As the deadly flames in the hills of Manipur refuse to die down, Manipur this time is surely confronting a decisive battle of political metamorphosis. Manipur never before has witnessed such enormity of tribal awakening since the history of its accession into the Indian Union. While the consciousness of the hill tribals is rapidly shaping into an ominous narrative of concrete ethnic political assertion, Imphal valley is still patching up its bits of imagination as to where it must redirect its idea of Manipur. For better or for worst, the overall political content of the simmering agitation is likely to recast the idea of Manipur forever.

The eruption was inevitable. The hills have long been simmering with deep sense of historical injustice against institutional bias and oppressive majoritarian politics at the whims of the valley. The hurried passing of the three controversial ILP Bills bypassing the mandate of the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972 ignited the spark. Thereafter, the shocking use of live bullets in the hills and rubber bullets in the valley leading to the outrageous killing of 9 tribal civilians at CCPur enraged the hill tribals to the point of no return. It has already attracted national as well as international attention and the intensity of the agitation has turned even more dramatic with the Young Paite Association public boycotting and banishing its tribal MLAs.

While the State Government is still reluctant to come up with any groundbreaking concession to resolve the issue, the assertion of the hills is no longer so much about the amendment of the three controversial ILP Bills now and no degree of amendment whatsoever is likely to quell the unleashing strive. Total separation from the valley has become the rallying cry of the hills with the renewed assertion of ethnic Northeast “will” for distinct identity as the ideological subtext, i.e. Northeast may be in India but only without actually being Indian. The driving perception is that Imphal valley will someday come up again with its demands for Hill State and ST status and thus the possibility for co-existence has altogether disappeared.

Amidst this political turmoil, as Imphal valley grapples with its lack of regional imagination and continues to articulate its ethnic interest in a hyperbole adversarial to other ethnic communities, Manipur is fast isolating itself from the rest of Northeast ethnic communities. Mizoram Chief Minister Lal Thanhawla, Former Lok Shaba Speaker PA Sangma and Nagaland Chief Minister T. R. Zeliang joining the chorus against the Government of Manipur is critical. In the backdrop of this emerging regional implication, the need of the hour is drastic policy rethink rather than indulging in a petty political spat. However, like Assam, Manipur seemed to have already sold its pulse of Northeast sense to political puppetry.

What is problematic is not in what the valley asserts in reclaiming its indigenous identity, but in the banality of defining the idea of Manipur on the basis of territory rather than from its historical memories and ethnic imageries. In other words, Manipur’s pathological inability to define its interest without upsetting and appropriating the rights of other communities is construed as anti-Northeast in the context of the larger Northeast-common-interest narrative. Be that as it may, Imphal valley’s obsession with the physical “post-accession Manipur” remains a challenge to common Northeast quest for re-righting the past historical injustices.

Manipur needs to be reminded that the widening ethnic rift between the hills and the valley is particularly a post-Indian-accession experience. Ethnic conflict characteristically for that matter is not Northeast but a post-independent Indian construct. At the root of this festering problem is the arbitrary appropriation and misappropriation of ethnic communities in the carving of the Northeastern States. It is nobody’s question that Northeast was forcibly annexed. The Sixth Schedule and autonomy provisions in the Constitution have proved insufficient to quench this feeling of subjugation as the existing boundaries essentially attempt to supplant the historical identities of the subjects therein with an artificial territorial being devoid of sociological meaning and reality.

Nagas consequently have been staunchly resisting this existing political map and to them, integration of Naga ancestral territory is a non-negotiable right. Kuki-Zomi communities likewise have been demanding their own autonomous district/state and the claim gets even louder. Manipur, thus, cannot actually exist but by suppressing the rights of the Naga-Kuki-Zomi communities. However, this much is clear that ethnic harmony in the troubled Manipur would remain an elusive dream until the Nagas are freely allowed to be integrated and the demands of the Kuki-Zomi communities are fully accommodated.

It is against this backdrop that the ILP Bills per se are not the actual concerns of the hills. The Bills are merely seen as a spark – as another testimony that the hills and the valley cannot co-exist. It is about time Manipur admits its unavoidable fate for its own existential interest and more so because Manipur may risk losing Manipur itself in the long run by further clinging to the delusive idea of perpetuating the status quo. The moot question is will the existing ethno-demographic and power structure of Manipur remain the same forever? Given the sheer size of the hills and the nature of demographic unpredictability, it is more likely that the hills would sooner than later reduce Imphal valley to a mere minority.

Manipur surely must be able to comprehend this foreseeable eventuality. Resurgence of Manipur then lies not in Manipur but in Kangleipak. Manipur’s imagination must thus go back to the midnight of 28th August, 1947 when the Dragon God Pakhangba Flag of Manipur was hoisted at Kangla and reclaim its historical identity as in consonance with the cognate narratives of its other Northeast kinsfolk.

The Manipur state government has closed down all educational institutions in the state in an attempt to curb the ongoing movement for the implementation of the Inner Line Permit System (ILPS) in Manipur. It has been a month since this decision was taken. In other words, students have been kept out of their schools and colleges for a long time already.

On July 8, Sapam Robinhood, a 16 year old student studying in the XI standard was killed by police personnel during the crackdown on a peaceful student protest that was led by the Joint Committee on Inner Line Permit System (JCILPS), Student Wing, in Tellipati area of Imphal East. Since then, all the educational institutions have remained closed following the order of the state government. The orders for temporary closure of educational institutions have been issued “in consideration of the physical safety and security of the students of all institutions in Imphal area”.

 

This temporary closure of the educational institutions has by now given rise to students fearing losing an academic year and falling behind in their planned careers. Despite many appeals from the teachers, CSOs, parents, and student bodies, the government has not been able to find a solution to the ILPS demand and make a decision to re-open the institutions. Instead, the government has taken to deploying police personnel in all the schools, colleges, and universities.

 

The root cause of this odd situation, wherein students are shut out of schools now packed with police and military personnel, is the government’s attempt to to suppress the movement of the Inner Line Permit System, which has been building for decades. The people living in Manipur genuinely fear that their identity will disappear in the near future if the influx of migrants is not controlled. Manipur non-residents are beginning to outnumber permanent residents in many areas, and also acquire local identity cards, provided by the government for vested interest.

The government passed a bill, titled Manipur Regulation of Visitors, Tenants and Migrant Workers (MRVT&MW) Bill 2015, on 16 March, 2015, which failed to meet the demands of the people and led to an upswell of protests. This made the movement for the ILPS, led by JCILPS stronger. And, the killing of Sapam Robinhood by the police forced the government to retract. On July 15, the government held an emergency assembly session and a motion was passed to withdraw the Bill, without introducing an alternative, which is not in accord with procedure.

 

Since Sapam Robinhood’s killing, every nook and corner of state has resounded with the protest. The demand is for implementation of the ILPS and punishment for the officer involved in killing a student who participated in a peaceful protest. Student bodies have taken the step to boycott all governmental departments until their demands are fulfilled by the government. In support of the late Sapam Robinhood, students, CSOs, and social activists across the state have been demanding justice to the victim’s family and implementation of the ILPS.

While people living in Manipur have been protesting for the implementation of the Inner Line Permit System, the rest of India has interpreted this as an anti-Indian or anti-mainlander fight, which is an incorrect interpretation. The people of Manipur are seeking that the government protects them from losing their ancestral place, and there is a fear that indigenous Manipuris will become minorities in their own land. It is not that the people want to prevent outsiders from entering Manipur. The fears of the Manipuris have been realized in Tripura, where the Tripuris have became a minority in their own ancestral land.

The government has been on the back foot since Sapam Robinhood’s killing. And, it is the government’s attempt to regain control that has resulted in the decision to to close down the schools and universities.

 

This, however, is not the first time the people, and in particular the students, of Manipur have had to experience of shut-down of educational institutions. For instance, institutions were shut in 2001 in relation to the Naga ceasefire, which, in Manipur, resulted in a people uprising. Then again, in 2004 they were closed to try and control the rage following the news of the rape and murder of Th. Manorama by Assam Rifles personnel. The year 2009 witnessed the same, following the killing of Rubina, a 7 month pregnant woman, and Sanjit, by police commandoes. And, most recently and something that is ongoing, in 2015, the Dzukou Valley dispute between Manipur and Nagaland is keeping students away from the schools and colleges in the Mao area of Manipur. So, in some sense shutting down schools and universities is standard operating procedure for the government in times of emergencies when misgovernance or brutal crimes following by impunity unsettles the population.

Following the order of the state government for the temporary closure of institutions, yet another order was issued to deploy police personnel in all the schools, colleges, universities, and other such institutions. And, now police officials deployed in the schools and colleges have taken to misusing the compounds: by playing cards, drinking, and smoking. Some students, who arrived at their respective campuses out of desire that their institutions be reopened, even confronted these officers. The prevailing environment of police personnel camped out in educational institutions has only generated insecurity amongst the students. And, while it is police officials occupying educational institutions in the Imphal City, in the outskirts, it is out and out militarisation, with the Assam Rifles and paramilitary forces having taken over the compounds of schools and colleges.

The central and state government have taken no steps to bring this movement and the root conflict to an end. Officials appear intent to only hold onto their chairs. The people of Manipur are grieving at heart, wondering why is it that the state and central government, which has all the power and infrastructure, cannot put an end to the conflict? Who benefits from the continuing conflicts? How long does the government plan to keep the people, the students, under soldier’s boots?

IMPHAL, July 28: The State government has failed to take any visible step to fulfill the resolutions taken during the July 23 public consultation on the ILPS issue at the Iboyaima Shumang Leela Shanglen, claimed the Joint Committee on Inner Line Permit System today.

A statement of the committee said the consultation was organised by the committee after the government failed to show any political will to prepare a bill in the interest of the indigenous people of the State even after many agitators have been injured and a student killed during the ongoing movement.

It said the resolutions arrived at during the consultation and which were made public were the conditions set by the public for the JCILPS to hold any talk with the government regarding the present impasse.

The government has however continued to ignore the call of the public and not taken up any visible steps towards fulfilling the resolutions, it said.

It continued that although the government constituted bill drafting committee had announced that it will bring out the final draft of the new bill on the third day, special secretary Home government of Manipur has issued an appeal seeking suggestions from scholars, legal luminaries, Constitutional experts to ensure the Inner Line Permit or else an equivalent Bill is introduced in the State at the soonest and to be able to come up with a draft of the Bill which includes all the five points raised by the JCILPS.

This shows the complete disregard of the government towards the public demand and its use of delaying tactics, the statement said.

It further said the people cannot allow the present movement to weaken.

It also appealed to the people to continue with their agitations without any let-up and organise sit in protests, rallies and form human chains.

At the same time, supporters and agitators should not block or hinder movement of those related to religious rituals, religion, medicine including doctors and nurses, essential services like the fire service, media, the JCILPS appealed.

It also appealed to its supporters and agitators not to use any communal tone which could hurt the sentiments of the different communities residing together in the State.

IMPHAL, July 25: Both the All Manipur Bar Association and the High Court Bar Association have shown keen interest in assisting the drafting committee of a new bill to protect the indigenous people of the State with their legal expertise, chairman of the government constituted drafting committee Thoudam Debendra Singh told media persons today.

Addressing media persons after a meeting of the drafting committee and legal experts from the two bar associations, Debendra who is also the Law and Legislative Affairs minister said that the legal experts will help the committee in preparing a new bill which will be acceptable to both the public as well as the government authority giving assent to it.

Today`™s meeting with the legal experts was the third meeting hosted by the four member government drafting committee.

The meeting was attended by a five-executive member team of the AMBA and eight-executive member team of the HCBA led by their respective presidents.

Devendro said `Today`™s discussion was enriched by the participation of the legal practitioners.`

`In the larger objective of brainstorming together with all the stakeholders, the drafting committee will continue to discuss the bill with all the stakeholders.`

The Law minister also said that the legal perspective regarding fundamental rights, right to settlement, land laws were discussed to develop a conceptual clarity among the members and all stakeholders to ensure proper drafting of the new better.

We will continue to utilize their service whenever required as we progress with the drafting, he said.

He further said, we wish to expedite the drafting and yet it is imperative to be guided by the legal experts hence we have requested for their inputs within a few days.

On the framework of the bill, the chairman insist, `The new bill will be based on reasonable restrictions within the framework of five points namely: Freedom of movement; Right to settlement; Ownership rights under MLRLR Act 1960; Improvement in Labour law and Deportation vis a vis 1951 as base year.`

Responding to a media query regarding efforts initiated by the drafting committee to invite the Joint Committee on Inner Line Permit System in this consultative process, the chairman said, `We acknowledge the importance of their opinion and continue to await their response.`

He however reflected the absence of officially communicating to JCILP till date.

Replying to a query as to the absence of a constitutional expert in the process, the law minister quickly retorted that a constitutional expert will be consulted at a later stage only after a preliminary bill is drafted.

IMPHAL July 24: Manipur Mountaineering Training Association organised a rafting rally in two rafts down the Imphal River from Maharabi near Sekmai to Khurai Lamlong Thong demanding ILPS implementation in the State.

They were greeted by thousands of people who watch them from the river banks and shouted slogans supporting the ILPS demand.

Late Sapam Robinson`™s parents also greeted the team and showed support to the endeavour of the MMTA at the river bank.

The team also stopped for a brief moment to visit their home and pay homage to the departed student.

They proceeded further down the river towards passing under Salamthong the Lamlong Bridge and stopped to greet people on the river banks along their course.

They waited for more than an hour without flinching and join the chorus of shouting the ILP slogans.

It was indeed an overwhelming support and solidarity unmatched to any form of demonstration in the ILPS movement so far and appealed to the crowds.

Bridges were loaded with people nearing stampede.

And from each bridge they gathered more supporters to the next bridge.

Meanwhile, residents of Khergao Awang Leikai also staged a sit in protest demanding implementation of the ILPS in the State.

The sit in protest was jointly organised by Khergao Awang Leikai, Khargao Association Women Development, Young Vision Association Khergao Sabal Leikai, Nasikhong Youth Union, Sabal Leikai Youth Development Association.

IMPHAL, July 15: Angry womenfolk of the three Ima Keithels took out a protest rally against the three months time set by the House to bring out a fresh bill which can protect the indigenous people during its special sitting today.

The women protestors demanded implementation of a bill at the earliest to check the unbridled entry of non-locals into the State.

Decrying police brutality in controlling the present ongoing movement, they further demanded that the police personnel involved in the death of Sapam Robinhood should be punished at the earliest.

The rally started around 12:30 pm from the bazaar area and attempted to march towards the Assembly building where the one day emergency sitting of the Assembly was underway.

Police attempt to stop them resulted in a tussle, however, an understanding was brought about soon between the two groups and the protestors turnaround from the Bir Tikendrajit Flyover and entered into the Ima Keithel.

During the short rally, around 200 women vendors of the three keithels shouted slogans condemning the police personnel involved in the death of Sapam Robinhood and implementation of the ILPS in the State at the earliest.

Meanwhile, residents of New Checkon road, Palace Gate also staged a mass sit in protest demanding implementation of the ILPS in the State by blocking one side of the road.

Residents of Keishampat also demonstrated at Keishampat Leimajam Leikai supporting the demand for implementing ILPS in the State and punishment for the police personnel responsible for Robinhood`™s death.

The Film Forum, Manipur also staged a sit in protest in front of the Usha Cinema hall.

Around 100 well-known actors, actresses and others hold placards condemning the death of S Robinhood and asking the government to act now to protect the indigenous people.

Following the sit in protest, they visited Robinhood`™s home at Khurai Lairikyengbam Leikai.

Meanwhile, an effigy of the Chief Minister was burn at Tera Bazar, while protestors from Khurai Leirikyengbam Leikai also blocked the Dingku Road in protest against the resolution of the House.

Local clubs and meira paibis of Tentha area also took out a meira rally this evening showing support for the ILPS movement.

Around 500 individuals participated in the rally.

Bandh supporters came on the streets and demonstrated at various places as shops and other business establishments remained shut-off for the day and vehicles including passenger services remained off the roads.

Meanwhile as part of the movement demanding implementation of the ILPS in the State, sit in protests were witnessed in various localities in the State capital including at Luwangsangbam, Lairikyengbam Leikai, Khurai Sajor Laikai, Thoidringjam Leikai, Yaiskul Police Lane, Soibam Leikai, Wangkhei, Palace Compound, Mahabali Kabui Khul, Naharup Mayai Leikai, Singjamei Chingam Leikai, Lilong, Sagolband area etc.

Protestors`™ and bandh supporters also burn effigies of Chief Minister and other MLAs demanding dismissal of the police personnel involved in the death of student Sapam Robinhood.

Road blocks were also witnessed at Thangmeiband road, Khuman Lampak Bus Terminus, Lairikyengbam Leikai, Khurai Ahongei, Soibam Leikai, Nongmeibung, Heirangoi thong etc

Agitators remained on the streets enforcing the 14 hour general strike.

Streets in the State capital wore deserted looks.

Meanwhile, demands were made to punished the involved police personnel in the killing of Sapam Robinhood and to implement the ILPS at the earliest.

However, there were no reports of any untoward incidents till the filing of this report.

Meanwhile, the Kakhulong Women Society also organized a meira rally starting from Khakhulong which continued till Paona Bazaar and ended in front of the Usha Hall.

Later the women folk gathered and condoled Sapam Robinhood and his bereaved family. The women folk also prayed for his soul to remain rest in peace.

The women demonstrators also lit candles in the formation of ILP at Kakhulong main gate.

ILPS Demand Intensified: Public-police clashes continue for third consecutive day

IMPHAL, July 11: For the third consecutive day, ILPS supporters came out defying curfew orders and imposed road blocks, conducted mock funeral of the Chief Minister, burn his effigies, staged sit in protest demanding withdrawal of the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015.

The protestors were also demanding a Bill to safeguard the indigenous people of the State.

Although curfew was relaxed for five hours from 5am to 10am today, as soon as the curfew was re-imposed people came out to the streets and started demonstrating, resulting in several fierce police-agitators confrontations.

Meanwhile, the government has started deploying CRPF personnel including women personnel in the State capital to reinforce State security forces in controlling the raging agitation.

At Hiyangthang, meira paibis of Hiyangthan and Langthabal organised a joint meira rally.

In Kakwa a strong police-agitators confrontation occurred.

Police fired tear gas shells, rubber bullets, used catapults as the agitators also pelted stones and used catapults. There were several reports of minor injuries sustained during the confrontation.

The agitators also used foul language against the media persons covering the incident.

Police-agitators confrontations were also witnessed in Sagolband, Keisamthong, Kwakeithel, Pisum, Khagempali, Heirangoi Thong, MU gate, Kakwa, Kongman, Kongba, Basikhong, Heingang, Kontha Ahalup.

The Ragailong Pei (Thoubei), Ragailong women society, Ragailong youth club, JCILP Student Wing and MSF Imphal West also jointly conducted a torch rally at Ragailong.

The people also paid their respect to Sapam Robinhood who lost his life on July 8.

The Chingmi Tami Meira Paibi Lup also staged a sit in protest in the Langol area. Similar protests were staged at Lairkyengbam Leikai, Keisamthong, Khabam Leikai, Kontha Ahalup, Heirangoi Thong, Singjamei Mayeng Leiaki, Kongba, Singjamei Khatri Leiaki.

Rallies were also taken out at Sekmai, Mayang Langjing, Langthabal Phura Makhong, Pangei Bazar, Chanchipur, Ragailong, Kakwa and Singjamei.

Security forces also arrived to control the rallies and mob protests.

There were reports of police personnel suffering minor injuries in the tussle with the agitators.

In Khurai, agitators conducted a mock funeral of State Chief Minister Okram Ibobi Singh.

Sit in protest against the death of a student in police firing on June 8 were also staged at several places along the National Highway 2 starting from Khabam Lamkhai to Sekmai today.

Women folk started gathering on the highway since 11 am and staged sit in protest at Khabam Lamaki, Koirengei, Khonghampat, Pheidinga, Khurkhul, Sekmai and Maharabi.

At Khabam Lamkhai, around 700 women from various villages including Khabam, Heingang, Achanbingei, Matai, Luwangsangbam under the apunba Meira Paibee of Heingang Kendra gathered and staged the sit in protest.

The womenfolk later burned down effigies of the Chief Minister Okram Ibobi Singh and his deputy Gaikhangam.

Slogans were also shouted demanding implementation of the ILPS, to safeguard the indigenous people of the State.

Condemning the incident of the death of Robinhood, the womenfolk also demanded punishment of the personnel involved.

Meira paibis of Koirengei also demonstrated at Koirengei Bazar, Khonghampat Mantri Leikai and Khonghampat Awang Leikai.

At Loitang, Pheidinga, Khurkhul, Sekmai, Maharabi sit-in-protest and protest rally were held blocking traffic movement along the NH-2.

The women protestors displayed placard reading `implement ILP in state` `safe indigenous people of Manipur` `we condemn student killed` and `Punish personnel who killed student`.

Meanwhile, sounds of smoke bombs and tear gas shells continue to echo even till late evening.

It may be mentioned that the JAC and JCILPS has underlined to continue to demonstrate agitations and protest rallies until the ILPS or similar Act is not implemented in to the state safeguarding the indigenous community of the state. The JAC along with family members of the deceased Sapam Robinhood denied accepting the soul-less body until the demand of the public is not met.

MSAD Protest March in Delhi

Manipur students and residents in Delhi, today, despite obstructions by rain, staged a protest march under the theme “Protest against brutality of state forces and to protect the people of Manipur from demographic invasion.” The march, organised by the Manipur Students’ Association Delhi, was a response to the brutal repression on the democratic agitation to protect the rights of the Indigenous peoples in Manipur, from the unregulated population invasion by outsiders and the State sponsored companies, who under the guard of the Indian military establishment took control of the land, labour, resources and market. Many have been injured in the series of repressions and a student named Sapam Robinhood was killed on July 8, 2015. In addition to the shutting down of educational establishments; curfew have suspended free movement of peoples for daily activities and have added to the economic hardships, particularly the poorer sections. The protest march raised various slogans such as: Stop State Terrorism, Long Live People’s Struggle, and Long Live People’s Democracy.

Jiribam 10-July-2015: Joint committee on Inner Line Permit System( JCILPS)  Jiribam branch Volunteers of Students’ Wing, JCILPS women organization and civil organizations in the Jiribam sub division responded to the call of JCILPS and intensified their demand to introduce ILPS in Manipur.

Effigies of Manipur Chief Minister, Deputy CM and Education Minister were burnt today at different places in Jiribam. Protesters also burnt effigies in front of the residence of Revenue & Law Minister  and Jiribam MLA Th. Debendra. Normal life has been affected in Jiribam due to the continued agitation.

IMPHAL, July 10: For the second consecutive day, protestors continue to take out rallies, block roads and confront the police in different parts of the State capital amid a curfew.

The agitation demanding the withdrawal of the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill and implementation of a proper Bill which could safeguard the indigenous people of the State took a serious turn in the aftermath of the death of a student of the Ananda Singh Higher Secondary School on June 8 in police action during a protest rally.

Curfew has been imposed in the twin districts of Imphal since July 9, as protestors come out to the streets and imposed road blocks.

For the second day today, protestors defied the curfew and came out to the streets.

A huge number of Khetrigao constituency residents tried to storm MLA Amin Shah`™s residence around 1pm but were stopped by the police.

The protestors wanted to talk to the MLA on the present ILPS issue.

It is also learnt that Nambol residents had also tried to storm the residence of local MLA Nameirakpam Loken but the police thwarted the attempt around 3pm.

However, protestors continue to burn tyres, place tree branches, rock boulders and iron posts on the roads. Sit in protests were also staged in different parts of the State including at Kongba crossing, Khongman Mangjil, Singjamei Bheigyabati leikai.

Heavy clashes between the agitators and the security forces were also witnessed in several localities.

Police fired tear gas shells, rubber bullets, threw mock bombs, lathi-charged trying to disperse the protestors, while, the protestors replied by shooting catapults and pelting stones.

Many were injured on the protestors`™ side, while some police personnel were also injured.

At Lairikyengbam Leikai, the JAC formed in connection to the death of Sapam Robinhood organised a mass rally.

The rally started from Lairikyengbam Leikai and continued till Lamlongthong where it was met by a strong police team.

Soon a tussle ensued between the protestors and the police. In the tussle, the angered protestors threw the police barricade into the Imphal River. They also shouted demands to safeguard the indigenous people, save Manipur, save North East people.

The protestors also shouted at the police that the demand was also for the police and their families and `Take our lives, but don`™t destroy our Home, please, we are eager to sacrifice for the ILPS.`

After the brief tussle, they returned back and took the rally upto Popular High School and return back.

During their return they tried to march towards the State Assembly building where the last day of the 11th session of the 10th Manipur Legislative Assembly was underway.

They were again stopped by security personnel along the Dingku Road.

During the process, an IRB personnel fired from his service rifle resulting in the protestors turning violent and throwing stones at the police personnel who also fired back rubber bullets, tear gas shells and lobbed mock bombs.

Several protestors were injured and some were arrested by the police.

Similar agitations were also witnessed at Wangkhei, Singjamei, Kakwa, Canchipur, MU Gate, Khagempalli, Keishamthong, Thangmeibad, Sagolband, Urikok, Naoremthong, Prompat DC road, Langthabal etc.

Road blocks were also reported from outside the Imphal area at Khonghampat Mayai Leikai, Tendongyan, Sekmai, Maharabi etc along the National highway no 2.

Police had also reportedly fired bullets at Khonghampat Mayai Leikai to disperse the protestors, informed sources. Effigies of the MLAs were also burnt at Sanakeithel Lamphel.

Meira rallies were also taken out during the night. Effigies of all 57 MLAs were hanged at Singjamei.

IMPHAL, Feb 23: A State cabinet meeting held today discussed thoroughly the bill to implement a law to safeguard the indigenous people of Manipur, which will be tabled in the ensuing Assembly session.

The cabinet meeting was held today at 3 pm at the Chief Minister`™s Secretariat chaired by CM O Ibobi Singh.

Government spokesperson Moirangthem Okendro, who also holds the Education, CAF & PD portfolios, said that the State government seriously considers the people`™s emotion as well as the demand by the Joint Committee on Inner Line Permit System to enact a law in order to safeguard the indigenous population.

The government also clearly understands the need for it, he added.

He further said the government is planning to table `The Manipur regulation of visitors and tenants bill, 2015` in the ensuing Assembly session, considering the people`™s demand.

However, even if we want to enact a law as quickly as possible in order to safeguard the indigenous population, things cannot be done hastily as we need to consider whether the said law will create problem from other communities, the spokesperson said.

In order to make the bill to be tabled in the Assembly session more complete and fulfilling, we need to consult constitutional experts as well as other experts, he informed.

It may be mentioned here that the committee of All Political Party on ILP System had submitted a report containing 280 pages to the State government regarding the matter after investigation for five months on December 10 last.

The Assembly session which will commence on February 25 is a short duration session. In this session current financial year 2014-15 revised estimate and next financial year 2015-16 budget estimate will be tabled for voice vote.

Ibobi confident of early solution to the ILPS issue

IMPHAL, September 16: A concrete solution to the long standing demand for implementation of Inner Line Permit System in the State will be achieved soon, assured Chief Minister Okram Ibobi

IMPHAL, September 16: A concrete solution to the long standing demand for implementation of Inner Line Permit System in the State will be achieved soon, assured Chief Minister Okram Ibobi Singh today.

The government is in talks with experts on the issue, he elaborated.

Speaking on the sideline of the 41st foundation day celebration of the AMWJU today, Ibobi said the government has already constituted a 15 member committee representing various political parties in the State.

The committee has met on three counts already and invited suggestions from experts on the subject, he said.

Academics from Manipur University have already submitted their suggestions yesterday, now the All Manipur Bar Association and the High Court Bar Association will be submitting theirs soon, he said.

Soon the all political party committee will be submitting its report to the government, the Chief Minister observed.

As soon as the government receives the report, it will try to find ways to chalk out a solution, he said.

The government will also invite the agitators demanding the ILPS implementation in the State for talks, the Chief Minister said and at the same time expressed confidence that the outcome would be fruitful.

Further coming to the recent incidents of violence in NIT campus, he said the government is closely monitoring the situation with both the DGP and the principal secretary Home checking daily.

The incident was unfortunate and had erupted from a small misunderstanding among students. Such mistakes occur once every while, but the government is on high alert to avoid any such incident in the future, Ibobi asserted.

He further appealed to all not to be worried.
