IMPHAL, Aug 3: The Joint Administrative Council (JAC) of All Manipur Trade Union Council (AMTUC) and All Manipur Government Employees Organization (AMGEO) has welcomed Chief Minister Okram Ibobi’s assurance of fulfilling the demands of the state employees by August 10.

A release of the JAC stated that the state employees are overwhelmed by the announcement and they are hopeful that the Chief Minister will put his valuable words into action.

The JAC also urged the state government for regularization of ad-hoc, casual and muster roll employees along with formulation of proper service rules for the home guard personnel of the state. The authorities concerned should also reopen the die-in-harness scheme which has been banned for quite a long time, it added.

Trafficking of women and children has become very common and is a fast growing criminal activity in the world, the same as arms and drugs trafficking. Nowadays, human trafficking is a global problem including India. It is the right time to take it seriously by involving everyone including government and nongovernmental organizations to prevent and stop women and child-trafficking.

Human trafficking can mean the recruitment, transportation, transfer of persons through the use of force or other forms of coercion, abduction, fraud, deception or taking advantage of a person`s vulnerability. Payment of money or other benefits for getting the consent of a person who has a control over another person for the purpose of exploitation. This exploitation include at a minimum, prostitution or other forms of sexual exploitation, forced labour, slavery or practices similar to slavery, servitude or removal of organs.

As per a report from the United States of America, between 600,000 (six lakhs) to 800,000 (eight lakhs) men, women and children are trafficked across international borders each year. According to United Nations Organisation (UNO) and International Labour Organisation (ILO), more than one million children alone are trafficked annually and including men, women and children more than two million people are trafficked every year.

The ILO estimates that such kind of trafficking raises profits of $32 billion (thirty two billion US dollar) a year. It further estimates that $ 32 billion (Thirty two billion US dollar) per year is made from sexual exploitation of women and children. In India too a large number of children are trafficked not only for sex trade but also for non-sex exploitations, which include servitude of various kinds such as domestic labour, industrial labour and agricultural labour. Sixty percent of the victims of trafficked children are below 18 (eighteen) years of age.

According to National Human Rights Commission report, the number of women and children trafficked for sex work in India is stated to be between seven lakhs to one million. The said people are between fifteen to twenty years of age. According to a rough estimate made by a Non-Governmental Organisation (NGO) called End Children`s Prostitution in Asian Tourism, there are around two million prostitutes in India out of which twenty percent are minors. A study conducted in the year 1992 estimates that about twenty thousand girls are being transported from one part of the country to any other country.

Lastly but not the least, the following are the answers to the questions who are involved in women and children trafficking and what are to be done to stop the trafficking crime. According to many noted speakers at the seminars on women and children trafficking, people from all sections such as politicians, government employees, NGOs, businessmen and simple villagers are involved in this trafficking. At a seminar, one expert Christian speaker reported that even some Christian pastors who are theologians are involved in this trafficking business. As mentioned above, this trafficking of women and children are carried on by means of deception, persuasion, bribery and force. The traffickers deceived even the parents of women and children by saying that they would be provided with job and free education. The members present at the seminar resolved that awareness campaigns have to be launched in every local clubs, village authorities, Christian churches for better understanding of the problem and to stop handing over of their children to any person freely and easily. Two recent events have caught the attention of social analysts in the land of the jewels (people say, but we are yet to see any crown of jewels). One is the bomb blast at Sangakpham where two young school-girls were killed among others. Another is the damages being suffered in the wake of the demand for another district in Manipur. While these two events need to be carefully analysed, we need to be aware of a social feature of the last two decades in Manipur, i.e., the increasing  fractionalisation of the society along ethnic lines in an otherwise a society traditionally rich in the social capital of personal networks.

The Sangakpham Incident: In private as well as public domains, people have characterised this blast as an act of terrorism. I am afraid that the perpetrators might not be fully convinced by this charge of terrorism on them, and instead might be under the false ego of having caused damages to score their points. So we need an understanding of what terrorism is and the components of a terrorist attack are. While doing so, I make the assumption that the perpetrators do read and understand the reactions of the people on their “acts of valour”. 

In order to save labour and time, I would rather quote Sandler and Enders (2008) to define terrorism: “Terrorism is the premeditated use or threat of use of violence by individuals or sub national groups to obtain a political or social objective through the intimidation of a large audience, beyond that of the immediate victim. Although the motives of terrorists may differ, their actions follow a standard pattern, with terrorist incidents assuming a variety of forms: airplane hijackings, kidnappings, assassinations, threats, bombings, and suicide attacks. Terrorist attacks are intended to apply sufficient pressures on a government so that it grants political concessions. If a besieged government views the anticipated costs of future terrorist actions as greater than the costs of conceding to terrorist demands, then the government will grant some accommodation. Thus, a rational terrorist organization can, in principle, achieve some of its goals more quickly if it is able to augment the consequences of its campaign. These consequences can assume many forms, including casualties, destroyed buildings, a heightened anxiety level, and myriad economic costs.” 

The general characteristics usually accompanying a terrorist act are (i) use of violence to make a point; (ii) selection of targets with maximum propaganda value through unprovoked attacks; (iii) selecting hardened targets and sudden attacks in order to rule out pre-emptive measures and counter moves; (iv) disrespecting age and sex while attacking, i.e., having no qualms in making children and women victims of the attacks; and (v) allegiance to the self or group members only.

Given this understanding of terrorism and terrorist attack, we can now indulge in an evaluation of the Sangakpham blast. First, we must say that the perpetrators need a lesson or two in Basic Economics. The act would have been true to their logic of action if there were any chances of causing a heavy casualty to the properties of the state or general population and in the process hasten the realisation of their objectives with less cost of time and money. But by any stretch of imagination, no group is going to move forward towards achieving its goals by the type and timing of Sangapkpham incidents. We must emphasise that the fundamental rationale for a terrorist blast is to score a point in their favour, irrespective of whether the cause is positive or negative, but the Sangakpham incident involved only costs on either side. The perpetrators have incurred the cost of the bombs and the exercise to plant them and the good will of the people. The victims too have lost their lives and property without yielding any benefit to the perpetrators. It is time the perpetrators know their Economics well.

Once again, let us try to evaluate the incident from the angle of characteristics any terrorist attack should possess. Here too, we must say that, except the disregard for women and children while attacking, the Sangakpham incident violates all the features mentioned above. Even more, the attack does not even satisfy the South East Asian tradition of insurgents where they have shown proficiency in selecting targets. The perpetrators of the Sangapkpham incident should understand their own acts.

One to Nine and More?:  Manipur was once a single district territory, but it now has nine. Recently the demands for more are becoming very vocal and furious, and the very administration seems to have added fuel to the fire. The time is now for us to determine as to whether the failure is in terms of lack of a separate district or lack of effective governance able to deliver development. Time is now for us to evaluate as to what we have achieved by having nine districts which would have been inconceivable with less number of divisions. We should also decide and identify if there is any which would be unachievable in the absence of a separate district. Well, we are for decentralisation but we must also realise that there is a limit to it as well. In other words, the costs of decentralisation should not be allowed to overrun the benefits of it.

Fractionalisation: What is of utmost concern to us is the element of heightening fractionalisation along ethnic lines salient in both the Sangakpham blast (act and after) and the demands for separate districts. Well this is not a trend where the administration can remain a silent and non-thinking spectator.

In Fine: We can say for sure that the Sangakpham attack was a very bad one even by the standards of the perpetrators themselves; it was bad, stupid and poor terrorism. But the time is now for the governance of the land to rise to the occasion. This is because, given the spate of recent political developments, such attacks are likely to rise. Besides, the administration should now be fully alive to the fractionalisation challenges confronting the State and come forth with an implementable plan of action.

IMPHAL, August 7: Troops of the  30 AR   of 9 Sector under HQ IGAR(S)  saved  the life of a civilian  namely Ayup Husain, 44, resident of village – Khurai Heikhrumakhong, Imphal east, informed a statement issued by the PRO IGAR (S). 

The individual was bitten by a venomous snake on August 7 and was evacuated to MI Room, 30 Assam Rifles, Mantripukhri and given first aid.  The individual is in stable condition and kept under observation

The speedy action of medication and resuscitation by the medical team of 30 Assam Rifles played a major role in saving the life of the victim. The individual was given medication and his family members were much obliged to the unit to have retrieved a situation which could have proved fatal, further maintained the release.

The banner signboards at the entrances of the Kangla announcing the name “Kangla” to onlookers and visitors are too cheap, if not ridiculous: as if anybody would mistake the citadel of the erstwhile kingdom of Manipur for anything else. Today no doubt it is an archival complex with immense historical and cultural significance and no longer a living monument where daily businesses of governance of war and peace are conducted, but this does not mean it must be robbed of its dignity. Leaders of the state as well as bureaucrats would have seen how things are done in historical sites all over the country and the world. None of them do it the way it is done at the Kangla. Imagine the Taj Mahal, Qutabh Minar, Red Fort, Humayan Tomb etc with similar signboard across their gate, as if these were some popular circus grounds. Normally a granite plaque with a brief history of the monument is erected in a neat and well kempt corner of the entrance areas so that visitors can read and get the basic information of what they are about to witness or are witnessing. We wonder how the difference in the aura and dignity in the manner these other monuments are announced to visitors and the way it is done to the Kangla is not noticed by our leaders, especially those in charge of the upkeep of the complex. It is not too late yet, let the government remove those ugly banners and do it the way the rest of the civilised world do it at the soonest.

We also wonder whatever has happened to the drive for restoring the Kangla. The government has been going about on a demolition spree everywhere in the city, but is still not able shift (after suitable compensation of course), a few families living inside the complex, who were once the temple keepers while the Assam Rifles was occupying the complex. It may be recalled troops moved out and the Kangla handed over the people by the Prime Minsiter, Manmohan Singh in 2004 following widespread street agitation against the Assam Rifles in the wake of the alleged rape and custodial murder of a young woman, Thangjam Manorama. It may also be recalled that much earlier the Kangla came to be garrisoned after the British defeated and took over the Manipur kingdom in 1891, and much of the symbols of the state, in particular the two Kangla Sha the mythical beasts which have since become the state emblem, at the entrance of the Darbar Hall were destroyed. After the British left, the troops stayed on. The two Kangla Sha have been restored since along with some other historical structures within the complex. It must however be said the restoration work, while commendable at places, at others are at best kitschy. For evidence, take a look at the gate of the Dubar Hall. It looks like one of those hastily made entrances to some cheap stalls at circuses and fairs which visit the state occasionally.

As suggested for the gateways, we wonder why the government has not thought of erecting granite plaques with histories and descriptions at each of the many interesting sites within the complex. The two restored Kangla Shas will be a prime candidate for this. The Durbar Hall, the Manung Kangjeibung which is possibly the oldest polo-ground in the world, and where modern polo took birth, the ruins of the Govindaji temples, as well as the newly constructed indigenous Sanamahi temple etc are some of these. On the northern side of the complex are also another set of very interesting monuments and sites. Some of the cottages sitting aside sprawling lawns lined with flower beds are of profound historical significance too. The cottage where Field Marshall Sir William Slim lived and planned his “Defeat into Victory” strategies against the advancing Japanese Imperial Army in alliance with the Indian National Army, INA, of Netaji Subhas Chandra Bose, being the most significant. Why cannot similar granite plaques with explanatory notes be erected at these sites as well? Today, for the uninitiated, touring the Kangla complex is like scanning an album of interesting photographs but without photo captions. Visitors often are left bewildered at trying to identify the monuments, even the modern classic the Slim Cottage, for adjacent to it are other similar cottages. The Kangla undoubtedly will be a major attraction for tourist once Manipur becomes a tourist spot as so many wish for today. If the law and order situation improves, we see no reason why it cannot be buzzing with tourists of all kinds too. Kathmandu is advertised as a valley in which adventure tourists can head in any direction and find a good trek. We see why Imphal valley, surrounded by hills all around cannot acquire the same unique selling point, or as this proposition is better known, the USP.

CHANDEL, Aug 18: The Chandel Naga People’s Organisation has demanded the authorities concerned to develop the District Industries Centre (DIC) of Chandel district which has not been functioning for quite a long time.

Addressing media persons during an inspection tour on Wednesday, vice-president of CNPO, Ch Gabriel stated that the DIC which is supposed to impart various skill development programmes to the unemployed people is in a deplorable condition with no proper office building and necessary infrastructure. The training centre as well as industrial compound needs to be enhanced for the development of the centre.

He further maintained that the land encroachers and other unwanted elements must be driven out from the complex of Chandel DIC. The office building of DIC must be repaired in the interest of the people of Chandel district, Gabriel enjoined.

This is getting uncouth. Manipur is under a siege yet again because its lifelines have been blocked off first by agitators demanding the Sadar Hills sub-division of the Senapati district be upgraded to a full-fledged district, and now by United Naga Council, UNC, and its supporters amongst the Naga population in the state to oppose the demand. Quite unfortunately, the UNC is even insinuating that the demand for Sadar Hills district is part of a sinister divide and rule policy by the Government of Manipur. Although this was unsaid in so many words, the implication was also that all this is a result of machination by the dominant community and dwellers of the valley districts, the Meitei community. This is above of all, truly ridiculous. At this rate, it will not be long before the valley is blamed for poor monsoon or bad harvest as well. Rhetoric aside, let the government take this development seriously and come out with a comprehensive white paper on investment and government employment patterns in the state to see the nature of discrepancies and then to fix responsibilities as to who contributed or were the agents in bringing about this mess. As for activists and others keen to see dark and sinister motives in everything that happens in Manipur, it is advised they also sometime make use of the provisions of the RTI to get hold of actual government documents to see what kind of developmental funds have been earmarked for the different regions of the state and who were given the responsibility for their use before jumping the gun and pointing fingers.

The legacy introduced by the colonial administration of the British vintage still lives on. In particular the practice of administrative and political demarcation of the hills of the Northeast into “excluded” and “partially excluded” territories may have had their use in a colonial set up and perhaps even now, but they are also creating problems. Under this system, the plains generally were administered by general colonial laws but the other two types of territories were placed under special law that for one made these territories reserved for the tribals living in them and visits by outsiders to these area allowed under special permits alone. This system also excluded tribal areas partially or totally from the political and administrative processes under the broad policy philosophy of leaving them alone as long as they do not harangue British subjects or British administered areas. While laws of varying strength reserving tribal territories may be still desirable in order to protect the interest of the tribals, what cannot be forgotten is this would also have negative implications. While tribals coming under generally administrative region would not cause any constitutional problems, non-tribals coming under special administrative regions for tribal can cause serious ones. The case of Jiribam has been raised by so many, saying this small patch of plain area inhabited dominantly by non tribals should be merged to either Tamenglong or Churachandpur which are adjacent to it, just as Moreh is a part of the Chandel district. Moreh so far is not a problem because its population are by and large traders with little or no interest in politics, but the moment any non-tribal resident here begins to nurture political ambition and starts asking for the right to contest in elections from the Tengnoupal Assembly constituency or the Outer Manipur Parliamentary constituency, serious problems would arise, social as well as constitutional. If denied, it would amount to a breach of what arguably is the most major democratic right guaranteed by India’s republican constitution or for that matter any republican constitution – the right to franchise. Jiribam under either of the two tribal districts would pose the same problem.

Sadar Hills, under the circumstance should not have had any problem, at least constitutionally and administratively. It would have been two reserved districts made out of one reserved district. The problem here therefore is more ethnic as everybody is witness now, and little or nothing to do with any consideration of administration. The diagnosis being such, perhaps it would do well for the government to address it as such too. But as of now, the government seems to be, as has become its wont, simply waiting and watching for the storm to pass without thinking of lifting a finger to face the developing crisis. If things continue the way they are, and prices of essential commodities continue to climb towards the sky, the situation could get volatile and tempers of those at the receiving end may reach a flashpoint. Presuming nothing improves, who knows, the closing act of the Okram Ibobi government may be a transition to the emergency constitutional provision of President’s Rule to avoid a humanitarian crisis.
