Puducherry, Feb 10: The All India Editors’ Conference on Social Sector Issues organised by the Press Information Bureau (PIB) Ministry of Information And Broadcasting in association with the government of Poducherry was inaugurated today.
The conference participated by over fifty delegates from different part of the country was inaugurated by Jairam Ramesh as the Chief Guest in the presence of, among others, Minister of state for PMO, V Narayanaswamy, Chief Minister N Rangaswamy, Lt Governor Dr Iqbal Singh, principal DG, PIB Neelam Kapoor.
Expressing concern over the Maoist movements in Central India, Minister Jairam Ramesh said that Forces of any strength cannot defeat the Maoist.
The Minister talked of a new philosophy of 3Ps to address the issues confronting the Maoists in central India.
The first being the intensification of political activities to address the day-to-day needs of the people.
The second being people’s concerns that affect their lives and the last being police and para military personnel. He said the combination of the three would check the movements.
The Minister said that the policy of the government is clear and the Union Home minister had invited anyone to talk whether they leave the guns and their ideologies or not.
He said, the Maoist menace can be taken head on by addressing the developmental concerns of the tribals, besides increasing the intensity of political activity. Giving the example of Junglemahal area in West Bengal, where intense political activity has forced the Maoists to take a back seat, the Minister said, people-centric welfare measures and better and sensitive administrative mechanisms are other necessary ways to deal with the naxal challenge, besides resorting to security measures through police and para-military forces. Dwelling in detail on the problems in dealing with Naxal violence, which has taken deep roots in 78 districts of the country, Shri Ramesh said, failure of politics and development were the reasons for the upsurge in violence. He said the centre will be redesigning and restructuring the rural development programmes and will make them more sensitive to the needs of the common man and particularly the tribal community. The Minister said, he is working on the institutionalization of the Concurrent Evaluation Network through the NGOs and research institutes at the Central and State level to get the regular feedback about the implementation of rural development schemes on the ground level. He said, the Ministry has already decided to open all rural schemes to CAG audit to bring about greater accountability and transparency. The Minister said, he is also planning to give more flexibility to the state governments and his target is that by 2017, the states will prioritize about 50 percent of all the rural schemes spending, besides enhancing the importance of neglected sectors like drinking water supply and sanitation.
Speaking on the occasion, Minister V Narayansamy said Poducherry has surpassed states including Kerala in the education sector.
He said, Poducherry is aiming to become education and health hub and tourism destination.
He said, Poducherry is the first state in the country to initiate a unique program of milk for every child besides the breakfast and midday meals for every child.
He also said that 25 kg of rice for everyone and 35 kg for underprivileged per month has been guaranteed.
“For the 13 lakh population and nearby states, Poducherry is an attraction as there are more than seven private medical and eight engineering colleges above the government institutions.
The government is seriously contemplating in establishing a Central Agricultural University and a state University,” Narayanasamy said.
He said that he is pained by the manner in which many of the Central sponsored schemes are implemented by the respective states. “The state has to be accountable and every programme will have to be brought under provision of CAG.”
He also cautioned the non performing bureaucrats and disclosed that the government is seriously considering the periodical review of the performance of IAS cadres, which will have implications on their career. Asking the media to provide valuable suggestions in this regard, he said, the role of the fourth state should not only be confined to criticizing the government, but they should also highlight the positive achievements. Lamenting over the siphoning of funds meant for schemes like health, education and sanitation by the vested interests, the Minister urged the regional media to play a pro-active role in exposing the corrupt. In his address, the Lt Governor of Puducherry Dr Iqbal Singh said, media makes democracy to function in its true spirit by informing the citizens about the developments in society. He said, editorial independence to pursue public interests is an essential facet for the press to lend credible voice for creating informed citizens.
The Chief Minister of Puducherry Shri N.Rangaswamy highlighted the various developmental measures initiated in the state for the welfare of the people. He expressed hope that the two-day deliberations will focus upon constructive schemes and decisions on social infrastructure facilities in a full-fledged manner.
In her address, the Principal D.G of Press Information Bureau, Ms Neelam Kapur said, the conference on Social Sector issues will provide an important opportunity to the representatives of the small and medium newspapers to interact with the policy makers. She said, the UPA government is implementing a large number of social sector programmes spanning various Ministries, which should be highlighted by the media so that the common man can reap their benefits.

The Election Commission has censured Union Law and Justice Minister Salman Khurshid for his remarks on sub-quota for minorities, and said he violated the election code of conduct. According to the Election Commission, Khurshid violated the model code of conduct by making promise of nine percent sub-quota for minorities and that it expects him not to repeat such violations.
The poll panel said that being the Law Minister of the country, Khurshid should have been more careful and set an example for others. The Election Commission had earlier issued notice to Khurshid on a complaint by the Bharatiya Janata Party (BJP) that he violated the model code of conduct by announcing nine percent sub-quota for Muslims if the party was voted to power in Uttar Pradesh. Khurshid, however, later told the Election Commission that his remarks promising job quota for minorities was made as a Congress leader and not as a Union law minister or minorities minister.

In a statement WAD said, “Despite of all efforts from various civil societies and NGOs, human rights violation are still on rise. Almost everyday or the alternate day, the killings of innocent people are reported in the state. Over and above, nos. of widows and orphans are increasing day by day in an alarming rate.
It may also be recalled that in the year 2011 there were a number of occurrences of Bomb Blast in Manipur in which 7 innocent people lost their life and many people were injured. During the months of Jan and Feb. 2012, 13 people were killed in encounter by the armed force (both state and non-state actors) which was claimed by JACs as fake encounter. Besides 8 people were also killed in blast related incidents in connection with the 10th assembly election held on 28th of January this year.
However no, culprits were reported to have been brought to justice. The Government’s efforts to tackle such crimes to date have not worked in ways that had been expected in spite of numerous legislations that are framed by the state itself.
Besides, concrete measures and policy of the government to protect the lives of innocents from crimes and injustice are not visible. If such heinous crimes are not barricaded timely from its continuing pace, the prospect of our future generation will be fainted. It is also our firm believes that to shun such crimes and violence, the responsibilities of the state is of utmost importance. Keeping in view of the increasing crime against humanity we would like to appeal to all the concern stakeholders, civil societies, NGOS to response collectively the human rights violation in the state. Imphal, Feb 9 NNN: Another controversy emerged on Thursday of setting the same question paper of the earlier examination for the Manipur Civil Service Combined Competitive (Main) Examination 2012 conducted by Manipur Public Service Commission (MPSC), with the Democratic Students’ Alliance of Manipur (DESAM) accused the authority of being corrupt in conducting the most competitive and responsible examination of the State
.This time English literature paper-I question for the MCS combined competitive examination, conducted by MPSC was made a copy of the same question from the same competitive exam of the year 2005, DESAM president LC Santosh told the media at the former’s office here.
The exam was conducted only in the interest of a handful of people including the members, secretary, chairman and exam controller of the commission and not in the interest of the public, Santosh alleged.
The prelim exam of the MPSC exam 2012 was also found with at least seven wrong questions copying out from the Internet and some others with unrelated topics, Santosh said.
He said the DESAM has already banned the said prelim exam and any individual who has appeared in the competitive exam would be helped by the student body to fight in the law court against the authority for negligence and added that DESAM would urge the concerned authority to ensure smooth conduct of this exam with proper responsibility in the future.
The Manipur Civil Service Combined Competitive Exam was held on February 6 amidst various controversies involving complaints of misleading answer keys.

Karate fighters wait for their opponents to attack so that they can counter and win the fight. Muay Thai fighters know only how to attack and in the fierce battle the one who can fight well in a chaos wins. The later resembles the recently held Manipur elections. Candidates and workers were not aware of the procedures. Campaigning was allowed and there was no restrictions on holding meetings however there were few meetings. Candidates complained that they had to submit details of the meetings in advance, numbers of chairs, etc which caused problems. The end result was; there were little political meetings and people were not able to listen to what the candidates had to say. Election fanfares were not seen though there were lots of bomb attacks and threats. Interventions of the NSCN were at its peak in some hill areas. Most candidates complained that they hardly knew most of the candidates or seen them. How will the voters who have not seen or heard about the candidates choose the right candidate. The focus was on limiting the expenditures of candidates. The primary focus should be making people aware about the election process. Some candidates openly declared they had lots of money and would pour money on voters before the day of voting. The main point of discussion was how much money the candidates had not what they can do for the people. People’s awareness is low and there are few who can resist the temptation of taking Rs 500 or Rs 1000 notes to cast their votes. In short votes were purchased. Democracy will be meaningful only when there is proper election. Election schedule was announced in a hurry and everything was held in such a swift manner that serious candidates were dumbfounded. Candidates who know the Muay Thai style of elections well perform well. Manipur has a long history of elections and before Manipur was part of the Indian Union under the Manipur Constitution Act, 1947 elections were held in June 1948. It had to wait for several years until it became part of India in 1949 and general elections to the first Lok Sabha were held in India were held between 25 October 1951 and 21 February 1952. The voting percentage of the country is much lesser than those of Manipur. In the first Parliamentary elections of the country the voting percentage was 44.87 . In the last general elections the voter turnout was around 59.7 percent. Country wide debates have started for the next Presidential elections in the US. Capabilities and even private life of the candidates are scrutinized by the people constantly for a long period of time. Good leaders emerge from such process of elections. We want elections to be held properly and we want the election commission to frame a policy. where voters have to vote without fear or influence of money or power. Poverty and illiteracy must be the main hurdle in a free and fair election. In Manipur we can not think of anything else but good power supply so that we can watch candidates debate important issues.

Imphal, Feb 8 NNN: The Naga People’s Front (NPF), Chandel unit said that after the enduring all threat perception caused by supporters of Indian National Congress (INC) candidate in Tengnoupal assembly constituency and SS. Olish, the independent candidate of Chandel constituency in the voting process in both the constituencies of Chandel district, it has gone “beyond our toleration” by the persisting creation of fear psychosis by deploying heavily armed Manipur police commandos in the re-poll polling stations on 4th February 4.
The NPF said not satisfied with their scheme to ignite violence during election process, SS. Olish, the independent candidate of Chandel constituency in connivance with the state security forces, is all out to target NPF workers and victimize them as unlawful elements by attempting to lodge FIR. “While she had enjoyed full proof security to campaign in the election process, SS Olish blames the NPF workers to malign the good image of the NPF party,” alleged the Chandel unit of NPF.
Strongly taking note of the intention to harass and torture the NPF workers of Chandel divisional unit in connivance with the state security personnel, such criminal attempts would not be healthy for the society and may affect the social harmony of the state, the NPF, Chandel unit stated. In this regard, many complaints were lodged through the concerned authority for necessary remedial action. The state security personnel as well as the Assam Rifles in connivance with INC workers in Tengnoupal (ST) A/C had physically and psychologically harassed, detained and abducted the NPF workers. The NPF agents of Khudei Khullen who were abducted before the polling day are now sent to jail by lodging fabricated allegation, the NPF alleged.
It alleged that the NPF Chandel divisional unit who advocated peaceful voting through exercising their respective franchise has become a soft target due to incorrect inputs highlighted in the print media. The factual event that the voters of Chandel district encountered was not rightly highlighted, it added.
“If the trend of victimizing the NPF workers by the security personnel instigated by SS. Olish is not restrained in time, it would be termed as an attempt to murder democracy in the country. The Election Commission of India and its state organs are earnestly appealed to advise the state authority to uphold social tranquility for the betterment of the state,” the NPF cautions.
