The much discussed mid-day meal in Government schools owes it origin in the 1960’s when it was introduced in Tamil Nadu with a mandate to protect children from hunger, increase school attendance and enrollment and mitigate malnutrition. It would later be adopted across the country following a direction from the Supreme Court in 2001. The scheme, as with many other well- meaning welfare schemes designed by the Central Government has run into rough weather on various counts. When it was found that State Governments unwilling to allocate budgetary resources were passing off grains that came for the scheme to parents, the 2001 Supreme Court direction specified that cooked meals be served to school children studying in all government and government assisted primary schools. Not many are aware that in the wake of a right to food litigation by the People’s Union for Civil Liberties (Rajasthan), the Mid day meal scheme became a legal entitlement, the violation of which can be taken up in a court of law. Without doubt, the introduction of free meals in schools across the country have led to more attendance of school children and drop outs getting back to classes. Aided by provisions under the Right to Education Act under which Government school going children get free books, school uniforms etc, the mid day meal scheme has worked its charm on children from lesser well off families. But even as this aspect is true, the other side of the story is also that the scheme has brought in a lot of room for siphoning of funds and malpractices with many cases being reported and placed before the public domain. On the other hand, there are states that have put in other mechanisms to aid the objectives set for the free mid day meal schemes. For instance, the state of Gujarat includes regular provision of iron tablets to counter anaemia and provides de-worming tablets once in six months. De-worming tablets are also provided in Tamil Nadu while Bihar has incorporated a management information system using web based technology that reflects monthly consumption of grains and funds on regular, thereby keeping a check on malpractices.

Much before the currently discussed mid day meal poisoning incident at a primary school in Bihar’s Dharmasati village in Gandaman, there have been many other cases earlier where children became seriously ill after eating the meals cooked at schools under the scheme. A spate of such incidents across the country in fact led to a phase where there was much debate whether handing out food grains, meant to be cooked for meals was facilitating corruption and malpractices. The Government was on the verge of calling for high nutrition level biscuits and dry supplements, but the idea was shot down by child specialists, nutritionists, educationists and Government officials. In Manipur, the National Human Rights Commission (NHRC) asked the state Government in May this year to submit reports regarding the progress achieved in implementing the midday meal and also institute a high-level probe into the implementation of mid-day meal scheme in schools. The directive from the NHRC came after an NGO working in the child rights sector drew the attention of the Commission. The NGO incidentally quoting a survey by a body of various NGOs also pointed out the quantity of rice being distributed to schools was less than the actual allocation.

Not many want to go on record with the exact amount of foodgrains that end up going missing in between the area from where the grains are distributed, on to the school authority and then, to the actual plates of school children. But the whisper on the ground is that over 30% of the total allocated foodgrains are being taken by various non-state armed forces. With majority schools of the state not having proper storage facilities for foodgrains, school authorities tend to take them in to their own homes and conveniently forget about them while the lack of adequate information about the stipulations and provisions under the scheme fosters ground for its misuse and ineffective functioning. While school authorities are only too willing to invite the state media on the days that mid day meals are being provided, the reality is that the meals are not being handed out on a daily basis as is mandated by the scheme and the Act under which it is being rolled out. The Dharmasati incident is most unfortunate and the fact that it has taken place in a state where mechanisms in place to ensure the scheme being implemented shows that it is equally important to see that attention is paid to how food is cooked and where.

IMPHAL, July 21: The All Manipur Students Union has today said in a press release expressing their gratitude on the one time relaxation of five years for the civil services examination in the decision cabinet meeting while adding that it will give benefits to the educated youths of the state where no opportunities for big farms and companies do exist.

IMPHAL, July 21:  The PRO HQ IGAR (south) has today said in a press release that the 41 Assam Riffles of 10 sector under the aegis of HQ IGAR (South) organised a free medical camp at Awang Kasom village Church from July 18 to 19, 2013 and a total of 112 patients comprising of women, school going children and elders from the Awang Kasom and border area villages were examined adding that medicines were distributed free of cost.

The press release further said that the camp was a sought after event to the local villagers who did not access to proper medical facilities being in remote location and further said to add that the villagers of the border areas expressed their gratitude for the kind gesture of Assam Riffles, it said.

IMPHAL, July 21: The High Court of Manipur in a ruling has directed state respondents inclusive of police personnel to give a compensation of Rs 3 lacs to a victim who had died in their custody.

The victim identified as Rk Laksana alias Vito,son of Ninthemcha ongbi Sakhenbi Devi ,resident of Haobam Marak Ngangom Leikai under Singjamei Police Station, Imphal West district was arrested by police commandos from the courtyard of one Sukham Yaima Singh of Chingamakha Oinam Leirak at around 9.30 am on 15/2/1999. Laksana expired on the same day from bullet injury at a place at Mayang Langjing located about 12 km from Imphal.

The petitioner and mother of the victim lodged a complaint to the Singjamei Police Station regarding her son’s death and a case was taken up under FIR number 36(2)1999 Singjamei PS Under Section 307 IPC, read with 25 (1) (B) Arms Act.

The family members came to know about the death of Laksana a few days later eventually formed a joint action committee and started agitation, subsequently a memorandum was submitted to the then Chief Minister and an understanding was reached on 19/2/199. A notification then issued by the government had directed a district magistrate of Imphal West was  to conduct an inquiry to find out the circumstances leading to the death of Rk Laksana and also to find whether he was killed by police personnel by resorting to indiscriminate firing which could have been avoided and fixed responsibility of his death.

The report of the inquiry was submitted to the government on 21/8/2000, but, the petitioner was not furnished with a copy of the report nor was the inquiry report made public. The investigation of the death was not conducted further by the concerned police station also. Due to the circumstances, the mother of the deceased made an appeal to the then Gauhati High Court, Imphal bench and filed a petition which was accepted by the Court and thereby a case was taken up under W.P. (C) number 1986 of 2001 and made a ruling by a single bench of the mentioned Court. The verdict given by the Court was not agreed by the petitioner and again filed a writ appeal to the same court under number 10 of 2010.

The hearing of the appeal was made on 14/5/2013 and date of judgment was announced on 21/5/2013. Meanwhile, the respondents had also filed an affidavit in connection to the case. It mentioned that Laksana alias Vito was a member of outlawed organization PLA and on interrogation mentioned that some of his associates had sheltered at Loitang Khunou. The police had taken him to identify the place to arrest the cadres but near Mayang Langjing village, the respondents (police team) were fired upon, believed to be from the mentioned militants. The respondents also returned fire and continued for some minutes. After the encounter, the respondents had found Laksana lying dead near the said spot.

Decrying the version of the respondents, Laksana’s mother in her appeal had mentioned that her son after being picked up from Chingamakha.At that time, his hands were tied and was blindfolded, she asserted in her case that how could her son escape from their custody in such a condition.

The Court verdict stated that it would not be possible to infer that the fire projectiles of AK ammunition recovered from the dead body was not fired from none of the firearms held and used by the respondents. The court viewed that keeping in view of the meaning of custody according to different apex courts, it was considered that Rk Laksana was very much in the custody of the respondents at the time of killing him as he was under their control and also he was physically in their hold at the time of the incident.

For fixing the quantum of compensation, the age and capability of earning of the deceased have been meticulously considered by the Court and fixed at Rs 3 lacs.

According to the writ petition number 10 of 2010, the respondents are directed to pay the compensation to the petitioner within a period of three months from the date of judgment and order. The respondents are the State of Manipur, represented by the chief secretary, DGP, SP (Imphal West), Special Secretary (Home), District Magistrate (Imphal West) and the main respondents are Pebam John Singh , SI of commando unit of Imphal West district, constable Longjam Rokhon Singh,Thangmang Kipgen, K Bijoy Tarao and Fajur Rahaman.

IMPHAL, July 21: Any person who produce, sell, purchase, transport, store or consume any narcotic drug or psychotropic substance is committing an illegal action which is punishable and can even be given death sentence under Narcotic Drugs and Psychotropic Substances Act (NDPS) Act 1985 said DB Goswami, Advocate, Supreme Court of India.

The Advocate was speaking during the Narcotic Drug and Psychotropic Substances Act, 1985 sensitization workshop for Police Officers, Imphal East and West organized by Manipur State Legal Service Authority in collaboration with Community Network for Empowerment, Manipur State AIDS Control Society and Centre for Advocacy and Research today at Hotel Nirmala.

He further said that no person can be released on a bail without proper analysis on the evidence and the statements given.

Nolinikanta, President CoNE on the sidelines of the workshop expressed that there is need to understand NDPS act.

He alleged that the NDPS act which has been implemented by the government has been obstructed by some other government department which shows failure of the act and the example is seen in the release of related persons through bail to the accused who are involved in drug case of Pallel.

KT Vaiphei IPS, IGP said there is need of awareness program about NDPS for the police department and how to treat those who are undergoing treatment for drug dependence.  

A volunteer who is undergoing treatment for drug dependence said that the attitude of the public and police towards who use drugs and those undergoing treatment is very dangerous. He narrated how he was detained by the police personnel’s at Sanjenthong for carrying Naloxone, a medicine for overdose treatment and syringes and demanded money for his release.

Another volunteer said he was arrested on the way to Sora Bazaar by personnel of Kakching police station and said that he was forced to confess that he caught with drugs in the presence of media.

IMPHAL, July 21: Post the UPA government declaring food security for the Nation’s populace through the “National Food Security Act, 2013”, congress party of the State has started informing the public about the provisions of the Act to the block level.

The Act was discussed in detail at a meeting held by the Thangmeiband Block Congress Committee held at the residence of Manipur Pradesh Youth Congress, secretary Jyotin Waikhom,Thangmeiband Hijam Leikai today.

Speaking at the function, Jyotin mentioned that the Congress party has been working for the development of the Nation and its effects has been felt in the State. “The SPF government has provided more security and upgraded the living conditions of the public through various schemes, the law and order problems have also come down rapidly,” he added that providing food security is now the objective of the government.

He stated that more than 75 percent of the rural population and 50 percent from urban areas of the State will be benefitted from the implementations of the Act. The entitlement to the public from the Act ensures 5 kg food grain per person for a month, rice at Rs 3 per kg, Rs 2 for wheat and 1Rs for millet and coarse grain. The AAY beneficiaries will get 35 kg of rice in a month at the mentioned rate.

It includes free meals for pregnant women and for six months after childbirth, maternity benefits upto Rs 6000 in instalments. Children upto the age of 6 years should be given a free meal and one free meal for children upto 14 years through the local Anganwadi centres.

Jyotin asserted that the Congress party is dedicated to uplift the status of the public in a holistic manner while adding that many political parties do not share similar sentiments. He critically evaluated the works taken up by present Thangmeiband MLA and added that he has not lived up to the expectations of the public nor has he accomplished the promises  made. “Potable water was promised to the public within 3 months and repairing of roads within the constituency, we can all see what has happened and what has not,” he added that this is also due to the public giving their votes to another political party and not to the Congress. He concluded on the note that the initiative to inform the public about the Act to the block level was taken up by the Chief Minister, O Ibobi.

During the meeting, block extension from 35 polling stations was brought upto 41 and executive members for each polling station were announced.

The meeting was attended by Jyotin Waikhom as the chief guest, Councilor of ward number 1, S Binarani as the guest of honour and President of TBCC, Thangjam Ibotombi Singh presided the function.

IMPHAL, July 21: A one day workshop cum reconstitution of the Phungyar Block Mahila Congress was held today at the residence of Phunyar MLA Victor Keishing at Mantripukri.

The programme was attended by Manipur Pradesh Mahila Congress president RK Ranisana Devi as chief guest. Speaking at the function, she said that the workshop cum reconstitution and enrolment of the Mahila Block Congress Committee and District Congress Committee is being organized in all the 60 constituencies of the State following the instruction from the All India Mahila Congress president Anita Verma following a two day National Council meeting held at Mumbai on July 9th and 10th.

The Mahila Block Congress Committee in every district is to give awareness to the people of the state regarding various schemes and yojanas taken up under the central government so that people can benefit from these schemes and Joyanas, she further said.

Among these schemes around 40 schemes are for the women only, she informed.

One of the most important things that the Mahila Congress is to check the increasing cases of crime against women in the state by organizing workshops and awareness programmes against it, she said.  

She directed the executive members and members of the Phunyar Block Mahila Congress to organise workshop and awareness programme every month and submit the reports to her.

Speaking at the workshop, newly elected Phunyar block Mahila Congress president Margarate Singlei informed that the Phunyar block Mahila Congress has been reconstituted with 12 executive members for the five years term to take up awareness programmes in Phuyar Constituency.

IMPHAL, July 21: Union Defense Minister, Jitendra Singh has given assurance that the National Highway 37 (Imphal-Jiribam road) will be completed as soon as possible; however he failed to give a deadline of completion.

Jitendra, who also holds the portfolio of Union Minister of Youth Affairs and Sports (Independent Charge) arrived at Imphal Airport in the morning and was received by the Chief Minister, Deputy Chief Minister and cabinet ministers.

Afterwards, the Union minister was transported to Nungba by chopper and accompanied by Ibobi Singh and Gaikhangam.

From there, the ministerial team headed for Kambirol and inspected the Makru and Irang Bridge. The Minister inspected the bridges on foot and personally took stock of the prevalent road conditions along the Highway.

He was said to have taken photographs himself, of the mud and stuck vehicles along the road. Security was beefed up at the area under the supervision of Tamenglong SP and other additional security provided by CRPF, Assam Rifles, 5th MR, IRB and VDF personnel.

The Minister was also said to have assured the State VIP entourage that the development works along the Highway will be completed as soon as possible and he would approach his concerned counterparts at the Centre in the regard. It may be mentioned that Jitendra had come down to assess the connectivity issue prevalent in the State post the land slide at Phesama ,Nagaland. Supply trucks coming to Imphal have remained stranded since July 12 and Project Sewak is still to begin works, awaiting a lull in the rain and drier weather conditions.

The Minister was slated to leave Nungba and arrive at Imphal by 2.30 pm, but due to adverse weather conditions, his chopper could not take off and had to wait till 3.50 pm. Due to the circumstances, the Minister differed his visit to Khuman Lampak, Sainik School, and meeting with Mary Kom and later interaction with Youth Congress members. He was also to meet BRO officials at the Raj Bhawan.

The Union Minister left for Bangalore at around 5.10 pm.

IMPHAL, July 21: Contradicting the statement of Superintendent of Police, Thoubal which appeared in some daily newspapers on July 21 last that Niza Muddin, 12 was killed following an altercation between the villagers of Sora and L. Minou vilage, the Maring Uparap Assembly (MUA) has categorically clarified that the deceased was killed in police firing not by the stand off between the villagers of the two village.

A statement issued by Th Angdun, president of MUA stated that a fierce scuffle had broken out between the villagers of Sora and police on July 18 around 8 pm resulting in the death of Niza Muddin apart from causing bullet injuries to eight persons.

Clearing on the controversial death of the young boy, it said that a statement had already been issued July 19 issued by Md Najim, convenor of the JAC formed in connection with the incident saying that the deceased was killed by bullets of the police.

It further informed that a public meeting held at Sora on July 19 had also resolved that there was nothing sort of a scuffle broke out between the people of the two villages and that village authority/people of T. Minou village had also claimed in a press statement hinting that there was neither an altercation cropped up nor villagers of Sora had entered inside the T. Minou village.

While strongly condemning the SP, Thoubal district for carrying out communal reports that can ignite communal enmity between the two villages, it further slammed the police officer for wrongly pronouncing L. Minou village as T. Minou adding that the responsibility of the SP is highly questionable.

The village authority also urged the State Government to book the culprit(s) behind the killing of Dk Moshilpha alias James who was found murdered on July 3 at around 9:30am and threatened that it would launch intense agitation in collaboration with civil society organizations of State if the concerned authority fails to nab the murderer(s) at the earliest.

It may be mentioned here that the Kakching Police under the supervision of SDPO A. Ganasham is still probing on the killing of Dk. Moshilpa.

LAMKA, July 20:  Churachandpur Childrens` Club under the Integrated Child Development Project , ICDP, RPC,  today, organized a one day  co-curricular activities-cum-environmental Day  at M Shimual village during which activities like the sack marathon race , painting competition on afforestation, planting of more then 500 sapling  and swimming competition were undertaken.

A seminar on “felicitation of Environmental Issues” was also held on the occasion with S Paominthang acting as the resources person. More than 200 children from the nearby five villages participated.

IMPHAL, July 20: Two persons were injured during a grenade explosion at Sudhir Cement and steel Hardware Shop located at Hatta New Checkon road opposite Orient Hotel under Porompat Police station at around 11.10 am today.

The two received minor scratches and were discharged after applying first aid at the Public Hospital Hatta.

The shop is run by one Shikender Shah of Bihar who is presently staying at Majorkhul and the building belongs to one Makak Mayum Mangi of Hatta Golapati.     

It may be mentioned that on November 16 last year, a similar kind of bomb attack was carried out by unidentified person(s) in which 3 persons were injured including Shikendar Shah, the Proprietor of the Shop.

IMPHAL, July 20: The state Dy CM Gaikhangam today distributed 216 hearing aids, 96 wheelchairs and 40 tricycles to differently-abled tribal beneficiaries at the Tribal Affairs and Hills Department office during a simple function today.

The distribution of the appliances was organized and sponsored by the Tribal Affairs and Hills Department.

Addressing the function, the Dy CM said that the government is there for the differently abled persons.

He said that today`s distribution was just a token of love and care by the government for the differently abled.

Parliamentary Secretary Victor Keishing said the society should not neglect the differently abled individuals and should not allow them to feel neglected.

LAMKA, July 20: A press release issued by P Tombing, Secy info and pub CDSU has said that the CDSU had held an emergency meeting  today, relating to a request made by the district administration with regard to an ultimatum served by the union on the issue of “demand for exgratia for Lamminsiam Guite and others” and has accepted the request to extend the date of compliance in regard to address the union’s demand of giving ex-gratia and aids to the said victim by July 20 till July 27.

It may be mentioned that the CDSU had demanded ex-gratia of Rs 5 lakhs and a job to be given to the next of kin of the decease Lunminsiam Guite and financial assistance of Rs 1 lakh each to injured individuals, and punishment of the policeman responsible for the act.

IMPHAL, July 20: The Tangkhul Katamnao Saklong has said in a press statement that it is compelled to block the National Highway 150 stretching from Jessami via Ukhrul-Imphal to heavy vehicles transporting essential commodities into the state until the government takes remedies to expand and repair the road.

It said that the TKS will not give any free passage for heavy vehicles unless and until the substandard road is maintain at the earliest. The road from Jessami to Ukhrul need immediate repair as most of the portions is either damages or sink partly in many areas. Also the road is too small with many curves and turning which need to be expanded at the earliest for free vehicular movement, it said.

IMPHAL, July 20(NNN): Union Minister for State for Youth Affairs and Sports (independent charge) and Minister of State for Defence, Jitendra Singh will arrive in Imphal tomorrow in a one-day visit to Manipur.

During his trip to the state, Jitendra will oversee the construction works on National Highway 37 (Imphal-Jiribam road).

The minister will leave Imphal in a chopper along with state Chief Minister O Ibobi and other top officials to land at Church Ground or Football Ground in Nungba, a sub-division in Tamenglong district at 10:40 am. NH-37 which falls under Nungba.

At 10:40, Singh will leave Nungba by road for Barrak and Makru for inspection of the highway section in the areas. Singh will fly back to Imphal at noon and his chopper will land at the Kangla Helipad at 12:35 pm.

He will then have lunch at the Raj Bhavan and later he will attend a meeting which will be participated by officials of top of BRO including its Chief Engineer.

Singh will also visit the Khuman Lampak Sports Complex here in the afternoon and then he will leave the state capital by flight for Bangalore.

IMPHAL, July 20: Chief Minister, Okram Ibobi Singh has today visited Pangei Nepali Busti, Imphal East scouting for available lands for the construction of a Judicial Academy there.

The Chief Minister has said on the spot that the necessary land area for the judicial academy is 50 acres while adding that 25-30 acres of land area could be manageable, according to information of the Chief Minister’s Secretariat.

The Chief Minister further instructed to the Deputy Commissioner of the district to submit detailed land records at the soonest on the available land space of Patta land and State land of the area and further continued to add that after due acquisition of required land area, Govt will initiate to construct compound fencing and approach road around it, it said.

The Chief Minister was accompanied by the Chief Justice of Manipur High Court, Justice Abhay Manohar Sapre, Works Minister Kh Ratankumar Singh, Manipur High Court Judge N Kotishwor Singh, Revenue Commissioner S Sunderlal  Singh, Advocate General Th Ibohal Singh, district Deputy Commissioner RK Dinesh Singh and other related officials and staffs, it further said.
