IMPHAL, August 23: The Manipur Commission for Protection of Child Rights (MCPCR) has appealed to all concerned stake holders to ensure safety, security and child friendly measures while dealing with juvenile protestors considering the strong participation of young children in the ongoing `Mass Indefinite Hunger Strike` in the State.

In a statement, the Child Rights Commission expressed grief over the alleged maltreatment of certain juvenile hunger strikers, who were undergoing treatment at RIMS, as reported in media.

The Commission reminded all concerned that it is mandatory for police and everyone dealing with the children/ juveniles to fully adhere with the `Fundamental Principles` as laid down in `The Juvenile Justice (Care and Protection of Children) Rules, 2007`.

In any circumstances, the dignity of the juveniles should not be undermined, it added.

The statement further expresses its unhappiness over the recent decision to withdraw Routine Medical Checkups and Ambulance Service by the Directorate of Health Services, Government of Manipur.

It recommended resumption of Medical Checks-up of the Hunger Strikers particularly juvenile hunger strikers with Ambulance service for pick-up for critical ones.

Medical Service being an essential one should not be called off by the concerned authority on the pretext that some doctors, nursing stuffs on duty were attacked, Ambulance Van were damaged by the protestors or medical service rendered were refused by the hunger strikers, it added.

The Child Right Commission has also appealed to protestors, general public and all Civil Bodies to comply with the universally accepted norms and standards to be maintained during conflict situation and said it is imperative to exempt the medical service, doctors, nurses or ambulance from the strictures of agitation and should not do any harm to them, the press release issued by its Member, MCPCR said.

The MLA was attending the celebration of Procurement of Land Allotment order Wahengbam Yumjao Lairembi held today at Wahengbam Yumjao Lairembi community hall.

IMPHAL, August 23: Following yesterday`™s gunning down of an Aimol villager, Manglun alias Walunglua Aimol, allegedly by the NSCN(IM), the Aimol Tribe Union, Manipur, in a statement today came out strongly defending the NSCN(IM) action, saying the murdered man is a UKLF PRO, appointed on June 13-14, this year at Ngairong Village by the UKLF.

The release also identified the injured persons in the same incident as Parithoi Aimol from Khunjai, a UKLF sergeant major, besides Joseph Kuki, Asiak Aimol and another Kuki persons, all UKLF cadres.

The release clarified that there has been no one trying to force the Aimols to join the Naga family, for the Aimol people themselves had sought to be inducted into the Naga family. The portrayal otherwise in the media was false propaganda of the family of the deceased persons, it said.

The release further thanked the NSCN(IM) for their endless effort to accept the Aimol tribe into the Naga family.

Listing past crimes against the Aimol tribe by Kuki militants, the release said the UKLF fired on the Aimol Tribe President`™s residence on July 2 this year, and the attackers were led by Manglun alias Walunglua who was killed yesterday.

It further charged that on May 31, one Maj. Aditya Kapoor of the AR E Coy, came with masked UKLF men who they recognised as Jacob alias Thangboi from the ceasefire monitoring cell and fired from AK-47 rifles at women on night duty killing Mrs. Ruisoting Aimol and injuring three others.

It also charged that on August 6 at Pallel Bazar, two women leaders of Aimol Kumbirei Village were hit with an Activa two wheeler by two UKLF men, and were later accosted by the public and handed over the NSCN(IM), and upon interrogation by the NSCN(IM) they have revealed they were instructed by UKLF high authorities to kill and torture Aimol people.

The release further said the UKLF has been torturing and harassing the Aimol people since 2014, and it appealed to the media not to accept propaganda spread by vested interests without first confirming with the Aimol Tribe Union, Manipur.

A release said the two were accosted from their Maruti Alto Car from a shop at Yumnam Leikai, Imphal West, by four or five unknown people and abandoned at Paona Bazar where police recovered the two.

Md. Majid Khan died after battling for life at the RIMS and Md Alauddin is still in serious condition, the release said.

The JAC demanded the kidnappers to give reason why the two were kidnapped and treated thus. Even if he had committed some offense why was no attempt made to bring him back to the mainstream instead of simply thinking of putting an to his life, the release asked.

The prevailing atmosphere in the state and the culture of simply killing people without rhyme or reason has made the minority Muslims insecure the release further said.

The release further asked for an inquiry into the killing of Md. Majid Khan failing which the JAC will launch protests, the release said.

While the Indian Union and Pakistan celebrated the transfer of power from London to New Delhi and Karachi (something that goes by the name independence in these parts of the world), a twitter hashtag made news on 15th of August 2015. #StopHindiImposition was trending among the all India top 5. This was a well-coordinated campaign from citizens who wanted to bring their demands for linguistic equality to be brought into public notice. Such an act, `especially`™ on 15th August was termed by some as being `anti-national`™. From when did asking for linguistic equality and fighting against non-consensual imposition of something become an anti-national act `“ unless being patriotic and being for Hindi imposition are the same? It is precisely this right to protest unilateral impositions, among other things, that were supposed to have been achieved on 15th August 1947, or so we were made to believe.

Freedom also means equality. This means no one should have more or less advantage in any sphere of life, just because of his or her mother-tongue. I will give two sets of examples. There are a million things that a non-Hindi mother-tongue person cannot do in mother-tongue in the Indian Union and this becomes especially stark when one goes down the socio-economic ladder. One cant write to parliamentary committees in their mother-tongue (thus cutting out a majority of the people from the legislative process), cant expect public sector banks to provide forms, documents and ATM choices in their mother-tongue even in their own states and areas, cant expect air-plane safety announcements to be in the major languages of the origin and destination even when both are in non-Hindi regions (ironically, foreign airlines have announcements in Tamil, Malayalam, Bengali, etc for flights to Indian destinations where these languages dominate), can`™t expect that their Prime Minister will go abroad and open their own language centre in a foreign country as part of PR and `soft-power`™ projection, can`™t have passports and other documents in their own language (Canada does, Switzerland does in 5 languages, even a neighbouring repressor of minority ethnicity like Sri Lanka mentions both Sinhalese and Tamil, many others do), can`™t argue in their courts in their mother-tongue in non-Hindi states, can`™t take competitive exams like IIT, IAS and a host of other `national`™ exams in their mother-tongue, can`™t expect in an age of increasing digitization of information that `national`™ websites will also be in their mother-tongue, can`™t expect that `national`™ institutions do essay competitions for children who are non-Hindi, can`™t expect that Income Tax website and forms are intelligible in the mother-tongues of the majority of tax-payers, can`™t expect signsboards in Lok Sabha in their own language (Singapore parliament house, ironically again, has signs in Tamil and 3 other languages), has to put up with disrespectful things like reservation chart of train between Chennai and Coimbatore being in Hindi but not in Tamil, can`™t expect that central government and PSU bank employees will be paid cash incentives to learn some Indian language other than Hindi (hence non-Hindi speakers fund the cash-incentive based promotion and learning of Hindi – clearly a Bengali learning Tamil won`™t link anyone in any way that `matters`™ or result in `national integration`™!), can`™t expect their own mother-tongue signage in trains and metros in areas where they are linguistic minorities (Hindi signs exist everywhere in Bengaluru`™s Namma Metro, a city where Hindi doesn`™t figure in the 3 most spoken languages in the city), can`™t expect Central government schemes and missiles to have names that mean nothing in Hindi but are meaningful in other Indian languages (while the reverse seems to be the rule) can`™t expect that CISF-CRPF-RPF-Army-BSF will speak and understand language of non-Hindi locals (but you can`™t find a government paid Khaki in UP who doesn`™t understand Hindi), can`™t expect government adverts about cleaning India, greening India, making India and what not in non-Hindi Indian languages to be in newspapers and bill-boards of Hindi regions (while the reverse is true), can`™t expect that their population proportion will atleast hold somewhat constant if not grow (no points for guessing whether population proportion of major non-Hindi language speakers have decreased or increased since 1947 – and the decrease closely parallels the increase in proportion of Hindi speakers), can`™t expect Central government to fund World Kannada Conference or Tamil Language Day, can`™t expect a Bangla film to have a CBFC certificate in Bangla, can`™t expect someone to `break into`™ their non-Hindi mother-tongue in English language TV channels, can`™t expect government websites that cater to the poorest (like MNREGA information) or government TV channels that cater to farmers (like Kisan TV) to have anything in their non-Hindi mother tongue (as Mohammed Shafi points out `farmers of non-Hindi states have real challenges to overcome. Let`™s not include `learning Hindi` and ridicule them`™. The list goes on and on. When a nation-state treats huge sections of its citizens as second class, do those citizens have the same obligation of loyalty to that system as the first class citizens? Only a twisted and hypocritical supremacist can claim to believe in `diversity`™ and then unilaterally dictate which specific kind of `common`™ interface that needs to be developed. Who are these `non-Hindis`™ anyways? They are peoples with individual populations as large as Canada, Mexico, Italy, Egypt, etc depending on which state we are talking about. 5 of their languages figure among the top 20 languages with the largest number of native speakers.

If you are discriminated on the basis of your mother-tongue, are you independent or free? The answer is no. Who rules over you then? Well, those who oppose linguistic equality and hence want to continue the discrimination against your mother-tongue, that is, against your mother, you and your coming generations till your kind gives in to this discrimination as `normal` and considers New Delhi sponsored promotion of a particular language also as `normal`. If you learn to speak, think, write and feel in that imposed language, can sing Bollywood tunes to be included in `national` antaksharis on TV and feel included in informal settings among `cosmopolitan`™ friends in Mumbai, Delhi and increasing Bengaluru, you will become the kind of citizen New Delhi wants you to be. This is not accidental and is by design. This is not some new design either. Macaulay had something similar in mind but he is now dead. His ghost now speaks official Hindi and writes that in Devanagari script. Any imposition works best using the resources of the people on whom the imposition takes place. Curzon knew that then. The power-that-be know that now.

IMPHAL, August 23: Many lives have been already lost in the Manipur in what is the worst flood in 200 years it has experienced due to incessant rainfall. Floods have claimed nine lives and more died in landslides, a release of the Indo-Global Social Service Society, IGSSS, said.

The deluge wreaks havoc, washing away connecting bridges, embankment breach cutting off many villages from the mainland.

The magnitude of devastation on human life and properties and infrastructure is enormous and rebuilding will take time when the support of humanitarian agencies will be very much needed, it said.

The IGSSS conducted an assessment and based on the findings has planned to respond to the affection population in three districts of Manipur- Chandel, Bishnupur and Chandel, it said.

The release said the IGSSS was established in 1960 is a non-profit organization working with the mandate for a humane social order based on truth, justice, freedom and equity.

Having its presence across 25 states and one Union Territory of India, IGSSS works for development, capacity building and enlightenment of the vulnerable communities across the country for their effective participation in development, it said.

IGSSS with support from Misereor Germany and Christian Aid International Development will respond to the flood and landslide victims of Churachandpur, Bishnupur and Chandel District, Manipur, in a phase manner from providing relief materials to meet their basic and immediate needs to building a disaster resilient community, it added.

On August 22, IGSSS has started the first phase cash distribution of Rs.1,000 each per household as unconditional cash transfer to meet the immediate needs to 28 villages from Churachandpur Sangaikot block.

In all 240 households from Bishnupur Moirang block and 23 households from Khengjoy Chandel Block with a total population of approximately 8800 people benefitted so far.

The second phase distribution will comprise of Non Food Items such as tarpaulin and rope, double bed sheet, blankets; WASH and Dignity kits- plastic buckets with mug, washing and bathing soap, disinfectant liquid, sanitary napkins. Post emergency distribution, IGSSS will continue Disaster Risk Reduction program in Churachandpur district with support from Misereor on preparedness and building of resilient community, it said.

The distribution mission is led by Kaplianlal Thangluai, Assistant Manager Program, Ashok Soram Assistant Finance Manager, IGSSS Regional Office Guwahati and Thangboi Haokip, Churachandpur IGSSS unit Head with support from four field volunteers and Kuki Student Organization (KSO), Kuki Khanglai Lawmpi (KKL) and Kuki Chief Association (KCA), it said.

The IGSSS extended special acknowledgement to Misereor and Christian Aid for answering a clarion call of IGSSS for reaching out to the affected people of Manipur and to the district administration of the concern district for their support and cooperation.

An informed discourse on what `development` should consist of seems to be what is most essential in the state today. Unfortunately, such a discourse precisely is what has been in extremely low decibel for all this while. In its place are impassioned yells and roars from the streets defining `development` agendas. The obvious conclusion is, while the decibel level of one should be raised, the voices from the other side need a great deal of moderation. Unfortunately, neither is happening. Quite often, demands are also self-contradictory but the place has been desensitized to the extent that it seldom discovers these contradictory elements in its visions. This shortfall, we are of the opinion results also from a peculiar narcissism in the society that makes a larger section of its citizenry crave only for the fruits, without even bothering to think of the cost of having these `“ an attitude defined by such discordant traditions as demands for more electricity without paying taxes for it, more holidays but fatter salary packets, more employment but less work etc. Too much is taken for granted as the responsibility of the welfare state institution, even to the ridiculous extent of heaping all ordinary burdens expected to be borne by the individual citizens on the former.

But first and foremost, it is the failure of our intelligentsia in working up an active discourse on what should be `development`. The continually updated proceeding of such a credible debate should have been omnipresent to inform, moderate and influence both the ordinary citizens as well as the highbrow policy makers in the state`™s corridors of power. But alas this has never been and it is unlikely to become so in the near future. So today, on the hot issue of Tipaimukh Dam for instance, one is still not sure what the rational, scientific standpoint should be. It is easy to latch on to the state-ist, Nehruvian vision of magnificent modern multipurpose dams as the modern temples of India, as much as it is easy to simply jump onto the bandwagon of current mood of political correctness and say no dams whatever their fruits. But neither would constitute what can be defined as a morally and intellectually autonomous decision of the rational self. Our earnest plea is for the state`™s intelligentsia to prepare the grounds on which such rational autonomous decisions, both at the individual as well as at the collective levels, become possible. And this is extremely important, for indeed understanding `development` is very much also about understanding the future. This is all the more urgent as we are witnessing the commissioning of the Mapithel Dam, and the horrifying spectacle of Chadong village getting submerged slowly but surely right before everybody`™s eyes.

It is interesting that the problem is not confined to the underdeveloped regions of the world alone. It is in fact one which has begun to plague the industrialised West, in particular Western Europe. Writing on the violent unrests that once gripped France over the government`™s new labour law that seeks to make its reputed lethargic work force more competitive, well known columnist, Robert J Samuelson had called it a dilemma of advanced democracies. `Hardly anyone wants to surrender the benefits and protections of today`™s generous welfare state, but the fierce attachment to these costly and self-defeating programs prevents Europe from preparing for a future that, though it may be deplored, is inevitable. Actually, it`™s not the future. It`™s the present.` He added: `the student protesters in France think that if they march long enough or burn enough cars, they can make the future go away. No such luck.` The particular piece of French legislation which was disputed empowers an employer to hire new recruits on probation for two years so that he has the freedom to discard those not up to expectation during or at the end of the period unconditionally and without cost. The lesson for our protests-torn region is, while most protests have valid reasons, they must have to be moderated by informed, intelligent discourses that are clearly able to indicate what the desirable shape of the future might be. After all, as so succinctly said by the Samuelson, street politics can alter policies, but they cannot make the future go away.

IMPHAL, August 23: The 10-points resolution taken during the 2nd People`™s Convention, in connection with the popular demand for implementation of Inner Line Permit System or a similar law in Manipur, held on August 20 at MDU Hall was submitted to the government on the same day after the convention.

This was stated by JCILPS convenor-in-charge Khomdram Ratan speaking to media persons today on the sidelines of a `public meeting on ILPS movement`™ held at Lamlong Keithel organized by Co-ordinating Body on ILPS, Khurai.

He further said that the government still has not given a clear official reply after they (JCILPS) have submitted the 10-points resolution taken during the 2nd People`™s Convention. However some media reports of today have claimed that the government is ready to accept all the demands of JCILPS, he said.

`Here at this point I would like to say that it is not right for us to take the decision hurriedly. We are closely monitoring the activities and stand of the State Government. We are still not very clear about the government`™s stand on the issue,` he continued.

He said this does not mean that JCILPS will not hold talks with the state government at all because this is a very important issue as it involves safeguarding the indigenous people of Manipur.

`As we cannot afford to make mistake here, we don`™t want to rush things at this point. But when the right times comes we will surely hold talks with the government,` he maintained.

`Many are still in Jail, many are still holding hunger strike and the dead body of `Athouba`™ Robinhood is still lying in the morgue. JCILPS`™s only wish is to fulfil the demand of the people,` he continued.

While clarifying on the objections raised by some people while holding protest rally demanding ILPS, he said this issue is for all the indigenous people of Manipur and is not confined to one particular community.

`We need to understand this first clearly. The influx of outsiders in Manipur will affect the whole indigenous people of Manipur and not only one particular community. The hill and the valley need to be united while pushing the demands,` he maintained.

He called on to the people of Manipur to continue with the democratic form of protest as the demands have not been met yet.

`We have not got our demands yet so we still need to continue with the democratic form of protest. Yes! we are nearing our destination however we have not got our demands yet,` he said.

`Talks are not the solution the government needs to show some action by passing the bill in the Assembly. This ILP demand is not a new demand. The government needs to be honest here,` he said.

`We are very clear of what we want and have already submitted the five points demand long ago. It is the government who is acting like it is still confused or unclear regarding the issue. This might be a delaying tactics of the government,` he charged.

He also questioned why it took so long to suspend the police personnel who killed Robinhood while mentioning that the deadline set by JCILPS was Aug 15 which the government have missed it.

Meanwhile, the public meeting held today reaffirmed its stand to support JCILPS in its further course of action in demanding ILPS or a similar law in Manipur, he said.

The meeting further resolve to prevent untoward incidents or event which can show the ILPS movement in the bad light while protesting in the Khurai areas and also while staging protest demonstrations press/media, medical and related, and rituals activates will be exempted.

The meeting also resolved to create a work culture among the local population and to take over the works which are done by migrant workers.
