The representatives of all political parties present in the meeting have discussed on recently signed “Framework Agreement” between Government of India and NSCN(IM) and unanimously passed the following resolutions:

1. Any agreement pr accord with NSC(IM) by Government of India shall not affect the territorial integrity in letter and spirit and the interests of State of Manipur at any cost.

2. It is decided the State Government to pass a resolution on recently signed “Framework Agreement” between the Government of India and NSCN(IM) in the ensuing Manipur Legislative Assembly to protect the territorial integrity of Manipur and its interests in letter and spirit.

3. It is also decided to send an all Political Party delegation led by Chief Minister , to meet Honorable Prime Minister of India and Honorable Union Home Minister and appraise the implications and present scenario with respect to the recently signed “Framework Agreement” with NSCN(IM) and Government of India.

IMPHAL August 13: The State today observed the Patriots`™ Day at several places including in the district headquarters paying obeisance to the martyrs of the State who had sacrificed their lives for the land.

People offered rich floral tributes and laid wreaths during the several observations.

The State has been observing the Patriots`™ Day as a State function honouring the martyrs for their supreme sacrifice since 1970.

Chief Minister Okram Ibobi Singh led in offering floral tributes at Bir Tikendrajit`™s memorial tomb at Hicham Yaicham Pat, Moirangkhom and at Thangal General Temple, Palace Compound, Imphal this morning.

A contingent of the Manipur Rifles also gave a gun salute at Hicham Yaicham Pat on the occasion in respect and acknowledgement of the supreme sacrifices of the brave hearts who courageously gave their lives during the fight for freedom of Manipur against the British imperialism in 1891.

Chief Minister Okram Ibobi Singh and deputy CM Gaikhangam also offered wreaths at the Kangla Uttra.

The main function was later held at Pheidabung, BT Park where Chief Minister Okram Ibobi Singh led the laying of wreaths to the martyrs.

His cabinet colleagues and senior officials also followed in paying respect to the patriots.

A contingent of Manipur Rifles gave Guard of Honour to the patriots before a formal public meeting was held at BT Park where Chief Minister O Ibobi and deputy Chief Minister Gaikhangam were seated on the dais as chief guest and president respectively.

This day is of great historical significance for the people of the State where supreme sacrifice was made by the brave souls to safeguard our freedom, the Chief Minister said.

Our true homage to these martyrs will be imbibing their patriotic courage and sacrificial spirit among us, the Chief Minister exalted.

It is a day to renew our spirit of patriotism and rise above our differences and unite for freedom and integrity of the State, said the Deputy Chief Minister Gaikhangam.

August 13 is a red-letter day in the history of Manipur, as on this fateful day in 1891, two great patriots, namely Bir Tikendrajit, the prince of Manipur fondly called the `Lion of Manipur`™ as he fearlessly fought against the British, and General Thangal, were hanged in broad daylight by the British in the presence of thousands of men and women at Pheidapung, Imphal Outer Pologround for resisting their colonial design and defending the freedom of Manipur.

Subedar Niranjan, Kajao Singh Jamadar alias Pukhramba Phingang and Charai Thangal of Mayangkhang were also hanged till death on June 8, May 25 and October 15 respectively the same year inside the Imphal jail on similar charge of waging war against the British Crown.

Meanwhile, the Apunba Manipur Kanba Ima Lup, NUPI SAMAJ and the All Manipur Tammi-Chingmi Apunba Lup today organised a torch rally of womenfolk starting from Wahengbam Leikai Yumjao Lairembi Community Hall as part of observing the day.

The rally commenced around 6:30pm and went straight to Bir Tikendrajit park and lighted candles and offered flowers before the Sahid Minar. From there the rally passed through Wahengbam leikai, Keishampat and after crossing the Keishamthong Bridge stopped at Hicham Yaichampat where they again made offerings to the tomb of Bir Tikendrajit.

The womenfolk then crossed New Thumbuthong and continued till the Palace Gate Traffic Island and offered flowers to the statue of the Thangal General.

IMPHAL, August 4: A day after the historic signing of the peace accord between the Government of India and the NSCN (IM), the Government of Manipur continues to remain in the dark of its contents.

The government is awaiting the full text of the accord from the Centre, although the Union Home Minister has ruled out any possibilities of compromising on the territorial integrity of Manipur, Chief Minister Okram Ibobi Singh told media persons during a press conference held this evening at his secretariat following a joint meeting held with Congress legislators.

The Chief Minister, however, declared that the Government of Manipur, under any circumstances, will not accept any form of compromise in regards to the territorial integrity of the State.

He said `Nagas are our brethren and we have been praying that their issue is resolved once and for all.`

Nevertheless, apparently oblivious of the contents of the accord, he said that he was quite confused whether to interpret the development as good or bad.

The Chief Minister excoriated the dealing of the BJP led NDA government in the Centre, and stated that the Prime Minister Office and MHA have overlooked Manipur this time unlike the UPA Government who always intimated the Manipur government with matters pertaining to the demands of the NSCN-IM.

The common belief of the people that the Prime Minister of India is transparent and federal minded, and has sincere intention to bring about a change in the North-eastern States has turned out to be wrong, he pointed out referring to the signing of the accord which was undertaken without taking into confidence any of the North-eastern States.

Taking serious note of the entire episode, Ibobi compared the very act with that of a dictator.

Chief Minister Okram Ibobi Singh revealed that he had contacted the Union Home Minister, Rajnath Singh yesterday, asking for the full text of the accord.

He said he had apprised the Union Minister of how the entire Manipur was taken by surprise by the unexpected turn of events and the adverse impact on the credibility of Manipur Government.

He further disclosed that in his response, the Home Minister ruled out any possibilities of compromising the territorial integrity of Manipur and assured to provide the full text of the `Peace Accord` once it is tabled today in the ongoing session of the parliament.

The Chief Minister also drew the attention of the Centre to make details of the peace accord a public domain at the earliest to clear the uneasy atmosphere in the aftermath of the signing of the accord.

IMPHAL, May 21: `We would not compromise on the issue of encroachment on the State`™s territorial integrity,` stated Chief Minister Okram Ibobi Singh reacting to reports of alleged land encroachment at Dzuko Valley by Southern Angami Naga People`™s Organisation of Nagaland.

However, since the issue is between two States, the Centre should intervene and monitor the issue at the earliest before it gets worst, he observed.

The Chief Minister was speaking on the sideline of the 24th death anniversary of former Prime Minister of India Rajiv Gandhi today.

The day marked as the `Anti-Terrorism Day`™ was observed at the Manipur Pradesh Congress Committee.

Ibobi said, his government will thoroughly survey the area and proper demarcation of the State`™s territory will be marked at the earliest so as to ensure that there is no further encroachment.

Referring to the recent incident of a Congress worker being brutally assaulted by cadres of NSCN-IM at Ukhrul, the Chief Minister said such violation has been going on since the last many years.

He continued to prevent such frequent incident of kidnapping, torturing and threatening the workers of the party, the government will deploy the army, Assam Rifles and various other defense forces in areas where the situation is critical.

The Chief Minister further said that the militant outfit should deal with the Centre since their peace talk is with the Centre and not with the State.

Today`™s observation was also attended by deputy Chief Minister Gaikhangam who is also the president of the Manipur Pradesh Congress Committee, ministers, party MLAs and others.

Floral tributes were also paid to the late Prime Minister as part of the observation.

He was speaking at the inaugural function of the Administrative Block, Academic Block-I and laying of foundation stone for the PG Boys Hostel of the National Institute of Technology, Manipur at the institute`™s permanent campus at Langol today.

The Chief Minister was also accompanied by the Union Minister of State, Human Resource Development, Prof Ram Shankar Katheria during the function.

Ibobi said the Centre could upgrade the existing Manipur Institute of Technology, MIT to an IIT.

Upgrading the MIT to IIT level will not be difficult as the MIT has the adequate staff which is well qualified and the State is ready to provide the required land, the Chief Minister observed.

He said the State has been providing required land for setting up of any Central project in the State and will continue to do so.

A reputed institute in the State will be much beneficial, he said elaborating further that, Manipur being a strategically well placed gateway to the South Asian countries, setting up of any such institute will attract many students from the neighbouring countries as well as from other States of the country.

The neighbouring country of Myanmar is still lagging behind when it comes to education and as such setting up of a reputed institute in Manipur will be able to attract many students from the country which will also help in improving the relationship between the two countries, Ibobi added.

Meawhile, Prof Ram Shankar Katheria assured to provide any requirement for the development of education sector in Manipur.

Speaking at the function, Prof Ram Shankar Katheria said he will collect reports on the education scenario in the State and discuss the issue along with the concerned Union Minister.

At the same time, the State government should also apprise the Central government about its requirements to develop Education sector in the State, he said.

The MoS further directed the project manager of the NIT campus construction to maintain proper quality in the construction of the institue so that the building is strong.

There is quite a lot of hope on this institute, he said and added that students of the institute will one day bring much name and fame to the State and country.

The series of Union Ministers visiting the North Eastern States including Manipur is following an instruction of the Prime Minister, he said.

The Prime Minister has instructed the Union Ministers to look into all loopholes which are creating hindrances in developing the region and to help in their full capacities to uplift the region, he continued.

`We are not coming for picnics,` he asserted, continuing further that certain measures and steps will be taken up to develop the region.

Prof Ram Shankar Katheria also lauded the State Chief Minister for initiating the process of setting up the technology institute in the State and the concerned authority, faculty members for working tirelessly.

The function was also attended by chairman, BOG, NIT Manipur, Prof Yagnaswami Sundara Rajan; director of NIT Manipur, Dr S Birendra Singh, faculty members and other government officials.

Demands for Agriculture and Fishery departments, which are both under Md Abdul Nasir were tabled today under Demand No 17 and 37 respectively.

Raising a motion for disapproval of policy cut during the discussion on the demands, MLA Dr I Ibohalbi had asked why Asem Priyokumar Singh of Kumbi, who had already received a national level award as the best producer of rice, was placed at Serial No 3 in the list for the State Award. Was this the reason behind his not receiving the State award, he asked adding that there were reports on the issue in the local dailies.

In his reply, minister Md Abdul Nasir said it has been six-seven months since he had read the newspapers.

He continued, what could have been easily resolved through dialogue had often been splashed in the newspapers, degrading the image of the newspapers.

He told the House, now he directly approaches the court instead of approaching the newspapers.

Asserting that the media had printed many baseless reports about him in the past, Md Abdul Nasir said it has been long since, he had read a newspaper.

Hearing the minister’s reply, Chief Minister Okram Ibobi stood up from his seat and with a wry smile said, the minister would have known what was being reported if he had read the newspapers.

Even if there was anything condemnable or which need clarification, he would have got the opportunity.

Ibobi said even if a newspaper report had infringed on the member’s privilege, he is entitled to take the matter to the court.

The Chief Minister also added that his advice, not only as the leader of the House, but from the side of the government to the minister, would be to read the newspapers.

THOUBAL, June 15: In what could be described as amazing and at the same time shocking, robbers gained entry into the private residence of the State’s Chief Minister Okram Ibobi Singh at Thoubal Athokpam Makha Leikai and decamped away with several valuables and household items.

Sources said, the burglary came to light only around 1pm today.

Soon after the incident came to light, DGP Shahid Ahmad led a State police team including top officials to the burglary site to take stock of the situation.

The State forensic team also arrived and examined the crime scene.

On the other hand, top police officials restricted the media from taking pictures of the scene and disuaded them from publishing the report.

According to local sources, no one stays at the house and is kept locked for most of the times.

The locks are opened only when family members come for a visit, sources said. The immediate neighbour on the northern side of the three storeyed building is the Chief Minister’s younger brother Okram Ibotomba.

Around 30 personnel of the 3rd IRB are deployed round the clock at the northern main gate of the building; however, the southern main gate was unguarded, informed the sources.

It is also believed that the robbers could have entered the house from the southern side taking advantage of the absence of security.

It is also learnt that the Chief Minister’s wife and Khangabok MLA Okram Landhoni had come to attend a prize distribution function for meritorious students. Before the start of the function, the MLA wanted to rest for some time at the house.

The burglary came to light only when the MLA entered the house and found the locks of the other rooms all broken and the house ransacked.

However, it is not known, when and how the burglary was carried out.

Only the rooms on the third floor were burgled, and the estimate of the items burgled or what was missing from the house could not be confirmed, informed the source.

Meanwhile, local eyewitnesses said that soon after receiving the news of the burglary, a huge contingent of the police arrived and surrounded the area.

Suspecting that explosives could have been planted inside the house, the bomb expert and the forensic team were called to inspect the house, further added the source.

It is also learnt that a ladder suspected to be used by the burglars was recovered and some fingerprints detected from around the window sills.

It is also believed that the burglars could have climbed from a storehouse near the southern gate.
