Combined team of commandos, Imphal east and 30 AR nabbed a cadre of PREPAK VC from near his residence yesterday around 9.30 a.m. The arrested was identified as Haobam Basanta (41) Sawombung Thongkhong. He is now working for CORCOM, Imphal east Nongdamba of PREPAK VC. He had supplied the hand grenade which was hurled in the house of Thokchom Kala, Sawombung Thongkhong on January 19 as a part of the attack on Congress workers by CORCOM. The Imphal east police also arrested a cadre of KCP(MTF) from Wangkhei Andro area. One nine mm pistol loaded with three live rounds in the magazine was seized from the apprehendee.
He was identified as Chingakham Chandramani alias Mani (22) Andro Maringthel Leikai. He disclosed that he joined KCP(MTF) through one Ingo of Andro in 2010. In a similar incident, a combined force of Imphal west police commandos, 30 AR and 22nd Grenadier arrested a member of KCP (MIC). The arrested was identified as Leichombam Boy alias Sushilkumar (28) of Mayanglangjing Tanning Makha Leikai. One 32 pistol with seven live rounds were seized from his possession.

Imphal, Feb 2: The training of repoll polling personnel in respect of eight polling station of Senapati district was held at the conference hall of DRDA. The polling personnel will leave SEnapati district headquarter for their destinations tomorrow at nine a.m.
They should report to DEo, Senapati PK Jha in time. The rehearsal of re-poll personnel in respect of eight PS in Chandel district was held at the office complex of DC, Chandel today.
They should report to their ROs and ARos tomorrow at eight a.m. The repoll will be held in four PS of Chandel A/C and four in Tengnoupal A/C. The district administration, Churachandpur has prepared necessary vehicles being utilized for in re-poll in 55- Tipaimukh, 56- Thanglon, 57-Henglep. The authority also took up full measures for security including CRPF, BSF and Assam Rifles besides Civil Police and women police.
Re-poll in 34 polling stations in five hill districts of Manipur, which went to polls January 28, will be held on February 4, for which all the polling and security personnel have started heading for their respective destinations in the hill district headquarters today.
The Chingai Assembly Constituency in Ukhrul district will have the maximum number of polling stations on re-poll at nine, while four each for Chandel and Tengnoupal Assembly Constituencies in Chandel district, seven for Tadubi and one for Mao in Senapati district, one for Tamei, two for Tamenglong Constituency and one for Numgba in Tamenglong district and two each for Tipaimukh and Thanlon and one for Henglep in Churachandpur district will go to re-poll.
All the 34 polling stations have been categorized as hyper-sensitive and accordingly, heavy security arrangements are being put in for the re-poll, according to official sources.
In the January 28 polls, 350 companies of paramilitary force, including police personnel from other States were used in the State. At least five security personnel in election duty were killed in different incidents, including ambushed laid by militants, accidents and shootout in Ukhrul, Chandel and other districts.
Concern over the rising tension in Chingai assembly constituency of Ukhrul district in connection with the state assembly election, the Chingai Kendra Concern Group (CKCG) has said today that political parties should not create trouble in the society and the candidates should set the trend by not stooping too low.
Appealing the people and the various organisations for the reigning of sanity in the area, the CKCG appeals for the release of all “election related detainees” including the headman of Ringwui village Mr Wungmatem.
Certain armed men have reportedly abducted supporters of a candidate in Chingai constituency in connection with the poll.
Chingai assembly constituency will witness re-polling in nine polling stations on February 4.
On Thursday, the CKCG said that the political parties should refrain from using means that are not democratic and unacceptable to the people.
It then said the CKCG will mobilise with the like minded organisations to advocate for peace and to prevail sanity in the region.

In this case, chargesheet was filed against a total of 36 accused persons for fraudulent withdrawal of Rs.67,49,989/- from Sahebganj Treasury during the Financial Year 1991-1996 on the basis of forged budget allotment/sub-allotment letters and false bills. The false bills were either raised without effecting any supply or after making partial supply of poultry feed and vet medicines to Animal Husbandry Department.
Out of 36 chargesheeted persons, 06 accused persons, namely, Dr.Md.Wasimuddin; Dr.Jugal Kishore Singh; Dr.Shesh Muniram; Laxmi Narayan Singh; Sutagan Hana and Shyam Bihari Sinha died during trial; three accused personswere made approver and one accused Sushil Jha was convicted earlier after he pleaded guilty during trial. Thus, on the day of judgement, a total of 26 accused persons were facing trial. All the 26 accused persons have been convicted.
This is 41st Case so far disposed off from trial by the Special Court at Ranchi.
The Special Judge for CBI cases, Lucknow has convicted Shri Subhash Singh @ Subhash Saxena and Prem Pratap Singh both suppliers of Ayurvedic Medicines in one of the cases relating to Ayurvedic Scam in Uttar Pradesh. Accused Subhash Singh @ Subash Saxena was sentenced to undergo four years Rigorous Imprisonment with a fine of Rs.55,000/- and other accused Prem Pratap Singh to undergo two years Rigorous Imprisonment with a fine of Rs.55,000/-.
The investigation revealed that the accused persons had shown bogus supply of Ayurvedic medicines to the Govt. of U.P. and taken payments at exorbitant rates in connivance with the officials of Ayurved Department of the Govt. of U.P. This case was part of a scam investigated by the CBI on the orders of Hon’ble High Court in the Ayurved Department of Uttar Pradesh Govt. worth crores of rupees.
The CBI filed several chargesheets in the matter against doctors, officials of Ayurved Department including the then Director, Ayurvedic Deptt.. of U.P. Govt. and certain suppliers of medicines & middlemen.
This is the first case of the scam in which judgement has been pronounced by the Court. The trial of the other cases is in progress.

Shillong, Feb 2 (NNN): North East region will soon have sophisticated Electronic Data Interaction (EDI) so as to quicken the trading process.
Chief Commissioner of Customs and Central Excise (North East Region) D D Ingti announced this today in Shillong.
The sophisticated Electronic Data Interaction (EDI) will be introduced in the land customs station (LCS) located in the North eastern region.
Speaking at a function to to commemorate International Customs Day and the golden jubilee of the Customs Act,1962 in Shillong on Thursday, Ingti said that the sophisticated gadgets will be introduced soon to quicken the trading process between the neighboring countries.
Even as he pointed out that at the absence of infrastructure, electricity and IT equipments to introduce the EDI in the region, D.D Ingti was however apt that the introduction of the EDI will fasten all process related to import and export from the North eastern region with the neighboring countries.
The Chief Commissioner of Customs’ assurances came along with an outlook to make the North eastern region as a transit trading point with the South Asian countries and the Middle East.
Moreover, even as the central customs and excise looks forward to the plan initiatives to transform the north eastern region, Ingti was apt in pointing on the importance to have increase connectivity between the institutions and the people.
“People to people and institutions to institutions linkages are catalysts to ensure lawful flow of goods, to efficiently fight fraudsters and improve local people economy and generation of revenue”, stated D.D Ingti.
Commissioner of Customs, B Thamar said that the inflow of goods through the LCS has made the department to cope up with the pressing demands to open more LCS in the region. “Besides economic security, it’s the contribution to the local populace sustenance that made them to demand for opening of more LCS”, stated Thamar.
The customs chief assured to look into the demands in view of the growing volume of trade from the Land Customs Station (LCS), but they were amused that supposedly two international trade and transit centers in Assam have failed to live up to the expected level. They are the Inland container depot at Amingoan and the Lokpriya Bordoloi Airport in Guwahati. Going by the scale of the customs, the results are even less than satisfactory.

Imphal, Feb 1 NNN : Manipur state unit of JD-U Wednesday accused the United Kuki Liberation Front (UKLF) of helping the Congress in the recent Manipur polls, pressing the Election Commission of India (ECI) and CEO to make an inquiry into the matter which involved the outfit, a signatory of Suspension of Operations (SoO) involving the Central and State Governments.
The village chief of Chandel Constituency was made to sign using force to vote for Congress by UKLF cadres, Chungjalen Haokip, a JD-U candidate who contested the polls from the constituency alleged talking to the media at the party’s office here.
The UKLF cadres had been involved in all the election matters in the constituency since from the very beginning of the poll process, the JD-U candidate said, adding that the militant outfit also captured a polling booth in its stronghold in favour of Indian National Congress (INC).
Chungjalen Haokip also clarified on the allegation leveled by UKLF about having link between him and the militant outfit Kuki National Liberation Front (KNLF) and said, “If so, I would have no chance to participate in the democratic process as a candidate.”Manipur State unit JD-U president M. Imphal, Feb 1 NNN : After 23 days of complete cease of theatre in Manipur, the Film Forum, Manipur today announced resumption of normal film related activities including screening in the State, revoking its stand to stop its entire works.
The forum remained cancelled all its activities since January 9 last till yesterday, following a huge monitory demand from certain militant outfits.
Members of Film Forum staged a sit-in to protest over the monitory demand issued to it by the militants outside Shanker Talkies at Lamphel in Imphal West on Tuesday. A large number of Manipur digital movie actresses also participated in the demonstration.
However, screening of films at other public places outside of theatres will not be allowed from February 14 in view of the ensuing Class X and XI examinations which will be commencing this month, Film Forum president Surjakanta, who was also present at the protest announced.
He said the decision to cancel showing of movies outside cinema halls was taken during a general body meeting of Film Forum.He also clarified the forum has never take the name of a particular militant outfit in connection with the money demand, but only mentioned particular groups without their specific faction names.He appealed to the militants not to demand such large amount of money to the organization in the future.

Aizawl, Feb 1 NNN : Of late, Mizoram is booming in the field of tourism.
According to reports received from state tourism department, the department had garnered Rs 99.33 crores in the last 25 years. State Tourism Secretary B Sairengpuii informed the media that since the establishment of tourism department, it had received Rs 135.64 crores from the Centre through Centrally Sponsored Scheme (CSS). The department had constructed 38 tourist lodges out of this funds and funds from the state plan.
The secretary further said that Mizoram tourism will boom in the coming days and the tourism policy prepared by the department had been ready for approval by the state government which will greatly accelerate and improve the tourism sector.
Mizoram is rich in tourism. Mizoram has a moderate and pleasant climate throughout the year, and is an idyllic land of great natural beauty having rich variety of flora and fauna.
Tourism department in close collaboration with the state government is taking various measures in the field of tourism.
Covered with verdant forests dominated by thick bamboo groves, teeming with vibrant wildlife, sheer cliffs and breath-taking waterfalls, dotted with unique landmarks of myriad folklore and picturesque villages of houses built on stilts, a land of dramatic seas of morning mists that enfold islands of hills and peaks, Mizoram has various tourist attractions.

Shillong, Feb 1 NNN : The government has banned the Garo National Liberation Army (GNLA).
This announcement was made today in Shillong by Meghalaya chief minister Mukul Sangma during a press conference.
GNLA was formed about two and a half years ago by a deserted deputy superintendent of police (DSP) identified as Champion Sangma.
On Wednesday, Meghalaya chief minister Mukul Sangma subtly admitted that GNLA has grown into a lethal body and the combative approach of the police have failed to yield the desired results. Informing that the banning of the outfit will be accompanied by a revised strategy to take it head on, Sangma however defended on the failure of the police to neutralise the militant outfit that is merely two and a half years old. “Our police team is subject to several constraints varying from human rights and other ethics while these militant groups disregards all the ethics”, Mukul Sangma said.
Though he did not spell out the strategies that have been devised to counter the GNLA the chief Minister however said that the outfit’s strength surrounded on the overground workers and networks.
“If not for the overground workers, how will they have the phone numbers of politicians, officers and businessmen to intimidate and threaten them through sms and phone calls”, Sangma stated.
While ruling out the proposed deployment of the army in the strife torn districts of Garo Hills, the chief minister said, “At thisjuncture we will rather ask the centre to aid the state police through further deployment of para-military forces.

New Delhi, Feb 1 (ANI): With Sino-Indian relations on Arunachal Pradesh being tense, especially over the border issue, Defence Minister A K Antony will visit the sensitive state for two days and will also attend festivities linked to the silver jubilee of statehood.
The Rajiv Gandhi Government had granted statehood to Arunachal Pradesh on February 20, 1987. Antony is likely to undertake his visit on February 19 and will inaugurate the celebrations of statehood day at Indira Gandhi Park in Itanagar on February 20.
Chief Minister Nabam Tuki accompanied by Member of Parliament Takam Sanjoy met Antony at the Defence Ministry on Wednesday to extend an invitation to him to attend the festivities.
“Defence Minister Antony has accepted our invitation to be the chief guest on the occasion to mark the statehood day,” said Sanjoy, who represents Arunachal West in the Lok Sabha. Arunachal is the largest state area-wise in the northeast part of India, having a 83743 sq. kms area and a long international border with Bhutan to the west (160 km), China to the north and north-east (1,080 km) and Myanmar to the east (440 km).
The northern border of Arunachal Pradesh reflects the McMahon Line, which has never been accepted by Beijing, and this has been the real bone of contention with India.
Antony’s important visit to Arunachal Pradesh must be seen in the light of China often using the visa issue to raise the pitch.
In January, China denied a visa to Group Captain M. Panging, an IAF Sukhoi-30 MKI fighter pilot posted at Tezpur, Assam, because he hailed from Arunachal Pradesh.
India has time and again conveyed to China that there should be no discrimination against visa applicants of Indian nationality on grounds of domicile and ethnicity.
China disputes the international boundary that it currently has with India in the eastern sector and has repeatedly staked a claim to approximately 90,000 square kilometres of Indian territory in Arunachal Pradesh.
It has also been accused of stalling multilateral funded development projects in Arunachal Pradesh.

(Now Retired) the then GOC-in-C; the then Defence Estate Officer (Now Retired), Southern Command, Pune Circle, Pune; a Pune-based Builder and others U/s 120-B, 420 IPC, 13(2) r/w 13(1)(d) of PC Act 1988 on receipt of a complaint from the Defence Ministry.
It was alleged that both the public servants had shown favour to Pune-based Builder in the matter of property at Bungalow
No.8A, Lothian Road measuring area 0.96 acres of B-3 Defence Land at Pune Cantonment and settled this matter out of court in spite of all the verdict in favour of army which was a gross misconduct on the part of public servants. The public servants had ignored existing rules & policies; violating the terms of lease, entered into by Ministry of Defence and caused pecuniary advantage to Pune-based Builder to the tune of Rs. 46 Crores(approx.) without any public interest.
Searches were conducted at the residence of the then GOC-in-Chief at Fatima Nagar, Pune & the then Defence Estate Officer at Lulla Nagar, Kondhwa, Pune and office premises of Builder at Koregaon Park, Pune which led to recovery of incriminating documents.
The Central Bureau of Investigation has arrested a Junior Engineer and a Beldar of MCD, Karkardooma, Delhi in a bribery case of Rs. 20,000/-
A case was registered Under Section 7 of PC Act, 1988 against a Beldar, MCD Building, Karkardooma, Delhi on the basis of a complaint. It was alleged in the FIR that accused demanded a bribe of Rs.20,000/- from the complainant for not booking or demolishing two under construction houses being constructed by the complainant.
A trap was laid and the accused Beldar was caught red handed while demanding and accepting a bribe of Rs.20,000/- from the complainant. After being caught, he disclosed that he was accepting bribe on behalf of a Junior Engineer. The other accused, Junior Engineer was also caught while trying to accept the bribe from the Beldar.
Searches were conducted at their residential premises. Search at the residence of Beldar led to cash recovery of Rs.32 Lakh and other incriminating documents. Both the arrested accused are being produced today in the Designated Court at Delhi.
The Special Judge for CBI cases, Patiala House Courts, New Delhi has convicted Sh. H.A. Siddiqui, the then Addl. Commissioner of Income Tax Range-34, Vikas Bhawan, IP State, New Delhi in a bribery case of Rs.One Lakh and sentenced him to undergo four years Rigorous Imprisonment with total fine of Rs.Four Lakh.
A case was registered against accused H.A. Siddiqui, Addl. Commissioner, Income Tax, Range-34, Vikas Bhawan, New Delhi during April, 2003 Under Section 7 of PC Act 1988 for demanding a bribe of Rs.One Lakh from the complainant. The complainant (a Chartered Accountant) had alleged in his complaint that the accused demanded a bribe of Rs.One Lakh for clearing the case of his client which was under scrutiny with the accused.
A trap was laid and the accused was caught red handed while demanding and accepting a bribe of Rs.One Lakh from the complainant.
After thorough investigation, CBI filed a chargesheet against the accused in the Designated Court at New Delhi. The Court found the accused guilty and convicted him.

New Delhi, Feb 1: Weather forecasts are issued for various spatial and temporal domains to meet demands of different users. Location specific forecasting of high impact weather events e.g. severe rainstorms, sudden dense fog, severe heat/cold spells, severe thunder storms etc for a very short time range still remains a challenge for the meteorological community worldwide. When any high impact weather event strikes any metro city or any other urban and rural pockets affecting lives of common people severely, we try to find out whether it could have been forecasted, atleast a few hours, if not days, in advance. It is common knowledge that manifestations of internal dynamics within a given boundary condition are extremely complex and vitiate the outcomes on the small spatial and temporal scale of extreme weather. Operational forecast procedures mostly fail to forecast exact timing and location of any high end weather event. Further research on various tools used for issuing such forecasts e.g. empirical and NWP Models and their ensembles, also have high limitation in predicting high variability at 12-24-hours time scales.

Modern observing and analytical systems now in place for use in real time operations are expected to improve the accuracies of monitoring and forecasting of high impact weather events. A technology driven system of 24X7 Monitoring and Nowcasting is the need of hour. It should be able to predict the time of start, minute by minute progression and final cessation of the event. Such a Monitoring and Nowcast System will minimize the loss of invaluable lives and also property
A number of Forecast Demonstration Projects (FDP) conducted in different parts around the world have demonstrated that the only way to improve the forecasting accuracies of “high impact very short period (0-6hours) events” are by introducing a range of monitoring strategies viz. developing a MESONET over the area, including a dense network of DWR coverage and high resolution satellite pictures/products etc. In addition, very high resolution NWP and autonowcast systems would also be required as was done during Oklohoma Mesonet and Nowcast system, Beijing Olympic 2008 Forecast Demonstration Project and Delhi Nowcast for 2010 Commonwealth Games.
India Meteorological Department, Ministry of Earth Sciences (MoES), Government of India has organized a Training Workshop cum National Seminar on Challenges, Developments and Opportunities in Nowcasting (CDO-NOW-2012) during 27-31 January 2012 at New Delhi.. The main aim of organising this important event was to give a thrust for development and implementation of a 24×7 Monitoring and Nowcasting system in India especially with respect to high impact weather events.
The training workshop was inaugurated by AVM (Dr.) Ajit Tyagi, DGM at ARNAV Conference Hall, Prithvi Bhawan, New Delhi. The training programme was designed to impart theoretical as well as practical aspects of Nowcasting to the trainees. The focussed discussion were held on monitoring of high impact weather events with the help of conventional and automatic observations, satellite information, Numerical Weather Prediction Models and Doppler Weather Radar products and synergising all the available input and techniques for issuing operational Nowcast. The aim was to develop a sort of Standard Operating Procedure for issuing Nowcast of extreme weather events in mega Cities in the first phase. About 20 Resource Persons were drawn from IMD, ISRO (SHAR), IAF, NAVY, SASE, NCMRWF. About 50 Trainees were selected who are mainly involved in forecasting in various above organisations. There were about 12 hours of lectures time and about equal hours for hands on training/ practical exercises and case studies for demonstration of use of a particular technique in operational Nowcast.
The training workshop concluded on 29th January. The feed back recieved from trainees as well as resource persons was very encouraging. The training was very fruitful.
The National Seminar was inaugurated at the auditorium of India Islamic Cultural Centre, Lodhi Road, New Delhi- 110 003 from 1000-1100 hrs. IST on 30th January 2012. AVM (Dr.) Ajit Tyagi, DGM delivered Welcome address and also presented the Training Workshop summary. Dr. Shailesh Nayak, Chairman, Earth System Organisation & Secretary MoES in his address highlighted the importance of Nowcasting, capacity building and various modernization programmes of Ministry for further improving the accuracy of forecasts. The Keynote address “Role of Nowcast in Disaster Management” was delivered by Shri T. Nanda Kumar, Member NDMA. Shri P.P. Shrivastav, IAS (Retd.) Member North Eastern Council who was the guest of Honour of the function gave the inaugural address. In this function Three publications namely (1)Extended Abstract of the Seminar, (2) Standard Operating Procedure Manual and (3) Monsoon Monograph Vol. II were also released. B. P. Yadav who was the programme co-ordinator proposed the Vote of Thanks. About 200 participants, delegates, eminent scientists from various scientific organisations such as IMD, ISRO (SHAR), IAF, NAVY, SASE, NCMRWF, IIT etc., attended the inaugural function.
The technical sessions were held at Arnav Conference Hall, 3rd Floor, Prithvi Bhawan, Lodhi Road, New Delhi. There were in total 7 thematic sessions where various research papers on Nowcasting were presented.

A special session was arranged in the afternoon of 31st Jan. 2012 for interaction with various users, stakeholders and media to understand mutual requirements and develop delivery mechanism. It was attended by PIB, DD, AIR, FM, Central Water Commission, Traffic Police, NIDM and print media personnel.

The seminar concluded in the evening of 31st January 2012 and was chaired by Dr. Shailesh Nayak, Chairman, Earth System Organisation & Secretary MoES.

Prime Minister has approved the constitution of a National Council for Senior Citizens. The Council would advise the Central and State Governments on issues related to welfare of senior citizens and enhancement of their quality of life with special reference to (a) policies, programmes and legislative measures; (b) promotion of physical and financial security, health and independent and productive living, and (c) awareness generation and community mobilization.
The Council would be chaired by the Minister of Social Justice & Empowerment. Other members of the Council include the Minister of State, Social Justice & Empowerment, the oldest Members of Lok Sabha and Rajya Sabha, representatives of 5 State Governments (one each from the North, South, East, West & North Eastern Regions) and 1 Union Territory by rotation, 5 representatives each from Senior Citizens’ Associations, Pensioners’ Association, NGOs working for Senior Citizens and Experts, and five senior citizens who have distinguished themselves in various fields.
The Council would be anchored in the Ministry of Social Justice & Empowerment.

The voting percentage decreased this time. Special campaigns are required, election authority should associate itself with some experts to deliver the result. The poll percentage decreased by six to seven percent this time and the most important aspect in making people vote is the security aspect. In the hill areas the poll percentage was poor specially to poor security arrangements. Women voters complained of security personnel frisking women voters. The poll process was slow. The papers brought by the officials should had been perforated as it took a long time to tear the pages for each voter. Privacy of voting was not given any respect as each polling officers easily saw the name of the candidate a voter voted . The arrangement was poor and the matter came to light when the polling agents started declaring they knew for which candidate a voter cast their vote. Security personnel had idea about the rules though they behaved well. They were not rude and respectable to the voters. Poll officers also behaved well. The security personnel however did not allow scribes holding authority letter issued by the ECI to photograph the poll process though it is allowed. Only the voting compartment can not be photographed. When some journalists approached the poll officer about the matter they simply smiled and did not utter a single word. After being briefed about the procedures and translating it in Manipuri language the polling officer smiled again. It seems that the security personnel and the polling officers in our state have not seen elections anywhere else. The election authority should seriously review the security arrangements in the hill areas on poll days and for the valley areas before the poll days. Precious lives were lost. Their sacrifice should not go in vain and we hope in the next elections everything goes smoothly without any violence. The allegations made after the elections by candidates are serious and repoll should be done in any polling station where any mishap occured in the best interest of democracy. It will also be a deterrent as people will realise that re poll will be done in any polling station where criminals had their day.

Imphal, Jan 31: Some unknown persons blasted a bomb in between Khangenbam Noyon (49) and Waikhom Sonachand (42) of Singjamei Waikhom Leikai last night around 7.40 p.m.
Sonamani is a worker of Congress(I). No casualties were reported in the blast.
In another incident, at least 10 shops situated at Chongtham Leikai opposite Super Market, singjamei caught fire last night around 9.30 p.m.
The shops belong to the plot of one Kakchingtabam Kumar of Singjamei. The shops owners were identified as Laishram Achouba of Naorem Leikai, a cycle store, Thongam Birmangol, Khongnang Pheidekpi, supplier of uniforms, one Zerox shop, one photo studio, one mobile repair centre, one beauty parlour and one grocery dukan.
No casualties were reported in the fire. The cause of the fire is yet to be ascertained.

New Delhi, Jan 31: The Special Judge for CBI Cases, Chennai has convicted Smt. Nirmala Sundaraman, the then Branch Manager of Indian Bank, Triplicane Branch, Chennai in a bank fraud case and sentenced her to undergo one year Simple Imprisonment with a fine of Rs.5,000/-.
CBI registered a case on 31.05.1991 against Smt. Nirmala Sundararaman, the then Branch Manager, Indian Bank, Triplicane Branch, Chennai and others alleging that during the period 1988-89, the accused persons entered into criminal conspiracy to cheat Indian Bank, Triplicane Branch Chennai. In pursuance of the said conspiracy, Smt. Sundaramal, Proprietrix of M/s Sudha International Films, Chennai had submitted loan application with Indian Bank Triplicane Branch, Chennai for sanctioning overdrafts of Rs.Four lakhs for producing a Tamil feature film. Smt.Nirmala Sundararaman without conducting any pre-sanction verification, recommended & forwarded the said loan application for sanction to competent authority.While the application was under process with the Regional Office /Zonal Office, Smt. Nirmala Sundararaman allowed Smt. Sundaramal to withdraw the loan amount with help of the then Regional Manager. A loss to the tune of Rs.Four lakhs was caused to Indian Bank and corresponding wrongful gain to accused persons. After completion of investigation, a chargesheet was filed against the three accused persons before the Special Judge for CBI Cases, Chennai u/s. 120-B r/w. 420 IPC and Sec. 13(2) r/w. 13(1) (d) of PC Act 1988.
On completion of the trial, the Special Judge convicted Smt.Nirmala Sundararaman for the offence and acquitted other two accused persons.
The Central Bureau of Investigation has registered two cases against certain officials of the Ministry of Railways; unknown officials of Central Excise of Haldia Commissionerate(West Bengal) and two private companies – one based at Jhargram(West Bengal) and other based at Kharagpur(West Bengal) along with the Directors of the said companies.
It was alleged that both the companies were engaged in production of Iron products (Sponge Iron, Pig Iron, etc.) and in this process procured Iron ore from mines of Odisha. As per the policy of Railways, concession was allowed to the Companies who were consuming the Iron ore for domestic consumption. Under such declaration both the private Companies allegedly procured huge amount of Iron ore whereas the Excise Return Forms submitted by these Companies to the Excise Department showed production of much lesser quantity of Iron products. The companies also in connivance with unknown officials of Central Excise allegedly submitted false Excise Return Forms to the Railways, thereby getting larger amount of Rakes from the Railways for transportation of Iron ores. The said private companies with such false pretext of domestic consumption, exported/sold the Iron ore. As a result of this, the Railways incurred loss of about thousand crores by the alleged false declaration given by the companies towards freight.
Simultaneous searches in 32 places at the premises of officials of Railways and Offices of the Companies & the residences of its Directors were conducted. During the searches, incriminating documents; Cash of approx. Rs.8.94 lakh; including KVP, NSC, TDR, FDR etc worth Rs.60 lakh; Hard Disks, Laptops and other miscellaneous files pertaining to the cases were recovered.

Revamp Of MCA And MCA21 Portal
The revamped portal is more user friendly and explanatory for a user visiting MCA21 for the first time.
The Portal has defined sections related to the most frequently used functionalities of MCA21 and a detailed step wise process has been defined to assist the user.
The user’s who are well acquainted with MCA21 portal functionalities have been provided with Quick Links within all the sections.

The users can raise complaints, issues, queries, suggestions through the same and they are provided a unique ticket reference for the same. They can track the status of the same to completion using the ticket reference.
Digital Signing Of Certificates By The System
Earlier RoC officers used to manually sign the various certificates and send the same by post to the company. Now, the process of digital signing of various certificates by the MCA21 system has been introduced, where there is no manual intervention. Further the digitally signed certificates are sent by email to the company and are also made available on the MCA21 FO portal for verification.
Process For Allotment Of DIN Made Paperless And Online; And Integration Of DIN- DPIN
The process of allotment of Director Identification Number (DIN) by MCA has been made completely paperless. This has been done by doing away with the requirement to file physical proofs; and instead the same are scanned to the DIN application itself. Also, providing Income-tax PAN has been made mandatory for all Indian directors. Further, the DIN application is processed by the system itself based on certification by the practising professional.
MCA had separate systems for allotment of DIN under Companies Act and for allotment of Designated Partner Identification Number (DPIN) under LLP Act. Now, MCA has integrated the two systems by having the common identifier as DIN only.Integration With Other Government Departments – Income-Tax And Trademark
In a process of implementation of joined up services, integration with the following departments was done –
With Income-tax system for verifying particulars of the directors, etc. with their respective Income-tax PAN details
With Trademark system for providing search facility on the TMR database to both internal (RoC offices) as well as to the external stake holders (Company, professionals)
Integration With Banks For Opening Of Corporate Accounts
In a process of integration with various banks, MCA has introduced a facility for the corporate to open a bank account through MCA21 system itself. The company is required to fill an electronic form on the MCA21 system itself and certain details, documents in respect of the company are sent to the concerned bank by the MCA21 system itself.
Introduction Of NEFT Option For Making Payments
Earlier MCA21 payments were allowed via Credit Card, Internet Banking & Physical Challan. Internet banking is restricted to 5 banks only. In order to eliminate inconveniences caused due to payment processing delays, MCA introduced payment of MCA fees via NEFT (National Electronic Fund Transfer) mode. Through this option stake holder can make payment of MCA21 fees through any bank which allows NEFTPayment Through Physical Challan Mode Restricted
Facility to make payment for various MCA21 services through the physical option (payment through challan at the bank counter) has been restricted only in case the amount payable is more than or equal to Rs. 50,000
Implementation Of XBRL For Filing Of Financial Statements By Certain Class Of Companies
Filing of financial statements by certain class of companies through Extensible Business Reporting Language (XBRL) has been implemented in the MCA21 system. This system entails tagging of the financial statements to the MCA XBRL taxonomy. MCA21 system has provided a tool to the stake holders to validate the XBRL documents before filing. Further the machine readable XBRL instance documents are converted to human readable pdf format by the MCA21 system.Disabling Mark Urgent Functionality
Earlier while processing a work item by the MCA user, there was a facility to mark a work item as urgent to bypass the First in First Out (FIFO) processing. However, in order to bring in more transparency, this functionality has been stopped. The work items will be processed in the order of their filings only.
Introduction Of Refund Process
Earlier there was no process in MCA21 for refund of fees wrongly paid by the stakeholder while availing various services at MCA 21. Hence, Ministry has decided to refund the statutory fees paid for certain services. New refund eForm needs to be filed by the stakeholder applying for refund and upon processing of the same the refund request shall be approved or rejected.
The refund of MCA21 fees is available in the following cases: a) Multiple Payments of Form 1, Form 5; b) Incorrect Payments and c) Excess Payment
Refund process is not applicable for certain services/ eForms like Public Inspection of documents, Request for Certified Copies, Payment for transfer deeds, Stamp duty fee (D series SRN), IEPF Payment, STP Forms, DIN eForm, etc.

Announcing this today, chief electoral officer of Manipur P.C Lawmkunga said repolling will be held in the polling stations of Modi, Unupat, Larong and Tampi in Chandel assembly constituency.
In Tengnoupal assembly constituency, repolling will be held in the polling stations of Khunbi Khunou, Moreh-D, Moreh-H and Moreh-I.
In Ukhrul district’s Chingai constituency, repolling will be held at Tora polling station, Somdal A1, Somdal A-II, Somdal-B, Tuinem A-I, Tuinem A-II, Ringui, Ngaimu-A, Ngaimu-B.
In Senapati district’s Mao constituency, repolling will be held in Makhel. In Tadubi assembly constituency, repolling will be held in Pungdung (A), Mao Pungdung (B), Chawainamai Khullen (A) Chawainamai Khunou, Makhan Centre A, Makhan Centre B. In Tamei constituency, repolling will be held in Azuram.
For Tamenglong assembly constituency, there will be a repoll in Sonram (Sonpram) and Duigailong. For Nungba, repoll will be there in Chakanlong (Tupul). For Tipaimukh, repolling will be held in Chingmun and Senvon (B). In Thanlon constituency there will be a repoll in Savaipaih and Phaiphang and for Henglep assembly constituency there will be a repoll only in Phuoljang polling station.
The final poll percentage for the tenth Assembly elections was 79.35 compared to 86.37 percent of the previous 2007 Assembly elections. Elections were held on Jan 28 last. Officials from far flung areas finally reached their respective district headquarters by today. State Election authority today issued the final poll percentage. The highest turn out was at 38 Hiyanglam which recorded 92.95 poll percentage. Other constituencies which recorded high turnout were Keirao, 90.17 percent, Lamsang 90.61 percent, Wangoi 91.24 percent, Mayang Imphal 90.95 percent, Oinam 90.05 percent, Wangjing Tentha 91.57 percent, Wabagai 91.37 , Lamlai 92.25 percent .
The lowest turn out was recorded at 56 Thanlon with poll percentage of 47.14 percent. Thoubal district , district of Chief Minister, O Ibobi Singh recorded 88.33 percent, Bishenpur district 86.66 percent, Imphal East district 85.73, Imphal West 85.21, Chandel district 69.07, Ukhrul district 64.65, Senapati district 72.77, Tamenglong district 73.68 and Churachandpur 63.40 percent.
A total of 13,81,942 out of 17,41,581 voted. Women turnout was better than men. 6,90,754 women voted while 6,26,863 men voted.
