IMPHAL August 13: The proscribed UPPK in a press release by its IPR in charge Khuman Laishramcha states that the charges of the security forces alleging that one N Thoithoi, 36, s/o N Thambal of Bashikhong Khongampat is a cadre of the outfit is baseless. The release states that a combined team of 10 AR and Imphal East commandos arrested one Ningombam Sanjoi alias Dhopa, 32, s/o late Budhi of bashikhong Mamang Leikai on August 8. IMPHAL, August 21: The Autonomous district council, Tamenglong has entreated every individual, organisation and community to exercise maximum restraint towards violence and seek reasonable understanding with one another as the issue of the demand for Sadar hills into full fledged district entails a complex settlement whereby the seriousness of the government has to be questioned.

It reminded the government that as per the memorandum of understanding signed between the government of Manipur with the UNC, ANSAM and other Naga organistions in 1981, 1996 and 1998, the resolutions adopted clearly underlined, the need for forming a cabinet sub-committee which would consult all sections of the people including the representatives of UNC, ANSAM and other Naga Organisations. Henceforth only shall a final decision be taken, it held.

It blamed the government for the impasse for not respecting the succeeding MoUs and that a reasonable conclusion could have been brought about based on the seriousness of the government.

It appealed the government of Manipur to respect the sentiments and right of its people under its own diversity and conclusive dialogues to be initiated, to ensure an early solution.

Further it also appealed the Sadar Hills Districthood demand committee for relaxation of the on-going blockade and to broadmindedly examine the situation in the larger intest of the people of Manipur at large.

IMPHAL August 28: The 69th Battalion of CRPF this evening organized Iftar Party at the Battalion’s compound located at Mantripukhri in Imphal.

The function held on the eve of Ramjan was attended by its commandant U.B. Mishra as the chief guest.

During the function, Mishra handed over a sum of Rs. 16500 and 700 dresses to the poor children of the village of Kasimpur, Jiribam sub division. Some villagers from Kasimpur were present at the function.

The amounts along with the dresses were contributed by the personnel of the 69th Battalion.

IMPHAL Aug 29: The director, all staff and students of Regional Institute of Medical Sciences (RIMS) will launch a sit-in protest on August 30 from 9:30 am to 12:30 pm.

A release of RIMS media advisor stated that the Out Patient Department (OPD) shall remain closed since all the doctors have decided to take part in the protest. However emergency services will be there in the casualty department. The decision was taken in a meeting of the faculties and other officials today afternoon.

This is in protest against the planting of a hand grenade in the OPD by some unknown persons on Saturday. The meeting also condemned the acts of intimidation in a hospital in this manner which could have endangered the lives of the innocent people. Several speakers said that as is done elsewhere in the world hospital should be left alone. Besides RIMS is a medical college catering medical education to students from the country in general and NE region in particular.

Further course of action will be taken during the sit-in protest tomorrow.

Political pundits from Plato and Kautilya to the modern-day gurus say: politics sans principle and morality is self-destructive.

In a democracy people are sovereign. They elect their representatives to take charge of the affairs of the State and govern themselves.

A recent statement issued jointly by New Delhi’s interlocutor and the General Secretary of the NSCN (IM) at Delhi appeared to have questioned this basic tenet of democracy. The joint statement stated that “while the differences between the two parties have narrowed, some of the proposals would require further negotiations to reach a mutually acceptable solution”. The communiqué seems to sound out the dump SPF government and the people regarding their “mutually acceptable solution”.

Although the prospect of finding a solution to the decades-old issue of Naga insurgency is welcome, a sense of doubt and suspicion in the minds of the public – and not without reason – is created by the secretive nature of the talk between the two parties. It was suspected that the Government of India and the NSCN(IM) had put Manipur on the table, although India government had from time to time reassured that they would not do anything against Manipur. Fact is, the Indian government has no moral right and authority to confer with any party or people in any manner that may affect Manipur without the approval and participation of the Manipur Government. This in the best tradition of democracy, is the rule of the game.

As the wise Gurus said, the government of India cannot practice diplomacy and play game without political morality; but only at its own peril. It is a different matter if the GOI requires a long diplomatic rope and hopefully the Lakshman Rekha be not crossed. However the telltale signs tell something unholy which is never a good presage.

The talk it is reported, have entered the final phase and arrived at a crucial stage – the logistics seen of NSCN (IM) and company may be an indicator to it. But one wonders the position and preparedness of the Ibobi government, except for its love of pushing the panic button occasionally whenever it believes Manipur is under threat – according to its myopic vision and strategy – from NSCN(IM) and company.

However after nearly a decade of firm rule by the O. Ibobi Singh government, Manipur seems rather dangerously uncontrollable. Its chief minister is protected 24×7 by hi-tech multi-security-rings of Special Forces from great dangers. The chief minister says even the ADCs (Autonomous District Councils) are threatened and therefore they have to be sheltered in Imphal under tight security away from the Districts’ H.Qs.

Truly, many things in Manipur – man, land, ADCs, and so on have become endangered species in spite of an indomitable leader ruling, since the last decade. We are engulfed with a sense of loss and the situation is made more and more funny too, by the development shenanigans of the government – a clever ploy of the SPF leadership to distract attention from its wrongdoings.

However, according to some development economists O. Ibobi’s government excels the record of all previous governments. The experts it seems, have identified development of Manipur with the multi-million rupees never-completing-projects funded by the Centre for this unlucky state. Interestingly this opinion of the experts is contradicted by none other than the former chief minister, Mr. Rishang Keishing, the towering Congress leader, who had said that despite the huge Central funding “we do not see any development as the funds meant for development works are being misused”.

One may remember the basic indicators of development are the measure of consumption of energy or electricity, water supply and services in roads and transport, health sector and education, etc. But sadly a cursory look at these indicators show dismal performance in most fronts despite the huge funds pumped in. The claim of achievement by the Ibobi’s government is ridiculously illiterate.

Looking at the achievements and its service records, one honestly feels that the O. Ibobi government’s understanding of governance despite it’s nearly decade’s rule seems rather unbelievably limited. Unfortunately its unimaginative and unlettered rule has caused deep communal divide for which the NSCN (IM) and company should be very thankful to Mr. O. Ibobi Singh and his men. This I believe is the greatest achievement of the SPF government.

Nevertheless every player in the game must remember that Manipur is home to no less than three dozen indigenous groups of people living intertwined in all areas of the hills and the valley. And it is in the best interests of each one of us not to raise the bogey of exclusive land rights or somebody’s ancestral land, etc. because no one would agree to it. And it would be futile to attempt to rewrite the history of this ancient land.

And it should also be in the wisdom of government of Manipur to restrain the Centre from doing anything inimical to this symbiotic relationship between the indigenous peoples in this part of the earth.

But one wonders how the O. Ibobi Singh government would deal with the GOI and the NSCN(IM)!

IMPHAL, Sept 11: AIM defeated MPSC by 3-2 while SSU and TRUGPU were tied in goalless draw in today’s matches of 6th Manipur State League Football Tournament held at Khuman Lampak Main Stadium.

In the first between AIM and MPSC, O Pitter, S Arunjit and S Herojit scored one goal each for AIM while Ksh Kanta and Henry scored the two goals of MPSC.

Suresh Rai and L Chandramani of AIM and K Premkumar of MPSC were booked yellow cards.

In the second ground between SSU and TRUGPU, the solitary goal of SSU was scored by Md Sahidur Rehman while N Dhananjoy scored for TRUGPU.

Kh Naoba of SSU and Kh Jolly of TRUGPU were booked yellow cards during the match.

IMPHAL, Sept 14: An official meeting of  the Strategic and Operation Group (SOG) constituted under the chairmanship of state chief secretary, DS Poonia has been summoned on September 17 at 11 am at his official chamber to discuss the security strategies to be taken up to counter the ongoing economic blockades along the National Highways imposed by Sadar Hills Districthood Demand Committee and UNC against the Sadar Hill districthood damand and upcoming agitations by Jiribam Districthood Demand Committee.

The proposed SOG meeting will be attended by the GOC, 57 Mt Div, IGAR (South), IGP CRPF (Manipur & Nagaland Sector), DIG, BSF (Manipur & Nagaland Sector), and Additional DGP (Intelligence) LM Khoute, IGP (L/O) Zone I, II, and Zone III and joint director SIB .

The meeting will discuss on effective security strategies to combat disturbances that have been created in the state due to the economic blockade along the national highways, the official source added.

It is forty three days now since Manipur has been under another siege, yet the any substantive action on the part of the state government is conspicuous by their absence. There are certain matters of the law and its breach that cannot at any cost be allowed to go out of the hands of the government, and ensuring the highways are free of all barriers, manmade as well as those caused by natural disasters. This is even more so for landlocked regions. If a similar blockade was happening at the international level, it would have been clearly interpreted as an act of war. Yet the government continues to drag its feet on tackling the issue. If the state government is unable to handle it, the option of Article 356 of the constitution must have to be resorted to, and a brief spell of Central rule brought in. Even in the face of a complete administrative breakdown, if the Central government continues to turn a blind eye just because this is a state under the Congress and thus a feather in the cap of the Ruling party at the Centre, the blame for all the misery heaped on the ordinary people must be shared by it in equal measures. To break this prolonged impasse what is called for now is decisive action by the authorities, both in the state as well as the Centre.

What the government must also be cautious of is that it could come to a stage when the people by and large begin to take the matter into their own hands. So far, thankfully, there have been very little signs of public unrest. Hopefully this does not happen, but when the ground has been made dry as cinders, a little spark can cause infernos. A few days ago, there were rumours that two truck drivers were brutally killed on the highways causing deep concerns of dormant communal animus being shaken awake. The rumours were proven false and the matter put to rest quickly, thanks to the police which was prompt in ascertaining the truth of the matter. But the incident should have alerted the government of the dangers. In the face of the extreme difficulties, people would be touchy and ready to believe trouble mongers and alarmists, and this can have grave consequences. It is however praiseworthy that the people of the state have shown exemplary maturity every time they collectively came to be under stressful spells like the current one. In the past, be it violent strikes in the valley that crippled life in the entire state for weeks or blockades of the state’s lifelines in the hills, angry and annoyed as they all were, they never allowed a total degeneration of communal sanity to give way to mayhem and chaos.

This however does not mean the government should take things for granted. Every day is a new day and there is no saying public response to similar situations will always remain the same. A few days ago the government issued warnings that it would file FIRs against the leaders of the agitation for the creation of a separate SADAR Hills district on the ground of their call for an armed struggle to have the government concede to their demand. However past experience would have informed everybody, including those on whom the charges have been slapped, that this is just another gimmick and one which will not be executed in earnest. There are also some PIL’s coming up at the High Court not on the issue of the district demand, but on the agitation’s fallout of strangulating the state. There can be no argument that the court would strictly adhere to how the law defines the matter and disregard the politics behind it. In all likelihood, the blockade leaders would be summoned to appear before the court to explain their action, which it is again predictable, would not be honoured by the latter. The state government then would be directed to do the needful, and accordingly the police would issue arrest warrants against the named persons. The latter would go into hiding, and long after the issue has been settled the court orders would remain unrevoked but forgotten by everybody. The script has been replayed so many times before and the repetitive cycle has transported the situation to the realm of the absurd. When will the law of the state ever come to be in the full grip of the government? With those in the government continuing to be the first to breach the law, literally and in spirit, thus surrendering their moral authority to rule, this is unlikely to be in the near future. Pertinently, when will the different communities in the state ever come to see things rationally and not always through lenses jaundiced by narrow communal and ethnic considerations? The real hope for the state must come from them, our leaders having abdicated every public responsibility they were entrusted with.

A release of CCM stated that the government fails to tackle the issue and as a result of such negligence the people of the state are suffering extremely. The price list framed by the state government is also without the approval of the consumers’ club.

The Consumers’ Club further appealed to the people to take cash memo and receipts while purchasing the essential commodities.
