CM spells out big time projects for Tamenglong district during Orange Fest inauguration

TAMENGLONG, December 9: Chief Minister Okram Ibobi Singh today officially announced the oranges grown in Tamenglong as Tamenglong Mandarin/Tamenglong Orange during the State Level Orange Festival at the Mini Stadium

TAMENGLONG, December 9: Chief Minister Okram Ibobi Singh today officially announced the oranges grown in Tamenglong as Tamenglong Mandarin/Tamenglong Orange during the State Level Orange Festival at the Mini Stadium here and continued that his government is consulting with experts to chart out ways to increase production of the fruit to improve the economic welfare of the growers.

He said the Horticulture department is also trying to procure saplings of high yield orange varieties.

The State-level festival was organised by the State Level Orange Festival Organising Committee on the theme `Orange for unity and prosperity.`™

Speaking as the chief guest of the festival, Chief Minister Ibobi said the orange variety found in the district is suitable to the local soil.

He said the government is also mulling construction of a cold storage to store the oranges and make it available even during the off-season, he said adding that this would require 24×7 power supply.

The Chief Minister also said that the feasibility of the steps should also be discussed beforehand.

At the same time, it is necessary to increase the production, he said.

The Chief Minister further appealed to the people to cooperate and make all these possible.

Meanwhile, replying to memorandums submitted by different organisations of the district, Chief Minister Ibobi said Tamenglong headquarter is today regarded as the farthest district headquarter from Imphal.

The State government in collaboration with the Centre is in the process of repairing and developing the road stretches from Bishnupur to Tupul, Bishnupur to Joujang to Nungba with a Rs 277 crore funding from the Asian Development Bank, he added.

He said the government is trying to take up the road development work of Imphal-Kangchup-Tamenglong via Tousem-Haflong road before March next year and at the same time repair work of the Imphal-Tamei via Kangpokpi road is presently underway under the North East Council.

Repair work of the Imphal-Jiribam highway is also in process, the Chief Minister said announcing that the Khongsang-Tamenglong road is also now a stretch of the national highway.

He said the Jiribam-Imphal via Tupul rail line will have the highest rail bridge in the world and will attract tourists to the place. However, all these will not be possible without the cooperation and support of the local populace, he added.

Construction and repair work at the Bishnupur-Joujatek-Nungba road had already started, but machineries used in the work were set ablaze. The projects and works undertaken are all for the people, the Chief Minister said in the function while appealing to the people to stand up against such miscreants who are out to disturb development works.

After the completion of all these works, Tamenglong would become the nearest district headquarter from Imphal, he observed.

He further assured to look into the issue of water supply in district headquarters and discuss ways to do so with the PHED minister to restore the old Water Supply Schemes and make them functional once again.

The Chief Minister also assured to look into the question of shortage of science teachers and fill in the vacant posts at the soonest. He also said his government is earnestly looking into the matter of repairing the Operation Theatre in the district hospital and lack of blood bank and the concerned minister has been alerted.

He said his government will also consider setting up of a separate Wildlife division with the Forest minister to safeguard wildlife found in the Zeliad Wild Life Sanctuary, Makru Wild Life Sanctuary and Buning Wild Life Sanctuary in the district.

Deputy Chief Minister Gaikhagnam who presided over the inaugural function appealed to the people to make the land self-reliant by producing different kinds of crops.

He said the Orange Festival is being organised to encourage the farmers, however its main objective will be defeated if the production decreases every year.

Gaikhangam further appealed to the farmers to move forward adding that the Horticulture department has already procured orange saplings from Nagpur to increase orange cultivation in the State.

Meanwhile referring to the boycott call of the festival by the United Naga Council, the deputy Chief Minister without naming any organisation said boycotting the festival is not only unfortunate but it is also anti-development, anti-production and anti-people.

Boycotting an effort to provide market to the farmers and awarding them is an act of anti-people, he asserted before appealing to the people against participating in activities which are against the development and interest of the land.

Gaikhangam also appealed to the people against deforesting for farming saying properties worth crores should not be sacrificed to earn a few lakhs.

He said the government had adopted a land used policy to safeguard the enormous wealth of the hills, however, after a few phony leaders misinformed the public, a movement erupted leaving no option for the government but to recall the policy.

Nevertheless, the loss will be felt in a short period, he observed.

Meanwhile, more than 300 orange growers participated in a competition with Akin from Sibilong, Akindina from Chirong and Hagarna from Dailong taking the first, second and third positions respectively.

Akin went home richer by Rs 1.5 lakhs, Akindina by Rs 1 lakh and Hagarna by Rs 75 thousand.

Today`™s festival was also attended by Health minister Phungzathang Tonsing, Commerce and Industries minister Govindas Konthoujam, IFCD minister Ngamthang Haokip, RD & PR Minister Francis Ngajokpa, Agriculture minister Md Abdul Nasir, Tamei MLA amasung vice chairman Hill Area Committee Z Kikhonbou Newmai, MLA Kh Devendra, MLA Jagnhemlung Panmei, principal secretary Horticulture and Soil Conservation JC Ramthangana as guests of honour.

IMPHAL, Dec 9: Locals of Ningthoukhong apprehended a VDF personnel found selling SP tablets at a hotel opposite RK Cinema Hall, Ningthoukhong, Bishnupur District today and handed him over to the Bishnupur Police Station along with the seized narcotics.

The VDF personnel has been identified as Thokchom Bokul Singh, 25, son of Th. Angoubabu Singh of Ningthoukhong Kha-Khunou Ward no. 4. He is currently posted at LDA Office, Ningthoukhong.

He was apprehended by Senjam (o) Bimola Devi, 46, wife of (l) S. Prem Singh of Ningthoukhong Ward No. 5 while he was selling the illegal drugs to RK Dinesh, son of RK Dilipkumar Singh at Ningthoukhong Bazaar. However, Dinesh managed to flee from the scene.

There is a lot in human nature to complain. In school we read a poem : “ The Plaint Of The Camel“, But that was an imaginary “ complaint“ it was facetious as well. In some way I think the alter ego of humans are animals. Humans write stories about them, compose poetry right from Enid Blyton`s mythic rabbits and animals, to the Orwellian myth of animals viewing men and women not only warily but with insouciance and a kind of contemptuous nonchalance. Then there are the rollicking ` animal ` stories of Gerard Durell. Again we have in the novels of William Golding a mythic vision of man, the thralldom he has created for himself, the warring in him between flesh and body – in fact the shearing away of ` innocence. And, what is its polarity, experience of course in the terms of William Blake. Aldous Huxley once said caustically that if William Wordsworth lived in the Tropics, he would not have established his credo of Pantheism in a scale of euphoria. But cynics will always say something, the need to create a world which is fabulous as opposed to the ` real ` is an upsurge of creativity and radical thinking. The dream world and the real world become as tenuous as can be, the blurring insignificance of what is and what can be! Who cares? The creative impulse is motivated by a kind of subversion and even iconoclasm.

Carl Jung`s “ Memories, Dreams And Reflections“ is a brilliant exposition on the myth of dreams, but to him it was real, so real that he began to interpret every single dream of his- from dark nebulous to that of light, a fugitive resplendence. Is the the lit darkness which William Golding spoke of with coherence, the kind of coherence which made to see life not in wholes, but in complex shades of light and darkness.

Yet what is creativity? Jung was not writing fiction or poetry, but in trying to grapple with his undying dreams, he was trying to make the fleeting and the evanescence= permanent. Temporally and spatially creative artists transcend a blurring world of black and white. Freud`s interpretation of the child as artist with an inherent wish fulfillment gave to psychology a new dawn of truth. Where does the the line end and begin- for example when a child becomes an adult what happens to the child-likeness and when the superannuated faces death is there a regressive childhood?

Against this creative writing, painting, performing, the thespian`s world, philosophy we still dream of a superman. Nietzche did it, but I am not sure he was very confident as he was enslaved into abject decrepitude.

So the moral is: give free fictive imagination to your dreams. They will sustain you one day, and the day after, and the day after…Human civilization draws all its sustenance from them. And the Hegelian forces of antithesis will find themselves in the eternity of conflagration. Remember Hitler? The dreams of a megalomaniac and the dreams of the ordinary, aspiring to transform dreams into the extraordinary are substantively and qualitatively different. Some dreamers are myth makers, some are writers, some painters and some are social workers, troubled by a torn humanity. Dreamers question, the megalomaniac thinks he has all the answers, then he demolishes what he thinks are untruths. The other builds edifices, the megalomaniac destroys them. Often the word power is wrongly understood. Mother Teresa possessed indomitable power, the fount of which was inspired love. The power used by people who matter, is a power used to destroy not create. The sub continent should be euphoric that two dreamers were awarded the Nobel Prize for transforming dreams into veritable reality.

Freud`s essay on the artist, the child and the day dreamer makes valid generalizations on the day dreamer and the incipient artist. All social changers are dreamers, but the the rabid iconoclast is the destructive force. Dreams are born out of ruminations and are inherently prescient.

Talks of freedom of thought and speech have become a staple of every advocate of democracy, particularly in the midst of the new wave of popularity of market brand democracies and democratic principles. While the implications of freedom of speech should not be very difficult for anybody to digest, it is on the question of freedom of thought that logical problems arise, as pointed out by philosopher Karl Popper in one of his many essays on the concept of freedom. He says the Hillelian principle which forwards the meaning of true democracy and freedom to mean, doing unto others what you would have them do unto you, is meaningless in an environment where thoughts remain largely unarticulated. Democracy in its true essence cannot take roots in a society that shies away from articulating thoughts or engage in debates. For the concept of freedom of thought, in a social situation has basically to do with the prospect of making complex negotiations through the mazes of ideas and interests and finally arriving at the best possible path everybody can use to achieve their ends. Again in a social situation this will often mean making compromises. But all this can happen if individual thoughts do not remain as individual thoughts forever, but are shared widely, so that in the process of the interactions the thought processes themselves are continually refined.

Looking back then, can we honestly say that our society has been one which encourages the expression of individual thoughts? Have we been a society with a wont for articulating and sharing thoughts, with the intent of testing their validity and accuracy by pitting them against the real world? For thoughts and ideas need constantly to be tested of their applicability by having them stand the scrutiny of other thinking members of the society. Our experience has been, our society by and large is a silent one and more often than not this silence has been deafening. More to the point, the section of our society whose thoughts are sought have been seemingly on an unreasonable vow of silence, even when their voices are called for in the state`™s hours of crises. In direct contrast, other sections who can render the society better service by a little more restraint in opening their mouths unnecessarily, have been relentlessly making a nuisance of themselves. Indeed there is a despairing scarcity of sane, intelligible, coherent voices while a perpetual cacophony of political mudslinging and juvenile slogan shouting have been numbing the finer senses of the society by and large. It will not surprise anybody then that after every one of these bouts of frenzied dins, nothing substantial ever emerged by way of refining or resolving any of the agendas before the people of the state. On the other hand, what the state has been witnessing all along has been a transition not from chaos to order as it should be, but chaos to more chaos. The end result in the process is a scenario in which the important business of governance has virtually been taken over by an ever mushrooming number of non government pressure groups, pushing juvenile and sometimes senile agendas.

For democracy to fructify then it is absolutely essential for the state`™s intelligentsia to independently start articulating their thoughts and ideas, and generate healthy debates in the society. They must be the ones to set the agendas for the state, otherwise other less qualified to shoulder the onerous mission will begin doing so, and in fact have been doing so for much too long now. Only when this section of the society has begun considering it their duty to generate the state`™s discourses can policies in the state begin acquiring a definite direction. It will also be the time when democratic debates begin ceasing to be a cacophony of shapeless and meaningless noises replete with crassly disguised vested interests, and assume a constructive role.

JIRIBAM, Dec 9: Suspected hills-based armed militants have kidnapped a survey engineer involved in the construction of the Imphal-Jiribam rail line and a supplier from Tunnel No: 2 at Kulbung last night around 8.

The two kidnapped men have been identified as survey engineer of the Coastal Project Private Limited Sandip Vera and supplier Shiv Singh Rana.

Sources said the two were kidnapped while returning from Thingtubung by around five tribal dialect speaking armed militants.

Although the reason behind their kidnapping is yet to be confirmed it is suspected to be connected with a monetary demand.
