IMPHAL, July 1: In what could be termed as an odd discovery, not a single copy of the Detailed Project Report (DPR) of the Loktak Hydro Electric Project’s was available with the Electricity department of Manipur.

The discovery was made by an RTI appellant, one Kambam Seityajit, 36, s/o Kambam Ibohal Singh of Khurai Chingangbam Leikai, while seeking information under the Right to Information (RTI), Act, 2005 on Loktak Project.

In the extract copy of the response made available to the media, the appellant had sought information if any agreement existed between the electricity department and the National Hydroelectric Power Corporation Limited (NHPC) while the Loktak project was transferred to the NHPC limited.

In response to the question the chief engineer, (power) electricity department stated that no official records are available in this office about the transfer of the project to NHPC and any agreement thereof. He further speculated that all formalities could have been done before the establishment of the electricity department, in the year 1971.

The appellant claimed the response as misleading and false. On contrary to the response of the chief engineer, he stated that the NHPC was formed in the year 1975 much later than the electricity department, Government of Manipur which was seperated from the Public Work Department, Government in the year 1971 and held that it will not be possible for the NHPC to execute Loktak Hydro Electric Project without any agreement with the state.

Besides that the appellant further claimed that as per his findings the Loktak Hdyro Electric Project’s DPR was prepared in the year 1965 when the Electricity department was associated with the PWD and many copies of such DPR are available in different courts for adjudication of various disputes in the state of Manipur.

On the pretext of the non availability of the DPR the chief engineer further mentioned that it could not provide information for rehabilitation of individuals who had been affected by the said project.

The appellant further stated that the official data available on June 19, 2011 shows that the demand met for power in the state was 58 MW at 0800 hours and the total requirement was shown to be as 65 MW as requested by the electricity department to the Power System Operation Corporation Limited, Shillong. And power supply position at 2000 hours demand met is shown as 49 MW against 90 MW, which is quite contradictory as that of the respondent’s figure of 110 MW at peak hours during summer, according to the extract copy of the response made available to the media.

In terms of state wise power supply position in Million Unit (MU) the requirement of Manipur is shown to be 1.330 MU against the consumption of 1.096 MU which is quite low as compared to that of Meghalaya state consumption of 4.153, MU against their requirement of 5.626 MU which is about the same size and population as Manipur, the appellant further mentioned.

While noting the chief engineer’s response that there is no provision of uninterrupted power supply or VIP line in existing system the appellant further contradicted the claimed stating that uninterrupted power supply are being supplied to certain brick fields in the valley areas as well as certain top contractors, sub-contractors, highly influential individuals, bureaucrats etc and opined that he could furnish sufficient evidence to prove his assertion at any point of time.

The extract copy further showed that the electricity department was found to be having no technical audits and no branch office of the joint electricity regulatory commission for Manipur and Mizoram at Imphal.

IMPHAL, July 2: Troops of 31 Assam Rifles have reportedly intercepted heroin from a lady yesterday while conducted search operation in the general area of Khudengthabi.

A statement of the PRO IGAR (S) said that the lady identified as one Nengnedhong Haokip, 37, w/o Ngamu Haokip of Phoilen, PO Moreh was intercepted with 3 packs of (310g) of heroin number 4 by the AR troops along with lady police from a Maruti van regd No AS-01X7627.

It said the apprehended lady along with the recovered items has been handed over to the custom office, Moreh.

IMPHAL July 4: Manipur Senmit Ehon Lup and Manipur Keithel Nupi Marup today organized a one day free medical camp at Khwairamband Ema Keithel (Purana Bazaar in collaboration with ARISTO pharmaceutical private Limited. Earlier a similar medical camp was organized on December 2010, jointly by MSEL and MKNM.

The free medical camp was attended upon by Dr. L. Bikramjit Singh and Dr. Suraj Singh M.O. (medicine), Dr. Ramananda Ophthalmologist and Dr. Hecter Dentist.

L. Memma, secretary general of MSEL expressed that the free medical camp was organized to facilitate various local venders of Khwairamband bazaar keeping in view of their economic conditions. The medical camp is organized for the welfare of vendors of Khwairamband bazaar, she added.

More than 200 venders attended today’s medical camp. She stated that the medical camp was started from 9 am and will continue till 4 pm in the evening. She further mentioned that such free medical camps will be organized on a regular basis.

IMPHAL, July 5: State security forces will be equipped with new sophisticated AK series rifles under the police modernization schemes of the state government in the nearest future.

According to an official source, a strong team of MR, IRB and police led by Aaaiatant commandant of 7th MR O Chaoba Singh and Jemadar Th Indrakumar of 5th IRB along with 50 strong personnel from different MR and IRB battalions of the state will be leaving Imphal on July 8 for Kanpur, UP, by road to collect 1125 Nos. of AK series Rifles which were procured by the state government from Central Weapon Store-I, CRPF DIG office recently for utilization in the state by the state forces, the source added.

IMPHAL, July 7: The Bharatiya Janata Party Manipur Pradesh in a statement issued by its general secretary, Th. Shyamo Singh, has refuted the report of the resignation of Henry Paote from the party published in some local dailies stating it as false and baseless.

The statement contended that Henry Paote is not enrolled as a member of the party for this existing term of 2009-2010. He was a member of the party in the previous term but his membership has not been renewed for the current term. As per provision of the party constitution, membership of a person ceases to exist if his membership is not renewed before the expiring of the term, and further added that consequent upon the non-renewal of his membership of the party he is no longer a member of the party.

It said that the press statement published in various local dailies has misled the public.

While terming the statement as unfortunate for a veteran like Paote who was one time a member of the Manipur legislative Assembly to issue such a statement and asserted that the move is a well plan political motivation to downgrade the reputation of the party in the state.

IMPHAL, July 8: The Naga People’s Organization (NPO) has strongly condemned the attempt to assault the general secretary of COPTAM by some unidentified persons on June, 28 at North AOC, Imphal. 

In a statement the president, NPO, M. L Markson, stated that the act of causing harm to tribal leaders by any communal forces is uncalled for and unjustifiable. It is an attempt by some anti-tribal elements to sabotage the genuine efforts and demand of the tribal rights in Manipur, it charged.

The NPO demanded the state government to book those responsible at the earliest without which safety of the tribal leaders will not be compromised.

In the meantime endorsing the movement of the COPTAM, the NPO expressed that such acts could be an attempt to derail the tribal movement against the state government’s policy to deny rights of the tribal in Manipur, added the statement.

IMPHAL, July 9: Ace archer L Bombayla Devi of Manipur has qualified for the ensuing summer Olympic Games to be held in London, 2012.

She will be a member of the Indian Recurve Team in Archery in the London Olympic games.

A release of the Manipur Olympic Association said Bombayla qualified for the Olympic based on the performance made by her in the ongoing World Archery championship held in Turin, Italy.

Bombayla hail from Khurai Top Khongnangmakhong and she is the daughter of L Manglem.

The Manipur Olympic Association has expressed its happiness over Bombayla’s qualification for the London Olympic Games.

IMPHAL, July 20: The friends of hill people’, 11 Assam Rifles of Red Shield Division distributed solar lanterns to the village authorities of Aziuram village in Tamenglong.

According to a statement of the PIB Defense wing, the problem of electricity faced by villagers of Aziuram village was addressed with a solar lantern being given to the chairman for the village authority office. Not only this, the battalion also organized a free medical camp on July 18, on the villagers demand for free medical check up, at Monjiron Khunao village, a remote village of Tamenglong district lacking the basic medical facilities. A total of 70 villagers were examined in the camp. Malaria tests, free medicine distribution and lectures on basic health education including precautions against malaria were other activities carried out in the medical camp for benefit of the villagers, it said.

IMPHAL, July 22: A Tree plantation drive was carried out by 15 Assam Rifles of 9 Sector under the aegis of HQ IGAR(South) at Phundrei, Thoubal on 22 Jul 2011.  A total of 500 saplings including 150 Gulmohar, 100 Jack Fruits, 100 Karpoor and 150 Neem were planted. Commandant 15 Assam Rifles alongwith Pradhans/Headman of neighboring villages like Langathel and Phundrei and approx 200 School children from the area undertook the plantation.  Representatives of the State Nursery department were also present on the occasion. IMPHAL, July 24: The Federation of College Teachers’ Associations, Manipur (FECTAM) has warned the state government of launching stern agitations if the demands of the college teachers are not fulfilled as soon as possible.

A release of FECTAM stated that the government college teachers have been demanding the implementation of 6th revised UGC pay scale but the state government has sidelined the demands of the college teachers.

The teachers could no longer bear the false assurances of the state government. They would even resort to taking mass casual leave and mass resignation if their demands are not fulfilled at the earliest, stated a release.
