IMPHAL, May 4: Only Sericulture has the capacity to fulfill the Chief Minister`™s dream of providing means of minimum income generation to each and every family of the State, Sericulture minister Govindas Konthoujam said today.

He was launching the `Door to door mobile Seri Poly-Clinic under NERTPS, 2014-15` at the Office of Sericulture Sangaipat Imphal East.

The minister said seeing sericulture farmers stand united for development of sericulture in the State is an inspiration for the department.

Stating that he will be visiting the farmers of the State every morning so as to hear the grievances of the farmers personally, he said he will visit the farmers for Thoubal district tomorrow during 6 to 10 am.

Sericulture is also quite eco-friendly during this time of global warming, he said.

All our hills are facing deforestation problems, though they were quite green in earlier times, the minister said.

It is understandable that the people of hills depend on the trees to sustain their lives, but we should also realize that we have made some mistakes and correct the wrongs, he said.

The Chief Minister had recently stated that the government will setup each and every family with means of income generation which can be fulfilled through Sericulture farming only, he said.

In his key-note address, director Sericulture Waikhom Ibohal said the launch of the door to door mobile clinic was initiated to act as an integrated unit servicing an area cluster and can be linked to a Chouki Rearing Centre.

This will encourage private service agents to carry out disinfection of infected farms and supply other inputs to the farmers at their own doorsteps, he said adding that interested individuals including unemployed youth, entrepreneurs will be identified through the local panchayats, NGOs, SHGs and other local bodies to work as agents for distribution of power sprayers, safety equipments and other accessories.

Meanwhile, 12 two-wheelers were distributed to the door to door mobile seri-clinic experts nominated by the department. The experts will visit door to door of sericulture farmers and help them in solving their problems.

Today`™s function was also attended by principal secretary, Sericulture L Lakher and scientist-B head of Taser Research Station Dr Chaoba as president and guest of honour respectively.

IMPHAL, May 4: The Congress party is confident of winning majority seats in most of the six Autonomous District Councils which will be going to the polls on June 1, Manipur Pradesh Congress Committee president Gaikhangam said today announcing the names of the 130 shortlisted candidates of the party.

Speaking to media persons at the conference hall of the Congress Bhawan today, Gaikhangam said altogether 2015 candidates have applied for party tickets to contest the election and the 130 were shortlisted following a minute scrutiny of all aspiring candidates.

The party will be fielding candidates in only 130 of the 144 total seats, he said stating that the reason was due to the severe threat on the party from an underground outfit.

However, independent candidates will contest the other remaining seats, he added.

Only 16 party candidates will be fielded in Senapati, he said.

The party is also including a woman candidate each in Tamenglong, Ukhrul and Sadar Hills.

Gaikhangam also said that the ADC members who had left the party recently were not expelled or anything, but they were uncertain about their candidature.

The list of Congress candidates from Chandel district includes M Morungson Maring, T Hopeson, Ch Meshil Maring, DP Thomas Maring, LR Kothil, S Tongpao Mate, Siallao Aimol, Newson Roel Moyon, LK Robert, Dilbung Ringo Lamkang, Wng Thuvol Anal, S Mohring, SR Wangvol Francis, Ch Gamthang Mate, Gotinlam Gangte, Lhukhosei Zou, T Jangkhongam Baite (JN Baite), Jangkhothang alias Jangthang Mate, Sng Kanhlung, Ngamkholal Baite, Khupkholen and Limkhojam Haokip.

The case for the conversion of Jiribam into a full-fledged district remains hot on the anvil. Although decentralisation is desirable, the question that comes up in this case is, to what extent can anybody push the decentralisation argument without going out of the ambit of reason? If Jiribam does become a district, it would be the smallest district in the state with barely a lakh or so population. The district conversion, we suppose, will ultimately, if not immediately, be also accompanied by most or all of the bells and whistles that a district normally has, such as sub-divisions and blocks etc. If all these are allowed, who knows every fifth village in this new district may come to have an SDO office. And since there would be very little real work for these offices, like in so many other similar cases in Manipur`™s administrative history, they too would probably become ghost offices, with officers and staff existent only on paper. Ultimately, again as in so many precedents before it, government posts created to complete the official formalities of having full-fledged district headquarters and sub-divisions probably would become redundant because they have little use. Soon enough, maybe many of these posts would come to be transferred along with those holding the posts to places where they can be put to some use at least. By necessity as well as pressures from the employees themselves, probably the destination would be again Imphal. We already know how much such transfers with posts have been used in the past as the whipping stick to lash at a supposedly Imphal-centric administration, but these moves are not always motivated.

Having said this however, the Jiribam issue remains problematic in other alternative scenarios too. At the present Jiribam is being administered as a sub-division of the Imphal East district. The drawbacks and handicaps faced by the population there because of this are obvious and beyond dispute, considering the 220 km distance between the present district headquarters and this sub-division, as well as the immense hazards of travelling on the progressively deteriorating NH-53. There were also suggestions as to why this dub-division which was adjacent to the Tousem sub-division of Tamenglong district was not affiliated to the Tamenglong district instead. On the face of it, this seems like a reasonable suggestion, but there are definitely more to the problem, and again little to do with ulterior motives of Imphal. On the other hand, the problem has precisely to do with the disparate administrative and land revenue tenureship norms followed amongst non-tribal and tribal populations. If a way was to be found whereby the two norms were made reconcilable without depriving anybody of democratic rights, such as enfranchise rights etc, there probably would not have been any tangible objection to Jiribam becoming a part of Tamenglong. But such is not the case at this point in time, and even administrative districts are not seen as administration devices of the state, but as ethnic territories.

It is also on consideration of this same irreconcilability of administrative norms and land revenue tenureship that the Hmar students have been raising a voice that no Hmar village should be clubbed to the proposed Jiribam district if it does come to be a reallity. For Jiribam district, when and if it does come into existence, obviously would come under, among others, the Maniput Land Reforms & Land Revenue Act, which till date has not been made applicable in the hill districts. Even if the proposed new Jiribam district comes closer to reality, the challenge before the state government would be to evolve a mechanism by which the two radically different outlooks to land revenue administration, discover and agree to a meeting point. For as it stands today, it would not be fair to have Jiribam continued to be administered by remote control from Imphal East, or merged with Tamenglong, but by the same principle, the apprehension of the Hmars and other tribal communities that they may end up marginalised in a non-reserved environment is understandable and deserves a concerned ear. It will not be easy, but the government must have to find a way to negotiate this sensitive issue without unduly hurting anybody`™s legitimate and rational, as opposed to unfounded and irrational interests. It success in resolving the Jiribam issue can be the cue to a future solution to the myriad ethnic frictions on the larger canvas of the entire state.

IMPHAL, May 4: A combined team of District Police Commando, Thoubal including women police and 22 Assam Rifles conducted search operation in the general area of Sekmaijin and arrested two active workers of PREPAK on May 2, a press statement issued by the PRO police said today.

The statement identified the two as Mayanglambam Ongbi Victoria alias Jambapati Devi, 43, wife of M Loken Singh of Top Khongang Makhong, Imphal East District and Baspatimayum Lakhikumar Sharma alias Heithoiba alias Shajikngakpa Sharma of Dibong Khunou, Jiribam, Imphal East District at present staying at Thangmeiband Hijam Dewan Leikai.

One Chinese hand grenade, one out pass slip issued by KK Nganba of KCP and other incriminating articles were seized from the possession of Mayanglambam Ongbi Victoria Devi, it said continuing that another out pass slip issued by KK Nganba of KCP was also seized from the possession of Baspatimayum Lakhikumar Sharma.

Investigation revealed that, they are active cadres of KCP K. K. Nganba which is under Suspension of Operation (SOO) with the government, however, they were working for PREPAK and came to Sekmaijin for recruiting new cadres of PREPAK, it stated.

A case has been registered at Kakching Police Station and investigation is going on.

The statement continued that acting on a specific information, a team of District Police Commando, Imphal West conducted frisking and checking at Singjamei Mayengbam Leikai near NRL oil pump and arrested an active member of PLA on May 2.

The statement identified the man as Laishram Tondon Singh alias Ingoba, 32, son of (L) L Shyamkishor Singh of Moreh Heinoumakhong Ward No 7.

Investigation revealed that, he extorted a huge amount of money for party fund it said adding that a case has been registered at Singjamei Police Station and investigation is going on.

Further according to the statement, on May 1, a combined team of Bishnupur District Police Commandos and a column of 12 Bihar Regiment conducted frisking and checking at Utlou Chanura Bazar and arrested a s/s Lance Corporal of NSCN (K) identified as BS Jaika Anal,42, son of BS Angam Anal of Sugnu Tokpaching. A case has been registered at Nambol Police Station and investigation is going on, it continued.

Further according to the statement of the PRO Police, a team of District police Commando, Imphal West including women police conducted frisking and checking at Kwakeithel Bazar near BB Photo Studio on May 3.

During the frisking and checking, an active cadre of KCP (Lanchenba), identified as Mutum Ningol Ngangom Ongbi Nanao Devi alias Shakhenbi, 28 wife of (L) Ngangom Naoba alias Khellen alias Lanchenba of Lamlai Napet Palli at present Yurembam Awang Leikai was arrested, it said.

One Suzuki Access scooter bearing Regd. No. MN 01 L/7356 and other incriminating articles were seized from her possession, the official statement said.

Investigation revealed that, she was assigned to serve demand letters to general public in different places in Imphal West area, it continued adding that a case has been registered at Imphal Police Station and investigation is going on.
