Imphal, July 4 : M Oken, Minister Consumer Affairs Food and Public Distribution assured the House today the government will try to check adulteration of food and petroleum products in the state.
He said the IOC directly controls the distribution of petroleum products and there were allegations of kerosene mixed with petroleum products. At Bakliwal oil depot, Imphal people noticed water given instead of diesel recently. IOC was informed and warning was given to the oil depot he said. In another instance during surprise checking it was found the petroleum products were adulterated upto three percent at Krishna Premi oil depot, Imphal. It was slapped a Rs 50,000 fine and has been ordered to be closed down for 45 days he said.
The government has started taking up steps to distribute kerosene and rice directly to the people and the monthly quota of 2.12 kl of SK oil will be given to the people. Dr I Ibohalbi of the Trinamul Congress raising a call attention motion on the issue said as petroleum products are adulterated there is frequent break down of vehicles and the menace of black marketing should be checked.
During question hour , Chief Minister O Ibobi Singh who also holds the Power portfolio informed that pre paid service has started to ensure that people get electricity well and there is no room of power theft. It will expand to most of the city areas and the areas not covered by pre paid system will have new meter system. About 2 lakh, Infra red meter will be installed so that meter can not be manipulated he said.
O Ibobi today told the state assembly today that there are plans for installation of power Prepaid Metre System and continuous supply of electricity in Uripok constituency.
The Chief Minister stated this in a reply to a question by Uripok constituency MLA N Nandakumar in the House.
Meanwhile, Ibobi also said target has been set for implementation of Medical Council in the state from this year and for this purpose the Manipur Medical Council Act, 2009 had been notified on June 28 last.
A date will be fixed to enforce this Act and that efforts are on to formulate Manipur Medical Council rules, the Chief Minster further informed the House. Ibobi said this in a reply to a question by Khurai constituency MLA Dr Ng Bijoy.
Irrigation Minister, Ngamthang Haokip informed that Thoubal Multipurpose project will be completed by March 2014 and it will provide irrigation to 21,862 hectares of agricultural land. Every day it will also provide 10 million gallon of drinking water besides 7.5 mw of power he said. power he said.

Chief Minister O Ibobi who holds the Finance portfolio introduced demand for grants for seven departments. It included Rs 33.91 cr for State Legislature, Rs 4.51 cr for Council of Ministers, Rs 59.68 cr for Secretariat, Rs 234 cr for Municipal Administration, Urban development, Rs 5 cr for Election , Rs 809 cr for planning and Rs 8.16 cr for tourism.

ZUF joint secretary, A Remroi said even as the struggle of Naga is underway the Zeliangrong people are gradually losing their territory and further asserted that despite 60 years of struggle as well as the 15 years of peace process, the Naga people’s aspiration has not been fulfilled till date.
ZUF maintained that ZUF was formed to protect Zeliangrong people and their resources and it is not an anti-Naga organization alleging that the NSCN-IM is an organization that is practicing anti-Naga policy.
NSCN-IM is still giving training to other non-Naga people like the Dimasas who have killed many innocent Zeliangrong people and grabbed parts of our territory in NC Hills, Remroi accused.
However, NSCN-IM is getting in the way when we try to make an all out effort to defend the Zeliangrong territory, the ZUF leader said, adding that it expects cooperation from all the Zeliangrong people in its efforts.
The ZUF leader also alleged that the recent Haochong incident in which three cadres of NSCN-K were killed was the plot of the NSCN-IM. The allegation of NSCN-IM that the incident was occurred due to a factional clash or drunken brawl was nothing but a sham, Remroi added.

Manggoulen is the youngest son of Thangkam Misao who is the sitting Manipur District Coundil (MDC) of Saikul .
The Kuki Students’ Organisation, (KSO), VP, Mangcha Baite informed that Misao was preparing for his examination scheduled on July 6 next. The student is also serving as the youth fellowship Chairman of the Kuki Baptist Church, Parish No.l. The KSO General Headquarters took strong exception of the abduction of the innocent student who is in the midst of his final examination. KSO said the abductors should release the student by 6.00 pm of 5 July 2012, so that he can appear for his exam the next day. If the abductors fail to heed the appeal, the KSO will be forced to take stringent measure which will not be in the interest of the people or group involved in the abduction case it was warned.

Imphal, July 4 NNN: The All Manipur Tribal Union (AMTU), Tamenglone Zone has on Wednesday urged the concerned authority for immediate cancellation of the DPC held for recruitment of Sarva Shiksha Abhiyan assistant teachers under Autonomous District Council, Tamenlong.
The AMTU alleged that ADC, Tamenglong has violated the rule and regulation of the Right to Education while recruiting SSA assistant teacher in respect of ADC Tamenglong.
The tribal union is unhappy over the alleged fraudulent recruitment procedure of the recently conducted DPC for SSA assistant teachers under ADC, Tamenglong.
AMTU also alleged that the concerned authority has favoured some particular candidates for their self gain in the recent recruitment procedure of SSA assistant teachers which is not acceptable to the public.
It also demanded for a fresh DPC for recruitment of SSA assistant teachers for the ADC as soon as possible on the larger interest of the public warning that AMTU will seek legal help from the law court and at the same time will launch stern agitation if the authority fails to meet the demand. The CEO, Tamenglong ADC should be the sole responsibility for any eventuality, AMTU added.

New Delhi, July 4 : The Central Bureau Of Investigation has arrested Col. A.K.Singh, Physical Training Officer & Presiding Officer appointed by National Defence Academy(NDA) in an on-going investigation relating to an alleged bribery case for appointment of subordinate staff in NDA, Pune.
The arrested accused was produced before the Special Judge, Pune and was remanded to Police custody upto 07.07.12.
Searches were conducted at the premises of the accused at Purnia & Saharsa District of Bihar. A case was registered against Staff Officer to the Commandant, National Defence Academy, Pune; two private persons and other unknown accused persons U/s 120-B, 420, 468 & 471 of IPC and Section 13(2) r/w Sec. 13(1)(d) of P.C. Act, 1988 in the matter of appointment of subordinate staff, such as, Mali, Cook, LDC, Cadet Orderly, Lab Attendant, Library Attendant, etc in NDA in the month of May & June, 2012. It has been alleged that the Staff Officer in conspiracy with some private persons & some employees of NDA had indulged into corrupt practices and obtained illegal gratification of Rs.Three lakh to Rs.Four lakh from each prospective candidate to give them appointment. The accused persons had allegedly taken signature of such candidates on blank answer sheets and subsequently filled them with correct answers by fraudulent means. Thus, the actual deserving candidates were cheated. CBI had earlier arrested a Staff Officer(A Colonel rank Officer); Establishment Officer & another employee, all of National Defence Academy, Pune and four private persons in this case. Four accused including Staff Officer are presently in Police custody till 05.07.12 and remaining three, including Establishment Officer, are in Judicial custody. Further investigation is continuing.

New Delhi, July 4 : The Central Bureau Of Investigation has today filed a chargesheet against 13 accused persons in the Court of Special Judge, Mumbai relating to Adarsh Cooperative Housing Society Case of Mumbai.
A case was registered on 29.01.2011 against 13 accused persons belonging to Army, DEO (Defence Estate Office), Govt. of Maharashtra, Public servants & unknown persons U/s 120-B, 420, 468, 471of IPC and Section 13(2) r/w 13(1)(d) of PC Act, 1988. Subsequently, Section 3 of Benami Transactions Act was also added in the case as per the orders dated 17.2.2011 of Hon’ble Bombay High Court.
After completion of the investigation,CBI has today filed chargesheet.
The investigation with respect to Benami transactions and any other new facts that may emerge during investigation is still continuing & report U/s 173 Cr.PC will be filed after completion of investigation in due course of time.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

Imphal, July 4 : In an initiative towards a “GO GREEN FORTNIGHT”, HQ 9 Sector under the aegis of HQ IGAR(S) organized a plantation drive on 04th July 12, furthering its efforts of preserving the bounty of the nature, at Keithalmanbi. Brig Navneet Kumar, Cdr 9 Sect AR graced the occasion and inaugurated the drive by planting the first sapling. He also emphasized upon benefits of green environment and ill effects of global warming. A total of 10,000 saplings including Ornamental trees, Shady trees and Fruits trees are planned to be planted at Keithalmanbi, Mayang Imphal, Tulihal, Kakching, Waikhong, Thoubal, Yairipok and Mantripukhri during the ‘GO GREEN FORTNIGHT’ from 01 July to 04 July 2012 at various villages namely Heirok, Chandrakhong, Soura, Langgol, Wangoi, Patsoi, Lamlai, Khongampat, Hangam Thabi. The Go Green drive aims to save and regenerate the flora of the state, since the valley areas include Imphal East, West, Bishnupur and Thoubal District areas have undergone deforestation in the past.The Sector pledged to plant Maximum saplings of all types during this drive and also to conduct a series of lectures and presentations to include, “Importance of Trees in Our Lives”, essay writing competitions etc to bring home the important aspect of giving back to the “Mother Nature”.The Sector also plans to raise awareness among the local populace with a special focus on the younger generation to imbibe the importance of trees in their lives.
In another occasion, 28 Assam Rifles of 9 Sector under HQ IGAR(S) organised plantation drive under ‘Go Green Fortnight’ programme in the Kethelmanbi garrison on 04 Jul 2012. The programme was organized in view of undeterred efforts to preserve the bounty of the nature. More than 500 fruit bearing trees were planted in the Keithelmanbi garrison during the program. The drive was carried out under the theme of ‘‘Go Green Fortnight to instill the love for nature among local populace and also enhancement of arboriculture in the Keithelmanbi garrison for nearby villagers”.
Similarly, 18 SIKH organized a “Trees Plantation Drive” at the sprawling green areas of Yurembam. Plantation drive which included plantation of saplings of fruit bearing trees/plants like Guava, Papaya and Banana by the troops and villagers. A large number of villagers enthusiastically participated in the “GO GREEN” programme. The unit also, distributed insect repellent creams as an anti-malaria precaution to the villagers.
Mean while, 15 Assam Rifles organized “go green awareness essay competition” in STNBA School, New Irong on 03 Jul 2012. Topic of the essay competition was “GREEN EARTH”. More than two hundred students participated in this event. First, Second and Third Prizes were given to the participants gifts and sweets were distributed amongst the student.

While environmentalists are rejoicing that constant international scrutiny will curb amassment of forest wealth by vested interests, the state governments have given a guarded reaction. Skeptics are of the view that the tag will make little difference to many ecologicaly destructive projects that have been implemented or are proposed in the Western Ghats.
Recognition Comes After Rejection
The world heritage tag for the Western Ghats has come after many glitches. The proposal for including 39 sites in the Western Ghats as world heritage was rejected by the World Heritage Committee in its 35th meeting last year. When the proposal for it was re-submitted for consideration this year, it was once again on the verge of getting rejected. The International Union for Conservation of Nature (IUCN) suggested that India should review and refine the proposal to redefine the boundaries of the proposed sites to maintain the contiguity of the forests. The Indian delegation in St Petersburg, however, managed to convince the world heritage committee on the merits of India’s proposal and also discussed the issue with 21 members of the committee. The intense lobbying paid off, as the Russian delegation moved a proposal which was backed by several Asian and African nations.
Importance of Western Ghats
Older than the Himalayas, the Western Ghats are the treasure trove of bio-diversity. In fact they are recognized as one of the 8 global hot-spots harbouring a wealth of flora, fauna. The Western Ghats which begin at the Dangs in Gujarat, run through the western parts of Maharashtra, the tiny state of Goa, the Malnad region of Karnataka and the highlands of Kerala and Tamil Nadu, before ending near Kanyakumari.
The Ghats are currently known to have more than 5,000 plant and 140 mammal species, 16 of which are endemic, i.e. species found in that area alone. Notably among these being the lion-tailed macaque and the Nilgiri tahr. Out of 179 species of amphibians found in the Western Ghats, 138 are endemic to the region. It has 508 bird species, 16 of which are endemic, including the Nilgiri flycatcher and the
Malabar parakeet.
The Western Ghats are considered ecologically sensitive region with nearly 52 species moving one step closer to extinction. Habitat change, over-exploitation, pollution and climate change are the principle pressures causing bio-diversity loss.
The need to protect the ecology of the Western Ghats can hardly be over-emphasized.
The UNESCO Mandate
The UNESCO has noted with appreciation India’s ongoing commitment to conserving high bio-diversity values of the Western Ghats, but has clearly underlined that more needs to be done. The World Heritage Committee has suggested to the Indian Government to take into account the recommendations of the Western Ghats Ecology Expert Panel. It has also asked the government to strengthen buffer zones to provide increased protection within the nominated sites. The UN body also wants to promote participatory governance approaches through community participation to ensure equitable sharing of benefits. The panel has said that no industrial activity should be allowed without the consent of the locals.
The Western Ghats Ecology Expert Panel, was constituted by the Ministry of Environment & Forests in February 2010 under the chairmanship of noted environmental expert Prof. Madhav Gadgil. The panel has identified several eco-sensitive zones in the region and recommended that they should be declared no-go areas. Among its recommendations, the panel has also called for scrapping of Karnataka’s Gundia and Kerala’s Athirapally hydro-projects, and gradual phasing out of mining activities in ecologically highly-sensitive areas of Goa by 2016. It has also suggested setting up of a Western Ghats Ecology Authority (WGEA), as a statutory authority appointed by the Ministry of Environment and Forests, with the powers under Section 3 of the Environment (Protection) Act, 1986. The 24-member body is to have ecologists, scientists, representatives of civil society, as well as tribal groups, officials from the Union Environment Ministry, Planning Commission, National Biodiversity Authority, Central Pollution Control Board, and representatives of the state government as its members.
Both the Karnataka and Kerala state governments have been opposed to the recommendation to scrap the hydro projects in their respective regions. The Karnataka Government had also been opposing the World Heritage tag citing regulatory hurdles in the development of places falling under these regions. Goa’s lackadaisical attitude in conserving the Western Ghats has resulted in the state not getting any site in the list of 39. Maharashtra Government has welcomed the World Heritage Status to Western Ghats, but that is unlikely to change the state’s present stance of not imposing a complete ban on mining and industries, except in the core areas. The state, nevertheless is encouraging green fuel movement in the villages of Western Ghats by way of up to 75% subsidy on biogas and 50% subsidy on shift to low yielding cattle, which rely on domestic fodder instead of open grazing.
Impact of UNESCO World Heritage Site
The World Heritage status could have implications on development in and around these sites as UNESCO prescribes creation of additional buffer zones around the natural world heritage sites and putting in place an overarching management authority for conservation of the selected 39 serial sites. Conservationists also fear a mad-rush to these sensitive areas in the guise of eco-tourism. “This might trigger commercial activities in the Western Ghats, followed by construction activities like building roads, structures, power lines and other infrastructure, which will defeat the purpose of protecting the green cover and habitat protection,” says an activist associated with the Kudremukh Wildlife Foundation in Karnataka.
The Western Ghats expert Dr. Madhav Gadgil has welcomed the UNESCO gesture and said “It will hopefully strengthen the Acts like Biological Diversity Act of 2002, which empowers the local bodies like panchayats to take appropriate steps for conservation.” The participation of locals is going to be crucial in determining the success of conservation efforts and promising sustainable development.
All along the Western Ghats in five states, there are lakhs of tribal people who have made their homes in the ghats. The Thodas of Nilgiris, Soligas of BR Hills, Malekudiyas of Belthangady, Halakki Vokkals of Uttara Kannada, the Sidhis of Kumta, Paniyas of Waynad, Kattunayakans of Malabar and many others in Goa and Maharashtra are some of them. The Perspective Plan for Protection of Biodiversity 2001-16 states that “tribal communities are part of the biodiversity and the state governments should not take them out of their natural surroundings, but empower them democratically and let the government facilities go to them.”
The ground situation for people’s participation in development is conducive in most parts of the Western Ghats. The region has some of the highest levels of literacy in the country, and a high level of environmental awareness. The democratic institutions are well entrenched, and Kerala leads the country in capacity building and empowering of Panchayat Raj Institutions. Goa has recently concluded a very interesting exercise, Regional Plan 2021, of taking inputs from Gram Sabhas in deciding on the land use policies. Evidently, Western Ghats are an appropriate region of the country to attempt to make the transition towards an inclusive, caring and environment friendly mode of development. (PIB Features.)
