We, the following Members of the Manipur Legislative Assembly belonging to the Naga People’s Front, elected to the Assembly in the General Elections held in March, 2012, have tendered our resignation from the membership of the assembly with effect from the 4th September, 2015:

  1.  We have resigned our membership of the Assembly despite the Assembly’s tenure is to expire only in March, 2017 i.e. when the Assembly has another nearly two year’s term.

 

  1. Thus, we have resigned our membership as a supreme sacrifice for the protection of the short and long term interests of all the tribal people including Nagas inhabiting the hills districts of Manipur.

 

  1.  Our resignation from the Assembly is a serious and severe protest against the consistent, cruel, crude and unpardonable anti-tribal and anti-Naga attitude, approach and actions of the Ibobi Singh Government as evident from its recent legislative measures such as the protection of Manipur People Bill, 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015, the Manipur Shops and Establishments (Second Amendment) Bill, 2015 and the Resolution on the Indo-Naga Peace Accord. The height of anti-tribal, anti-Naga and undemocratic posture of the Ibobi Government is its persistent denial to constitute and notify the two Autonomous District Councils in Chandel and Tamenglong despite a clear majority obtained by the Naga people’s Front in these two districts.

 

  1. We have been steadfast in our opposition to these legislative measures in the House. We sought time from the speaker, Manipur Assembly, for the detailed participation in the debate on the Bill’s and the Resolution. In view of the brute majority at the command of the Ibobi Singh Government in the House, the Speaker had not only bull dozed our genuine aspirations for debate on the bill so that our voice for the tribals and Nagas of the Hill Districts was not registered on the records of the Assembly. We wanted to table our amendments to the Bills and Resolution so that these draconian legislative measures are tamed to protect the people of the Hill districts, which were not allowed.

 

  1. The Speaker followed a steam rolling procedure of not allowing sufficient time for us to express our views and to table amendments as otherwise these Bills and resolution would have been moderated after parliamentary persuasion. We were also not allowed to stage a walk out from the House at the time of passing of these measures as the Speaker jumped procedure to declare that these measures were passed without due deliberations and without allowing us time to register our final protest of walk out.

 

  1. Our resignations are aimed at condemnation of the protection of Manipur People Bill, 2015 which treats Nagas and other tribes from Nagaland and other states in the Region as non-Manipuris and compelling them to have ILPs to enter Manipur thereby making them foreigners in their own land. Such legislation is squarely contrary to the very spirit of the agenda on the table of the Indo-Naga Peace talks, of which the strident aspiration is to bring all Nagas in the contiguous areas under one umbrella. This legislation is nothing but a ruse to derail the Indo-Naga peace talks and thus not only anti-Naga but anti-national in as much as it aims at throwing a spanner in the peace talks.

 

  1. Our resignations are an expression of our deep indignation against the Ibobi Singh Government on behalf of all tribals and Nagas, for drastically altering the customary land holding system in the Hill Districts through the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bills, 2015. This Bills seeks to insert sections 14A and 14B in the Manipur Land Revenue and Land Reforms Acts, 1960 empowering Deputy Commissioners and the State Cabinet to divest tribal and Nagas of their lands by nullifying the customary laws of the Hill people. On the one hand, when the Congress Party has launched a nation-wide year long agitation against the NDA’s land acquisition Bill, the Ibobi Singh Government in Manipur is surreptitiously seeking to usurps the land of tribals and Nagas of the Hill Districts thereby demolishing the demographic structure of these districts b facilitating fresh settlers and destroying the unique land holding systems of the tribals and Nagas in these districts. We NPF MLA’s have therefore demonstrated by our resignations that this demolition and destruction of their Hill Authority, culture, customs and land tenure systems will be stoutly resisted and stopped.

 

  1. The Manipur Shops and Establishments (Second Amendment) Bill, 2015 is also an assault on the traditional rights of the tribals and Nagas of the Hill Districts of Manipur.

 

  1.  All the three Bills which are of crucial significance to the customary and cultural lives of the tribals and Nagas of the Hill Districts of Manipur were passed in one single day, without debate, without permission to move amendments, and without following the legislative procedure enshrined in the Constitution of India and the Rules of Procedure of the House. The MLA’s from the Hill Districts especially the NPF MLA’s clarion call for democratic procedure went unheeded both by the Speaker and by the Ibobi Government.

 

  1. The basic Constitutional mandate of consulting the Hill Areas Committee constituted under article 371C of the Constitution of India on all these measures was casually given a go by. In their urgency to colonize Hill Areas and to strangulate the voice of the people and their representatives of the Hill Districts, the Ibobi Government had trampled upon their democratic rights and passed these draconian measures in the most undemocratic manner.

 

  1.  As though this was not enough, on the same day, i.e. on the 31st August, 2015 itself, another resolution on the Indo-Naga Peace Talks was hurriedly passed by the Ibobi Government in total collusion with the speakers. The amendments proposed by the NPF MLAs were disregarded. Though the NPF MLAs opposed the Resolution which questioned the agenda of the Indo-Naga Peace Talks, the Resolution was so worded that it sought to dismember the items of the agenda like “integration of contiguous Naga areas” from the ongoing Peace Talks. By introducing such word like “administration of the State of Manipur” in the Resolution, the Ibobi Government had directly interfered with the alternative solutions being explored by the Government of India for integrating Nagas of the Region. By urging the Government of India to amend Article 3 of the constitution of India to make the views of the State Legislature concerned mandatory for altering the boundaries of a State, the Ibobi Government has jumped the gun even before a solution is found to the protracted political problem of the Nagas. In nutshell, the Ibobi Government appears to have decided to be a permanent stumbling block to the solution to the Naga Political Problem, which is highly condemnable and against which, we have decided to resign from the Assembly to be with the people of the Hill Districts. Despite our opposition, in the most partisan manner, the Speaker had shown the resolution as having been passed unanimously.

 

  1.  We hereby call upon all concerned including the governor of the state, the president of India, the NDA Government at the Centre, the Interlocutor for the Indo-Naga Peace Talks, the people, the churches, the leaders and the workers of all political parties to untie, consolidate and act in tandem so that the injustices committed by the Ibobi Government through the aforesaid legislative measures and resolution on the people of the Hill Districts, are halted and reversed.

 

  1. By this resignation of ours, we also declare that we do not believe in manipulation of House records and also declare that we were never been a party to the passing of the foresaid legislative measures. Thus the dubious records of the Assembly that state that these measures were passed unanimously should stand straightened by our resignations.

 

  1. We fervently hope that our resignations from the Assembly will bring about the much needed succour to the wounded feelings of all our brothers and sisters of the Hill Districts. This must be the beginning of a long and tireless journey but we shall overcome all our trials and tribulations on our way given the united support of all the people of the Hill Districts, As a precondition to the success of the Indo-Naga Peace Talks, we desire and demand the dismantlement of the parochial Government of Ibobi Singh so that it not only ensures the safety of the people of the of the Hill Districts but also assures the purity of the Peace Talks.

Unpredictable political future looming in Nagaland

Now that the NPF crisis has been resolved, the general expectation is development should start taking place in the state. Precious one year has been wasted when Chief Minister TR Zeliang was struggling to save his moribund Ministry.
But all is not going well as dissident leaders could not get back their earlier Ministerial positions even after “Reconciliation” with leaders of NPF (S). This, no doubt, will give a stinging push to the dissident leaders and their colleagues to think manifold politically for a different game in the coming Nagaland Assembly elections due in 2018 if nothing happens in between.
The people have immensely lost their confidence in their representatives this time. They saw how the state government was kept in suspense, and at some point of time, near revolt from the publics were expected when they failed to meet their representatives who remained like captives in different camps.
The other National Political parties like BJP, JD (U) and NCP had no role during the crisis because it was NPF crisis only. The BJP in Nagaland, however, did not keep quiet during the crisis as they realized Zeliang’s clandestine deal with the opposition Congress for securing his “Confidence Motion.” Even after the “Confidence Motion,” the BJP created massive psychological fear that they would not be able to go together with the Congress in the DAN government because of hugely different political ideologies between them. Zeliang inducted the Congress legislators into his Ministry with an explanation that it was their dream to have an “opposition-less” government in the state for the sake of finding permanent and honorable solution to the protracted Naga political issue.
The people of Nagaland had not questioned beleaguered TR when his government remained paralyzed due to unprecedented NPF crisis except urging them to resolve the issue for the larger interest of the people. They were tolerant enough till such time the party leaders resolved the internal crisis of their party. They did not mind of seeing no development during the past one-year shaky rule of the Zeliang ministry.
The people will not, however, go into raptures about such political gimmicks, dramas and canards. They are rather more informed with the ongoing crisis and the status of the Naga political issue. They simply watch the whole tamasa, waiting for the next Assembly elections in the state.
Former Chief Minister and present Member of Parliament Neiphiu Rio ruled Nagaland for eleven years and it will be, of course, not fair comparing with one-year rule of Zeliang. The latter has been in turmoil ever since he took over the reins of government from the former, but one cannot predict, of course, what he can deliver to the people in the coming days as Chief Minister.
Yet, Rio remained undisputed leader in the state and what prompted him to leave the state politics at the beginning of his third tenure as Chief Minister still remains mysterious. To push the early settlement of the Naga political issue and bring more developmental funds to the state were some of his main explanations for going to Delhi as MP. But these reasons were inadequate. He was accused of being the main person for the NPF crisis.
Surprisingly, the people seem more concerned for the next Assembly elections than development. And many siting legislators seem to be feeling uneasiness but clueless. The unusual political environment starts creeping in everywhere stirring many youngsters to come to the fore.
In all the elections in the state, the political parties prominently figured the Naga political issue in their election manifestoes with assurances of their roles for bringing settlement to the issue. Four Nagaland Assembly elections were held after the Government of India declared ceasefire with the NSCN (IM) and in all these elections, all the political parties gave importance for expediting the Naga peace process and early solution to the issue. Yet, solution to the Naga political issue remains elusive and the Government of India still fails to give a time frame for the final settlement to the Naga political issue.
It appears that the people start losing their hope in the leaderships of the Government of India and the NSCN (IM) as none of them is able to provide credible status of their progress.
New political parties may surface to join the next unpredictable Assembly electoral battles and likely to eat into the vitals of other established political parties. The youth, forming major vote shares, will play all in good time, and there may be drastic reduction of money politics in the next Assembly elections. The Naga issue may not attract the youth much in the next Assembly elections as they realize that various political parties have been playing Naga political issue card as election plank.
Bottom Line:
Chief Minister alone cannot guarantee for the return of his party. It is a team work but the most fractured among the political parties in the state is his only. Although he proudly advocates the concept of his new mysterious political chemistry as “opposition-less or party-less” government, it is just a gimmick, drama and canard as this will not work at the time of Assembly elections because everyone has to file nomination as official candidate of their respective political parties. At the same time, every legislator will have to see his party’s interest is protected and nurtured and they cannot go against the party interest and ideology.
Can all sitting sixty legislators contest the coming Nagaland Assembly elections as “Independent” as per the “theory and mysterious political concept of TR”? No way. If they do this, Election Commission of India (ECI) will freeze the “Cock” Symbol of NPF.
I will leave here with wisdom from Norman Vincent Peale – “Any fact facing us is not as important as our attitude towards it, for that determines our success or our failure.”

KOHIMA, May 8 (NEPS): Chief Minister of Nagaland TR Zeliang has created history of sort by inducting main Opposition Congress lawmakers into his Council of Ministers fulfilling his repeated assurances that he would have an “Opposition-less government” in Nagaland.
It is also another history that for the first time, a major tribe Chakhesang did not find a Ministerial berth in Zeliang Ministry, for the fact that all the Chakhesang legislators from Phek district are from ruling NPF. The resentment of the Chakhesang legislators could be seen today as they, except, Azo, did not attend today’s “Swearing-in ceremonies.” They were reported to have expressed their displeasure at the manner in which they were neglected this time. In fact, the very vacant Cabinet post was caused after Azo was dropped.
But Chief Minister, when asked by press people, opined that the Speaker post went to Chakhesang and even an Adviser to the Chief Minister with a Cabinet status also went to Chakhasang. The Speaker was often invited in most of the Cabinet Meetings as a special invitee, he pointed out telling that one should not look at tribal line but the people who could deliver for the welfare of the people should also be appointed.
Governor of Nagaland PB Acharya had administered the “oath taking ceremony” to the newly appointed three Ministers at Kohima Raj Bhavan today. Tokheho Yepthomi, leader of the Congress Legislature Party (CLP), was sworn-in as Cabinet Minister, while Parliamentary Secretaries Y Vikheho Swu and Yitachu have also been elevated to Cabinet Ministers.
Congress has eight MLAs and their participation in the NPF-led DAN government in Nagaland was doing the round ever since they voted in favor of “Confidence Motion” moved by Chief Minister TR Zeliang on February 5 last. Since then Zeliang had been telling that he would have an “Opposition-less government” in Nagaland while CLP leader Yepthomi also hinted their participating in the NPF-led DAN government in Nagaland.
BJP, a key ally of the NPF-led DAN government, has been vocal that they would not go together with the Congress explaining that they had different political ideologies. Prime Minister Narendra Modi runs the BJP-led NDA government at the Center where the Congress functions as main Opposition. Even BJP President Amit Shah while visiting Nagaland declared that BJP could never go together with the Congress.
Asked about his stand on taking Opposition Congress in his DAN Ministry, Zeliang said it was a dream of the Naga people that they would now have an Opposition-less government in Nagaland. All political parties had a common agenda incorporated in their “election manifestoes” that was for the solution to the protracted Naga political issue. Therefore, when they all had come together by participating in the government was only strengthening that “common” struggle for solution to their problem, he explained.
Asked whether the BJP, an ally of ruling DAN, would walk away as the Opposition Congress became part of DAN, the Chief Minister said he did not know what they would take their stand following the induction of Congress lawmakers in DAN. But they should reconsider such thinking because they all were with the same political mission and for the welfare of the people of Nagaland, he added.

When the Election Commission of India (ECI) has issued directive to the two NPF groups on March 27 to hold their “General Convention” with their active members to end their crisis, things have taken place in that direction as both the groups have issued necessary notices for the same. The directive of the ECI has been seen some sort of “peacemaking mission.” It has not given any ruling on who is right or who is wrong. In other words, the ECI directive has clearly indicated that the issue is “internal of the NPF.”

The most interesting part is the ECI directive in its para 10 says, “No record has been placed, nor even vaguely averred, by either of the two groups before the Commission showing that the remedy provided in the Party constitution for determining the dispute out of the present split has been resorted to, exhausted or even attempted. When there is a specific and express remedy provided in the Party constitution itself which is binding on all members of the party, to deal with any specific issue concerning the party, such remedy should be exhausted first before seeking a decision from the Commission. The Commission is thus of the considered view that it would be premature for the Commission to pass orders on the present question of the split at this stage.”
The ECI has directed both NPF groups to follow Article XIV of the NPF Constitution for “getting the dispute resolved with the decision of the Active Members of the party as per the procedure laid down therein.” And the outcome of the meeting being conducted as per Article XIV of the Party Constitution should be submitted to the ECI.

More interestingly, the ECI in its directive in Para 11 says: “The Commission hopes and expects that the internal dispute in the party will be settled amicably within the framework of the Party constitution which would pave way for its harmonious function, not only in its own interest but also in the interest of the State of Nagaland where it is ruling party.”
After carefully observing the aforementioned points of the ECI, its role is a “peacemaking mission” something like “conflict resolution.” Never mind, the people of the northeast has been living in the midst of “all types social and political conflicts due to unresolved political conflicts nearly 70 years.” Nearly 90% of the population in the whole of the northeast were born after India gets her Independence and they have been hearing only “conflicts” and many intellectuals, educationists, political pundits usually love talking about “political conflicts” of the region with New Delhi. Ironically, it goes on without giving any remedies till now.

There are pseudo-intellectuals in our society all along talking with beautifully orchestrated “conflict resolution theories” with blank input of solution. So when the ECI plays more of a “peacemaking” role for resolving the conflict of the NPF groups by wisely referring to the party’s Constitution, it works.
Yet, politics is, no doubt, an art of compromise as often said, “There is no permanent friend or foe in politics.” After all, it is all politics and it surprises none.
However, the question is – “Why did Chief Minister TR Zeliang move for “Confidence Motion” of his government when the “NPF” had “internal crisis?” What happened to his government when 22 NPF dissident MLAs led by G Kaito Aye challenged his leadership?
But Kaito had his own political maneuver by supporting the “Confidence Motion.” Corroborating their move, the veteran lawmaker justified that they would not go against “our DAN government” as their move was purely against the leadership of TR.

The Opposition Congress, which played a very crucial role in rescuing the beleaguered TR from the unprecedented political web, would have hit the jackpot, had the BJP MLAs remained neutral during the “Confidence Motion.” But the BJP High Command played another political maneuver by pulling the rug at an unpredicted time. This is also “politics,” anyway.
Nevertheless, the most interesting part is not the ECI’s directive but Chief Minister TR Zeliang’s fumbling on the expansion of his Ministry. It has been three and half months since 22 dissident NPF MLAs openly revolted against his leadership that he has been running the DAN government without filling up the four Cabinet Ministerial Posts which remained vacant after G Kaito Aye, Kuzholuzo (Azo) Nienu, Noke Wangnao and Dr Benjongliba Aier were dropped. Expectations are running high that he will exercise expansion of his Ministry, at least, after March 27 ECI directives. But things remain the same if not complicated.

But the question is – How long will TR continue his government without expanding his Ministry? Is there any logic for him to remain in the same fashion? If he further delays expansion of his Ministry, then the people of Nagaland will be made to believe something otherwise on him. If he continues with the current mode with no efforts to expand and restructure the Ministry, he will only push the state backward. The world is moving so fast and we seem to be more complacent even after fully knowing of the continuous deficiencies in the governing. The present trend should not continue further as it will cause irreparable loss to the people of Nagaland in the long run.

IMPHAL, January 15: Nagaland People`™s Front president Noke Wangnao and leader of NPF legislature party Kaito Aye have alleged that now it was crystal clear why former party president Dr Shurhozelie has stood firmly behind T.R. Zeliang despite the latter losing popular support of the NPF and Democratic Alliance of Nagaland MLAs.

In a press release, the two party leaders stated that the real motive behind the support was the exchange of enormous amounts of black money that changed hands through multinational companies and which were deposited in foreign banks.

The two leaders in the press release mention that documents of international money transfers to TR Zeliang and his wife`™s accounts in Hong Kong and Kuala Lampur sent from Singapore are in their possession (a copy of which has been provided to the IFP).

The details of money transfers contained in the documents are to the tune of more than 78 crores, it said.

The two leaders also released some documents giving the details of money transactions of more than Rs. 78 crores and 66 lakhs. The documents reveal that an amount of 70,00,000 Singapore dollars roughly equivalent to Rs. 32,37,50,000 was transferred on August 16 last to Zeliang`™s bank account at the Royal Bank of Canada, Hong Kong by a certain Ramasamy Veeran from an account at the DBS Bank Ltd, Six Sheraton Way, DBS Building, Singapore.

The documents also further reveal that an amount of 1,00,08,500 Singapore dollars roughly equivalent to Rs. 46,28,93,125 was transferred to the account of Zeliang`™s wife, Kevizenuo Rangkau on September 26 last year at the RHB Bank BHD, Kuala Lumpur.

The money was transferred from an account at the OCBC Bank BHD, People`™s Park Centre, Singapore belonging to a certain Raguvaran Murali who mentions Ramasamy Veeran as his contact person, according to the document.

The enormous amount of illegal money is used to lure MLAs and party workers to favour Zeliang, it said, adding a syndicate of few ministers and politicians are secretly running the affairs of Nagaland and making unbelievable amounts of money for their personal gains.

It said they are selling Nagaland and the rights of the Naga people and carrying out international money transfers and moving black money which is being kept in foreign bank accounts.

`All this transferring and movement of black money is not only illegal and a direct admission of corruption but they are also a threat to national security of the country and needs to be investigated by competent authorities of the country so that those responsible can be punished as per the law of the land`, the two NPF leaders said in the press release.

Stating that the shocking revelations of his involvement in the corruption and transferring of black money requires his immediate removal as Chief Minister, it said he has no more moral authority to continue even for a single day as the Chief Minister of Nagaland.

In the press release, the two leaders accused him of not only being a minority Chief Minister but also a Chief Minister who has been selling Nagaland and the rights of the Naga people for his own personal gains.

`We have several more revelations to be brought out to the public domain on how he is involved in high corruption and how he has been releasing hundreds of crores as payments to selected contractors for his self gains`, the two leaders said in the press release, adding all this while he has been harping of the deficit and financial crisis in Nagaland while continuing to release funds wherever he has benefited. In just a few months as Chief Minister, he has accumulated hundreds of crores and has concentrated solely on making money as he always knew that his days as the Chief Minister were numbered, it said.

Even now, under the present political circumstances, the Chief Minister is clearing dozens of files everyday making crores and crores of payments under illegal circumstances and making money by keeping all his few MLAs and Ministers under forced confinement at de Oriental Grand hotel in Kohima, the two leaders said in the release.

Another fact that needs to be pointed out is that all the ministers, parliamentary secretaries, advisers and chairman who are supporting Kaito Aye have already tendered their resignations protesting against the illegal, unconstitutional and dictatorial orders of the Dr Shurhozelie and also due to the fact that Zeliang is now in the clear minority, it said.

In the press release, the two leaders assure the people of Nagaland that they will fix responsibility and punish him as per the law of the land once a popular government is installed in Nagaland. Any bureaucrat or politician, who is obeying the illegal instructions of the minority Chief Minister, will also be held responsible for their actions, the press release warns.

It is a clear sign of his inability and present minority position that the minority Chief Minister had called the officers and bureaucrats of the State Government to explain his political position and justify his embarrassing loss of confidence by the elected Members, it said, adding Zeliang has not only demeaned the office of the Chief Minister but also embarrassed himself and brought disrepute to the entire establishment in carrying out this immature and childish actions.

The NPF team includes MLA Dikho, party co-ordinator Alexander Pou, MLA Samuel Risom.

The meeting at the Chief Minister’s office was also attended by minister Phungzathang Tonsing.

Speaking to media persons following the evening’s meeting with the State Chief Minister, Samuel Risom said the NPF delegate had apprise the State heads of the Ukhrul situation and measures needed to restore normalcy at the earliest.

The press meet was held at the MLA’s quarter at Lamphel.

He said, the NPF delegates had told the Chief Minister and his team that the situation could have been avoided had the government listened seriously to the voice of the people which was conveyed earlier by the NPF.

Party MLAs had forwarded that the situation will be out of control if the government continue to ignore the wishes and sentiments of the public, he said.

He said the public have been kept in ransom for too long and the situation in Ukhrul is not their fault.

“The situation was created by the government by imposing 144 CrPC with ulterior motive in the name of maintaining law and order,” he said.

The NPF leader continued that there was no law and order problem in Ukhrul town, when the State forces were sent in the pretext of protecting peoples’ lives.

Meanwhile, the NPF leaders also strongly condemned the action of the State police who allegedly resorted to firing upon innocent public who were rallying.

“We have asked the government to immediately lift the imposition of 144 CrPC from Ukhrul town and conduct immediate judicial inquiry and punish the police personnel and officers who resorted to the inhuman action upon the innocent civilians,” he asserted.

In a representation submitted to Chief Minister TR Zeliang, NPF Zunheboto Division, while demanding for reviewing of entire portfolios of NPF legislators of the district (Zunheboto) or maintaining status quo, disclosed that only the “sick and improvised portfolios” had been allocated to their legislators. “These portfolios cannot cater to the needs of the people of Zunheboto district,” the NPF Zunheboto Division stated.
Terming as “discrimination” the Chief Minister’s allocation of portfolios to the NPF legislators of the Zunheboto district, the representation further regretted that even the “portfolios of Home, Soil & Water Conservation, and Women Development” had been “snatched away.” Because of this development, schism of opinions had been created among the various party (NPF) loyal men and women in the district, it added.
The Zunheboto NPF Division demanded the Chief Minister either to maintain the “Status Quo” of the previous ministry or review and complete overhaul the entire process of portfolio allocations of the present ministry on or before the next Nagaland Assembly Session for “equal justification.”
It further warned that the entire NPF establishment of the Zunheboto District would remain as “Animated Suspension” if the Chief Minister failed to redress to their demands.
