IMPHAL, April 28: The Director of the Rural Development and Panchayati Raj has issued office memorandum new criteria for estimation of work program for Zilla Parishad and Gram Panchayat will be followed under Finance Commission Awards, said a DIPR press release.
The office memorandum mentioned the new criteria have been introduced so as to streamline all level of the processes ranging from work estimation and its consequent implementation.
It further continued that Zilla Parishad and Gram Panchayat should implement the new criteria by following the MSR 2012 from the financial year 2014-15 and added the concern Section Officer will prepare the estimate with 5.65 VAT and 1% labour cess, it said.
