“NSCN (IM)’s hand in ADC member killing confirmed”

IMPHAL, July 15: Intelligence reports have confirmed that Ngalangzar Malue was killed in an ambush by NSCN (IM) cadres on July 12, 2014, said Home minister Gaikhangam on the floor

IMPHAL, July 15: Intelligence reports have confirmed that Ngalangzar Malue was killed in an ambush by NSCN (IM) cadres on July 12, 2014, said Home minister Gaikhangam on the floor of the State Assembly today.

It is also confirmed that many more individuals are on the outfit’s hitlist, he added.

The minister’s declaration came three days after the former vice chairman of the Ukhrul Autonomous District Council was killed in an ambush at Finch Corner, Ukhrul.

Earlier the NNN had reported that the NSCN (IM) has disowned the killing and that it will not remain mute spectators to the State forces intruding into the regional office.

Gaikhangam was responding to a calling attention moved by Opposition leader I Ibohalbi on the ambush.

The Home minister continued that the NSCN (IM) has killed hundreds of individuals since the 1980’s.

Resounding what the Chief Minister had exhorted yesterday inside the Assembly, Gaikhangam who is also the deputy Chief Minister said the government will take action against those involved in killing innocent people of Manipur.

The tolerance limit has been crossed and the killing of blood brothers can’t bring any good, he told the House.

“We must strongly condemn the killing of ADC member Ngalangzar Malue who was unarmed, without any provocation or warning.”

It has also been confirmed after the arrest of the eight NSCN (IM) cadres along with weapons and other items, that the outfit was involved in the ambush, he continued.

However, investigation is in the initial stage and progressing now, Gaikhangam said.

Earlier while moving the calling attention, Ibohalbi had wondered whether the NSCN (IM)’s intelligence network was better than that of the government’s.

He said since the State intelligence had failed to get any input beforehand of the ambush, it can be drawn that the NSCN )IM)’s intelligence network is more accurate than that of the Manipur CID.

Ibohalbi also asked as to why the government has failed to declare NSCN (IM) as an unlawful outfit considering the series of anti-social activities carried out by the outfit including a series of killing, kidnapping, extortion and assault till date.

In the last 17 years or so, the outfit has killed many individuals including former Manipur Chief Minister Yangmasho Shaiza, he said.

Asserting that Ngalangzar Malue was killed in an ambush at a place between two Assam Rifles posts which were just about 400 meters from the spot on either sides, he asked if the army and AR are posted in the hills for picnic.

He further raised the issue that even though the cease-fire between the Government of India and the NSCN (IM) is only in Nagaland, the Manipur State force has captured an open designated camp of the outfit from the State following a raid according to newspaper reports.

Ibohalbi also stated that the State government need to know the status of the peace-talk and whether the NSCN (IM) can killed anyone according to its whims

Imphal, July 15: MLA L Ibomcha drew the attention of the House during zero hour demanding a detailed report from the State government on the recent assassination of ADC member Ngalangzar Malue, by an organisation currently under peace-talk with the Government of India.

Ibomcha said the ceasefire agreement between the Government of India and the NSCN (IM) is applicable only in Nagaland, not in Manipur.

But the State forces have captured eight cadres with arms and ammunitions from a ‘designated camp’ of the outit at Ukhrul district, he said, adding that although the action is commendable, it is a little too late.

The minister said recruitment of the teachers will be completed through the Teachers’ Eligibility Test, TET, which was already conducted.

In his reply, I Hemochandra assured that the areas will be included under the scheme after the Budget Session.

IMPHAL, July 15: Inner Manipur MP Dr Thokchom Meinya today sought funds to maintain a dedicated security for each of the national projects sanctioned in the North Eastern Region.

According to a statement from the MP’s PA, Meinya had stated in Parliament during a general discussion on the Railway Budget, 2014-15 that the budget was an ordinary and a very normal budget.

He said before the Parliament that the budget was a perfectly non-balanced budget and that he stands to oppose the budget, according to a statement from the MP’s office.

Speaking on region specific railway projects, he said that the proposed projects in NE region for providing connectivity to State capitals of Arunachal Pradesh, Nagaland, Manipur and Mizoram are yet to see the light of the day.

Further according to the statement, he continued that in 2004, the UPA government had sanctioned the Jiribam-Tupul (Imphal) Rail Project and the foundation stone was laid at Jirighat by the then Prime Minister, Dr Manmohan Singh in 2004.

The statement said that the MP had highlighted that the project was initially targeted to be completed by 2010, but was extended in the first instance to 2012 then to 2014 and now to 2016, and added that the target has been extended to 2022.

Citing that the reason for this delay as well as the delay in the work of Lamding-Silchar gause conversion are attributed to the adverse law and order situation in these areas, he had further highlighted that the ministry has not taken up the matter with the authorities concerned for providing necessary security coverage for these projects.

He continued for the government and the Home Ministry that funds to maintain a dedicated security to each of the national projects sanctioned in the region be considered and implemented, according to the statement.

Meanwhile, replying to a supplementary to a star question raised by th MP, regarding the cancellation of the Imphal-Silchar regular flight, Ashok Gajapathi Raju had said that the government is very concerned with connectivity, particularly in the North East.

The Civil Aviation Minister had replied that there are a few problems that have cropped up because the commitments of the North East Council were not implemented in the Viability Gap Funding, he said before adding “Once those things are sorted out, I am sure, connectivity will be restored and we want to restore it as soon as possible.” Thokchom Meinya had asked whether the operation of the flight, from Imphal to Silchar, will be resumed.
