IMPHAL, November 9: The Barak Bridge which is one of the three bridges acting as the backbone of the National Highway 37 (Imphal-Jiribam) is in a deplorable and wretched condition.

Several portions of the highway in between Makru Bridge and Jiribam are also in similar conditions.

Starting November 7, a five-member team of the Highway Truck Owners’ Welfare, HITWO and the Manipur Drivers’ Welfare Association, Imphal led by the latter’s general secretary Mutum Tomba Singh and accompanied by a team of Imphal-based media persons inspected the highway and the bridges before returning to Imphal on November 9.

On reaching Barak Bridge around 3:30pm of November 7, the team found a cement loaded truck (MN 01 8764) coming from the Jiribam side stuck in the middle unable to proceed further due to the dilapidated condition of the bridge.

A 2nd Manipur Rifles team led by its assistant commandant Oinam Chaoba Singh escorting the trucks from Jiribam was also seen nudging workers of the BRTF to change the missing screws and bolts of the bridge and tighten those which had come loose.

Speaking to the media team accompanying the transporters from Imphal, Chaoba said his team had left Imphal along with around 400 empty trucks for Jiribam on October 27 and started on their return journey from there on November 5 after loading the trucks.

He lamented even after two days, the trucks are yet to cross the Barak Bridge because of the condition of the bridge.

He said everyday after 6pm, personnel of the 67 Bn CRPF E Company guarding the bridge don’t allow loaded trucks to cross the bridge whereas each truck takes around 2 minutes to reach the other side.

All trucks crossing the bridge had to proceed in first gear in a slow and steady pace, he continued.

After every two truck, the screws and bolts of the bridge have to be checked to ascertain whether any were missing or had come loose, he lamented.

He said it is not only the condition of the bridge that slowed down their pace, but there are also several portions along the highway in between Jiribam and Makru Bridge which were in the same dilapidated condition.

This can be confirmed by the fact that it took them two days to reach Barak Bridge from Jiribam, he added.

During the return journey they had to stop for a night at Nungkao, he continued.

At the same time, it could be witnessed that the condition of the Barak Bridge was in a frightening state.

Several of the side bars of the bridge were found hanging loose. The hangers of the bridge were also found tightened by GI wire at several places as the original wire had broken off.

Several of the wood decks of the bridge were also missing and replaced by logs and tree branches from the nearby hills.

It may be mentioned that a parallel hanging bridge was constructed next to the old bridge by the BRTF. Soon after construction was complete, vehicular traffic were allowed to upon the bridge.

However, when only two loaded trucks were crossing the bridge, the metals attached at the base of the bridge broke off resulting in the bridge to bend sideways. Following the incident, the bridge has been closed down.

It is also learnt that with the two other remaining bridges- Makru Bridge and Irang Bridge being iron bridges, people have started to get wary of crossing them.

As of the road condition, the stretch from Makru Bridge to Jiribam is in the worst condition. It is not only potholes but the dust which is causing much nuisance for the drivers. The dust stirred up by a passing vehicle is such that it is impossible to follow the vehicle except for wait and allow the dust to settle first.

During the tour, on November 8, the general secretaries of the two associations met with the commander of the 765 Border Road Task Force, Hq, Uchathol and submitted a memorandum asking to repair the road and the bridges.

However, it is leant that the officials of the BRTF including the commander told the team that there is no fund to repair the Barak Bridge at the moment and instead asked the two transport associations to take support of the people of Manipur for the repairing works.

There were also reminded of an earlier instance when the Works department of the State government had laid wood decks for the bridge.

The BRTF officials also asserted that it has been seven years since they received any funds for road repairing.

The transporters team was also told that even if the BRTF wanted to extract stones and sand from the roadside for repairing of the road, the locals deny them to do so.

The media team accompanying the two transporters body on the tour was denied to attend the meeting between the BRTF commander and the two general secretaries.

Meanwhile, last night, the transporters body submitted a memorandum to the additional SP, Jiribam sub-division, Imphal East Menjor Singh highlighting that the five check/entry posts in the sub-division is quite too many and needs to be reduced.

It was also highlighted that the truckers are not only paying more, but stopping five times to make entries is also quite a hindrance for them.

The memorandum also identified that along the 8 km long road stretch in Jiribam there are check posts at Leingangpokpi, Gularthol, Foreigner gate, Jiribam Thongkhong and Jiribam Police Station gate.

It further highlighted that each truck including escorted loaded and empty trucks are charged Rs 200-300 by police personnel in each of the five check posts on a daily basis.

IMPHAL, November 8 (NNN): Nearly 80 percent of the different fruits available in Manipur end up rotting every year, but these fruits can be changed into a money-spinning business if they are kept through preservation and processing methods, Manipur chapter of National Mission for Food Processing (NMFP) Deputy Director Ch Joykumar has said.

Joykumar said this while participating in a two-day seminar on “Food Preservation & Processing to the Educated Unemployed Youth of Imphal East” organised by UMA Foundation at Heingang Makha Leikai community hall.

He said the Government of India has been taking up various missions to prevent different food items from wasting and rotting and to improve food production in the country.

Joykumar said the National Mission for Food Processing 2013-14 launched by the Government has been organisning workshops and seminars in all the states, adding the mission will continue till 2017.

He said 80 percent of fruits like mango, lemon, orange, heikru, heithum and many others end up rotting every year in the state, which can be preserved and make beverages to earn huge money.

Appealing to all to join the training programmes conducted by the Manipur chapter of NMFP, he said every person who has received training on food preservation can start fruit preserving business at home.

Joykumar also informed that those who are interested in setting up food processing unit can effortlessly get the facility.

IMPHAL, November 8: The All Manipur Government Aided School Employees staged a sit in protest today at the Keishampat Leimajam Leikai community hall in connection with their demand for revised pay under 6th Pay recommendation and set November 12 as deadline for the government to fulfill its demands.

The agitation was organised by the All Manipur Government Aided School Employees Co-ordinating Committee

Other demands of the committee include completion of DPC to fill up vacant posts.

Speaking to media persons, State co-coordinator T Kameng Koireng said various forms of agitations will be imposed in case the government fails to meet their demands.

He said the employees of the aided schools get their salaries only after the government releases the grant in aids.

The government fixes their Revised of Pay according to their salaries which depend on the grant in aids approved by the government for the year, he said.

However, in the case of ROP, 2010 the Finance department issued a memorandum dated July 7, 2010 stating that the ROP is not applicable for those employees who are not included in the CPIS list, he said before demanding the government to review the office memorandum and provide the ROP for all government aided school employees.

As for the demand for conduct of DPC, the State government under the leadership of the Chief Minister has already relaxed the ban on appointment, he continued.

He further appealed for the government to provide pension to the retired employees.

He said language is the best identity of civilization.

Literature is vital to unity among the people of Manipur, the deputy Chief Minister observed adding that the unity of indigenous languages will help in developing the Manipuri language.

He said people need to strengthen the Manipuri language which acts as the link between the different communities residing together in the land.

The Manipuri language is a fine language with a rich literature, he said.

At the same time, developing the tribal languages will mean development of the Manipuri language, he said.

Giakhangam further said that the organisation of such workshop will help in the preservation and development of our languages.

He said although the State government lacks resource and facing financial constraints at the time, we are still trying to help develop the various languages spoken of the State.

Language and dialect is a part of literature heritage of Manipur and development of language will definitely strengthen the Manipuri language.

He said that the Language Planning & Implementation Directorate has been established under the Education department to nourish the languages of Manipur.

Literature is very important and having a separate Language Directorate is a good beginning for improving the languages, he continued before adding that the government is determined to develop all languages of Manipur.

This workshop will be a turning point to bring about development of Tribal Languages, he asserted.

As part of the workshop a brief interaction on issues of tribal languages in Manipur and the process of approval of tribal languages for introduction in education system was also held. Various Tribal Literature Societies has reported Information on Literary Progress of their languages respectively.

Today’s function was also attended by Language Planning and Implementation, Manipur director Kh Raghumani Singh and joint director Dr L Mahabir Singh.

The workshop was organized by Council of Tribal Languages & Literature Societies, Manipur and sponsored by the Tribal Research Institute, Imphal.

Civil Judge/ Judicial Magistrate First Class Imphal Ojesh Mutum in his keynote highlighted upon the need of legal services.

He said the people should have basic legal knowledge and avail the benefits provided under the Constitution of the country.

The basic objective of today’s function is to render some basic legal awareness to the public, he continued.

Under the Legal Services Authority Act-1987, underprivileged section of the society can avail free legal aid, he continued.

The para legal volunteers in the districts are there to render such free legal aid, he asserted.

Today’s function was also attended by Chief Judicial Magistrate, Imphal West RK Memcha Devi, Human Rights Law Network, Manipur director Rakesh Meihoubam and EEMA secretary S Radhapyari as presidium members.

IMPHAL, November 8: Th Shyamkumar, MLA of Andro Assembly constituency, who is also the president of AITC, Manipur unit has demanded resignation of Francis Ngajokpa, minister of Rural Development & Panchayati Raj and Economics & Statistics, government of Manipur on corruption charges.

Addressing media persons at his quarter today, Shyamkumar alleged that there have been huge irregularities in allocation of contract works under the Pradhan Mantri Gram Sadak Yojana in the State.

Shyamkumar claimed that the irregularities reduce road connectivity in the State in the worst condition. The contractors’ bills for the already completed 9th phase of PMGSY are still pending, but some contractors have already got their bills by paying bribes to the minister concerned, he alleged.

He also claimed that the authority concerned are turning a blind eye to the contractors who had submitted forged documents regarding their profiles and balance sheets, in connection with the PMGSY works in the previous phases of VI, VII and VIII.

Further he alleged that because of irregularities in the 9th phase of work, around Rs 82 crore had to be returned to the Centre. He appealed to the government of Manipur to look into the corrupt practices, so that the 10th phase can be rolled out in a proper manner.

Shyamkumar said he is ready for an open public debate on the issue of irregularities in PMGSY works.

At the same time, the MLA said he will request the Union Minister of RD & PR government of India to take a field visit, particularly where the works of previous phases such as VI, VII, VIII and IX have been completed to ascertain the facts.

FCI to transport rice from Myanmar into State starting from December

IMPHAL, November 8: Following an arrangement between the Indian and Myanmar governments, starting December 5, rice from the neighbouring country will be brought into the State.

In connection with the said arrangement, the concerned Consumer Affairs, Food & Public Distribution minister, Moirangthem Okendro has instructed the higher officials of the depatment to maintain the godowns of the department in border town Moreh in top condition.

The minister, accompanied by high ranking officials of the department had also inspected the godowns in the border town yesterday.

During the tour, the minister had observed that considering the location of the department’s godown in the town which lies next to the national highway, it is the best to store the rice coming from the neighbouring country, informed the source.

He further instructed the officials to arrange proper security to prevent theft and other untoward incidents, maintenance of staff quarters, approach roads and boundary fencing of the warehouse at the soonest, it added.

The source continued that the warehouse with a 500 MT storing capacity and constructed on 1.8 acre land has been lying unused even after its construction. MLA D Korungthang during the visit instructed the officials concerned to clear the encroachers inside the premise of the warehouse.

The transportation work will be carried out by the Food Cooperation of India, and the rice will be of high quality, according to minister M Okendro, it said.

Further it said that the transportation of rice by the FCI from Jiribam to Imphal had to be stopped because of the ‘Mega Rail Block’ from October 1 this year, which is due to railways works implemented by the Northeast Frontier Railway along the Lunding-Badarpur railway line for making it into a broad gauge.

During the visit of the minister M Okendro and his officials, the team also inspected the Land Customs Stations and condition of the Weigh Bridge etc. The Weigh Bridge was installed with MANIDCO as the implementing agency, which has capacity to weigh 40 MT. Its construction work was started when Jairam Ramesh was the Union minister of State (Commerce) and N Mangi Singh was the minister of Commerce & Industries, government of Manipur in September 29, 2006, recalled the source.

IMPHAL, November 8: The All Political Party Committee constituted to look into the demand for the implementation of Inner Line Permit System in Manipur has prepared a preliminary draft of its recommendations to be submitted to the government of Manipur, said deputy Chief Minister, Gaikhangam today.

He was speaking to media persons on the sidelines of the Tribal Language Day function held today at the Tribal Research Institute.

Gaikhangam said he can understand the urgency of the JCILPS in demanding the implementation of the system and setting November 18 as deadline for the government.

He maintained that the demand is genuine, however we cannot implement the ILPS in a haste, and we need to delve into the matter carefully so that there should not be any loophole.

He continued that the committee had already instructed the resident commissioners of Manipur Bhawans in the different States to collect draft copies of land laws from States like Himachal Pradesh and Meghalaya.
