In a major operation based on specific information 33 Field Regiment of the Red Shield Division eliminated three cadres of United Democratic Liberation Front (Break away), UDLF (B) and apprehended one cadre. On specific information regarding presence of armed UDLF (B) militants at Upender Basti, Hailakandi, Assam, troops of 33 Field Regiment alongwith police launched an operation in the area. Seeing the Army the militants opened fire. The troops retaliated and in the ensuing gun fight three UDLF (B) cadres were killed and one cadre was injured. One AK 56 Rifle, one point 303 Rifle alongwith a large quantity of ammunition and magazines were recovered. The apprehended cadre was given first aid and handed over to the Police Station Ramnathpur, Hailakandi alongwith the mortal remain of the three.

New Delhi, Feb 8:The Defence Minister Shri AK Antony spent two days with the Indian Navy on Feb 07-08,2012. The Defence Minister was given a glimpse of the expansive scope and scale of the Indian Navy’s annual Theatre Level Readiness and Operational Exercise (TROPEX) over the two day visit with the Chief of Naval Staff Admiral NirmalVerma and the Flag Officer Commanding-in-Chief, Eastern Naval Command Vice Admiral AK Chopra in company.
In the backdrop, were two completely networked fleets, widely dispersed across seas in the Indian Ocean, operating in a dense electronic environment to match their professional and technical proficiency. New platforms, weapons sensors, communication systems and tactics were being tested and tried to optimize the net combat power of the fleets. Over forty surface combatants of various classes, submarines and a large number of aircraft including UAVs are participating in the exercise. As would be the case in any operation of the twenty first century, the exercise had a jointmanship element as IAF aircraft such as AWACS, Sukhois, Mirages and Jaguars also participated.
‘No Limits’, the motto of INS Shivalik where the Defence Minister first landed, best described the scale of the Indian Naval operational exercise. The Defence Minister witnessed INS Shivalik execute, various evolutions including a ‘surface gun shoot’ and Jackstay with INS Shakti in copy book fashion. Incidentally, it maybe recalled that the Defence Minister had commissioned INS Shivalik on Apr 29, 2010 and Admiral Verma had commissioned INS Shakti on October 01, 2011. The integration of INS Shivalik and INS Shakti as fully operational components of the Eastern Fleet in such a short span of time reflected the efficiency and professionalism of Indian Navy’s training and operational methodology.
Whereas the quick integration of new ships was a reflection of the Indian Navy’s high standards of professionalism in operations and training, the sustenance of potency and combat efficiency of a couple of surface combatants over a few decades old, reflected the Indian Navy’s sound maintenance practices and technical prowess.
The transformation of the Indian Navy to a future ready network enabled force was epitomised in INS Shivalik but the Defence Minister also saw a reflection of the same on his visit to INS Viraat. INS Viraat, the Flag ship of the Western Fleet, demonstrated the power of a networked force as operational plots and pictures from remote sensors were transferred and collated in a flash to present a comprehensive picture of the Battlespace and effect optimal use of the weapons on board the various potent ships. The recently upgraded Sea Harriers proved their lethality with ranges extended by Air to Air refueling and BVR missiles. Su 30MKI aircraft, Mirages and Jaguars, being directed by an IAF AWACS, operating over sea for the first time tested the Air Defence capability of the INS Viraat even as the ships were operating in a Multi- threat scenario. During this battle the Defence Minister witnessed, first hand, the potency of the upgraded Sea Harriers particularly in the networked environment.
A critical part of Anti Missile Defence being Surface to Air Missiles (SAM), the Defence Minister witnessed the successful interception of a fast, low flying, Surface to Surface missile by a SAM. A clear night with a full moon laid an idyllic setting for this demonstration of power and professionalism.
The Defence Minister witnessed a successful and impressive launch of the Brahmos, supersonic long range anti shipping missile, from a recently up-graded Ranvir class destroyer. This was particularly satisfying as the launch of the missile was an affirmation of our indigenous weapon capabilities.
The Defence Minister also witnessed a full scale air power demonstration from INS Viraat with Seakings, Sea Harriers and Chetaks participating. Whilst on board INS Viraat, Shri Antony was also shown the reputed professionalism of the MARCOS as they carried out a precision landing on the flight deck in the middle of the sea using Combat Free Fall technique.
Addressing the ‘Viraatees’ he said he was “very very happy to be on India’s most prestigious INS Viraat” the Minister added that by early next year the Indian Navy is likely to operate one more aircraft carrier Vikramaditya and the Indigenous Aircraft Carrier some years later. Stating that 26/11 changed the security matrix he said that the entire nation now acknowledges the critical requirement of maritime security and the important role of the Indian Navy. Complementing the men on their professionalism, the Minister added “…wherever we go (abroad), Indian Navy is the most sought after service…numerous countries want more cooperation with the Indian Navy.
Acknowledging the difficult working conditions afloat, the Defence Minister said “I know how more ships alone is not important, your welfare is also very important. I assure you one by one we are improving your service conditions and living conditions”. The Minister assured the men that he would do “whatever is humanly possible” to improve the conditions of service. On completion of his two day visit, very happy with what he saw, Shri Antony said “The Indian Navy is increasing its capability to meet their ever increasing challenges and responsibility successfully. The country is proud of the capabilities and dedication of the Indian Navy”. He expressed his confidence in the IN by saying “We can be confident that maritime security including coastal security of our country is in the safe hands of the Indian Navy”.
TROPEX 2012 will continue over the next few days and the successful missile launches and interceptions, uninterrupted seamless operations in a networked condition with BVR interceptions herald the emergence of a capable and potent ‘future ready’ Indian Navy.

Reserve Bank of India (RBI) did not become the ‘Bank of the Bankers’ in a day. It’s been a long and tough journey of evolution, consolidation, policy changes and reforms that shaped it to be an institution with a difference. Legislation to set up the RBI was first introduced in January 1927, and after seven years in March 1934, the enactment became an accomplished fact. It is one of the oldest central banks in the developing countries. Its formative years have been eventful. Its efforts to adapt central banking functions was neither deep-rooted nor widespread, the special responsibilities including those of exchange control to shoulder with the outbreak of World War II was a great responsibility thrust upon in the very first decade of its existence. Its transformation from a privately owned institution to a nationalized undertaking and its new role in the economy with the advent of independence was formidable.
Over the years when RBI embarked upon the path of its growth there are many anecdotes that are wrapped in the footprints of time.Prior to the establishment of the RBI in 1935, the principal functions of a central bank were performed by the Government of India primarily, and to a smaller extent, by the Imperial Bank of India, since its establishment in 1921. The regulation of note issue, the management of foreign exchange and the custody of the nation are metallic and foreign exchange reserves were the responsibilities of the Government of India. The Imperial Bank acted as banker to Government and to a limited extent as a bankers’ bank, in addition to its primary functions as a commercial bank. By the time the Reserve Bank came to be established, organized banking in India had developed to an extent and an important element of this sector which comprised foreign banks were generally referred to as Exchange Banks.
In 1941, Karachi office was mainly a currency office having a small strength of about 75 staff members. At that time currency notes, which were mostly in the domination of Rs. 100 and Rs. 1000 were issued circle wise; they were a legal tender throughout undivided India.
Names of circles of issue, viz; Mumbai, Kanpur, Calcutta, Madras, Karachi, Lahore; used to be printed on the notes. Each circle has to maintain member- wise record of notes issued and cancelled from time to time. If issued notes of Karachi circle were collected in Calcutta, they had to be brought to Karachi and brunt there after noting the cancelled numbers in the issue ledgers. The ledgers containing individual number of notes issued & cancelled. In any case any note having the same number as the one on the cancelled note was detected, an inquiry used to be conducted.
In 1946, when Rs. 1000 notes were demonetize some people exchanged their notes for Rs. 500 to Rs. 600 per piece, which were individually exchanged at the RBI counters- one or two pieces to the income-tax department. Banks and other corporate bodies had changed their higher denomination notes with smaller denomination. Thus, they could oblige their customers and acquaintances by exchange of notes in their names. In those days, one-rupee silver coins used to be examined by cashiers for their genuineness by striking them on the wooden counter or wooden tables at a very fast speed. They could identify counterfeit coins just by listening to the sound of each coin. The RBI was truly musical those days.
In early 40’s, senior officials posts in RBI were filled up by the promotions from the existing staff and/or taking staff in deputation from the Imperial Bank of India. The final interview used to be held at central board of Directors at Calcutta. After partition officers from Karachi were asked to report to Mumbai office in 1947. When it came to women staff, there were hardly any on the Bank’s rolls on that time. The few who joined being mainly telephone operators. The first lady to be taken up for a clerical work joined in early forties and the first to be recruited directly as an officer was Miss Dharma Venkatraman who joined in March 1949. Gradually the numbers increased.
According to a data women formed less than 8 per cent of the total staff in January 1968; which is around 18 per cent.
Pages of history tell us that there were in fact very few Europeans recruits other than those who originally came from the Imperial Bank. This was mainly due to the efforts of Deputy Governor Nanavati who wanted the maximum opportunities to be given to the Indians. In the matter of staff he stood for Indianisation of as much as buying India made articles. In this connection, it is of interest to know that when the office raised objections to buying of India made clocks on the ground that they stopped working frequently. Shri Nanavati remarked that, “it did not matter even if all clocks in the bank come to a standstill.”
However, it is very interesting to learn that the Secretary of State for India favored a leisurely time-table, for several reasons for the enactment of RBI as an institution. First, apart from the time necessary to make the preliminary arrangements, some of the pre-conditions envisaged for the establishment of the Bank, such as, improvement of the budgetary position of the Government and the return of the normal export surplus, required to be fulfilled. These preconditions were time consuming and burdensome. Further, the Secretary of State was of the view that ‘ it would be unfair to hasten the opening of the Reserve Bank until he (the new Finance Member) has had an opportunity of acquainting himself personally with the situation on the spot and been able to form his own judgment on matters. A suggestion put forth by the Government of India that the Bank should start without the function of currency regulation was rejected by the Secretary of State. In the end, a compromise emerged in that the Bank started functioning not as early as the Government of India had desired but not as late as the Secretary of State had envisaged.
One of the important agreements was ‘British Debt Pact with India’ which was signed on the 15th August, 1947. The Government of UK & Government of India signed an interim agreement, to cover the period up to the end of 1947, relating to India’s sterling balances that time. After the meeting of officials from both sides reviewed on economic and financial problems between two countries and probable requirements of India was taken. In the meeting it was agreed that a sum of £ 35 million should be available from India’s existing balance for expenditure in any currency, to be arranged up to December 31st, 1947. In addition, a working balance of £ 30 million will be at the disposal of Reserve Bank of India. In particular both the Governments also agreed that no restrictions will be placed by either Government on the remittances of savings belongings to persons of UK origin who are proceedings to UK to take up permanent residence or a voluntary repatriation of Investments in India by persons resident in UK. Today, RBI is an institution with a difference which works with the objective of ensuring monetary stability, monetary management, foreign exchange, reserves management, government debt management, financial regulation and supervision. It core duties also entails: currency management and operating the credit system to India’s advantage. In addition, since inception the bank has played an active developmental role, particularly for the agriculture and rural sectors. These are the snap shots from pages of history which I could snatch from the long and distinguished journey of the Bank of the Bankers.

Imphal, Feb 7 NNN: Villagers of Itham Moirangpurel in Imphal East district caught four Kuki Liberation Army (KLA) militants, who were allegedly extorting money from trucks. A team of BSF personnel took him away .
The incident occurred at around 12:30 pm at the village of Itham Moirangpurel under Lamlai police station when four cadres of KLA, which is also a signatory to the Suspension of Operation (SoO) involving both the State and Central Governments, were manhandled by a mob while they were extorting money which they called “annual tax” from sand loaded trucks by issuing KLA receipts.
The irate mob handed the four militants to the 13th Battalion of BSF, station at the Dollaithabi hill range near the village before they were severely thrashed. The BSF later handed them over to Lamlai police station.
The extortionists KLA (Lulun group) militants were identified as Hopo, 24, from Changingpokpi village, Helin, 23 from Aigyang village near Sawongbung, Sunboy L J Soupo, 35 from Bongyang village and MNG Thang, 17, also from Aigyang village.
The villagers claimed that the Kuki brothers have been living together with them since many, many years in the same village, but they (Kuki militants) have indulged in extortion for the last about two years by serving monitory notes to the Moirangpural villagers.
“This is not the first time that the villagers here foiled such extortion attempt, but three to four times had already happened where the villagers caught militants who tried to extort money, particularly from trucks,” Moirangpurel Meira Paibi organization secretary, Kaboklei said.

Debabratta while meeting the media at party office said, the re-pol in 54/9, Tupul was peaceful till 3.15 p.m. but after that an EVM was set up in another room by lighting a generator where 145 voters were recorded in presence of Congress(I) workers. He charged the present govt. who failed to take up necessary legal actions against the MSCP candidate Adin Pamei who was reportedly backed by ZUF. The working president of MSCP was of the view that the presiding officer in collusion with the candidate of Cingress(I) tried to tuist the re-poll which was held at Tupul under 54/9, Nungba A/C on February four. He said that it was unbelievable as the congress president said that the button was touched unintentionally. Whether he was trying to defend the PO He should be said by PO for this, the attention of CEo has been drawn.

The militant outfit Zeliangrong United Front (ZUF) today criticized Manipur Pradesh Congress Committee (MPCC) president Gaikhangam for “repeatedly accusing” the former of interfering in the recent Manipur polls, which the militant group claimed it was never involved.
ZUF Joint secretary, A. Remroi in a statement said the “cunning guy” posing as MPCC president (Gaikhangam) is not loyal to the Secular Progressive Front (SPF) Government headed by O Ibobi, the AICC in Delhi and the UPA Government at the Centre as he often played hide and seek game against the Chief Minister of Manipur that everybody has seen and understood.
The outfit reiterated that any involvement in the electoral game anywhere in the Zeliangrong region and elsewhere will not bring the desired solidarity and conservation of land and resources belonging to the Zeliangrong, Inpui, Chiru, Kom and tribes in the Indian sub-continent of South East Asia it aspired, saying that the front adhered to the collective decision/resolution of non-political involvement in the electoral process, especially during the recent elections to the 10th Manipur Assembly.
It also said it strongly “agitated with anguish” over the contemptuous attitude of Gaikhangam, who has repeatedly blamed the front for all the false charges from the very beginning with regard to its involvement in the election process. The MPCC president even secretly organized armed cadres with combat dresses and weapons in a calculated design to throw the blame on different underground organizations to gain electoral mileage, ZUF alleged.
It added, the people cannot forget his past record of events when many rival supporters were injured by gun shots or physical attack and that vehicle were destroyed or pushed down the gorges at Longpi circle in 2002 and elsewhere ballot boxes were thrown out and they were often found in a field in Nungba Constituency. In 1990, a rival election office, namely Taolingpung at Namkaolong village part-II was attacked by his armed gang that injured many from gun shots and the villagers were also tortured even as rupees one lakh fine was imposed in the village during the re-poll in Taosang polling station when his armed gang along with some outfits imposed a boycott against rival voters. Gaikhangam also used a few militant cadres in connivance with his armed gang during his election campaign in 2007 and this time, for the 2012 elections, he played a hidden game of criminalization of politics.

The formal inaugural function of the evening was graced by the Governor of Karnataka Dr. HR Bhardwaj as Chief Guest and Shri D.S. Poonia, Chief Secretary, Government of Manipur and Dr. R.K. Nimai, Commissioner, Arts and Culture as Guest of Honour and Dr. V. Ramakantha, IFS, Liaison Officer- Bengaluru, Government of Manipur as functional president of the function.
Delivering his speech Shri. D.S. Poonia, IAS, Chief Secretary, Government of Manipur informed to the Manipur Diaspora settled and residing in Bengaluru to make use of the Liaison Office for the benefit of the Manipuri population residing in Bengaluru. He elaborated on the initiative of the Government to make the infrastructure available in Manipur so that Manipur is developed into an ideal investment destination. Shillong, Feb 6 NNN : Action against the eight cement companies alleged of flouting the forest and environment norms has been further delayed. The delay is due to the Central empowered committee (CEC) directives to the government of Meghalaya to constitute a Joint investigation committee (JIC) to re-examine the findings of the state constituted High level committee (KLC) findings that indicted eight cement plants operating in Jaintia Hills district of meghalya of breaching the laid norms.
The state constituted High level committee (HCL) findings submission in November 2011 categorically stated the cement industries have encroached on forest land while exploiting the raw materials.
The Congress led government has not taken action on the basis of the report. However, the Meghalaya minister in charge of forest and environment Prestone Tynsong instead told news persons in Shillong on Monday that joint investigation committee (JIC) comprising of state chief conservator of forest (CCF) and additional principal chief conservator of forest (APPCF) from the union ministry of forest and environment (MoEF) Regional Office has been constituted to re-examine into the allegations.
Tynsong stated, “Inspite of the HLC findings the central empowered committee felt that the state constituted HLC is not competent enough to define the forest area”.
“The JIC will re-verify and redefine such forest lands that were used and submit the report of the findings at the earliest”, further stated Tynsong, besides indicating that the report of the HLC is now redundant.
The constitution of a new committee involving thes tate chief conservator of forest (CCF) and additional principal chief conservator of forest (APPCF) from the union ministry of forest and environment (MoEF) came a s body blow to environmental organizations in Meghalya,particularly those who have been vocal in calling for an immediate ban on mining of limestone in the forest located under Khliehriat sub-division.
On Monday, the member of the Mait Shaphrang Movement met the State Minister in charge of Forest and environment Prestone Tynsong to demand for an immediate end to the alleged abuse of forest lands by the cement companies. Convener of mait shaphrang movement Michael Syiem bemoan on hearing about the constitution of another committee, saying that another exercise will only allow the cement companies to plunder the forest resources.
The eight cement companies which allegedly flouted the environmental and other laid norms includes, Cement Manufacture Co Ltd (Star Cement), Meghalaya Cement Ltd. (TOPCEM), Adhunik Cement Ltd., JUD Cement Private Ltd., Hill Cement Company Ltd., Goldstone Cement Ltd., Green Valley Industries Ltd., and Amrit Cement Industries Ltd.

Imphal, Feb 6: Manipur Pradesh Congress Committee (MPCC) president Gaikhangam today slammed both the Naga People’s Front (NPF) and the Manipur State Congress Party (MSCP) and alleged that these two parties were supported by the militant outfits NSCN-IM and Zeliangrong United Front (ZUF) respectively in the recent polls to the 10th Manipur Assembly and the re-poll in five hill districts, too.
“The allegation against me that I forcibly made 145 electors to cast their votes in Nungba Assembly Constituency was unfounded,” Manipur Pradesh Congress Committee president Gaikhangam told reporters while briefing at Congress Bhawan here.
Rubbishing the speculation that he was involved in illegal voting for the Congress,he said he kept himself very busy during the whole electoral process and was intensely monitoring the 60 Congress candidates who fought the recent polls and made it clear that over 100 voters exercised their franchise through a reserved/extra EVM at the Nungba Constituency polling station whose re-poll held February 4 after security forces manning there controlled a tense situation. The MPCC president raced the polls from Nungba Assembly Constituency.
Although the number of electors in the polling station is around 600, the voting percentage was too low as supporters of the NPF and the MSCP attacked throwing down stones uphill which caused injuries to the security personnel and damage to the roof of the polling station even as the polling officials were forced to put off the EVM, Gaikhangam alleged.
He also hit out at the NPF, saying that the Nagaland based political party supported the MSCP to defeat Congress candidate in the course of the re-polling in Nungba Constituency.

New Delhi, Feb 6: Twenty children and four teachers of the National Integration Tour organized by 6/8 Gorkha Rifles of Loktak Brigade under the aegis of Red Shield Division, had an interaction with Pratibha Devi Singh Patil, President on 03rd Feb 2012 at Rashtrapati Bhawan, New Delhi.
The children also presented a traditional Manipuri shawl and interacted with the President for about 30 minutes in the Committee Room of Rashtrapati Bhawan and shared their experiences. The First Citizen of the country encouraged the children to work towards the prosperity of Manipur and India.
A three hours guided tour of the Rashtrapati Bhawan was arranged for the team in which they saw the famous Mughal Gardens, the Circular Garden, Mini Zoo, Marble Museum, Kitchen Musuem, Gift Gallery, Delhi Durbar, Jaipur Column, Banquet Hall and the famous Ashoka Hall, which incidentally is also the venue for various ceremonial functions.

Aizawl, Feb 6 NNN : As per latest data available, 62% of Mizo women consume tobacco products of any kind in Mizoram. The data has been prepared by Mizoram State Cancer Society.
Dr. Jeremy L Pautu, Director of the Mizoram State Cancer Institute informed NNN that due to numbers of tobacco users among women, ovarian cancer is very much popular.
Tobacco also causes other types of cancer among the women folks, added Dr. Jeremy.
While the trend is 62% in Mizoram, West Bengal and Manipur stand at 28% and 25% regarding the women who use tobacco products.
In the meantime Dr. K Lalbiakzuala, Prog. Asst, MSCS had said that Mizoram had entered ‘cancer age’ which claims more lives than any other diseases. “People of the state must have true knowledge and have to be taken special attention for prevention of the diseases,” he warns.
Dr. Jeremy said that before the end of 2025, efforts has been made to decline cases of cancer by 25% across the country. “Six districts from Mizoram are included amongst the topmost 10 prevalent cancer cases in men which are Aizawl, Serchhip, Lunglei, Kolasib, Champhai, Mamit while for that of women include Aizawl, Serchhip, Kolasib, Lunglei,” said Dr Jeremy. Among men, stomach cancer is the most popular while in women lungs cancer and ovarian cancer are common in Mizoram state.
Meanwhile, tribals, who constitute 27 percent of the northeast’s total population of 45.50 million (2011 census) are traditionally heavy users of different types of tobacco products. According to the latest report of the union health and family welfare ministry, Mizoram (67.2 percent), Nagaland (56.8 percent) Tripura (55.9 percent) have the highest number of tobacco users in India.

Imphal, Feb 6: A 40-year-old widow was found dead at Kangkap Centre public ground in Churachandpur district early morning Monday, a police source said. Police said at around 5 am a naked body of a middle age woman, who was later identified as a widow, was found by locals near Kangkap Centre public ground about a 100 yards distance from Churachandpur police station.
The deceased has been identified as Ngaisuanching, 40 d/o Paukhonei of Maukt Snghat sub-division.
The police said prima facie indicates that she had been raped and murdered by unidentified persons, adding that they have started an investigation in connection with the murder.
Meanwhile, a cadre of the militant outfit HPC (D), a faction of the Hmar People’s Convention, was killed by suspected militants of a rival faction at around 7:30 am today.
Sources said Gibeon, 34 s/o Saplien Phang of Rengkai village in Churachandpur district, was reportedly kidnapped by an unspecified number of cadres of a rival faction late last night from his house. It is believed that he was killed after severely beaten up, sources said.

Bangalore , Feb.6 (ANI): Indian Space Research Organisation (ISRO) chief K Radhakrishnan on Monday said that there has been no vendetta behind blacklisting his predecessor G Madhavan Nair and three other scientists in connection with the controversial Antrix-Devas deal.
Refuting Nair’s allegations that the Pratyush Sinha-led committee’s report was one said and inaccurate, Radhakrishnan said: “Whatever we wanted to say on the subject, we have put on the website. There is a full report and recommendations of the second report, and there is a four-page statement. I don’t want to add anything more. There is nothing personal in it.”
Earlier, Minister of State in the Prime Minister’s Office (PMO) V Narayanasamy had also severely criticised Nair, saying that he was misleading the nation when he said he was not heard by the investigation panel.
Narayansamy said that Nair had met the then Central Vigilance Commissioner Pratyush Sinha while the reports were still being prepared.
“Madhavan Nair misled the nation, saying that he was not given an opportunity to explain. But the Pratyush Sinha committee report clearly mentions that there was a personal hearing of Madhavan Nair and he was heard. Therefore, the principle of natural justice has been followed in his case. The other scientists also were given the questionnaire and they have replied. If they feel that they have been aggrieved, they can give a petition to the government,” said Narayanasamy.
The government had banned four scientists – Nair, former scientific secretary at ISRO K Bhaskaranarayana, former managing director of ISRO’s commercial arm Antrix KR Sridharamurthi, and former director of ISRO satellite centre KN Shankara – from holding any government jobs over their allegedly involved in 2005 deal between Devas and ISRO’s marketing wing Antrix.
The deal involved allocation of scarce S-band spectrum to a private firm and the former ISRO scientists have been accused of irregularities in the deal.
Several questions were raised on ‘preferential allotment’ of spectrum to Devas without auctions in the deal. In February 2011 the deal between Antrix and Devas was cancelled ISRO had on Saturday made the investigation reports on the Devas-Antrix deal public which held the four scientists guilty of a breach of public trust and recommended action against them.
The reports said that the deal lacked transparency and ISRO didn’t consult Department of Telecom.
