Manipur has rich tourism potential. What is needed is exploring the means for tapping tourism potential. Every state is giving the thrust to development of tourism with a view to earn more revenue. What really have we done to attract tourists to our state? Have we ever attempted to understand the area where the focus should be made? What type of tourists do we want to come to Manipur? A two day seminar had been held, which will come out with a concrete answer to all these questions. A beginning has been made the path has been set. The journey however is long. It will be strenuous. But one cannot abandon mid way. Success comes to those, who work relentlessly. Cooperation of all is required to gain a place for Manipur in the tourism map of India. It is said since the lifting of restricted area permit, the flow of foreign tourists in the state had increased manifold. But the figure is dismal set against those visiting south. In the past a foreigner had to wait several months to enter Manipur and many returned frustrated without having a glimpse of Manipur. They desired to visit Manipur but the handicap was RAP, which stood as stumbling block. The frequently imposed bandh or general strike also discouraged tourists to visit the areas of their choice. Very recently a team from other parts of the country spent the entire tour programme confined on the balcony of a hotel as their visit coincided with the headless bandh, which was launched to protest against the molestation of film actors of Manipur by rebels of an underground organisation. Will the same tourists, who had experienced the bandh launched in a haphazard manner, think of visiting Manipur again? The answer is very simple. They will not plan to visit Manipur in the near future. Something is wrong somewhere. We try to interfere in whatever others are doing. Where lies the necessity for a students’ body to air its view in the appointment of Chief Secretary. Does a Chief Secretary lay down the policy of the Government? We must remember all the time ours is democracy, which must uphold sovereignty of the people. If we think a Chief Secretary can do anything we are degrading sovereignty of the people. Let the elected representatives feel what their role should be a in a democratic set up. Give the responsibility for doing for the betterment of the state to these elected representatives. By sidelining these classes of people we are diverting from the path set by ourselves. Let us ask them to do more work. They should have power to do something for the state. If they work surely a way will be found. It is time we study the factors that contribute to crippling the growth of all the development activities including tourism in the state. Tourism alone can shape the destiny of the state.

Imphal, April 19 : Three persons involved in the killing of Ningombam Satyabhama of Kakwa Selungba Leikai were sent to judicial custody after they were producing at the court of CJM, Imphal east today.
Those who werer sent to judicial custody were Toijam Thesis alias Aboi alias James (27), Thambalkhong Sabal Leikai, Kshetrimayum Biju alias Helendro (28) Irilbung Bazar, Thoudam Jiban (27) Irilbung Machahal Mayai Leikai.
The trio were first produced at the said court on April nine and court granted seven days police ramand. Police again produced the accused on April 15. Police sought another five days police remand which court granted. As the remand period was completed they were produced at the CJM Imphal east court amidst tight security. The protesters shouted various slogans and some protesters beat the accused.
It may be mentioned here that Satyabhama was found killed at the canal of Bashikhong Loumanbi under irilbung PS on April 5.

Imphal, April 19 : The CM of Manipur Shri O. Ibobi said the govt. is discussing to frame a law which can protect agricultural land in valley districts. It is also trying to computerize land records of those lands which were bounded by MLR and LR act in four valley districts and some portions of Churachandpur district on or before March 2014.
The CM was speaking after launching of computerisation of land records of three sub-division of Imphal west, Patsoi, Lamshang and Wangoi at DC, Imphal west complex today.
He also expressed his opinion regarding the handing over of records of settlement deptt. To DC and SDOs so that the process of computerised can be taken up in no time.
Kh. Ratankumar works minister who presided over the functions said, by computerizing land records, records can be made available easily. It will also help collecting clear datas of land while constructing at a particular area.

TAMENGLONG, April 19 NNN: The militant outfit Zeliangrong United Front (ZUF) has accused the NSCN-IM of killing truck driver S Babu Singh (40) along the National Highway 37 (Imphal-Silchar Road) on April 17 night.
“The ZUF condemns once again with aghast at the mischievous action of NSCN (IM), who carried out the unfortunate incident where one innocent truck driver was shot dead and injured others and burning of vehicles at a secluded place between Charoi Pandongba and Senam Village (Kharam area) on April 17. Clear informations have been collected through ‘information and publicity cell’ of the ZUF that the barbaric and heinous act was carried out by none other than NSCN (IM), who came along from Talamlong (Waphong) near Haochong village, Tamenglong district. The NSCN (IM) gang picked up two Waphong Talamlong villagers at the said day and carried out the crime in the operational area of ZUF and left immediately as if to throw the blame on us (ZUF) and to make the people suspect us,” ZUF information secretary A Dangmei said today.
The ZUF then said it was another evil design of ‘intruders’ who very often acted a number of crimes to cause Zeliangrong area to face ugly consequences. “The demolition of Irang bridge (Taobam) in 2005 during NSCN (IM) back ANSAM economic blockade, where a civilian and one Captain Abonmei were drowned in the river along with the collapsed bridge; Captain Alan Gonmei was killed in Shillong in a mysterious circumstances by NSCN (IM) themselves; Lieutenant Akhom was also killed in a same manner by the NSCN-IM; Dr. Shajanglung Gangmei of Namthanlong and others were killed by NSCN (IM). Suspicion has been that even the Noney (Longmai) fire incident (50 houses burnt down) could be the handiwork of the NSCN-IM,” the ZUF alleged.
“The Zeliangrong people, whether in the same party or in different factions or the civilians are not safe in the evil design of of the NSCN (IM). That the Zeliangrong leaders in their NSCM (IM) camp seem to be all handpick puppets. The outfit’s ‘central administrative officers’ (CAO) or Kilonsers or secretaries or army officers cannot do anything to raise objection against the excesses and partiality or injustice, while other Naga areas are less free from troubles,” the ZUF stated. The ZUF then asked, “In many chapters of Naga political history, why did the NSCN (IM) is so sensitive in Zeliangrong areas? Why not in other Naga dominated regions?”
A Dangmei then said these should be stopped at once, least the ZUF cannot stand to be silent spectators. “The people of Zeliangrong (Manipur) be wise enough not to fall into the trap of the evil designs of the NSCN (IM),” the ZUF cautions.

Imphal, April 19 : During the general strike and chakha band called by JAC and driver union, about 25 vehicles coming on Imphal Dimapur road were damaged in between Senapati and Sapermeina. In the incident four handymen received injuries. At Tadubi, two wingers were damaged. Meanwhile Indo Burma Sugnu road drivers and motor workers co-operative society ltd. Condemned the killing of an innocent driver and burning dawn of two loaded trucks on Imphal-Jiribam road.
The soeity urged the state govt. to extend compensation to the victim’s family.
A two minute silence was observed as a mark of respect to the departed soul.
The Shiv Sena, Manipur state strongly condemned the incident in which a truck driver, Sorokhaibam Babu (45) of shamurou was killed on Imphal Jiribam road on April 17.
The party shared the sorrows of the bereaved family.
The NSCN-K, Southern Zone while strongly condemning the truck driver murder incident along the NH-37 in Manipur, has vowed to unearth the identities of those responsible persons or outfit for the killing.
S. Babu, a truck driver was killed along the NH-37 on the night of April 17. As a mark of protest 48 hours Manipur bandh is underway called by the Joint Action Committee (JAC) against the killing of the driver.
Johnson who is incharge of publicity of the NSCN-K, Southern Zone informed Newmai News Network that the outfit has started investigating the incident.
“This was the incident attempted to create bad blood between the people of the hills and the valley of Manipur but their evil design will never succeed,” said the NSCN-K, Southern Zone leader. He also said that any such communal strategy has no place and “we will see that such attempts are thwarted with maturity.” Johnson then said killing a driver who is striving a livelihood for his family is inhumane and a matter of pity. “Revolutionaries should go much, much higher than killing a poor driver or extorting from the poor transporters,” added the NSCN-K leader.
The NSCN-K, Southern Zone then appeals the general public to remain calm and not to take law into their hands. “We assure you that those persons responsible for the killing of S Babu be identified and initiate action against them accordingly,” Johnson assured.
The NSCN-K, Southern Zone then condoles the sorrow striken family members of S Babu and shares their pains at this moment.

IMPHAL, April 19 MNS NNN: Manipur Chief Minister Okram Ibobi Singh Friday opened a national level 2-day seminar “Strategy for Tourism Development & Capacity Building in Manipur” at Classic Hotel in Imphal.
Inaugurating the seminar being organized by Manipur Tourism Forum under the sponsorship of the state Government, Ibobi said tourism is one of the industries in the world which is fast growing. He said Manipur attracts tourists from around the globe by its rich art and culture, historical places, traditional game and sports besides being a land where the game of Sagol Kangjei (polo) actually originated.
The Chief Minister also said that it is necessary to develop a condition in the business of tourim to fine tune with the tourists from outside.
He said, “Tourism has to be developed as a long term policy so we need to protect the local environment as well its culture at the most favorable level because a successful tourism should not harm any local way of life.”
Ibobi further suggested that public-private partnership should be opted by both the Government and private stakeholders to promote tourism in the state, assuring that the Government will always help private entrepreneurship that provide jobs to the people and educated youths of the state.
He called upon the people to take benefit of tourism industry which is one of the fastest growing sector in the whole world.
It benefits people and without major investments, people, organisations can involve themselves in this sector he further added. Ibobi said all the potentials of any area or state should be fully utilised to attract visitors he said. As Manipur is the gateway to South East Asian countries there is also a strong possibility of attracting tourists from the neighbouring countries he observed.
M. Prithiviraj, Parliamentary Secretary Tourism said the
Manipur Tourism Forum has done a wonderful work by organising
such a seminar and he expressed assurance to continue supporting the Forum. President of the Forum Dr Dhabali said after the government of India allowed foreigners to visit Manipur and other north eastern states during the last two years numbers of increased have swelled four times. Manipur Chief Secretary, DS Poonia said Manipur should utilise its advantages of rich culture, climate, natural beauty, games and sports and warmly people to attract visitors.
Representatives from various airlines, tourist organisations, North Eastern Council and other states are also taking part in the seminar. In the first session today, RK Nimai chaired a session in which O Nabakishore spoke about Look East Policy, Hrishikesh Midal about hospitality, Dr Kh Palin about health care tourism , Hemant Katoch about war memorial tourism and N Ibungochoubi about eco adventure and ethnic tourism.

AIZAWL/IMPHAL, April 19 NNN: Consumption of pork in Mizoram and Manipur has become less in Mizoram and Manipur following the outbreak of swine flu. In Manipur, veterinarians are still investigating the reasons for the death of pigs in large number at Heingang Chonthabi and Luwang shangbam areas of Imphal East district following the reports made in local newspapers. However, in the case of Mizoram, doctors have confirmed it as ‘Classical Swine Fever’.
Imports of pigs from Myanmar to Mizoram has been restricted following the outbreak of the swine flu. Restriction on selling of ‘affected pork’ by the administration continues in the state capital Aizawl for the past one month and this restriction will continue till May end.
Owing to the spreading of flu among the pigs in Aizawl area in the past one month which has been proved to be ‘Classical Swine Fever’, the Sub-Divisional Magistrate, Aizawl Sadar Sub Division, Aizawl here has been imposing certain restrictions regarding selling of pork in the market and related activities.
As the news of the spread of pig flu spread, the denizens of Aizawl have started avoiding their delicacy. The sales of pork also dropped rapidly. Chicken and beef have been substituting the menu in marriage feasting these days.
As reported earlier, taking advantage of the situation, the dealers have hiked the price of chicken. Prior to the detection of the swine flu chicken (dressed) was sold at Rs 180 per kilogram but these days it has risen to Rs 250 or more a kilogram in Aizawl.
The ‘Classical Swine Fever’ was detected after examination at Laboratory of College of Veterinary Science & Animal Husbandry in Selesih last month.

IMPHAL, April 19 NNN: Eastern Youth Club of Soibam Leikai has tendered apology to the tribal students in connection with the recent attack on the tribal students.
With regard to the Khanglabung Leirak, Soibam Leikai of Imphal incident where tenant tribal students were attacked, a joint meeting was initiated by the Superintendent of Police, Imphal East , Angam Kamei at his office chamber today.
According to the Kuki Students Organisation, Imphal Branch (KSO-IB) and Tangkhul Katamnao Long, Imphal (TKLI), the Eastern Youth Club admitted to their act and tendered their apology on behalf of the locals to the victim tenant tribal students, KSO and TKLI. “Moreover, senior citizens of the locality present in the meeting expressed concern over the incident and assured the student leaders as well as the victim students that, they will take up necessary precautionary measures not to recur such unwanted incident in future and request the tenant students to forgive and forget one another and live without fear in the locality once again,” the KSO and TKLI said.
The Kuki Students Organization, Imphal Branch and Tangkhul Katamnao Long Imphal (TKLI) also expressed their gratitude to SP Kamei and the senior citizens, in initiating a joint meeting to find an amicable solution. The student bodies also expressed their resentment over the incident and urged the local club representing the local populace not to repeat such unwanted incident on helpless tenant tribal students in the near future.
“The student bodies would like to thank civil organizations and individuals for their concern and support with regard to the incident and also thanked the Tribal Students’ Union of DM College of Arts, TSU of DM college of Sciences, TSU DM college of Commerce, Tribal Students’ Union of Modern College and Tribal Youth Council Manipur TYCM for the support and their positive responses to the proposed sit-in-protest on April 22. Moreover, informed to all concern that the proposed sit-in protest has been revoked as an amicable solution has reached between the student bodies and the local populace,” the KSO and TKLI informed.
Lastly, KSO and TKLI expressed their heartfelt gratitude to the Superintendent of Police Imphal East, Angam Kamei, for his assistance of Rs10,000 to the victim tribal students for the loss of properties.

IMPHAL, April 19 NNN: The protest movement against the killing of driver S Babu Singh in Manipur is likely to gain momentum as the powerful All Maniour United Clubs Organisation (AMUCO) has extended support to it and called upon all national highway drivers, employees of both private and government institutions to join a 2-day mass demonstration to protest the killing on April 20-21 in Imphal.
Announcing the proposed protest to the media at the head office of All Manipur United Clubs’ Organisation here Friday, president of the organization KT Rahman said AMUCO highly condemns the killing of driver Babu and torching of two trucks on NH-37 by armed miscreants on April 17. Rahman also appealed to all concerned not to disrupt the drivers working day and night along highways connecting the state with other states either in secret or open manner.
He accused Manipur Government of not taking initiative to provide appropriate security for protection of the highways despite frequent occurrence of such incident.
Rahman pointed out that Babu had lost his life as no security personnel were present on his way while he along with his assistant were returning toward Imphal after fixing the vehicle.
All the concerned should clarify on the killing of the driver who begged for his life holding the legs of the miscreants before he was shot to death, Rahman demanded. He said that scores of incidents had happened along the highways where the outfit indulged in kidnapping and demanding of ransoms and murdering of people.
He cited the brutal killing of Dr Kishan, Rajen and Token, forced disappearance of Iranbanta . Rahman alleged that under such circumstances the Government has shown that it has completely failed to maintain law and order in the hill. He said, “People who are posted in the hill are akin to scapegoat. Therefore, it is the need of the hour that the Government sets up more police stations and strengthens the police force in the hill.”

New Delhi, April 19 : Two Northeast girls working at Magique Restaurant in Saket, Delhi were terminated from their job without prior notice. The two girls were forced by their employer to give resignation letters, but the duo denied as they did not resigned by themselves.
The North East Helpline general secretary Dr. Alana Golmei and media incharge Bruce K. Thangkhal today visited the two victims at their residence in Delhi.
According to the two victims, Colney (27) and Boisy (21), they were working as hostess respectively in Magique Hospitality Private Limited, at the Garden of 5 Senses, Said-Ul-Ajaib (near Saket Metro), Delhi. Colney has been working in Magique since 2008 and Boisy since 2012.
Colney told the NE Helpline that she took leave on March 27 and 28, 2013 with permission from her general manager Premjit Kumar. However, when she informed the restaurant manager Puneet Saxena through phone, she was refused and being told to resign from the job immediately, as well as when she went to the workplace on March 29, 2013.

On 29 March when I joined my duty, Mr. Puneet Saxena shouted at me, saying that “I don’t want to see your face and the company doesn’t need you anymore, so give me resignation letter right now”.
“Puneet Saxena, the restaurant manager shouted at me infront of many people, saying that, I don’t want to see your face any more and the company doesn’t need you anymore, so give me resignation letter right now,” Colney told to NE Helpline. “I also informed our general manager Mr. Premjit Kumar but he turned down my request and said you must obey the order of Puneet Saxena since he is the restaurant manager”, Colney added.
While Boisy, who has not taken any leave nor absent from her job since the day she joined, was told directly to resign from her job by Suresh Sharma, HR manager on March 28, 2013. “Suresh told me, the company management had already decided, so you have to give your resignation letter,” Boisy informed the NE Helpline.
“I begged politely and requested him that I will not resign and he should give me at least one-month prior notice. I’m also having a family to support, I can’t simply leave the company. But if they are terminating me, they should give me a termination letter,” Boisy told NEH with tears in her eyes.
The appointment letter produced by Boisy shows that the contract is for one year but she was terminated before completing her contract period, with still seven months to go. According to her letter, Boisy joined Magique on October 5, 2012. Colney said she joined Magique on November 3, 2008.
Though Colney has been working for the last five years, and is one of the senior-most hostesses and highest paid employee in Magique, has met the same fate with her colleague, Boisy. The duo said that their managers were harassing them to submit resignation letter.
“Since we were terminated by them they should give us a termination letter and other necessary compensation as per the law of the company”, the duo said.
Boisy, from Manipur and Colney, from Mizoram are now jobless since they were terminated from their job by Magique last month.
When NEH general secretary Dr Alana Golmei talked to Premjit Kumar, general manager of Magique, he responded that Colney has not been terminated and she is still on job. Boisy’s contract period was over but Colney can continue her job if she wants, Mr. Premjit Kumar said. However, Colney said she was afraid to join it again after such ill-treatment fearing that their managers would harass her in some kind or the other.
“Most of our North East boys and girls, who are working in restaurants, BPO, spa, bar, etc are subjected to all kinds of harassment by their managers and employers. We have received so many complaints of such harassments. It’s time we take strong action against such managers,” said Dr Alana Golmei.
North East Helpline urged to the concerned authorities to intervene in the case of two Northeast girls, who were terminated by Magique Hospitality Pvt Ltd without any reason. The Helpline sternly demanded the employer to compensate the two victims with a three months salary as per law at the earliest. The duo has been subjected to continuous pressure from the employer demanding resignation letter.

Manipur has very little number of dams. Amazingly we do not feel the need for constructing more dams in Manipur. Importance of Singda dam need not be stressed again and again. Had we not had this dam the entire Imphal area would have landed in a precarious situation without having drinking water? That situation had been averted with the construction of the dam. Chief Minister O. Ibobi has rightly praised the former leaders of the state, who constructed the dam. To save Manipur from landing in ugly situation in future it is time serious attention is paid in the construction of more dam to save water at source. A proper survey needs to be done without delay to identify the areas, where the dams of such nature can be constructed. Singda dam is facing threat to its survival by the dwellers at the side of the dam. Chief Minister O. Ibobi has given timely warning to evict the encroachers from the dam site. These dwellers are responsible for felling trees at the catchment areas. They have softened the surface of the hills by doing terrace cultivation. Naturally the soil becomes spongy and it absorbs water during the rainy season. Consequently the soil slides and runs towards the low lying areas. Prolonged siltation has raised the ground level of the dam reducing the water storage capacity. Now remedial measure is called for to save the dam. The concerned department must take it as a challenge to protect the dam. Coordination of all departments is called for. IFCD will find it handicapped to evict the encroachers. Chief Minister had also underlined the need for taking up a forestation programme at the catchment areas of the dam. Our jhumias are really a problem. They cannot grasp the harmful consequence that awaits when the forest wealth is damaged. All having said the matter will be forgotten once again and everything will return to square one. Concerned officials will not think of pursuing all that had been told to them by the highest authority of the land. Our bureaucrats, who have the habit of turning back even to their bosses will not think of doing anything. They plead the inability to check anything citing law and order as a factor. All these existing dams are really our precious possession given to us by the past. We have the bounded duty to protect all these dams be it Singda, Khuga or anything that is important to us. The world will not end with us. Let us think for the future. Let us work for them.

Imphal Apr 18 UNA : The 23 children from Manipur who were recently rescued from a children home at Jaipur of Rajasthan and brought back to Imphal by the authority of the Manipur State for Protection of Child Rights (MCPCR) were Thursday handed over to district child welfare committees for onward handing over to their respective guardians.
The 23 children between the age of eight and ten, from Manipur were among 51 children rescued by the Rajasthan state authority and NGOs including members of Tangkhul Shanao Long, Delhi (TSLD) from illegal confinement at two illegal child shelter homes in Jaipur on March 13 last.
They were brought back to Imphal on March 30 last and have been lodging at Child Observation Centre at Imphal’s Takyelpat, runs by social welfare department of Manipur government for medical treatment and counseling.
Authority of the child observation centre handed over the children to the authority of district child welfare committees of Ukhrul, Chandel and Tamenglong districts today in the presence of state social welfare minister AK Meerabai Devi.
Of the 23 rescued children, 19 were from Ukhrul, one from Chandel and three from Tamenglong district.
After handing over the children, minister AK Meerabai said that the children would be imparted education to government run residential schools in their respective districts which they would be kept at Adhimjati Shiksha Ashram at Imphal after they passed Class-X for higher study.
The minister said that as a part of government initiative to check children from falling into the hands of the child traffickers, his department was getting ready for conducting awareness programme across the state, particularly in the remote hill areas.
She cautioned parents and guardians from the people who pretended to be pasture and make false promises to send their wards to unregistered children homes outside the state, asserting that rescued of state children from unregistered children homes outside the state and from illegal confinement was not a new thing in the state.
Mention may be made that the 23 children between the age of eight and ten, from Manipur were among 51 children rescued by the Rajasthan state authority and NGOs including members of Tangkhul Shanao Long, Delhi (TSLD) from illegal confinement at two illegal child shelter homes in Jaipur on March 13 last.
The 23 children (14 girls and 9 boys) were rescued from Grace Home runs by one Jacob John, who claims to be a pastor. They were allegedly taken away through local persons who made false promises of imparting good education free of cost at the children homes.

“We believe and trust that your government will act as always, keeping the interest of all people of Manipur, by upholding the rule of law and existing convention in the matter of appointing the next chief secretary of Manipur.
“It is our pride that of the available of IAS officers in the state today, the seniormost officers are tribals from the state. UKHRUL, April 18 NNN : The United NGOs Mission, Manipur, Women Committee has reached out to the victimized girl child from Manipur’s Ukhrul district, who has left with severe physical injuries after she was reportedly subjected to severe physical tortures by the house owners for whom she had been working as a domestic help.
A team of UNM-M led by its convenor Sobita Mangshatabam paid a visit to the village and there the team interacted with the family of the victim, village headman and Tangkhul social organization leaders and members of the Joint Action Committee seeking justice for the 9-year-old girl yesterday.
Talking to the media, Homi Chawing, one of the relatives of the victim, sought help from civil society organizations to ensure medical treatment for the minor, who was a class I student of Tasher High School, Ukhrul.
Sobita assured that UNM-M will help out the girl victim. She also generously donated Rs 5,000 to the family of the girl during the visit and urged it to bring the child to Imphal for better treatment.
The victim was working as a domestic help for one Antibas Horam, a resident of Kachai village but presently resides at 7 Finance Colony, Ukhrul.
The house owner’s son and wife named Jim Horam and Edah Horam allegedly attempted to murder the domestic help by physically assaulting her in the house on February 3, 2013.
She suffered severe injuries in the beating that she got multiple fractures and also broken bones.
A criminal case against the Antibas family was registered on the same day at Ukhrul Police Station. The accused are stated to be Government employees.
The JAC has been demanding necessary physical, emotional and medical care to the victim.
Jim is now being lodged in Central Sajiwa Jail, Imphal on the charges of attempted murder of the domestic help, while his mother had been released on bail not long after their arrest in connection with the case.

IMPHAL, Apr 18 MNS, Agencies: Heavily armed persons suspected to be militants reportedly shot dead a truck driver and torched two trucks along National Highway-37 (Imphal-Silchar Road) last night.
Denouncing the act of murder and arson, the All Manipur Road Transport Drivers and Motor Works Union has announced a statewide general strike from April 18 midnight till April 19 midnight.
Meanwhile, the Joint Action Committee (JAC) constituted in connection with the killing of driver Sorokhaibam Babu Singh aged 40, a local of Samurou Awang Leikai in Imphal West district, has also called another 48-hour Manipur bandh beginning Thursday midnight.
At around 8:30 pm Wednesday, an unspecified number of heavily armed persons clad in combat dress stopped the FCI rice loaded truck driven by Babu at Charoi Pandong under Sapermeina Police Station in Senapati district.They then dragged down both the driver and handyman from the vehicle and snatched away their mobile phones and money and suddenly they burnt down the truck and turned their guns at the driver shooting him to death, reports said.
However, the handyman hid himself inside a pit and escaped the attack. He has been identified as Lalhaktang aged 27, a native of Bongkol bazaar in Mizoram. The victim driver is stated to be his brother-in-law.
Reports said the armed miscreants torched a cement loaded truck at the spot before the killing.
Personnel of 86th Battalion of CRPF stationed at Keithgelmanbi rushed the driver to hospital but he succumbed on the way.
Angry residents of Samurou blocked the National Highway-37 protesting the killing and arson. They barred all the vehicles coming along the highway section.
The corpse has been deposited at Regional Institute of Medial Sciences (RIMS) mortuary.
The JAC has made various demands to the Manipur Government in connection with the death of driver Babu. It held a meeting at Samurou bazaar wherein it took six different resolutions regarding the death.
It said Manipur Government should be responsible for the killing of driver Babu and burning of two trucks by miscreants. It also decided to impose a 48-hour Manipur bandh beginning April 18 midnight.
The culprits should clarify on the killing of Babu, it demanded and said the Government should share the bereaved family and extend  help to the family.
It also resolved to seek support from different NGOs as well as the people in the stir being launched by the JAC and that the body will not be claimed until the demands are fulfilled.

IMPHAL, April 18: Chief Minister O Ibobi Singh today inspected the Imphal Barrage and Singda Dam and announced that encroachments in the Singda Dam area would be evicted in the first week of May.
During the trip, the Chief Minister addressed a meeting at Irrigation Waste House at Singda after inspecting the dam.
He pledged that the state Government will not remain unruffled over the houses and other structures built by encroachers in the Singda Dam area whose compensations have been paid already.
Saying that the police out-post at the dam site will be inducted with more police personnel so as to ensure proper functioning of the out-post, Ibobi said about 2 lakh siblings will be planted in the catchment area of the dam during the month of May.
The Singda Dam located about 20 km northwest of Imphal was constructed over the Singda river and inaugurated in the year 1995.
The mega project was taken up aimed at supplying water in greater Imphal besides irrigation water in the agricultural fields in Phayeng and Lamsang in Imphal West district.
According to the state IFCD, 10 houses and another five pan shops in Singda village and 13 houses, including one church and two pan shops in Ireng Hill Slope are being built by encroaching the dam area.
The Chief Minister later inspected the Imphal Barrage constructed over the Imphal River at Oinam Sawombung in Imphal West district.
This project was inaugurated in 1984 and started supplying irrigation water until it had stopped working since 2010 after its gates were broken down.

Imphal Apr 18 MNS/UNA: Police had a hard time on Thursday to disperse protestors at Muslim dominated areas who came out on the streets and resorted to violent activities by torching and smashing vehicles for allegedly defying general strike imposed in protest against killing of a Muslim youth at Yairipok of Thoubal district on April 12 last.
Police resorted to firing rubber bullets, tear gas shells and mob dispersion bombs at various Muslim dominated areas of Imphal. At least two persons including a minor boy were injured in the police action to disperse the agitators from blocking the roads at various places.
The violent protest showed its worst site when strike supporters not spared vehicles belonging to the media persons going to cover the general strike.
A cameraman of the ANI News Agency, Mongyamba Chenglei, who went to cover the news, was stopped by some strike supporters at Minuthong in Imphal and smashed his Activa brand scooter even though he produced his identity card around 10.30 am.
At around the same time another vehicle of a reporter identified as Devchandra of Poknapham was also attempted to smash by the strike supporters while he stopped for taking photograph of the protestors blocking the road at the same area.
The strike supporters smashed two more vehicles, one at Sora of Thoubal district and another at Porompat of Imphal East district for violating the general strike.
They further ransacked some hotels at Hatta Minuthong area which were found open during the general strike. A hotel was burnt down by the agitators for providing shelter to the police personnel at the same area.
Around 11.30 am they forced to stop a NV brand scooter and burnt it down in front of Public Hospital, Hatta. Police personnel from Imphal East district detailed their fired several rounds of tear gas shells and mob bombs to disperse the agitators in the air to control the mob.
At Khabeisoi area of Imphal East district, several Muslim youths came out in the streets with deadly sticks and started vandalizing the passerby in the area.
During the general strike a 40 years old lady who was walking with an umbrella along with her friend near Sainik School was hit at her chest by a bullet which penetrate through the umbrella. The incident happened at around 10.30 am when the police are firing in the air to disperse the strike supporters at Khabeisoi area.
However, the origin of the bullet could not be curtained. At Phoudel in Yairipok area police fire several rounds of gun shots including mock bomb and tear gas shell until 3 pm to disperse the violent bandh supporters.
Around 9 am strike supporters at Sora area in Thoubal district set ablaze a passenger diesel auto transporting a patient to Imphal. Various other vehicles were also vandalized by the strike supporters.
At Lilong area the strike supporters did not even spare vehicles belonging to police commando. Report said that a Gypsy vehicle of the Manipur Police commando was vandalized by large number of male and women agitators.
The general strike called in protest against government inaction towards booking the culprit(s) involved in the killing of a Muslim youth was almost total in all the Muslim inhabitant area of the four valley districts as various Muslim organisation were supporting it.
Twenty-five year old Md Sana, a resident of Yairipok Khoirom Leikai, was found charred to death in a kitchen of a house of a neighbouring village on the night of April 12 last. The house was set afire by a mob when the family members informed the villagers by shouting that a robber entered their house which the people came to know it was a lair to cover an illicit activity of a woman member of the family.
A JAC formed in connection with the death of Sana had on Wednesday announced to intensify the general strike which has been imposing in the state since Monday without a good response from the public.

IMPHAL, April 18 NNN: The planned democratic, peaceful and silent public rally to be held on April 19 has been postponed temporarily due to the sudden imposition of general strike by the Join Action Committee (JAC) against the burning of two trucks and killing of a driver on National Highway-37 near Sekjang village about 43 Km from Imphal within the jurisdiction of Sapermeina Police Station.
“The decision to postpone the planned rally was taken by the AZSU, ZYF and ZSUM in a joint sitting at the ZSUM office. The overwhelming public response to participate at the public rally and expressed their solidarity to Alice Kamei, a minor school girl who has been held captive by RPF/PLA since March 10, is completely dampened by the sudden imposition of general strike and chaka bandh,” AZSU, ZYF and ZSUM said in a statement. It is quite surprising to have happened such an incident on the national highway which is monitored and sensitized by police, CRPF, para military and army patrolling every day with their camps situated along the highway. The incident has exposed great security lapse on the part of government, said the Zeliangrong organisations.
“The total bandh on national highways linking Manipur to be effected from April 21 midnight will be effective till the minor school girl is released as announced earlier, therefore, we appeal all organizations, truckers, and concern responsible citizens to extend their fullest co-operation and support in the interest of justice. The decision to impose total bandh on the national highways was arrived at during the public meeting held on April 12 at Majorkhul Community Hall, Imphal,” they added.

Women of Manipur has come under the influences of cultures at various times and contributed to the growth of civilization. Women in Manipur seem to enjoy greater mobility and visibility than women of other communities in the country. According to census 2011, the sex ratio of Manipur is 987 against all India with 940. Looking at the literacy rate women of Manipur is much higher with 59.70 than the national level 54.28. Thus, it is often cited to portray a picture of equity between men and women in the region and has given rise to the presumption that discrimination against women is not a major concern in the area however, the region under the shadow of conflicts has witnessed a resurgence of patriarchal values, norms which have brought after the Hinduism that affect the Meitei people at large but the impact on women and girls is far greater because of their sex and status in society.Meitei Women of Manipur in Pre-Hindu period
Manipur presents a unique cultural, ethnic, linguistics and religious profile of India. Before the advent of Hinduism following the event of oath taking known as Nongkhrang Iruppa in 1724 A.D during the reign of King Pamheiba, the Meiteis professed their traditional Sanamahi religion. While the Sanamahi, (the traditional God) trait prevailed over majority of the people in the valley of Manipur particularly among the Meitei.
Looking at the conditions of Meitei women in Manipur, there was a reflection of high status seen among women in pre-Hindu period. During the pre-Hindu period, though the patriarchal concept was there, women status was equally better with counterpart men. In 1715, during the Garib Niwaz (Pamheiba), in Manipur there used to have four kinds of court over and above the king court (Kuchu) which is the highest. The courts were: (i) Courts concerning religious matters, (ii) Court concerning secular matters, (iii) Court for females, (iv) Military courts. (Singh, 1978).Women had their own courtship (no.iii) where the women related issues and family matters were resolved at the Maharani court. Only women who are in courtship took the decisions, if in case, they could not solve the matter then only the matter was being referred to King.
In pre-Hindu period society, women played a major role in religion. This role is evident from the dominance of women in the goddess cult and in ‘Umang Lai Haraona’, umang ‘forest’ lai ‘diety’ haraoba ‘to please’ (a festival for worshipping Pre-Hindu deities). In this role of priestess is considered much more important than that of the priest (Parrot, 1980). It was also seen that not only were women who believed to have the power to communicate with spirits and supernatural beings, but women were so central that when a priest performed the rituals of Lai Haraoba the priest usually dressed himself as a priestess. The concept of purity and impurity was not seen much before. So women perform all the deities’ duties.
In earlier Meitei society, the title used by women, the first one refers to clans and the later family names or linage. In a patriarchal society, the women’s family name or surname is lost at marriage, as the social norms require them to adopt the name of husband after marriage. It’s mentioned that the retention of the family name after marriage is one of the rights of being a male i.e., only men have real names. But in Meitei custom, after the marriage woman does not have to lose her family name. eg. Miss Naorem, Rani Devi marries Mr. Irom Shanta Singh, then her name would be Naorem Ningol Irom ongbi Rani ‘Naorem (menaing-Rani married to Irom’ where Irom is the family name of the husband). It was also seen to have been the Meitei custom for husbands and wives to address one another using their respective personal names.
Women played a very important role, with their participation going away beyond managing economics of the house. When the male head of a family is killed or imprisoned, the mother has to fill in the gap caused by the patriarch’s absence. She has to work to bring up the children. It is a necessity that cannot be overlooked. In the old days, since Manipur was often at war to keep off invaders and protect its borders, the number of families with women as the heads was comparatively high. This resulted in women coming out of the house to earn livelihood.Internal trade was carried on essentially by women in the various open bazaars (market) in the valley. In the market all selling and buying are done by women. And a great number of markets were established during the period of Meidingu Senbi Khagemba (1592-1652) in different places. The women from different places come to this market and all the essential commodities are made available here. The power of the market women of Manipur were demonstrated on various occasions. The first Nupi Lan-1904 (Women War) as well as Nupi Lan of 1939 are glaring example. It is not only an economic centre but also a political centre as well. In order to developed trade with the people from the hill, a Hao Keithel (Tribal market) was developed at Imphal. The most important bazaar in the valley was the Khwairamand Bazar or Sana Keithel at Imphal. The women’s market of Manipur is the only market of women in the north-east region of India and probably could be the only in the world.
Meitei women of Manipur after Hinduism
At the beginning of 18th century, Hinduism entered to Manipur during the reign of Gharib Niwaz (1709-1748). The fact is Vaishnavism practiced by Meiteis in Manipur consequently became a peculiarly Manipuri Vaishnvism in form, adopting aspects of olden culture and modified by it. Further, since Vaishnavism represented a more progressive ideology, it had attracted the attention of many people though it certainly did not grow unopposed. He destroyed many traditional Lais (Local Dieties) and also burnt many books on ancient literature. The event is still remembered today as the ‘Puya Meithaba’. Along with it Garibniwaz took up a numbers of measures to spread Vaishnavism in Manipur. He ordered to discontinue all the ceremonies and rituals of the old Meitei faith and they were substituted by the Hindu ceremonies and rituals. With the advice of the Santidas Mahanta, the king destroyed the image of Sanamahi, the greatest deities of Umanglais (family) of the Meiteis.
Some of the points are highlighted below about cultures, rituals and customs that are affecting directly and indirectly the women status of Manipuri Meitei in Manipur society.
1. Marriage:
Meitei marriage system is very ancient and is believed to have started before 300-400 B.C. Now this tradition has been followed with certain modification of Hindu religion. ‘Luhongba’-It is a formal marriage ceremony. Formal rituals are made elaborately at the residence of the bride. Ancestral deity, local deities, sanamahi are worshipped on this day.
Both the bride and groom are ritually sanctified on this day. In the marriage there is a ritual called kainya dhan piba (giving away our daughter), only men (father, brother, uncle or relatives) will perform it where any women (mother, sister or relatives) will not be allowed to perform the duty. In a meitei society, women take the back seat in every public functions like marriage, feasts at home or even at death. There is a concept called ahalna phamen phamgadabani (elderly will take the main front seat for any functions) unfortunately, this ahal (elderly) does not include the elderly women.
Meitei family is patriarchal and patrilocal. Newly married couple usually live with the groom’s parents. As a tradition, sons inherit their parent’s property equally while girls inherit nothing. When a girl marries, she gets some property in the name of awunpot, which literally means ‘gifts given at the time of marriage’. Unmarried and divorcees (women) are allowed to have a piece of land in their natal home to construct a house to stay. Avoidance relationship is also maintained only between the elder brother-in-law and the bride. So, bride is not supposed to say or call directly and cannot even touch him by mistake. This practice shows kind of discrimination and oppression towards the bride.
On the marriage day, the husband dines before his wife and she is made to dine from the left-outs of her husband’s plate. The pattern has been changed by taking a spoon of food from the used plate and to continue the dinner from her plate. However, the underlying theme is that woman remains subjugated and but remain male chauvinism.
The life of a daughter-in-law (mou) starts the very day a woman attains “mou-hood”. She has to get up early in the morning; no matter it is summer or winter. She is also expected to do all the household chores just to please her husband and in- laws whether she is capable of doing it or not. It is kind of obligatory. It is a kind of oppression and another form of domestic violence towards women.
The condition of a working woman / “mou” is even worst whether she is contributing her energy to the economy of the family. No matter what position she holds in the workplace but in the family and society, she remains as “mou”. She is still expected to carry on all kinds of household chores even after a tiring day’s work outside and expected to give all her earned money otherwise she will be called as lazy mou and blame her in each of her step. At the same time she is constantly under vigil and attacked at every minor mistake she commits and in-laws will be happy gossiping about the mou to neighbours, locality and relatives. She is subjected to the filthiest, dirtiest verbal abuses and even sometimes heinous physical abuse. She still has to endure all the pain and carry on with her duties.
It is seen that the wife is not allowed to eat with her husband by sharing the same curry or any other eatables. At the same time women’s left out cannot be eaten by husband.
During her menstrual cycle of 5 days, she is not allowed to enter to kitchen, prepare food and even touch utensils. She cannot even touch her husband’s food items. During this period she is not allowed to do any puja. In other times, she is equally prevented from the mentioned activities unless she has taken a bath. All these activities, if conducted, are treated as desecration. This concept of purity and impurity is mainly influenced by the ideology of Hinduism. In other words, the ‘untouchable’ still prevails in our Meitei society in a disguised form.
It is quite prevailed that being a male should not collect a phanek (wrapper round worn by women) from the clothes line that shows the men’s chauvinism. There has been a mixed of religion and other social institutions. When a woman is suppressed by the custom, the act is being prejudiced and the reason put forward is mostly on the man’s fate. In other words, her breaking of the defined tradition will lead to the husband’s ill luck.
2. Child birth:
The concept of purity and impurity especially to women are seen mainly at child birth. If a child is born in a family, then instead of sharing the good news, it will spread to all the clans that there is yum mangpa, (impure of houses), where the particular clan will not do any form of puja for 12 days. Once the baby is born, mother will also not be allowed to enter to kitchen and other places of house for almost 45 days. But there won’t be any restriction in food. According to Universal immunization programme, it is said that there should be exclusive breast feeding upto 6 months. But in Manipur, the culture of first feeding (chak-umba) is still prevailing that if the child is baby girl, chak-umba will do after completion of three months, but for boys it will be held after five months. It shows that since childhood girls are often neglected by the social norms. Among the meitei society, son preference is strongly seen, if a mother happens to have two girl children, parents, in-laws, and relatives will pressure the mother to go for another baby preferring son.
3. Puberty
Rituals of adolescence for boys and girls are seen. For boys Nokun thangba/Lokun thangba (Wearing of sacred threads): This ceremony (both traditional and religious) is compulsorily done for boys before marriage. This ceremony is also done by the bamons (brahmins). This is also called Laiming Louba (taking the name of God). After this ceremony, according to the tradition, boys should follow the code of conduct as a male in the society. For girls Laimng Louba: When a girl attains the age of menstruation but before the menstruation starts, the mother will take her to the temple or will do the puja at home. This is mainly done for fertility and health. After this ceremony, girls should follow the code of conduct as a woman in the society. In most of the houses girls who have attained menstruation will not be allowed for doing puja and entering to kitchen. The physiological changes occurring among the girls are not taken as their becoming of maturity rather they are treated as impurity. Thus, girls always remain the center of subordinate and inferiority. If a girl falls sick, girls do not want to go to government hospital because of the gossip within the neighbours and society at large. Sometimes it creates problems in health seeking behaviour especially among the girls. If a girl is taken to government hospital with their family members which is far off, neighbours will suspect her that she must have undergone something like abortion. Thus the girls prefer going to private hospital which is nearby and easily accessible. Thus they are physically, emotionally and culturally deprived (Devi, 2010).
4. Death
Before 1724 i.e., during the reign of Garib Newaz, Meiteis used to bury the dead bodies. But after Hindunisation, Meiteis started cremating them. (T.C Hudson, 1908). If a family member died (father or mother), women are not allowed to light the pyre. All the clans will be announced as impure till yumsengba ( cleaning of house with holy puja). In fact, there are two important ceremonies that are performed after the death of a person. They are asti sanchey/ laihun and sorat/lanna thouram. They are briefly explained below:
· On the sixth day of death, a ceremony called asti is performed. On the twelveth day, i.e., on the previous day of sorat, a small ceremony named ‘yumsengba’ (cleaning of the house with holy puja) is carried out. It is performed by a bomon (Brahmin). On the thirteen or fourteenth day (for aged people) the sorat is performed.
Throughout the process or sorat, women play a very important role in showing the pain and sorrow for the demise. Relatives from near and dear ones keep visiting the deceased family; the women of the family will attain the visitors by lamenting for the whole 13-14 days till the sorat is performed. During the asti and sorat, there will be puja where all relatives will attribute flowers and money to the deceased photos. In this puja all the menfolk (more than 40-50 depending) will be allowed to do the attribute first followed by women folk including the elderly women at the end. This culture again shows the different discrimination against women of all ages.
5. Dress
It is generally believed that, the dress worn by the Meitei men were the kind of dress worn by the king of Manipur when He ascended the throne. Regarding female dress, it is said that phanek mayek naibi, the strip colour phanek with plain edge which was used by panthoibi is being followed by Meitei women till now. This phanek was actually used by the queen when she ascended the throne along with the King. Today, this phanek is seen worn by Meitei women. Meitei women started wearing shirts from the second week of October,1779, when Maha Rasa Lila started dance in Manipur.

Because of the advance in civilization, besides phanek women started wearing shirts, skirts, jeans, sarees and salwar kameez where the male counterpart wear shirt and pant.

Unfortunately women do not enjoy the taste of different types of dresses because their dresses are being discussed, discarded and restricted to wear by different insurgency

organizations. In recent trend, in schools and colleges girls are not allowed to wear skirts so they have to compulsorily change their skirts into phanek. Regarding ornaments, most of

the ornaments worn by the ancestors cannot be seen today. However, as far as the dress and ornaments are concerned, most of them are seen in the traditional and religious

occasions like Lai Haraoba festivals that are worn by women only. Women are the one who save the culture and at the same time this culture is again giving a very different picture

in the status of women in the society.

6. Language
Language is such an influential force in shaping a society; it is obvious that those who have the power and strength will have their meaning in a privileged and in an advantageous

position. Most of the abusive language is directed at female sexual behaviour that indicates the inferior position of women in the society.

From the above discussion, it can be concluded that we all need to give a serious thought to this and focus our concern towards women empowerment as women have an active part

socially, culturally, politically in all spheres. So it is therefore we cannot blame only males for the oppression caused to women but also the women themselves. At the same time the

role of the male to make sure that the wife has an equal voice within the family and society at large. Let us not forget that a female is no lesser a human being but just our male

dominated society over the years having amazingly projected that to be the case, so we all need to fight this gender inequality in customs and cultures especially in Meitei society.

Major Atmospheric Cerenkov Experiment Telescope or MACE Hanle, is the world’s largest telescope at the highest altitude being established at Hanle, Ladakh. It is being built by ECIL, Hyderabad for BARC. It will be built in Hyderabad and will be assembled at the campus of Indian Astronomical Observatory at Hanle. It will be remotely operated and will run on Solar Power.
It will help to explore the exciting energy range of gamma ray energy region in between satellite and the traditional Atmospheric Cerenkov experiments. The telescope is named after the Russian scientist Cerenkov who predicted that charged particles moving at high speeds in a medium, emit light.
According to Dr Tushar P Prabhu, Professor in-charge at Hanle, Indian Institute of Astrophysics, Bangalore will conduct experiments. IIA in collaboration with Tata Fundamental
Research Institute (TIFR), demonstrated the advantages of high altitude by installing High Altitude Energy Gamma Ray (HAGAR) Telescope.
High energy gamma rays emitted from black hole or centers of galaxies, compact objects like pulsars in our galaxy get absorbed in the atmosphere and do not reach the land. But when these rays interact with the atmosphere, the photons give rise to electron–positron pairs and there is a cascade of particles. When the particles move in the atmosphere at very high speed, they give rise to Cerenkov radiation. The blue and ultraviolet Cerenkov light is observed to infer the number of gamma rays hitting the atmosphere.
The gamma rays are high energy processes in the universe. Their study will help to understand study of high energy physics close to black holes, compact objects, dark matter and high gravitational fields.
The advantage of high altitude is that the Cerenkov radiation due to gamma-rays which normally occurs at 10 km altitude above sea level, will be at 5.5 km above ground, almost half the distance from the telescope. The intensity of radiation on the ground will be four times higher. A smaller facility in such place will be sufficient to achieve what a bigger facility will do closer to sea level. Telescopes of HAGAR were fabricated in Bangalore and the detectors in the focal plane were built in TFIR laboratories at Mumbai. In 2008 HAGAR saw the first light, and observations are continuing thereafter.
One of the important observations was of a galaxy with an active nucleus where the activity increases occasionally due to processes in matter falling on the black hole.
The Himalayan Chandra Telescope (HCT) at Hanle, has discovered three galaxies with super massive black holes out of observation of 10 galaxies. The other important discoveries of the telescope include subtle differences between different supernovae explosions and new variable stars forming in our galaxy. The HCT also successfully discovered a number of low metallicity stars.
The 2-m aperture optical-infrared telescope, HCT, was installed in 2000 and started its operation remotely since 2001.The telescope is equipped with 3 science instruments which are mounted on an instrument cube at the cassegrain focus of the telescope. The instruments available are the Himalayan Faint Object Spectrograph (HFOSC), the near-IR image, and the optical CCD imager. The remote operations make easy for astronomers to work without travelling to the remote high altitude site. Astronomers from all over the world and from other countries are using this.
