IMPHAL, Jan 24 NNN: The BJP, Manipur Pradesh has rebuffed the remarks of Home Minister Sushil Kumar Shinde that the BJP and the Rashtriya Sevak Sangh (RSS) had links with Hindu terrorists. Manipur unit of BJP organized a sit-in protest on Thursday in front of the party’s head office, Keishampat in Imphal to condemn the allegations leveled against the party by Home Minister Shinde.
The demonstration was held as part of the nationwide sit-in protest organized by the BJP against the Congress Government at the Centre and the Shinde remarks. BJP, Manipur Pradesh president in charge and former MLA Thangjam Nandakeshore said, “A countrywide sit-in protest is being organized by BJP today over the Union Home Minister’s remarks after a meeting of the party’s Central leaders, including newly elected party’s president Rajnath Singh was held in New Delhi.” Shinde came under pressure from the Opposition BJP and the RSS after he had alleged the Sangh Parivar that it had links to Hindu terrorists involved in a spate of terror attacks like the Samjhauta Express blast and Maligaon blast. Nandakeshore alleged that the UPA Government at the Centre and the Congress Government of Manipur were leveling the charges against BJP so as to cover up their communal policies before adding that the BJP condemns such allegations of the Congress.

Gaan Ngai which literally means Festival of Winter Season is a festival of paying homage to the souls who departed the previous year. It symbolizes the end of a year besides heralding a new one. Gaan Ngai which Was a ritualistic festival is now becoming a cultural event of the Zeliangrong community, which is now being joined in by all communities leading to strengthening the friendship and bond between the various communities. The festival which is an occasion of worship, joy and merriment, also provides an opportunity to come together and work together for the shared goal of peace and harmony. We should resolve to follow the spiritual and moral values of the Festival to make it meaningful.
Chief Minister , O Ibobi said in a message, “it gives me great pleasure in greeting the people of Manipur particularly our Zeliangrong brethren on the auspicious and joyous occasion of Gaan-Ngai.
While celebrating a festival, we have to follow the spiritual and moral precepts that it conveys and to create conditions in our social demeanour which will preserve and proliferate this gift. A festival has to be celebrated in its true spirit. In Manipur there are peoples belonging to various ethnic groups and peaceful co-existence is a glorious tradition of the Manipuri society. In enjoying a festival, the edifice of oneness gets strengthened and preservation of this bond of oneness is what the Manipuri society calls for to-day so that the glorious tradition of Manipur peaceful co-existence can be continued.
On the auspicious occasion of “CHAKAN GAAN-NGAI”, the greatest living festival of the Zeliangrong people of Assam, Manipur and Nagaland, which begin on January, 25, the Zeliangrong Youth Front (Assam, Manipur & Nagaland) convey its heartiest greeting to all communities in the state and particularly the Zeliangrong people. It is the festival (Ngai) of Gaan (Dry or Winter Season) and also known as the Chakan Gaan-Ngai. It is a kind of mixed festival for living and dead.
The whole festival is characterized by making of traditional sacred fire, Ho-hoing (invocation), worship, offering, rituals mingled with traditional song, dance, games, feastings and entertainment.

Once again petrol and diesel have become scarce item. Oil depots at many places had the rope straightened in front of the depots indicating the items are not available. More unfortunate is the fact that the Kuki state demand committee has threatened to call indefinite blockade on the national highway in pursuit of their demand for creation of Kuki land, which means Manipuris will land in the pit of sorrow for some time more. What should we do now? We have not learnt anything from all that we have seen and heard. Despite 15 year long peace talk between NSCN and the Government of India Nagas’s demand for expansion of boundary cannot be fulfilled. Time and again the Government of India is telling territorial boundary of Manipur will not be affected. Then how come Kukis think their demand for creation of Kuki homeland will be heard by the Government of India. Laldenga too fought for greater Mizoram. What did he get? He and his lieutenants ruled Mizoram. That’s all. The protagonists of Kuki homeland are advised to drop their demand and focus on other things. Nagas too have realised the futility of demanding territory expansion so they are shifting their demand to alternative arrangement. Manipur must move forward. It can happen when we all work unitedly understanding each other’s problems. Manipur has changed a lot in the past 30 years. All the district head quarters have seen massive infrastructure coming up. Indoor stadiums conference halls have been constructed in all the district head quarters. Road connectivity has increased. Massive plan is underway to electrify all the villages. However drinking water scarcity is a serious problem, which needs to be solved. Our energy and time must be used in improving our surrounding. Do not waste time in making irrational and unreasonable demand for which there will be no taker. The Government of India will not find time to hear such irresponsibly made demand. We must ask ourselves what are our immediate requirements. Why do we need land in the name of a community? Here again the protagonists of the Kuki state are reminded no land will be created in the name of community. Why cannot we accept the fact that the state of Manipur belongs to all people. Our forefathers fought for creation of this land called Manipur. Nobody will be able to break our land. Chief Minister O. Ibobi when he met the central leadership had made the stand of the state Government clear. It will not allow parting of even an inch of land. Then where lies the possibility of Kukis getting separate state within Manipur. It is time they too realise the futility of fighting over the demand, which will never be fulfilled. Take this word. Manipuris will protect territorial boundary even if the union Government decides to break Manipur. Manipuris fought valiantly against the mighty forces to protect its land. That had been recorded in the history. The recent great June uprising was also a reminder of how Manipuris hold dearly their land. Thousands and thousands will sacrifice their lives for protection of the Manipur’s boundary. Therefore the agitationists are advised to stop the agitation over homeland and allow movement of vehicles on the national to ensure availability of petrol, diesel and other essential items.

SENAPATI, Jan 24 NNN: Even as the Kuki State Demand Committee (KSDC) sponsored agitation has begun from 5 pm today demanding to commence the political dialogue with Kuki militant outfits, the United Naga Council (UNC) has the agitations should not be allowed in ‘Naga areas’.
UNC said that any misunderstanding crops up during the bandh should be held responsible by the bandh sponsors.
“We respect every community. The Nagas respect every ethnic group and their aspirations. However, political aspiration based on artificiality will not serve any good except to bring confusion among the people,” the UNC stated.
According to the UNC, some sections of the people have been recalling time and again on the ‘so called Kuki rebellion’ of 1917-19 and the 1990s ethnic cauldron to create a kind of artificial history and from there a political aspiration is to be based. “Such thing will not work,” asserted the UNC.

Assam Rifles Unit deployed in Jiribam has been successful in improving the internal security situation in the region specially for creating a secure environment in Jiribam Sub Division and for security of the important road link NH37 for facilitating connectivity between Jiribam and Imphal.
Commander 22 Sector under HQ IGAR(E) interacted with representatives of the Meira Paibis and local organizations. While interacting with locals assured them full support of the Assam Rifles, It was decided that the local community, media, police and civil administration and Assam Rifles would work with coordination for upliftment and safety of all residents of the region. Any differences existing would be amicably resolved by all stake holders. The representatives who attended the meeting assured their full support to Assam Rifles in combating insurgents for bringing peace in Jiribam.

IMPHAL, Jan 24 NNN: The Autonomous District Council Coordination Committee, Manipur (ADCCCM) has on Thursday urged the Governor of Manipur to make a report to the President of India about the failure of administration at the grassroots level as a result of negligence to the popular District Council Governments in the hill areas of Manipur.
ADCCM today submitted a memorandum to Governor Gurbachan Jagat urging him to make a report to the President of India about the failure of administration at the grassroots level as a result of negligence to the popular District Council Governments.
The memorandum has also urged the Governor to give necessary directions to the Government of Manipur for the consideration of the memorandum that was submitted to the Chief Minister, Ngalangzar Malue, convenor, ADCCCM told reporters at the Manipur Press Club, Imphal.
ADCCCM is on strike to meet its demands after the Government allegedly failed to give any positive response to it.Leaders of the committee met with the Governor at Raj Bhavan where they submitted the memorandum.
The Governor assured the ADCCCM leaders that he would take necessary steps with regard to the demands made by the committee, Ngalangzar Malue said.
They also met with Rajya Sabha MP Rishnag Keishing at his residence over the issue on Thursday, he said.
He said that Rishang had also assured them that he would help the committee in fulfilling its demands, saying they were legitimate.
Ngalangzar Malue also said that the committee was planning to visit New Delhi to impress upon the Central leaders over its demands in the event of the state Government’s failure to give positive response to it.
But he added, “We would cancel the plan for visiting the national capital if the state Government gives positive response soon.”ADCCC is demanding to ensure autonomy of the six ADCs.

The social services activities are a part of the Annual Training Camp-II (2012-13). A total number of 225 cadets are taking part under the supervision of Camp Commandant Squadron Leader KU Singh.
A total number of 160 cadets of No 1 (Manipur) Air Sqn (Flg) NCC, Imphal visited Army R & O unit at Leimakhong Military Station today. The cadets were introduced to educative display of Cheetah Helicopter. The thrilling finale was when cadets were given the opportunity to see the adventures static and flying performance of Helicopter. This activity was a part of the Annual Training Camp-II (2012-13). A total number of 225 cadets are taking part under the supervision of Camp Commandant Squadron Leader KU Singh.

MNS:- Smt. Krishna Tirath, Minister for Women and Child Development and former President Dr. A P J Abdul Kalam awarded children who have won the national slogan writing competition on the National Girl Child Day, here today.
Smt. Tirath and the Chief Guest for the function, Dr. Abdul Kalam awarded the winners of the national slogan writing competition. The first prize winners were given prize of Rs. 50,000; the second and third prize winners were given Rs. 35,000 and Rs. 25,000 each. For the Hindi slogans, the first prize was awarded to Kum. K K Chandralekha of Bangalore and second prize went to Master Swapnil Jain from Jabalpur. The third prize of Rs. 25,000 each was given away to Master Praveen Jabar of Chattisgarh and Kum. Saumya Sharma of Jaipur. In the English category Kum. Kanupriya Sharma won the first prize and Kum. Debangee Roy of Kolkata won the second prize. The third prize was shared equally by Master Anmol Rathod of Jammu and Kum. Veerta Singh of Kurukshetra, Haryana. More than 4000 students in the age group of 14-18 participated in the slogan writing competition. This was organized by the National Mission for Empowerment of Women (NMEW), under the Ministry of WCD.
Speaking at the occasion, the Smt. Krishna Tirath said that while children are the future of the nation, it is a cause of national concern that the child sex ratio has been showing a declining trend. The decline in the affluent sections of the society is worrisome, she pointed out.
This trend does not portend a healthy future for the society and the country, she added. Declining child sex ratio and child marriages are not isolated events, the Minister said. They both point to and emerge from the low respect for women in the Indian society. Cultural preference for male child, combined with technological advances which have made availability of cheap ultrasound machines easy to procure have resulted in increasing female foeticide. The Ministers narrated instances from some villages from Rajasthan where the newly born girl children are killed immediately after birth, because of the cultural preference for the male child. She said that the Ministry of WCD is in the process of bringing out a National Plan of Action for abetting the falling child sex ratio through a comprehensive action plan with the support of all concerned Ministries, such as Health, Human Resource Development, Drinking water and Sanitation etc.
In order to empower women and protect the girl child, the Minister elaborated on the schemes and initiatives taken up by the Ministry of WCD such as SABLA and the ICDS which has resulted in better nutrition and education among the children and young and adolescent women. Smt. Tirath also elaborated on the newly formed Prevention of Children from Sexual Offences Act 2012 where stringent punishment has been provided for sexual assault on children.
In his key note address at the occasion, Dr. A P J Abdul Kalam said that girl child and women are social assets, and they need to be nurtured and protected for a healthy society. There are many laws in the country for women and children but they are not enough, Dr. Kalam said. They need to be implemented in letter and spirit. He said that reserving 33% of seats in the Parliament will lead to empowering women.
Dr. Kalam further said that a happy home with nurturing parents and guiding teachers shape and mould the future of the child.
He said that when the child is empowered by the parents he/she develops into a responsible citizen of the country; and empowering women ensured the harmony within the society. Parents need to inculcate the habit of reading in the children right from a young age, Dr. Kalam stated. He also had the children present at the occasion take a vow that they will plant five trees and nurture them before they turn 17 years of age.
The Secretary, WCD, Sh. Prem Narain also pointed at the escalation in the drop-out rate of girl child in the country and expressed concern about the declining child sex ratio. He said these have reached a level where the whole country needs to be concerned, as this is a matter of survival of the society. He also mentioned that many girls drop out of school early due to lack of facilities such as drinking water, sanitation and toilets in many schools. Many times the schools are far away from the homes. The Ministry of WCD and HRD have taken a pledge, he said, to provide all schools with toilets in the 12th FYP. He also elaborated on various schemes of the Ministry of WCD which have empowered women and the girl child. He further added amendments are being proposed in the Dowry Act and the Immoral Trafficking Act.

IMPHAL, January 24: The  2nd State Level PMEGP Exhibition began today at Bijoy Govinda Lampak organized by the Khadi and Village Industries Commission State Office, Paona Bazaar, Imphal under the Ministry of Micro Small and Medium Enterprises Govt. of India. The Prime Minister Employment Generation Program (PMEGP) is a beneficial scheme established in the year 2009 and implemented in the year 2010 in Manipur.

While speaking at the inaugural, Govindas Konthoujam, Minister of Commerce and Industries, Govt. of India said that he bank and beneficiaries of the scheme have made the scheme fail despite the Central Government sanctioniong 5 lakh as banks have not allocated all the money. He also alleged that the undue influence of MLAs and Ministers have also lead to the scheme failing since  they put their own people as beneficiary. “For the year 2011-2012 the number of beneficiaries to be selected is 470 but 2500 beneficiaries were selected clandestinely. After investigations,  it has been reduced into 1400,” the Minister said. Adding that while giving the loan, the banks have to check properly whether their entrepreneur is genuine or not, he further said that the selected beneficiares who have got loans should repay their dues to clear their loan which will only enable them get more loan amounts and assist in establishing more number of private units under the PMEGP scheme to wipe-out the unemployment. 

Tolthang, Additional Director for Commerce speaking during the function said that  PMEGP is one of the best schemes which has ever implemented. Saying that ICM Lamphelpat had provided training program to the beneficiaries to ensure that the scheme works well, he maintained that the beneficiaries on their part should work sincerely.

J Thatlinga, Assistant General Manager of  SBI regional office said that the PMEGP is meant to generate  employment and give opportunities to settle in their own respective areas and give the capacity to establish their own enterprise. While taking loan by the beneficiary the loanee should not forget about the repayment of their loan. “If the loanee repays their loan in time then the bank will be ready to sanction more loans, he said. 

However, Khundrakpam Munal, a participant of the PMEGP exhibition from Khangabok Pallileikai and a state awardee, Thoubal Distrit who has a stall of mats made form “Kouna” said that he was assured a sum of Rs 50000 but that he had not received the full amount. He said that though he had applied for a loan of 5 lakhs, he had only got 44,000 which is not enough make the products as per the demand of customers.

IMPHAL, Janaury 24: The Beru-Unopat Golden Jubilee Celebration was held at Unopat village located at  Chandel district today under the theme “Apthang (to build), Apakha (to live) and Apatol ( to choose). 

Addressing the gathering, S. T. Nunghlung Victor,  MLA (41-A/C) Chandel said that all the communities in Manipur have their own customs. While applauding the efforts and and the courage of the village founder Late Kl Thungshal, he noted that though there were various problems in the village from various quarters, the village has become a peaceful one now with the arrival of security forces. He appealed to the villagers of Beru Unopat who have settled in different villages to live in unity and integrity.

Presenting a brief history of Beru Unopat at the function, Ex chief Kl Rumngkhol recalled that Late Kl Thungshel founded the village on 17 October, 1962 and the government of Manipur inaugurated a JB school and a dispensary. He said that the village had a population of 512 and 75 households from 1992 to 2012. The Beru-unopat village authority also submitted memorandums to the MLA, DC and SDO in the district. The main demands in the memorandum called for up gradation of the primary health sub-centre to primary sub-centre and the renovation of the playgrounds in the village.

A Dangmei, ZUF information secretary said the festival is about dispelling the darkness of evil and ignorance towards posterity to mankind on earth. “It is proper that all the people irrespective of different faiths join to celebrate the festival being the harbinger of peace and love gifted of the rich Zeliangrong cultural heritage for all communities,” said the ZUF.

Meanwhile, the ZUF also said the birth anniversary of Rani Gaidinliu falls on January 26.

NEW DELHI, Jan 24 (Agencies): The Ministry of Home Affairs has excluded Manipur, Mizoram and Nagaland from the Protected Area Regime notified under the Foreigners (Protected Areas) Order, 1958 for a further period of one year beyond 31.12.2012, subject to certain conditions.

In a statement issued here, Union Tourism Minister K Chiranjeevi has said that this decision would address the long pending demand of the three State Governments and the travel industry. This would also help in increasing tourist traffic to the North East and would give a fillip to the campaigns of Ministry of Tourism, focussing on North Eastern region of India.

IMPHAL, Jan 24: One of the four underground cadres killed by 39th Assam Rifles near 42 border pillar under Sijat police station on 21 January has been identified as Mutum Iboton alias Ihultamba aged 18, son of Ibomcha of Waithou Mangoljaou. The family of the deceased claimed the body following the post mortem.

According to the family, he had left home seven months back saying that he would work at a hotel at Moirangkhom. Another dead body of the deceased killed in the incident is lying at RIIMS morgue. It is said to be probably that of Kumabam Dag alias Sindaba of Moirang Kumam Leikai.

IMPHAL, January 24: The dead body which was earlier found buried at Sagolmang Pukhao Ahallup Nungdum Chingjin under Lamlai Police Station on 20 January has been handed over to Imphal Municipality Council for funeral following the post mortem at JNIMS as the identity of the deceased could not be ascertained. Not only the skull of the deceased but a tooth was also broken. A magistrate had conducted an inquest before the post mortem, for which video coverage was also done.

The brutal rape of a 23 year old paramedical student in a moving bus in the national capital by 6 men including a minor on Dec 16, 2012 led to a series of protests, the likes of which were not seen even during the earlier phase of the ‘people’s struggle’ led by Anna Hazare and party. Though the usual hangers on and various others with affiliations to student unions joined in, those who led from the front were young citizens who braved water cannons in the Delhi winter. For days, they made sure that their anger was heard in the nation’s most high profile security covered areas. This was unprecedented in a country where young people were thought of as being aloof from the socio-political arena and their activism seen only on social networking sites. When the girl passed away in far away Singapore where she had been taken for further treatment, the clamor for stronger laws to protect women from violence and stringent punishment for violators on one side and the continuous protests over the Delhi case including the media spotlight made the Government to set up a three-member panel led by Justice Verma to put forth its recommendations on tougher laws for crimes against women. The groundswell of emotions along with debates pointing out loopholes in the legal and judicial framework of the country regarding cases of violence against women have also put political groups on the same page when it comes to looking at tougher laws in the country.

The Justice Verma Committee has now come up with a 630 page report that has called for amending criminal laws to provide for more stringent punishment to rapists, including those belonging to police and public servants. With Lok Sabha elections set in 2014 and all political parties keen to proclaim their ‘strong stand’ on protecting women and ensuring their safety, it is most likely that when Parliament discuss on the Verma Committee findings which have been drawn from suggestions put forth by women groups and other social activists a majority of recommendations would be cemented as law. While the recommendations for the general safety of women in the country was largely expected, the areas touching upon the sexual violence being perpetuated in ‘conflict areas’ is note worthy and if accepted and acted upon, will be a validation that women in the country are equal citizens. Its view that that the “impunity of systematic sexual violence is being legitimised by the armed forces special powers act” gives hope for the women in areas where the Act is in place and who have bore the brunt of army excesses in the form of brutal assault, molestation, rape and torture. While another Committee report headed by Justice Jeevan Reddy remains to be ignored, the Justice Verma report has gone ahead to say, “There is an imminent need to review the continuance of the AFSPA and AFSPA-like legal protocols in internal conflict areas as soon as possible. This is necessary for determining the propriety of resorting to this legislation in the area(s) concerned.”

In a country where the statistics of rape incidence is supposed to be one rape for every 22 minutes it has never been uncommon to hear about rape cases, about victims of rape being harassed and the accused being let off, about cases not being taken up by the police the December case of the 23 student stood out partly because of its brutality and in an area in the heart of Delhi. No other rape case has evoked such a kind of response as it happened with this particular case even with the same amount of media scrutiny. Yet, another brutal case of violence failed to evoke much interest or action. When the body of Thangjam Manorama, alleged be a member of an armed group was found with tell tale sings of being brutally raped and tortured to death after being picked up by personnel of the 17 AR in July 2004, it made only local news headlines. The media buzz only came in when 12 women disrobed themselves. Near to a decade after the incident, the security personnel who took Manorama in their custody are yet to be tried in a court of law because of the impunity that is given to security forces under the garb of national security. Justice delayed is justice denied and activists in the state now need to ensure that the plight of women in this deeply militarized state is made known, debated and acted upon.
