The Manipur Bhawan located at Chanakya Puri, New Delhi is said to be in a deplorable condition as when compared with the rest of the other bhawans located at the the area.

There was a power shortage at around 8.40 pm at the area and the generator could not function for more than half an hour.

One of the occupants of the bhawan stated that, it may be a rare occurrence that there is a power shortage in the Capital and Manipur Bhawan’s generator could not kick in for more than an hour.

He stated that all the other adjoining bhawans are fully lit when the power went off, the only building remaining dark is the Manipur Bhawan, “It is a shame for all of us” the occupant on grounds of anonymity said. Sources said that the generator at the bhawan has not been working for the previous years also.

Rachel Guite buried at Hiangtam Lamka cemetery ground

CHURACHANDPUR | Dec 18

The remains of the young and promising MCS officer (L) Rachel Ngailunmawi Guite (38), wife of Paukhanmung Guite was burried today at Hiangtam Lamka Cemetery ground around 2.30 pm after a mass funeral service observed at general headquarters hall of YPA.

The body of (L) Rachel, a 2006 batch MCS officer who was posted in Manipur state Secretariat as joint secretary (Finance and DP), was brought from her residence at Paite Veng, Imphal this morning to her ancestors’ home at Hiangtam Lamka for her funeral rites.

Her death came yesterday 1:00 pm at Raj Medicity after she he had been fighting for her life for the past 5 day at the ICU. Her mortal remains were kept at her Paite Veng residence last night where a funeral program was held under the supervision of YPA Imphal. The association had issued a condemnation against Suba Hospital who had administer a pain relief injection on December 13 to the unfortunate mother of three children, citing negligence on the part of Suba Hospital where, before she was referred to Raj Medicity, she lost consciousness and was suffering from a cardiac arrest with experts telling that she was suffering from what is called ‘Pulmonary Embolism’ in which oxygen supply to the lungs was blocked. The deceased, two days prior to the injection, had delivered twins babies at Suba hospital.

On the funeral program, chairman, MTDC, Vungzagin Valte and chairman, MANIREDA, GS Haupu relayed the message of chief minister who sent his deep condolence and promised maximum help to the family of the deceased.

The late mother of three was hugely involved amongst student organisations, philanthropy, churches and other activity. The loss was grieved by different organisation including Kuki Student Union, Churachandpur, Zomi Students Federation, Paite Tribe Council, Zomi Youth Association, Siamsinpawlpi/SSPP, Young Paite Association etc who expressed their condolences at the death of Rachel Guite saying she was the hope of many organisations, a caring wife and a mother whose death will a create a void and a huge loss to the society.

Amidst all the condolence messages and accuses of negligence against Suba hospital and demands for action against the hospital by a section of the society, the husband of the deceased, Paukhanmung Guite, himself a 2013 batch MPS officer, tearfully expressed his thanks to the Suba Hospital for the successful delivery of his twins baby and Raj Medicity Hospital for caring his beloved wife for five days and the different organisation and individual who are standing by his family on the trying times and the tragedy of his family.

State cabinet approves compensation for Nungei incident

The state cabinet today approved the payment of Rs. 32, 42,300 as compensation to 10 victims whose properties were damaged during the violent incidents at Nungei area which occurred on April 11, 2016.

The cabinet also discussed the allotment of land for the development of water dody at Lamphelpat for conservation of water to prevent recurrence of frequent flood in and around Lamphel areas. The state cabinet decided to complete the process of land allotment of the 442.24 acres of land which is currently available for the development of the water body within a week.

It may be mentioned that out of these area of 442.24 acres, a state land measuring an area of 91.24 acres of land has already been allotted to Water Resources Department for the purpose and 351 acres of land presently occupied by three Government departments would be transferred to the Water Resources Department.

The state cabinet today approved the payment of Rs. 32, 42,300 as compensation to 10 victims whose properties were damaged during the violent incidents at Nungei area which occurred on April 11, 2016.

The cabinet also discussed the allotment of land for the development of water dody at Lamphelpat for conservation of water to prevent recurrence of frequent flood in and around Lamphel areas. The state cabinet decided to complete the process of land allotment of the 442.24 acres of land which is currently available for the development of the water body within a week.

It may be mentioned that out of these area of 442.24 acres, a state land measuring an area of 91.24 acres of land has already been allotted to Water Resources Department for the purpose and 351 acres of land presently occupied by three Government departments would be transferred to the Water Resources Department.

A team formed by representatives of various civil organizations is presently camped at New Delhi to meet political leaders and voice the opinion of the people about the NSCN (IM) framework agreement.

A press communique forwarded from the team mentions, that they left the state on December 16 and have met representatives of various political parties. The team met the newly elected president of the All India Congress Committee, Rahul Gandhi and also Member of Parliament of the CPI, D Raja.

The team also intimated Lok Janshakti Party president Ram Vilas Paswant and they are scheduled to meet up with Arvind Kejriwal, Aam Aadmi Party on Wednesday morning. Appointments have also been approved to meet top brass of CPI(M) namely Prakash Karat and including other members from the Shiv Sena’s parliamentary team.

The release mentioned that the appointments with the Prime Minister, Home Minister etc. will most likely fall after December 20.

It said that the political leaders have been intimated about the public sentiments regarding the framework agreement to the last detail. Memorandums in the regard have also been given to them, the same will also be tendered to the Prime Minister himself on getting the appointment, the release adds.

The team has also sensitized the political leaders on the ramifications of the framework agreement if anything is signed in the regard without consulting the various northeastern states.

The team consists of members from the UCM, CCSK and AMUCO.

Mother’s Care Children Hospital Trust has launched a special support scheme called ‘Mother’s Heart Care’ today at the inaugural function of Imphal Heart Institute held at the premises of Mother’s Care Children Hospital and Research Centre.

In his presidential speech, chairman and managing director of Imphal Heart Institute and Mother’s Care Children Hospital and Research Centre Dr. Kh Ratankumar Singh said that the scheme was launched with the motive of giving financial assistance to economically backward patients.

Explaining the criteria of the scheme, he said “The total outlay of the scheme is eighteen lakh per annum. It covers only for the patients who are under the age of 18 years and living Below Poverty Line (BPL).”

He recalled the history of the establishment of Mother’s Care Children Hospital and Research Centre. This paediatric care institution was started in the year 2005 with only 5 beds which was kept especially for the intensive care unit (ICU), he said. From the very beginning we have the motive of providing quality care service along with reasonable cost of treatment to the parents. Apart from that we used to give free cost of treatment to economically backward classes, he stated.

With due course of time the hospital has been expanded and finally included among the largest Neonatal Intensive Care Unit (NICU) and Paediatric Intensive Care Unit (PICU) of north eastern states of India, he added.

Chief minister, N.Biren Singh who chaired as chief guest in inaugural function congratulated the institution for their dedication and endless human service extended to the society.

He said “I am happier than Kh. Ratankumar and Dr. Arambam Athouba Singh who is chief cardiac surgeon of Imphal Heart Institute as the initiatives taken up by these two dynamic doctors will surely help me to share half of my responsibilities.”

On the day of meeyamgi numit, many helpless and clueless people who have been struggling for life, approached me for medical help and support. I am very sure that those complain and request can be easily deal by this institution to some extent, he added.

Appreciating the scheme launched by this institution, he said that if private hospitals can give such impressive commitment to the poorest of the poor, then why would the government remain silent, he said.

He assured of giving support to poorest section of the society with the schemes that had already launched and had been planning to launch in the coming days. “With the objective of bringing equality to weaker section of society, I had recently launched a scheme for differently abled person which gives financial assistance of Rs 1500 per month to the bed ridden, differently abled persons. From January 1, the government is going to provide a monetary aid for medical treatment of two lakh rupees especially for BPL and under Antyodaya Anna Yojana (AAY).”

This pipeline scheme will also cover the empanelled private hospitals. But for these we need to have some understanding between the government and empanelled private hospital as money has to be transferred to patient through cashless transaction, he mentioned.

He urged all the well qualified doctors of Manipur who are residing outside the state to come back to Manipur and serve for the state of Manipur.

These are the reason why congress is extremely suspicious of the agreement and making demands that the details of the agreement be made public.

He further said when BJP was in power at the centre in 2001, former Prime Minister, Atal Bihari Vajpayee included ‘Without Territorial Limit’ which was beyond the ground rule of the cease fire agreement between India and NSCN-(IM) and eventually caused June 18.

Former deputy chief minister, Gaikhangam said the BJP leaders at the centre are impulsive. Its demonetisation had made cores of Indian citizens suffer. Not only that, it has now introduced GST which is literally strangling the throats of the poor.

Fast track court convicts three men for raping girl

The additional sessions judged Fast Track Court, FTC, Crime Against Women, CAW, Manipur, A. Noutuneshwari Devi, today convicted three individual of raping of a girl three years ago in Imphal East district.

The three individuals convicted by the court have been identified as one Khuraijam Bungbung, 30 year old, (L) Indrajit Singh of Lamlongei, Nongthombam Bocha alias Biren Singh, 43, son of N. Bihari Singh of Lamlongei Mantripukhri Maning Leikai and Khuraijam Khamba Singh, 26, son of Kh Guno Singh of Lamlongei Mantripukhri Maning Leikai. They were convicted under section 376-D of IPC Gang rape of a woman.

The judgement order of the court said, “In the conclusion the prosecution has successfully established beyond reasonable doubt that all the three accused persons namely Bungbung, Bocha and Khamba have committed gang-rape to the victim on 22-01-2014 (evening) at the Leihaopokpi hillock.

Hence the accused persons namely Bungbung, Bocha and Khamba are convicted u/s 376-D of the Indian Panel Code”.

The three convict raped Naobi (name changed) on the evening of January 22, 2014 at the Leihaopokpi hillock, in Imphal East district.

Following the incident, the uncle of the victim lodged a complaint with the Heingang police station around 1 pm the next day (January 23). The police lodged a regular case under FIR no. 04(1) 2014 under section 376/34 IPC.

In his complaint, the uncle said that his niece was kidnapped by three persons at Lamlongei when she (Naobi) was coming from Mantripukhri and after detaining for few minutes at Lamlongei she was raped at Lamlongei jungle.

After thorough investigation of the case charge sheet was submitted and then the case was committed to Session Judge, Imphal East as the offence is exclusively trialable by the court of sessions. Later the case was transferred to the FTC.

Subsequently, charge was framed on July 24, 2017 against the accused u/s 109/354/376/385 and 34 IPC of the IPC.

During the trial it was established by the court with evidence on records that it was gang-rape and thus u/s 376-D IPC was slapped against the accused.

The court order further said “Applying the legal position with regards to the provision of Sec. 376-D IPC on the evidence on record, in the present case, the prosecutrix P.W no.7 was slapped and her boyfriend was kicked and beaten by the three accused persons while sitting together at the Leihaokpokpi hill-lock, then snatched away their mobile phones, and taken away the boyfriend under threat by accused Khamba and Bocha molested the victim by holding right breast of the victim and hold the two hands of the victims from her backside, pulling down the trouser and panty upto knee of the victim by accused Bubgbung forcibly raped the victim whereas the accused Bocha had escorted thereby standing near to them. So the evidence on records speak of the participation of the commission of crime jointly and then committed gang-rape to the victim. As such all the three accused persons are thus liable jointly for the offence committed to the victim girl.”

The sentence hearing of the case has been fixed on December 20 by the court.

The additional sessions judged Fast Track Court, FTC, Crime Against Women, CAW, Manipur, A. Noutuneshwari Devi, today convicted three individual of raping of a girl three years ago in Imphal East district.

The three individuals convicted by the court have been identified as one Khuraijam Bungbung, 30 year old, (L) Indrajit Singh of Lamlongei, Nongthombam Bocha alias Biren Singh, 43, son of N. Bihari Singh of Lamlongei Mantripukhri Maning Leikai and Khuraijam Khamba Singh, 26, son of Kh Guno Singh of Lamlongei Mantripukhri Maning Leikai. They were convicted under section 376-D of IPC Gang rape of a woman.

The judgement order of the court said, “In the conclusion the prosecution has successfully established beyond reasonable doubt that all the three accused persons namely Bungbung, Bocha and Khamba have committed gang-rape to the victim on 22-01-2014 (evening) at the Leihaopokpi hillock.

Hence the accused persons namely Bungbung, Bocha and Khamba are convicted u/s 376-D of the Indian Panel Code”.

The three convict raped Naobi (name changed) on the evening of January 22, 2014 at the Leihaopokpi hillock, in Imphal East district.

Following the incident, the uncle of the victim lodged a complaint with the Heingang police station around 1 pm the next day (January 23). The police lodged a regular case under FIR no. 04(1) 2014 under section 376/34 IPC.

In his complaint, the uncle said that his niece was kidnapped by three persons at Lamlongei when she (Naobi) was coming from Mantripukhri and after detaining for few minutes at Lamlongei she was raped at Lamlongei jungle.

After thorough investigation of the case charge sheet was submitted and then the case was committed to Session Judge, Imphal East as the offence is exclusively trialable by the court of sessions. Later the case was transferred to the FTC.

Subsequently, charge was framed on July 24, 2017 against the accused u/s 109/354/376/385 and 34 IPC of the IPC.

During the trial it was established by the court with evidence on records that it was gang-rape and thus u/s 376-D IPC was slapped against the accused.
