It is forty three days now since Manipur has been under another siege, yet the any substantive action on the part of the state government is conspicuous by their absence. There are certain matters of the law and its breach that cannot at any cost be allowed to go out of the hands of the government, and ensuring the highways are free of all barriers, manmade as well as those caused by natural disasters. This is even more so for landlocked regions. If a similar blockade was happening at the international level, it would have been clearly interpreted as an act of war. Yet the government continues to drag its feet on tackling the issue. If the state government is unable to handle it, the option of Article 356 of the constitution must have to be resorted to, and a brief spell of Central rule brought in. Even in the face of a complete administrative breakdown, if the Central government continues to turn a blind eye just because this is a state under the Congress and thus a feather in the cap of the Ruling party at the Centre, the blame for all the misery heaped on the ordinary people must be shared by it in equal measures. To break this prolonged impasse what is called for now is decisive action by the authorities, both in the state as well as the Centre.

What the government must also be cautious of is that it could come to a stage when the people by and large begin to take the matter into their own hands. So far, thankfully, there have been very little signs of public unrest. Hopefully this does not happen, but when the ground has been made dry as cinders, a little spark can cause infernos. A few days ago, there were rumours that two truck drivers were brutally killed on the highways causing deep concerns of dormant communal animus being shaken awake. The rumours were proven false and the matter put to rest quickly, thanks to the police which was prompt in ascertaining the truth of the matter. But the incident should have alerted the government of the dangers. In the face of the extreme difficulties, people would be touchy and ready to believe trouble mongers and alarmists, and this can have grave consequences. It is however praiseworthy that the people of the state have shown exemplary maturity every time they collectively came to be under stressful spells like the current one. In the past, be it violent strikes in the valley that crippled life in the entire state for weeks or blockades of the state’s lifelines in the hills, angry and annoyed as they all were, they never allowed a total degeneration of communal sanity to give way to mayhem and chaos.

This however does not mean the government should take things for granted. Every day is a new day and there is no saying public response to similar situations will always remain the same. A few days ago the government issued warnings that it would file FIRs against the leaders of the agitation for the creation of a separate SADAR Hills district on the ground of their call for an armed struggle to have the government concede to their demand. However past experience would have informed everybody, including those on whom the charges have been slapped, that this is just another gimmick and one which will not be executed in earnest. There are also some PIL’s coming up at the High Court not on the issue of the district demand, but on the agitation’s fallout of strangulating the state. There can be no argument that the court would strictly adhere to how the law defines the matter and disregard the politics behind it. In all likelihood, the blockade leaders would be summoned to appear before the court to explain their action, which it is again predictable, would not be honoured by the latter. The state government then would be directed to do the needful, and accordingly the police would issue arrest warrants against the named persons. The latter would go into hiding, and long after the issue has been settled the court orders would remain unrevoked but forgotten by everybody. The script has been replayed so many times before and the repetitive cycle has transported the situation to the realm of the absurd. When will the law of the state ever come to be in the full grip of the government? With those in the government continuing to be the first to breach the law, literally and in spirit, thus surrendering their moral authority to rule, this is unlikely to be in the near future. Pertinently, when will the different communities in the state ever come to see things rationally and not always through lenses jaundiced by narrow communal and ethnic considerations? The real hope for the state must come from them, our leaders having abdicated every public responsibility they were entrusted with.

IMPHAL, Sept 21: Consumers’ Club Manipur has lambasted the state government for abnormal price hike of essential commodities in the aftermath of economic blockade imposed on the national highways.

A release of CCM stated that the government fails to tackle the issue and as a result of such negligence the people of the state are suffering extremely. The price list framed by the state government is also without the approval of the consumers’ club.

The Consumers’ Club further appealed to the people to take cash memo and receipts while purchasing the essential commodities.

Probable questions arising in the circumstances that; perhaps the license could be issued to a matured person whose capacity of service to the society is accountable to issue a gun, indeed his own safeguard is necessary indeed to issue a license to hold a short barrel gun would not cover the required conditions to the son of Shri Biren Singh the Honourable Minister.

That, to kill a person with enmity also does not cover the conditions to issue a license to hold a short barrel gun, does not interpret a license to kill. This is the society where we are suffering or will be suffering due to unexplained prologue of the text of the apostle of legal construe is always governed by the unlearned guardians.

Therefore, if comes to the conclusion that :
1. Killing does not licensed but licensed does issued to hold a gun
2. The killing of 20-03-2011 was purely cold blood murder. It was not a defensive.
3. The Killer has the strength of five whereas, the killed was not found holding any lethal weapon and the killer has the gun, in his name. If the legality is exist in the state the boy should not have the license, but the license and gun might belong to a responsible person. Even the utmost necessity of the gun might consider with the responsibility of the person to whom a license being issued.
4. That, even been issued the license of a gun to an immature, irresponsible person what course of action been taken up by the existing Govt.

Because, the killer is the son of an honourable Minister whose responsibility is clearly visible to be fit to come down from the chair of the responsible post on moral ground. Hence the Honourable Chief Minister might have asked the Honourable Miniter for resignation on moral ground if the Honourable Chief Minister was sitting on the opposition bench. BuJ: today he is trying to subdue the circumstances by imposing 144 CRPC in the Imphal East Dist. Because he does not want to bring the situation exposed to turmoil.

Thus, Rajeev`s epistle is imitating by the word DEKHRAHA HUNG but DHEKNA HAIN has two senses of SEEING OR LOOKING, though we found looking more than seeing the matter for action in the circumstances. Of such enormity and torturous blows to the innocent people of Manipur the existing Govt. is showing more dictatorship instead of showing sorryness and effort to solve the problems.

Manipur is the smallest states of the country though highest rate of killing spree in the name of the armed revolutions. Many are killing and innumerable have been killed and in turn the state forces are hunting and killing as licensed to kill. There is no human right in the state; there is no power to consider about right and wrong. I shall beat you, I shall kill you is the language of the youths of the state. Quarreling spirit is exist in the society not only in ignorant the same fighting spree is adorned in the police force also. The meaning of police is now invisible in Manipur. The duty of a police is to pacify the situation of a particular location, police should not create another problem in the society.

And above all the democrats are more unconscious, rather selfish and irresponsible. As and when the state is in trouble the democrats in the state kept silent of the same opposition leaders shouted in the public. The ruling leaders are on waiting of the opinion of the Chief Minister. Thus ethics of the democrats so called leaders of the state and of the nation are found to be down graded and pulling down.

Therefore, the duties and responsibilities of a leader is the carrier of the personality. Ethics is real appearance of the leader to the public. Therefore, this time in Manipur the people demands morality of the leaders, ethics of the leadership and presentation of leaders since the state is in trouble due to inhuman hunting of the young boy Mr. Rozer.

Taste of life. Is not it a wonderful thing? There have been thousands of enquiries on it. As a fall out of this enquiries there are again myriad of interpretations. Each interpretation has got different stances, some totally different and some crisscrossing each other. As a matter of fact, we are not in a better position to dwell into it. But on one aspect we can dwell on it with elan. For that one does not need to turn the pages of the book of wisdom. That we human are endowed with senses which are amazingly different from other living species. Each of the senses interrelates with each other. Among all the senses what has been a fixation for all our Leipung member is the sense of taste. We would agree that animals have also got the sense of taste. Just look at our pet dogs. You can see their change of preference the immediate following day after having a nice meal of chicken. The sad part is that they cannot prepare their own food. They have to eat whatever we offer to them. Well for us, we know the fine art of food production. We grow them or rear them for our consumption. We follow certain rules of permutation and combination. A slight alteration in the amount of the selected ingredient would directly affect in the taste. There are curriculum and institution which impart the knowledge of food preparation. Call it by any other name; we at the Leipung are least interested in that kind of learning. We excelled in eating anything that is eatable. We have no hesitation in declaring what is haowi or haote after any mouthful sessions. That is our forte, we should say.

THOSE SESSIONS: to be honest, we have been a regular visitor to the food festivals. This festival has become a regular feature every year. It got instant recognition from the sarkar and its department concern. They were invited to be part of the Sangai Festival which is held to promote tourism industry in the state. As expected, in each of the festival held so far, the food court has been a major attraction. We would like to give full credit to the group of young innovative people who came out with the idea; the idea to hold food festival. It has not even been half a decade that they first came out with their idea. Before their idea was actualized, they took out a survey to different part of the state. They went to places like Ukhrul, Chandel and Senapati etc. to mobilize our friends from the hill. We could see their presence in quite a good number from the first festival itself. They visited different parts of the valley as well, places like Sekmai, Andro, Phayeng, Moirang and Nambol etc. Each one of the places has got verities of food and beverage which are unique in taste. Remembering all those cuisines we are already carried away to those ahaoba days. Have you tasted: Ngamu sanggom, a variety of fish found in Barak River `“ a special cuisine of the Liangmei community, Changalme from Churachandpur, Utongchaak and sandang from Chandel , Oksha makhong special of Paomei community, Ukhrul`™s Eroi athongba special, Manungshaa ayaiba from Andro, Chahao tan of Waikhong, Mangra heingaan of Wabagai ,Cheng bora of Kakching, Chawai singju of Awang Sekmai? `¦well the list is endless and mouth watering. After having a glance at these items and if you do not feel anything in your mouth, please stop reading. Go see a physician at once. Some of our members opined that people come to this festival with a different look. Whenever there is a mela or anything of that kind, they come with the a priori notion that they are going to negotiate a heavy price for anything they buy. So you can notice a skewed look in many of the visitors. Whereas in food festivals, people turn up with a `ready to nourish`™ and `ready to eat`™ face, therefore a warm face `“ as warm as and as enjoyable as Maroi ga bori ga thongba of an Ushob.

FUTURE SESSION: has got more things in store. We can well assert that these cuisines we enjoy today are gift from our forefathers. They must have gone through an uneasy `fooding journey`™ in order to be able to come out with all kinds of dishes. Some of them must have gone through hardships like food poisoning in their attempt of innovating new Chinjak. Some of them must have even sacrificed their lives for a better and tastier food. We salute to those unsung heroes. We can be proud of the varieties which are available today. We have been told that it is the gift of the civilization. Every civilization has unique stories with unique food. For a tiny population and the kind of dishes we have, we can be certainly proud of it, without being jingoistic enough. We have heard and seen, as they are beam directly through the satellite television, the kind of food that has gone global. Chinese food is already everywhere. So are foods from other countries. In simple term, their foods are an inseparable menu in the hotels and restaurants of good standards. Our friends who have tasted Thai cuisines in five star hotels have claimed that those cuisines are not that finer from our Kangsoi. If that is the case, it is time that we give a thought on how to promote our own cuisines. The coming venture of the innovative youth brings some promises. We are told that the regular food festival which was held at the state level is expanding. They are now ready to go global. They have invited countries like China, Thailand, Korea and Vietnam to take in the food festival. And their acknowledgement of participation has been already made known to the organizers. We hope it would be a new beginning, an opportunity to learn from these countries of how their foods are being packaged and stylized to reach the global standards. We at the Leipung are already prepared to overwork our mouth, this April. How about you?

FOOTNOTE: this time around, we have seen events where mobs go on riot. They destroy houses, to the extent of burning down and even killing the people supposedly involve in the crime. Leipung Ningthou calls it, `khaambi mei gi ngaoramchat wayel`.

IMPHAL April 10: Amidst the erratic power supply in the state, the electricity department also fail to properly regulate the power supply. Last night at around 10.30 pm, a sudden electrical surge hit Imphal East area.

It was reported that residents of New Checkon and adjoining areas saw the surge blow out bulbs and fuse up electronic gadgets. IFP was affected as 2 computers and a modem were rendered useless at the height of news room work by the overvoltage. The completed work stored on the computers was lost and work had to begin anew. Beside disconnecting power lines of defaulting customers and collecting outstanding bills, the electricity department needs to check, regulate and monitor the power transmission so similar surges or spikes which can occur due to power grid switching can be prevented in future.

IMPHAL, April 19: Two Chinese hand grenades were found inside the compound of the residence Dr Khasim Ruivah, MLA, Chingai Assembly Constituency at Nagaram , Imphal under, Lamphel Police station in Imphal West district this morning around 7.30 am.
According to reliable source the abandoned hand grenades were recovered from inside the residential compound this morning by the personnel of MR escorts provided to him this morning but failed to explain how the grenades were abandoned or lobbed by those unidentified miscreants this early morning into the residential compound of the MLA Dr Khasim Ruivah.
On the other hand on recovery of the said two hand grenade, the family members have informed to Lamphel police and the a team Lamphel Police led by the OC and a team of Manipur police Bomb experts arrived at the spot and picked up the two Chinese hand grenades and disposed later at a outskirt areas of Lamphelpat this morning around 11 am safely.
In the meantime, MLA, Dr Khasim Ruivah was reportedly out of station from his house from Nagaram by the time the two hand grenades were recovered this morning, besides, according to the family source behind the attack was yet to be ascertained as non of the militant groups have given warning or threats to the MLA till today.
In the meantime, in this connection, Lamphel police has registered a case today.

IMPHAL, April 22: RTC beat KSLYC in strait set 3-0 in the first quarter final of the 1st junior state level volleyball tournament being held at New Market, Awang Sekmai.
RTC won the match with the points – 25-14, 25-15, 25-18.
In the second quarter final MPSC defeated KSLYC by 3-1 (25-20, 26-28, 25-18, 25-14) while in the third quarter final NYVA beat HAWA by 3-0 (25-18, 25-20, 25-23).
In the last quarter final played today at the same venue MYDC defeated LTSA by 3-0 (25-13, 25-16. 25-10).
In the first semi final, RTC will clash with NYVA while MPSC play MYDC in the second semi final on April 30.

IMPHAL April 23: The Nokia Yaoshang Rock show sponsored by Nokia will be held at the NCC ground, DM campus from 3 pm onwards on April 24.
Rk Sanjoy, director of Nokia, Manipur in a press meet held at Hotel Nirmala told mediapersons that the event is held to promote rock music among the youths of the state.
The concert which is to be held in association with the Yaosang festival but due to the high school exams, it had to be postponed.

IMPHAL, April 24: A combined force comprising of the Imphal west district police commandos and 28 Assam Rifles has claimed to have arrested at least four cadres of the proscribed PREPAK GS faction from different counter insurgency operations on April 23.
According to a statement issued by the SP Imphal West district Police, the combined forces led by Major Dipankas Basu following credible information launched a counter insurgency operation at around 5 am in the morning yesterday and arrested two cadres of the oufit from Imphal river bank of Samurou Bazaar namely.
The release has identified the arrested individuals as one Sarungbam Thoiba alias Ingocha, 27, s/o S. Shamu of Chajing Karam Mayai Leikai and Haowaibam Somendro Singh, 46, s/o (L) Uriba of Lilong Chajing Karam Mamang Leikai.
It said they joined the outfit through one s/s sgt Binoy alias Tony alias Ahendha of PREPAK and worked under one s/s commander of Imphal West district, Thoi.
Meanwhile in a follow up action another two cadres of the outfit were arrested by the combined force on the same day, said the statement.
They cadres were arrested from the house of one Urikhingbam Chaoba of Chajing Karam Mamang Leikai at about 8:30 in the morning.
The individuals have been identified as one Urikhingbam Chaoba Singh, 47, s/o (L) U. Manihar Singh of Chajing Karam Mamang Leikai and Alungshi Binoy alias Tony, 27, s/o A. Romeo of Irong village Yairipok.
The were assigned to extort money from general public, govt officials laying of ambush and planting of bomb at Lilong area in connection with the visit of VIP’s and security forces on Khongjom day.
One hand grenade with two detonators was seized from the possession of Alungshi Binoy alias Tony, it said.
In yet another incident, troops of 10 Assam Rifles at Kangchup under Logtak Brigade of Red Shield Division apprehended s/s area commander of KNF(P) Haoseh Kipgen, 40, s/o Late Thangkholam and resident of Kangchup Chingkhong, Senapati dist in a joint operation with Imphal West Police Commandos  from the market of Kangchup Chingkhong village.
Accordin to an official release the individual is suspected to be involved in kidnapping of one Karimuddin, 40, r/o Urok Khuman, Thoubal District working at a road construction site between Kangchup and Ireng for a civil contractor of Imphal East.   He had demanded  Rs 50 lakhs as extortion money from the contractor. The apprehendee was handed over to Lamsang Police station, the release added.
Meanwhile, the 10 DOGRA Regiment of 59 Mountain Brigade under Red Shield Division apprehended one UG cadre of Zeliangrong Revolutionary Army (ZRA) on April 23 during a search operation in Harouthil village.
According to a release the arrested cadre was identified as Setsi of ZRA who is a resident of Harouthil village. The individual was involved in masterminding extortion and other illegal activities in the past.
One 7.65 mm pistol, one magazine and two rounds of ammunition were also recovered from the cadre. The apprehended cadre alongwith the recovered items were handed over to the Imphal West police station, it added.

IMPHAL, April 28: SAIRC(A) emerged champion in the boys section of 14th sub-junior state Sepak Takraw championship held at YAWA ground, Singjamei.
In the boys regu final played today, SAIRC(A) defeated SWC(A) by 2-0 (21-11, 24-22).
In the girls regu final, SWC beat LKYDA by 2-0 (21-9, 21-17).
M Rishikanta of SAIRC(A) was declared best player of the championship while E Leimatombi of SWC Hiyanglam was awarded best player in the girls section.

IMPHAL, April 29: UMO held SIRTI to a goalless draw while LUKSA held FVMA, 1-1 in today`™s matches of the 13th Challenge Cup veteran football tournament being held at Mapal Kangjeibung.

The first match played between UMO and SIRTI was a keenly contested one but could not found the net by either team. Both the teams tried their level best to score but failed to put any goal.

In the second match, LD Rongsolien scored for LUKSA while B Sanahal scored for FVWA.

IMPHAL, April 30: A notice sent out by the Government of Manipur, Office of the Collector, Land Acquisition, Imphal East District, has notified that all pattadars/interested parties and the general public that the land which has been marked out at village no.2, Chandrapur, Imphal East for public purpose i.e. acquisition for construction of Inter-State Bus Terminal (ISBT) had been acquired by the State Govt.

It also states that the order/award for payment of compensation of land has also been announced by the collector, land acquisition, Imphal East district and since acquisition proceedings have been completed and award for payment of compensation has been announced, the land has been taken over by the collector, Imphal East district under Section 16 of the Land Acquisition Act, 1894.

IMPHAL, May 2: The corpse of Salam Sanjoy, 18, s/o Kamini Singh of Moirang Hanuba Leirak who allegedly died in the custody of the 12 MLI on April 29 was claimed for funeral rites by his family members today.

It may be mentioned that, Sanjoy a former cadre of the proscribed KYKL who later defected to KYKL (MDF) died at the MLI outpost located at Patsoi part 4 and the army had claimed that he died of a drug overdose, the JAC instituted in the regard has resolved that until the CBI has inquired into the incident and to punish the culprits involved in the alleged custodial death, the corpse of Salam Sanjoy will not be taken back. Reports are still not had on what grounds the understanding between the JAC and the government has been reached.
