Bangalore , Feb.5 (ANI): An Indian Space Research Organisation (ISRO) committee indicted former ISRO chief G Madhavan Nair and three other senior scientists late on Saturday night for acts of commission in Antrix-Devas deal.
In a report prepared by a committee headed by Pratyush Sinha, former Chief Vigilance Commissioner, ISRO said the Antrix-Devas deal lacked transparency and recommended that action needs to be taken against Nair, A Bhaskaranarayana, K R Sridhara Murthi and K N Shankara all of whom have retired.
The Antrix is the commercial arm of ISRO and Devas is a private firm. The five-member high level team, which was set up to examine the deal and identify the acts of omission and commission by government officials, said in its report made public tonight that “..there have not only been serious administrative and procedural lapses but also suggestion of collusive behaviour on the part of certain individuals and accordingly, responsibilities have to be fixed for taking action.”
The Pratyush Sinha committee, set up on May 31 last year to examine the deal and identify the acts of omission and commission by government officials, said choosing Devas for the deal “seems to be lacking in transparency and due diligence”. It said “the approval process (for the deal) was riddled with incomplete and inaccurate information given to the union cabinet and the Space Commission”.
While the Antrix-Devas agreement was signed on January, 28, 2005, “this fact was not disclosed to the Space Commission or in the Cabinet note dated November 27, 2005, in which approval was sought for the launch of GSAT 6, one of the satellites to be build under the agreement”. The report said the terms of Antrix-Devas contract “were heavily loaded in favour of Devas” . It pointed out that terms of the agreement entail that while in the case of the failure of the satellite, the risk was entirely that of Department of Space, the success of the satellite would commit the latter to substantial expenditure”.
Secondly, it said “it is surprising that for the purpose of arbitration Devas has been considered an international customer even though its registered address in the contract is shown as in Bangalore “. The report also noted that no clearance was obtained from the legal cells of the Department of Space and the Finance Ministry for Antrix-Devas deal, as is mandatory for any international agreement by any department of Indian government. The report also said GSAT capacity was earmarked for Devas without consulting INSAT Corporation Committee (ICC), which recommends use of satellite capacities by non-government users authorized to provide telecom services, which is a “clear violation of the government policy”.
The committee report said “there is evidence to suggest that the Antrix-Devas agreement was not disclosed to Technical Advisory Group (TAG) at the time of considering the experimental trials”. There is no indication of any attempt to identify other possible partners for providing the same service even though similar services were available in some other countries, said the report. “Although SATCOM policy and ICC guidelines allow leasing of satellite capacity on first-come-first-served basis, this did not prevent Antrix-ISRO from following a transparent process of adequately publicising its intent of supporting such services…” it said.
“In the absence of such a declaration of intent, choosing Devas seems to be lacking in transparency and due diligence”, added the report. The committee report said in the cabinet not, however, “an erroneous impression was sought to be created that ISRO was in receipt of several firm expressions of interest by service providers for the utilization of satellite capacity on commercial terms”. “This appears to be deliberate as the existence of the agreement was not disclosed even when seeking approval later of the Space Commission for the GSAT 6A satellite.”
The committee also proposes action against four other scientists S S Meenakshisundaram, Veena Rao, G Balachadran and R G Nadadur “who have been found responsible for the acts of omissions by not paying enough attention to details and not ensuring that the various notes that were put up for decision to the competent authorities included all necessary details and had undergone various necessary consultative processes”. Prior to the setting up of Pratyush Sinha Committee, the government had on February 10, 2011, set up the High Powered Review Committee with B K Chaturvedi and Roddam Narasimha as members to review the technical, commercial, procedural and financial aspects of the Antrix-Devas agreement of January 2005.

Above news report is absolutely false and baseless. As mentioned in press release issued by PRO, IGAR(S), Assam Rifles had confirmed information regarding presence of miscreants who had sneaked inside Moreh to disrupt the re-polling held on 04 Feb 2012.
Acting on above input when they approached the target house, suspected militants opened fire and escaped towards International Boundary. Troops of Assam Rifles keeping in mind presence of innocent civilians in vicinity, maintained strict fire discipline. Since suspects were firing indiscriminately, to ensure safety of innocent people, troops of Assam Rifles carried out controlled and aimed fire on fleeing suspects. At no point of time firing was resorted to quell the mob. No women were hurt or received gun shot wounds which has again been verified from Moreh Community Health Centre where they were allegedly admitted as per the news reports.
AR requested people of Manipur not to fall prey to such malicious reports which are generated by anti social elements to weaken the bond of faith and friendship between people of this beautiful state and AR.

The Adult Education under Shakshar Bharat Mission, a Centrally Sponsored Scheme, is progressing smoothly in Khamdong Block under Khamdong-Singtam constituency in East Sikkim. The classes are being attended by members of the indigenous Lepcha tribal community, Scheduled Caste and Other Backward Classes.The Shakshar Bharat Mission was started by the Union Government in 2009 with an objective to further promote and strengthen adult education, especially among the women. The mission reaffirms the national commitment to literacy and was initiated at Khamdong Block in 2010 where 26 centres of adult education have been set up with nearly 400 students.
The scheme in Sikkim is supervised by the State Rural Management and Development Department and monitored by the Human Resource Development Department, Sikkim. The Department has appointed 28 teachers as Panchayat Education Assistant, out of which four are from the Sarva Shiksha Abhiyan, for the Mission. The panchayat members are also engaged in proper implementation of this scheme with the panchayat ward under Singbel Gram Panchayat Unit (GPU) of Khamdong Block performing well.
The Thasa ward under Singbel GPU has three centres with nearly 100 beneficiaries, most of whom are small farmers and lumbermen living Below Poverty Line. The learners are from the age group of 25 to 80 years and the participation of women folk is also encouraging in these centres.
Female literacy is given special importance by the Shakshar Bharat Mission for social development and to empower the Indian woman in every field. At Khamdong, the centre is running from the rented premises in Gurung Gaon and starts every morning at 10 am and continues till 1 pm. The classes in Lingdong ICDS and Lingham ICDS centres are being run from 1 pm to 3 pm.The learning materials have been designed and provided by the State Human Resource Development Department, Sikkim, as per the guidelines of the National Literacy Mission for Shakshar Bharat to literate and non-literate learner of Sikkim.
Speaking about her experience, Miss Januka Bhattarai, who has been deputed in the adult education centre at Thasa Ward under Singbel GPU said, “It’s difficult to teach adult than the children. Their memory power is almost less due to the old age but we are putting all our efforts to teach them as a result, now they are capable of writing their names, identifying alphabets and numbers. The beneficiaries those are availing education at the centers have forgotten to use thumb impression.”
Similarly, one of the beneficiaries Passingkit Lepcha, 41 years, said that she is availing the facility since its inception. The mother of three children, Mrs Lepcha is very much happy today as she can easily write her name today.
Sujata Lepcha, 25 years, who is a drop-out, is continuing her education in the centre and happy to be in the education centre. Mukhia Lepcha, 59 years, and Kami Lepcha, 77 years, recall their past saying that they couldn’t study due to poverty. “But we are lucky that we have got an opportunity to be literate in this age”, they said on a happy note. New Delhi/Chennai, Feb 4 (ANI): Commenting on the trial court’s judgment, which dismissed Janata Party President Subramanian Swamy’s plea to make Home Minister P Chidambaram a co-accused in the 2G spectrum scam case, the Congress party on Saturday said it’s a victory of the truth.
“This is a victory of the truth,” Information and Broadcasting Minister Ambika Soni told media here.
“It’s unfortunate that Swamy insisted on catching the attention. We were positive that the court will not say anything against Chidambaram. No investigations ordered against Chidambaram, he is not being made an accused in the case,” said Soni.
Meanwhile, defending Chidambaram, Parliamentary Affairs Minister V. Narayanasamy said: “The policy of first-come, first served was taken by the NDA in 2001.It was approved by the cabinet in 2003. It was implemented by the NDA government. Pramod Mahajan, Arun Shourie, Dayanidhi Maran, when they were in the NDA government, they allocated the spectrum on first come first served basis and our government also followed the same policy.”
Further slamming Swamy, Narayanasamy said he deliberately targeted Chidambaram
“There is no question of criminality, culpability or corruption against Chidambaram. Subramanian Swamy, because of the enmity, personnel rivalry is trying to tarnish the image of Chidambaram and I strongly condemn that,” he said.
Swamy has alleged that Chidambaram was equally culpable like former telecom minister A Raja, as he also had a role in deciding the spectrum pricing and allowing telecom companies to off-load shares to foreign firms
The apex court on Thursday quashed 122 spectrum licences granted after January 2008, and asked a trial court to decide whether Chidambaram needs to be probed for his role in the spectrum case.
The apex court verdict was in response to Swamy’s petition seeking a CBI probe into Chidambaram’s alleged role in the spectrum scam, and on two pleas filed by noted lawyer Prashant Bhushan seeking cancellation of 2G licences and the setting up of a SIT to probe the scam.
Swamy had on January 7 submitted documents seeking prosecution of Chidambaram in the case before a Delhi court.
The telecom scam, one of India ‘s biggest graft cases ever, may have cost 39.57 billion dollars in expected revenue losses to the public exchequer as per the Comptroller and Auditor General (CAG) of India ‘s report.

Shillong, Feb 4 NNN : The Khasi Students Union (KSU) new team has pledged take up the issue of the influx of outsiders to Meghalaya. The new KSU leaders also said they will press for the implementation of Inner Line Permit in Meghalaya.
The vow was made by the new leadership under Daniel Khryiem and Augustar Jyrwa on Saturday, soon after taking the baton from Samuel Jyrwa and Hamlet Dohling.
During the emotional charge up gathering to mark the formal change of guard held in Shillong, the newly sworn in president of the KSU Daniel Khriem said, “The change of guard will not be a change of principles nor will it be at a price of abandoning the issues that the past leaders have fought for.
“This is a body with new set of leaders but the issues remain that were initiated, pursued by the past leadership remains the same”.
Listing the issue of influx as a priority, Khriem said that influx of outsiders into Meghalaya is the main issue that the KSU will pursue in the days to come.
Though he was appreciative of the outgoing leaders for leading from the front in forcing the state government to introduce the work permit for non-indigenous people working in the state, the KSU president was however categorical in saying that the union will not be content with the work permit alone.
To counter the problem of influx, the state should introduce the Inner Line Permit (ILP) and the three tier identity cards for the non inidgenous people in the state, asserted outgoing president of the KSU Samuel Jyrwa. He added, “You (new functionaries) have a responsibility to shape and determine the future of the Hynniewtrep race and live by the pledge that you will not shirk nor retreat from the task assign to you”.
Outgoing general secretary of the KSU Hamlet Dohling exhorted on the new leadership to resist all temptations that may come in thier way.
“In our quest to achieve our objectives many of us have been offered sops and other benefits and we resisted because we never compromised with the union principles and the overall interest of the indigenous Hynniewtrep people”, Dohling stated.

Imphal, Feb 4 (NNN): At least four women were wounded when Assam Rifles personnel on Saturday fired several shots to quell a mob, mostly women who tried to pull back two youths suspected to be underground cadres from them close to international border gate at Moreh town.
Meanwhille, four IEDs were recovered during a raid in a residence of a PLA overground worker in Imphal East today.
The firing incident occurred this morning near international border gate no. 2 on the side of border town of Moreh when local women attempted to pull over two suspected local youths from the troops of Assam Rifles who were trying to whisk them away, leading to a violent standoff between the two sides following which the troops resorted to firing several rounds wherein four women were hurt including two women who received bullet injuries.
One of the youths was identified as Hidam Shyamo Singh, 17 of Moreh Ward No. 4.
Sources said a large crowd of Moreh residents, mostly women blocked their way demanding release of the two youths, telling them they were innocent when the Assam Rifles troops was about to leave the area, resulting in a scuffle.
The Assam Rifles personnel resorted to firing when the crowd resisted and blocked their way besides they fired several shots to control the mob and make their way.
The injured included Hidam Manitombi Devi (58), mother of the detained youth Shyamo and other three women, including a younger sister of Shyamo.
They have been shifted to the Moreh Community Health Centre. Their condition was not life threatening, sources said.
In another unrelated incident, four IEDs (Improvised Explosive Devices) of 4.5 kg were retrieved by security forces on Saturday during a follow up action to the arrest of an over-ground worker of the People Revolutionary Army (PLA), a police source said here.
Gurumayum Khugamani Sharma @ Inao @ Nanao @ Bimol (23) son of G Ibomcha Sharma of Wangkhei Pukhrambam Leirak, Imphal East district was arrested by a combined team of Manipur police commandos and 9 Sector Assam Rifles around 1.30 pm at southern side of Palace Gate traffic point.
Khugamani was nabbed when the combined team conducted a mobile frisking and checking at Palace Gate around 1 pm, a senior police official said.
On spot verification, the arrested admitted that he was working as an over-ground worker for the proscribed RPF/PLA since 2009.
A former member of the Manipuri Students’ Federation (MSF), Khugamani is now also a member of Royal Riders, Manipur, the officer said and added that the four IEDs weighing around 4.5 kg along with two detonators, two transmitters and one remote control device were recovered from his house where the combined force raided based on the statement given by him during interrogation.
Police further revealed that the explosive devices was handed over to him by one Robertson of the PLA on January 14 last for planting at various places to disrupt the Republic Day 2012 celebration as well as the conduct of 10th Manipur Legislative Assembly on January 28 last.
The outfit planned to fix the devices at Lamlong Bridge, Minuthong Bridge and Thong Nambonbi, all in Imphal city area. However, the plan was failed due to tight security, the official added.

A good number of Mizo farmers stop cultivating ginger as the crop does not bring much profit.
Mizoram is the fourth largest producer of ginger in India after Kerala, Meghalaya and Arunachal Pradesh.
Meanwhile, officials of the Mizoram Agricultural Marketing Corporation (MAMCO) said the government continues to look for ginger market all over the country and the neighbouring Bangladesh so that the Mizo farmers can export their produces. The source said, the present price of ginger in Bagha and Vairengte (both in Mizoram) is Rs 6 per kg and there are no sufficient buyers at present.
Meanwhile, ginger cultivators in Mizoram rue that if the government take keen interest in cultivating ginger, many Mizos would have been very rich by now. “We heard that ginger cultivators in Kerala and elsewhere are doing brisk business but why cannot we do the same here?” asks Zodin Thangliana, a ginger farm owner.
It can be noted that the crop duration is only one year. The average yield in Mizoram is 8 to 10 times of seeds sown. Had there been a reliable and efficient marketing system for marketing of ginger, many ginger growers in Mizoram would not have remain poor.

Imphal, Feb 3: A team of commandos Imphal east apprehended a cadre of KCP(MTF) involves in the hurling of Congress(I) workers recently.
The apprehandee was identified as Nameirakpam Anand alias Bali (25) Yairipok NOngbrang Mayai Leikai. He was arrested from M.U main gate yesterday.
One Nokia mobile phone and five numbers of AK ammunition were seized from his possession. During investigation, the arrested revealed that he along with one David of Sawombung area collected three Chinese hand grenades from one Abrishram of Tentha Khunou Bazar and both of them along with one Ahanthem Amujao of Sawombung gate involved in the hurling of two grenades at the house of congress workers viz, Ninghoujam Borajao, Sawombung Gate on January 27, Athokpam Kunjo (53) near Sawombung Hight School on January 28 and they were now working for CORCOM.
He further disclosed that he joined KCP (MTF) through one self-styled Sgt. Maj. Pilot in 2008 and trained at Nerun Church, Goa under army no 307 under the command of Pilot. He is at present working under the command of self-styled Second Lt. Paikhomba.
In a search operation jointly carried out by troops of 33 Assam Rifles under Loktak Brigade of the Red Shield Division alongwith Bishenpur Police Commandos in Wangu Parking area on 01 Feb 2012, apprehended three over ground workers of KYKL group namely Amom Rane Meitei, s/o Late Amom Manaotom Meitei, age 58 years, Le Sangthem Jayonta alias Komol Meitei s/o Late Leisangthem Babu Meitei, age 38 years and Haojam Joymani Singh, s/o of Haojam Abungjao Singh, age 35 years. All three Over Ground Workers are resident of Wangu Awang Leikai. They were tasked to terrorise and intimidate political workers during election period. The apprehendees were handed over to Bishenpur Police Station.

Imphal, Feb 3: A team of commandos Imphal east apprehended a cadre of KCP(MTF) involves in the hurling of Congress(I) workers recently.
The apprehandee was identified as Nameirakpam Anand alias Bali (25) Yairipok NOngbrang Mayai Leikai. He was arrested from M.U main gate yesterday.
One Nokia mobile phone and five numbers of AK ammunition were seized from his possession. During investigation, the arrested revealed that he along with one David of Sawombung area collected three Chinese hand grenades from one Abrishram of Tentha Khunou Bazar and both of them along with one Ahanthem Amujao of Sawombung gate involved in the hurling of two grenades at the house of congress workers viz, Ninghoujam Borajao, Sawombung Gate on January 27, Athokpam Kunjo (53) near Sawombung Hight School on January 28 and they were now working for CORCOM.
He further disclosed that he joined KCP (MTF) through one self-styled Sgt. Maj. Pilot in 2008 and trained at Nerun Church, Goa under army no 307 under the command of Pilot. He is at present working under the command of self-styled Second Lt. Paikhomba.
In a search operation jointly carried out by troops of 33 Assam Rifles under Loktak Brigade of the Red Shield Division alongwith Bishenpur Police Commandos in Wangu Parking area on 01 Feb 2012, apprehended three over ground workers of KYKL group namely Amom Rane Meitei, s/o Late Amom Manaotom Meitei, age 58 years, Le Sangthem Jayonta alias Komol Meitei s/o Late Leisangthem Babu Meitei, age 38 years and Haojam Joymani Singh, s/o of Haojam Abungjao Singh, age 35 years. All three Over Ground Workers are resident of Wangu Awang Leikai. They were tasked to terrorise and intimidate political workers during election period. The apprehendees were handed over to Bishenpur Police Station.

Bengaluru, Feb 3: Bengaluru, the IT capital of India has a large diaspora of Manipuris which mostly consists of students in various professional colleges and IT professionals. As of now, baring a few sporadic events organised by individuals and small groups, there hasn’t been any major occasion wherein this diaspora gets together. Hence, the Manipur Liaison Office, Bengaluru is organising a two day Manipur Kumhei at Bengaluru with a view to bring together, to start with, about 800 people of Manipur origin and enable them to spend an enriching and enjoyable experience.
Manipur Kumhei will be held on February 4 Saturday and 5 Sunday, 2012. An initiative being undertaken by the Manipur Liaison Office in Bengaluru, Dr. V. Ramakantha, this kumhei aims at promoting positive links and creating new bonds of love, peace, understanding and mutual respect between the city’s native population and the Manipuri diaspora. This festival has also chosen to focus on the creative brilliance of Manipuri cinema and the grandeur of its performing arts, over a two day festival. The kumhei will also offer the participants from the diaspora to bond together, relive their past, take pride in their culture and basically to celebrate Manipur. A large contingent of artists and performers selected by the Dept. of Art and Culture, Govt. of Manipur, has been invited to Bengaluruto showcase the rich cultural heritage of Manipur.
On the first day of the kumhei, three renowned Manipuri films namely: Phijigee Mani – directed by O. Gautam and produced by Medha Sharmi, Mami Sami – directed by Ningthouja Lancha and Noong Amadi Yeroom – directed by Ningthouja Lancha will be screened followed by an interactive session with the producers and the directors. A cultural eveningawaits on the second day of the kumhei which includes the enchanting Tribal dances, Manipuri Ras Leela, Thang-Ta and Pung-Cholom. While the people of Manipur origin savour the time spent in their homeland, the performers will in turn be benefited by the exposure to the Manipuri diaspora and metropolitan city of Bengaluru.

Shri Alokkumar Roy IPS will be the incharge of police observers for Chandel and Ukhrul while N. Sridar Rao IPS, Deshraj Singh IPS and Mahendra Pratap IPS will also be the police observers of Senapati, Tamenglong and Churachandpur.

New Delhi, Feb 3: All problems can be overcome with Centre and the States working together says the Prime Minister. Inaugurating the third Conference of Chief Secretaries of States and UTs, Dr. Manmohan Singh said that the Central Government has taken several initiatives recently to achieve the goal of ensuring transparency, accountability and probity in public life but we still have to go a long way. Stressing the need to equip a large number of our people with skills, the Prime Minister appreciated the good work done by some States in the area of skill development. He urged all States to show leadership in this field. He further said that the Central Government is creating an enabling policy framework in infrastructure development and the State Governments will be encouraged to adopt the instrumentalities provided in the policy. Referring to National Investment and Manufacturing Zones (NIMZ), the Prime Minister urged Chief Secretaries to carefully consider how the States can take the maximum advantage of the new policies.
The Minister of State for Personnel, Public Grievances & Pensions, Shri V. Narayanasamy, in his address said that good governance has to be participatory, transparent, accountable, responsive, effective and efficient and inclusive. Transparency is not only the key to upholding integrity in the public service but is also contributory factor towards better performance. The Minister said that Sevottam framework of the DARPG is a vital tool for training and sensitizing Government’s machinery towards a system of accountability and transparency. A series of workshops on Sevottam have been held in the last two years in consultation with the States/UTs. The Minister said that this framework is now proposed to be taken to the district levels and training programmes have been planned in collaboration with the State Governments. The first such district level programme on Sevottam has been planned in Thane, Maharashtra. The Minister noted that today we face multiple challenges which need to be addressed with socially workable plans. Shri Narayanasamy further said that the Government has so far considered 13 of the 15 reports of the second Administrative Reforms Commission (ARC). 508 recommendations relating to the Centre have been implemented and other 497 are at various stages of implementation. He called upon the Chief Secretaries to consider implementations of the ASC recommendations on priority as a substantial number of recommendations pertain to the States.
The Minister said that the Centre has taken several measures like enactment of RTI Act, ratification of United Nations Convention against corruption, Lokpal and Lokayukt Bill, Judicial Standard Accountability Bill, Rights of citizens for Time Bound Delivery of Goods and Service and Redressal of Grievances Bill, Whistleblower Bill etc. to bring in transparency and accountability in the governance.
In his opening remarks, Cabinet Secretary, Shri A.K. Seth said that the Centre’s intention is to ensure that the States and the Centre work in coordination. He further said that the Government has identified high priority areas so as to make governance effective and transparent. Shri R.C. Mishra, Secretary, DARPG, proposed a vote of thanks.
The Conference is organised annually by the Department of Administrative Reforms & Public Grievances. The Conference has institutionalised the process of interaction with States/UTs. It serves as a standing forum for exchange of views between the Centre and the States. It also provides an occasion for discussion on global developments that have a bearing on the country as a whole and the broad contours of national policies in select areas of relevance. This conference also helps in ensuring an integrated and holistic approach towards the development of the country.

Altogether 24 leela groups including 7 male group will take part at the festival. It will continue till Feb 18. Prizes were distributed to the winners of the last 39th All Manipur Shumang Leela festival 2011 at the occasion. A shumang leela of the Sangai Artistes association was also presented. The shumang leela of the female groups can be seen without entry fees.

Electricity Through Cogeneration: A Promising Development

Think of a sugar mill, not only producing sugar but also generating power as a by-product. Bagasse, a residue of crushed sugarcane used in sugar mills is the principal fuel used to raise steam in sugar mills. With the technological innovations, the high pressure steam generated in boilers can in turn be used to rotate the turbo generator blades to produce electric current. The process employed here to generate power is called cogeneration which essentially implies the production of two forms of energy, electricity and heat. The power thus generated can be used for meeting the requirements of the sugar mill and the surplus can be fed into the grid.
Cogeneration or production of electricity in combination with another industrial process is not limited to sugar mills alone. There are several other industries such as paper and pulp, textile, fertilizer, petroleum, petrochemicals and food processing which require electrical as well as thermal energy for their operations and therefore can use cogeneration as a process. The total fuel consumption is significantly reduced when “co-generation” or “combined heat and power” (CHP) is applied. The overall efficiency of energy use in cogeneration mode can be up to 85 per cent and above in some cases.
In the present scenario, where price of fossil fuels is shooting up and there is shortage and non-availability of coal, cogeneration appears to be a promising development. The thrust on distributed generation and increasing awareness for cutting green house gases emissions increases the need of processes like cogeneration. Also it helps in controlling pollution from fossil fuels.
The Ministry of New and Renewable Energy is promoting cogeneration through various incentive based schemes. Biomass Cogeneration programme in India is currently divided into two components (i) Bagasse based (ii) Non-Bagasse based . While bagasse cogeneration is essentially sugar mills oriented non-bagasse biomass cogeneration can be used in biomass industry.
Bagasse Based Cogeneration
As already explained, the bagasse based cogeneration is mainly centred in sugar mills. India is the world’s second biggest producer of sugarcane. Indian sugarcane production during 2010-11 is estimated at 340 million tonnes. India’s 527 working sugar mills crush around 240 million tonnes of cane per year and generate 80 million tonnes of wet bagasse (50% moisture), of which they consume around 70 million tonnes for meeting captive requirements of power and steam. Thus, electricity production through cogeneration in sugar mills in India is an important avenue for supplying low cost, non-conventional power.
Indian efforts for promotion of bagasse cogeneration started with two pilot projects taken up in cooperative sugar mills in Tamil Nadu in 1988-89 for generation of surplus power and feeding it to the grid. Though possibilities of additional power generation through cogeneration in sugar industry has been known for long, but their usage started in a significant manner only after 1994, after announcement of programme on bagasse based cogeneration by the Government.
A capacity of around 1854 MW of surplus power generation has so far been commissioned in 170 sugar mills in the states of Andhra Pradesh, Bihar, Haryana, Karnataka, Maharashtra, Punjab, Tamil Nadu, Uttar Pradesh and Uttarakhand. More than 200 MW of projects in about 20 private sector sugar mills are under construction. Optimum bagasse cogeneration benefits not only the sugar mills but also the sugarcane farmers as the value addition to their cane is enhanced and thus they can realise more money for it.
Power Cogeneration in Industries (Non-Bagasse) Programme
The industrial sector today consumes approximately 35% of total electricity generated in the country. At the same time, high quality stable power is required to attain the higher growth rate projected for this sector. Majority of industries in India require both electrical and thermal energy. Today, they either buy power from the State Electricity Boards, or generate their own power largely through diesel generators and meet their thermal energy requirements through captive means mostly utilizing fossil fuels such as coal, oil or natural gas.
As fossil fuels are limited, and have adverse environmental impact, it would be appropriate to use non-conventional energy sources including biomass resources such as crop residues and agro-industrial wastes for generation of energy in the industries mainly through biomass gasification technology for meeting their total/partial requirements for both electrical and thermal energy.
Industrial co-generation has in the past not received adequate attention, as cheap power and fuel were abundantly available.
However, with increasing tariffs, and unreliable supply of grid power, there is considerable opportunity for the industrial sector to tap the potential for producing electricity and thermal energy in the co-generation mode. In particular, there is significant potential in breweries, caustic soda plants, textile mills, distilleries, fertilizer plants, paper and pulp industry, solvent extraction units, rice mills, petrochemical plants, etc. Furthermore, co-generation projects based on conventional fuels such as coal, oil, lignite, gas and un/semi-utilized wastes/rejects like dolochar, coal rejects and refinery mud, etc. can also be installed in industry for meeting their power and energy requirements.
To meet the requirement of captive power and thermal energy, the installation of biomass cogeneration projects (excluding bagasse co-generation ) is being promoted in industry, with at least 50% of power for captive use, and a provision for the surplus power to be exported to the grid. This has increased the use of non-conventional energy sources and conserves the use of fossil fuels such as coal, oil and natural gas. Use of maximum of 25% conventional fuels has been allowed in such projects. The promotional schemes also provide for Grants-in-Aid to State Nodal Agencies, NGOs and other concerned institutions for organizing seminars, workshops, training/orientation programmes, technology validation, strategic studies, industry-wise sectoral studies and performance monitoring & evaluation, etc.
New Initiatives for Promotion of Cogeneration in India
BOOT (Build, Own, Operate, Transfer) Model Cogeneration Projects in Cooperative Sugar Mills: Provision for Central Financial Assistance has been made for bagasse cogeneration projects taken up through BOOT model in cooperative sector sugar mills set up by Special Purpose Vehicle or an Independent Power Producer. In this case, the investment in cogeneration power plant with concurrent modernisation is done by BOOT developers. This model has advantage in terms of non-requirement of equity and loans by cooperative sugar mills and nil liability to repay and limited risks. The cogeneration plant and assets after BOOT period are to be handed over to cooperative sugar mills. The Ministry of New and Renewable Energy has supported the BOOT model projects in Maharashtra and Tamil
Nadu. BOOT model projects in 12 Co-operative Public sector sugars mills in Tamil Nadu of aggregate capacity 180 MW and BOOT model cogeneration projects in two cooperative sugar mills of Maharashtra of total capacity 80 MW are under implementation. The Ministry plans to extend this effort in the Co-operative/Public sector sugar mills in the states of Karnataka, Andhra Pradesh, Gujarat & Uttar Pradesh, during the next two to three years.
Boiler Modification in Cooperative Sugar Mills: A number of recently installed cooperative sugar mills have already employed the configurations to enable them to undertake cogeneration power projects with minimum investment through modification of existing boiler and matching turbine. Ministry of New and Renewable Energy has modified the scheme for providing Central Financial Assistance for boiler upgradation of cogeneration project in such sugar mills.
The incentive based schemes and the technical support to the industry by the Ministry of New and Renewable Energy for installing cogeneration based projects is expected to give a big push to the non-conventional energy programme during the twelfth Plan Period.
