IMPHAL, July 17: For tomorrow, the indefinite curfew imposition in Imphal West and Imphal East district by orders of its District Magistrates from 4 pm of July 8 will be relaxed for 13 hours from 5 am to 7 pm.

The curfew was clamped in view of the volatile situation prevailing in the districts following the death of a student of AnandaSingh Higher Secondary Academy in police excesses during a protest staged on July 8 demanding enforcement of Inner Line Permit System in the state.

In response to the physical assault on a Manipuri nurse of Dr RML Hospital on the night of 13 July, activists of North-East Forum for International Solidarity (NEFIS) gathered in protest outside the Hospital gate. The nurse from Manipur was attacked by a patient at 13th night inside the hospital. The patient was brought in as part of a medico-legal case and was accompanied by policemen. NEFIS condemns the unsafe work atmosphere in the hospital and considers it a huge problem that women employees are being attacked by patients during their work hours and more so during night shifts. Such violent assaults are not only a crime but also a violation of labour rights, such as the right to a safe work environment. The recent attack on the nurse from Manipur also reflects how nurses and other workers from the North-East are exposed to racist attacks in their workplace and are highly vulnerable. The organization strongly feels that most such attacks on North-East women and youth have a racist undertone, and that such attacks are facilitated in a large number of workplaces which have ad-hoc security arrangements.

Considering that the hapless nurse was attacked by a person accompanied by policemen and the immediate assistance she received in warding off her assailant came from a doctor, it is evident that the RML hospital administration has to take greater efforts at enhancing its own security measures and staff. Greater precautionary measures as well as proper surveillance of patients brought in as part of medico-legal cases is a responsibility that RML Hospital should take on more seriously. To this effect, NEFIS activists submitted a memorandum to the hospital’s Medical Superintendent. A delegation also met police officials at the nearest police station to apprise them of concerns regarding the lack of safety in RML and other hospitals. The delegation emphasized that in conditions of poor security, nurses and other healthcare workers from the North-East were falling easy targets because they looked different.

The demands raised by NEFIS included:

  1. Better protection and security for nurses and workers from North-East should be given, especially at night.
  2. Provision of an assurance from the CMO’s office that all the nurses and workers should be treated equally and no racial or sexual discrimination should be faced by them.
  3. Compensation and other assistance should be provided to the victim immediately so as to help her overcome the trauma of the assault.
  4. To curb future racist attacks of such kind, proper measures should be taken by the local police station to address loopholes in the given system.

Imphal, 15 July 2015 : According to a press release from the PRO Cell of HQ IGAR(South), the medical team of 41 Assam Rifles of 10 Sector Assam Rifles under the aegis of HQ IGAR (South) saved the life of a snake bite victim on 14 Jul 15. The victim was identified as Mr H Ngalangzar, aged 84 years, resident of Siruhi village,   Dist – Ukhrul.

He was bitten by a venomous snake on right hand and was brought to the unit hospital in a critical condition. The victim was immediately attended by the medical team led by Medical Officer who injected life saving anti snake venom. The timely action taken by the medical team of the Assam Rifles saved the precious life of the victim. The Headman of Siruhi village expressed gratitude to 41 Assam Rifles for the humanitarian gesture.

The PR further states that, 20 Assam Rifles of 26 Sect Assam Rifles under the aegis of HQ IGAR (S) established the Green house for widows of Life Care Centre, Pallel in Chandel district on 15 Jul 15.  The Green House was handed over to the village authorities for empowering the women and generating self employment. The project which is a mark of Widow Empowerment has been developed under the “Assam Rifles Civic Action Programme”. The project will go a long way to make the women especially the widows of the area to be self reliant and to assist them to stand on their own feet.

The villagers have started utilizing the green house for plantation of different varieties of ornamental as well as other plants some of which are being sold as saplings to buyers while others will be sold on maturity after the monsoon season. The villagers are grateful to Assam Rifles for this project as this noble project has provided employment as well as revenue to the needy. The profit earned out of the products of Green House is being utilized as financial assistance to the widows.

Pune, 14 July 2015 :  The Manipur Students’ Association, Pune (MSAP)  organized a peaceful rally on 14-July 2015  at Pune University Campus, Pune & also observed a 2 minutes silence to condemn the killing of one the students who was part of the peaceful rally demanding the introduction of the Inner Line Permit system (ILPS) in the state.

On July -8, a 16 year school boy, Mr. Sapam Robinhood was hit on the face by a tear gas shell fired from a close range in an effort by the state police to block a rally at Khurai, the impact had resulted in his tragic death.

The Students association of Manipur, Pune (MSAP) strongly condemned the current violation of basic human rights in the state and taken a strong resolution to support in whatever way possible in fighting against any human right violation in the state.

The 24th NAMA Annual Convention Report, 2015

The 24th annual convention of the North American Manipur Association (NAMA) marked the largest gathering in NAMA history with nearly 130 participants in attendance. The annual NAMA conventions that take place every year at different locations providean opportunity for all the Manipuris living in North America to reconnect with friends and family and rekindle Manipuri tradition and culture. Manipurisacross North America gathered under one roof on July 3rd and 4that Washington, D.C., meeting one another, dressing up in traditional attire, joining in traditional song and dance, eating ethnic food, renewing old friendships and making new ones. Members in attendance traveled far and wide from many states in the USA, includingVirginia, Maryland, North Carolina, Texas, New Jersey, Massachusetts, Connecticut, Ohio, Indiana, Illinois, Michigan, Missouri, Tennessee, Alabama, and Florida.

Friday July 3rd, 2015– Social Gathering at Rollins Congressional Club

The 24th NAMA Convention commenced with a social gathering at the Rollins Congressional Clubin Rockville, Maryland on Friday July 3rd, 2015 at 7:00 PM. The convention hall was jam-packed with men, children and traditionally dressed beautiful Manipuri women. The stage was set up with a Manipuri theme. An ethnic potluck was held by the DC Area families (Virginia, Maryland and Washington DC) in the evening. While the dinner was underway, NAMA t-shirts were sold. Romola Kshetrimayum and Monica Laishram sang songs and music was played by Nishi Asem, Martin Haobam, Sagar Sharma, and Chingkhei Akoijam. The slide show compiled by Naba Singhadisplaying the former NAMA members, activities and events was played on the projector. The gathering and the dinner concluded at 11:00 PM.

 Saturday July 4th, 2015 – Main Event at Rollins Congressional Club

The main event took place on America’s Independence Day, the 4th of July. While Americans celebrated their independence, Manipuris in North America celebrated theirreunion at Washington D.C. The registration began at 9:00 AM on Saturday morningwhile breakfast was served. The Mistress of Ceremonies was Babyrani Yumnam. The event started with a welcome address by the President of NAMA, Amom Ruhikant Meetei. The welcome address was followed by an opening song “Ho Ima Poknapham Ima” by the President himself, Thoihen Heisnam, Monica Laishram, Prativa Amom and Prety Amom. After the song, the President extended a warm welcome to everyone present and appreciated their support for the association. The Presidenturged the members to continue providing support for future NAMA activities.

The President’s welcome speech was followed by the General Secretary’sactivity report. Hori Irombham, the General Secretary of NAMA discussed the activities accomplishedin the years 2013-14 & 2014-15. Horifurther attested to how NAMA is actively supporting several organizationsin Manipurthroughdonations and endorsementduring the pastyears. Lily Sharma, the Treasurer of NAMA, then presented the financial report for the years 2013-14 & 2014-15. According to the reportNAMA’s financial standing continues to grow.

Naba Singha, Delly Adhikarimayum, Lalit Pukhrambam, Surjalal Sharma, P Swornalata each presented a speech. The presenters discussed the evolution of NAMAand how the association has progressedsignificantly in terms of program development and membership size. The presenters also reiterated the history of Manipur and discussedhow Manipur became a part of India. The founders of NAMA were honored. The participants stood in silence for a minute in remembrance of NAMA members who have passed away.

The newly amended NAMA Constitution was distributed to the participants for their review. Upon strict review of the language, terms, laws and principles of the newly amended NAMA constitution, the members offered their approval. Once approved by the members, Dritha Kumar announced an official final approval of the new NAMA constitution.

Shilpa Phairembam Weiss, the Assistant General Secretary, as well as the main coordinator of the NAMA Excellence Award program unveiled the NAMA Excellence award program. Shilpa outlined that the award program is a new initiative that aims to reward and motivate the talented Manipuri students in North America who have excelled in the field of academics, sports and arts. There was a good turnout in the inaugural year and more applications are expected in the future.

The recipient of the 2015 Sports Excellence Award was Adam Laishram, son of Dr. Joy Laishram and Christina Laishram of Ontario, Canada. Adam is a national hockey player. He played for Team Ontario alongside some of the top NHL draft prospects in the league. Adam has achieved many prestigious awards and played at the international level representing Canada. The recipients of the 2015 NAMA Academic Excellence Award were:Prativa Amom, daughter of Amom Ruhikant Meetei and Kebola Wahengbam; and Bosco Chanam, son of Kulabidhu Chanam and Pramodini Chanam. Their applications were evaluated judiciously and the academic excellence award recipients were selected based on their academic performance, overall GPA, voluntary experience, and participation in extracurricular activities.

Once the awards were distributed, the Chief Guest, Maisnam Riten Kumar who currently works in India as a Superintendent Engineer/Director, Ministry of Road, Transport and Highway presented a speech. The Chief Guest expressed his joy of being there at the convention and appreciated the effort and time that NAMA has been giving for the betterment of ourManipuri community back at home as well as here in the States. There was a 1 hour lunch break after the Chief Guest’s speech.

Members assembled around 2:05 PM after the lunch togive their votes for the new 2015-2017 executive members. Listed below are the candidates that were elected:

The cultural program began with a beautiful “Mangala Charran” performance by A Indrani Sharmi. The Mangala Charran was followed by a heart touching flute performance of the Indian National Anthem by Ridhi Chingakham. Noopur Singha then gave an amazing“Krishna Abhishar” dance performance. After the dance, there was a very cute drama based on a folk tale “Pebet Macha and Haudong Lamboiba.”  The drama was performed by Naba Singha, Monica Ingudam, Marc, Magen, Darshil, and Langlen.

Amy Shougaijham played the American National Anthem on the piano. Lavani Laishram danced to fusion music. Langlen Heisnamsang the song “Chingda Satpi Eengelei”. Navya Asem presented Thougal Jagoi. Prety Amom sang the cover of the song“I Am Not the Only One”. Lilianne Pukhrambam played“Sentimental Saraband” on violin. Prativa Amom sang “Color of the Wind”. Monica Laishram also sang“Eigi Chenghi Manam.” The songs were followed by “Thoibi Jagoi” by A Indrani Sharmi, Linthoi Angom, Lily Sharma, Monica Ingudam, and Ebechaobi Laishangthem. Once the Thoibi Jagoi performance was done, Amom Ruhikant Meetei presented two songs “Nouribi” and “Hey Ima Manipur”. Airi Haobam sang “Let it go”. Prasana Kumar gave a classical sitar performance. Naba Singha and Chingkhei Akoijam also joined Prasana by playing drum and guitar.Therockensemblecomposed of Martin Haobam, Raj Chingakham, Nishi Asem, Sagar Sharma and Chingkhei Akoijam played several songs. The slide show compiled by Dillon Laishram was played on the projector.

Prativa Amom acknowledgedand awarded the children participants with a certificate of participation. After the certificate distribution, there was a “Leima Jagoi”performance by Kebola Wahengbam, Amom Prativa, Amom Prety, Ambrabati Adhikarimayum, Anju Aheibam, Lily Sharma, Priyadarshini Koijam, Khumanleima Laishram, Swornalata Takhellambam, Judy Sarungbam, and Linthoi Angom. Finally, allmen, women, and children irrespective of age and race gathered around, held hands together and danced happilyto the beat of the drums to a grand Thabal Chongba. This concluded the big event of the day successfully.

The2015 NAMA Convention was a perfect example of a close-knitted Manipuri community in North America. This gathering has also proved how well the Manipuri traditions have been practiced abroad. Abhishek Sanoujam and Geetanjali Laishram who attended the convention for the first time commented, “The convention is absolutely great! We feel like we are in our native place. The food tastes even better than the food we make in India. After long time, we even got an opportunity to participate in Thabal Chongba.Thanks to NAMA for inviting us.”

What made the convention even more interesting was the crowd that filled the room. People of different races and ages socialized and appreciated the beautiful culture of Manipur. Brian Weiss, American husband of Shilpa Phairembam Weiss stated, “The exposure to the richness of the Manipuri culture and the hospitality of the people made the weekend a great event to remember. The food was excellent, the performances were entertaining, and the Thabal Chongba was exhilarating. I look forward to next year!”

Abhishek Sanoujam and Geetanjali Laishram who attended the convention for the first time commented, “The convention is absolutely great! We feel like we are in our native place. The food tastes even better than the food we make in India. After long time, we even got an opportunity to participate in Thabal Chongba.Thanks to NAMA for inviting us.”

What made the convention even more interesting was the crowd that filled the room. People of different races and ages socialized and appreciated the beautiful culture of Manipur. The Career Guidance cum Facilitation Programme was attended by a total of 84 students from Schools and Colleges located near the Moreh Town.  The programme was organized by 11 Assam Rifles with the assistance from Kuki Students Organisation, Moreh. This association between student organization and Assam Rifles was made to bring out the various possibilities available to the unemployed graduates of the remote border town.

It also states that the programme specifically created awareness in the youth about various employment opportunities in the Indian Army and Assam Rifles in the rank of Officer Cadre for both men and women. During the lecture, information regarding the life and work of an Armed Forces personnel and insight about accompanying facilities, pay and allowances was brought out. The graduates were initiated on personality development and various soft skills which are required in today’s competitive world. This was well received by the locals who showed enthusiasm to know the procedure to get commissioned as officers and to serve their country.

The President of Women Society alongwith members of the society projected points for the welfare of the women of Kwatha Village.  The President of Women Society informed that her society is improving the environment in and around the Village by imposing fine/restriction on males who indulge in drinking & domestic violence. The President said that she has been ably supported by Assam Rifles in her drive towards a better society. The women society also commended various other projects being conducted by 24 Assam Rifles for their village.  The function culminated with interaction of women society and Assam Rifles personnel followed by tea and snacks.

North East Forum for International Solidarity (NEFIS) yesterday protested against denial of reservation for ST students from outside NCT, Delhi. A delegation of two members met Deputy Registrar(Admin) Manish Kumar Bahuguna who has sought time of three days for taking appropriate action. This is a matter of huge concern for all Schedule Tribe (ST) students from outside NCT (National Capital Territory), Delhi especially from north-east that they are being denied the reservation in admission for the undergraduate courses in Ambedkar University.  It is to be noted that there are 35 seats for each undergraduate course in AUD out of which 85% seats are reserved for the students of Delhi which means 5.25 seats are reserved for the students from outside NCT, Delhi.

0.4 seat should be reserved for the Scheduled Tribe students from outside NCT, Delhi. 0.75 seat has been reserved for the SC students and thus 1 seat has been prescribed for the same. In such a case, roster system should be followed under which every third year one seat has to be reserved for ST students. But not a single seat has been reserved for ST student from outside NCT, Delhi since its inception in 2007.

Furthermore, the Delhi has no ST population of its own. ST students which reside here are immigrants who are second generation learners of their family. Majority students from ST community are from outside NCT, Delhi and they are the first generation learner of their families coming from geographically most backward area of the country which are yet to be mainstreamed. This not just amounts to unequal treatment with first generation learner ST students from outside NCT, Delhi vis-à-vis ST students from Delhi but also sheer discrimination with students from north-east from where majority of ST students come.

It should also be noted that in accordance with the reservation policy of  the Government of NCT, Delhi reservation for OBC students from outside NCT, Delhi have not been provided but these seats have been put in non reserved category. These seats were meant for social justice and should have been reserved for the SC and ST students.

Irregular attendance of DLOs irks student body

Chandel, July 16: Anal Lelruwl Tangpi (Anal Students Union) has expressed deep resentment over the frequent absence of departmental heads of Chandel District.

Issuing a press statement in this regard the union said `It is shocking as well as abysmal to know that these officials don`™t attend office for days and even for months. When they do attend, they come on their own convenient time`™.

`As per reliable source, some department heads are running office at their residences. Their non-presence in the office compelled people to travel up to Imphal to get signature, which in return effects people economically`™. With this regard, the student Union asked if this was ethics of work culture .

It said ALT has been monitoring the functions of various departments in the district these past few days. Most of the times, almost all the offices would be locked. Some offices are found opened but with just one or two staffs in attendance, which is befooling the people as though office is functioning.

Saying that the two most efficient heads are Deputy Commissioner & Chief Medical Officer, Chandel District, `The rest are frauds`™, it alleged and went on to say that they draw salary by attending office hardly 5 `“ 6 days a month. `The government should pay their salaries measuring number of days they attend office, not in monthly basis`™, it added.

`Being posted at Chandel District is same as heavenly abode to these erring officials. They spent quiet & luxurious life at home, where as people here are suffering & facing a lot of hardships due to their prolonged absences. Every system in Chandel is broken & fragile`™. It said.

ALT therefore appeals the Deputy Commissioner to use his authority which the govt. empowers him against these erring officials for regular attendance. He could not remain a blind eye to all these turned of the events. He would be equally blamed for in case nothing concrete measurement is initiated to stop this menace, it warned.

Maintaing that there are 42 departments, and almost all of them are dysfunctional in the district H/Q Chandel, ALT advises concerned departmental heads to attend office regularly from next week onwards.

Informing that ALT will make a spree of surprise checking of all the departments, and any office found to be defying this ultimatum may invite serious of unwarranted consequences, fall out at the backdrop of this issue would be solely their responsibility, the body warned.

Manipur Police-A threat to democracy?

I am still in deep shock to see the condition of Wangthoi, a 19 year old boy who was assaulted by the Manipur police commando for taking part in the recent ILP protest. Several questions have been haunting me on how the law functions in Imphal .Some of them are 1)Was not the Manipur police commando commissioned to protect the people?

2) Do they have the authority to beat any person so severely without any orders? 3) If he had commited a crime, do they have the legal authority to punish him? or can they give him instant justice ?this shows that everyone is in danger except some Vips.

4) Where has right to life under article 21 gone ?it states that `the right to life` is a moral principle based on the belief that a human being has the right to live and, in particular, should not to be unjustly treated by another human being.

5) If he had commited a Crime, can the commandos just tell he is guilty without doing trails in Court? or in Manipur, are courts not necessary? or is it a fancy stuff?

The constitution also clearly states if a person commits a crime, he must be prosecuted at a court and must be trailed ?Where has this gone?

6) According to the constitution ,”Whether the complaint ( FIR) is true Or false, does not matter, the Police have no right or authority to beat up or assault the accused even though the concerned court remand ( sent ) him to the Police custody” did they forget this or do they even know or have any idea about this law?. 5)Do the Manipur police Commando have any knowledge about the Indian constitution?

7) Have the commandos forgotten that there is still a law which governs them and they cannot do whatever they like? Has not the commandos crossed their limits?

8)Now,who will take the blame for injuries of Wangthoi?

It`s very sad that in Manipur(which is a part of india),a person can treated like this so badly, or is the Indian constitution not valid here? Moreover ,the government will not do anything and will not book the culprits. This is a serious case of human rights violation and a clear violation of article 21.9)Why is The Modi Government not checking this clear cases of violations? or is he concerned only about trade and money?

10) Even after getting beaten and with several open wounds, he was made to swim in a very dirty drain, is this act correct or is this under the law? or did not they learn some basic science, or are their certificates all bought ones? Even a Child of 7 years knows that an opened wound if exposed has a chance of getting infections and titanus.

11) Where has humanity gone? Are they all barbaric nomads? don`t they have a family? Don`t they have brothers and Sisters?

Moreover, The Constitution states that each and every right is granted to every citizen of India,are not we citizens? or are there still exceptions in terms of citizenship like first class, second class, third class?

Democracy, the law, the constitution has simply failed after all this things that has happened in Manipur, Should I be calling myself a proud Indian? ,a proud citizen? when the government can`™t even grant us a simple basic right.

On July 8th,Sapam Robinhood, a 16 year old boy killed in the ilp protest and many others have been left injured, various questions have been raised on the training given to the commandos to control huge crowds.

The Manipur police commandos is known for being notorious and they are involved in several cases of fake encounters, the most famous one being the killing of sanjit and rabina in plain sight in Imphal in 2011.

The main aim of the commandos should be to protect the people but it seems they are against the people .It`™s very clear that the commandos are a potential threat to democracy and to our rights. The government should punish all the accused and must take up steps to improve the character and quality of the Police for good.

Robinhood JAC`s bandh hits normal life in State

IMPHAL, July 16: The 12-hour bandh called by the JAC Against the Brutal Killing of Sapam Robinhood alias Thoi with effect from 5 am today in condemnation of the government`™s decision to draft a fresh bill to check the rampant inflow of outsiders into the state within three months, has affected normal life in the state.

Bandh supporters staged sit-in-protests, formed human chains and blocked roads by burning tyres and placing wood logs at many places.

Movement of vehicles and commuters was disrupted by the supporters during the course of the bandh.

Places where roads were blocked are Khurai Thangjam Leikai, Khurai Ahongei, Khurai Chingkhom Leikai, Khurai Sajor Thoidingjam Leikai, Wangkhei Puja Lampak, Nongmeibung, Singjamei Chingamakha, Heirangoithong, Khagempalli and Porompat.

Sit-in-protests were staged at Haobam Marak, Moirangkhom, Singjamei Bazar, Singjamei Chirom Leikai, Singjamei Thongam Leikai, Keishamthong Moirang Ningthou Leirak and Palace Compound Hari Khagok Makhong.

Placards inscribed with slogans such as `Implement ILPS in Manipur`™, `Save the indigenous people`™, `Resign Chief Minister`™, `Punish police personnel involved in the killing of Robinhood`™ etc were displayed at the protest demonstrations.

Meanwhile, tension prevailed in Heirangoithong area after a security personal fired a round of bullet while some bandh supporters were preventing movement of vehicles and commuters.

On hearing sounds of bullets fired, nearby residents and supporters rushed to the area where the security personnel were deployed.

There, a heated confrontation between them cropped up.

Taking serious note of the unprovoked firing by the security personnel, womenfolk of the area have urged the concerned authority to intervene into the matter.

A scuffle was also reported between police and womenfolk coming from Tinsid Road side at Lamlong Bazar.

The 12-hour bandh also hit normal life in Thoubal district as well.

Bandh supporters came out in large number and blocked roads at Thoubal Kiyam, Khangabok, Wangbal and Khongjom.

While the protestors were blocking road at Khongjom from morning to noon, police came in and fired tear gas shells to disperse them. However, the road block continued till late evening.

In support of the bandh, road block was also imposed along the state highways at Thoubal Foudel, Khsetri Leikai, Tentha, Moijing and Heirok by burning tyres, placing wood logs and hanging worn clothes.

The protestors also chanted slogans like `We condemn killing of Robinhood by police`™, `Enforce ILPS in Manipur at the earliest`™ etc.

Protest rallies were also taken out in different parts of Heirak by carrying effigies of Ministers in condemnation of the government`™s failure to introduce ILPS in the state and take up stringent action against the police personnel involved in the killing of the student.

Culture of bandhs, strikes, blockades in Northeast; but sometimes they become instrument of achieving goals

About 20 bandhs and blockades are normally called by several organizations in Assam in a month. Maximum bandhs and blockades are called in Districts of Karbi Anglong, Golaghat and Jorhat bordering Nagaland. Calling bandhs and blockades have become routine affairs in Assam.

They will launch agitations in the form of `economic blockade` and sometimes a complete `bandh.` The bandh will be effective for 12 hours, 24 hours, 48 hours, 100 hours, 300 hours and even 1000 hours, while the economic blockades will be one week to indefinite.

Bandhs and strikes have also become order of the day in Manipur. These days, calling bandh and strikes have become so easy that any community can also do it by issuing a press release to the mass media. One just issues a press statement to mass media for the bandhs, it just works. However, demands of some organizations sometimes do not have merits for calling any bandhs or strikes.

There have been frequent inter-State (Assam-Nagaland) border issues leading to frequent bandhs, blockades and clashes. Many innocent villagers living in the inter-State border areas have been facing untold measures. There are reports that people living in the border areas cannot even go to their paddy fields due to border tensions. Many innocent villagers also died due to inter-State border clashes. Their properties and houses were burnt down during such clashes leading to large scale violence in border areas. The district administrations mostly from Nagaland side used to issue advisory to their citizens from travelling in Assam roads when during such time, while many organizations in Assam would call bandhs, strikes and indefinite blockades in protest against the border incidents.

Nagaland`™s one drawback is it does not have any major roads connecting with its State capital, Kohima without going through the Assam roads. `There are well established roads connecting Assam and the foothill areas,` said Nuklutoshi, Minister for National Highways and Mechanical. `However, these areas do not have direct road connectivity with the state boundaries to travel towards the state capital, Kohima and also to the commercial hub of Dimapur, thus leaving them no other alternative but to travel to Assam.` Therefore, during the bandhs and blockades in Assam, Nagaland and Manipur are literally cut off from the rest of the country.

One of the emergences of constructing `Nagaland Foothill Road` from Tizit in Mon to Khelma in Peren, some 428 kms, bordering Assam, is because of these frequent bandhs, strikes and blockades in Assam. The proposed `Foothill Road` from Tizit to Khelma touches at least six major districts of Nagaland `“ Mon, Longlen, Mokokchung, Wokha, Dimapur and Peren. The construction of the `Nagaland Foothill Road` is also the demand of the people particularly living in the border districts as they thought that once this road is constructed, the people living along the border will not face frequent harassments and sufferings.

Whenever bandhs and blockades are called in Karbi Anglong and Galaghat Districts in Assam, Manipur and Nagaland bound hundreds of trucks carrying essential commodities, hundreds of oil tankers and passenger buses remain stranded in many places in Assam. When such bandhs and blockades run for weeks, the prices of essential commodities in Manipur and Nagaland will skyrocket. There will be long vehicle queues in many oil pumps in Imphal, Kohima and Dimapur adding more traffic woes. Nervous buyers of essential commodities will also be seen in Manipur and Nagaland during such week-long bandhs and blockades in Assam.

The economies of the States are badly affected during such bandhs and blockades. At the same time, thousands of poor vendors who solely depend on their daily sales for their daily livelihood face immense miseries. In fact, the common people are the main sufferers during such time.

A day`s bandh in Assam costs the State exchequer Rs 41.14 crore according to a 2005 study. `This figure must have double by now,` said R S Joshi, president, Federation of Commerce and Industries in the North Eastern Region. Say in a day`™s bandh these days (2015) in the State costs its exchequer Rs 80 crore. Then the State suffers loss of Rs 600 crore if 20 bandhs are there in a month and mind boggling whopping loss of Rs 7200 crore in a year.

According to sources, the frequent bandhs and blockades in Manipur cost State exchequer nearly Rs 2000 crore yearly.

Dimapur-Imphal National Highway Road via Kohima is the lifeline of Manipur. There is another National Highway Road connecting Imphal is from Silchar in Assam via Jiribam, Manipur. But this Imphal-Silchar Road is less traveled comparing to Imphal-Dimapur Road. The only railway service that touches Manipur is Jiribam Railway Station and now construction of railway line from Jiribam to Tupul in Tamenglong is almost completed. The new broad-gauge line from Tupul to Imphal will be completed by March 2016. This project will cover Imphal East, Tamenglong and Senapati Districts.

Dimapur is the only railway station in Nagaland. There is already another proposal for Dimapur`“Kohima (Zubza) railway line. It may be mentioned the proposed railway line between Dimapur and Kohima was surveyed way back in 2008.

Many are questioning as to why even after 68 years of India`™s Independence, no railway services are given to many State capitals of the Northeast including Kohima and Imphal. In fact, five State capitals in the Northeastern Region are yet to be connected with railways.

Nagaland has one airport in Dimapur. The big aircrafts refuse to land in Dimapur airport because it is not only small but infrastructure is so poor that it looks like a vintage airport. It is so pathetic that the passengers have been experiencing one of the most irregular flight services forcing State Chief Minister and Governor to talk to the Civil Aviation and DoNER Ministries to look into the matter, besides many known airlines are reluctant to provide services in Dimapur airport. There is already a proposal for the construction of a new Airport at Razaphema. The Chief Minister along with the officials of the Union Ministry of Civil Aviation already made an aerial survey of the site.

Bottom Line:

The bandh cultures are today deeply rooted in the minds of the many organizations and individuals. Although the SC already bans calling bandhs, many in the Northeastern Region still feel that unless they call bandhs, their voices are not heard of. As we don`™t see immediate solution to these frequent bandhs, strikes and blockades, we have to fight for more airports, more helicopter services, more railway services especially connecting the State capitals and other major commercial hubs in the Region. But to achieve these demands, it looks like having no means again except calling `bandhs, strikes and blockades.`

Look at massive ongoing agitations by students in Manipur for the introduction of ILP system in Manipur. Chief Minister O Ibobi Singh listens to them only after violent protests broke out. It may be remembered that he revoked controversial and draconian Armed Forces (Special Powers) Act, 1985 (AFSPA) from the seven Assembly segments in Imphal areas only after a dozen Manipuri women shed their clothes in front of an Army garrison in the heart of the Imphal and taunted the soldiers to rape them in 2004. This was the culmination of the month-long agitation following the Manorama-rape-and-murder case by the security forces.

The people are made to believe that violent protests, bandhs, strikes are weapons to achieve their demands. Sometimes, it becomes an instrument to achieve goals.

IMPHAL, July 16: A meeting of all political parties chaired by the Chief Minister today decided to shorten the timeline for preparing a new bill within the ambit of the Constitution to one month.

The decision was taken a day after the Manipur Legislative Assembly resolved to prepare a new bill within three-months was received with much objection from the Joint Committee on Inner Line Permit System and others demanding the implementation of the ILPS.

Sources also informed that the Chief Minister will be meeting legal experts to discuss the issues surrounding the drafting of a new bill which would be acceptable to the people.

According to a highly placed source, the important meeting will be held at the Conference Hall of CM at Babupara tomorrow at 4 pm. During the meeting, opinions of legal experts on drafting a new bill will be sought.

Three representatives of All Manipur Bar Association (AMBA) and several other core members of High Court of Manipur Bar Council and bar associations of the court will attend the meeting, it is learnt.

Meanwhile, the all political parties meeting held this morning welcomed the initiatives already undertaken by the State government to withdraw the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 and to draft a new bill at the earliest within the ambit of the Constitution of India.

Along with mourning the unfortunate incident of the death of Sapam Robinhood, a Class XI student of Ananda Singh Higher Secondary Academy and sharing the grief of the bereaved family and friends, the meeting also adopted certain decisions regarding the proposed drafting of a new bill, informed a source.

It was decided to recommend a Drafting Committee to prepare a new bill for protection of the indigenous people of Manipur within one month for which the committee will consult JCILPS and all other stake holders, informed sources.

The meeting also decided to appeal to the JCILPS to extend co-operation during the period of preparation of the draft bill by suspending the ongoing agitation to the efforts of the All Political Parties and State government in bringing a new bill at the earliest.

At last wisdom prevailed over our Hon`™ble Chief Minister , Shri O. Ibobi Singh , his cabinet colleagues and members of the Congress Legislators Party. As per Press Release issued on 12 July, 2015 by Shri N. Ashok Kumar, Secretary to Chief Minister, the State Government has decided to withdraw the Manipur Regulation of Visitors, Tenants and migrant Workers Bill, 2015 as passed in the Manipur Legislative Assembly on 16/03/2015 for which a Special Sitting of the Manipur Legislative Assembly is being convened shortly. The decision has come after intense public agitation, open defiance of the curfew for more than five days and mounting public pressure to withdraw the Bill. Now advisors of the Chief Minister must have realized that they have committed a gross blunder in spite of many warnings and deliberately misguided the Chief Minister. Five opposition MLAs namely Dr. I. Ibohalbi , K Sarat, Th Shyamkumar, Kh Joykisan, Samuel Risom insisted on referring the Bill to the Select Committee and walked out of the House in protest in the larger public interest. Laisom Ibomcha Singh , opposition MLA did not participate at the Opposition Walk Out as he was a party to the drafting of the controversial Bill. One very important question is why the Congress Ministry withdrew one bill after another during a span of just one year. Are the ruling MLAs not competent enough to pass non-controversial Bill to fulfill the aspirations of the people. Laisom Ibomcha Singh, Hon`™ble MLA stated in the Manipur Legislative Assembly that three officials are responsible for drafting of the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 (MRVTMW). Why did the minister and MLAs allow themselves to be superseded by the three officials. This shows the stupidity, ignorance and cowardice of the Ministers and ruling MLAs. Are they not ashamed of making such a statement in the Manipur State Legislative Assembly, which is considered as sacred temple for the people of Manipur. They are not worthy of sitting in the Manipur State Legislative Assembly.

Immediately after passing the Bill, the Joint Committee on Inner Line Permit System (JCILPS) which is spearheading the mass movement in Manipur announced 18 hours bandh, burnt the copies of the new Bill, burnt the effigies of Shri O. Ibobi Singh, Hon`™ble Chief Minister and demanded immediate withdrawal of the Bill as it is against the wishes of the people

The unfortunate part is that all the members of the Congress party become wiser only after the death of Sapam Robinhood Singh (16), S/O S. Romesh Singh of Keisamthong Thangjam Leirak , Imphal. a student from the Anand Singh Higher Secondary School on 8 July, 2015. He was hit by a tear gas shell during a protest and was declared brought dead to Raj Medicity hospital. I was having great respect for our ministers and MLAs. But their actions proved that they are just ` Heibong Manungda leiba tin ` or `Mithibong Mitambal ` as coined by Mr, Babloo , Human Rights Activist or `Sirum Narumba Meitei` as written by Dr, Komol in his poem Lei Pareng in 1931. They appear to be men of straw . They could not feel the pulse of the people and visualize the future. I have written many articles in prominent newspapers of Manipur in connection with the Inner Line Permit System before, during and after the Manipur State Assembly session .

On the next day (17/03/2015 ) I have requested the State Government to withdraw the Bill and His Excellency, the Governor of Manipur not to give assent to the controversial Bill. Now The Chief Minister, after along silence disclosed that the State Government has submitted the Bill to His Excellency, the Governor of Manipur on 19 March, 2015 for giving Assent. On 23 June, 2015, His Excellency, the Governor of Manipur in formed the State Government that the Bill has been reserved for consultation with the President of India. The Manipur State Government has become very dangerous as they work against the wishes of the people.

John W. Whitehead once shouted “Who Will Protect Us from Our Government?” Our people become sleeping sheeps and our government become government of wolves. A patriot should be ready to defend his country from his government. Denis Fonvizin once said ” A fool is very dangerous when in power.” Once Charles de Gaulle said “I have come to the conclusion that politics is too serious a matter to be left to the politicians.” These quotations become very relevant in the context of Manipur these days. The worst part is that they have done it not due to ignorance or lack of knowledge but due to their stupidity , timidity and cowardice without thinking for the future of our young generation of Manipur. This Bill is found quite contrary to what the people want and therefore anti-people.

I do not want to enumerate the series of blunders /mistakes the State Government and the Manipur State Legislative Assembly has committed. Let us now concentrate on how to salvage the situation and pass a new Bill to fulfil the wishes of the people. Let us explore what to do now.

The Hon`™ble Chief Minister declared that the Congress Legislators Party has decided to convene a Special Session of the Manipur Legislative Assembly to withdraw the bill. Here my request is that the Upcoming Special Session of the Manipur Legislative Assembly may be convened not only to withdraw the Bill but also to pass the Bill . Any consultation with the Opposition Leaders, Legal Experts , JCILPS may be done while drafting the New Bill before the Special Session of the Manipur Legislative Assembly. The date of the convening the Special Session may be decided after finalising the draft of the New Bill.

Minimum Essential Features of the New Bill

The following minimum features may be considered for inclusion in the New Bill :-

(1) Title of the Bill- The title of the present Bill `the Manipur Regulation of Visitors , Tenants and Migrant Workers Bill` is not acceptable to the people of Manipur. The title shows that the Bill is meant to protect the migrant workers and not to protect the indigenous people of Manipur. We need not worry about the migrant workers as there is already an act called `the Interstate Migrant Workmen Act-1979. The Ministers and MLAs should be courageous enough to give a correct and appropriate title. The title may be ” Protection of the Indigenous people of Manipur Bill-2015 “.This title is appealing, . attractive, reflects the main objectives of the Bill and will be able to attract the attention of the Government of India. The second option may be the “Manipur Inner Line Permit Bill -2015″ . The third option may be Manipur Migrants Regulation Bill- 2015.

(2) Objectives and Reasons of the Bill:- The stated objects and reasons of the present Bill is `to maintain tranquillity and public order in the interest of general public and visitors by registering the visitors , tenants and migrant workers`. This is strongly against the wishes of the people.

The objectives of the Bill may be as follows (1) to protect the identity , culture, lands, language, script and business of the indigenous people and permanent residents of Manipur (2) to regulate the entry , employment and settlement of outside migrants to Manipur

(3) Definition of Permanent Resident:- The definition given in the present Bill is : `Permanent Resident means a person who is ordinarily a resident of state of Manipur`. This is really very dangerous. The JCILPS and the people of Manipur feel that this definition will give a blanket right to every migrant worker to buy land and settle in Manipur. The correct definition should be `Permanent Resident means a person born or settled in Manipur prior to 18 November, 1950 ` (day on which the permit system was abolished by the then Chief Commissioner, Himmat Singh ) and their descendants.

(4) Compulsory Registration of outside Migrant Workers on payment of prescribed fees with exemption clauses for students, employees of the Central government etc. The term compulsory means if the outside migrant worker delays or fails to get himself/ herself registered with the authority, he/she will be punished as per provisions of the Act.

(5) Penalty and Punishment clauses for delayed registration or non-registration as provided under the Bengal Eastern Frontier Regulation , 1873. In the present Bill, there is no provision for punishment clauses .Mr. L. Ibomcha Singh, Hon`™ble MLA in his article under the caption ` An Open Letter to the Deputy CM of Manipur- Another View on the Status of ILP System in Manipur `, which appeared at the Sanagai Express dated 21 April, 2015 wrote ` I apprised the Committee of the legislative competency of the State Legislature to enact a new law under article 19 (5) read with article 35 ( Parliament shall have and the Legislature or a State shall not have power to make laws for prescribing punishment for those acts which are declared to be offences under this Part) to impose the restriction on the entry into or exit from the State of Manipur in the interest of the general public or for the protection of the general interest of the Scheduled Tribe but without penal provision. The statement of Mr. L. Ibomcha Singh,
Hon`™ble MLA is an open declaration that he himself was responsible for passing the bill without punishment clauses. Many legal experts are of the view that any act without punishment clauses is just like a paper tiger.

It appears that the efforts of Mr. L. Ibomcha Singh, Hon`™ble MLA, the members of the Drafting Committee and officers of the Law Department was confined to article 19 (5) and article 35 of the Indian Constitution . They have not gone further to examine the seventh Schedule, Article 245 and Article 246 of the Indian Constitution. The Indian Constitution has given immense power to the State Legislature to enact laws regarding 66 items under List-II , State List and another regarding 47 items under List-III , Concurrent List of the of the seventh Schedule of the Indian Constitution. The Legislative power of the State Legislature is further elaborated under Article 245 and 246 of Part XI , Relations between the Union and the States , Chapter 1 , Legislative Relations , Distribution of Legislative Powers of the Indian Constitution. There are many examples where the State Legislative Assemblies of other states has passed State Laws with punishment clauses

5.1The Karnataka State Legislative Assembly passed the Scheduled Castes and Scheduled Tribes (Prohibition of transfer of certain lands) Act, 1978 (Karnataka Act No. 2 of 1979 ) with punishment clauses of imprisonment which may extend to six months or with fine which may extend to two thousand rupees or with both. 5.2.The Andhra Pradesh State Legislature passed an Act namely `the Andhra Pradesh Land Grabbing (Prohibition) Act, 1982` (Act No. 12 of 1982), which was published in Andhra Pradesh Gazette, Part IV-B (E.O.) dated 6th September, 1982 with punishment clauses of imprisonment for a term which shall not be less than six months but which may extend to five years and with fine which may extend to five thousand rupees`.(http://apland.ap.nic.in/ cclaweb/scan20acts /land grabbing.html)

5.3.The Gujarat State Legislative Assembly passed an Act entitled the Freedom of Religion Act, 2003 (Act 24 of 2003) on 12 March 2003 to provide for freedom of religion by prohibition of conversion from one religion to another by the use of force or allurement or by fraudulent means Under section 5 (3), there is a punishment clause which reads: `Whoever fails, without sufficient cause, to comply with the provisions of sub-sections (1) and (2) shall be punished with imprisonment for a term which may extend to one year or with fine which may extend to rupees one thousand or with both.` (http://www.emw-d.de/fix/files/indien-religionsgesetz.pdf)

There are many more examples. I do not want to go further. My plea is that if other state can pass bills with punishment clauses, why not Manipur do it.
(6) protection of ancestral land of indigenous people . At present any outside migrant worker can purchase land in the valley areas of Manipur . The present Bill has no provision on ban of purchase of land or taking the land on long-term lease by migrant workers. The legal experts have recommended for insertion of this clause on ban of purchase of land by migrant workers but the Drafting Committee have ignored the recommendation of legal experts and they have deliberately omitted protection of ancestral land of indigenous people, which is against the general interest of the indigenous/native people of Manipur. Complete Ban on purchase of land except with the approval of the state Government should be inserted in the New Bill.
(7) There should be Provision of deletion of the names of the migrant workers who entered Manipur after 18 November, 1950 (date on which Himmat Singh abolished the Permit System ) and their descendants from the electoral rolls of Manipur .

(8) There should be provision on Ban on employment in Government sector of Outsiders, who entered Manipur after 18 November, 1950 and their descendants.

(9) There should be provision on Ban on joining competitive examinations in higher educational, Technical educational and professional courses for children of Outsiders, who entered Manipur after 18 November, 1950 and their descendants.

I request the Ministers, MLAs , Political Leaders of Manipur kindly to put their heads together and pass a perfect Bill to protect the general interest of the indigenous people of Manipur in the upcoming special session of the Manipur Legislative Assembly being convened shortly .

What I an suggesting is for the future generations and for the young people of Manipur. The young generations of Manipur will not ask our political leaders in which party they contested election. But they will definitely ask what you have done for Manipur. They will blame and curse out political leaders for committing blunders after blunders destroying the unity, peace and development Manipur

IMPHAL, July 16: The Centre for Organisation Research and Education (CORE) Manipur, following a visit today to meet the grieving family of late Sapam Robinhood Singh, reportedly killed by police firing, is deeply concerned that the Manipur police had filed a suo moto First Information Report (FIR) on July 8 against the students who were on a peaceful rally, in full school uniform, in support of the campaign to promulgate a Inner Line Permit System in Manipur.

A statement of the organisation said falsely naming the reported peaceful students in the rally as an `unruly mob` carrying dangerous weapons obstructing the police from discharging their duties and threatening to destroy government property, the police report filed on the same day as the rally, sought to justify the use of disproportionate force in clear violation of existing norms and guidelines of crowd control.

It said according to the report filed by the Officer in Charge of the Porompat Police Station, Imphal East District, the unnamed executive magistrate on duty on that day had issued orders `to use minimum force like lathi charge, tear gas, shells and rubber bullets` to disperse the crowd.

It continued the report clearly indicts the executive magistrate for the `permission` to use force; but the use of `minimum force` does not, by law and any stretch of imagination, include the use of disproportionate use of force as evident in the report.

However, no mention was made in the report of the OC of Porompat Police Station that a PA system was used to warn the rallying students or that water cannons were used to discourage the rally from proceeding into a sensitive zone of Imphal City, further according to the statement.

The police, according to the report which forms the basis of the suo moto FIR No. No. 205(7)015 PRT-PS u/s 147/148/149/353 IPC and 7 Criminal Law Amendment Act dated 08/07/2015, adopted destructive violent steps and the use of maximum force upon the unarmed peaceful students in the rally, it claimed.

The statement further decried that it is unacceptable that even after almost 10 days after the incident, which the FIR mentioned, no investigation has commenced and no police officers have ever visited the families of the deceased late Sapam Robinhood Singh and the injured students even after the fact prima facie evidence exists of an unnatural death and injuries to many as a consequence of police firing and use of disproportionate force.

The grieving family of late Sapam Robinhood Singh is yet to claim the dead body of the child kept in the morgue of JNIMS Hospital, Porompat to perform his last rites, and persons wishing to pay condolence visits in accordance with customary practice have been harassed by the police, the statement said.

The family is in deep shock and mourning, not only from the sudden and violent loss of a talented child but by the contents of the FIR that lays the entire blame on all the students participating in the peaceful rally. We believe that the students of Ananda Singh Higher Secondary Academy who are the victims of arbitrary violence and killing by the police stands falsely accused of rioting and carrying dangerous weaponry, it said

We remind the government of Manipur that India is a state party to the United Nations Convention on the Rights of the Child (CRC), duly ratified by Parliament, and is fully obliged to fully protect and promote the rights of the child to participation, freedom of expression and association, it said.

The current crisis over the demand for the implementation of the Inner Line Permit System, among others, has brought to the fore once again the dilemma of who is a leader. It has also yet again brought out the familiar fissures within the Manipur society. The situation did not have to take any ugly turn for this fissure to become visible. The widely differing levels of concerns for the implementation of the ILPS in the hill districts and the valley is evidence enough. No point in any blame-game, for as they say, this is the way the ball bounces, at least just as yet. It would be futile to pretend things are any other way. The effort in the future should then be to bridge this gap, and the quest have to be for a midway house where the divergent interests can meet, and indeed democracy is the perfect mechanism for deciding where this meeting point should be. The biggest lesson for the valley should be, it is time for it to abandon its horrid presumption of being the natural agency for setting the state`™s political agenda, or to imagine it holds proprietorial guardianship over the state`™s interests. It must take courage to admit to itself that its concerns and aspirations do not have to be shared by all the regions of the state, and that many of its concerns do not spill out too far from the valley. If any issue must be considered as the state`™s interest, it must be by consensus of all sections of the population of the entire state. While democracy is undoubtedly a value, it is its structure which guarantees this value. So let everybody take care to stick by this structure.

The word consensus and consent however must come with some important qualifications. The agitation over the ILPS issue has brought this out to the fore too. Why is it that college and university students seldom are seen in these protest rallies, and in their places are school children in uniform? The explanation probably is that the former have independent minds of their own which will not be easily surrendered to any and every calls by those who presume themselves as leaders. This will be quite unlike school children, who can be flocked out of their schools and paraded without difficulty by the `leaders`. There was a discussion evoked on various internet discussion forums over a column which appeared in a newspaper recently, as to the legitimacy or otherwise of grading leadership quality by the praxis they are able to generate. On such a scale it was also implied that V.I. Lenin was greater than Jurgen Habermas. Curiously, the debates seem to apply in this situation as well. To use Habermas`™ own formulation, the `lifeworld` of school children and that of university students would be markedly different, therefore the nature of the `public space` associated with them would also be very different. Consequently, the challenges before `leaders` to put their theories into practice (praxis), would be radically different, depending on the nature of the different `lifeworld` they are left to deal with. Lenin led a revolution amongst poor and largely illiterate industrial blue collar workers, just as Mao Tse Tung led his revolution amongst poor, illiterate peasants. Habermas`™ `lifeworld` on the other hand is made up of extremely affluent, very well educated, very rich, bankers, academics, technocrats etc, of a very industrialised Western country. He cannot, under the circumstance be expected to lead the kind of revolutions Lenin or Mao led. But Habermas`™ interventions on behalf of Greece in the present crisis the country is in, saying in effect that nationhood of a country should be decided by the citizens of a country and not by the diktats of bankers and technocrats from another country, was revolutionary. The praxis he generates cannot thus be by any standard dismissed as slight. Leading school children and leading university students are two different ball games altogether. We wish our revolutions were of the latter category, but alas this has seldom been.

IMPHAL, July 16: The Joint Committee on Inner Line Permit System has appealed to the people not to call any bandh or general strike till July 19 considering the upcoming idul fitre of the muslim brothers and Rath-Yatra of the hindus.

A statement of the committee has made appeal while at the same time reiterating that the movement and agitation demanding the implementation of the ILPS in the State will continue until the demands are met with.

It said in case the government fails to bring out the new bill within 15 days, the people should support the committee`™s stronger agitations.

The statement said the State government has failed to meet the demand of the JCILPS and the people for a law to safeguard the indigenous people.

The underlying meaning of the JCILPS`™ demand for the government to announce a timeline for enactment of the law during the special emergency sitting of the House was for the government to table the new bill during the same sitting which could have been extended further, it said.

However, the government ended the sitting in just one day, it lamented.

The JCILPS is unable to believe that the government will bring out a new bill within three months, it said.

If the government has the political will to table the new bill and passed it in the House, then it could be done in just 4-5 days, the statement continued.

There is no reason for the preparation of the new bill to take three months time, because the All Political Party Committee on ILPS had already submitted a 282-pages recommendation following a six-month discussion on the issue, while the JCILPS has submitted its five-point recommendations to the government, it said.

Now all the government has to do is consider some expectations of the people to be included in the bill, it said.

Once the bill receives the assent of the Governor, it could be tabled in the House within two-three days, it said.

The statement also said that the three-month timeline of the government is unreasonable and as such the JCILPS will continue with the movement as long as the demand is not met with.

At the same time, it has appealed to the people to support its strong agitations if the government fails to bring out the new bill within 15 days.

The statement further urged the supporters not to attack or stop medical staff, patients, those on emergency and religious duties and media persons. Supporters of the movement are also appealed and advised against using any communal tone during the movement.

It said the media persons take a massive role in creating awareness of the movement.

IMPHAL, July 15: A newly-wed housewife was found dead hanging in her living room at Kakmayai Mamang Leikai under Yairipok Police Station in Thoubal district today around 2 pm.

The deceased has been identified as Konthoujam ongbi Devala Devi, 20 wife of K Amarjit, 18 son of K Khamba Singh of Kakmayai Mamang Leikai Satjal.

Devala who hails from Huikap married Amarjit on April 27, 2014.

According to the husband`™s father Khamba, Devala was with two of her sister-in-laws at the time when he and Amarjit who both are tractor drivers were performing agricultural activities in their farmland.

When Amarjit returned home after the work at around 2 pm, he found the door of their living room closed, Khamba said.

After his wife failed to response to his call, he broke the door and found Devala hanging from the beam of the living room using a cloth, the father narrated.

He said that there had been no argument or fight between Amarjit and Devala so far as both of them shared a good rapport in the family.

On receiving the news, a team of police led by SDPO Yairipok along with a Sub-Magistrate arrived and conducted inquest. The dead body was pulled down in the presence of family members of the deceased; member of Wangkhem Zilla Parishad Kh Sobha; ex-Pradhan of Leirongthel Ningel Gram Panchayat M Ingocha and locals.

The body has been kept at JNIMS morgue for post mortem examination.

Though a large number of people from the locality of the deceased rushed to the residence on hearing about the death, there is no news of any untoward incident following the incident.

No one has been pulled up and interrogated by police in connection with the incident till the time of filing this report.
