IMPHAL, July 5: One person was stabbed to death by his companion today at New Checkon Maring Lane, Imphal East.

The deceased person has been identified as one Nachomi Chiro, 41, s/o Puei of Chongdan Village of Kasom Khullen sub-division, Ukhrul district, now residing at Mantripukhri.

The incident happened today at around 3 pm when one of Nachomi’s companions stabbed him several times at a tea stall located at Maring Lane. He was immediately rushed to JNIMS, Porompat, but later succumbed to his injuries.

The owner of the tea stall, Ram Dayal stated that Nachomi and some seven of his companions had tea and snacks at his tea stall. After one of them paid the bill, he (owner) went outside for sometime. But when he returned to the stall, he saw Naochomi lying injured on the floor.

The police have recovered some documents of MGNREGS along with the knife used in the crime. However, the culprits have not been arrested so far.

According to a reliable source, the murder could have been related with MGNREGS. The SDO of Kasom Khullen sub-division is also reported resident at Maring Lane. 

The body of the deceased person has been kept at JNIMS mortuary for post-mortem examination.

IMPHAL, July 7: The Bharatiya Janata Party Manipur Pradesh in a statement issued by its general secretary, Th. Shyamo Singh, has refuted the report of the resignation of Henry Paote from the party published in some local dailies stating it as false and baseless.

The statement contended that Henry Paote is not enrolled as a member of the party for this existing term of 2009-2010. He was a member of the party in the previous term but his membership has not been renewed for the current term. As per provision of the party constitution, membership of a person ceases to exist if his membership is not renewed before the expiring of the term, and further added that consequent upon the non-renewal of his membership of the party he is no longer a member of the party.

It said that the press statement published in various local dailies has misled the public.

While terming the statement as unfortunate for a veteran like Paote who was one time a member of the Manipur legislative Assembly to issue such a statement and asserted that the move is a well plan political motivation to downgrade the reputation of the party in the state.

NEW DELHI, July 10 (AGENCY): Prime Minister Manmohan Singh will meet Congress president Sonia Gandhi again Sunday to discuss the imminent cabinet reshuffle, party sources said. They met on Saturday too.

Sunday`s will be their fourth meeting in three weeks.

According to a party source, the reshuffle will be effected the coming week, perhaps as early as Monday.

Congress sources said the big four ministers – Mukherjee, Defence Minister A.K. Antony, Home Minister P. Chidambaram and External Affairs Minister S.M. Krishna – are unlikely to be touched though the initial thinking was to move out Krishna.

The reshuffle may see both Dinesh Trivedi and Mukul Roy of the Trinamool Congress continuing in the cabinet.

In his interaction with a group of editors June 29, Manmohan Singh said the cabinet reshuffle was a `work in progress`.

IMPHAL, July 17: The Democratic Students’ Alliance of Manipur (DESAM) has demanded the concerned authority to streamline the reservation policy for the children of faculty members at Jawaharlal Nehru Institute of Medical Sciences (JNIMS).

A release of DESAM stated that the five percent seat reservation in MBBS course for the children of faculty members of JNIMS is a good policy for the institute to attract more of well qualified professors. However, the governing council needs to frame proper criteria before introducing such policy, it added.

IMPHAL, July 22: A Tree plantation drive was carried out by 15 Assam Rifles of 9 Sector under the aegis of HQ IGAR(South) at Phundrei, Thoubal on 22 Jul 2011.  A total of 500 saplings including 150 Gulmohar, 100 Jack Fruits, 100 Karpoor and 150 Neem were planted. Commandant 15 Assam Rifles alongwith Pradhans/Headman of neighboring villages like Langathel and Phundrei and approx 200 School children from the area undertook the plantation.  Representatives of the State Nursery department were also present on the occasion. Before the onset of the monsoon, we had called the attention of the government in several editorials to potholes that had appeared on several major roads in Imphal, warning that if these were not mended in time, the monsoon waters would wash away the rather thin bitumen linings in and around these potholes, damaging the roads much more extensively. Despite these urgent appeals, the government refused to pay any heed, and now the conditions of these roads are there for everybody to see. One of the worst damaged areas is the one adjacent to the Andro Parking on the eastern side of the All India Radio, Imphal complex. There was a huge unattended pothole here for a long time and once it started raining, water accumulated in it and seeped into the earth and pebble bed the road rested on and weakened its foundation. The road has since been literally washed away leaving huge pits, and because these are now filled with rainwater, are virtually invisible, therefore extremely hazardous for motorists. Now that the thin bitumen cover has been washed away and the innards exposed for public view, even sycophants of the powers that be will think twice before defending the quality of work put into the making of these roads. Other than the Andro Parking area, the Uripok Road at the base of the B.T. Road flyover has to be seen to be believed. This relatively recently made road is now reduced to a dirt road. The RIMS Road from Nagamapal all the way to the point where it joins the Uripok Road is another stretch that would put anybody in a depression.

Much of these damages, and the consequent inconveniences and dangers thrust on thousands of ordinary commuters everyday could have been saved if the authorities paid heed to the timeless saying that a stitch in time saves nine. The cost to the state exchequer that would have been saved by such prudence is imaginable too. But then, as they say public property is nobody’s property, and those in the government who are entrusted precisely with these public properties are the ones who care the least about their charge. If this were not so, what we are now seeing in the capital Imphal would not have been possible. Furthermore, if this is what is happening in the capital, anybody can imagine what is happening in districts, the remote ones in particular. Yet, despite the obvious failure, and despite the avoidable waste of public funds, nobody will be held accountable for the mess. None of those involved in building these roads too would be fazed by the fact that the roads they built cannot stand the test of even one monsoon. Nobody takes pride in the work they do anymore, neither those actually contracted to do the job, nor those who awarded them these contracts, nor those entrusted to certify the compliance of standard of the jobs done. What everyone in the chain would have been interested in would undoubtedly be lining their pockets from the collaborative spinoffs they create from the entire process. In fact, it would not be very wrong to presume that there is a vested interest at work in building these roads not too well so that they are rebuilt practically every year so that the cycle of collaborative looting of public funds is ensured.

This is depressing. But this is also unfortunately what Manipur has become. It has lost all sense of social altruism and those leading the charge are those in power. But the call now must be not of witch hunting. It is not too late to make amends. Let a new work culture be introduced in the state. The effort has to begin with the government. It must first of all strive to introduce some structural changes apart from a stricter monitoring system of its infrastructure construction works. In this regard, it is surprising that in all of its developmental projects, including road construction, the government has not thought of factoring in the cost for maintenance. Nothing lasts forever, however well built, but the government should have known their longevity is directly proportional to the quality of their upkeep. The maintenance does not have to be always major overhauls, but mending little patches of damages so as to prevent them from setting off a progressive and ultimately total atrophy. The road stretch near the Andro Parking and the Uripok Road at the base of the BT Flyover are two loud example of this serious and indeed criminal oversight of the government. What has happened cannot be undone, but we at least hope the government would take note of the matter and do the needful so as to prevent a repeat. But then, we suppose this appeal would probably be as ridiculous as asking compulsive kleptomaniacs not to steal.

Who will protect us from the hands of dirty politicians & filthy militants?

The biggest fear rising in the minds of every single citizen of the state right now is who will protect and ensure safety of the people in Manipur. Almost all the top political leaders who have set itself up as the guardians of the public trust are rotten and corrupt to the core. All self-declared guardians of the state are dishonest or crooked at heart. Who then is to guard the guardians of the state?

We have a grave situation in Manipur in which personal accumulation of wealth have been closely tied to politicians backed by armed groups and vice-versa either through corruption or extortion. And since positions of leadership have been dominated by these individuals, the two vices of corruption and nepotism have become part of the daily vocabulary of many under our political system.

There is a crippling inability on the part of the political leadership to deal with this issue of militancy. Could it be that this inaction stems from the fact that we are expecting action to be taken from the very people that are corrupt? For, power can and does transform good men and women into corrupt and greedy leaders. And the victims of this struggle for spoils have obviously been the people of this state.

Why is our government doing nothing despite claiming of having concrete evidences of the particular militant organization involving in carrying out the recent bomb blast at Sangakpham that killed 5, including that of a father and son duo and 2 little innocent girls aged around 10 years? How can our state leaders just ignore when armed goons enjoy unbridled freedom to carry out brutal attacks on civilians in broad daylight and go scot-free?

ISTV news on 2nd August 2011 carried that, at a news conference held at New Delhi, Home Minister Chidambaram declared that the bomb attack at Sangakpham was done by the NSCN (IM). Why then is the Govt of India unable to take up any action? Or is it GOI`s one dirty strategy to intensify the ethnic clashes between the Nagas and the Meiteis?

Just like the state government, the self-declared guardians did not care to prevent such inhuman and barbaric act of planting bombs at busy market place. How can they just watch silently the half-torn bodies lying on the same soil like a piece of log? How can they just let NSCN (IM) plant a bomb in such public place and stay quiet, if at all the said outfit was behind the blast? Is NSCN (IM) bigger than PLA, RPF, UNLF, PREPAK, KCP, KYKL, and the endless number of factions?

Whether they realize it or not, but NSCN spat on the face of the many revolutionary organizations operating in the heart of Imphal by attacking the public right under their nose. The very statement given by NSCN (IM), “the fact that some groups in Manipur targeting innocent public in order to make their political statement has become a matter of grave concern” is rather a big shame for our meitei revolutionaries.

Refuting the allegations that NSCN was responsible for the blast at Sangakpham, the outfit also slaps the Govt of Manipur saying that the reaction of the Manipur government and its CM, Ibobi is nothing but an act of impropriety and recklessness, considering their irrational opposition to peace and the ongoing political dialogue between the government of India and the NSCN.

Officially or unofficially, NSCN (IM) has been carrying out its terror administration along with setting up offices in all the Naga inhabited districts of Manipur, although the ceasefire is not legitimately extended to the state.

In a press statement published in The Sangai Express, Manipur Naga Revolutionary Front (MNRF) said the AC battalion of NSCN (IM) is at Phunchong in Chandel district, the NP battalion is in Oklong in Tamenglong district, Kishimung battalion is in Grehang village in Ukhrul district and Huthrong Brigade is in Senapati district. Moreover, NSCN (IM) has been openly collecting taxes at Mao Gate in Senapati, Pallel Gate in Chandel district, Litan Gate in Ukhrul district and at Noney in Tamenglong district, MNRF added.

Why then is the Govt of Manipur as well as the Govt of India giving a blind eye and deaf ear to this outfit? Is NSCN (IM) bigger than the state and central government?

The government must not only have those responsible for Sangakham blast victims brought to justice immediately but also deactivate all militants who have become a law unto themselves in Manipur. So long as they are given freedom to act according to their whims, civilians will not be safe. It is high time they are dealt with appropriately. Else, attempts being made to rebuild Manipur are bound to fail. Needless to say development does not take root in a culture of impunity.

We can`t accommodate terrorism. When someone uses the slaughter of innocent people to advance a so-called political cause, at that point the political cause becomes immoral and unjust and they should be eliminated from any serious discussion, any serious debate. Every leader, and every regime, and every movement, and every organization that steps across the line to terrorism must be banished from the discourse of civilized human life.

If the so called sons of the soil really want to build a new Kangleipak, then they should pull up their socks before the public starts protesting against them. They should stop slaughtering innocent people in the name of revolution before the public starts killing them morally. They should stop being the obstacle to the state`s development before the public throws them out of the very state they are fighting for. They hurl bombs and threaten anybody who refuses to pay them money but they can`t stand up and fight the infiltrators. If they can be the first to impose illegal tax and extort money in the name of the state`s welfare, how can they be the last on earth when it comes to protecting their own people?

Try as we should, the question that I want to pose is this: Is there any hope that we will ever root out corruption and terrorism in this new millennium? Does anyone out there in the corridors of power listening to us? Yes, perhaps they are but many of them not hearing!

The real epidemic in our state is poor political leadership, government economic mismanagement, corruption and insurgency. These are the causes of our continuing crisis and not much else. Accepting responsibility for one`s actions and for a system that has gone badly wrong is the starting point on the road to our economic recovery. I see this as the greatest challenge facing today.

And as civic society, we must continue to pile pressure on corrupt leaders so that in the end they do the honorable thing and resign from their positions of power whether they are politicians or self-declared guardians because the latter can be corrupt as well.

However, my faith in Manipur is strengthened by the fact that brave men will stand against any injustice and by my belief that the people of this state will never lack the leaderships of dynamic and dedicated men and women in the future.
