Sanjita won with a total lift of 173kg (77+96) while Mirabai grabbed the silver with a cumulative
effort of 170 (75+95) in the absence of other strong competitors.

It was basically a contest between the two Manipuris in an event which India had dominated for long in the Commonwealth Games from the days of Kunjarani Devi.

Kunjarani, now a women`s coach, was beside the two state mates on the platform, egging Sanjita and Mirabai in her vernacular language. India had won a silver and bronze in this category in 2010.

The clean and jerk contest went on almost similar lines with Sanjita and Mirabai taking the bar and the bell after most of their opponents had exhausted their attempts below the 90kg entry weight of the two Indians.

Sensing that they could be in for top two positions, the Indian duo raised their entry weight to over 90kg and put pressure and physical exertion on their opponents who had to continue their attempts in quick succession.

There was a brief moment of tension in the Indian camp after Opara and Mirabai lifted 92kg, and Sanjita failed to clear the same weight. But Sanjita lifted 92kg in her second attempt to give a sigh of relief to the Indian camp.

The contest left to be fought between the two Indians, Mirabai lifted 95kg to put herself in contention, but Sanjita roared back with a 96kg lift to retain the first position.

A statement during the ongoing Assembly session of the State Legislative Assembly, made by an honourable member of the House was hardly honoured by the Chief Minister, who is also the leader of the House. This was during the demands for Agriculture and Fishery department were tabled for discussion in the House. The name of a national awardee farmer from Kumbi was not mentioned in the top of the nomination list for the State award. A member of the opposition had enquired to the minister concern of the said department, if the nature of nomination was the reason behind the farmer not receiving the State award. The member accentuating his concern over the issue added that the matter had already been highlighted in the local newspaper. To this query, the minister of the department with all nonchalance replied on the Floor that he no longer reads newspapers. The reason cited by the minister was that the media in the past have carried many unfounded reports about him. “What could have been easily resolved through dialogue had often been splashed in the newspapers”, the minister remarked. The Chief Minister was quick to retort, wasting no time reminded the minister to keep a habit of reading newspapers, underlining that the media are not bias and there are enough room for dissension. We cannot but agree with the Chief Minister’s observation. Not to revisit the clichéd topic of the role of media in a democracy, the discussion in the House, particularly the minister’s view on the media, however hints for a wider discussion on the issues of public accountability and public debate in different fora. Accountability in this context, in a way is transparency that is obligatory for governance in a working democracy. Among all other important stakeholders, the representatives of the House are the No.1 publicly accountable people because of the mandate the people have given to them. It is in this picture that the indispensible presence of the media as a watchdog of transparent governance chips in to facilitate access to information for the public; so that the public know what is happening in the government. Further, in order to expedite a participatory involvement of the public in a democracy, opinions, commentaries and grievances are also given spaces in the media. This is definitely a form a dialogue. Whereas a dialogue does not necessarily mean a verbal exchange across a table or a meeting place. And debate is again an essential part of a dialogue. Public debate in the media is one of the highest forms of democratic practices. The local media of the State have been able to accommodate all kinds of voices, although the media houses have their own ideological predilections. An opposition member in the same House has categorically put on record that it was like staying in a dark room without newspapers. This observation was made the day after media had decided to halt the print for a day, in solidarity with a newspaper hawker who got apprehended by the security forces. If the honourable minister is still not following the Chief Minister’s advice even to this day, it is time for him to come out of the dark soon. Please take part in the dialogue, no matter the myriad views that may come through. As mathematician-writer-artist Jacob Bronowski has said, “Has there ever been a society which has died of dissent? Several have died of conformity in our lifetime.”

IMPHAL, July 24: The Manipur Assembly has today decided to move a privilege motion against the private TV channel “Impact TV” for derogatory comments against the State MLAs made by a speaker on the channel’s programme “Manung Hutna.”

Opposition leader Oinam MLA Dr I Ibohalbi of AITC moved a breach of privilege motion against the editor of the TV channel and Human Rights Alert executive director Babloo Loitongbam .

Members cutting across political affiliations were seen supporting the motion today.

The Speaker of the House who also presides over the House admitted the privilege motion.

MLA Dr. Ibohalbi said, at 8pm on July 22, the channel had telecasts its programme “Manunung hutna” wherein the channel’s editor and Babloo Loitongbam were discussing the present agitation of school students demanding ILP implementation.

He said that, during the discussion, Babloo had said, those in the Assembly could have discussed the issue, but since they are useless they are more interested in contract works (“Ibungo-Ibemma Assembly da phamliba sing sina khunnabiba yabani, adubu makhoina mithibong mitumba oeirabanina Thika taudana leire.”)

The language used during the programme was “uncultured and un-parliamentary” and the disparaging statement has hurt the dignity of all the 60 MLAs, Ibohalbi observed.

He continued that, during the programme, the members were charged of being more busy with contract works, more important issues such as transfer of land to outsiders.

He further called for the Speaker to refer the motion to the privilege committee which has the deputy Speaker as the chairman.

Ibohalbi’s motion was supported by Keishamthong MLA L Ibomcha, PHED, Labour and Employment minister I Hemochandra Singh, Wangjing Tentha MLA P Brojen Singh, Khurai MLA Dr Ng Bijoy Singh, Naoriya Pakhanglakpa MLA RK Anand Singh and Andro MLA Th Shyamkumar.

IFCD minister I Hemochandra said the motion is on a serious issue and all members of the House must participate in it.

He said anyone disregarding the ruling of a High Court or the Supreme Court is charged with contempt of court.

There is also a “Lakshman Rekha” while speaking of the members of the House, he said and added that the House is still committed to the issues of the Inner Line Permit and the territorial integrity of the State.

And since the issue is “Breach of Privilege and contempt of the House,” it is imperative that the motion be referred to the privilege committee and take further action.

MLA RK Anand said notwithstanding that Babloo Loitongbam is a human rights activist or a human rights defender, action should be initiated against him according to the rule of the House.

Later, after hearing the observations of the members, the Speaker referred the motion to the privilege committee.

Tiddim Road widening for the public’s benefit: CM

IMPHAL, July 24: The ongoing road widening work taken up from Keishampat Junction to Malom along the Tiddim Road has been taken up considering the future generations.

Chief Minister Okram Ibobi Singh said in reply to a calling attention motion moved by Keishamthong MLA L Ibomcha Singh.

He was filling in for the Works minister.

The Keishamthong MLA had raised concern that in the process of widening Tiddim Road, efforts have been made to acquire land which has already been demarcated and acquired by the government.

Replying to the motion, the Chief Minister said that since the airport is located along the road, people have also come to know of the road as the Airport Road and there is no possibility of shifting the airport to another location.

At the same time there is also no possibility of constructing long flyovers along the road to provide diversion to the vehicles, and as such it has become necessary to widen the road, he said.

People of Bishnupur and Churchandpur are the only people who would come from the southern direction of the road, however the number of people who use the road to reach the airport passing through keishampat are the people of the remaining seven districts of the State, the Chief Minister said.

Preparation for the widening of the road had begun from 2008-09, and the road has been widened 38 metre in total and 19 metre on each side from the road median, the Chief Minister told the House and added that earlier the government had intended to widen it to 45 metre.

He continued that the government had received wholesome support and co-operation from the people inhabiting along the road.

The Chief Minister said that, the government had intended to widen the highway stretch from Singjamei to Canchipur to 45 metres, but could acquire the desired space.

The space could be acquired only from MU to Lilong, he added.

The colours red and green are not use to make two markings for the widening of the Tiddim Road, however, there may be differences of about a foot or half a foot along the widened portion, he continued.

Efforts are on to complete the road widening work soon and if anyone is yet to received compensation for the land acquisition, it will soon be looked at, Chief Minister Ibobi continued.

An alternative arrangement is also being looked for those vendors whose spot at the market shed of Kwakeithel bazar have been affected by the road widening process, he said.

IMPHAL, July 24: The Manipur Legislative Assembly has mourned the death of former deputy Chief Minister of Manipur Kh Amutombi Singh who passed away on July 23.

Kh Amutombi Singh is the father of incumbent Works minister Kh Ratankumar Singh of Mayang lmphal constituency.

He had served as deputy Chief Minister in the Manipur People’s Party government from 1990 to 1992, led by the then Chief Minister RK Ranbir Singh.

The House observed a two minute silence as a mark of respect to the departed leader before the start of today’s session.

In his condolence speech, the Chief Minister of Manipur, Okrarn Ibobi Singh expressed his deep sorrow on the sudden demise of the former Deputy CM.

The Chief Minister stated that Kh Amutombi Singh was a true statesman, a great teacher, an ideal political leader and a visionary social reformer of Manipur.

His loss will obviously create an irreparable vacuum in the hearts of the people of Manipur particularly within the political circle.

Several MLAs along with the Speaker Th Lokeshor Singh expressed their grief and condolences on the death of Kh. Amutombi Singh.

Further in the session, Agriculture minister Md Nasir had replied to a starred question raised by MLA, Sagolband A/C, R.K. lmo Singh that the number of students selected every year by the Department of Agriculture as State nominees for undergoing degree course in Agricultural field is 19 and a stipend of Rs. 200 per month is given to each selected student. The minister also shared his concern over the meager amount of stipend of the students.

PHFD Minister I. Hemochandra Singh, in reply to questions raised by Kh. Joykishan Singh, MLA Thangmeiband A/C had stated that the Sewerage Project funded by France was started in November 2003 with a sanctioned amount of 41.54 crore (in kind only) with M/s Aqua Technique & M/s Degremont of France as project consultants. The minister also handed out the list of officials of the French Consortium indicating their technical backgrounds. As requested by MLA R.K. lmo Singh,PHED Minister Hemochandra Singh also furnished the details and status of the PHED year-wise work programme for Sagolband AC for the year 2011 to 2014, it said.

The liabilities for the contractors of the works under SPA have not fully been cleared due to non-completion of the work owing to non-finalisation of the land acquisition of the work site said Chief Minister lbobi Singh replying to the starred questions raised by Kh. Joykishan Singh.

Answering to the question put up by Dikho, MLA,Mao A/C; the Chief Minister stated that Tadubi-Paomata-Ukhrul road was declared as National Highway I 02(A) on March7, 2012 and the state Government has sought the details of the progress of the work undertaken by BRO.

Chief Minister Ibobi also replied to the starred question asked by Th. Shyamkumar, MLA, Andro A/C that PWD had completed the work from 0.00 Km 3.22 Km along the lmphal-Jiribarn Highway and for the remaining portion from 3.22Km- 222 Km. which is under the BRO, the progress detail of work is awaited from the BRO.

Clarifying to a calling attention by L. lbomcha Singh, MLA Keishamthong A/C, the Chief Minister clarified that the Government has no intention to acquire more land along the Tiddim road beyond the already demarcated portion, it said.

No respite in ILP movement, schools and colleges closed down

IMPHAL, July 24: The government has ordered educational institutions in the twin districts of Imphal to remain close considering the present situation of student bodies agitating in demand of ILP implementation in the State.

An official order has notified immediate closure of all educational institutions in the State including schools, all government, aided and private colleges including government polytechnic and other higher institutions on July 25, 26 and 28.

Seperate orders have been notified by deputy secretary of Hr & Tech Edu, Y Dimbajit Singh, and joint secretary Edu (S) Abdus Salam.

It is mentioned that considering the various agitations spearheaded by some students’ organisation which is increasingly turning dangerous for the students themselves as reported by the concerned SPs and DCs of the districts, the government has taken the decision in the interest of protecting the students.

Meanwhile, protesting the non-implementation of Inner Line Permit System in the State, thousands of students took out rallies in different parts of State.

Students were seen moving towards the New Assembly building shouting their demand as the Assembly session was on.

The rally was intercepted by the State Police forces near the Watham Leirak machin.

Hundreds of student of MB College, DM College, Ananda Higher Secondary School collectively tried to stormed the ongoing Assembly sesion.

The students also burnt an effigy of State Chief Minister Ibobi and shouted slogans.

The rally turned ugly when students started pelting stones to the police personnel.

The road stretching from Khoyathong roundabout to New Assembly building was paralysed for a few hours.

Tear gas shells and smoke bombs were fired by the security forces in an attempt to control the agitating students.

Around 32 students suffered injuries and 50 of them were picked up by the police.

The injured were rushed to Jawaharlal Nehru Institute of Medical Sciences, Porompat Imphal, Regional Institute of Medical Sciences, Lamphelpat Imphal and Raj Medicity, North AOC Imphal for treatment.

On the other hand students from St Peter School and Pitambara English School protested in front of the residence of Naoria Pakhanglakpa MLA RK Anand. While student body of Lilong Higher Secondary School blocked National Highway and Standard Robert Higher Secondary School, Little Rose and Sika School students turned out and temporarily blocked vehicular movements in front road of Standard Robert School.

IMPHAL, July 24: Expressing anguish at the disparity between the hill areas and the valley area of the State in educational facilities, ATSUM president Maun Tombing stated that only 17 regular lecturers and 259 contractual lecturers are manning 14 Government Higher Secondary Schools in the hill districts.

He said, whereas 434 regular lecturers and 455 contractual lecturers are engaged in imparting knowledge in 25 Government Higher Secondary Schools in the valley.

He was addressing a seminar on the problem and challenges of tribals in Manipur at the Tribal Research Institute today as the president.

Earlier, he described ATSUM as a conglomeration of the apex hill based student’s union of Manipur which has not only provided selfless yeoman service but has always tried to address the issues of tribals.

Alleging that there are anomalies in the formation of School Management and Development Committees, he said: “Only a DI controls the SMDCs in the hill districts. Standard bidding norms prescribed by National Rural Roads Development Agency forbid undervalued quoting of tenders for PMGSY. Therefore, PMGSY-IX phase which has been e-tendered at a nominal rate should be invalidated. Any PMGSY work of the IX phase will be banned in all the hill districts of Manipur.”

Lamenting the pathetic condition of health service in the hill districts, Tombing said there are 20 to 30 thousand villagers still facing health problems as there are no doctors in the PHC etc.

All the ADCs barring Churachandpur and Chandel are functioning from Khuman Lampak, Imphal citing threats as alibi, he said, adding that ADC member of the hills areas have not been able to go to their respective districts and function even after more than three years of the election in 2010.

He said that ROTO-I was launched in June last year 2013 June while ROTO-II was launched in October. If the government doesn’t take any positive steps on tribal issues soon, ROTO-III will be launched in the State, he added.

Forget about Asian Highway, National Highway, State Highway and many other important roads in the state, Imphal – Tamenglong road locally and commonly known as IT. Road, stated to be one of the oldest road connecting Imphal and Tamenglong via Kangpokpi which is passing through the illustrious and agriculture productivity rich Twilang Area is still the mediocre concernment of the Government.

If we talk about this 66 Km. long Imphal-Tamenglong road which passed many tribal villages in the hilly Twilang Area dominated mainly by Kuki, Naga and Nepali, the condition of the road is very wretched but it is the only means of transportation in the area.

A continual problem every year, there seems to be no exception this year too though widening of the road has been done and some portion black topped recently but damaged within a short span of time which clearly signified poor quality maintenance by the contractors.

With the onset of the monsoon, this Imphal – Tamenglong road score miserable stature with driving on the dug up, slippery and muddy road leaving road users exhausted and the unmistakable potholes giving them back-breaking rides.

Vehemently enraged Chongpi, a passenger said that a rollercoaster ride at this pathetic road in any passenger vehicle available automatically makes you in hell like situation followed by a good traditional massage on reaching home.

Interestingly, Imphal-Tamenglong Road is passing four different constituencies’ viz. Kangpokpi, Saitu-Gamphajol, Tadubi and Tamenglong with more than 80 villages dominated by various communities.

Spotting the jagged, ill at ease and the road looks like a muddy pool from a distance, a hysterical passenger vehicle driver Paogin Kipgen said that, “any inescapable accident could happen within a blink which can caused untold suffering to many innocent commuters in this muddy, slippery road”.

Covered with mud from head to toe, a class IV student of Thonglang Akutpa UJB School Nabin among many other students returning home from school said that we went to school neat and clean in the morning but on the way we are totally muddy since no other optional road is available for us to reach our school to avoid this muddy road.

Another student added that not knowing the miserable hardship we faced our teacher and parent as well scolded us and even we got beaten sometime because of this muddy road which eventually renders us an idea to avoid schooling during monsoon season.

“We are very much boring to attended school like this”, another student added.

In the meantime, I.T. Road Transport Welfare Association and Twilang Area Kuki Chief Association also voice their concerned over the sorry road while drawing the attention of the concern authority immediately.

He also pointed out that though Kangpokpi to Chawangkining section of the road has been black topped, Chawangkining to Thonglang Akutpa stretched under contractor Ibungo is totally out of order which is badly insignificant for the commuters as well as motorists.

Chairman of the transport association Khupthang while warning the Govt. and the concerned authority to bear responsibility for any untoward incident happen to the commuters and motorists due to the deplorable road alleged the Govt. and concerned authority for remaining unconcerned to the growing misery of the public due to the bad road.

Though the area produces a good numbers of agriculture product sought in most part of the state, it has not improved the economic condition of the area, with poor road being one of the main bottlenecks in their growth asserted Sehkho Kipgen, Secretary of the Twilang Area Kuki Chief Association.

Most of the villages including Thonglang, Irang Nepali Basti, T.Waichong, Kotlen, Selsi, Gelnal, Chalwa, Chawangkining, Makui, Tamei, etc. of the Twilang Area have been engaged in potato farming. This is one of their sources of livelihood since many decades back.

I.T. Road Transport Welfare Association Chairman Khupthang further asserted that the poor condition of the road and the problem gets aggravated during monsoons when large sections of the road get damaged easily.

“The reason is obvious: collusion between corrupt officials and contractors” asserted ITRTWA Chief while adding that yet no action is ever taken against the guilty.

Transporters call off agitation

IMPHAL, July 24: The JAC formed by the Tidim Road Bus Owner’s Association has decided to call off its steering down agitation which began on July 20 after concerned authorities

IMPHAL, July 24: The JAC formed by the Tidim Road Bus Owner’s Association has decided to call off its steering down agitation which began on July 20 after concerned authorities assured to fulfill their demands within July 31 today.

This was informed to media persons by JAC member P John today at around 1.30 pm after concerned authorities gave the assurance of fulfilling their demands which is to transfer Dena and to check unauthorised permit holders.

He further said that if the assurance provided by concerned authorities is not acted upon before the deadline, the agitation will resume.

Appealing to the public to forgive them for causing difficulties due to the steering down agitation, he lauded people for the support they have rendered.
