CHURACHANDPUR, October 7: The body of the man found dead hanging yesterday under suspicious circumstances was taken to Imphal to get opinion from forensic experts.

The body was brought back to his home at New Lamka and is likely to be buried tomorrow while the report of the forensic experts is being awaited.

Thangliansiam son of Thonsang of College Veng was found hanging near Pangzawl Village around 11 am yesterday by passers-by.

The ZSF issued a condemnation letter condemning the `dastardly act`™ and said it condemns the perpetrators in the strongest term.

It said Thangliansiam`™s body was hanged to make it look like a suicide after allegedly killing him.

The student body further demanded a clarification from the organisation or individuals responsible for the act which could compromise the peaceful atmosphere and urged the authorities to find out the perpetrators at the earliest and give befitting punishment.

IMPHAL, October 7: The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, today approved the construction of a National War Memorial and a National War Museum at Princess Park, near India Gate, New Delhi in memory of all Indian soldiers who have made the supreme sacrifice for the country post-independence, said a PIB government of India statement.

It said the estimated cost of the project will be around Rs. 500 crore and the total time for completion of the entire project is estimated to be five years.

Post-Independence, more than 22,500 soldiers have made the supreme sacrifice in national interests and in defence of the sovereignty and integrity of the country. However, even after 69 years of Independence, no memorial to commemorate the martyrs has been constructed till date. With the present decision of the Cabinet a long pending demand of the Armed Forces has been redressed, it said.

It has been decided that the prestigious project will be monitored by an empowered Steering Committee chaired by Defence Secretary and assisted by a dedicated project management team, to ensure that the proposed project is completed within scheduled time frame, Post commissioning, a management body will be formed for maintenance of the National War Memorial and Museum, the statement said.

This government will be establishing a War Memorial and a Museum with a deep sense of gratitude to honour those brave soldiers, who laid down their lives. The memorial will promote a sense of patriotism in the minds of visitors, and will award an opportunity to citizens of this vast nation, to express their token sense of gratitude to the brave soldiers, who laid down their lives for the mother land, it said.

Speaking to media persons, Daniel claimed that bankers to providing loans under the scheme to their relatives while neglecting the others.

He said he will soon submit a complaint to the Prime Minister on the anomalies.

There is only one nationalised bank in Tamenglong Headquarter which is the UBI branch and there in none in Tamei and Tousem sub-division, he added.

There are two banks in Noney area namely Manipur Rural Bank and SBI branch, he said.

In the district, relatives of bankers can easily avail the loans under the MUDRA Scheme, whereas the real intended beneficiaries who are the poorer section of the society who live in Tamei and Tousem which are about 50 km and 150 km further from the district Headquarter cannot even get forms, he claimed.

He further claimed that managers of the banks had asked the people to open a bank account in Imphal or to bring an account which is opened at Imphal.

He said he will soon submit a complaint on these regards to the Prime Minister and the State BJP president.

He further appealed to the concerned authorities of the nationalised banks to open their branches in Tamei and Tousem areas so that the people can easily avail the schemes.

CHURACHANDPUR, October 7: A seven-member team of the JAC CCpur led by Mangchinkhup Hauzel its chief convenor has left for Delhi to meet the leaders at the Centre pushed for their demand.

The team also included his deputy and presidents of student unions like HSA, ZSF, MZP and KSO who are also convenors of the JAC.

The team was flagged off at the JAC office located at KKL complex by reverend Stephen Chingzathang who also prayed for their success and good health.

They boarded the noon flight to Delhi from Imphal Airport and the duration of their stay in the national capital will be decided by their activity and ability to meet central leaders, informed a source.

It may be mentioned that this is the second trip of leaders from the district to the national capital in regards to the present agitation against the three bills passed by the State Assembly which were vehemently opposed in the hills.

Last month, a team of the ADC Churachandpur led by its chairman Langkhanpau Guite had visited the national capital and met the Union Home Minister among others.

This time the JAC leaders had decided to knock at the Centre`™s door to redress their grievances and press for separate autonomy for the hills of Manipur.

Meanwhile, vice president of the BJP ST Morcha Sh. RameshChand Meena arrived in the district and took stock of the situation.

He also visited the district hospital morgue where the bodies of the nine `tribal martyrs`™ are being kept since the past 37 days.

It is worth mentioning that the tribal in the hills particularly the non-Naga inhabited areas have been demanding a separate autonomy or a State within a State for many years.

The Suspension of Operation signatory groups UPF and KNO had also decided to demand a separate State that will be free from any association with the State of Manipur.

In another development in the district, most schools in the proper town area remained closed for the third day today against the JAC`™s diktat to re-open. However, reports are also doing the round stating that the schools will likely re-open from tomorrow as per the JAC`™s appeal.

A statement of the JAC said the relaxation of total bandh will remain from 5am to 2pm after which the total bandh will be enforced till 5pm after which the concerned village authorities will be empowered to act according to their local adjudgement.

It also said that schools will reopen till noon time.

The JAC has also asked the stakeholders and the general public to comply with its notification.

The trouble with Manipur is, nothing sounds the alarm bell loud enough for it to remain awake long enough. Nothing, not even the worst crisis, it seems can shake it out of its complacency. And crisis is one thing the state has never ever had a shortfall of. It has been almost by rule, for the state to be on a crisis a week recipe, some not so severe while others nothing less than nightmares that shake up the body and soul of the place. Regardless of the fact that these crises had either faded on their own with the passing time or stemmed by public fading public attention, one thing is clear, given the circumstance Manipur is caught in today, nobody can promise the last word has been said on the matter. Turmoils and upheavals, many of them extremely violent, seem to be an inalienable destiny of the state. One cannot help recalling the words of a former chief minister of the state, the late and irreverent Wahengbam Nipamacha. Harangued by the unending myriad problems besetting the state, many of which act as the trigger for the other, he had exclaimed in exasperation, and therefore a faint note of resignation as well, that even if Bhagwan Shri Krishna were to rule the state, Manipur`™s problems would continue to rage on.

The worrying thing is not so much these crises are extremely stressful, but that nobody ever seems to learn from them. Not even those who consider themselves as storm-troopers, both amongst those in the driver`™s seat of the establishment as well as the vast human-scape outside it that is rather ambiguously referred to as civil society. The state and its people have come to learn superbly to live out crises and even to fight them, but no crisis, however awesome have been able to teach them the lesson that would make them think in terms of putting the roots of these crises safely to bed forever, incapacitating them of accumulating harm potential again. Crises explode like several kilotons of dynamite periodically, and during these crises semblance of masterstrokes of collective resolves emerge. However, once the dusts from these crises settle, the downward pulls of mediocrity once again neutralize and level out everything to square one. During economic blockades along its major mountain passes, especially National Highway-39, war cries to have the NH-53 developed, work up to resemble a mass frenzy. Once these storms pass by, nobody bothers what condition this uncared for highway is left in. Similarly, the talk of cutting a third highway, so desperate and passionate once, has relegated to not much more than idle academic discussions.

There are more sinister ones than these. Take the case of official corruption at high places. It is not a question of excusing corruption at the lower echelons of the officialdom, but it needs no elaboration to convince anybody that the whole enterprise of dismantling the corruption edifice has to begin from the top. After all, if the generals are corrupt, how can corruption be prevented from contaminating the foot soldiers. The generals can discipline the foot soldiers but the reverse can never be a reality. Would we then be needing any more proofs to convince anybody that organized robberies of public coffers still are rampant? That huge percentages are still being siphoned off from development funds and shared between contractors and contract awarders and their deal brokers? It is another story that many insurgent groups have joined this unholy league, but this can be no excuse for those democratically mandated by the people to captain the state, to be corrupt. Unless and until the establishment becomes a credible institution of governance upon which the people can repose faith in, there will always be the legitimacy of alternates, even if they are subversive, in some corner of the masses`™ heart. Herein is the space upon which the foundation of any insurrection is laid. And this space cannot be destroyed physically. It has to be won over spiritually. This is why many have argued that the search for an answer to insurgency is not so much a physical war but will by necessity have to be a moral one. At the cerebral level, everybody gifted with even average intelligence, understands this very well. The trouble is, this cerebral understanding has never been allowed to be internalized to become a matter of the heart and soul.

IMPHAL, October 7: For the second consecutive day today, Irom Chanu Sharmila was produced before Akash Jain, the Metropolitan Magistrate, at the Patiala House Court, New Delhi in connection with the case no. 476/02/2012 FIR No. 222/2006 Parliament Street Police Station.

Human Rights Alert executive director Babloo Loitongbam deposed before the Magistrate as the only defence witness and was cross examined by the Public Prosecutor, according to a press release of the HRA.

It said her matter was listed as item no. 43 by the court.

In his statement before the court, Babloo Loitongbam stated that he has known Irom Sharmila for more than 20 years for her social and political activism, it said.

He stated that he came to Delhi along with Sharmila on October 4, 2006 as she wanted to take her struggle to repeal the Armed Forces Special Powers Act, 1958 to Delhi and generate national interest, it said.

He told the court, on arrival they went to Gandhi Samadhi to pay respect, it said.

He had also said that in the evening they continued the dharna at the Jantar Mantar and they sought an appointment with the then Prime Minister and the Home Minister, it said.

Babloo also said that on the evening of October 6, 2006, some people came to check her health condition, but she told them that she does not need it, according to the statement.

Later a group of police personnel cordoned off the area, her supporters surrounded her but the police dispersed the supporters by the use of illegal force in violation of the fundamental rights of peaceful assembly and protest, he said, according to the statement.

He said thereafter Sharmila was arrested under a false charge under section 309 of the IPC (attempt to commit suicide), it added.

During the cross-examination by the additional Public prosecutor, Babloo firmly denied the suggestion that Sharmila was on a fast unto death on that particular day and explained that she was fasting until the AFSPA was repealed, it said.

There is an attempt to falsely represent her struggle by the State, he told the court, it said.

Further according to the statement, eminent social activist Medha Patkar had met the anti- Armed Forces Special powers Act 1958 crusader in the court house yesterday morning and suggested that a mass movement be started along with the women street vendors of Manipur.

It said in the evening yesterday, another eminent activist Swami Agnivesh visited her in Tikendrajit Bhavan and had an hour long conversation during which he assured her all support and solidarity.

The court has fixed December 15 and 16 for the date of the final hearing on the case, it said.

Meanwhile, according to a statement of the North East Forum for Internation Solidarity, activists of the forum met Irom Sharmila today and expressed their solidarity with her struggle against the Armed Forces Special Power Act (AFSPA).

It said NEFIS has pledged to wage a nationwide struggle against this draconian and anti-people law. AFSPA grants special powers to the armed forces, the most controversial being the legal immunity it provides to army officers, it said.

AFSPA is an anti-people, oppressive act, the law gives special powers for detaining, using lethal force and entering and searching premises without warrant. North-East Forum for International Solidarity (NEFIS) demands that AFSPA should be repealed from all states, ending the miseries of the people, it said.

AFSPA has been condemned nationally and internationally by all democratic and justice loving people. NEFIS calls upon all the communities of north east to raise a united struggle against AFSPA, the NEFIS statement said.

It is not out of nowhere, but it is God’s plan that I landed in a village called Rongphar. It is one of the Amri Karbi tribe’s villages in the Amri Karbi areas of Assam. The village is some 40 kilometers away from Guwahati and some 4 kilometers away from the National Highway 37.

I along with my colleague Takoba Teron reached in the village on October 21, 2012. I was invited to present a paper in a “Seminar” on the theme “Awareness of Political Consciousness of Amri Karbi Tribes and Their Chartered Demands” on October 22 and 23, 2012 at Rongphar Community Hall. It was organized by Amri Karbi National Council (AKNC) which has been spearheading for the “Autonomous District Council” under Sixth Schedule for a separate Amri Karbis in Assam. Over the last decades, the leaders of the AKNC have been meeting various Central leaders including former Prime Ministers late Indira Gandhi and Rajiv Gandhi. They have also submitted various memoranda to previous Dr Manmohan Singh Government and also the present Narendra Modi Government at the Center.

The day we reached the Rongphar village was Sunday and did not know where we would be staying. But, so lucky that our accommodation was arranged in the Church Guest House. In fact, we were received by Pastor of the Rongphar Baptist Church, Pichong Ronghang when we reached the village. Our team was first received by President of the AKNC, Mr Pudum Ingti, when we arrived at Sonapur, and from there, he led us to Rongphar village where I would be addressing the “Seminar.”
After having exchanged some pleasantries, the Pastor invited me to speak in the Church the same evening as that day was Sunday. I was really happy on being invited to speak in this Church, though not showing immediate response to him feeling a bit of reservation thinking it wouldn’t be fair as I reached in the village for the first time in my life, and not knowing anything of its background rather.
My sharing in this Church was one of the most memorable ones in my life but the most important one, which I would like to tell here, is the way the Christianity started coming in this village and also other villages in the Armi Karbi areas. I didn’t have much to share except my happiness of coming to this beautiful village. Although the attendance was thin, every moment was historic for me as it was the first time for me attending Karbi Church Service in my life. The news of sharing my feeling in the Church spread like a wildfire in the village and many complained the next morning saying that they would have attended the last evening’s Church Service if they knew that I would be speaking in the Church. I really felt humbled by such responses from the villagers in this village.
It is heartening to note that the Christianity has been planted in this village and other Amri Karbi areas by the Ao Church leaders under the Merangkong Godhula Mission (MGM) of Mokokchung, Nagaland.
Rongphar village is inhabited by mostly Amri Karbi tribes. This village lies at the foothills and the people were mostly non-Christians but after the Christianity came in 32 years ago, majority of them are today Christians. The village has two denominations – Baptist and Catholic.
The Rongphar Baptist Church (RBC) was first set up under the sponsorship of MGM in 1983. Those first converts are still active in Church activities in the village and also in other neighboring villages. The initial thatched Church with few negligible members has today become a symbol and prestige for the Christian community in the village. Today they have a huge RCC Church boasting of having a good number of members from the village.
Many Ao missionaries from Nagaland’s Mokokchung district have been actively engaged in promoting and developing Christianity in this village and other Amri Karbi villages. Yet, they still need supports for running and maintaining the Church administration and other activities. Prominent Ao Church leaders and high profile officials have been extending financial and material supports to the Churches, which have been established under MGM, from time to time. One of the known families not only among the Aos but also Nagas in Nagaland, late NI Jamir’s family had their share for the growth of the Church activities in the Rongphar village. The name of late NI Jamir, father of former Nagaland Chief Secretary Alemtemshi Jamir and grandfather of present NPF MLA Marentoshi Jamir, has been written and displayed in the Church.
Late LL Yaden, IAS, father of Nagaland Post Editor Geoffrey Yaden was also one of the pioneers for Christian movement in Amri Karbi areas of Assam. He was also one of the architects of MGM, which has established at least 29 Churches in Amri Karbi areas of Assam. Amenba Yaden, Parliamentary Secretary and James Yaden, IGP and Director of Vigilance and Anti-Corruption (Retd), were also among others who had contributed towards the Church funding in Amri Karbi areas of Assam.
It is said that the Christianity, which was first brought in the Amri Karbi areas, was Rongphar village. It was way back in 1983 when Reverend Puna Ao with his wife Theresa landed in this otherwise nondescript Village, Rongphar, coolly and silently perching at the foothills of Rongphar areas. It was Rev Puna who set the Christianity in motion in Rongphar Village under the sponsorship of MGM. The Rongphar Christian people said, “Rev Puna Ao is Edwin W Clark of the Rongphar Village.” Today there are 29 Baptist Churches in Amri Karbi areas. There are more than 240 Villages in the Amri Karbi areas.
Reverend Puna with his wife, who is a Garo, peacefully lives in Guwahati.  The couple is blessed with two sons and daughter. Unfortunately, their eldest son has already expired. A beautifully framed photograph of the missionary couple is hung up at the Office of the Rongphar Baptist Church.
Pastor Ronghang could speak fluently Nagamese as he had his earlier education from Mokokchung areas and also his Theological education from there. He has also been closely working and associated with the leaders of RBC since its inception in 1983. He gets a meager Rs 2000 as his monthly salary, besides he lives in a very pathetic condition. I was pained at seeing the condition of the Pastor but he seemed more comfortable and enjoying to being a servant of God.
The Rongphar village is indeed a blessed one. In the middle and surrounding areas of the village, there are paddy fields. It is bestowed with many streams, river and huge pristine forests. Inside the village, a massive tea farm is there covering huge areas of the village foothills. But if you look around, there is hardly any sign of developments from the Government side—be it State or the Center. There are two village approach roads. One is hardly motorable while the other is motorable, but no blacktopping.
We hardly thought that such beautiful Amri Karbi villages would be there along the foothills in Amri Karbi areas in Assam as most of us had hardly had any ideas of visiting them. About 99 percent of these villagers are Amri Karbis and they live peacefully and silently without causing any slightest disturbances to either other non-tribal communities or administrations. They have been surviving and they can do so for centuries to come without the support of the state Government. But they have to live at par with the rest of the State, and they should be given their due share and recognition.
In the meantime, the Amri Karbis have a cherished love for the Aos for showing them the light from the darkness.
