UKHRUL, December 18: With less than a week to go for Christmas, hordes of shoppers here in Ukhrul town are rushing to get hold of their items of requirement for the festive season from the market. And while almost every shop in town appears cram full of swift shoppers who lose no time in making a purchase each day hinting a brisk season for the business community, traders here have a quite different story to tell.

When this reporter dropped round the town’s market for a casual survey on this, it came to light that the volime of business this time has plummeted to an unprecedented low for the supposedly glittering season.

Citing possible reasons for the unexpected drop in sales of goods this year despite most shops — both big and small alike — are apparently thronging with season shoppers, Gopal Bhandari, a cloth merchant, has this to say “We are expecting customers from villages but the non payment of MGNREGS wages might have constrained their purchasing power this time.”

He said that sales have fallen by almost 50% as compared to that of last year. “Last year we could manage to attain a daily turnover of  Rs. 15,000 at average but this time it has come down to just 6,000 to 7, 000.” he said.

But then Gopal quickly added that may be last year’s brisk trade was due to the season’s proximity to the State Assembly election which was due to be held then.

Another cloths seller Ramji has said that kids and ladies items sell better but business this time is not as good as the previous year. Sales has dropped by about 30 per cent, he added.

Meanwhile sharing the same sentiment, proprietor of Aran Flower Shop, Viewland has said that of all the decorative items in stock, Christmas Stars and flowers are the two best selling items during this season but even then  there has been a steep decline in daily turnover compared to last year.

“This time we are selling only 10-20 units of Christmas stars a day which cost in between Rs. 20 and Rs. 500 per piece. But this may be due to the selling of Christmas stars to all job card holders of every locality at a deduction of  Rs.100 from their wages by the local MGNREGS committees,” he added.

JIRIBAM, Dec 18: A day after the Joint Coordination Committee All Manipur Municipalities Employees Workers Union and the Imphal Municipal Employees Union launched a cease-work strike in demand of the 6th Pay commission; the Jiribam Municipal Employees’ Union also staged a sit in protest in front of the Jiribam Municipal Office and observed a cease-work strike.

Speaking to media persons, Jiribam Municipal Employees’ Union, president, N Lakhi Kumar Singh said that they had already met with the state Chief Minister regarding the demand.

Even though the CM found the demand reasonable, owing to the state’s financial crunch, the government had been unable to meet the demand, he said.

However, considering the plight of the employees, the government need to meet the demand soon, he added.

IMPHAL, December 18: In a bizarre case, Aribam Syam Sharma’s latest award winning film Leipaklei has been left out by the jury of the 8th Manipur State Film Festival after having won acclaims in many parts of the world. Another notable omission is the national award winning film Phijigi Mani.

According to reports, more than 40 films were sent for screening for the feature film section while another 31 vied in the non-feature category this year.

The nine films deemed more deserving by the jury members over the two critically acclaimed films are Mamado Leishabido Angaobido, Yaiskul Gee Pakhang Angaoba, Thashi Thanou, Lanphamda Ibeni, Meiranbi, Luhongbagi Ahing, Imagee Laman Shingamdre, Sangkhraba Machu and Govindagee Sharik Makhol.

The jury’s revulsion for national award winning films was observed in the non-feature category as well. Of the 12 non-commercial films or documentaries selected, the major entries that failed to make the cut were The Silent Poet, by Barun Thokchom and Gun and A God by Sonia Nepram, both national award winning entries, and other documentaries that were accorded entries at NIFF including Boiling Blood by Bishwamitra, Coma by RK Lalmani, Indigenous Musical Instruments of Manipur by RK Jananranjan.

Festival director K Sobita Devi told this reporter that the objective of the festival is ‘to screen quality films and to promote film making in the state’. She said that the jury members are individuals who command profound knowledge of film aesthetics and they have been chosen from ‘various diversified fields’. When queried on the wisdom of national award winning films being left out as unqualified for screening at the state level by the local jury members, she said “We need to dissect the clarification of the jury members on why the films were considered unqualified by them. This will be given on December 23.”

There is a need to showcase documentaries at the festival which are not aimed at monetary returns, clarified Sobita adding that the filmmakers are welcomed to approach Manipur Film Development Corporation anytime. “We will be glad to screen their documentaries,” she stated.

Sobita also mentioned that the names of the jury members cannot be disclosed until the process for selection of the awards is over. But, according to reliable sources, the jury members for feature film selection are jury chairman Sagolsem Indrakumar, Yenkhom Roma, K Gunileima, L Banka Sharma, Budha Chingtham, Thoidingjam Tombi, Dr Akshaykumar, Ch Kamala and B Jayantakumar Sharma.

The source also added that the three juries for the non-feature selection are K Madhumangol, L Ram Sharma and Silaramani. Ram Sharma is the uncle of one of the entrants in the non-feature category L Surjakanta, who got the jury’s nod for his documentary Guru Thanil. Surjakanta is also a member of the board of directors of MFDC.

Arts and Culture commissioner, Dr RK Nimai who is also the organizing committee chairman stated today in his presidential speech at MFDC that finding jury members who are not related with the filmmakers whose films has been entered for competition is a tough task.

Talking to this IFP reporter at the sidelines, he said that he has no knowledge of the wisdom of the jury members about disqualification of national award winning films. He however commented that only the financial aspects are handled by him and the budget of the festival has been fixed at Rs 18 lacs. The cash rewards have been hiked from Rs 8,000 to Rs 15,000. A total of 46 awards in different categories will be conferred at the end of the festival, he said.

A film maker on the condition of anonymity has shared his views that the whole process of selecting the films has been done in a very suspicious manner. Without intending to challenge the credibility of the jury members, he stated it seems they have succumbed to pressure from a group of lobbyists, whose motives and credentials are questionable. A state festival of such magnitude should not be ghettoized and turn it into a ‘wish-fulfilment festival’, he added.

CCPUR, Dec 18: The Lalputhluaii Foundation School, one of the oldest and most productive school of Lamka town, today held its Annual Day cum Prize Distribution Day, at its campus at Bungmual, Lamka.

Today’s function also marked the end of the academic session for 2013 with the final results of the final exams declared.

DC of CCPur Jacintha Lazarus attended the function as chief guest, while Maniram Sharma addl DC and Pauli Deng attended as guests of honour.

The school has been observing the day annually.

The main highlight of the day was a power point presentation by the LFS Eco-Club highlighting the degrading condition of the Lanva River which is the source of drinking water for the Lamka town.

Through the PPP, the club showed how people have been polluting and misusing the water by throwing waste products in the water.

Students who excel in various subjects including Manipuri, Hindi, Social Science, Practical Science, were felicitated.

The T Vumkhothang Memorial award for LFP BSEM topper 2013 was also given out during the function.

JIRIBAM, December 18: A team of the Jiribam police today seized Marijuana (Ganja) from a truck bearing registration no MN-04A-2555 at around 6.50 am from near a petrol pump of Jiribam. The truck was coming from Imphal towards Jiribam and the driver has been identified as L Robertson, 19, son of L Naba Kumar Singh, of Luker Maning Leikei, Imphal.

According to police report, 345 kgs of Ganja were seized consisting of 28 packets, 15 of which weigh 10 kgs each while the remaining 13 packets weigh 15 kgs each.

It is also learnt that the local price of the ganja is Rs 1400/kg.

CCPUR, Dec 18: A class VI student of Salt Brook School, Tuibuang Lamka, committed suicide by hanging himself at his home situated at P Phaicham, Lamka Ccpur District.

Sources informed that the deceased is a 13-year old boy, identified as Hauminlun Baite son of Thangmang Baite, resident of P Phaicham.

It is also speculated that the boy had hanged himself between 10:30 to 11:00 am today.

No external injury other than the marks of the rope was found on the boy’s body.

A case was filed at the local police station and the body laid to rest today itself by the family at the local cemetery.

Meanwhile, a source informed that he was depressed about his performance in his class VI final result.

IMPHAL, December 18: A combined team of CDO/IE, CDO/IW, 30 and 40 Assam Rifles arrested an active cadre of proscribed outfit RPF.

According to a PRO, Manipur Police department, the arrested individual has been identified as Heisnam Babu Meitei alias Rajesh, 26, son of (L) H Thawal Meitei of Sorok Athingbi Lakhipur, Jiribam PS from Khurai Sajor Leikai, Imphal East.

The statement said one 9 mm pistol along with five live rounds in the magazine, one mobile phone handset with two SIM cards were recovered from Babu’s possession.

It further said that in the prompt follow up investigation, RDX and TNT weighing about 6.5 kgs, one off/on switch device with timer and wire, two detonators and 18 round pieces of RDX were also recovered.

The involvement of H Babu in other grave crime incidents is being probed, it said and added that his arrest and recovery of such huge haul of explosives and explosive substances has prevented commission of subversive activities by the proscribed UG group including attack on non-locals.

During investigation, Potshangbam Saroja Devi alias Apik, 40, daughter of P Radheshyam Singh of Uripok Naoremthong Takhellambam Leikai and Moirangthem (O) Kamala Devi alias Bigyapati Devi, 37, wife of M Sanajaoba Singh of Kongba Uchekon, both women ‘People’s Militia of PLA/RPF’ were arrested from Uripok Sorbon Thingel Leirak and Kongba Uchekon respectively along with their mobile phones, it said.

Further investigation revealed that the two women PLA/RPF cadres had received training in the handling of explosives and they were to receive the above recovered explosives from H Babu, it added.

A case has been registered in Porompat PS and investigation is going on, the statement concluded.

IMPHAL, December 18: Around 20 woman street vendors were stopped while trying to march towards the state Assembly today demanding the discussion of street vendor policy during the ongoing Winter session.

The rally started from Thangmeiband College Gate but the women came face to face with a horde of police personnel after they moved only a few meters away. They were stopped from proceeding further and forced to turn back. The women protestors wielded placards that read ‘Implement National Urban Street Vendor Policy”, “Street Vendors Are Also People, “Do Not Treat Them Like An Animal,” “We Want Our Right To Live”, “We Feed Our Children with Honest Work Not by Stealing”, and “Establish Town Vending Committee”.

One of the protestors who is a street vendor said the protest rally was taken out in support of a street vendor policy which had been passed by the Supreme Court in 2009. IMPHAL, December 18: The Kuki Students’ Organisation, Thangting unit has banned the ongoing Accelarated Water Supply Scheme under Bishnupur district at Masem Lui (Ngaidei River).

Conveying it in a press release today, it said that the water at Masem Lui is not sufficient at all for supply of large number of people, adding that the water is only enough only for the local people and there is no question of accelerating to other locations and also due to shortage of water at Masem Lui, the said project undertaken by Bishnupur PHED should stop with immediate effect, it said.

It further said that the village chiefs were not consulted at the time of implementing the scheme as per Kuki customary laws and added that the village chiefs must be consulted and taken into confidence before taking out any project, work or scheme, it said.

Has the state government been totally and coldly left out of the loop by the Centre while making the decisions on fencing works along the Indo-Myanmar border yet again? It has been almost two days since news reports quoting officials claimed that fencing work at certain section of the border with Myanmar is still being carried on as usual without any interruption. Following the intervention of Prime Minister Dr Manmohan Singh, the Ministry of Home Affairs had directed the Border Road Organisation on December 5 to stop all works on border fencing until the matter is settled through bilateral talks between the two countries. If there was no foundation in the independent reports and the MHA’s orders had indeed been obeyed, one would have expected the local administration to make a swift rebuttal denying its authenticity and allay public fears. But as the needful had not happened, a sense of exasperation has overwhelmed the minds of the public from wanting to know what exactly is happening at the ground level and whether the words of the MHA are trustworthy.

Normally, it would be impolite to jump to conclusion and criticize the authority before giving it a fair opportunity for clarification or room for discretion in making its moves. But, the efficiency of the state government apparatus overlooking the border fencing issue has been highly questionable from the very beginning. First of all, when the public discontent began to gather storm, with all confidence Ibobi had trashed the reports of encroachment by our neighbor as totally baseless. The unraveling of facts compelled him to eat his own words. When there was no way out, Ibobi led a large political contingent to New Delhi to meet the Central leaders. The claim that the border fencing is contentious met the ratification of the Prime Minister and the Ministry of Home Affairs. Still, the state government has not shown the right amount of passion, expediency and determination that the people want to see on safeguarding the interest of Manipur. The all political party delegation had urged the Centre that the state be made part of the decision making process in matters related to border fencing in areas under the jurisdiction of Manipur. But, will it be counted as jumping the authority if we take care to maintain vigilance on the day to day activities at the disputed border areas? The government should issue a clarification on the status of the MHA directives at the earliest. Also, it will be very honorable on part of members of the House to spend some time for discussing the latest development on the border fencing row instead of dumping it with reckless haste.
