IMPHAL, December 4 (NNN): Assam Rifles busted a hideout of Kuki Revolutionary Front (KRF) and recovered a huge cache of arms and ammunition and war like stores during an operation lanched in Lamshong village under Saikul Police Station under Sadar Hills in Senapati district.

On receipt of specific input on presence of a hideout of underground rebel group KRF, troops of B Company of the 25 Assam Rifles launched an operation in the village area on December 2 evening which resulted in the busting of the hideout and recovery of the cache, police reports said Friday.

During the busting of the well-concealed hideout the Assam Rifles recovered one M1 Carbine, one magazine, 14 live rounds, one SBBL gun, 10 live rounds, one country made .22 pistol, two country made pistols, two magazines, one .22 pistol, one magazine, six hand grenades, six electronic detonators, four rounds each of M 16 and AK 47 rifles, one round each of 9 MM pistol and 7.62 gun, four demand notes of KRF and one Walkie Talkie set.

The seized arms and ammunition and incriminating articles have been handed over to Saikul Police Station, according to the reports.

The KRF, which is active in Ssar Hills under Senapati district, is a suspension of operation (SoO) signatory under the Kuki rebels` umbrella organisation United People`s Front (UPF). The SoO agreement involves both the Manipur and Central governments.

COAS visits Chennai to review rescue efforts

It said during his visit, the COAS along with GOC, Dakshin Bharat Area, carried out aerial recce of the areas worst affected by floods in order to strategise additional measures & efforts required for ongoing rescue and relief efforts.

The COAS also complimented the formations & troops involved in the rescue efforts which have resulted in more than 5500 affected people reach safety due to Army’s efforts, it said.

Presently more than 50 teams (including BAUT based Rescue & Relief Teams, Engineer Teams & Medical Teams) are operating in Tambaram, Urapakkam, Mannivakkam, Mudichur, Defence Colony, T Nagar, Kothurpuram, Kasi Theatre & Perungudi which are the more affected areas presently. Army has also built up infrastructure to deploy Primary Health Centers along with dispensaries to deal with anticipated flood related medical problems, the statement continued.

The COAS has assured that the troops will continue the rescue efforts till it is required by the Civil Administration. He also said, more troops, Engineer Equipment and Medical Teams will be made available as required, it said.

IMPHAL, December 4: The All Manipur Road Transport Drivers and Motor Workers’ Union (AMRTDMWU) has launched an indefinite steering-wheel down strike along Imphal- Jiribam road (NH-27) against the burning of a cement loaded truck by miscreants on December 3.

Announcing their agitation in a press conference held at its office today the union’s general secretary, M Anil Meitei said that the union will not call-off its strike unless proper security arrangement are made along the highway.

Claiming security lapses as the main reason for the incident, he said the deputy Chief Minister who also holds the Home portfolio continues to remain indifferent to the plight of the transporters despite several appeals made to him.

Anil further demanded proper compensation for the loss, and urged proper action against the nearest police station for their negligence.

A truck bearing registration number MN 03T 0196 was burned down at Leingangpokpi, under Leingangpokpi police station around 6:30pm on December 3.

The transporters have been urging the government to deploy sufficient security forces including setting up of highway protection force along both the national highways to protect the transporters, said Anil adding that they are not satisfied with the Government’s measure which is unfortunate.

The president of the All Manipur Truck Owners Welfare Association (MTOWA), Hijam Ranjit, showing solidarity to the transporter divulged that his association will give full cooperation and support in the steering down strike launched by AMRTDMWU till the demands are met.

He further reiterated the demand to setup a Highway Protection Force at the earliest for the welfare of the transporter.

IMPHAL, December 4: Chief Judicial Magistrate, Imphal West in its ruling passed today has asked the concerned authority to allow Irom Sharmila who has been fasting for the last 15 years demanding repeal of Armed Forces Special Powers Act (AFSPA), 1958 from the State, to sunshine exposure for a period of 30 minutes a day while she stays in the prison cell.

This was informed by advocate Ch Momon of Manipur State Legal Services Authority, who represented as the counsel of the AFSPA crusader for the case registered by City Police Station against Sharmila under Indian Penal Code (IPC) Section 309.

He said that a written statement was submitted to the court of Chief Judicial Magistrate Imphal West on December 2 last, pleading to allow Sharmila to sunshine exposure at least 20-30 minutes a day while she stays in the prison cell as per doctor advice.

Doctor advised that Sharmila should be allowed sunshine exposure for a certain period a day in the morning as her health had been deteriorated due to prolonged confinement in the prison cell, the advocate said.

Acting on the prayer, the court in its ruling passed today asked the concerned authority to let Sharmila expose to sunshine at least 30 minutes a day before 11 am by taking her out of the prison cell.

The court direction was passed to Superintendent of Manipur Central Jail and concerned authority.

It may be mentioned that Irom Sharmila who is an Under Trial Prisoner (UTP) under IPC Section 309 is being kept at the Security Ward of JNIMS.

IMPHAL, Dec 4: The Manipur Public Service Commission (MPSC) has submitted its affidavit to the High Court of Manipur in connection with the case lodged against the commission’s failure to conduct DPC to fill 71 vacant posts of inspectors in the Manipur Police department.

Meanwhile, the HC has fixed the next hearing on December 16.

The WP case no. 168 of 2015, was filed by the eligible candidates, sub-inspectors.

It may be recalled that as on October 2014, there were 64 vacant posts in the Manipur police department. In addition to that on May 6, 2015 seven posts of Inspectors were lying vacant bringing the grand total at 71 inspectors.

Subsequent, upon the filing of the case the HC directed the MPSC chairman to conduct the DPC to fill up the vacant post of inspectors within two months times after the date of filing the case.

However, the MSPC has been ignoring the directives of the HC till date without giving feasible reasons.

IMPHAL, December 4: Father of a minor with multiple disabilities who was allegedly murdered in January last year lamented the delay in tracing the suspects even today.

Amuthoi, the still grieving father regretted although the police had assured to bring out the killers within a month, it is already two long years and the killers are still at large.

A team consisting of members of the Women Action for Development and media persons among others led by WAD secretary M Sobita visited the father at his Chandonpokpi Khongabal Leikai residence as part of the ongoing ‘fact finding on Crime Against Women’ the 16-days activism on Gender based violence.

Amuthoi said it has been almost two years since the incident however, the culprits are yet to be traced let alone be arrested.

It may be recalled that the young girl who was just 10 at the time was found dead on January 31, 2014 under the Khuga Bridge in between Phaijol and Chonglankhong, under Kumbi Police Station.

She had gone out of her home on January 22 to gather their cattle and had gone missing before her body was recovered under a culvert.

Police had also indicated foul play as it was reported that there were external injuries on her body and that her undergarments were found manipulated.

Forensic test had also confirmed that she was raped before being eventually murdered.

“The scene when her body was found under the culvert is still fresh in my mind,” he lamented.

“My daughter was loved by the whole villagers as she was very understanding, despite of her multiple disabilities,” he bemoaned.

Meanwhile, the North East Dialogue Forum had filed a complaint to the national Commission for Protection of Child Rights following which, the commission had observed that Section 5 (m)/6 of the POSCO Act should be applied as the victim is said to be sexually assaulted before her murder.

The commission had also observed that status report of the investigation of the case may be sought from the SP, Bishnupur, according to sources.

The commission had also informed the SP in this regard, sources said.

Meanwhile, Sobita said the State police is well equipped and intelligent enough in tackling the insurgency issue in the State, but is facing problems in handling such sensitive case.

Two years have passed since the young girl was found dead and there is still no development in the case, she claimed.

January 22 when the young girl went missing was at a time when security throughout the State was on alert owing to the January 26 celebration of the Republic Day.

During this period, the cordoning and search operations are conducted not only by the State force but by also the paramilitary forces, she said.

She further appealed to the higher authorities to speed up the investigation in the case.

One of the unforeseen but serendipitous fallouts in Manipur of the local area development funds made available to legislators, has been a sudden and quantum jump in the standard of young badminton players. The local area development funds, as we all know is a relatively new programme introduced by the Government of India in 1993 to ensure that durable assets are created at every Parliamentary and Assembly constituencies of the country, and under this scheme, a respectable amount of fund is earmarked annually for each legislators to invest in infrastructure building in his or her constituency during his tenure. Different legislators invest this fund differently to cater to the needs of their communities. As it has turned out, in the Imphal area, responding to the demands of their local communities, most MLAs have invested this fund in building community halls. Today, practically every locality has a community hall, and these have indeed been of great service in very many ways. As Imphal city gets progressively congested because of rapid urbanisation, traditional homesteads have transformed radically in response. One of the most prominent of these changes has been for the traditional courtyard and the shangoi (extended porticos) surrounding flanking it in practically in all direction, to either shrink drastically or else disappear altogether. This is the space where traditional family ceremonies, beginning from the feasting in celebration of birth to sankirtan held as part of last rites for the dead were once held. These disappeared but important spaces have now found a convenient common replacement in the new community halls.

But these community halls are serving their publics in another very important though unforeseen way. Almost all of them, when they are not used for ritual ceremonies, which incidentally is most of the time, become badminton courts for local children to hone their skills. As it is turning out, the reflex game that badminton is, is turning out to suit the sporting temperament of local youth very well. Indeed, arguably because of this phenomenon, Manipur today is becoming a force to reckon with in National badminton circuits, especially in the junior and sub-junior categories, with the promise that when the current generation of junior players come of age, they will retain the respect they earned in their junior days, to become champion materials in the senior and open categories as well. In the recently concluded National sub-junior badminton championship at Visakhapatnam, Andhra Pradesh, Manipur put a formidable show, especially in the boys section, bagging two golds and one silver. However, it is not just those who emerged at the top who impressed, but equally those who did not make it. On their given day, they could very well have beaten the very best and be at the top themselves. Even those who lost, did so only after giving their opponents, many of them who went on to win medals, big scares. The awesome team and bench strength of Manipur did not miss the audience either. It was flattering to hear many actually inquire as to how many badminton academies Manipur had. It was even more flattering to see they were in utter disbelief when the answer was, “none”. Mark our words, if nothing catastrophic happens to deflate the spirit, Manipur will soon see the emergence of champion materials from its current stable of extremely talented young players.

One other thing became clear after witnessing the Visakhapatnam championship. Indian sports, not just badminton, is coming of age and the days of amateur enthusiasts is getting over. Now you have young talents giving their entire time and energy to single sports in various sports academies. It is no longer a question of an engineering student also interested in badminton, but a badminton student also desiring at least a basic academic degree, and completing the formalities to get one. Young players and their parents are now increasingly putting their entire stake into the sports they pursue, hoping to win not just a career but also glory from them. Just as traditionally many students give everything to win a medical or engineering seat, or else to get through the civil services examinations, there are today young sporting talents equally focused on winning a place in society through sports. There will be heartbreaks, just as in all other fields, but given the energy invested, there will also soon be world beaters. In some of the elite sports such as badminton and tennis, this is already evident. There is nothing to say such breakthrough will not begin to happen in other sports as well. The upcoming Rio Olympics will be an interesting indicator if the dawn of an Indian sporting revolution has already come in sight.
