IMPHAL, Aug 29: The Centre for Social Development and Women Action for Development jointly condemned the alleged sexual assault on a minor by a 20 year old identified as Salam Arun, son of Salam Lala Singh of Laphupat Tera Khunou.

Volunteers of CSD and WAD today visited the place of the alleged incident and strongly condemned the incident which occurred on August 13.

The main accused has been apprehended by the Mayang Imphal Police Station and a case has been registered.

During medical examination of the girl victim today, signs of sexualt assualt were found, informed a source.

WAD further called the intervention of the Child Welfare Committee to do the needful without delay.

Mention may be made that yesterday the locals of Laphupat Tera Khunou along with local Meira Paibi have already demolished the house of the culprit and the remaining family members are expelled from the locality as unanimously resolved by the locals.

IMPHAL, August 29: Sit in protests and hunger strikes continued in the State today demanding implementation of the Inner Line Permit System or a similar Act in the State.

The number of individuals who have launched hunger strikes during the ongoing movement including students and senior citizens has reached 147 today.

Imphal West District alone has seen 85 hunger strikers, while 38 hunger strikers have come out from Imphal East. Altogether 11 volunteers from Thoubal district have undergone hunger strikes demanding the ILP while four from Bishnupur and seven from Yairipok have also undergone hunger strikes.

Meanwhile, 10 new volunteers of the DESAM including two girl students have started their hunger strike in front of the student body`™s office today after the earlier seven volunteers were picked up by the concern authorities around 11:30am.

The new hunger strikers are identified as Imphal West District Council DESAM secretary KC James, 20, son of Taorem Ibomcha Khuman; BA 5th semester student of Manipur College, Jimbrown Achom, 19, so of A Muhindro; secretary Culture and Affairs DESAM head quarter, Leimapokpam Herojit, 20, son of L Ranjit; Imphal East district council DESAM publicity and propaganda secretary, Leishungbam Rajesh, 17, son of L Kanhai; BA 5th semester student of Modern College, Chanamthabam Nandita, 17, daughter of Ch Tomba; class XII Sc student of N Tomchou Higher Secondary, Meisnam Luwangsana, 17, son of M Nipamacha; class XII Sc student of N Tomchou Higher Secondary, Salam Surjakanta Singh, 17, son of (L) S Santa; class XII Sc student of Biramangol College Yaikhom Victoria Chanu, 17, daughter of Y Tomba; Imphal West Disrict Council DESAM president, Longjam Robin Singh, 20, son of L Ibocha and class XII Sc student of Wangoi Higher Secondary School, Thounaojam Somol Singh 17, son of Th Ibomcha.

At the Thangmeiband Waiting Shed opposite to the THAU ground, three new volunteers Nongmaithem Rani Devi, 60, wife of N Ghanashyam Singh; Phamdom Bimola Devi, 36, wife of Ph Kanta Singh and Okram Tombi Devi, 32, wife of O Dhanabir Singh came out to continue a relay hunger strike.

All three are from Thangmeiband Hijam Diwan Leikai.

Sagolsem Mangalsan, 20, son of S Radhe of Takyel Kolom Leikai launched his hunger strike at the Takyel Waiting Shed, after the concern authority arrested the earlier hunger striker this evening around 2:40.

Sinam (o) Khomdonbi Devi, 52, wife of (L) Sinam Rabi Singh and Asem (o) Gomti Devi 50, wife of A Romesh of Chingmeirong Maning Leikai continue to fast at Chingmeirong today.

A medical team also conducted a health check-up today.

Meanwhile, locals have decided to close down all shops until August 31 evening 5pm and form human chains on a daily basis till then.

On the other hand, menfolk from nine local clubs – ESC, Nongmeibung; Citizens`™ Club Soibam Leikai Wangkhei Khunou; UYLA Thawanthaba Leikai; EYC Soibam Leikai Khnaglabung Leirak; SAYC Soibam Leikai Ayangpalli Road; NCYC New Checkon; PYC Nongpok Ingkhol; WAL United Youths Club Wangkhei Angom Leikai and LCP Wangkhei Ningthempukhri staged a sit in protest today in front of Ananda Singh Higher Secondary Academy.

The sit in protest was organize by Fasting Students Protect Committee of Nongmeibung Club of Ananda Singh Higher Secondary Academy.

The protestor came out in their traditional dresses and later took out a rally in the Nongmeibung area.

Octogenarian Aribam (o) Shamurailatpam Sanahanbi Devi continue to fast at the Singjamei Wangma Kshetri Leikai Waiting Shed.

IMPHAL, Aug 29: Rendering good Samaritan work, Social Warrior, Manipur has distributed eatable items including cereals and pulses to the people of Moreh, who have been affected by the August 18 incident in which several people were injured and properties belonging to a particular community destroyed.

Speaking to media persons, convener of Social Warrior, Manipur Kaminikumar Keisam said that the incident had taken place between the two communities due to misunderstanding which could have been avoided.

He made a fervent appeal to all the communities to avoid such unfortunate incidents not only in the border town but in any other part of the State in the future.

He said that the organization had donated financial assistance to the family of Sapam Robinhood and those who were injured while taking part in protests demanding introduction of Inner Line Permit System in the State.

Maintaining that the organization had also distributed relief materials to the villages in different districts which have been hit by the recent flood, the convener said that medical camps were also organized in different parts of the districts for the affected people.

He expressed gratitude to those who extended assistance in the form of money and relief materials to the organization for the flood-hit people.

IMPHAL, August 29: The Community Health Centre, Mao and Primary Health Sub Centre, Pudunamei were upgraded yesterday with the inaugural of a labour room each.

Mao MLA L Dikho inaugurated the labour rooms, with the Director State Health Services Dr O Ibomcha and Senapati DC Jacintha Lazarus in attendance.

The Labour Room at the CHC Mao has been installed with a new Born Stabilisation Unit Room and other equipment.

Speaking on the occasion, Jacintha Lazarus said the new equipment seem user friendly and would make it easier for the medical staff in dealing with the patients and the new born babies.

Lauding the staff of CHC, Mao which has already been decorated as the best CHC of the State, she mentioned that considering their sincere approach to their duties, she has submitted a report pressuring the authorities concern to upgrade the CHC into a district level hospital.

Speaking as the guest of honour, Dr Ibomcha said specialists doctors will be made available in the area soon and help in providing proper health facilities in the area.

However, upgradation of the CHC to a district level hospital has to be initiated by the State cabinet, he said, and added that he is hopeful the government will do the needful.

He continued that the building structure of the CHC needs a full scale repairing.

Dr O Ibomcha also assured a gynaecologist for the CHC at the earliest.

Chief Guest Dikho lauded the Directorate of State Health Services for its initiative to upgrade the CHC Mao.

He further expressed that sincere officers in the Directorate will bring development to the whole State.

Health is the main agenda of humans, said MLA L Dikho.

He continued that the State`™s health care system could be improved to the level of being a health tourist spot. This will boost the State`™s economy, he added.

Medical tools like infant warmer, X-Ray machine, Dental X-Ray and other medicines supplied to the CHC were sponsored by the State Health Society.

KANGPOKPI, August 29: The Kuki Students`™ Organization GHQ (KSO-GHQ) and All Naga Students`™ Association Manipur (ANSAM) have expressed refusal to accept the agreement between the State government and leaders of JCILPS on the Protection of Manipur People Bill, 2015 and Manipur Land Revenue & Land Reforms (Seventh Amendment) Bill, 2015 today.

A joint press statement signed by Seiboi Haokip and Alexander Huten, general secretary of KSO-GHQ and ANSAM respectively said that any provisions in the Protection of Manipur People Bill, 2015 that affect the rights of the Hill people should be removed.

`The Act cannot be extended to the whole State of Manipur as stated in Sub-Section (2) of Section1 of the Act`, asserted the two tribal student apex students.

Questioning the intention of the Government of Manipur (GoM) in using terms such as `small hill states` to define the state of Manipur as mentioned in the Statement of Objects and Reasons of the Protection of Manipur People Bill, 2015 the two student bodies lamented that there has always been a distinct demarcation between the valley and the Hill Areas in administration even before the inception of the Manipur State and therefore, the term `hill` should be omitted in the Act.

While maintaining that the Hill Areas comes under the purview of Article 371C of the Constitution of India KSO and ANSAM stressed that the status quo of the Manipur Land Revenue and Land Reforms Act, 1960 should be honoured and maintained.

Calling upon all the legislatures from the Hill Areas to stand up and assert the rights of the Tribals as empowered by Article 371C of the Constitution of India the student bodies also impressed upon all the members of Manipur Legislative Assembly to appreciate the situation of all the communities living in the present State of Manipur.

Meanwhile, the two tribal student apex bodies also warned to take up their own course of action in case the Government of Manipur fails to respond positively to their call while holding responsibility the Government of Manipur for all the consequences.

JCILPS calls for shift in agitation mode as passage of bills anticipated

IMPHAL, August 29: Asserting that the introduction of the three bills in the Assembly by the government yesterday to pave way for implementation of an effective law in the State to safeguard its indigenous people is an outcome of the relentless efforts of the people in pursuance of the collective demand, the Joint Committee on Inner Line Permit System (JCILPS) has said that the people still need to be cautious till the bills are converted into Acts to do the needful.

In a statement, the JCILPS which is leading the mass movement said that staging of sit-in-protest, human chain formation, launching of hunger strike and taking out rally in different parts of the State are continuing as part of the people`™s movement.

It lamented that Sapam Robinhood was killed and scores of others suffered injuries while some were lodged in jail and detention centres in the ongoing movement.

All the supreme sacrifices made will not go in vain as the people`™s demand is very much legitimate and reasonable, it stated.

The statement said that the people also need to be aware of the steps taken up and to be taken up in the future by the government to protect the indigenous people from the huge inflow of outsiders into the State.

Admitting that there is a need to monitor every development arising out of the agitations being launched by the people with the firm belief that it has to be continued towards the right direction, the JCILPS in the statement observed that time has come for the people to come up with other form of agitations rather than sit-in-protest, human chain formation, hunger strike and rally with the changing times.

It called upon the local clubs, women folk and civil society organizations to chart out future course of steps to be initiated after the bills passed in the Assembly are converted into an act.

It also appealed to the people to stage mass sit-in-protests on August 31 from 10 am to 4 pm in every localities, pray for passage of the three bills in the Assembly and shout slogan `Pass an acceptable bill to safeguard the indigenous people and give approval to the bill`™ every hour from 11 am onwards.

The JCILPS further called upon the people to take active participation in the last rites performance of Sapam Robinhood after the bills are passed in the Assembly and end staging sit-in-protest, forming human chain, taking out rally, launching relay-hunger strike and fast unto death agitation after the passage of the bills.

Time has come for the people to have meaningful discussion amongst each other along with the committee on future course of steps to be taken up after the bills are converted into an act which is the wish of the people, the JCILPS said.

IMPHAL, August 29: The All Tribal Students Union Manipur (Muan Tombing) has submitted a representation to the Governor of Manipur Dr Syed Ahmed bringing forth its position and apprehension with regard to the present movement for the introduction of Inner Line Permit System in Manipur being initiated by the Joint Committee on Inner Line Permit System (ILPS).

It said the proposed Bill, is being drafted as per the wish and whims of the above mentioned committee without any representation from the tribal Assembly members.

It continued that historically, the Hill tribes in the present Manipur were never ruled by the Manipur Raja.

`In fact, it was the British who brought the hill areas within the fold of Manipur and engaged with them indirectly through the British Political Agent. Even after Manipur was annexed after the Palace Uprising (1891), the hill areas was not brought under the Raja, but kept under the President of Darbur, the post reserved for a British Officer,` it said.

The statement also highlighted that it was only after the Kuki Uprising (1917 `“ 1919), that the British introduced new administrative arrangement for the hill areas by dividing into 4 (four) Sub `“ Divisions – each with a British Officer In – charge stationed at the Sub `“ Divisional Headquarters.

In short the tribal people of Manipur are under separate administrative setup since British era and, much before the Indian Independence (1947) or the Merger Agreement of Manipur to the Union of India in 1949, it claimed.

`When Manipur was about to be conferred statehood in 1972, there was an apprehension that the interest of the tribal would be at stake. So, the Manipur (Hill Areas) District Council Act, 1971 was enacted by the Parliament to address the issue as a measure,` it said.

`The Hill Areas of Manipur and its people are also protected by the Hill Areas Committee which is constitutionally envisaged under Article 371C of the Indian Constitution. But as this Committee has no longer Legislative and Judiciary powers, it cannot function to its intended provision of safeguarding the interest of the tribal in the Hill Areas of Manipur,` it claimed.

`Given the background of the tribal people, who are being marginalized in their ancestral homeland due to absence and lack of political autonomy to safeguard their interest like other people in the Northeast India, we would like to state that the demands for Inner Line Permit System (ILPS) and Schedule Tribe (ST) status for the already advanced Meitei community, declaration of the whole of Manipur as `Hill State/Tribal State`™, and extension of Manipur Land Revenue & Land Reform Act (1960) to the whole State of Manipur are all ambiguous and not appropriate at all,` it said.

It further claimed that the tribal of Manipur and its mandated civil societies (students, youth, women, chiefs and the apex bodies) are not at all consulted by the JCILPS before launching their intensive movement. The State Cabinet also did not have the courtesy to consult the Hill Areas Committee even though the issue is much of relevance to the hill-tribal people as it is for the plain people of Manipur, it said.

The student wing of the JCILPS also does not have the courtesy of at least informing the ATSUM of their involvement in the movement, it said.

ATSUM is pained to the heart to silently see the closure of all Educational Institutions of Manipur for the last almost 2 months, it said.

As the tribal are nowhere involved in the proposed ILPS, even if it is passed by the Manipur Legislative Assembly, it should cover Valley Areas only as it is being proposed and propagated by the Meiteis of the valley, it said.

The tribal people also feel the demand for the ILPS and its enforcement in the entire State of Manipur is aimed at having a uniform law for both Valley and Hills and is a ploy designed to serve the interest of a particular community, it claimed.

It has further requested the Governor to not give assent to the Bill likely to be passed by the Assembly in the immediate future as the same is going to impede on the rights and privileges of the tribal people of Manipur. The consent and approval of the Hill Areas Committee (HAC) may also be sought as the same is very much related to the welfare of the Hill Areas of the state, it said.

This representation is therefore placed before your Hon`™ble self to make an official executive order so as to implement the power and function of the HAC independently as per Article 371C and to cause the Governor of Manipur to exercise his discretion in the spirit of Article 371(2); 371A

Disputes over boundaries are not new. It has been part of human history and it will linger as long as we, as human strangely, keep on defining our sense of ownership and belonging based on imaginary lines or artificial fences. Many a war has been fought over it. Many a life has been cut short all because of the line. Needless to say people get divided on boundary line. Yet the same boundary can also bring people together.

It has been a whole new experience for thirty year-old Esini Pudunamei, a flower grower from Mao. She has been growing flowers since very young. She is one among many, who have shifted their trading location following the boundary dispute between Manipur and Nagaland at Dzuko area. Indeed a long-drawn dispute between the two states with grim prospect of a solution in the immediate future. Earlier Esini and her fellow traders used to take their goods to Nagaland at Kohima some thirty kms from Mao. There, Nagaland traders buy their goods wholesale. No bargaining, just a quick exchange of money and goods. Having shifted to Imphal, Esini struggles to communicate with her new found customers. She speaks very little Meiteilon. This is her very first time to trade in Imphal since July this year. And this is also her first time to mingle with the valley dwellers `“ Meiteis. A smile is all the answer Esini gives when asked about her new trading journey.

L Ashipro, Mao Trade Union President, who is also a school teacher takes out time to accompany the vendors, all of them woman, making sure that everything goes smoothly. Unlike the woman vendors, language is not a barrier as she has been frequenting Imphal and Mao in equal terms. Wiping away the sweat from her face, which has turned almost cherry-red because of the humid air, Ashipro laments the abject lack of toilet facilities that too in the heart of the capital Imphal. Imagine how difficult it is for the women, who wake up early before dawn to travel the three and a half hour journey to reach Imphal. Replying `kunthra-kunthra ni` to the customers`™ query over the price of the spring onion bunches; Ashipro added `we are hopeful that the government will allot a temporary shelter soon otherwise it is very difficult for the vendors to move from one place to another`. Our woman are learning fast the art of retail vending, the zest of conversing in Meiteilon with the customers, it is indeed an experience for them, she said.

There are around four hundred vendors registered under the Mao Trade Union. On a rotational basis, ninety to ninety five vendors come to Imphal twice/thrice a week. `We have started providing identification card for our vendors. This will give them a sort of security in Imphal. Besides, on the way to Imphal, we have to pay taxes to different groups, which is demoralising. But today, they have not stopped us. May be there has been some interventions`, said Ashimpro. She observed that there is no lack of customers for vegetables and fruits. Potato and chilly are in high demand as always. The prices are more or less same with other vegetables, which have come from outside the state, or even slightly higher. But customers look for taste and the organic tag, which they believed, are found in Mao produce.

Dr Lolee, President of Mao Union, briefly recalled how it all happened. The southern Angami people of Nagaland started paving road leading to the Dzuko Valley. They started constructing rest houses on Manipur`™s side of the border. On top of that truckloads of humic soil deposits have been quarried and transported to Nagaland to be sold with huge profits. All apparently taken out under the patronage of the Nagaland government, armed guards in civvies were deployed in the dispute area. The people of Mao under the leadership of their civil organisations protested against the move of the south Angami people. `Our traders suffered because of our claim of what rightfully belong to the people of Manipur. It is good that the government of Manipur has intervened and now the constructions and other activities by the Nagaland government are on hold`, said Dr Lolee. Expressing surprise over the warm response of the people of Imphal, he candidly admits that earlier they were doubtful of shifting their trade in Imphal. Dr Lolee is thankful to the Imphal-based civil voluntary organisations for their immense support and cooperation. `Even if things got better between the two state governments regarding the boundary, our people will be happy to vend in Imphal`, Dr Lolee asserted with a sunny smile.

IMPHAL, August 29: Chief Minister Okram Ibobi Singh today unveiled a life size bronze statue of freedom fighter Haipou Jadonang and promised another statue of another freedom fighter Rani Gaidinliu soon in the State capital during the 84th death anniversary observation of the former at the Haipou Jadonang Park, Keishampat.

Today`™s observation was organised by the Organising Committee of the Haipou Jadonang Statue & Park Development Committee, Manipur and the function was attended by the Chief Minister and deputy Chief Minister Gaikhangam as chief guest and president respectively.

As a part of the commemorative function, the Chief Minister also led the candle lighting and floral tribute session amid a huge crowd which was followed by a 2-minute silence observation for the departed soul and in memory of the sacrifices made by Haipou Jadonang.

A book entitled `A brief biography of Haipou Jadonang`™ published by the Organising Committee was also released during the occasion.

Addressing the gathering, Chief Minister O Ibobi Singh said, the story of Haipou Jadonang is an endless subject.

His story lives on and people are observing his death anniversary to remember his great sacrifice for the sovereignty of the State.

He also said that the government has already urged the Ministry of Human Resource Development for inclusion of Haipou Jadonang`™s life history in the class I to X syllabus.

He continued the Jadonang Memorial Hall of which construction had started some time back in the freedom fighter`™s native village in Tamenglong will be completed soon after the necessary fund allocation.

He said the government will also consider if feasible extension of the existing land of Haipou Jadonang Park at Keishampat, Imphal.

He further said that we are proud of our freedom fighters.

A statue of freedom fighter Rani Gaidinliu will also be unveiled in Imphal soon.

For this a suitable location will be identified shortly and even a library and museum may also be constructed in memory and recognition of the sacrifices made by Rani Gaidinliu, he added.

Speaking on the vision and efforts of Haipou Jadonang, deputy Chief Minister Gaikhangam stated that like Haipou Jadonang`™s crusade for freedom from the Britishers, people regardless of community, tribe, religion, must live in harmony and work collectively to maintain the State`™s sovereignty.

Under the able leadership of Chief Minister, the government is trying to develop both the valley and hills equally.

Further Gaikhangam also said that Haipou Jadonnang as an individual campaigned courageously to protect the indigenous people from foreign rulers.

He also reaffirmed the Government of Manipur would never relent from its objective of protecting territorial and emotional integrity.

Gaikhangam also appealed to the people to work together for the unity and harmony of the State.

Mentioned may be made that Haipou Jadonang was born in 1905 in a Zeliangrong family at Kambiron village in Manipur`™s Tamenglong district. His movement against Britishers spread like wildfire and engulfed the whole Zeliangrong areas. Jadonang was later hung to death in the year 1931 at the present Haipou Jadonang Park located at Keishampat here in Imphal.

Meanwhile, at Kambiron Village in Tamenglong, the birthplace of Haopou Jadonang, the day was observed under the theme `Haipou Jadonang,Pioneer Protagonist of Journey of Common Hope.`

The programme was jointly organised by Haipou Jadonang Memorial Trust and Zeliangrong Youth Front(ZYF).

The function was attended by United Naga Council vice president TS Warngam former secretary UNC Ashinpou Gangmei and Zeliangrong Youth Front president Titus Kamei as chief guest, guest of honour and functional president respectively.

Story narration on the life of Haipou Jadonang, Jadonang Parade Display and traditional song and dance presentation were the main highlights of the day.

Rich floral tributes were also paid to a portrait of the great patriot.

Public leaders, village authority members, students, church leaders and leaders of Zeliangrong frontal organisations also attended the function.
