IMPHAL, November 7: The number of youths enrolled in the State’s employment exchange seeking government jobs has reached 707606.

According to a survey report on unemployed youths at the employment exchanges in the State, Imphal West has 184216 unemployed youths among which 119981 are males and 64235 females.

Meawnhile, Imphal East district recorded a number of 112432 unemployed youths of which 79794 are males and 32638 females.

The total number of unemployed youths in Thoubal district is pegged at 118061 of which 93466 are males and 25495 females. Bishnupur district recorded a number of 68570 unemployed youths among which 50495 are males and 17606 females.

The total number of unemployed youths in Churachandpur is 71472 among which 52543 are males and 18929 females while Ukhrul district has 28464 unemployed youths of which 19918 are males and 8456 females. Senapati has 59322 unemployed youths of which 42819 are males and 16503 females. For Tamenglong district, the number of unemployed youths stands at 25123 of which 19009 are males and 6114 females. Meanwhile, Chandel district recorded a number of 30002 youths among which 20,577 are males and 9425 females.

The survey has revealed that the number of differently abled persons who are seeking jobs stands at 2659 of which 1786 are males and 873 females.

IMPHAL, November 7: The Tamenglong-Tousem road which is around 80 kms long and is a lifeline to the Tousem people “lies abandoned like an orphan road”, stated Tamei MLA Z Kikhonbou Newmai.

The MLA was on an inspection tour of the villages of Namtiram II, Azuram, Mandu III, Tousem HQ, Tousem Lehullen and Model Village (Tousem).

To help facilitate better connectivity, the roads and bridges in Tousem will be developed soon, Z Newmai said, adding that Tamenglong – Tousem road, also known as the Haflong road, is an important one but is in a deplorable condition.

For the development of the road, there is a need of a financial package of around Rs 100 crores but the State government due to financial constraints could not provide such a huge amount that even the North East Council (NEC) could not bear, he said. However, the government is trying its level best to complete the road, he added.

He further stated that the NEC, PWD and PMGSY didn’t take up the project for the development of the road.

The Haflong road has been kept in the first priority list for development by the NEC in its 12 years plan after being urged by the State government to complete it at the earliest, he added.

He further added that the Makru Bridge which was built in 2013-2014 with the plan fund of around Rs 50 lakh has been washed away by the flood. However, the CM and Works minister have assured to renovate the bridge very soon in consideration for the welfare of the people, Z Newmai said.

He also inspected the BDO office, police barrack, staff office, bank building which were constructed by the MDS under the Special Plan Assistance of Inclusive Hills Growth Infrastructure Building.

Imphal, November 7: Teachers appointed on contract basis in 2006 to be posted in the hill districts and engaged by the Directorate of Education (S) have demanded the government to adopt a policy decision for their regularisation within a short period.

In a press meet at the MBC Higher Secondary School in Chingmeirong this afternoon, All Manipur Hill District Contract Basis Teachers Association (AMHDCBTA) convenor PA Epchan said that the school teachers who were appointed on a contract basis in 2006 to be posted in the hill districts by the Education (S) are facing a lot of difficulties owing to the lukewarm attitude of the government.

The schools in the hill districts are short of teachers and basic infrastructure of the schools there should be developed by the State government, he said.

The government had extended their service and remunerated them till December 2008 but didn’t issue any order after that, Epchan said, adding on November 2011, a physical verification process along with those of the relevant documents of the teachers was conducted by the Directorate of Education (S).

He further stated that the concerned directorate put up a list of 772 genuine contractual teachers to the higher authority for their further engagement but without any positive outcome till date.

Setting up a Departmental Promotional Committee is purely under the purview of the government, it can adopt a policy and conduct the DPC for the contractual teachers at any time, he said, adding the government has adopted a policy for the regularisation of the contractual lecturers of higher secondary schools appointed in 2009 and long suffering lecturers of government colleges.

AMHDCBTA demanding a similar policy decision regarding the regularisation of contractual teachers appointed in 2006, in association with the Student`s Union of hill-based government schools, submitted a memorandum to Chief Minister Okram Ibobi. The memorandum jointly submitted with various hill districts students’ union such as the Zeliangrong Students’ Union, Naga Students’ Union of Chandel and Tangkhul Katamnao Saklong highlights certain problems faced by the schools in hill districts.

If the government fails to initiate positive measures within November 15, the association along with the student`s unions would be compelled to launch various agitations in the four corners of the State like closing down the National Projects in the hill districts and stopping the inter district transport systems, the AMHDCBTA convenor said.

THOUBAL, November 7: The 48 hour Imphal-Moreh highway bandh called against the decision of the State government to construct a sports university at Yaithibi Loukon by the 44-Yaithibi Loukon Land Owners’ Association concluded this evening. Although no untoward incidents were reported during the highway bandh, it affected vehicular traffic along the highway.

Around 2pm this afternoon, police fired tear gas shells to disperse bandh supporters. Later in the day, bandh supporters were seen burning effigies of the MLAs of Kakching, Wangjing and Chandel.

Protestors were also seen holding placards reading “MLAs Y Surchandra, P Brojen and D Korungthang are playing divisive policy” “save our agricultural lands”, etc.

Speaking to media persons, association secretary L Modun said the association is not against the construction of a sports university in the State, but it just wanted the government to look for another location rather than constructing the university at Yaithibi Loukon which is populated area with more than 3000 individuals.

The area has also more than 300/ 400 houses with masjids, temples and churches, he said before adding that the total area of Yaithibi Loukon is 600 acre.

Around 200 acre of land is inhabited, he said.

On the eastern side runs the National Highway 102, he said.

He continued that although Yaithibi Loukon falls in the middle of three Assembly Constituencies, none of the three MLAs have ever come to the people to discuss their problems.

He said the three MLAs cannot just choose the site without the consent of the people of the area.

He continued that people of the area had disrupted a survey of the area conducted by the three MLAs by bringing the Thoubal DC and the Revenue director on October 23.

Neither before choosing the site nor after doing so, no government representative or official has come to discuss the issue with the local leaders and the public, he complained.

He further appealed for an open discussion on the issue with experts.

He further warned of stronger agitations if the government continue to go ahead with the decision to construct the sports university at Yaithibi Loukon.

IMPHAL, November 7: A one day public convention on the present status of the Inner Line Permit System in Manipur came up with four resolutions setting November 18 as deadline for the government to enact the ILPS or a similar Act.

The convention was held today at the MDU hall participated by imminent personalities of the State, Civil Society Organisations and the public.

The participants highlighted several important view points on the present movement headed by the Joint Committee on the Inner Line Permit System and the non-committal attitude of the government.

Speaking to media persons, JCILPS co-convenor Somorendro Thokchom said if the government fails to come with a solution before the set deadline, a mass movement will be launched.

He continued that at the end of the convention, the participants condemned the government for allegedly being non-committal and playing delaying tactics.

He said the JCILPS condemns the government for being non-transparent on the progress regarding the enactment of an Act similar to the ILPS.

Two months after the All Political parties Committee on ILPS was formed, the JCILPS is unable to reply to the questions raised from all sections of the society regarding the status of the ILPS implementation.

He further demanded a commitment from the State government regarding punishing of addl SP Victoria Yengkhom for misusing power and degrading and assaulting JCILPS volunteers beyond her jurisdiction.

The convention was also attended by former minister RV Mingthing; chairman Kuki Organisation for Human Rights, Manipur; secretary Minority Commission, Manipur Prof Abdul Hakim Shah; president Komrem Students’ Union, Manipur and convenor JCILPS H Ibotombi Khuman

He said unless, Victoria is suspended by the end of this month, there will be an uprising.

Bishnupur, November 7: A 17-year-old differently-abled girl from Nambol area was allegedly raped by a 17 year old boy inside her own bed room.

According to sources, the incident happened when the girl was taking rest on her bed around 7: 30 in the morning on November 4.

At the time of the incident, most of the family members had gone out of the house.

Sources continued that the boy taking advantage of the situation entered inside the girl’s bedroom and allegedly raped her. The incident came to light only when the brother of the girl, who was also sleeping inside the house, heard some unusual noise in his sister’s room, the sources added.

Further the sources said the brother immediately went inside his sister’s room and found the boy in an inappropriate manner.

He immediately pulled out the boy from the room and informed the locals, who formed a mob to thrash the accused.

It is also learnt that following the incident, the brother of the accused, identified as Premkumar had repeatedly warned the girl’s family of dire consequences.

In this regard, the victim’s family has appealed to the authority concerned to book the culprit, who is still at large, and also his brother for his repeated threats to the family.

IMPHAL, November 7: Manipur Assembly Speaker Th Lokeshwar has today reserved the final verdict hearing regarding the tribunal case under the 10th Schedule at the Tribunal Court of the Speaker of the Manipur Legislature Assembly regarding disqualification against Kh Joykishan MLA Thangmeiband, Th Bishwajit MLA Thongju and O Lukhoi MLA Wagoi AC who were elected with AITC tickets in the 10th Manipur General Election.

Today’s sitting which saw both counsels tabling their arguments on the case was started at 10:30am and continued till late evening at the New Secretariate building.

It may be mentioned that presently eight cases are underway in the tribunal court which are Th Shyamkumar and Thangmeiband Trinamool Congress Workers against Kh Joykisan, case no 2 O Kavi vs Kh Joykisan, Case no 3. W Ngalentombi vs Kh Joykisan, Case no 4 Th Shyamkumar vs Kh Joykisan, case no 6 Th Shyamkumar vs O Lukhoi, case no 7 Th Shyamkumar vs K Sarat and case no 8 Kim Gangte Vs Dr I Ibohalbi.

The hearings for Case no 7 has been fixed for November 11 and that of case no 8 for November 13.

IMPHAL, November 7: As far as the question of prevention of Cancer and spreading awareness is concern, more activists in the non-medical sector who work at the village level like the ASHA workers, NGOs, local bodies etc need to be involved, said Health and Family Welfare, principal secretary Dr J Suresh Babu at a “Cancer Awareness Day” observation held at JNIMS, conference hall here today.

The observation was part of the National Cancer Fortnight which will continue till November 21 during which free cervical cancer screening will be conducted at the Gynae OPD-Jawaharlal Nehru Institute of Medical Sciences, screening for breast cancer at OPB, JNIMS and oral cancer at Department of dentistry, JNIMS.

Speaking as the chief of today’s observation, Dr Suresh Babu continued that people should be aware of the disease and added that early detection and surveillance is an important aspect of fighting cancer.

Creating awareness on the issue should be mainly focused on how to reach out to the rural people and make them aware that cancer can be cured if detected early on, he continued.

However, today there are still people who panic at the mere mention of cancer, he said before adding that cancer brings along intense agony and mental trauma in a family if any member of the family is diagnosed with cancer- either curable or non-curable, mild or in final stage.

But today, the medical diagnostic system has changed a lot, the treatment potential and capability of medicines have improved a lot, he said and added what was three years back has improved tremendously.

Dr Suresh Babu also said that the Centre is planning to increase the numbers of Cancer treatment centres and improve and support the entire diagnostic system including patients.

A new awareness programme under the National health mission will be launch this year with the ultimate target of ensuring everyone medical treatment in the country and easy access to medical facilities with money not being a factor.

He further appealed to the participants present in the function not only to learn about cancer structurally but to dedicate oneself to work for prevention of this non-communicable disease.

In his presidential speech, Health Services director Dr O Ibomcha Singh said people need to be fully aware of cancer and bring a change to the mentality regarding cancer. He said even tension and depression can shorten one’s lifespan.

He said cancer is preventable and if detected early on it can be cured.

The function was also attended by professor M Shyamo Singh, director, JNIMS, Porampat and Dr K Rajo Singh, director, Family Welfare.

IMPHAL, November 7: The Chief Minister, Okram Ibobi Singh today inaugurated the 10th edition of Bhagyachandra National Festival of Classical Dance 2014, at the Shree Shree Govindaji Temple complex, Kangla Imphal.

The festival is being organised by the department of Art & Culture, government of Manipur.

Speaking during the inaugural function, the CM observed that different forms of classical performance art have become an indispensable parts of our lives. He observed that sometimes we tend to forget the creator or the designer of these art forms.

He pointed out that the festival is homage to those founders of classical art forms. Rajashree Bhagyachandra is one of the most prominent of them.

The government of Manipur, back in the year 1989 initiated the festival of classical dance, honouring King Bhagyachandra, known for his statesmanship and divine visions.

Though the Manipuri classical Raas Lila has been a popular dance in the State, sadly in the present times it has become rare to be seen, the CM said.

The Chief Minister said in this regard it is commendable that the State has acquired a replica of the “Khunti” a graphic symbol created in honour of King Bhagyachandra and in recognition of him as Rajashree, from a devotee in Nabadip.

Ths symbol is still worshipped at Radha Krishna temple, Govindabari, Jiyaganj, he said.

Further he said that the main dance festival is being held at Kangla for three days and this festival will give opportunity to the people of the State to witness various major dances from across the country as well.

In today’s performance, RK Sabitrisana Devi presented Manipuri Dance; Sujalata Mohapatra performed Odissi dance, Methil Devika showcased Mohiniyattam dance, and T Roneld Meitei also presented Manipuri dance, which enthralled the audience.

However, the sound system did not function properly during the performances, leaving the audience a bit upset.

IMPHAL, November 7: The Union Minister of Culture and Tourism Shripad Yesso Naik will grace the state level workshop on “Membership year, 2015”, organised by the State BJP on November 9, as the chief guest.

Sources said the official schedule of the Union Minister has been confirmed. He will arrive in Imphal at around 9:10 am on November 9 to attend the state level workshop on “Membership year, 2015”, and formally begin the membership renewal drive as the chief guest at around 10 am at the BJP Head Office in Nityapat Chukhek, the sources added. After the workshop, he will leave Imphal at around 3:15 pm, the sources further stated.

The workshop is related with the BJP celebrating 2015 as its “Membership Year” which was formally announced by the National Party President Amit Shah at a press conference in New Delhi on October 27 this year.

As a part of this membership programme, a mobile/online membership drives was launched on November 1 at a press conference in Delhi by Prime Minister Narendra Modi and Amit Shah.

It may be mentioned here that the BJP Manipur Pradesh had announced that it would organise the state level workshop on the membership year and formally start the membership drive on November 9 at its Head Office in the presence of a Union Minister along with a national office bearer of the BJP.
