CCPUR, Oct 5: The reopening of school and other educational institution from today as well as the one extra hour extension of the public curfew as per the decision of the JAC against `anti-tribal bills` did not fully materialise as certain school students opposed the reopening by staging protests in front of their schools, in particular Don Bosco, VK Tona and Rayburn school/college where the protesting students did not allow fellow students to attend classes by blocking the entrance of the respective schools.

At the Vision Academy l, Young Leaner, and Montessori School, those behind the “student movement” told the school authorities to close their institutions saying that when their fellow student`s death bodies are lying unburied in the district hospital morgue, they have no right to start attending normal classes.

The student in some other schools, in particular Sialmat Chtidtism Higher Secondary Schools, also tried to prevent the reopening of their schools but failed as women folks insisted the JAC`s decree, supported by major umbrella student unions of the district like ZSF,HYA and KSO, must be adhered to.

They stood guard at the gate of the schools to ensure normal classes.

In other parts of the town, schools like the L. Foundation Schools of Bungbual, classes were allowed till 12 noon.

Many government schools like Phungkhothang Govt. High School closed proceedings after school assembly, while others like Vimala Raina High school had classes till 11am, though under immense pressures from certain sections of the students to shut school until the matter for which the nine martyrs sacrificed their lives is resolved.

Schools in the Churachandpur district has been shut for the 36th days as on today.

IMPHAL October 5: The decadal Right to Information Week Celebration 2015 was launched today at the MFDC hall with the Chief Minister O Ibobi Singh and Deputy Chief Minister Gaikhangam as the chief guest and the president of the function.

The programme was organized by the Manipur Information Commission under the leadership of its new Commissioner Th Ibobi Singh. This is the first instance for the Manipur Information Commission to partake in the annual weeklong celebration since its inception in 2006 September.

The event was hosted with sponsorship from Department of Personnel & Training Ministry of Personnel, Public Grievances & Pension, GoI.

Despite the long list of invitees read out by the host inclusive of both Governmental and Civil bodies the response was very poor clearly indicating the discomfort of the SPIOs in supporting such a radical shift towards transparency and accountability in governance.

The Deputy Chief Minister in his speech talk about the lack of seriousness for such an important learning session and said, `We might be speaking to empty chairs while the stakeholders missed the chance of getting more knowledge through the learned resource persons`

Nevertheless the Chief Minister enthusiastically supported the initiative of the Information Commission office and appeal to all departments and officials to extend support in pursuance of bringing a better more transparent and accountable governance in the State.

It was followed by two technical sessions with eminent resource person Dr Ch Narendra Singh, Advocate whose expertise on the subject flowed as a lively education to the audience on two themes namely `The Historical perspective of RTI`™ and `Right to Information and the Right to be informed`™

He narrates the epistemology of the Act, especially the pressure build by campaigns of civil society organizations and landmark judgments which ultimately resulted in the passing of the RTI Act in 2005. `Such Act was already in place in Scandinavian Countries since 1776` he said.

He said, unfortunately there are very few who dares to ask questions and information since we are still wrapped in the mindset of bureaucrats ruling in secrecy. And even the few attempts are equally responded with a reluctance to share information by the authorities even if they are not sheltered by the erstwhile Official Secret Act anymore.

He defines information in RTI as, `Information is any material in any form. It includes records, documents, memos, emails, opinions advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form.

It also includes information relating to any private body which can be accessed by a public authority under any other law for the time being in force`

He explains and interprets the legality of the RTI Act further in terms of accessibility, `A citizen has the right to obtain material which also includes inspection of work, documents, records, taking notes, extracts or certified copies of documents or records, taking certified samples of materials, taking information in the form of diskettes, tapes video cassettes or in any other electronic mode or through print outs`

He inform the audience that RTI Act is applicable to seek information related to status of applications, evaluated answer sheets and marks besides governmental programmes, beneficiary list, budget, orders etc.

The interactive session stretch on the need to pursue for pro active disclosure (suo moto) towards fulfilling the core objective of the Act as specified in Section 4 of the Act which was meant to be complied within 120 days since its inception in 2005.

These includes procedures followed in decision making, details of consultative committees and other bodies, budgets and list of beneficiaries among others with regular updates to encourage sharing of information to the public towards transparency and accountability in governance.

According to a presentation of the department by S Inao Singh, Dy Registrar, 1408 RTI applications were received and 1297 cases disposed as on 23 of September 2015 with a pending case of 113 at present.

In his paper titled `A case study of the implementation of RTI Act in Manipur`™ he quotes cases where dept action against erring officials including service termination was evoked along with compensation to the applicants.

TH Ibobi Singh, SCIC,MIC who took charge this May after the commission remain defunct for more than two years responded to a concern raised by a RTI Activist about threats in the aftermath of seeking crucial information involving Ministers, `The SPIOs are not supposed to disclosed the name of the applicants. They could have responded to the information sought without disclosing the particulars which can lead to various form of harassing and discouraging this transparency practice`. He also shared about the role of the State Information Commission in facilitating the RTI applicants.

As part of the decadal celebration of this landmark RTI Act 2005, the Manipur Information Commission has scheduled a line of educative interactive programmes for the next few days with a culmination on 12 of October at the State Guest House, Imphal.

This was stated by Deputy Chief Minister Gaikhangam responding to queries raised by media persons regarding the demands of granting Jiribam Sub-division and Sadar Hills district status.

`As we all know that the issues confronting Manipur today are very sensitive and complex because different communities with different outlooks reside here. Before taking up any step we need to consider everyone`™s interest and find a consensual resolution acceptable to all,` the Gaikhangam added.

The Deputy Chief Minister was attending a voluntary blood donation camp jointly organised by National Students`™ Union of India (Manipur State) and Department of Immunohaemotology and Blood Transfusion, RIMS in connection with yearlong celebration of 125th birth anniversary of Pandit Jawarharlal Nehru, the first Prime Minister of India at IHBT RIMS.

Media persons asked him what could be the possible reason for not granting Jiribam Sub-division and Sadar Hills district status though activists behind these demands have announced they would launch agitations to press their demands.

He further said that considering the present scenario of the State the government needs to take steps in these matters very carefully. However there is nothing like the government is unwilling to grant them their wishes or demands.

`We all know how things are in Manipur, when we try to solve one issue; another issue on the other side arises. We are only trying to find a consensual way to resolve these issues. Time will come for that too,` Gaikhangam said.

When asked what steps have been taken up regarding the frequent reports of looting from trucks at gunpoint by unidentified persons at National Highways connecting the state to mainland India and also regarding the public`™s suspicion of the involvement of UG groups under SoO pact with the government, he replied that the possibility of the involvement of UG groups under SoO pact cannot be totally ruled out considering their earlier records.

`We (government) are not saying that they (UG groups under SoO) are doing it but since allegations have been raised against them, we have instructed the concerned authorities to look into the matter.`

`However if the allegation is proven, than befitting action will be taken up against the involved person/s according to the law of the land,` he added.

IMPHAL, October 5: As part of the week-long celebration of the 60th Wildlife Week 2015, a cycle rally was flagged off from the Range Office of Keibul Lamjao to spread awareness on the importance of wildlife in our survival and maintaining the ecological balance.

The cycle rally was organised by the Wildlife Wing Forest Department Manipur in association with the Environmental Social Reformation and Sangai Protection Forum, Keibul Lamjao. Altogether 200 young local cyclist took part in the rally which went through Moirang Khunou, Keirenphabi, Thangalawai, Kumbi, Ithai Wapokpi, Nongmaikhong, Khordak and Laphupat Tera spreading the message of wildlife conservation and its importance along the way.

Conservator (Wildlife) L Lukhoi, Dy. Conservator of Forest Park and Sanctuary Division Arun RS, ZP Member of Kha- Thinungei Moirang Khunou N (O) Indira, Pradhan of Moirang Khunou G/P, L Gouramani and Ward Member of Chandapur O Iboyaima collectively flagged off the cycle rally.

A tree plantation drive was also conducted by the participants of the rally and other officials of the Forest Department at Laphupat Tera where the rally concluded.

Before the rally was flagged off Lukoi addressed the young participants to take an active role in conserving the wildlife and maintaining the ecological balance. He stated that all living beings depend on other creatures directly and indirectly and we are one big global family. Without wildlife life for human will not be possible and we must work voluntarily and participate in every work of conservation and preservation of wildlife and its habitat.

Meanwhile Arun RS maintained that the Keibul Lamjao National Park is a unique place in the entire world and also home to Sangai which is critically endangered. Young minds should be well sensitized with the importance of conservation of wildlife and its habitat, he added.

He asserted that without the help of local people, NGOs and other beneficiaries, it will be impossible for the Wildlife Wing in protecting the rare Sangai deer. He urged all people to support the works of the Forest Department in every possible way.

Police busts SK Oil racket

IMPHAL, October 5: Police today arrested two persons who were involved in selling 20 KL of SK Oil (Kerosene) allocated for Ukhrul District illegally at an oil pump in Imphal.

According to Heingang Police Station in Imphal East, the two have been identified as V Horleng Zimik, of Ukhrul and Phurailatpam Jotin Sharma, of Uripok Huidrom Leikai.

The registration number of the Oil tanker involved in the racket is MN-01-7466.

V Horleng Zimik`™s direct involvement in the racket has been confirmed by the police while investigation is still going on.

They were selling the SK Oil allocation of Ukhrul District for September month at an Oil Pump illegally in Imphal at around 11:30 am today, Police said.

After receiving complaints of SK Oil (Kerosene) allocation of Ukhrul District not reaching there a case was registered at Heingang Police Station and investigation started.

A team of Heingang Police Station after receiving a tip-off raided the oil pump along with a team of Imphal Police Station and they were caught red handed.

It may be mentioned here that the president of Tangkhul Nagalong (TNL), Ukhrul District Headquarter on October 3 lodge a complaint with the Superintendent of Police, Imphal East saying that M/S ZV Nepolian Oil Agency, Ukhrul using oil tanker bearing registration number MN-01-7466 have loading 20 KL of Sk Oil from Imphal Oil Depot on September 30, 2015 but never reached Ukhrul.

There was also a complaint made in February this year by TNL regarding SK Oil allocation of Ukhrul District not reaching there, which IFP had carried as news items.

KANGPOKPI, Oct 5: The Kuki Students`™ Organization, General Headquarter (KSO-GHQ) today strongly condemned the killing of Seikholen Haokip by 25 Gorkha Rifles on October 1.

Seiboi Haokip, general secretary of KSO-GHQ, while condemning the alleged deceitfulness and lie of the 25 GR said that the deceased civilian was killed in an ambush laid by the Gorkha Rifles to attack ZUF cadres.

He continued that the deceased along with Thensei Haokip had gone to Khoupum village to procure household provisions and were on their way home to Songkong village when they were shot at by the army men.

Thensei Haokip narrowly escaped while Seikholen died at the spot, said Seiboi Haokip while alleging that the army men on knowing that they had killed an innocent civilian tried to cover up their track by donning the dead body with camouflage dress.

He alleged that the army men have even lodged an FIR at Khoupum Police Station claiming that the victim was a ZUF cadre.

While vehemently condemning the act of `deceit and lie` by the army men the student body leader remarked that it is a blatant violation of human rights and the army has taken away the life of a man who is the sole bread earner for a family with five small children.

The student body also warned that it should not condone the dry-gulching of the civilian victim if the case is not settled to the full satisfaction of his family.

Tyranny of Bandhs

So many times this has been said and by practically everybody. Yet all are still having to say it over and over again. When will the culture of bandhs ever

So many times this has been said and by practically everybody. Yet all are still having to say it over and over again. When will the culture of bandhs ever end is an exclamation in resigned exasperation that everybody in Manipur would have one day of the other made. What is general the message anyway of these bandhs? Even if the issues behind them are real and weighty, they do not any longer register in public`™s benumbed consciousness. They have come to mean nothing more than another day of extreme inconvenience or business lost for those who earn their living by their labour. They are therefore a boon for only those who relish no work, and children for whom bandhs mean another day of no school. Why can`™t the habitual bandh callers try exercising their faculties a little to realize that rather than sympathy, their bandhs attract public scorn regardless the issue. What can possibly be the point of bandhs then, we simply fail to understand. Perhaps bandh callers get a kick out of posing themselves as a public nuisance. But the equally important question is, should the public keep on tolerating a known nuisance? Because they have been doing so, bandhs in the state are also getting increasingly trivial and more often than not, farcical too. Today, there is practically a bandh for every occasion, even for the smallest and most localized issues as the non-declaration of government job interview results.

To be fair however, there is another way of looking at the issue. That things have become so bad and nothing moves, especially works that have to do with the government, so to get the government to act on any issue, there is no option but to take the matter out on the streets. There must be a great deal of truth in this for the state`™s experience has been that the government indeed acts on any matter pushed hard enough from the streets. The question is, if these issues are its obligations, and especially if it has given the promise it would keep these obligations, why must it have to always wait for these matters to come out on the streets and then concede. Apart from exposing its lack of commitment, it is also resulting in a conditioned behaviour, whereby it has come to be an instinct of the place that bandhs and strikes are a necessary method to have the government keep promises and obligations. This is not an excuse on behalf of the bandh callers however. They must be made to realize that in demanding through bandhs what they see are their rights and entitlements, they are depriving others who do not share their concerns of their rights. Surely kindergarten students who miss their classes on account of bandhs, or the daily wage earners who miss their wages, or the small entrepreneurs who lose their day`™s valuable businesses, cannot be interested in the non-declaration of government job DPC results or TA and DA increase of government employees. Therefore, if anybody feels an issue is of public interest, deserving to be taken to the streets, they should let the public have the last say on its merit. Let bandhs and boycotts be supported voluntarily and with a free will. Only then would the real worth of the issues involved come out.

We advise the government to begin unwinding the wrongs and flaws of the past. First, let it learn to bite off only as much as it can chew and not make promises that it does not intend keeping or is beyond its means to keep. Let justice and rule of law prevail by doing all that it is obliged to do, overboard. It is acknowledged that the state`™s resources are meagre, but if these poor resources were to be distributed fairly and without ignoring the deserving, there would not be so much discontent all around as now. If inspite of having done all this, there are still strikes and bandhs, let it be firm on them. Let it not bend to each and every arm-twisting manoeuvre. We do respect the right for the subject of a government to protest perceived injustices, but when matters get pushed too far, and the welfare of a greater section of the people are put at jeopardy to serve the selfish interests of a few, the government must even oppose the moves. For in such cases, it amounts to these selfish vested interests holding the larger public to ransom to meet their ends. If the government gives in to these pressure tactics, it would amount to encouraging other vested interests to resort to similar means too.

KANGPOKPI, Oct 5: The Gelnal Hydro Electric Project along Imphal-Tamenglong road in Twilang area, Sadar Hills start functioning again few days back after it has been revived after 20 years.

The Hydro Electric Project which had been set up in the year 1981-82 endowed power to the Twilang populace from 1992 in the area.

However, the proposal of the then Manipur Chief Minister Rishang Keishing to inaugurate the 400 KV Gelnal Hydro Electric Project in October 1993 had regrettably been wilt away due to the alleged eruption of attacked on the Kuki community by the NSCN (IM) in the same year.

It has been alleged that on 13 September, 1993 Gelnal village came under the attacked of NSCN (IM) where 17 people were killed and 12 sustained severe injury while more than 76 houses were burnt down on the fateful day.

Since then, the project and its functioning had been completely ignored by the Governments.

However, with much concerned and keen MANIDERA had initiated measures to revive the Hydro Electric Project in Gelnal for the welfare of the people.

With the enthusiastic efforts and struggles rendered by MANIDERA and the concerned department as well as the people the project has been revived and starts its functioning again after more than 20 years by generating satisfactory power in the area on 28 September, 2015.

Delighted with the revival and functioning of the Hydro Electric Project Chief of Gelnal village Thangsat Khongsai organized a Thanksgiving cum Blessing function on October 4, 2015 at the power house.

The function was attended by Benjamin Lalneisang Saiate, DGM Kangpokpi Division, Gelnal VA members, church leaders and other social leaders of the area.

`The people of Twilang once again experience the exuberance of existing under the luster of power after more than 20 years`, an elated Chief of Gelnal village said while adding that it looks as if we are living in wonderland when we started enjoying the power generated through the project.

He continued that Twilang area (IT. Road) is the `Land of Glum` due to sinewy concerned of the Government for too long which rendered the people of living in the dark for so many years.

With the development and revival of the Hydro Electric Project the people of Twilang area would like to enthusiastically sustain the developmental work on the part of the Government the chief added.

He also urged the state Government and the concerned department to officially inaugurate the Gelnal Hydro Electric Project which was recently revived so as to ensure adequate maintenance supply of sufficient infrastructure and man power to sustain proper functioning of the project.

Gelnal Chief also appeal the general public to render utmost cooperation and support towards the Government and the department concerned while rendering their service for the welfare of the people in the coming days.
