IMPHAL, October 13: Unaware that he has been relieved of his post as the executive officer of the Wangoi Nagar Panchayat more than a week ago on October 4, an official identified as S Gojenro Singh transferred a huge sum amounting to Rs 21 lakhs to different accounts of local bodies of the Nagar Panchayat.

Dwelling into the case, IFP conducted an independent investigation, wherein it was found that the funds were credited to different account numbers of various wards of Wangoi Nagar Panchayat from UBI A/C no. 0484010097659 for list of work programmes under assignment to local bodies and others aided institutions (Non-plan) 2013-14.

Of the total Rs 21, 43, 000 a sum of Rs 5,32,000 was credited to the Nagar Panchayat fund while the remaining was credited to the accounts of nine wards Rs 1,69,371 each totalling to Rs 15,24,399.

The application for the work programme under the letter head of the Wangoi Nagar Panchayat appealing for transfer of the funds was submitted to the bank on October 9, attested by the chairperson along with the signature S Gojenro Singh, the executive officer of Wangoi Nagar Panchayat.

Subsequently, the fund was transferred to the respective account numbers of which five wards (no. 1, 3, 6 and 7) have already withdrawn their respective amounts.

The transactions took place despite the fact that S Gojendro was relieved from his post on October 4 and replaced by the sub-deputy collector (HQ), SDO office Wangoi by an order signed by H Balakrisna Singh, under secretary (MAHUD).

When IFP contacted S Gojendro Singh, he claimed that he only realised of his transfer this morning.

He revealed that he was contacted by the SDC only this morning and collected his transfer order from the secretariat this afternoon at 12:45.

Gojendro further confided that he had intimated the UBI manager personally later today to stop further transaction of the fund.

The 2014 peace Nobel Prize has been jointly awarded to Kailash Satyarthi and Malala Yousafzay, an Indian and a Pakistani, both for their commendable work towards ending child labour. At only 17 when she was announced the winner of this coveted but now increasingly controversial prize, Malala has set another record for being the youngest ever to receive the award. She is a courageous campaigner for education of the girl child, and for her work which offended the Taliban, she was shot and left for dead, but was eventually flown to England for emergency treatment and successfully rescued. Since then, she has in defiance of all Taliban diktats, been continuing with her good work of advocating education for girls in her beleaguered homeland. Quite without doubt, she deserves the prize and all the goodwill of the world she has earned. Kailash Satyarthi, the man who shared the Peace Nobel, has also been a tireless worker for children education and for an end to the widespread atrocity of child labour in India. The 60 year old man however has drawn some flak for being associated with evangelical missions in his work, but this is immaterial and he should be judged by the quality of his work and dedication to his mission alone. Of this, nobody who has known him and his work, has complained so far.

Deserving as the two winners may be, this year`™s Nobel Peace Prize has drawn a lot of criticism not so much for any doubt about the credibility of the winners, but for the West biased politics quite evident in the choices. As many knowledgeable observers have pointed out, had Malala been a child victim of the war the West has been waging on the Taliban region of Pakistan and Afghanistan, probably she would have remained ignored by the Western media and therefore out of reckoning for the Nobel Prize. The fact also is, there have been and there continues to be numerous indiscriminate children victims of the continuing Western Drone strikes on these countries. Malala could easily have been one of them. Alternately, these observers also point out that Malala would have equally remained ignored and unknown had she been campaigning not against the Taliban, but against the terror of the West`™s Drone strikes on her homeland. They argue that Malala fitted well into the racist narrative which interprets these Western interventions in Afghanistan and Pakistan as the White Knights rescuing the damsels in distress from the hands of the evil and savage war mongers, therefore the sympathy for her. The reality of the destruction caused by the West itself to the lives of thousands of innocent children in these countries is conveniently forgotten. Kailash Satyarthi too has his part in this new `Great Game` as Arundhati Roy calls it. The instability of Pakistan is making the West look for firmer grounds to launch its assaults on its enemies, and India is a candidate on its radar.

Even without reading too much into the new `Great Game` theory and how even the Nobel committee is party to this, what is evident is, only those fighting the enemies of the West can hope to win the Nobel Peace and so too the Literature prizes. Gandhi, although acknowledged internationally as the undisputed messiah of peace, never received it for he was fighting the British. Leo Tolstoy never received the literature prize too though considered by many to be the greatest novelist the world because his native Russia has always been for most part of its history at cold war and sometimes open wars with the West. Dalai Lama and Aung San Suu Kyi received it for they were pitted against the ideological enemies (then) of the West. Quite controversially again, Henry Kissinger who was behind some of the world`™s worst and murderous bombings in Vietnam and Cambodia, received the peace prize. This being the case, one of the obvious conclusions for us in Northeast India for instance would be, if this bias were not there, there is every likelihood Irom Chanu Sharmila`™s campaign against the Armed Forces Special Powers Act, AFSPA-1958, a draconian law which has been on so many occasions declared as untenable under the International Humanitarian Law, would have been a very likely candidate to win this prize. Sharmila not receiving the prize is just a Northeast centric thought, but we do hope the Peace and Literature Nobel Prizes, undoubtedly the most important and controversial of the five (six including later addition economic sciences, the other three being Chemistry, Physics and Medicine) are able to recue themselves from this sinking lack of credibility.

IMPHAL, October 13: The Joint Committee on implementation of Inner Line Permit System conducted its migrant survey today at Wangkhei Ayangpali area, with cooperation from local clubs and Meira paibis, said a statement of the committee.

The release signed by its convener, publicity committee, W Ananda Meitei condemned the statement of Nagaland Chief Minister TR Zeliang that ILP is not effective in Nagaland despite its implementation.

It said the statement was given by Zeliang in an IANS interview on October 6 at Kohima.

The statement is not only unfortunate, but it also discourages the movement for implementation of ILP which are being taken out in Manipur and Meghalaya.

The statement continued that Manipur has been facing peculiar problem in identifying illegal migrants who have come from Bangladesh and Myanmar. It said migrants from Bangladesh easily take shelter among the Muslim population of the State by taking advantage of same religious affiliation.

It has been the same case with Naga, Kuki and Nepali illegal migrants, who also easily take shelter within the same community to which they belong, the statement added. It said that this can only be checked by enacting a stringent law.

Further it continued that ineffectiveness of ILP in Nagaland is because the government of the said State does not maintain proper scrutiny of migrant labourers. For example, migrants who have come to work with the permission of only 15-day stay continue to stay as long as six months without validating their permits, it added.

The statement maintained that ineffectiveness of ILP is not with its system; rather it is the incompetence of the Nagaland`™s government authority.

Regarded as one of the biggest campaign of its kind in Oinam the Irabot Celebration Committee (Oinam) conducted a mass sanitation programme from 27th to 30th of Sept., 2014 at Oinam. It was a sanitation campaign to create an awareness of the life and ideologies of Lamyanba Jananeta Hijam Irabot to the denizens of Oinam and the masses.

Around 200 volunteers from various leikais of Oinam participated the daily mass sanitation drive at various sites and leikais of Oinam. It includes cleaning of public properties like road sides, drains, govt. building campuses, crematorium, etc. The cleaning of road sides covered from Irom Leikai at Mamang Leikai to Keithel Leikai at Tiddim Road extend of Oinam.

On the 30th of Sept. a celebrational birth anniversary function in the name of Hijam Irabot was held at Oinam Mamang Leikai. The function was presided by Oinam Budhi Singh (Chairperson, Oinam Nagar Panchayat) who shared his happiness and support for the youth who took part in such a noble cause. Oinam Chandrahas Singh (senior citizen) was the chief guest and Yumnam Joykumar Singh (Project Director, NESRIP, P.W.D – Manipur) and Oinam Chaoba Singh (retired advocate) were the guest of honors. Oinam Chaoba spoke about the life and journey of Lamyanba Irabot to the attending crowds. Joykumar stated that the development of a society depends on the youth and request the people of Oinam to collectively come forward in unity and work together irrespective of a separate leikai or group. Apart from the presiding guest the function was attended by various leaders, youth, social workers and individuals of Oinam.

After the speeches a traditional local boat racing competition, Hiyang Tanaba was held at Oinam Turel (Oinam River). Categories of the competition includes Men’s & Women’s Group along with a Men’s Individual. The winners and participants were awarded with a very nominal cash prize just after the competition at the main stage at the open community hall of Ireima Laimang Laibung, Oinam Mamang Leikai.

Later an entertainment non-competitive dance session was conducted at the main stage. Fourteen dancers from Oinam and the surrounding areas participated the show. The main attraction of the day’s event was the musical concert by the most trending singing sensations of the state. During the concert a mass candle lighting ceremony also took place in which both sides of the road from Mayai Leikai’s Pukhri Mapal (Bammon Mamang) to Mamang Leikai till the venue of the event were lighted with paper lanterns. The four day observation and sanitation programme in memory of the most important reformer, Lamyanba Jananeta Hijam Irabot came to an end.

Apart from the four days campaign the Irabot Celebration Committee, Oinam extended the cleanliness drive on the 2nd Oct., birth anniversary day of Mahatma Gandhi (Father of Indian Nation). On this day the volunteers cleaned the campus of Ibudhou Tangleibung, the wholesome worship site of Oinam town.

The Irabot Celebration Committee, Oinam’s sanitation campaign of 2014 was not possible without the mention of the valuable donors, guests, participants, volunteers of Oinam Sports Association and most importantly the denizens of all the leikais and supporters who came out wholeheartedly. It was the effortless and priceless dedication and hard works by the youths of the organizing committee that made it all possible. Special grace to all who with no boundaries of day or night, wealthy or poor, came out honestly for such a noble cause.
