Three cadres of KCP (Noyon) were apprehended by a combined team of Thoubal Commandos and 15th AR from Yairipok Yambem yesterday.
Those arrested were identified as A. Boy Sharma (31), Yambem Mayai Leikai, S. Milan (26) S. Kumar (30) Yambem Makha Leikai.
S. Kumar is now serving as VDF at Ngariyan PS, one 32 pistol having three rounds and one Chinese hand grenade were seized from Suresh. A cadre of NSCN (K) was also arrested by a combined force of Imphal east commando and 22th Grenadier from KR Lane on February 18 around 7.30 p.m.
A 32 pistol with four rounds was seized from him. The accused was identified as Sumpiwarngam alias Koko Wangam (31) Wangchan Village, Chandel.
The accused who is now working under one S/S Sg. Major get training at Chamahu Village, Burma.
Imphal east commandos also nabbed a cadre of PULF from Lilong Mairelkhul. The apprehendee was identified as Md. Nasir Khan alias Khan (41), Lilong Chingkham makha Leikai. A pistol was seized from him.

Kollam (Kerala), Feb.20 (ANI): A Kollam First Class Magistrate on Monday placed two Italian naval guards in police custody for three days on charges of murdering two Indian fishermen.
Rejecting the Italian Government’s plea for diplomatic immunity and that the two naval personnel be tried back in Italy for their alleged crime, First Class Magistrate K.P.John said that arrested accused should and would be tried according to Indian law for the killing of Indian fishermen Ajesh Binki (25) and Jalastein (45). He also sentenced them to 14 days judicial custody.
The two fishermen were killed on February 15 off the Kollam coast near Kerala when armed guards of the ship fired at their boat, suspecting it to be a vessel belonging to pirates.
Italian Foreign Minister Giulio Terzi admitted on Monday that legal differences existed with India on how to proceed in the case, and added that four days of diplomatic negotiations had failed to yield the desired result.
Italy maintains that the incident happened outside Indian waters, and thus, local laws don’t apply.
A team from Italy will be arriving shortly in New Delhi . It will meet Ministry of External Affairs officials before heading for Kochi for legal consultations in connection with the case.
External Affairs Minister S M Krishna has made it clear that the captain and crew of the Italian ship will have to surrender and cooperate in the investigation of the case. Krishna , according to a statement by the External Affairs Ministry, said the loss of lives could have been avoided had the naval personnel onboard “Enrica Lexie” been careful and exercised restraint. He told his Italian counterpart Terzi that “our information clearly indicated that the Indian fishermen were not carrying any arms or ammunition on board their vessel. Indian fishing vessels do not carry these on board but only fishing nets and the fish they catch”.
Krishna also told Terzi of his telephonic conversation with Kerala Chief Minister Oommen Chandy who conveyed “the strong public opinion and agitation in Kerala” at the loss of the innocent lives and the need for an urgent resolution of this issue.

Chief Minster Okram Ibobi Singh, Manipur Pradesh Congress Committee president Gaikhangam, tribal minister, MLAs, ADC chairmen and members and Power/ Horticulture and Sceince and Technology Minister, Phungzathang Tonsing attended the celebration as chief guest, function president, guests of honour and chief host respectively.
Chief Minister Okram Ibobi said, “We must promote and preserve our beautiful rich culture, tradition and heritage and we must work hard so that we are not divided on the line of religion.
Ibobi Singh also lauded the Zomi people for being able to keep their culture and heritage intact for a long time and even during the British rule.
“The 2012 edition of the State level Zomi Nam Ni celebration is also being celebrated in different towns and cities of the world like Singapore, Kualalumpur, Tokyo, Wangshiton DC, London, Vancouver (Canada), Chiangmai, Kalemyui, Mandalay, Tedim, Rangoon, Delhi, Shillong, Chennai, Bangolore, etc.,” L.B. Sona, chairman, Zomi Council said in his keynote address.
He said the Zomi, like many other communities want peace and development and added, “We aspire to develop according to our genius and the Zomi of this State dream of a “glowing Manipur” and that such dream can only be realized once the different communities of the 38 recognized tribes living in the State learn to understand and appreciate each other’s unique culture, custom, tradition, past history and aspiration.
The Zomi Youth Association submitted a memorandum to Chief Minister Okram Ibibi Singh to impress upon the State Government to declare the February 20 as one of the State’s official holidays, Sona reminded the gathering.
Noted folk singer, Guru Rewben Mashangva, Zomi Artistes’ Association and many famous singers from Mizoram presented different melodious songs at the event as guest artistes and in the meantime Hmar cultural dance, Kabui cultural dance, Mizo cultural dance,
Thadou cultural dance, Tangkhul cultural dance and other Zomi tribe’s cultural dance were also prformed.
Zomi Nam Ni is celebrated by the Zomi tribe every year to commemorate the end of colonialism and imperialism and to mark the liberation of Zoland.

On Sunday, the Nagaland Pradesh Congress Committee (NPCC) had accused the NPF of spending Rs 30 crore for the recent Manipur assembly election. The NPF has rubbished this allegation on Monday.
Abu Metha who is the press secretary to chief minister Neiphiu Rio said it was Manipur chief minister O Ibobi Singh who used police force in favour of the Congress party in the assembly election. “NPF strictly adhered the election code of conduct laid down by the Election Commission of India. Not a single case of confiscation of money had been found in the 12 assembly constituencies the NPF had contested in Manipur poll,” said Abu Metha.
It can be noted that on Sunday Nagaland Pradesh Congress Committee (NPCC) president S.I Jamir had alleged that the NPF was draining the economy of Nagaland for Manipur election. “Naga People’s Front (NPF)’s foolish dream of ruling in the two states of Manipur and
Nagaland has been draining the economy of Nagaland,” S.I Jamir said while adding,” Nagaland state’s deficit has crossed Rs 800 crore but the NPF had the audacity to spend Rs 30 crore for election in Manipur.” The NPCC chief said that NPF owes an explanation to the people of Nagaland for such lavish and unaccounted spending.
It is worth noting that the NPF after having had modified its nomenclature, had entered Manipur and is fighting in the 2012 Manipur assembly election by fielding 12 candidates in the districts of Churachandpur, Chandel, Tamenglong, Senapati and Ukhrul.

Imphal, Feb 20: 6/8 GR has successfully facilitated the selection of eight budding and promising sportsmen into the Boys Sports Company of 58 Gorkha Training Centre, Shillong.
It all started in the month of December 2011 when the Battalion was informed about recruitment rally for promising sportsmen into Boys Sports Company of 58 GTC. The Battalion immediately commenced a selection camp at Ningthoukhong and gave it wide publicity. The initial screening was held in the month of January 2012 at Ningthoukhong and was attended by hundreds of sportsmen. Eminent Sportsmen like footballer and coach Mr Shivananda of Nachau and boxing coach Mr Naoren Singh of Ninghthoukhong assisted the Battalion during the initial selection. After initial screening the selected group was taken to 58 GTC at Shillong. Out of a total of 22 individuals,eight have been finally selected. This ensures these young sportsmen a job in the Army and a guaranteed employment. Those who perform and excel will also get a chance to represent the state and the country in national and international events. Those selected are Boxing -Bishwamitra Singh from Nachau and N Suraj Meitei and Uttam Meitei both from Nambol. In Football those selected are L Gajitchandra Singh from Nachou and Lucky Boss Meitei from Kwasiphai in Bishenpur. Itanagar, Feb 20 (ANI): Arunachal Pradesh Chief Minister Nabam Tuki on Monday pointed out that his state shares the developmental concerns and priorities of the rest of India .
Speaking on the occasion of the silver jubilee celebration of Arunachal Pradesh statehood here, Tuki said his government’s priorities include creation of sufficient job opportunities through hydropower development, IT and agriculture sectors, infrastructure development, ensure food security of the people, expanding the health and education sectors, and introduction of Living Heritage scheme to encourage local artisans and policies on inclusive growth.
Tuki also emphasized on the need for promoting border trade with Bhutan and Myanmar, connectivity to all unconnected administrative centres, foot suspension, foot tracks and wooden bridges along the border area for faster movement of the defence personnel and the locals.
On the occasion of the 25th Statehood Day, Tuki announced the establishment of the Arunachal Pradesh Employment Generation Council (APEG) and the Arunachal Pradesh Skills Development Council (APSDC), which he said would help the youths to develop their skills and to find gainful employment.
The festive occasion at the Indira Gandhi Park here saw people from all walks of life taking part in cultural programs.
“We propose to bring a new sports policy so as to encourage our youths to participate in national and international sports events and I am planning seriously to bring out a new scheme CM’s Youth Development Scheme to channelize the unlimited energy and talents of the youths for constructive work,” Tuki said.
He said his government would take full advantage in implementing the Mahatma Gandhi National Rural Employment Programme to provide legal guarantee to the work seekers and secure the livelihood of the people in rural areas.
“For effective food security, the state government is contemplating to streamline the public distribution system (PDS) by establishing FCI depots in all district headquarters and will launch e-PDS software application,” he disclosed.
State Governor J J Singh highlighted various initiatives of the state government with the support of Government of India, and called upon the people to realize their responsibilities and commit themselves as members of Team Arunachal to take the state to a new height of progress and glory.
Defence Minister A K Antony, who was the chief guest for the function, gave away state awards to people for their meritorious services in different fields, including Everesters Anshu Jamsenpa and Tena Mena, both first women of the state to scale the Everest besides opening a four-day Festival of Arunachal.
An army motorcycle team from the Army Signal Corps (ASC) showcased their dare devilry leaving the audience spellbound with their heroic stunts while a number to cultural troupes from across the state in their multi-colour traditional attires proved the rich cultural mosaic of this tribal state.

5/9 Gorkha Rifles under the aegis of Red Shied Division provided assistance to civil helath department to carry out pulse polio immunisation in Gothal, Kwakta and saiton villages. Approx 250 children were givens the polio drops and the Regimental Medical Officer of 5/9 Gorkha Rifles made people understand the importance of this polio immunisation. In Ningthoukhong 6/8 Gorkha Rifles under the aegis of Red Shield Division and PHC, jointly organised a Pulse Polio Camp at Ningthoukhong on 19 February 2012. 145 children from all walks of life benefited from the camp. It was the first such jointly organised camp by Army and civil authorities in this area. In Maram 5 Assam Rifles organised the Pulse polio immunisation drive. The pulse polio program was organised by SMO 5 AR Deputy Comdt T NK Ching assisted by Nb/Sub P K Choudhary of the Battalion alongwith a team of Nursing assistants of the Battalion deployed at all COB’s who established OPV contact teams for remote areas at all COB locations which aided in the establishment of 11 Oral Polio Vaccination Booths.
The vaccination drive commenced from 0630hr till 1500 hr and provided Vaccination to a total of 449 children.

Itanagar, Feb 19 (ANI): Defence Minister AK Antony is scheduled to arrive here on a two-day trip to attend the golden jubilee of Statehood Day on February 19.
Antony is expected to review the border situation from all angles, from military build-up to road development with the high-ranking defence officers. Of the total 3,500-km border India shares with China , 1,080-km touches Arunachal Pradesh.
Any statement which Defence Minister Antony makes, after getting first hand feedback from the army top brass and state Governor JJ Singh, a former Army chief, particularly from nation’s security view point, will be watched by the global media particularly Beijing.
Antony had made his maiden tour to the state (Tawang) in April 2008.
Anthony, in a written reply to questions from Rajya Sabha members, had said: “On July 13 this year, a PLA patrol attempted to cross a 200 feet wall of loose stones constructed 250 metres on our side of LAC in Yangtse area of Tawang, which was prevented by our troops. The stone wall was partially damaged by PLA, which has been reconstructed.”
After drawing Anthony’s attention on the slow progress of BRO road work in his office on January 13. Arunachal’s Planning, Finance & PWD Minister Chowna Mein sent another letter to him recently expressing his disappointment.
Addressing jawans at Tawang on April 6, 2008, Antony had said ‘infrastructure development in the Northeast is now a top priority for the Government of India. Infrastructure development in the NE would not only contribute to the security of the nation but also accelerate the growth process of this vital region.
‘In the past, required attention was not given to this region. There is no point in finding fault with anybody. It’s our topmost priority now to develop infrastructure in the North- East’, said Anthony.
Antony, who was accompanied by the then Army Chief Gen Deepak Kapoor, Defence secretary, Vijay Singh and other senior officials of the ministry had reiterated GoI’s commitment to the modernization of the Armed Forces.
‘Our overall objective is to provide you (Armed Forces personnel) with the latest equipment so that our Armed Forces continue to be one of the best in the world. Our endeavour will be to ensure an all-round welfare of Armed Forces personnel and their families. I wish to assure you that we will do whatever is humanly possible to give you the best’, he had added.

The Sundarbans is the largest single block of tidal halophytic mangrove forest in the world. It is the estuarine phase of the Ganges as well as Brahmaputra river systems. It lies at the mouth of the Ganges and is spread across areas of Bangladesh and West Bengal, India, forming the seaward fringe of the delta. The typical littoral forests of Sundarbans comprises of a host of trees species adopted to the peculiar estuarine condition of high salinity, lack of soil erosion and daily inundation by high tides. The tidal forms and the mangrove vegetation in Sundarbans are responsible for dynamic eco-system vigorous nutrient cycling both terrestrial and aquatic. The whole eco-system is sensitive to change in salinity and the continuous cycle of erosion and deposition is affecting the plant continuously adjusting to the new conditions. The great fight goes on between nature and each individual here for survival, and survival for the fittest.
The forest covers of 4,000 sq km are on Indian Side. It has been declared as a UNESCO world heritage site in 1997. The Sundarbans are separately listed in the UNESCO world heritage list as the Sundarbans for India and the Sundarbans National Park, Bangladesh, which is 6000 sq km area. Sundarbans was designated a Ramsar site on May 21, 1992.
“Sundarban” literally means “beautiful jungle” or “beautiful forest” in the Bengali Language. The characteristic tree are the Sundari (Heritiera littoralis), from which the name of the tract has been derived. It yields a hard wood, used for building, and for making boats, furniture, etc. Other belief is that it is derived from “Samudraban” or “Chandra-bandhe” which was name of a primitive tribe.
Special Status Since 18th Century
The importance of conserving and preserving Sundarbans was realized way back in late 18th century. This is the first mangrove forest in the world which was brought under scientific management. Under the Forest Act, 1865 (Act VIII of 1865), a large area was declared as reserved forest in 1875-76 and the remaining portions of forests was declared as reserve forest the following year. The control was changed from the civil administration district to the Forest Department. The first management plan was written for the period 1893-98. A Forest Division was created in 1879 having its headquarter in Khulna.
Conservation History
The Sundarbans Tiger Reserve, created in 1973, was the part of the then 24-Pargans Division. Subsequently the area comprising of the present tiger reserve was constituted as Reserve Forest in 1978. The area of the Reserve is 2585 sq. km. covering land area of 1600 sq. km. and water body over 985 sq. km. Within this area 1330.12 sq. km. is designated as core area, which was subsequently declared as Sundarban National Park in 1984. An area of 124.40 sq. km. within the core area is preserved as primitive zone to act as gene pool.
Within the buffer zone, Sajnekhali Wildlife sanctuary was created in 1976 covering an area of 362.335 sq. km. considering the importance of the biogeographic region of Bengalian River Forests and its unique biodiversity the National Park area of the Reserve was included in the list of World Heritage Sites in 1985. The whole Sundarbans area was declared as Biosphere Reserve in 1989.

east it is bordered by the Baleswar River and to the north there is a sharp interface with intensively cultivated land. The total land area today is 4,143 km2 and the remaining water area of 1,874 sq km encompasses rivers, small streams and canals. Rivers in the Sundarbans are meeting places of salt water and freshwater. Thus, it is a region of transition between the freshwater of the rivers originating from the Ganges and the saline water of the Bay of Bengal.
Biotic factors here play a significant role in physical coastal evolution. For wildlife, a variety of habitats have developed including beaches, estuaries, permanent and semi-permanent swamps, tidal flats, tidal creeks, coastal dunes, back dunes and levees. The mangrove vegetation itself assists in the formation of new landmass and the intertidal vegetation plays an important role in swamp morphology.
Climate Change Impact
The physical development processes along the coast are influenced by a multitude of factors, comprising wave motions, micro and macro-tidal cycles and long shore currents typical to the coastal tract. The shore currents vary greatly along with the monsoon. These are also affected by cyclonic action. Erosion and accretion through these forces maintains varying levels whilst the mangrove vegetation itself provides a remarkable stability to the entire system. During each monsoon season most of the Bengal Delta is submerged. The sediment of the lower delta plain is primarily adverted inland by monsoonal coastal setup and cyclonic events. People living in this area may face two of the greatest challenges in coming years- rising salinity and sea levels caused mostly by subsidence in the region and partly by climate change. The Bengal Basin is slowly tilting towards the east due to neo-tectonic movement, forcing greater freshwater input to the Bangladesh Sundarbans. This might increase the salinity of the Indian Sundarbans.
Flora
The Sundarbans flora is characterized by the abundance of Heritiera fomes, Excoecaria agallocha, Ceriops decandra and Sonneratia apetala. A total 245 genera and 334 plant species were recorded by Prain in 1903. Unlike most of man games in the world the mangroves of Bangladesh are dominated by the Streculianceae and Euphorbiaceae.
Sundari and Gewa occur prominently throughout the area with discontinuous distribution of Dhundul (Xylocarpus granatum) and Kankra. Among grasses and Palms, Poresia coaractata, Myriostachya wightiana, Imperata cylindrical, Phragmites karka, Nypa fruticans are well distributed. Deora is an indicator species for newly accreted mudbanks and is an important species for wildlife, especially spotted deer (Axis axis). Besides the forest, there are extensive areas of brackish and freshwater marshes, intertidal mudflats, sandflats, sand dunes with typical dune vegetation, open grassland on sandy soils and raised areas supporting a variety of terrestrial shrubs and trees.
Fauna
The area is known for the eponymous Royal Bengal Tiger, as well as numerous fauna including species of birds, spotted deer, crocodiles and snakes.
Sundarbans Tiger Reserve provides characteristic type of habitat suitable for animals inhabiting vast tidal swamp area. Because of their intimate association with the estuarine environment, sizeable portion of aquatic and semi-aquatic animal communities are interrelated with the animals inhabiting the land areas. The uniqueness of the habitat is said to have contributed to certain behavioral trends, which are characteristic of Sundarbans tigers only. It is considered that man-eating propensity for tiger in this area is hereditarily acquired over a period of generations in the process of consumption of saline water. Dolphin is the other target specie for planning wildlife management and tourism development.
This unique ecosystem has provided extensive habitats for the River Terrapin (Betagur baska), Indian flap-shelled turtle (Lissemys punctata), peacock soft-shelled turtle (Trionyx hurum), yellow monitor (Varanus flavescens ), water monitor- Salvator Lizard (Varanus salvator), Indian python (Python molurus) and wild pigs. Cheetal, wild boar, rhesus macaque are the main prey species of tiger.
This area serves as the nesting ground for endangered marine turtles like Olive Ridley, Green Turtle and Hawk’s Bill Turtles. The aquatic endangered mammals like Gangetic Dolphins thrive within mangrove creeks close to sea. Numbers of heronries are formed here during monsoon as well as during winter. It is home for Trans-Himalayan migratory birds.
The Reserve has received effective protection under Project Tiger since its creation. The core area is free from all human disturbances like fishing, collection of wood, honey and other forest produces while in buffer zone, fishing honey collection and wood cutting are permitted to a limited extent.
Sundarbans mangrove is the home of a number of endangered and globally threatened species. The creeks of Sundarbans form the home of Estuarine Crocodile and Horse Shoe or King Crab. Aquatic animals like the crabs and fishes are also eaten by Sundarban tiger which occupies the pinnacle of both terrestrial as well as aquatic food-web.
Some species such as hog deer, water buffalo, swamp deer, Javan rhinoceros, single horned rhinoceros and mugger crocodile have become extinct since the beginning of last century. Intensive management takes care of the maintenance and improvement of the habitat through eco-conservation, eco-development, education, training and research. Mud-flats on the periphery of the reserve are artificially regenerated with mangrove plants to meet local fuel wood demand and reduce the pressure on buffer. Non-mangrove plantations are also raised along roads and embankments of the fringe area to cater the need of the fringe people.
The other main activity is controlling man-eating by tigers which existed here since time immemorial and the number of casualties has been reduced from more than 40 to less than 10 per year. This has become possible due to strict control over the movement of the people inside the tiger reserve, alternative income generation and awareness building among people. Use of human-masks, electric human dummies etc. are believed to have also contributed in controlling man-eating by tigers. Measures like erection of branches of genwa, nylon net fencing at forest side and solar illumination at village side at night have however, helped to reduce the incidents of tiger straying. For rescuing the strayed tiger, method of tranquilization using dart gun is also applied where driving of the tiger to the nearby forest is not possible.
The Reserve has successfully launched a special programme to conserve the highly endangered Olive Ridley Turtles. Hatching of Olive Ridley Turtles and River Terrapin is done at Sajnekhali to replenish their population.

“On February 29, at 10 am the Naga people must clearly implore our Naga groups and our leaders to demonstrate to the world that the Naga people have embraced forgiveness and reconciliation,” said the FNR today.
The Naga people’s mandate for reconciliation and unity among the Naga political groups is absolute, the Forum for Naga Reconciliation (FNR) said.
The Forum stated that it is upon the will of the people that the Forum for Naga Reconciliation with the active support of the Naga Hoho, tribe hohos, churches, women organizations, student organizations and the thousands of common Naga men and women, evolved a process towards “Naga Reconciliation: A Journey of Common Hope,” based on the historical and political rights of the people.
It added that despite many setbacks and challenges, the “Naga Reconciliation: A Journey of Common Hope” in its four years has clearly shown the many positive possibilities the Naga people can achieve if only the Naga political groups can come together. It demonstrated not just the de-escalation of internal violence, but the opportunity to a better way of life through mutual respect and trust. Imphal, Feb 18: A one day workshop/training was held in the Jubilee hall of RIMS on Saturday. Doctors and laboratorians from Tripura, Arunachal Pradesh, Nagaland, Manipur and Mizoram are participating in it. It was organised by the National Reference Laborary, RIMS and MACS, Imphal.
Prof N. Brajachand, head of the Microbiology department and the NRL, RIMS said that the main objective of the workshop is to share information on the HIV testing scenario in the NE region. Various issues related to the fight against this disease will also be discussed. He further disclosed that the NRL in RIMS ranks the 5th position in this programme in the country. The authorities had appreciated the good works done in the quality control.
Dr Tomcha Khuman, Deputy Director of MACS said that the vulnerable sections of the people are the female sex workers, migrant labourers and drug abusers. There are regular testings of the vulnerable people.
Prof W. Gyaneswor, the Director in charge of RIMS said that it is a matter of pride that the NRL in RIMS is in the 5th position in the country. He said that many people are dying due to diseases associated with old age. However it is deplorable that many young persons are dying of HIV/AIDS. He also underlined the need to maintain quality control since a wrong report of the laboratory will spoil everything.

New Delhi , Feb 18 (ANI): Union Information and Broadcasting Minister Ambika Soni on Saturday appealed to the leaders of various political parties to refrain from politicising the issue of the setting up of the anti-militancy unit, the National Counter Terrorism Centre (NCTC).
“When an issue like terrorism and the innocent people affected by it has been discussed in this country, everybody has always said that politics has nothing to do with it and today even I think that everybody should reiterate that such an issue should not be politicized,” she told the media here.
Meanwhile, viewing the increasing rift between the ruling Congress Party and West Bengal Chief Minister Mamata Banerjee on the setting up an anti-terror body, senior Bharatiya Janata Party (BJP) leader Balbir Punj said the Trinamool Congress (TMC) chief was welcome to join hands with the National Democratic Alliance (NDA).
“And now the situation has further worsened, apart from people at large who have no confidence in this government, even the allies and particularly an important ally like the Trinamool Congress and Mamata Banerjee, they have expressed their lack of faith, lack of confidence in this government repeatedly and we are not surprised by that,” said Punj.
“Mamata Banerjee is a very important leader and chief minister of one of the largest state of the country and she has been a part of the NDA earlier and if she wants doors of the NDA are open for her,” he added.
According to certain media reports, Mamata Banerjee, who is upset with the Centre’s NCTC proposal, skipped Union Home Minister P. Chidambaram’s function in Kolkata today, where he inaugurated the National Security Guards (NSG) hub.
The main task of the NCTC would be to ensure that the wide variety of security organizations in the country work in tandem, at least on issues related to terrorism. It will also have the power to seek information, including documents, reports, transcripts, and cyber information from any agency, including from the Central Bureau of Investigation (CBI), National Investigation Agency, National Technical Research Organization, Directorate of Revenue Intelligence and all seven central armed police forces including the National Security Guard (NSG).
The body, which will function under the Intelligence Bureau, has been given its own operational wing with powers to arrest and conduct searches under Section 43A of the Unlawful Activities Prevention Act.

The meeting unanimously decided to stand against the decision of ECI for re-poll saying that the photocomparison and other irregularities should be involved. The issued may be raised before ECI who will visit the state on February 21 . Opposing the idea of conducting re-poll by the Election Commission of India (ECI) in Manipur, an all party meeting barring the Congress was held on Saturday and reaffirmed their stand for invalidation of proxy votes and nullified the idea of holding re-poll, ahead of the meeting between the observers of Election Commission of India (ECI) and leaders of all the political parties in the State on February 21.
 During the meeting, which was organized by People’s Democratic Front (PDF) at Hotel Imphal here, 10 different political parties unanimously took two key decisions regarding invalidation of rigged-votes that came to light after completion of photo comparison work and demanded that all the postal ballot papers issued to the Government employees, who were not in election duty during the January 28 polls, should be rejected by ECI, Manipur Pradesh NCP president and Opposition leader Radhabinod Koijam said briefing journalists after the meeting.
The meeting attended by leaders of NCP, CPI, Manipur People’s Party (MPP), Naga People’s Front (NPF), CPI-M, BJP, JD-U, All India Trinamool Congress (AITC) and National Political Party (NPP), also demanded that the postal ballot paper list should be provided to all the political parties before February 25, Radhabinod said, adding that the meeting further deliberated on their stand for the scheduled meeting with the ECI observers. At the meeting, besides Radhabinod, senior Opposition leader O Joy of MPP, M Nara of CPI, State BJP president Sh. Shantikumar, MPP president Nimaichand Luwang, State JD-U president M. Tombi and Sarat Salam of CPI-M and among others attended.

Shillong, Feb 17 NNN: The Meghalaya government has received good responses today regarding the ideas it sought from the experts and civil populace to live up with the 11% growth rate by the end of the next five year plan.
The consultation sessions held at the committee room of the state secretariat on Friday has circulated upon the state vision plan that should kick start from the upcoming budget and the road map throughout the 12 five year plan.
During the second and final round of pre budget consultations on resources allocations, chief minster Mukul Sangma solicited the participants’ views to overtake the national growth rate and the targeted 11 % growth rate of the state by using all the resources and potentials available in the state.
Meghalaya chief minister spoke at length on the state vision to achieve the 11 % growth rate by the end of the 12th five year plan period.
“Going by our present growth rate we have a long way to catch the national growth rate but your suggestions to our innovative objectives will help in achieving the same”, stated Sangma.
He also said that the new strategies to redefine and to restructure the new budget proposal will be in consonance with the public views.
Principal secretary to the government R M Mishara listed the state potentials by pointing to natural resources,young population ,bio diversity hot spot, centre of excellence in education and English,vast
tourism potentials,trade links with Bangladesh and the pre-independence high per capita. The chief minister after hearing the various viewpoints assured to integrate the ideas and thoughts of the people into reality.
This is the second pre budget deliberations with the stake holders before the March 9 budget session of the state assembly.

Guwahati, Feb 17 NNN: Just a day after China had denied the charge of aiding North East based militants, Paresh Barua led banned Ulfa had termed former home secretary GK Pillai’s comment on the outfit’s chief was baseless and an outcome of frustration.
In an email statement to media houses here on Friday, the publicity secretary of Ulfa , Arunudoy Asom alleged that it was GK Pillai, the former home secretary of India, who had masterminded the total destruction of Ulfa but his initiatives suffered a major setback.
China on Thursday dismissed the charges hurled on it by G.K Pillai that it was aiding insurgent groups in India’s North East, saying that it follows the policy of non-interference in the internal affairs of other countries. China’s foreign ministry spokesman Liu Weimin said in a statement that Chinese government always uphold the principle of non interference in other countries’ internal affairs.
The statement from China’s foreign ministry said that the report consists of allegation from India’s former home secretary G K Pillai was completely inconsistent with facts. GK Pillai on February 13 last in Guwahati in a seminar had said that insurgents in Northeast region were holding meetings with Chinese intelligence officials.
“Pillai, when he was home secretary he had initiated a bid to finish Ulfa. For his plan, the government of India had pumped in huge amounts of money to eliminate Paresh Barua. But his effort failed and Ulfa is still active. Pillai’s statement on Paresh Barua was an outcome of frustration”, said Arunudoy Asom.
Pillai in his address at the seminar had even said that despite India’s complete information provided to Chinese authority on Ulfa chief Paresh Barua’s trip to Yunan province of China from Dhaka in early 2009, the elusive Ulfa leader’s every detail including the plane in which Paresh Baruah was moved to China, the Chinese authority did nothing to apprehend the Ulfa leader.
Pillai had further said that Praesh Barua’s family wanted to come back to Assam but the elusive military commander of Ulfa prevented them. Paresh Barua’s wife and sons are currently in Bangladesh under close observation of security agencies of the neighbouring country.
Banglashesh was safe haven for Ulfa till early 2009. But when Seikh Hasina led government was formed, most of the militant outfits of Northeast India sheltered in that country faced security offensives. Most of the top leaders of Ulfa including chairman Arabinda Rajkhowa was nabbed in Bangladesh in 2009 and later handed over to India. But Ulfa’s military chief Paresh Barua and some of his trusted lieutenants had managed to give a slip to security agencies of Bangladesh.
A big section of Ulfa leaders and cadres under the guidance of its chairman Arabinda Rajkhowa made a deal for holding dialogue with New Delhi. But Paresh Barua had opposed the peace talk with the government of India. The anti talk faction of Ulfa dissolved the previous body and formed a new Central committee.

Imphal, Feb 17 NNN: The Manipur Sate unit of Janata Dal-United (JD-U) today expressed anger over alleged heavy proxy voting in Saitu constituency of Senapati district using impersonation tactics and strongly urged the Election Commission of India (ECI) and State Chief Electoral Officer (CEO) to “take action” against the concerned polling officers.
In eight polling stations under Saitu constituency, some of the voters cast proxy votes, even three to four times. For instance, in Pangmol-B 51/22 (N. Songlung), one elector, namely Khaikam, serial no. 1 in the electoral roll, cast proxy votes of Letkhongam and Kaikam whose serial numbers were 177 and 181 respectively, according to Seimang Khongsai, chief election agent of Semkholal L.S. Haokip of the constituency.
“The CEO office is full of errors and corruption,” Manipur State JD (U) general secretary Len Gangte alleged while speaking to the media at the party’s office here.
“The ECI and CEO should take up action against the polling officers of Saitu constituency or JD (U) will take the help of law,” Manipur unit JD (U) president M. Tombi who was also present at the press meet stressed.
He, however, said the party has welcomed the ECI decision to hold re-poll in various polling booths where polling norms have been violated and appealed the election authorities for proper conduct of screening of voters before polling.

Imphal, Feb 17: On Feb 16 at about 10:30 am. a combined team of CDO/Imphal East and 30 Assam Rifles arrested a KYKL (MDF) cadre namely, Sorokhaibam Saratchandra Singh (49) from Sawombung Bazar and one 9 mm Pistol loaded with two live rounds in the magazine was recovered from his possession. On verification, he disclosed that he joined KYKL (MDF) organization in the year 2010. He is now working under the command of Amuton from Keibi Taretkhul and he was involved in extortion of money from Sawombung areas the SP Imphal East today said in a statement.
Further, on the same day at about 2:30 pm, a team of CDO/Imphal Fast arrested one KCP (GS) cadre namely. Khundrakpam Anand Kumar Singh of Thoubal Haokha Maning Leikai from Khurai Lamlong Bazar near Bala Medical Store. On verification, he disclosed that he joined KCP (GS) organization in the year 2006 and was trained at Nongren in Myanmar and he was involved in extortion of money from general public, govt. officials, businessmen etc.
Again, on the same day at about 6:10 pm. a team of CDO/Imphal Fast arrested l(one) PULF cadre namely, Md. Hesammuddin (32) from Hatta near Orient Hotel. On verification, he disclosed that he joined PULF organization in the month of March 2011 through one SK of PULF organization, who was arrested in the year 2011 from SB! Avenue. Thangal Bazar and jailed for a period of one month. Further, he disclosed that he was involved in extortion of money from general public, govt. officials, businessmen etc. transportation of arms an d ammunition from one place to another.
Discovering the presence of UG cadres in Ward No.2, Dalpatti, Moreh of Chandel district, troops of 9 Assam Rifles of 26 Sector under HQ IGAR (South) launched operation in the area and apprehended four KNLF cadres on 16 Feb 2012. The apprehendees were identified as Jahudaa,19 yrs,s/o Lala,r/o Ward No.2,Dalpatti,Moreh,Thangnom Lian,46 yrs,s/o Hang Dothen,r/o Ward No.2,Dalpatti,Moreh,Khencensang Lian,19 yrs,s/o Thanghom Lian,r/o Ward No.2,Dalpatti,Moreh and Kamminien Kipgen,24 yrs,s/o Laithang Kipgen,r/o Ward No.7,Vill S Moljol,Moreh. One US made .38 Revolver with four live rounds, one Chinese made .22 Pistol with five live rounds and two IEDs, each weighing half kilogram with electric detonator and wire has been recovered from the apprehendees who alongwith recoveries were handed over to Imphal West police station.
