CM reassures no compromise on State`™s territorial integrity

IMPHAL, April 23: Manipur today saluted and paid befitting tributes to its martyrs who had laid down their lives to safeguard the freedom of the land during the 1981 Anglo-Manipur war also known as the Khongjom War.

The State government today organised the main observation at Khongjom War Memorial Complex at Kheba Ching in Thoubal district.

Speaking at the function, Chief Minister Okram Ibobi Singh reassured the people that there compromise to the territorial integrity of Manipur will be allowed.

Applauding the patriotism and sacrifices of the martyrs, the Chief Minister said Manipuris had never backed down in their bid to safeguard the freedom of the land. Even in the face of a looming defeat, they fought and sacrificed their lives, he observed.

The spirit of love for the motherland which the brave forefathers had demonstrated runs in the veins of the Manipuri people and we will face any threat challenging the territorial integrity of the land, he continued.

In his appeal to the people, the Chief Minister said there are several organisations in the State, working for the land, and they may have their own interest and goal.

There is always room for discussion whenever any issue which could be a threat to the collective interest or integrity of the land crops up, he said.

However, people are fed up of violence like triggering bombs at public places and killing civilians, and have remained silent only due to fear, the Chief Minister said.

Speaking on issues regarding development, Ibobi said the DPR for the extension of the Jiribam- Tupul- Imphal rail line upto Myanmar has already been submitted to the Railway ministry.

The rail line will reach Tupul by 2017 and by 2020 it will reach Imphal, he said continuing further that the project is one of the fastest developing projects among 34 national projects of India.

The State government has also been providing full co-operation to the project, however, work has been stalled after five vehicles of a company involved in the project were burnt down by miscreants recently, he said.

He further questioned the interest of the group involved in such anti-social incidents.

Appealing to all concerned against carrying out such actions, the Chief Minister said once the rail line reaches Myanmar it will connect Manipur to other South East Asian countries including Japan and help in bringing much development to the State.

Reacting to reports and claims that under the present government no Central or State projects are completed in a time-bound manner, the Chief Minister said Manipur witnesses frequent bandhs and blockades.

A three-month long economic blockade has never been witnessed in any other State of the country and such bandhs and blockades have only acted as hindrances to developmental works, he continued.

Chief Minister Okram ibobi Singh also said that instead of blaming one another, there is a need for all to come together and pledge unity.

A high-level meeting will be convened at the combined head quarter in connection to the present issue of Myanmar army encroaching into Choro Khunou in Ukhrul district.

We don`™t want to fight with our neighbours, we want peaceful co-existence, he said.

The issue will be minutely investigated and apprise both the Union Home Minister and Defense Minister to find a permanent solution to the border row, he said.

Addressing the function, deputy Chief Minister Gaikhangam said Khongjam War has demonstrated that freedom is our birthright.

It would not be right to forget the sacrifices of the forefathers and we should follow in their footsteps.

The Khongjom war was not fought by Meiteis only but by people from all communities, he said adding that even today there is a need for all communities of the State to stand united on any issue.

Meanwhile, the Chief Minister also led the gathering in offering tarpan to the martyrs at the memorial site.

A team of Manipur Rifles also gave a gun salute in honour of the martyrs.

The Manipur People`s Party also observed the day at its office.

IMPHAL, April 22: The United States `“ India Educational Foundation (USIEF) has extended the application deadline for joining International Leaders in Education Program (ILEP) which is for full time school teachers (grades 6 to 12) teaching English, Social Studies, Mathematics, Science and Special Education at schools in the states of Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and West Bengal up to April 30, conveyed a press release of USIEF.

This U.S. Government sponsored program will provide international teachers with unique opportunities to develop expertise in their subjects, enhance their teaching skills and increase their knowledge about the United States. The semester- long non-degree, non-credit academic program at a U.S. University includes seminars on new teaching methodologies, curriculum development, lesson planning, and teaching strategies.

As part of the academic program, participants will work in groups to develop a unique teacher professional development module. The program participants will have the opportunity to observe an American classroom and team-teach with U.S. teachers in a U.S. secondary school near their host university. Cultural enrichment, mentoring, and support will be provided throughout the program. The program will commence in January 2016 and conclude in May 2016. Vehicles stranded along highways due to 72-hour bandh

SENAPATI, April 22: With support and endorsement from several tribal bodies of the State, the 72-hour total bandh of the All Manipur Hill Districts Contract Basis Teachers association (AMHDCBTA) for all Inter State Road Transport Services on National/Trans Asian Highways particularly Imphal-Dimapur Road NH-102, Imphal-Silchar Road NH-37, Imphal-Aizawl Road NH-150 and Trans-Asian Road, Pallel-Moreh NH-102 has been running successful.

More than 200 buses and trucks ferrying passengers and commodities have remained stranded since the bandh was enforced.

The bandh has been enforced since April 20 by a JAC formed within the association demanding the State government for service regularisation of the hill districts contract basis teachers of 2006 batch.

These hill districts contract basis teachers were appointed by the Directorate of Education following the signing of a Memorandum of Understanding with the government of Manipur and difference tribal civil organisation spearheaded by the All Tribal Students Union, Manipur following a 53- day long economic blockade. Their appointment was made to cater to the needs of the government schools in the hill with acute shortage of teachers and headmasters/headmistress way back in 2006.

After their appointment for about two years, they have neither been utilised nor paid remuneration till date according to a report received from the spokesperson of the JAC, AMHDCBTA.

The appointment and engagement of this contract basis teachers were made after due advertisement and also obtaining the finance memo from the Finance Department, GOM and that, the service extension order of this contract basis teachers and payment of remuneration was made only up to 2008 and thereafter, no extension order was made despite of rendering their valuable services for the past many years, the report said.

In November 2011, the physical verification accompanied with relevant documents was conducted by the Directorate of Education (S) for service extension/regularisation and in the due process, 772 numbers of contract basis teachers were found genuine by the concerned directorate and had put up to the higher authority for necessary action. However, no concrete development has been ruled out till date as according to the reply of the spokesperson of the JAC when asked.

It is also asserted that, countless numbers of representations approaches were made to the State government by the JAC and various hill and valley based students`™ bodies and many civil society organisations of the State had initiated steps to redress the hardships of the association and to provide adequate teachers in the schools of the hill but, the GOM has remained silent compelling the JAC to enforce ban of national and central projects since April 9 till date.

The Naga People`™s Organisation (NPO) had also urged the government, earlier to do the needful as deemed fit of the demands made by the JAC.

The spokesperson of the association observed that the State government is adopting the Use and Dispose policy towards the long suffering teachers of the hills which is purely a violation of the Human Rights.

In a joint press statement, the All Naga Students`™ Association, Manipur (ANSAM) and the Kuki Students`™ Association, General Headquarter (KSO-GH) too had urged the State government, endorsing and to support the ongoing agitation of the JAC, AMHDCBTA.

Further, the two student bodies had warned the GOM to call it as a State issue if the government fails to redress the matter before April 25.

The JAC further warned the state government to initiate a harder form of democratic agitation if the government fails to the needful at the earliest.

Chandel: Normal life have been affected along Imphal -Moreh section of NH 102 for the second day due to the 72 hours blockade called by the Joint Action Committee of All Manipur Hill Districts Contract Basis Teachers Association (AMHDCBTA).

A group of contract teachers and volunteers blocked the Imphal-Moreh Section of National Highway 102 by piling up of woods and boulder near Thamlapokpi Village in Chandel District and burned down goods after pulling down essential commodities from vehicles.

The injured persons have been identified as Ningthoujam Romeo, 19 son of N Tombisana Singh of Khangabok Partb II Maisnam Leikai; Irengbam Jugeshwar Singh, 63 of Irengban; Khomdram Bijen Singh, 23 son of Kh Birkumar Singh of Yairipok Khoirom; Ngangom Asha Devi, 26 daughter of Ng Dhananjoy Singh of Langpok Maning Leikai and Chanambam Anjana Devi, 31 wife of Ch Sanajaoba Singh of Bihnupur Ward no 4.

According to reports culled from the spot, one of the injured Ningthoujam Romeo works as a mason at the construction site of a culvert near the Iron Gate constructed by PWD along the highway and around 20 meter north of the 1st Gate of the university.

The IED bomb wrapped in a plastic bag was found planted along the roadside of the Indo-Burma Road.

Unaware of the contents of the bag, another worker of the construction site had moved it to an open space.

The IED went off suddenly when Romeo tried to open and look inside.

He was hit by splinters in different parts of his body and is undergoing treatment at RIMS Hospital in a critical condition.

The four others who escaped with minor injuries have been discharged from the hospital.

The impact of the blast was so powerful that it left a one foot deep pit with a 2.5 feet radius.

The splinters of the bomb also hit the pillars of the Iron Gate and flex signboards put up nearby.

On receiving reports of the blasr, a team of Imphal West District Police led by additional SP Dr S Ibomcha rushed to the spot and inspected the site.

Bomb experts of Manipur Police and CRPF along with sniffer dogs and metal detectors also arrived at the area, reports stated.

It may be mentioned here that Chief Minister Okram Ibobi Singh and deputy Chief Minister Gaikhangam will be passing through this route to take part in the Khongjom Day observation at Khebaching at Khongjom tomorrow.

Meanwhile, the Aam Aadmi Party (AAP) Manipur has strongly condemned the blast.

In a statement, the AAP Manipur said triggering bombs in public places and killing innocent people by several unknown extremists/vested groups have deeply shattered the normal life and natural freedom of the common people.

It futher appealed to all concerned irrespective of ideologies to refrain from terrorizing innocent public in any manner from today.

IMPHAL, April 22: The BJP Manipur Pradesh has filed an RTI seeking a detailed report on use of funds and developmental works taken up by the 60 sitting MLAs of the State during 2012 and 2015.

Speaking to media persons in this regards during a press meet today at the party`™s office, BJP Manipur Pradesh president Th Chaoba informed the RTI was filed by the party`™s RTI Cell.

Expressing seriousness on the matter, he said all units of the party including from the block and district levels will hold a meeting to meticulously discuss the issue.

The meeting, he said will emphasized on three main issues including the series of scams reported in the Minor Irrigation department, the recent death of an old age pensioners while waiting for her pension amount and the grievances of the VDF personnel on strike.

Further elaborating on the course of action regarding the issues, Chaoba informed that the BJP will conduct spot investigations of all the dam sites under MI department wherein scandals have been reported like at Wanghemkhuman, Kabowakching and Sanjenbam-Pukhrambam areas of Nambol under Bishnupur district, Thoubal, Imphal East, Imphal West districts etc.

To mount further pressure on the government, the BJP would be staging a series of demonstrations, added Chaoba.

With regards to the death of the old aged pensioner at the 1st Manipur Rifles ground, he said that BJP will collect the list of detailed information about old aged persons who are yet to receive their pension amount starting with the 40 Assembly Constituency of the valley district.

At the same time, he urged the concerned minister to resign on moral ground taking full responsibility for the ill-fated incident.

Moreover, the BJP will come out with a list of pensioners, most of which are close relatives of MLAs and minister who are enjoying the pension scheme beyond norms, said Chaoba.

On the VDF issue, the BJP Manipur president said the VDF personnel are being exploited by the State government.

Recalling how the VDF came into being following the Heirok incident, he said that the central government had recommended recruitment of only 1000 VDF, however, the Congress government taking advantage of its stability recruited more than 12 thousand to woo voters just ahead of the 2012 election.

Unfortunately, those MLAs who won the election by virtue of the VDF votes today have remained silent spectators watching them get exploited, said Th Chaoba.

IMPHAL, April 22: Altogether 6289 poultry were culled today by 10 Rapid Response Team of the State Veterinary and Animal Husbandry in connection with the confirmed outbreak of Bird Flu in the State.

According to the official report of the directorate, the RRT also destroyed 264 eggs as well as 376 kg poultry feeds.

Today`™s bird culling operations were conducted at 10 different locations within the 1 km radius from epicenter ICAR Lamphelpat where the outbreak of the HPAI was declared.

A RRT led by Mayang Imphal Veterinary Hospital, veterinary officer Dr T Indumati Devi conducted the operation at Thangmeiband Sinam Leikai and Tarung Villages, whereas Sekmai Veterinary Hospital veterinary officer Dr Kh Ibetombi Devi led another team in the area around ICAR, Lamphelpat.

In the areas of Lamphel Officer Colony behind Lamphel Police Station and Officer`™s Club area Hiyanglam Veterinary Dispensary veterinary officer Dr RK Imochouba Singh led a team, Veterinary Hospital Kangpokpi, veterinary officer Dr L Ronibal Devi led another RRT and conducted the culling operation around AG Colony, CRPF Colony and adjoining areas.

Sabal Leikai Veterinary Hospital Officer veterinary officer Dr TH Sukumar Singh lead his team and conducted operation at PDA Complex and adjoining areas, while, veterinary officer of Pony Sanctuary, Heingang Dr M Menjor Singh and his team conducted the operation at Thangmeiband Hijam Leikai.

Veterinary officer of Cattle Farm Turibari Dr N Padam Singh led his team around Tarung Village upto road approaching the village while, DVO, Senapati veterinary officer Dr Muhindro Singh led his team in conducting the culling operation at Central School, Imphal Road.

The RRT led by AEO of DVO, Imphal East conducted the operation along the road approaching Shija Hospital and Research Institutes.

An official of the directorate said the public had fully cooperated during today`™s operations and that the RRTs were accompanied by a medical and revenue team.

IMPHAL, April 22: The Training Nurses Association of India (TNAI) Jawahar Lal Nehru Institute of Medical Sciences Unit has threatened to launch a non-cooperation movement if the government fails to fulfill their demands within five days.

A press conference was convened today with regards to the issue at the JNIMS complex, wherein S Rama, TNAI general secretary divulged that the unit had submitted a memorandum regarding their demands to the Chief Minister of Manipur on April 20.

As a mark of their protest, the nurses at JNIMS have started wearing black badge the same day of the submission of the charter of demands, she said.

Highlighting their plight, the nurses pointed out that the staff like faculty and residents of JNIMS were appointed after having fulfilled the minimum requirement prescribed by the Medical Council of India as with their RIMS counterparts.

Relatively, the faculty and residents of JNIMS are allowed to enjoy the scale of pay and allowances at par with their counterparts at RIMS considering their qualification, experience and nature of duties whereas extensive of or application of the same principal has been denied to the nursing of JNIMS which is nothing but a discriminatory treatment meted out towards the nurses.

It said that full pension scheme according to the entry point service as was given in the case of nursing employees of RIMS has been denied to the Nursing personnel of JNIMS.

The demands of the nurses include immediate framing of service rules for all the posts in various grades of nursing personnel; no direct recruitment against any nursing posts in all the grades except at the entry point of staff nurse after finalization of seniority list, due notification of recruitment rules of all the nursing posts in different grades.

The TNAI further demanded the regularization of the services of the 48 staff nurses who were appointed after undergoing the due process of appointment and representation of nurses before the executives committee of JNIMS society.

She continued that after the erstwhile JN Hospital has been recognised as JNIMS it created confusion for nurses either they are under Health Service, government of Manipur or JNIMS, central government.

IMPHAL, April 22: As announced earlier, officials of Health Services, Manipur have started conducting survey on Bird Flu in households in Imphal West and East, situated within 3 km of the Indian Council of Agricultural Research (ICAR) Lamphelpat from today following the confirmation of the highly contagious Bird Flu outbreak on April 18.

According to reports received by IFP, the survey is being conducted by health experts of 13 sectors under Health Services, Manipur with 10 members in each of the sectors.

The main objective of the survey which will be conducted for seven days is to check whether any person had been infected with the Avian Influenza virus which can be transmitted from birds to humans.

Areas in Imphal West where the survey conducted today are Thangal Bazar, Chingmeirong, Uripok, ICAR complex, Langol Tarung and Iroishemba while Mantripukhri and Khuman Lampak are the areas in Imphal East where the survey covered.

During the extensive survey, no one was found with symptoms of the Bird Flu.

However, Tami Flu capsules were distributed to 15 staff who work at the Poultry Unit of ICAR which is the epicentre of the Bird Flu outbreak.

Health officials of the 13 sectors will continue its survey tomorrow at the remaining households within 3 km of the epicentre, the reports said.

Crossing AFSPA`s Boundaries

The letter by well known senior broadcast journalist, Bano Haralu, a resident of Dimapur, to the chief secretary of Nagaland, complaining of unwarranted harassment of her brother by the 29 Assam Rifles, is unbecoming to say the least. According to the letter, her brother`™s house in the neighbourhood of her parental home she shares with her mother, was raided by a detachment of the Assam Rifles in the unearthly hour of 3am on April 16. Ostensibly the security men were looking for weapons which they believed were hidden in the house. Their brazen raid yielded nothing incriminating but the raiders went ahead to confiscate a licensed .22 rifles, on the plea the license had expired. They also took custody of her brother and drove him away in their vehicle. Later of course, upon the intervention of Bano, who alerted higher authorities of the Assam Rifles, her brother was released without any charges slapped on him, as if this was a favour done to the complainant considering her status in the society. Since the ceasefire with the NSCN(IM) still holds, it is only to be presumed that the security men were looking to flush out remnants of the SS Khaplang led NSCN(K) which has less than a month ago ended its truce with the Government of India.

We take up this issue here though it happened in Dimapur for it brings up certain larger questions pertaining to the application of the provisions of the Armed Forces Special Powers Act, AFSPA. There is no doubt about it that it is expected of the security forces to be on the hunt for insurgents not on truce with the government. Since this is empowered by the controversial AFSPA, though we do have reservation about the AFSPA, we will not fault the security men for doing what they are mandated by this draconian law. But the serious question that arises is that the security men jumped even the briefs of the AFSPA therefore were in effect breaking the law. As it turned out, the only thing they presumed was incriminating was the .22 calibre rifle with an expired license. This is an offence no doubt, but a different kind of offence, certainly not the kind that can remotely be associated with waging war against the nation. This is a routine kind of offence which the district magistrate`™s office is supposed to handle and the penalty for it is at the most a nominal fine. As it, the weapon in question is a .22 rifle, and not in the prohibited bore category for which special licenses are mandatory, therefore very much within the right of any civilian who can afford the cost, to own. The AFSPA does not anywhere in its clauses say the security forces are empowered by it to assume the responsibility of a gun licensing authority, nor are they given the charge to haul up people for such minor and routine infringements of law that result most probably out of oversights.

The problem here therefore is not so much the text of the AFSPA or its draconian nature, but of the climate of impunity the Act intoxicates security personnel operating under it. They presume they are free to assume any governance responsibility they wish. If it is screening gun license expiry in Dimapur, it is customs screening and duty levying of tradable goods on the Moreh-Imphal road. Next, who knows the security men might begin to unilaterally decide they can haul up and fine tax overdue vehicles on the roads, penalise electricity bill default cases, tax or fine gambling dens, raid illegal bars and brothels. Raids such as the one in Dimapur actually reinforce the popular belief that under the AFSPA anything the security personnel do can pass off as legitimate. The AFSPA has no place in a democracy, but even its prolonged promulgation can be excused by the often cited logic of meeting an extraordinary circumstance by extraordinary measures, it is still not in any way a blank cheque given to the security establishment. Draconian and anachronistic as it may be, it is still a law with definitely specified parameters, crossing with amounts to infringement of the law. If the Dimapur raid was a genuine case of mistaken intelligence, the least the raiders could have done is to offer an apology, instead of trying to justify the mistake by making an issue of what is a little more than a toy gun.

IMPHAL, April 22: The Human Rights Initiative, Manipur in collaboration with the JAC for the Mapithel Dam Downstream Affected People, Imphal East conducted a public meeting cum mass rally on the `UN declaration on the rights of indigenous people and Mapithel Dam`™ at Moirang Purel, Imphal East today.

Around 500 villagers of Itham Moirang Purel, Nungram and Tumukhong participated in the public meeting and mass rally voicing concerns against the construction of Dam which they claimed will submerged the land of people living upstream while those living downstream will face water scarcity.

Addressing the public gathering, HRI executive director W Joykumar expressed that the dam has instilled fear among the immediate downstream residents along the Thoubal River. The people are afraid at the same time that the dam may break raising concern over the quality of main dam`™s construction, he said.

During the meeting, phamplets were also distributed to the participants highlighting that the Irrigation and Flood Control department had started blocking the Thoubal River for filling up of the mapithel Dam since January 10. It said the reserved water of the dam has already submerged an extensive portion of agricultural land, grazing ground, forest areas of Louphong and Chadong village.

The public meeting was also attended by Mapithel Dam Affected Village Organisation (Upstream) chairman RS Sankhan, JAC members Rabi and L Okendro, village elders Mani and W Lukhoi and Moirangpurel Meira Paibi member T Kaboklei.

Meanwhile, during a brief meeting with media persons on the sideline of the public gathering, one of the site engineer identified as assistant engineer L Tamocharoi said the construction of the dam was sanctioned in the year 1989, however, construction started only in 2000.

He said there is also an arbitrary case ongoing in the court against a previously involved contractor for incompetence and fund misappropriation. The construction was later handed over to Delhi based progressive Construction Limited, he said.

He said distribution of compensation for the affected upstream areas had already been completed through the Ministy of Tribal Affairs and had been handed over to through the concerned DC, however, there has been no compensation for people living downstream as of yet.

Sharing some facts about the dam, he said that Mapithel Dam will have a gross storage capacity of 176.38 Million Cubic Meters. He said that the dam is Homogeneous Earth Filled and has a length of 1074 meters and is 66 meter high.

The estimated cost of the dam is stated to be Rs 1387.85 crores. The dam is set to commence from early 2016 and will have three 2.5 Mega Watt turbines which will generate 7.5 MW of electricity, he said.

He continued that the dam is only for the state of Manipur and it will benefit 21862 Hectares of irrigational land which will boost 153% in the annual agricultural yield.

He further said that the dam will be able to supply enough water for irrigation and will be able to control flood erupting from Thoubal River.

He also said that Mapithel Dam will have the capacity to supply 5 million gallons of potable water for the twin districts of Imphal.

The engineer also expressed that the construction has faced stiff opposition and there has also been cases of staff of the company being attacked, tools worth crores of rupees damaged by UG groups for which a dedicated Thoubal Dam Police Station has also been opened.
