naga Reconciliation was formed with the purpose of bringing the Naga national political groups together for the rights of the Naga people.
Today, in 2012, the FNR remains steadfast to this purpose and has not deviated from this principle,” the FNR stated today.
It said on February 29, 2012, during the Naga reconciliation meeting, the Naga public endorsed the resolution wherein it recognized that sovereignty of the Naga people is at the core of the uniqueness of the Naga historical and political rights and affirmed that ‘Nagas are a sovereign people who uphold the principle that sovereignty lies with the people and hence abide by the concept that the will of the people is supreme.” It further emphasized that ‘the historical and political rights of the Naga should form the basis of any political solution. Founded on this premise, any negotiation process must focus on how Nagas can determine, safeguard and exercise their historical and political rights in a contemporary and inter-related world.’ “Finally, the Naga public “called upon all Naga national political groups and the people henceforth, to jointly pursue this common cause of realizing and determining our Naga historical and political rights.” The FNR remains committed and will continue to respect and uphold the resolutions adopted by the Naga people on February 29, 2012,” the FNR added.
During the last Chiang Mai meeting in March 19 to March 23, 2012, the ‘Naga national political groups’ themselves urged the Forum for Naga reconciliation to organize and facilitate the highest level meeting at the earliest, the FNR stated. The proposed highest meeting was to take place over an extended period to ‘hammer out’ all outstanding differences and to work together to respond positively to Naga public demand for all Naga national political groups to reconcile. Based on this expressed commitment, the FNR has proposed the highest level meeting starting from May 21, 2012. The FNR therefore requests all the Naga national political groups to honor their own commitment and to participate in the forthcoming reconciliation meeting, the Forum for Naga reconciliation said on Tuesday.

AIZAWL, May 15 NNN : Although all arrangements have been made for the repatriation of Bru refugees, no one wants to return to Mizoram. Till 3 pm today not a single Bru had turned to Mizoram from Tripura. As per the agreement made earlier betwen the government of Mizoram and that of Tripura, May 14 (Monday) was slated for Bru repatriation.
There are altogether 147 Bru families from Kaskau Refugee Camp in Tripura.
Aditional deputy commissioner of Mizoram’s Mamit district, R.S. Lalzamliana said two officers have been sent to the refugee camp yesterday for ground preparation. As usual, Kanchanpur sub-divisional magistrate arranged transport for the refugees to proceed to their new re-settlement sites in Mizoram and other officers were also being sent to the facilitation centre in Kanhmun to receive the refugees yesterday.
Meanwhile, major voluntary organizations of Mizoram asked genuine Mizoram Bru to return to Mizoram as per repatriation plan made by the Centre, Mizoram and Tripura gvernments.
In a press release issued after the joint meeting held in Central Young Mizo Association (YMA) office yesterday afternoon, Central YMA, MZP, MUP and MHIP made fervent appeals to the Bru refugees to return to Mizoram. The meeting also discussed individual land holdings within Assam Rifles land in the heart of Aizawl town and asked all the LSC and Pass holders to return their documents to the Authority without delay. The meeting was presided over by the Central YMA President, T. Sangkunga.
Meanwhile, the all NGOs Joint Committee of Mizoram convened an important meeting yesterday at Central YMA Committee room, in which the NGOs stated that they want the Bru refugees, who are genuine citizens of Mizoram, to return to their home state Mizoram as the government has arranged for them accordingly.
It is pertinent to note that hundreds of Brus left Mizoram in 1997 and 2009. The first case was triggered when Bru militants murdered two Mizos who were forest guards on October 21, 1997. The second case happened after a 17-year-old Mizo boy was killed by the Brus near Bungthuam village on November 13, 2009.
Meanwhile, a recent head count conducted by the MBDPF found that there have been 31,703 Brus in the relief camps belonging to 5,448 families who are bona fide residents of Mizoram.
The repatriation of the 1997 batch of Bru refugees was underway until it stalled by the November 13 killing.

The department highlights the achievement and development of the Government and is also responsible for the dissemination of information of public interest. But for a very important department the Directorate presents a reality which is very grim. It has been brought forth about the pending works that remain in the construction work of the new building of the department after it has been shifted from its previous office adjacent to the Chief Minster’s bungalow. The importance of the Department and its functional existence seemed to be sidelined as its construction could not capture the priority list as new building structures mushroom up in the corners of the city. Now, the DIPR, Imphal bore a shabby make-shift shelter inside the campus of Manipur State Road Transport Corporation, Moirangkhom. The department offered a despicable picture right as one enters the gate with the broken display board. Looking up for the official website of the Department goes in vain which is quite loathing in this technologically revolutionalised generation.
The Directorate of Information which is purportedly well established with its offices at the headquarters of all the nine districts with t>ne District Information Officer each, functions without sufficient staffs. Many employees have retired on superannuation and the vacancies are not filled yet. Service extension of employees on contract basis are not renewed which also hampers the working of the department at large. Without proper manpower the Department has been unable to bridge the gap between the public and the Government.
Attention of the authority may be drawn to look into this matter and revive the Department’s role officiated at the best interest of the people of Manipur.

IMPHAL, May 15: The IED and 27 demand letters which AR claimed to have recovered at Wakha under Porompat police station in Imphal East yesterday do not belong to the Maoist Communist Party, Manipur (MCP), claimed the insurgent group on Tuesday.

It was a totally fake incident staged by Assam rifles to tarnish the image of MCP, said a statement issued by the outfit’s secretary, publicity and propaganda, comrade Nonglen Meitei.

The MCP has one revenue officer in each district besides one special revenue officer for every district, the statement said, adding that security forces know very well that Sanathoi is the revenue officer of Imphal West, but till now, they (security forces) do not know who exactly the revenue officer of Imphal East is.It said all works related with financial matters of MCP in the name of Sanathoi was stopped three months back.
