The Head of the People of Manipur (read as Chief Minister) had recently reaffirmed in the floor of the house, where the paragons of democracy get exemplified, that there is no coordination in the various organs of his administration while exercising various governance responsibilities. Mind you, we have to take his words with all the possible values attached for he has been in the helm of affairs for more than a decade. Further the house acted aggregately in an area supposedly related to the “privileges” of the attendees consequent upon an arguable aptness of the description of the qualitative features of the attendees by a social articulator of issues in a discussion in a local television channel and irrespective of whether the very contextual issue one supports or otherwise.

But quite painfully unfortunate is the absolute silence and absence of demand for introspective debate by all when a much significant issue of polity – absence of coordination among the various organs of government while supposedly performing tasks in public interest – was being intimated by the politically most important person in the floor of the institution where the “privilege-aware” supreme protagonists of democracy are supposed to be gathering. Was it a case where the greed of anyone was not being questioned and ipso facto unimportant to demand further deliberation? Even more painful has been the failure of the fourth estate of the land to focus on this admission of a major governance weakness and arouse public debate.

Now one may ask me with every privilege one has at her command as to why this admission of governance failure is painful. I have quite a few worries which should disturb the mental peace and social existence of anyone in this land. Manipur has been politically a very disturbed province for more than a period of three decades. She has also witnessed a hugely deepening ethnic fractionalisation where the Nagas would think of Nagas as against others, and the Kukis and the Meeteis would also follow suit. These have led to a kind of scenario where collective actions have become vastly negative and violent in colour and approach; understandably so as these would always be the case anywhere in the world where armed groups are present. All these should necessarily have occupied the body and mind of the government on how to evolve policies and strategies for countering the negative trends in the society. The admission of absence of coordination among the organs of the government in attending to the responsibilities of governance and performing activities in supposedly attending to public interests attest to the fact that the needed and expected collective application of mind by the various organs of the government have not happened. In other words, the government has not risen to the occasion; the polity has not evolved towards a responsive and responsible one. It is a clear case where the politicians and the bureaucracy have failed to provide the administrative leadership they are supposed to be providing to the society.

This scenario further calls for another question to be raised as to why there is persistence of this. Here a study by a leading Japanese institutional economist, Masahiko Aoki, of the Japanese and the Chinese transition to modern states took place and just now made available has lessons to be learnt. He writes: “There can be various types of domains in a societal game depending on strategic interactions are mediated. Analogous to the contractual exchange of goods and money in the economic domain, emotion-inducing, action-eliciting linguistic utterances, symbolic behaviour, gifts, and so forth may be exchanged in the social-exchange domain to generate and sustain social norms, customs, and herd behaviour in others. In the political exchange domain ….. the government provides public goods, such as national and local security and protection of vested property rights, in exchange for tax payments so as to maximise its own payoffs, for instance prestige, sustained dominance, wealth-building, or monument-building.

In contrast, in response to government actions, individuals and organisations select actions from among yielding, colluding, approving, rejecting, revolting, and so on. A “stable equilibrium state” in this game ….is…the polity”. In a polity, the public would inter alia be “paying taxes if payment of taxes is enforced or trying to evade taxes if evasion is not detected..” Now when it comes to the prevailing scenario of Manipur, it is as if both the political class and the bureaucratic elite enjoy and thrive in the absolute absence of convergence and coordination among the various organs in order to fool the public eye for both isolated performance and failure; heads I win and tails you lose. It could be that the traditional institutional roots of social existence and polity have yet prevailed in Manipur and the modern democratic roots have not yet been established. Is it a case that the traditional social institutions create a facilitating environment for the agents in the government to forever indulge in greedy behaviour of rent seeking and all in the name of the governance? We all know that the perfection, purity, competence and performance of Sanamahi was made immaterial by the corruption between incompetent and non-performing Pakhangba and his mother. The performance and functioning of the Pakhangba seva committees, as I know them, today inherit the corruptibility and pretentiousness behind the method of Pakhangba coming to the throne. But this method can never be a genuine foundation for democracy to emerge in any society. But unfortunately Manipur seems to be under the spell of this institutional characteristic conveniently facilitating the government to be non-convergent when it comes to the performance of the various organs. But all these have been at the huge financial and development cost of collective advancement as any non-coordination compromises the quality and level of achievement while individualised and colluding benefits remain intact. No we cannot afford this to continue for long.

It says the week is to highlight the vital role of breastfeeding that it plays in the lives of children and the critical importance of promoting the value of breastfeeding globally, nationally, and at the community level. This year’s theme is: ‘Breastfeeding: A Winning Goal – for Life. It is also linked with one of the eight Millennium Development Goals to be achieved. Though there has been criticism against the MGDs from various social commentators and planners, that there is lack of analysis and justification behind the chosen objectives. Criticism apart, the importance of breastfeeding needs to be acknowledged universally. As goes the popular Manipuri modern song ‘Khomlaang laman singngamloi nungi – minungshi chaobi – he ema’, its loose translation would be: ‘The debt for the milk you nourished us – will remain forever – Mother kindhearted’. The lyric of this song is from B Jayantakumar Sharma, written with patriotic fervor; it heightens one’s love for motherland. N Pahari by giving voice to the lyrics has immortalised the song. The denotation of mother’s milk in this song has its centrality with the bond that is shared between mother and child, or a patriot with his or her motherland. It reflects how entrenched is the impression of mother’s milk both in the personal and social psyche. When a child is born in the Leikai, a lactating mother would always volunteer to breastfeed the newborn, while the mother takes her time to regain strength after the delivery. This was a common social practice among the Meitei community not so long time ago. But now the practice has been replaced by bottled milk powder. Doctors normally advise to feed the baby with the milk powder until the mother’s recovery. At the same time they strictly advise young mothers to ensure feeding the baby with colostrum milk, which is invaluable to the newborn in warding off diseases.

As part of the global observation, the week is also being observed in Manipur. Having witnessed some of the observations that have been taking place this week, it would not be wrong to say that most of the observations have been predictably ceremonial. It usually goes with a formal function, with some speeches from the dignitaries seated on the dais. Followed by media coverage of the event on the following day, the speeches will be more or less highlighting the benefits of breastfeeding and the significance of the week-long observation etc. This has been the practice for other observations like the environment day, wet land day, population day or the fire service week for that matter. In place of the ceremonial one, what are badly needed are concrete policies and actions in respect to the issues in focus. The annual observation should be a day of assessment, of the related actions that were taken out during the 365 days. Breastfeeding week, particularly for the State would be to assess the working atmosphere of the lactating mothers. For instance, it is mandatory to have lactating rooms in all public buildings, whether cinema halls or auditoriums in other advanced countries. A study on the dietary habit of the State is also a must. Consumption of tobacco has phenomenally increased in the State. Tobacco (Zarda Pan) is being consumed widely by a large section of the population, which include pregnant and lactating women. Studies have shown that tobacco has adverse effect on the baby’s health. Women who are engaged in informal sectors are often vulnerable to inimical working atmosphere. We often witness lactating mothers street vending with their children. In fact, women are a major chunk of the informal work force in Manipur. These are some of the issues that are needed to be addressed, rather than rhetoricising the glory of Manipuri women and motherhood on a week-long observation of breastfeeding. Let us score the real winning goal.

Yairipok and nearby area residents erupt after local woman found dead

IMPHAL, August 3: Residents of Yairipok and its surrounding area erupted in protest today, after a local woman was found dead yesterday with knife injuries on her body. 

Lourembam Ranjita Devi, 33, wife of L Loken Singh of Yairipok Khoirom Mathak was found dead during a manhunt Saturday night launched after she failed to return from the fields. 

During a spot enquiry this morning, police recovered a sickle, a sandal and a Hero Captain cycle from near the place where her body was found. 

Family members said Ranjita had left for work at their Kakmayai Mamang Loukol field under Yairipok Police, around 11am yesterday after having lunch. 

When she failed to return, her husband Loken went to the fields but as it was already dark, failed to find her, the family said. 

When Loken informed the family of this situation, a massive manhunt for the missing woman was launched during which her body was found from their field with knife marks on the left side corner of her lips and neck, the family informed. 

There are also speculations that she was raped and then killed. 

Meanwhile, angered residents of Yairipok Koirom, Kekru, Malom, Leirongthel, Ningel, Kakmayai Heitroipokpi Muslim locality and tribal villages of Khamlang erupted and rallied around the locality in more than 30 vehicles including Tata trucks today. 

Later a public meeting was held at Khoirom Mathak Leikai Keithel, with Leirongthel Ningel GP pradhan S Kumar and Wangkhem ZP member Kh Sobha presiding over the proceedings. 

During the meeting, the locals resolved that the body will not be retrieved for last rites until the culprits are arrested. 

Setting August 6 as the deadline for the government to meet their demands, the public further demanded compensation for the bereaved family and threatened to launch sterner forms of agitations if the demands are not met. 

Later, a JAC was also formed and took out another rally towards the Yairipok Bazar which was stopped at Bamon Leikai by the police. 

Local MLA Keisham Meghachandra arrived at the spot and assured all possible help from his and the government’s side. 

SP Thoubal Radheshyam urged the public for support and said in case of any discontentment or dissatisfaction with the police investigation, the public can complain to him or any of his subordinate officers. 

No effort will be spared to make early arrest, he assured. 

On the other hand, shops and vendors in the Yairipok bazar area remained closed for the day. 

The JAC also submitted a memorandum to the Home minister, DC Thobal, SP Thoubal and others through the local MLA. 

Post mortem was conducted today after the police had deposited the body last night around 11, but the family has refused to accept the body. 

The deceased has two sons and two daughters.

THOUBAL, August 4: Amidst the growing mistrust against doctors for their alleged lack of dedication and casual approach while treating patients and performing surgical operations which have resulted in the death of many people, family members of a 66 year old woman are fuming after a three feet long bandage was found in her stool. They have asked the government to enquire into the matter and take strict actions against the doctors who did not discharge their duties properly in a press meet today. 

The 66-year-old is identified as Thangjam Ongbi Tombimacha Devi, wife of Pishak from Tentha Khunou Awang Leikai in Thoubal District. 

In the press meet, Nilo (Tombimacha’s son) gave an account of how his mother underwent two operations at two different hospital, and at the end of her ordeal, she defecated a three feet long bandage. He said his family is not sure at what stage or from which hospital the bandage got into the intestine of her mother. 

Give a blow by blow account of the ordeal his family went through he said: “My mother went to consult the doctors at the Langol View and Charitable Clinic on April 22. She was admitted at the same hospital the next day and Dr Joykumar, a surgeon, removed kidney stones from her gall bladder on April 24 at around 11 am. She was discharged from the hospital on April 29 and was advised to come for check-up after a month.” 

The condition of the patient( Tombimacha) did not improve at all as she continued to feel lethargic and queasy, he said, and after waiting for a month, the patient went for a check up on May 31 and again on July 7 for the second check-up. 

Nilo said that despite informing the doctors of his mother’s condition, they kept assuring him that nothing would happen. 

“After my mother’s health deteriorated, she was again admitted to the hospital on July 16 where Dr Amitkumar took an ultra sound and informed me of his suspicion about my mother’s case to be of Cancer. He referred the case to RIMS the same day and after bearing a lot of pain, my mother was admitted to RIMS the next day,” he said. 

According to Nilo, Dr Ranita performed an operation on his mother on July 19 and took out a few cells for testing which was sent to the Babina Diagnostic Centre. 

The Doctors at RIMS advised him to take his mother home as the test results showed that his mother was suffering from hernia and was in her last state after the formation of tumours. 

Tombimacha was discharged from the hospital without any medical prescriptions on July 30. 

However after Tombimacha defecated a three feet long bandage on Saturday, her furious family members informed the people and the local Pradhan about the incident. 

Nilo said that after defecating out the bandage, his mother’s condition has improved a lot. 

Stating that as two operations were performed in different hospitals, one can’t be sure where the bandage exactly got inside his mother’s body, Nilo, however, stressed that the incident only validates of the lackadaisical attitudes of doctors towards their patients. 

This is not the first time where such incidents have occurred and the government needs to step in and take stern actions against the malingering doctors who don’t care about the lives of poor patients by teaching them a befitting lesson, he added. 

Nilo said that he will file a police complaint against those doctors who gave a lot of misery to his family and his mother especially by erroneously diagnosing a grave ailment when it was certainly not the case.

IMPHAL, August 3: The Manipur annual budget 2014-15 is a confused budget and the State government is only trying to impress the Centre by putting up a spectacle, asserted department of Economics Manipur University assistant professor Dr Chinglen Maisnam. 

Speaking at the Left and Secular Alliance, Manipur organised talk “Central and State budgets 2014,” he said the only one adversely affected by such budgets will be the public. 

The talk was held at Irawat Bhawan, BT Road. 

The economics assistant professor was sure the Central experts will be confused by the State budget. 

He said there is no reference of the previous budget in the present budget and there is only a 2 percent fiscal increase from last year’s. 

There are large deductions in fund earmarked for Power and Social Welfare departments from the previous year’s allocation, he said. 

The deficit in this year’s budget is less as compared to the past years, helping the State conjure up a good record before the new NDA government at the Centre, Chinglen continued. 

But what is more interesting and unfortunate at the same time is that the members of the House had failed to make any arguments or get involved in the budget discussion during the recent Assembly Budget session, he lamented. 

The RMSA or SSA schemes might be scrapped under the present NDA government as there are speculations that the flagship and central sponsored schemes introduced by the past government will be scrapped, he said. 

Chinglen further continued that under the PPP model, there are plans to hand over the renovation work of the Loktak Lake to a Bangkok based firm. 

CPI State secretary, Dr M Nara said the topic discussed is new to all. 

He said due to lack of much planning on the part of the State government while preparing the budget, people are facing problems. 

Although there is a directive from the Parliament to all State Assemblies to sit for at least 55 working days to discuss the development and planning for the State, the Manipur Assembly was conducted for not even a month, he said.

Speaking at a public meeting held at Khagempali Hudirom Leikail, president of United Mothers’ organisation, Sarojini opined that the public are not satisfied with their representatives.

Despite the fact that the population of non-locals is gradually dominating both hills and valley, the State has remained divided when it comes to the issue.

Even as the representative of the State promised to fulfil the demand of the public for the implementation of the ILP before the election, there has been no such action, she continued.

She further said that arresting of women protestors will not bring any solution rather it will provoke the sentiments of the people.

General secretary of Meira Paibi Apunab Lup, Soraisam (o) Shanti Leima exhorted the non-locals to go back to their native place if they don’t posses relevant documents to prove their identity. 

At the same time, every locality must take initiative in verifying the nonlocals, she added. 

Public meetings were also held at Uripok Khoishnam Leikai Lairembi community hall, Lalambung Makhong Community Hall organised by Women Action for Civic Action Kangleipak, Thangmeiband Hijam Dewan Leikai, Uripok Ningthoukhongjam organised by Uripok Ningthoukhongjam Nupi Lup, at Uripok Ahantham Leikai organised by Uripok Ahantham Leikai Nupi Lup, locals of Nagampal Lai Eshing Chaibi, Singjamei Wangma Kongba Road, Keisampat, Kwakeithel Thokchom Leikai, Wangkhei Ayangpali, Ananda Singh Academy, Kongpal Eranpham, Thangmeibam, Uchiwa Leirak Achouba.

However, police denied reporters from taking any photos at the Ananda Singh Academy protest site.

The Moral Educational Intellectual Renascent and Athletic (MEIRA) Association also jointly organised a sit in protest with Bashikhong Meira Paibi in relation with ILP implementation in Manipur on August 2.

According to a release of the association, the association demanded the government to implement ILP in the state. It further said that the association will provide full support to the civil society organisations and student organisations in their action plans if ILP is not implemented in Manipur, it said.

Meanwhile, the AMBA has said that it would extend steadfast support to the demand for implementation of Inner Line Permit and also extend its co-operation. 

The decision was taken during a one day awareness discussion on Inner Line Permit System held yesterday at Cheirap court complex presided by AMBA president, Khaidem Mani.

As part of the ongoing demands for the implementation of the ILP in the State, a sit in protest was held at the Wahengkhuman Mamang Keithel today.

The demonstration was jointly organised by the Joint Committee on ILPS, Waheng Khuman Khuman Meira Paibi Lup, Youth Organisation Club, Thounoujam Mangolnganbi Devi Polo Development Association and Pakhangba Mashaigol Youth Welfare Association, Wahengkhuman.

The demonstrators hold placards reading “No land ownership to non-Manipuris,” “We demand ILPS in Manipur,” :No Permit no entry in Manipur,” “Release the 24 students and mothers without any conditions.”

Addressing the media, president of the unit Kh Tiken Meitei complained that although the 2014 academic session is already midway, the teachers have covered only two-three chapters in all subjects. 

He said there are 40 teachers in the school, but on most days, not more than 20 teachers attend the school.

It is hard to believe that the teachers would be able to cover the whole syllabus before the end of the session, he said before adding that it would only harm the students. 

So, the AMSU unit of the school is appealing to the irregular teachers to be regular and to try completing the syllabus of their subjects in time before the exams, he said. 

In case the teachers fail to do so, the teachers would be held accountable for any outcomes during the time of examination, he continued. 

Meanwhile, general secretary Jealoungam Rongmei expressed before the media that the punctualities of teachers’ attendance in accordance to the school timing is also very low. 

They come according to their own timings, he said before declaring that such teachers who cannot even understand the importance of punctuality have no rights to enter the school. 

The student leader further continued that there are also many shortcomings in the school. 

He elaborated that during the time of admission, students are charged magazine fees, games and sports fees, library fees among others, however, such facilities are not provided in the school.

IMPHAL, August 3: The Thoubal District Transporter’s Union has stated that owners/drivers of Tata Winger/Magic passenger service for Thoubal route are facing difficulties due to the increase in diesel, spare parts and essential commodities prices.

According to a release of the Union, although no changes have been made to the current passenger fare since the Gazette Notification 2004, the rate of Diesel has in the meantime increased along with Transport Department Vehicle Tax by up to 100%.

In relation with the issue, it has been appealed to the Government to issue a fresh Gazette Notification a soon as possible to make amends.

The union however warned that action will be taken if the notification is not carried out quickly, the release said.

LAMKA, August 3: The Churachandpur-Imphal Taxi Owners’ Society (CITOS) has reacted harshly against the 24 hour Tiddim Road bandh called by the JAC of the Bus Owners’ Association.

In a statement, the CITOS secretary has said the bandh was uncalled for and it will only affect the commuters.

It said CITOS is a public oriented utility service provider and works only for the convenience of the people particularly along the Tiddim Road.

BOA’s demand for CITOS president to be put in jail is unacceptable and the demand is the brainchild of BOA secretary BD Sharma of BOA, it said and continued that BD Sharma’s aim is to exclusively control transportation service along the Tiddim Road.

The arrest of the CITOS president is the plan and handiwork of BD Sharma, it further alleged stating that the president is a law abiding citizen with no criminal records.

IMPHAL, August 3: The Manipur Electricity Employees’ Union distributed leaflets at its Paona International complex main gate on August 1 and at Nambol Bazaar, Oinam Bazaar, Bishnupur Bazaar and Ningthoukhong Bazaar on July 2 as part of awareness on bona fide energy consumption and illegal energy consumption organised by the union led by its president Yumnam Ranapratap.

According to a release of the Union, the leaflets were circulated to appeal to local clubs and voluntary organisations to help in ensuring the effort of the department to provide the necessary energy for consumption to the public.

It has also appealed to its staff members to help in providing necessary information to those in need so as to achieve good relation with the public and to work accordingly. The awareness program will be organised through the month of August at different areas of Manipur, it said.

IMPHAL, August 3: Miscreants placed a Chinese made hand grenade at the Phumdrei Makha Leikai residence of the acting pradhan of the Langathel Gram Panchayat this evening around 4.30.

The pradhan has been identified as Begum Sahabira, 32, w/o Md Roushan.

The grenade was left at the gate of her residence wrapped in black polythene with a mobile number of a particular UG group.

This is the second time that the acting Pradhan has received bomb threat.
