Imphal, Jan 31: Some unknown persons blasted a bomb in between Khangenbam Noyon (49) and Waikhom Sonachand (42) of Singjamei Waikhom Leikai last night around 7.40 p.m.
Sonamani is a worker of Congress(I). No casualties were reported in the blast.
In another incident, at least 10 shops situated at Chongtham Leikai opposite Super Market, singjamei caught fire last night around 9.30 p.m.
The shops belong to the plot of one Kakchingtabam Kumar of Singjamei. The shops owners were identified as Laishram Achouba of Naorem Leikai, a cycle store, Thongam Birmangol, Khongnang Pheidekpi, supplier of uniforms, one Zerox shop, one photo studio, one mobile repair centre, one beauty parlour and one grocery dukan.
No casualties were reported in the fire. The cause of the fire is yet to be ascertained.

New Delhi, Jan 31: The Special Judge for CBI Cases, Chennai has convicted Smt. Nirmala Sundaraman, the then Branch Manager of Indian Bank, Triplicane Branch, Chennai in a bank fraud case and sentenced her to undergo one year Simple Imprisonment with a fine of Rs.5,000/-.
CBI registered a case on 31.05.1991 against Smt. Nirmala Sundararaman, the then Branch Manager, Indian Bank, Triplicane Branch, Chennai and others alleging that during the period 1988-89, the accused persons entered into criminal conspiracy to cheat Indian Bank, Triplicane Branch Chennai. In pursuance of the said conspiracy, Smt. Sundaramal, Proprietrix of M/s Sudha International Films, Chennai had submitted loan application with Indian Bank Triplicane Branch, Chennai for sanctioning overdrafts of Rs.Four lakhs for producing a Tamil feature film. Smt.Nirmala Sundararaman without conducting any pre-sanction verification, recommended & forwarded the said loan application for sanction to competent authority.While the application was under process with the Regional Office /Zonal Office, Smt. Nirmala Sundararaman allowed Smt. Sundaramal to withdraw the loan amount with help of the then Regional Manager. A loss to the tune of Rs.Four lakhs was caused to Indian Bank and corresponding wrongful gain to accused persons. After completion of investigation, a chargesheet was filed against the three accused persons before the Special Judge for CBI Cases, Chennai u/s. 120-B r/w. 420 IPC and Sec. 13(2) r/w. 13(1) (d) of PC Act 1988.
On completion of the trial, the Special Judge convicted Smt.Nirmala Sundararaman for the offence and acquitted other two accused persons.
The Central Bureau of Investigation has registered two cases against certain officials of the Ministry of Railways; unknown officials of Central Excise of Haldia Commissionerate(West Bengal) and two private companies – one based at Jhargram(West Bengal) and other based at Kharagpur(West Bengal) along with the Directors of the said companies.
It was alleged that both the companies were engaged in production of Iron products (Sponge Iron, Pig Iron, etc.) and in this process procured Iron ore from mines of Odisha. As per the policy of Railways, concession was allowed to the Companies who were consuming the Iron ore for domestic consumption. Under such declaration both the private Companies allegedly procured huge amount of Iron ore whereas the Excise Return Forms submitted by these Companies to the Excise Department showed production of much lesser quantity of Iron products. The companies also in connivance with unknown officials of Central Excise allegedly submitted false Excise Return Forms to the Railways, thereby getting larger amount of Rakes from the Railways for transportation of Iron ores. The said private companies with such false pretext of domestic consumption, exported/sold the Iron ore. As a result of this, the Railways incurred loss of about thousand crores by the alleged false declaration given by the companies towards freight.
Simultaneous searches in 32 places at the premises of officials of Railways and Offices of the Companies & the residences of its Directors were conducted. During the searches, incriminating documents; Cash of approx. Rs.8.94 lakh; including KVP, NSC, TDR, FDR etc worth Rs.60 lakh; Hard Disks, Laptops and other miscellaneous files pertaining to the cases were recovered.

The sole purpose is to encompass and facilitate stakeholders for access to database which would be of immense value further business operations. This database in particular relates to the creation/subsistence of charges created against advances sanctioned and released by stake holders to the the corporate world.
Revamp Of MCA And MCA21 Portal
The revamped portal is more user friendly and explanatory for a user visiting MCA21 for the first time.
The Portal has defined sections related to the most frequently used functionalities of MCA21 and a detailed step wise process has been defined to assist the user.
The user’s who are well acquainted with MCA21 portal functionalities have been provided with Quick Links within all the sections.
A special tab ‘Investor Services’ was also added keeping in mind the protection of the interests of investors. This tab consists of link to all relevant websites like IEPF which help protect the interest of investors.
Mandating Electronic Stamping For The Whole of India
Estamping through the MCA21 system has been mandated for all the states and union territories in India.

The companies which had defaulted in filing their annual returns and balance sheets for a continuous period of three years, have been moved into a separate basket as “Dormant“ –companies. Such companies are restricted from doing their eFilings unless the default in filing is made good by them.

Implementation Of Comprehensive Complaint Monitoring system
A detailed Complaint Monitoring system has been implemented in the MCA21 system for the MCA21 stake holders. The users can raise complaints, issues, queries, suggestions through the same and they are provided a unique ticket reference for the same. They can track the status of the same to completion using the ticket reference.
Digital Signing Of Certificates By The System
Earlier RoC officers used to manually sign the various certificates and send the same by post to the company. Now, the process of digital signing of various certificates by the MCA21 system has been introduced, where there is no manual intervention. Further the digitally signed certificates are sent by email to the company and are also made available on the MCA21 FO portal for verification.
Process For Allotment Of DIN Made Paperless And Online; And Integration Of DIN- DPIN
The process of allotment of Director Identification Number (DIN) by MCA has been made completely paperless. This has been done by doing away with the requirement to file physical proofs; and instead the same are scanned to the DIN application itself. Also, providing Income-tax PAN has been made mandatory for all Indian directors. Further, the DIN application is processed by the system itself based on certification by the practising professional.
MCA had separate systems for allotment of DIN under Companies Act and for allotment of Designated Partner Identification Number (DPIN) under LLP Act. Now, MCA has integrated the two systems by having the common identifier as DIN only.Integration With Other Government Departments – Income-Tax And Trademark
In a process of implementation of joined up services, integration with the following departments was done –
With Income-tax system for verifying particulars of the directors, etc. with their respective Income-tax PAN details
With Trademark system for providing search facility on the TMR database to both internal (RoC offices) as well as to the external stake holders (Company, professionals)
Integration With Banks For Opening Of Corporate Accounts
In a process of integration with various banks, MCA has introduced a facility for the corporate to open a bank account through MCA21 system itself. The company is required to fill an electronic form on the MCA21 system itself and certain details, documents in respect of the company are sent to the concerned bank by the MCA21 system itself.
Introduction Of NEFT Option For Making Payments
Earlier MCA21 payments were allowed via Credit Card, Internet Banking & Physical Challan. Internet banking is restricted to 5 banks only. In order to eliminate inconveniences caused due to payment processing delays, MCA introduced payment of MCA fees via NEFT (National Electronic Fund Transfer) mode. Through this option stake holder can make payment of MCA21 fees through any bank which allows NEFTPayment Through Physical Challan Mode Restricted
Facility to make payment for various MCA21 services through the physical option (payment through challan at the bank counter) has been restricted only in case the amount payable is more than or equal to Rs. 50,000
Implementation Of XBRL For Filing Of Financial Statements By Certain Class Of Companies
Filing of financial statements by certain class of companies through Extensible Business Reporting Language (XBRL) has been implemented in the MCA21 system. This system entails tagging of the financial statements to the MCA XBRL taxonomy. MCA21 system has provided a tool to the stake holders to validate the XBRL documents before filing. Further the machine readable XBRL instance documents are converted to human readable pdf format by the MCA21 system.Disabling Mark Urgent Functionality
Earlier while processing a work item by the MCA user, there was a facility to mark a work item as urgent to bypass the First in First Out (FIFO) processing. However, in order to bring in more transparency, this functionality has been stopped. The work items will be processed in the order of their filings only.
Introduction Of Refund Process
Earlier there was no process in MCA21 for refund of fees wrongly paid by the stakeholder while availing various services at MCA 21. Hence, Ministry has decided to refund the statutory fees paid for certain services. New refund eForm needs to be filed by the stakeholder applying for refund and upon processing of the same the refund request shall be approved or rejected.
The refund of MCA21 fees is available in the following cases: a) Multiple Payments of Form 1, Form 5; b) Incorrect Payments and c) Excess Payment
Refund process is not applicable for certain services/ eForms like Public Inspection of documents, Request for Certified Copies, Payment for transfer deeds, Stamp duty fee (D series SRN), IEPF Payment, STP Forms, DIN eForm, etc.

Imphal, Jan 31 (NNN): Re-poll will be held in 34 polling stations spreading to all the five hill districts of Manipur on February 4 with maximum number of them in Ukhrul district’s Chingai assembly constituency.
Announcing this today, chief electoral officer of Manipur P.C Lawmkunga said repolling will be held in the polling stations of Modi, Unupat, Larong and Tampi in Chandel assembly constituency.
In Tengnoupal assembly constituency, repolling will be held in the polling stations of Khunbi Khunou, Moreh-D, Moreh-H and Moreh-I.
In Ukhrul district’s Chingai constituency, repolling will be held at Tora polling station, Somdal A1, Somdal A-II, Somdal-B, Tuinem A-I, Tuinem A-II, Ringui, Ngaimu-A, Ngaimu-B.
In Senapati district’s Mao constituency, repolling will be held in Makhel. In Tadubi assembly constituency, repolling will be held in Pungdung (A), Mao Pungdung (B), Chawainamai Khullen (A) Chawainamai Khunou, Makhan Centre A, Makhan Centre B. In Tamei constituency, repolling will be held in Azuram.
For Tamenglong assembly constituency, there will be a repoll in Sonram (Sonpram) and Duigailong. For Nungba, repoll will be there in Chakanlong (Tupul). For Tipaimukh, repolling will be held in Chingmun and Senvon (B). In Thanlon constituency there will be a repoll in Savaipaih and Phaiphang and for Henglep assembly constituency there will be a repoll only in Phuoljang polling station.
The final poll percentage for the tenth Assembly elections was 79.35 compared to 86.37 percent of the previous 2007 Assembly elections. Elections were held on Jan 28 last. Officials from far flung areas finally reached their respective district headquarters by today. State Election authority today issued the final poll percentage. The highest turn out was at 38 Hiyanglam which recorded 92.95 poll percentage. Other constituencies which recorded high turnout were Keirao, 90.17 percent, Lamsang 90.61 percent, Wangoi 91.24 percent, Mayang Imphal 90.95 percent, Oinam 90.05 percent, Wangjing Tentha 91.57 percent, Wabagai 91.37 , Lamlai 92.25 percent .
The lowest turn out was recorded at 56 Thanlon with poll percentage of 47.14 percent. Thoubal district , district of Chief Minister, O Ibobi Singh recorded 88.33 percent, Bishenpur district 86.66 percent, Imphal East district 85.73, Imphal West 85.21, Chandel district 69.07, Ukhrul district 64.65, Senapati district 72.77, Tamenglong district 73.68 and Churachandpur 63.40 percent.
A total of 13,81,942 out of 17,41,581 voted. Women turnout was better than men. 6,90,754 women voted while 6,26,863 men voted.

IMPHAL, Jan 31: Beginning from 2008 till 2011, the state has witnessed 246 cases of child trafficking,many cases are seemingly still unreported and may be just the tip of the iceberg.

The fact was stated by K Pradip Singh,member secretary of Child Welfare Committee , Bishnupur at a one day orientation program on Human Trafficking held at Lake View Hotel at Moirang. The program was organized by the Social Welfare Department and participated by youths from Bishnupur and Churachandpur district yesterday.

Pradip further spoke on the definition, dynamics and magnitude of human trafficking in Manipur.He stated that three are mainly three types of trafficking, viz. Drugs trafficking , which is the most lucrative trade and followed by Arms trafficking and next is the issue of human trafficking.At present , the trade in human trafficking has surpassed the arms trafficking and has become more widespread. Six to eight lacs individuals are trafficking in a year among international and national borders and largely involves women and children, he said.

Further,the objective of the traffickers is to offer lucrative jobs abroad and in other states, mainly free education, free shelter, placements in beauty parlors, spas etc. The trafficker may pose as a samaritan and try to gain the trust of the family and the individual and may even give the offers through the media.

Mentioning instances of children and women from Manipur being trafficked, he said that at least nearly a hundred children were rescued from other states like Karnataka, Tamil Nadu, Delhi etc .Some teenage girls were rescued from entering the sex trade by force, he mentioned.

Pradip  stated that  the family members and individuals should discern the possibilities of getting a good future for their wards and self, else there is every possibility of becoming a victim of human trafficking. Blaming the ineffectiveness of the education sector of the state and lack of unemployment as the main causes of falling prey to trafficking, he said that the state government should initiate steps to curb trafficking.The program was attended by Bishnupur Child Welfare Committee chairperson, L Pishak Singh and Ch Tampakleima,district protection officer, ICDS, Bishnupur.

IMPHAL, Jan 31: The Zelianong Youth Front has expressed shock and condolences at the death of G Adummei Rongmei, one of the seven victims of the Tampi Primary School polling station incident on January 28. It thanked the state government and Election Commission for announcing an ex-gratia of Rs 10 lakhs for each victim.

IMPHAL, Jan 31:The semi-final line up for the ongoing Devola Memorial Cricket tournament has been identified. In the first semis SALAI GRACE, Porompat takes on WYC on February 2 while ASHA meet BASU, Khangabok the next day. Today, SALAI GRACE defeated SMYDO, Sapam by 48 runs while BASU beat Loving XI by 41 runs in the third and fourth quarterfinal respectively.
