It is a worrisome trend that all the streets of Imphal have become car and motor bike parking area. The whole stretch on both sides of Babupara road where offices like BSNL, Old and New Secretariat, Transport Department, Police Department, CM Bungalow and Post office are situated have become parking lots. The roads of Paona Market, Nupi Keithel and Thangal Market have become parking area for cars and motor bikes and are a nightmare for all. Even those who wanted to come and buy things are not able to access the market easily anymore.

Try cycling or even walking on both sides of PWD office, it is full of cars and motor bikes. They have occupied almost half the road space. Then also try inside Gandhi Avenue area, Nirmalabas School, Nirmala Hotel, Shops – you are just overwhelmed by vehicles parked over there and mindless honking of cars and bikes.

While in some places, walking spaces have been converted into car parks like the one in front of the electricity department, cycling has become extremely difficult as the safer road side has been taken over by parking lots. Even the footpaths of Imphal Hotel have become a car park – imagine the boldness of the hotel owner to put ‘Parking’ signs on a Footpath.

Why is it that municipality, traffic department don’t understand the need to leave road sides free from parking as this space is used by pedestrians and bicyclist. The fact that these departments are allowing cars and bikes to park on road side indicates their sheer insensitivity to those who cycle and sheer lack of understanding that by making cycling difficult you are pushing them to take up cars or bikes as means of transport which then increases traffic and need for more parking, and that too in a state where there is no public transport system.

In a recent announcement, the government decided to convert underground of Nupi Keithel into a car park. This is the second such space, after the covered Naga River which was supposed to accommodate cars and bikes for parking so that they do not enter the bazar area. We are also informed from reliable sources that there will be more multi parking spaces coming up in Imphal area. An indication of insatiable car parks from ever increasing car owners!

The faulty logic of all these is that, we need to provide space for parking for the ever increasing number of cars and motor bikes; and the thinking of car owners that it is their right to get a private parking space in a public land (such as road). The idea of providing more and more spaces for parking to cars and motor bikes is a skewed motor friendly policy where it only helps increase in their population. And in the absence of a pro cycling and walking environment or a policy, you end up forcing those walking and cycling to shift to cars or motorbikes.

One should ask, whether the roads of Paona and Thangal Market and other places around the market will be freed from parking if the cars and bikes goes under Ima Keithel or will it be that it will become an additional occupation of yet another ‘free’ space by an ever increasing demand by car and motorbike owners!

If we agree that our streets are crowded, jammed and polluted and that cars and motor bikes are eating up our roads and cycling and walking spaces, and that we cannot continue to expand our roads anymore then we must find a solution all together.

Urban land is valuable and scarce. The government must levy high parking fee that represents value of land occupied possibly equivalent to the real estate value. Graded parking fee can recover the cost of the land, which might mean that car parking in Paona Market can cost 50-100 or more for an hour which currently is 20 for whole day! If there are arguments such as those of households in the market area, then they must make their own parking within their plot. They cannot expect to use public road for their private parking. And for those shopkeepers, cars and bikes are not the best way to come as it adds up to the traffic and the noise. And if one is buying bulky items then there can be service available such as home delivery, rickshaw or bike carrier or even a trolley that can help you carry to your car or home. There are also arguments of the shopkeepers that they are not able to sell goods if Paona and Thangal market is made vehicle free. The alternative argument is that, once you free up the road from vehicles then more buyers can access the market which otherwise is occupied by vehicles. Most importantly, it will be pollution and noise free which is good for the health of shopkeepers in the long run. One need no reminder here that there is real health effects when exposed to vehicular emission and noise.

Public transport vehicles and non-motorised modes of transport should be given preference while designing roads and for allocating parking space. They should be privileged for the fact that they pollute less and carry more people unlike a car which in most cases carry one or two passengers and occupies more space than a public transport. Like in the past, buses can be allowed to ply through Paona and Thangal market with proper stops where commuters can hop in or hop out and can even can carry their goods. In case of other parking lots, like the stretch of CM Office and Secretariat the government can discourage parking by charging fees that matches economic and social cost.

The moot question is about, reducing cars and their parkings and not increasing it. In fact, more provision for parking means encouraging car buyers and car users. Cutting parking spaces will mean cleaner city, less pollution, less noise, and a better place to live and work – in short a livable Imphal.

Following the leaked reports regarding NGOs and their funding by the Intelligence Bureau (IB), another news report in the New Indian Express mentions an investigation by the Research and Analysis Wing (RAW or R&AW) into ‘shady dealings of NGOs’, saying that there are funding patterns that links to insurgent groups in the Northeast. It mentions of a Netherlands-based group, Landlijke India Werkgroep (LIW) which is funded by CORDAID, earlier named in the IB report and says LIW maintains close contact with a number of dissident groups from the Northeast, including the NDFB and ULFA. It helpfully mentions that both the armed outfits have been designated as terrorist organizations by the government. What it does not mention is that both are in talks with the Government with whom it has ceasefire agreements. By pulling up instances of NGOs in the region having their licenses cancelled due to financial irregularities (with 125 NGOs in Manipur getting the axe in 2012 alone), the New Indian Express report smacks of an attempt to color all NGOs in the state and the region with one stroke that says ‘wrong.’

Some have begun to question the timing of the media leaks given that in the midst of all the scampering to defend the track record of NGOs and their activities, the Government has taken the decision of raising the height of the Narmada dam, a move that has been vehemently protested by activists and the NGO community. Another decision is that of easing off rules with regard to the Forest Rights Act and Forest Conservation Act to step up economic activities (that would definitely mean extensive mining, deforestation of forest reserves which have been in the control of indigenous tribal’s) in Naxal-affected states. The earlier Government that was mulling these decisions were met with active protests and agitations from the NGOs but with this very timely leak, the BJP Government is effectively closing the door on an active and unified civil protest. The very clever manner in which ‘national interests’ have been raised by pointing an accusing finger at ‘foreign donors’ means that there will be a lot more voices calling for NGOs who have been in protest mode to go into mute mode.

There is a need to question why protests aimed at major hydro-electric projects that will snatch the livelihood and safe haven of indigenous population, not to mention wrecking the flora and fauna of the area; or those against rampant mining and drilling of forest reserves should be called going against ‘national interests’. Aren’t indigenous populations part of the nation whose interests also need to be ensured or are they just collateral damage all in the name of progress and development? If there is no easy way to answer which is the lesser evil between maintaining forest reserves and other natural resources on one hand and pandering to the needs of energy generation for a booming population, then perhaps the answer lies in whose interests such actions are being taken. If the natural resources of a region or area are to be tapped for the commercial profit of the private corporate and passed on to the more better off region of the country, there would need to be a serious rethinking of whether citizenship is a class-tist phenomenon.

Here, it must be added that NGOs also need to factor in transparency and accountability in terms of its area of activities and operations. But more than not, the NGO sector has also come to take on the nature of a cottage industry with more and more hoardings coming up day by day. Many are run like family enterprises with power of control being in the hands of family members while a great many NGOs are fronted by family members of serving or retired Government officials, bureaucrats and even MLAs and Ministers. Perhaps if either the IB or the RAW had come up with an extensive report on just how many NGOs have links with Government functionaries and how much of funds are being actually translated into action, that would have been more welcome and been an indication of intent to make things work for improving the quality of life for the common man and women. In any case, India’s spy organizations have never been known to work in tandem but in close competition against each other and the RAW investigation could also be an exercise to score a brownie point since the IB has got its own score.

Imphal, June 23: The present superintendent of Imphal West police, Akoijam Jhalajit was hauled to the court in connection with hearing of the fake encounter case of the July 23 Khwairamband Keithel killing.

One of the most sensational encounter cases in Manipur, resulted in the killing of Chungkham Sanjit Meitei, son of Ch Khelen Singh of Khurai Kongpal Sajor Leikai/IE and Thokchom (o) Rabina Devi, wife of Th Chinglensana of Lamdeng Khunou near Lamshang Bazar/ IW.

The hearing and cross examination of Jhaljit took place at the court of the District and Session Judge, Manipur East, today.

It may be recalled that the Central Bureau of Investigation had registered a case on January 16, 2010 following the handing over of the case by the state government to the investigating agency, with case No. RC IMP 2010S0001.

The CBI after an investigation submitted its charge sheet to the said court for necessary court proceedings.

AK Jhaljit , SP /IW appeared today in the court as one of the prosecution witness of the said fake encounter case.

At the time of incident, he was holding the charge of addl SP (Ops) of Imphal West District police. The cross examination of AK Jhaljit’s was conducted by the CBI counsel, P. Ibomcha.

Mention may be made that Sanjit’s corpse was found inside Maimu pharmacy of BT road on the day of the incident.

The incident took place during peak hour on the busy street of BT road in the morning around 10: 45, on July 23, 2009.

Rabina’s lifeless body was found some distance away from Shamu Makhong near the entrance of Ima Keithel of the same road.

The City Police Station instantly had registered a case in connection with the incident as an encounter between UGs and police commando personnel of Imphal West under FIR No. 75(7)2009 City PS U/S 302/326/307/506 IPC, Section 17/20 UA (P) Act and 25 (1B) Arms Act.

It may also be recalled that the Delhi based Weekly magazine ‘Tehelka’ on August 1, 2009 published a detailed report of the incident with photographs shedding light to the incident.

It revealed that Sanjit was taken inside Maimu pharmacy by police commandos and later showed his dead body being brought out. Following the Tehelka report, intense agitations were taken out by the public decrying the fake encounter incident. Intense agitation erupted across the state demanding justice against the killing and fitting punishment to the guilty policemen.

The City police station then registered yet another case bearing FIR No. 82(8)2009 City PS U/S 302/34 IPC and Section 27 (3) Arms Act. However, the case was referred to the CBI.

In regard to the incident, the mother of deceased Sanjit registered yet another PIL petition to the then Gauhati High Court, Imphal Bench bearing case number 1 of 2010. The order was given on December 23rd, 2009 by a division bench comprising of Justice Maibam BK Singh and Justice Ashok Potshangbam. It may be mentioned that some police personnel who were suspended in regard to the case has been re-instated to service.

IMPHAL, June 23: The dead body of an unidentified woman was found lying in a vacant area on the backside of the Phija Primary School at Hatta on Tuesday morning around 7.30 am.

According to the locals of Hatta, they informed the police about the presence of the dead body of an unidentified woman on the back side of the Phija Primary School as soon they came to know about it.

Later, a police team arrived at the spot and picked up the dead body after examining the spot and recovered a wallet containing an adhar card, voter ID card and two ATM cards.

The dead has been deposited to the mortuary of the Jawaharlal Nehru Institute of Medical Sciences for identification and post mortem.

The deceased woman had a fair complexion, looked around 55 years of age, was found wearing a green Phanek and white shirt, her left ear was cut and both her earrings were missing. Police have registered a case regarding the incident.

A 55-year-old Ricksaw Puller from Kiyamgei Maning Leikai who went missing on Sunday evening was found dead on Monday morning at Leishang Hiden.

The dead body was found in a water pond at Kiyamgei Pal Ahanbi by the local passersby.

Later, the dead body was pulled up from the water pond by police personnel. The dead body has been identified as that of Keisham Rame, 55, son of late Sajou of Kiyamgei Maning Leikai.

The deceased reportedly went missing on Sunday evening according to her family members.

A 54-year-old man riding a Honda Activa was knocked down to death by an Assam Riffles recovery van at Keishampat Junction on Monday.

The incident occurred around 9.30 am when the deceased identified as Kangabam Jayentakumar, son of late Babaton of Haobam Marak Chingkham Leirak, an UDC at IFCD office, Khoyathong was knocked down by the recovered vehicle of 30 Assam Riffles bearing registration number TR01X-1685 while en route to IFCD office in his Honda Activa bearing the registration number MN-1M-1538.

Soon after the incident, Jayenta was rushed to the RIMS hospital but succumbed to injuries before reaching the hospital.

The dead body has been claimed by the family members after a post mortem conducted at the RIMS morgue. Police have registered a case against the incident.

IMPHAL, June 23: Cautioning that Manipur Minorities & OBC Economic Development Society (MOBEDS) will not brook any excuses from tutors during the six months remedial coaching, its project director Md Salaaudin said that those tutors who are unpunctual and show lack of interest towards the students will be terminated without any hesitation.

He was speaking at the Counseling for the Tutors of 6months Remedial Coaching for Educational Backward Minorities Students of Manipur at the Classic Hotel on Sunday which was organised by MOBEDS.

Md Salaaudin continued that a tutor should have the vision to bring improvement in students and teachers are the ones who can change the society.

The aim of conducting remedial coaching is to bring improvement of students who are lacking behind and find difficulties in paying private tuition fees, he said, adding that this session the remedial coaching has started earlier before sanctioning of funds for the tuitions.

He stated that Chief Minister Okram Ibobi Singh has been kind enough to approve the remedial coaching.

The CM has repose his trust on the coaching conducted by MOBEDS after seeing the previous year’s results and has also expressed hope that it will be producing good students, he said, appealing to the tutors to work diligently to produce good students and maintain a good record.

MOBEDS Assistant project director Md Alam Azad said that the coaching centre will have less holidays, won’t be closed during minor bandhs and the records of the teachers strictly checked to coordinate the tutors whose responsibility is to check and guide properly.

Adding that if any tutor wanted to leave for a period of more than two days, a prior application should be made to the coordinator and if someone didn’t abide to the norms of the coaching, he will not be excused.

Elaborating the aim of conducting the coaching for the welfare of the students especially belonging to the Muslim community in the state as Muslims are considered to be the most educationally backward in comparison to other communities, Md Alam Azad said the remedial coaching was organised to fill the gap and uplift the Muslim communities.

For the new session, there will be coaching centers at Sangai Yumpham, Lilong, Kwakta Khunou, Kwakta Khuman, Ssora, Yairipok, Thoubal Moijing, Thoubal Ningombam, Jiribam, Keirang, Khetrigao, Mayang Imphal, Santhel, Imphal.

He continued that 108 tutors will be posted at those centers and it’s compulsory to go at their respective centers.

Imphal, June 21: The Regional Directorate of the Central Board for Workers Education under the Ministry of Labour and Employment which has been in the state for 23 years might be shifted out of Manipur due to the negligence of the state Revenue Department.

According to a source, the regional director has requested the State government for allotment of land for setting up its office in Imphal since 1991 but the land has not been provided so far despite several requests to the concerned authorities.

The Regional Directorate at Palace Compound, Imphal covers the States of Manipur, Nagaland, Tripura, Mizoram and three districts of Assam in the Barak Valley namely Cachar, Karimganj and Hailakandi to serve these states in imparting soft and skill development training programmes for workers in the organised and unorganised sectors, and the rural sector.

The Directorate requested the state government for land to set up its office in Imphal which has been functioning from a small rented private building at Palace Compund near Old Sana Office, Imphal. The situation of the office is now landlord has served notice to vacating the building.

The head office of the Central Board for Workers Education has directed the regional directorate to search for a new site within its jurisdiction to set up office for the smooth functioning of the directorate. In such circumstances, Regional Director MN Salam has drawn the attention of Chief Minister Okram Ibobi and requested him to allocate a suitable plot for the construction of its office building and quarters measuring approximately around 0.50 acre in the Imphal Municipality area. As an alternative, he also asked for a 3000 square feet floor area for the temporary office accommodation preferably in the new Directorate complex at 2nd MR Gate North AOC, Imphal till it’s shifted to a permanent location.

Meanwhile, additional secretary of the Union Ministry of Labour and Employment, AK Sinha has also pointed out in a February 17 meeting at New Delhi that since the inception of CBWE most of the regional offices are functioning from rented buildings, suggesting that if the Regional Directorates take initiatives and send proposals for getting government building or land from state or central government through the CBWE Head Office, the Ministry will extend all possible support for their earliest efforts.

The state Joint Secretary (works) has rejected the proposal of Regional Directorate by stating that there is no suitable plot to accommodate the proposed office of Regional Directorate of Works’ Education on February 13 1991.

IMPHAL, June 23: Locals of Mayaikoibi and its surrounding localities today staged a sit in protest against the killing of a police sub inspector, Mayengbam Krishnadas, 52 son of (L) Noidiya of Kwakeithel Mayai Koibi by unknown persons on June 21 night at Lamjaotomba IVR road.

While strongly condemning the incident, a protestor has appealed to the government to arrest all those involved in the heinous crime at the earliest and punish them according to the law of the land.

Speaking for the JAC, the protestor asserted that family members and the JAC have decided not to claim the body until the culprits are arrested.

Krishnadas’ wife Bina had said that she would never accept the body until the culprits are arrested.

JAC representatives also submitted a memorandum to the Chief Minister, Home minister and the State DGP through Social Welfare minister who is also the local MLA. The representatives also met with the Home minister later in the day.

The memorandum has demanded a deadline for the arrest of the culprits, while assuring all possible help from the JAC and family members in the investigation.

It has also demanded a suitable job for the deceased’s son in any government department and the provision of a relief amount of Rs five lakh to the bereaved family. Other demand include to allow conduct of post mortem but to take back the body until the other demands are met.

Post mortem of the body was conducted today at the Regional Institute of Medical Sciences, Morgue in the presence of a duty magistrate with full video coverage, however, the family and JAC refused to claim the body.

It may be mentioned that the sub inspector posted at Bishnupur police station M Krishnadas was found dead with two injury marks on his left abdomen suspected to be made by a sharp weapon at Lamjaotomba Inter village road of Sangaiporou to Heinoubok on June 21 around 9.30 pm under Lamphel police.

UKHRUL, June 23: As the already pitiable condition of road in Ukhrul town is fast worsening with the onset of rainy season, the day-to-day life of the common man here is put to great peril and hardship.

The sole one-way (main) road running through the heart of the township has been in poor shape since the last many months. Its surface had been filled with pot holes at many portions and remained dusty during dry season. With the seasonal monsoon setting in, the damaged road is proving sheer purgatory for the residents as it is virtually turned into marshy ground at various places.

Fuming vehemently at the nightmarish road conditions, H Tuishimla, a housewife said that crossing the vegetable vendors’ point at Phungreitang during this rainy season is nothing short of hell and is dangerous for both motorists and padestrians since the road is mostly covered with slippery mass of mud.

“It has been only few years since the town road was last re-layed by the BRTF but it had been broken at various places months before the current monsoon rains,” said Akham a resident of Hamleikhong, while contending that this shows engineering quality of construction on the authority’s part.

The main town road basically extends from Dungrei Hundung Junction to Kasomtang Junction and the stretch has developed innumerable pot holes over the last many months — some so severe that they appear small ponds on the roadway.

“The authorities had also recently filled the potholes along the stretch from Phungreitang to Wino bazaar with chip stones and cobbles to extend its motorability, but to no avail, Akham added.

Apparently, all this while the authorities seem to remain indifferent to the growing woes of the public due to bad road.

Meanwhile, efforts to cull official comments from the PWD Ukhrul division have failed. The executive engineer nor any staff of the department was available when this IFP correspondent dropped in during office hour on Monday.

IMPHAL, June 23: The Manipur Sahitya Parisad has observed its 80th Birth Anniversary at Sangaipat and people paid floral tribute to the portrait of Prof Elengbam Dinamani, the founder of the Parisad.

During the programme, Dr Makhonmani Mongsaba who won the Sahitya Akademi award for his travelogue ‘Chinglon Amadagi Amada’ in 2013 , Dr Soibam Ibomcha Singh, winner of the Sahitya Akademi Translation Prize of 2013 for his translation work ‘Khambi Meigi Masa Sing’ translated from the book ‘Wings of Fire’ written by APJ Abdul Kalam.

Raghu Leisangthem, Sahitya Akademi Bal Sahitya Puruskar winner of 2013 for his book ‘Patpangi Thoibi’, Sahitya Akademi Yuba Puruskar winner Akhom Yandibala for her book “Lai Matha Sari” in 2013 were felicitated by the Manipur Sahitya Parisad.

Speaking at the function, Dr Makhonmani Mongsaba said that his grandmother encouraged him a lot to choose the path of literature and after his career in a Radio Station at Imphal, Radio drama has inspired a lot in the field of arts & culture, and literature.

The radio station has immensely helped in building his persona, he said.

Elaborating on his travelogue Chinglon Amadagi Amada portraying his journey outside the state, he stated that without literature any form of art is meaningless.

Thoubal SP Raghu Leisangthem said that his book is about many incidents he witnessed during his postings at various places of the state in far-flung areas where many people don’t know about their lifestyles.

Expressing that some people consider individuals who write books as having financial difficulties but on it can be improved by translating their books in English, he said there are many good writers and poets in the state who will be benefited and their success will also attract others.
