IMPHAL, December 12: Manipur State Commission for Women received the highest number of complaints of crimes against women and also the highest number of disposal of such cases in 2012, stated Meghachandra Sharma, advisor of the commission.

Since the commission was constituted there had been 420 cases registered to the commission, out of which 360 cases have been given relief to the satisfaction of the complainants and respondents. At the moment, 60 cases is still pending and their completion will take four-five months, going by the present rate of closure of 4-5 cases per month, he said.

The year recorded a high occurrence of violence acts against women and many of the cases were wrongly claimed as suicide cases initially. However, following investigation including spot enquiries many of them turned out to be victims of homicides and out of whom many had been raped before they were killed.

The disclosures were made during the 7th Foundation Day celebration of Manipur State Commission for Women observed at the Kuranganayani Hall, Imphal West DC complex today.

Meghachandra further pointed out that the commission was established on the same day of the historical Nupi Lal day. In June 26, 2006, the president of India passed an Act which was published in the gazette of the state government. First, it functioned from Bal Bhawan with Jamini as chairperson and Lingjaneng Gangte as the other member from September 15, 2007.

The commission is for empowerment of the women and bridge the gap between the people and the government.

In his speech, Director of Prosecution Tejkumar said restaurants in Manipur have become the graveyard for young innocent girls. The women are discriminated by the women themselves, for example by their mother-in-laws much frequently than the males. The life of a widow is very difficult in our society and they faced stigmatisation and discrimination from their family members, he stated. He highlighted the fact that the commission is working for those women who do not have family income after the death of their husbands.

In the state context rape case is very common and more seriously even disabled girls are being raped, he stated. There were over 100 reported cases of rapes last year, he stated while mentioning that the numbers of cases which had not been reported must be around 200-300.  After the conviction of the rapists in the U-morok and TG Student cases there is a likelihood that the incidents could declined, he stated informing that the final hearing of the rape case of Mayang Imphal involving a man who raped his own daughter-in-law will be conducted tomorrow.

He added that the root cause of the crime is drugs and alcoholism in our society. Many women are victimized by the users. He cited indecent restaurants and mobile phones among a few contributing factors for rise in crimes against women. He called for prohibition of such restaurants and use of mobile phones by girls below the age of 18 years.

The people should not be deterred from reporting crimes against women to the police because they are the qualified persons to give punishment, Tejkumar added.

MA Halim Choudhury, chairperson of Manipur State Minorities Commission; Dr L Ibetombi chairperson Manipur State Commission for Women and June Rose Vaiphei, H Petishowri, members of the function were the main invitees.

IMPHAL, December 12: The United Revolutionary Front, URF has today expressed gratitude to all the farmers who had supports its ‘Go Green project”.

A statement of the URF has said that ever since the party was placed at the Loitang Khunou, Old Spinning Mill in June 2012, the party has been trying to create a harmonious and peaceful relationship amongst the villages of the surrounding area.

The outfit has said that the fact that it has stayed for so long at the Spinning Mill shows that its cadres are well disciplined.

Till date, the outfit has never acted in any manner which could hurt or annoy the people of the surrounding area, the statement said.

The statement further continued that the outfit had entered into an agreement with the governments that the outfit will enter into peace talks excluding the demand for separation from India.

It was also agreed that the government will help the outfit in any step undertaken for development which is under the Constitution of India.

However, not only has the centre been unresponsive, but the blind Manipur government has also failed to provide any help, said the statement.

IMPHAL, Dec 12: A motorcycle borne youth was killed in a road mishap last evening at Awang Khunou along NH-37 under Patsoi Police station.

The deceased is identified as one Gangchuipao Gangmei, 22, son of Panthanlung Gangmei of Maranching Noney.

Sources said that the deceased who was riding a Pulsar bike suddenly lose control and ran into a freight truck parked at the road side.

He was rushed to RIMS hospital but was declared brought dead by the doctor.

His mortal remain has been handed over to family members after post mortem was conducted at RIMS mortuary.

IMPHAL, December 12:  An 85 year old man who was undergoing treatment at Shija Hospital after he was knocked down by a passenger Magic Van last Saturday succumbed to his injuries today at around 7 am.

The body has been handed over to the family members after post mortem was conducted at JNIMS morgue today noon.

Meanwhile, family members identified the elderly as Akoijam Komol of Thoubal Wangmataba Sorok Makha ward number one.

He was knocked down by a Passenger Magic Tata last Saturday around 10.10 am at his own residential gate near the Magic Parking, family said.

After that he was admitted at the Shija Hospital with a head injury and underwent treatment at the hospital before succumbing to his injury today morning, he said.

Later the dead body has been claimed by the family members to performed his last ritual after the post mortem conducted at JNIMS morgue today noon

On the other hand Thoubal Police have taken up a case against the incident.

As the complaints lodged at the Manipur State Commission for Women showed over 100 complaints of rapes were reported in the state during the last couple of years. Experts have estimated the number of unreported cases to be treble the previous figure. The patterns of rapes vary and include grotesque cases when adults rape their minor relatives or neighbors or physically or mentally handicapped girls or freakish ones when the victim was a sexagenarian woman. But our apprehension is also drawn to another type of rape which have been linked to the existence of the ill-reputed restaurants of Manipur. We are talking about the drug-assisted rape whose wide prevalence is beyond argument but there is little in terms of policy or system to stop it. In this type of sexual assault, the predators plans in advanced, three-four days or even weeks earlier, about how to actuate the rape. He takes his girlfriend (victim) to a quiet, private and romantic ambience, aptly provided by the ‘restaurant’ and executes his hours of planning to perfection.

The investigation in this form of rape is very hard to progress a notable distance without pointing the fingers of accusation on the victims at one time or the other. Maybe, the victim took the drugs or intoxicants voluntarily. But afterwards she lost control. That she participated willingly in the beginning is very hard to tell to the police or anyone else as it might dilute the crime. But, imagine the victim sitting in a drug induced stupor. Now, in that state pressurizing the person into taking more of the drugs is not going to be difficult. Random thoughts of what might happen next cross the person’s mind. Because, the drugs have uninhibited the person and you say and do things you do not do normally and you lost the sense of fear. Talking becomes easier and there is openness about all kinds of personal matters. The woman can see the attack coming but then she is powerless. At the end, she remembers about half an hour of a five hours ordeal. Now, you can see what comes into view.

Recent statements by legal experts are indicators that soon tough laws to persecute such types of criminal will be in the offing in Manipur too. In recognition of the destructiveness of such cases, the Judge while pronouncing the sentences of the two rapists in the TG School student rape case advised an enquiry into the regulations overseeing the operation of the infamous restaurants of the state. Further, while addressing the anniversary of MSCW, state Director of Prosecution Ng Tejkumar pronounced these restaurants as the graveyard for young innocent girls and supported its eradication.

IMPHAL, December 12: The MSF strongly disagrees and rejects the statement, “As far as the situation in Manipur is concerned, the presence of the Army is necessary for the sake of security of common people. Manipur needs the Army until militants are neutralized” made by Arun Kumar, the National Executive Member of Rashtriya Swayamsewak Sangh (RSS) to the Sunday Times of India, Guwahati on December 8th, 2013 regarding his views on the repeal of AFSPA 1958 from Manipur.

According to a press release of the Manipuri Students’ Federation (MSF) issued by its publicity secretary MA Wakil Alsari, it is further said that the statement of Arum Kumar is a barbaric and biased statement against the people of Manipur, and added that the RSS leader’s statement is manipulative or racist tactics which displays his racist and hooligan mindset.

It further continued that the RSS leader, Arun Kumar should know it is a law with just six sections granting special powers to the armed forces in what the act terms as “disturbed areas”.

IMPHAL, December 12: A partly decomposed body of a male was recovered naked from a canal at Pheidahi Turel at Torongthel, Andro under Yairipok police station Thoubal District in the early morning today by local passer-bys.

The body has been picked up by a team of police and deposited for identification and post mortem at the JNIMS mortuary.

According to the police, locals on recovering the body around 6 am today informed the police.

After that a team of Yairipok Police rushed to the spot and pick up the dead body after proper examining the spot.

A long pant, half pant, jacket, soap container and a soap were found from near the dead body.

The body which is around 5 ft tall bore no injury marks and seem to be around 40 years of age.
