IMPHAL September 3: Acting on credible information, Imphal West district police commandos under the supervision of inspector P Sanjoy arrested an active member of KCP(MC) Moramba group from Lamphel area today at about 3.30 am.

The cadre is identified as one Yurembam Momocha Singh alias Mocha, 41, s/o Y Ibomcha of Uripok Achom Leikai at present Lamphal quarter type II.

On verification, he disclosed on working under one Prakash of Tera Loukrakpam Leikai, an active member of the outfit. Momocha was involved in lobbing hand grenades at the residence of Jugindro,an AO of the Agriculture Department and Ibomcha, an AO of the same department, both residents of Uripok Achom Leikai. He was assigned to extort money from government departments.A police press release said.

IMPHAL, Sept 2: Zeliangrong United Front (ZUF) observed the 80th death anniversary of Haipou Jadonang Malangmei on August 29 by paying befitting tribute to the freedom fighter.

ZUF general secretary A Remroi Inpui in a press communique said that “the outfit observed the 80th death anniversary of Haipao Zadonang Malangmai on August 29 by offering two minutes silent prayer in respect of the extraordinary Zeliangrong leader besides extending gun salutes and floral tributes by the cadres.”

The outfit also marked the day by conducting games and sports in its GHQ and elsewhere in the outfit’s battalions. Attractive prizes were given away to the participants and winners in the sporting extravaganza across the outfits strongholds, noted the statement.

The event has been widely accepted by Zeliangrong community as the beginning of a new era filled with rays of hope for the unity and integrity of the Zeliangrong brothers and others, according to the ZUF.

IMPHAL Sept 2:  MLA Morung Makunga has clarified his stance regarding the Maring public meeting held on August 30 at Meipou community hall, Chandel.

An official letter written by the MLA to Maring Uparap Assembly, Maring Students’ Union, Maring Napuiya Yinglam and Maring Literature Society stated that he attended the meeting of the Hill Areas Committee (HAC) on August 23 since his absence could be misunderstood as unwillingness to object the Khoibu tribe recognition recommendation of the expert committee.

It said that the MLA voiced his apprehension about granting the tribe recognition status at the said deliberations.

He made the members aware that the Khoibu tribe recognition may become cause of simmering tensions for the Maring community and that such recognition may even prove detrimental to the MLAs political career. The other members present also voiced their opinion that the tribe recognition status should not be politicized by anyone. Therefore, the question of appending his signature for the recognition of Khoibu did not arise. However, the overwhelming majority of the Hill Areas Committee concurred with the recommendation of the expert committee and that Morung was the lone dissident.

Furthermore, the memorandum of understanding between the state government and the Maring Uparap Assembly is an important document which was not available to the MLA.

“However, I would like to apprise you that as part of the ongoing Capitol Project, a kaleidoscope of all the communities of Manipur will be depicted in the halls of the new Assembly building. I had immediately raised an objection with the contention that Khoibu is not a recognized tribe. However, the cabinet made the decision on the contrary”, it said.

Therefore the aforementioned facts will hopefully make it clear that any act on the MLAs part did not violate any provisions of the MOU between the state government and the Maring Uparap Assembly, notwithstanding the fact that the MOU was not shared with me, the MLA clarified.

IMPHAL, Sept 2: Sadar Hills Districthood Demand Committee (SHDDC) has strongly reacted to the rebuttal of PRO PIB (Defence Wing) on the allegations of assaulting and molesting women blockade supporters by the personnel of 43 AR at Gamgiphai near Motbung on August 30.

While visiting the seven injured women at CMC Hospital today, vice-president of SHDDC, Tongkam Lupheng told media persons that the matter has already been subsided after due apology from the AR authorities to pay fines as per the Kuki customary law. However, the rebuttal of the PRO negating the incident is quite misleading.

Such double-standard attitude will never fulfill the real objective of the Assam Rifles who claim as “friends of hills people”, he averred.

IMPHAL Sept 2: Troops of 33 Assam Rifles of Logtak Brigade under the Red Shield Division recovered an arms cache from Karangpat of Bishnupur district yesterday. The education atmosphere in Manipur never gets better, and apparently will never be.

Proving this point would not be a hard topic for anyone especially denizens of the state who have witnessed unique forms of agitation every now and then.

One of the most unfortunate and grim realities creating worse case scenarios out of the educational system are ‘we’ sons/daughters of the soil. Our reckless acts have always been posing as a threat to the career of students’ community.

The most glaring and effective example at the moment is the ongoing agitation demanding separate district for Sadar hills. The agitation has given enough hardship to the general public but the most important issue remained the career of thousands of students, who have been deprived the right to education for over a month now. Around 7000 students of 136 schools, alone in Saitu-Gamphajol sub-division, are at stake.

The educational institutes have been paralyzed for more than a month now but there seems to be no immediate measures in sight to save this lot from both ends (the agitating and government).

To mention some ground realities, Children are using the National Highways as their playgrounds. They were seen running along the highway in packs carefree. The most shocking discovery is that the phrase “an idle mind is devil’s workshop” fits in very well, as these children started to even mimic the blockade supporters.

Looking back to the past, the people have seen similar deprivation but much worse, the educational system in the state especially in valley districts were paralyzed for several months in protest against the July 23, Kwairamband incident. The July incident has already created a huge gap in the academic career of a generation, huge enough that many fears what the future holds.

Keeping aside these two issues, there are frequent strikes, bandh, blockade annually on many issues, most of them does not relax educational institution from the purview of the agitation. And still there are more issues ahead of us that could bring similar fate on academic atmosphere.    

It is questionable, is it really necessary to deprive the students of their right to study however genuine the demand is?. Students are considered the future pillar of our society but if the pillars are weak will our society be stable?.

Where is the Right to free and compulsory education act passed by the parliament on August 4, 2009, providing provision of free and compulsory education to children from 6 to 14 years.

If we are serious enough, this is the high time that all the section of the society including the government, to put a full stop to the trend of unnecessarily disturbing educational institutions in any issues. So that we could pass down a whole new legacy to the next generation free of gambling students lives and career.

IMPHAL, Sept 2: The people of Chandel district have drawn the attention of state government towards the failure of delivery of basic services to the public in terms of health care, education and agriculture for the last one year.

Speaking to IFP, RD Paul, coordinator of Christian Social Development Organization, Chandel stated that the official building of chief medical officer and some portion of Maha Union Government High School located near Japhou Village of Chandel district headquarters have been damaged by the storm occurred during September last year.

He said that despite of repeated reminders served to the authorities concerned for repairing of offices and school buildings, the state government is still has not taken up anything to address the problems of the people.

He also mentioned that ever since the office of CMO was swept away by a storm last year, the villagers are facing problems trying to avail the healthcare facilities.

On the other hand, the three class rooms, office of the head master and the computer room and staff room were blown by a storm last year. However, the authorities concerned have failed to repair the school building resulting to the deprivation of education of the children of these schools.

President of NGO Forum Chandel, Ngamnung Anal further stated that the office building of Chandel District Agriculture was burnt down by some protestors during May last year and as a result various schemes related to the agriculture and allied activities have not been reached out to the farmers since last year.

He further drew the attention of the state government for immediate construction of district agriculture office to ease the grievances being faced by the villagers of the district.

Ngamnung also mentioned that Chandel district being under high prevalence zone of HIV/AIDS and other communicable diseases need more medical health care facilities in the area. The authorities concerned should maintain proper office of Chief Medical Officer of Chandel district, he demanded.

The recent visit of Her Excellency Smt. Pratibha Devi, the President of India to Mongolia and the signing of trade and cultural agreements, induced me to write about Genghis Khan, the Great Mongol of around 1210 who conquered the then whole known world.

Genghis Khan was born around 1210. His father was a Petty Chief of a sub-clan, who was always fighting with other sub-clans. It was like the existence of sub-kingdoms of Moirang, of Khumans, of Marams, of Tangkhuls, of Kabui’s etc, in Manipur till all these sub-kingdoms were brought together by Meitei Kings (Meidingus) like Khagemba or Pamheiba, who later on became Maharaja Garibniwas after conversion to Hinduism by Shanti Das Goswain.

In these sub-clan fights, Genghis Khan fought along with his father, when he reached the age of fifteen or sixteen. Therefore, he had acquired minor and major close-combat experience. Unfortunately, his father died in combat and the mantle of leading his sub-clan became his responsibility, when he was in his teens around seventeen or eighteen.

Young Genghis Khan led his sub-clan and was able to unite all other sub-clans and became the supreme chief of all Mongols. The young king of Mongolia desired to live peacefully and thus he sent messengers to all neighbouring kings for peaceful                               co-existence. Accordingly, he sent messengers to the Sultan of Arzebaijan (now, Uzbekistan), whose capital was Samarkand.

The fool-hardy Sultan got so angry that he beheaded, the messenger boy and sent the severed head to Mongolia through their other companion messengers from Mongolia with a warning that the Mongol king should never dare to send messenger boys to the Sultan of  Arzebaijan. On receipt of the dried–up head at Ulanbator, the capital of Mongolia, the fiercely angry Genghis Khan decided to inflict revenge.

Leading the Mongol Army, Genghis Khan attacked Samarkand, the capital of the then Arzebaijan and mercilessly chopped-off the heads of anyone and everyone, who were Samarkhandis and piled their heads like a mountain in revenge. A similar thing happened in Manipur also, when the King of Manipur subdued the King of Moirang, who revolted and brought prisoners of war who were beheaded and buried at Moirang-Kom, now known as Moirangkhom.

Once  Genghis Khan realized that to live peacefully, he had to subdue his enemies, he became prone to conquest as a means of preserving peace and thus he continued on a venture of conquering the whole known world of his time. So, he sent his eldest son, Kublai Khan to conquer China. Kablai did conquer China but he and his Mongol troops married Chinese girls and got absorbed into Chinese society and nation. All Mongols including Kublai Khan became pucca Chinese.

In brief intervals between campaigns and rest, the Mongol Army used to indulge in hunting. For example, if there was a dense jungle, measuring ten miles by three miles, the Mongol Army would surround the thirty square miles of jungles by Mongol cavalry  and foot soldiers. They would beat drums and cymbals and drive the animals to a central spot where the animals would be slaughtered. Genghis Khan would come forward to kill the first animal victim, may be a tiger or a leopard etc. It is needless to mention that close behind the heels of the great Mongol Emperor, there would be armed soldiers to render help, if necessary. Invariably therefore, the Great Khan would succeed in killing the first prey and then, the nobles in order of seniority would slaughter their assigned prey-animals. The Mongol Army would kill all the captured animals and cook  and eat. If there were excess of meat, they would smoke the meat and preserve for future consumption.       

In between campaigns, the Great Khan would visit Ulan Bator and make sure that, no one dared to revolt against him in Mongolia. During his absence from battle-field areas, Genghis Khan used to depend on Sabutai  his capable general who conquered southern parts of present-day Asia, like present-day Turkmenistan, Tajikistan, Kyrgyzstan, Kazakhstan, Azerbaijan, southern Russia, Armenia and parts of Georgia. The Mongols raped young women of Russia and of Georgia. That might be the reason, why the Russian Dictator, Stalin had trace of Mongolian look on his face because of Stalin’s Georgian origin.

Sometimes, when the Great Khan stayed at Ulan Bator for longer periods, he would summon Sabutai to Ulan Bator, for discussion. On receiving the command from Emperor Genghis Khan, General Sabutai would cover his head with a black cloth with a slit over his eyes, so as to enable him to see where he was going and ride on one pony, though he took three Mangolian ponies, right from the start of his journey.  After the pony, which he rode got tired, he would change into another Mongolian pony which he took and continue with his journey. 

Mongolian ponies were small in size like ponies of Manipur and could gallop at 30 miles per hour for short duration of one hour or a bit more time. After one hour of galloping, Sabutai would rest for 5 minutes and then start his journey towards the capital of Mongolia on a fresh pony, he brought. This process of changing ponies would continue during day-time. In other words, Sabutai covered about  30×12 miles in twelve  hours =360 miles, in a journey of one  day-time. Since the distance from Caspian sea to  Ulan Bator was about 5000 miles, Sabutai would reach the Mongolian capital in about 5000-360 = about 14  days. If any pony of Sabutai got injured, he was at liberty to confiscate any pony belonging to anyone. Refusal to give a pony would invite pain of death. If there were moon-lit nights, Sabutai would cover the distance within about less than ten days.

Similarly, Emperor Genghis Khan’s mail service carried by successive runners on indentured or confiscated ponies, riding day and night with torches would reach Ulan Bator in half the number of days or five days. Therefore, the thirteenth century mail service of Emperor Genghis Khan was much faster than our Speed Post mail service carried by super-sonic jet planes of Indigo /Jet/ Indian Airlines etc which takes about five days to reach Delhi from Imphal which is 3000 nautical miles only, as against 5000 miles from Caspian see to Ulan Bator. What a shame for postal service!

The Great Genghis Khan died around 1260, when he was about fifty, while campaigning. His dead body was put on a carriage which was pulled and also pushed up to Ulanbator. On steep and muddy hill roads, the carriage refused to move.

Upon this, the Mongol soldiers sang paeans and requested God and Genghis Khan’s soul to reach his native Ulan Bator. Singing paeans, the Mongol soldiers and horses pushed and pulled the carriage. The dead body of the Great Genghis Khan on a wheeled carriage moved surprisingly, after prayers and reached Ulan Bator. So, the saying goes, as believed in Mongolia. 

After Genghis Khan’s death, the Mongol Empire which spread up to western Asia and parts eastern Europe fragmented. However, the Great Khan was able to consolidate and integrate Mongolia. That was a legacy left by Genghis Khan and bequeathed to his nation, when Her Excellency Smt. Pratibha Patil visited Mongolia recently.

IMPHAL Sept 1: North- East Support Centre and Helpline has severely condemned the rape of a minor physically challenged girl and demanded stringent action against the perpetrators.

A release of the organization stated that Anita (name changed), a fifteen year old from Wangkhei went missing from her residence in the evening of August 21. She was later found in an unconscious state in a house located at Kongba bazaar at about 9 pm on the same day.

According to the testimony of the victim and her father, Anita was first seduced, intoxicated and raped by a man about 20 years of age, a resident of Andro Khunjao at Rainbow Fast Food at about 4.30 pm on the said day and abandoned in a nearby area.

She was taken to Raj Polyclinic and later shifted to JN Hospital and then to RIMS.

As the matter was reported to Porompat police station on the same night, the officers did not register the case and told the family members to come back later on ground that the area does not fall under their jurisdiction. The case was later filed to Irilbung PS.

In the regard, Madhuchandra, spokesperson of North East Support Centre and Helpline spoke to the OC of Irilbung PS. The police said that the rapist has been apprehended and he had confessed to the crime on interrogation.

The organization, in a memorandum to the Chief Minister, DGP Manipur and Manipur Minority Commission, demanded  to include other relevant sections of IPC for crimes related to seducing, intoxicating and raping a physically challenged underage girl.

It was also demanded that the owner of “The Rainbow Fast Food”, Kongba Bazar where the crime took place must be held responsible and that the victim be awarded adequate compensation to rebuild her life.

The aim of the workshop is to enhance the knowledge of the elected representatives and officials of the Imphal Municipality Council on the issue of disaster risk reduction concepts in all the construction and other developmental works undertaken in Imphal Municipality area. The workshop was attended by IMC functionaries.

IMPHAL, Sept 1 : The Sadar Hills Districthood Demand Committee has strongly condemned the action of Assam Rifles  personnel of assaulting women protesters yesterday near Motbung.

The incident infuriated not only the womenfolks but every citizen of Sadar Hills as they have no conflict with the Assam Rifles who claimed themselves as  “Friends of Hill People”.

The incident was normalised with the intervention of the Commandant 34th Assam Rifles along with other social and political leaders of Sadar Hills District.

This cowardly and discriminatory act of the two Assam Rifles Officers towards the womenfolks and the people of Sadar Hills District need to be condemned.
