The need of the hour is a cluster based approach. Clusters are defined as a sectoral and geographical concentration of micro, small and medium enterprises with inter-connected production system leading to firm/unit level specialisation and developing local suppliers of material inputs and human resources. Availability of the local market, inter-mediaries for the produce of the cluster is also a general characteristics of the cluster.
As a whole, cluster facilitates to face market challenges, quicker dissemination of information, sharing of knowledge and best practices and better cost effectiveness due to distribution of common costs. It also provides an effective and dynamic path for inducing competitiveness by ensuring inter-firm cooperation through networking and trust. The geographic proximity of the enterprises with similarity of products, interventions can be made for a large number of units that leads to higher gains at a lower cost, which in turn helps in their sustainability. The cluster approach thus aims at a holistic development covering areas like infrastructure, common facility, testing, technology & skill upgradation, marketing, export promotion.
The Cluster Development approach has played an important role in enhancing the competitiveness of the MSE sector. Apart from the benefits of deployment of resources and economy of scales, the cluster development approach helps in weaving the fabric of networking, cooperation and togetherness in the industry, and thus enabling the industry to achieve competitiveness in the long run. Cluster Development Approach is the answer of the Micro and Small Enterprises to the large scale sector of the country and the world and should be part of the business strategy.
The Micro and Small units are generally not in a position to install costly machinery for their critical operations, accept large orders, or infuse large capital due to their limited capital base and limited domain expertise. However, collectively through cluster development approach, the micro and small enterprises can attain the desired goal of being competitive in the present global scenario. The Ministry has adopted cluster development approach as a key strategy for development of micro and small enterprises in various clusters. The Ministry is administering two cluster development programmes, namely, Micro and Small Enterprises – Custer Development Programme (MSE-CDP) and Scheme for Upgradation of Rural and Traditional Industries (SFURTI).
The objectives of the scheme is to support the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills and quality, market access, access to capital, etc.; to build capacity of MSEs for common supportive action through formation of self help groups, consortia, upgradation of associations, etc., and to create and upgrade infrastructural facilities in the new and existing industrial clusters of MSEs.
The cluster development initiatives in various clusters have reportedly delivered remarkable results. The guidelines of the MSE Cluster Development Programme (MSE-CDP) have been comprehensively prepared to provide higher support to the MSMEs. With this, more than 500 clusters spread over across the country have so far been taken up for diagnostic study, soft interventions and setting up of CFCs under the programme. The efforts under the scheme are focused on covering more and more clusters across the country.

Following is the text of Prime Minister’s address to the Combined Commanders’ Conference in New Delhi :
“It gives me great pleasure to address once again this annual conference of the leaders of our armed forces. India is proud, and rightly so, of the achievements of its officers and men and women in uniform. Be it in the line of fire or in aiding civilian authorities to carry out relief and rescue activities, the armed forces have regularly answered the call of duty and brought exemplary dedication to their task. For their bravery and their many sacrifices, the nation is eternally grateful.
In the year that has passed since we last met here, India has confronted persistent challenges on the external front. Global economic recovery has failed to materialize. The continuing uncertainty and weaknesses in the Eurozone economies have hobbled the pace of growth, including in Asian economies. Inevitably, India too has had to deal with the fallout of slowing growth, falling exports and expanding deficits.
Our security challenges, including cross-border terrorism, transnational crime and drug trafficking, remain diverse and serious. Added to these are new challenges in areas that constitute the ‘global commons’ – such as Space, the high seas and cyber-space. India has been a strong proponent of efforts to promote international peace, security and development and to act as a factor of stability in our region and beyond. Our size, technological capabilities and standing as a responsible state contribute to our ability to engage in regional and global efforts to shape responses to existing and emerging challenges.
In the political arena too, our neighbourhood remains complex with elements of instability. All around us, we see a churning of the political, economic and social systems of various countries with uncertain outcomes.
We cannot hope to develop and grow peacefully while our immediate neighbours struggle with poverty, strife and underdevelopment. Our external policies will therefore emphasize friendly and cooperative ties with our neighbours. We will also focus on establishing greater connectivity in South Asia and our expanded neighbourhood to promote the movement of goods, services, investment and technology so that we can act as a motor of growth in this region. The Services are an inalienable arm of our diplomatic outreach and I expect them to play a full and effective role in this national endeavour.
Our immediate geo-strategic environment comes with its own conventional, strategic and non-conventional security challenges. India’s strategic calculus has long encompassed the waters from the Gulf of Aden to the Straits of Malacca. Very recently, we have seen precisely these areas turn once again into fresh theatres of contestation.
We have consistently maintained that all issues must be resolved peacefully through dialogue. Wherever feasible, multilateral and international organizations such as the IAEA and the United Nations must be allowed to play their due role.
Even as we formulate responses to foreign and security-related challenges, concrete increases in our comprehensive national strength can come only if we solve our most pressing domestic problems. Affordable healthcare, quality education, remunerative jobs and reliable infrastructure for our people are fundamental to unlocking the human potential of India, which, to my mind, is limitless. The resources we need to do this can be generated only through economic growth at a faster rate than is the case today.
We need an aggregate growth rate of 8 per cent per annum to create new job opportunities for more than 10 million persons who are going to enter our labour force each year. This is not going to be an easy task, given the international economic environment. However, it is not unattainable if we make determined efforts to increase our investment rate to 37-38 per cent as was the case three years ago.
We also have to create an environment conducive for increased investment and savings rates, paying particular attention to investment in infrastructure sectors. Simultaneously, we have to work hard to improve the environment of internal security, ensuring communal harmony and control over disruptive forces such as terrorism, insurgency and left wing extremism. Our government remains committed to the achievement of these objectives.
As India grows, so will the responsibilities associated with protecting our new-found equities. For example, an expansion of our exports and a diversification of their destinations will call for equal measures to protect them from threats such as piracy. The security of our sea lanes would be equally vital in ensuring our energy security and access to other vital natural resources. Indian expatriates and our overseas investments, already present around the globe, are also going to be in need of assurances regarding their well-being. Security, therefore, will remain a pre-eminent and key pillar of our national strength. The Services, which are an important institution of our democratic and secular structure, will have to equip themselves to meet these evolving challenges.
Addressing these challenges will require addressing issues of joint-ness and skills, of training, doctrines and strategies, and of integrated decision-making structures and weaponry, all of which will need to be supported by indigenous research and production capabilities. These issues require constructive debate, not just about our strategic options, but also on our need to develop composite capabilities.
As commanders, you are all aware that growing complexities must be met by comprehensive responses. We should aim to abandon single service or segmented approaches and develop synergies across services. Compartmentalized views will only delay our response and dilute its impact.
In particular, there is a need to increase our capabilities in emerging areas like cyber and space, which can be the sources of new threats. We must therefore reorient our mindsets and define a long-term integrated perspective that aligns these capabilities with envisaged outcomes. It is my hope that the commanders will discuss these issues and not limit themselves to only material capabilities.
Preparedness is a function of modernizing and indigenizing our defence research, production and acquisition infrastructure. Our acquisition processes and procedures must stay abreast of global best practices. The Defence Public Sector Undertakings and Ordnance Factories too need to do more in absorbing technology and building capacities. They must also learn to adapt quickly in order to respond to changing needs and provide the required confidence to the users of their products.
Fortunately, the Indian private sector is now in a position to contribute to the defence industrial base and must be leveraged in the nation’s interest. Without this, the users’ levels of dissatisfaction due to time and cost overruns and technological obsolescence are bound to grow.
Many of the issues I have referred to above deserve greater debate and inquiry. You would all be aware that, in addition to the Task Force led by Shri Naresh Chandra on security structures and decision-making processes, we had also asked another Task Force led by Shri Ravindra Gupta to look into the issue of defence modernization and self reliance. Both these reports have been submitted and I understand they have made a number of very valid and relevant suggestions. It would be in our national interest to evolve an early consensus on their recommendations.
In this forum of leaders, I do not need to emphasize that leadership is the touchstone that will define the end result of any conflict and the outcome we are able to achieve.
Technical excellence and domain knowledge are important in this regard. Equally, as leaders, your task is to grow more leaders. I am sure that adequate attention is being given to this aspect and that building the next generation of leadership is something that you are focusing on.
To conclude, let me re-emphasize the nation’s implicit trust in the professionalism, competence, commitment and dedication to duty of the Indian armed forces. The nation is fortunate to have military leaders like you. I wish your deliberations all success.”

MNS:- A 21 crore Aadhaar numbers have been generated in 2 years: The 21st crore Aadhaar number was handed over to Smt. Vali, a resident of Meghwalon ka Mohalla, Kurawar, District Udaipur. UIDAI has generated 21 crore Aadhaar numbers since the issuance of the first Aadhaar number on Sep 29, 2010.
b. Aadhaar Enabled Service Delivery launched from Rajasthan: Lali Devi, Meera Devi, Banwari Lal and Birda Ram were among the first few beneficiaries in Rajasthan to get their entitlement using the Aadhaar Enabled Service Delivery.

Dudu (Rajasthan), October 20: Prime Minister Dr. Manmohan Singh today launched Aadhaar Enabled Service Delivery in Dudu, Rajasthan, to mark the 2nd anniversary of Aadhaar.
“Today we will be giving the 21st crore Aadhaar number to a resident of Dudu here in Rajasthan and also launch the Aadhaar Enabled Service Delivery across the country so that benefits of various schemes reach residents. I would like to compliment UIDAI Chairman Shri Nandan Nilekani and his team for achieving so much in such a short duration,” said the Prime Minister.
On the occasion, the 21st crore Aadhaar number was given to Smt. Vali, Meghwalon ka Mohalla, Kurawar, District Udaipur.
Smt. Sonia Gandhi, Chairperson UPA, who was the Chief Guest at the launch ceremony, commended UIDAI on its achievements. “Aadhaar is the world’s largest social inclusion programme. It was the dream of Rajivji the power of technology be used for the benefit of Aam Admi . The Aadhaar programme is the next step of this dream,” said Smt. Gandhi.
Aadhaar Enabled Service Delivery is the usage of the Aadhaar identity platform to identify and authenticate residents for delivery of benefits/services by various government or private agencies.
“It is our aim that every resident should have an Aadhaar number. The poor will benefit the most from Aadhaar as the Government will be able to correctly identify beneficiaries of various social sector schemes based on the Aadhaar number. The ongoing pilots have also proved that Aadhaar is like a boon to beneficiaries,” Finance Minister Shri P.Chidambaram said.
There are many benefits associated with such integration for various stakeholders, ranging from better compliance management to reduced leakages and increased efficiency and accountability in service delivery.
“I wish to take this opportunity to personally thank the Prime Minister and UPA Chairperson for their continued support and guidance in the implementation of the Aadhaar project. The Finance Minister has also been very supportive of using Aadhaar to benefit the Aam Aadmi. India is well known for advancements in the field of technology. The government is using state of the art technology in Aadhaar for the benefit of people. We intend to cover about 60 crore residents with Aadhaar numbers by 2014,” said Shri Nandan Nilekani, Chairman, UIDAI.
Also present at the launch event were Chief Minister of Rajasthan Shri Ashok Gehlot; Minister for Road Transport & Highways and Railways Dr. C.P. Joshi; Minister for Social Justice & Empowerment Shri Mukul Wasnik; Deputy Chairman of Planning Commission Shri Montek Singh Ahluwalia; Minister of State for Finance Shri Namo Narain Meena; Minister of State for Planning, Science & Technology, Earth Sciences Dr. Ashwani Kumar and Minister of State for Communications & Information Technology Shri Sachin Pilot.
On the occasion of the launch, ongoing Aadhaar Enabled Service Delivery initiatives were shown via a live telecast at the venue. The Prime Minister also presented the Aadhaar Governance Awards to District Collectors of Aurangabad, East Godavari and Ramgarh.
The dignitaries present applauded the ease with which residents were able to conduct the transactions.
From Dudu, Rajasthan, residents were seen taking their benefits under various welfare programmes such as Chief Minister’s BPL Housing Scheme, Chief Minister’s Higher Education Scholarship Scheme and MNREGA.
Beneficiaries from Andhra Pradesh were shown taking their quota of ration from Fair Price Shops under the Public Distribution System in Kakinada, East Godavari district, after using the Aadhaar Online Authentication System.
In Aurangabad, Maharashtra, payments under the Scholarship and Old Age Pension Social Security Welfare Scheme were made via the Aadhaar Enabled Payment System, with beneficiaries getting their dues after authenticating their identity via a micro-ATM device.
LPG cylinders were delivered to residents of Mysore, Karnataka using the Aadhaar Enabled Service Delivery mechanism, which involved authenticating the identity of the resident through a hand-held device.
In Ramgarh district of Jharkhand, money which was transferred by Jharkhand Government directly to the beneficiaries’ Aadhaar-linked bank accounts under the MNREGS program, was withdrawn by residents through a microATM device operated by a Business Correspondent.
Similarly, the residents of West Tripura district in Tripura were paid their dues under the Old Age Pension Scheme, using the Aadhaar Enabled Payment System.
The government will roll out Aadhaar Enabled Service Delivery initiatives in 51 districts across the country. These services will be linked to various government schemes such as MNREGA wage payments, PDS distribution, payment of social security benefits such as old-age payments, distribution of LPG cylinders, etc. A number of state governments are already ready to roll out these initiatives.
Currently 23 crore residents have enrolled for an Aadhaar number, while 21 crore Aadhaar numbers have been issued.

Imphal, Oct 19 : Manipur Horse Riding and Polo Association is organizing the 6th Manipur Polo International 2012 at Mapal Kangjeibung during 24 and 29 November. This tournament is part of the Manipur Sangai Festival 2012. The Tournament is being organized as per calendar of the Indian Polo Association. The tournament is being sponsored by the Government of Manipur as part of the Manipur Sangai Festival 2012 and the Ministry of Tourism, Government of India, besides essential support from the general public, private individuals and various Central and State Government organizations.
The tournament will be conducted under Indian Polo Association Rules and mounted on Manipuri Pony. It is an open handicap tournament.
Teams from Hurlingham England, Germany, France and Thailand are participating in the tournament besides a team representing the Indian Polo Association and a team from Manipur. The foreign teams have been co-ordinated by Mr. Nicholas Colquhoun-Denvers, President Hurlingham Polo Association, the controlling body of International Polo, Royal Embassy of Thailand in India, Consul General of German Embassy in Calcutta. We wish to bring to your notice that Mr. & Mrs. Nicholas Colquhoun-Denvers are coming to Imphal to witness the tournament as special invitees.
Infrastructure development at the historic Mapal Kangjeibung is in full swing having started from the last week of May. For the first time the Mapal Kangjeibung is being prepared to meet international standards. The playing arena has been completely greened with grass and finishing touches shall be given soon. The sitting galleries and pavilion are being renovated not only for the tournament but also for all occasions in the future.
The renovation is undertaken by Mapal Kangjeibung Use, Preservation and Maintenance Committee chaired by DC, Imphal West. Manipur Horse Riding and Polo Association is part of the above Committee.
For successful organization of the 6th Manipur Polo International 2012, an Organizing Committee has been constituted with Dr. Ksh. Chourajit as the Chairman and Shri S. Budhachandra Singh as the Working Chairman. Col Ranjit and N. Bedajit are the Organizing Secretaries. Thirteen sub-committees are looking after the various organizational aspects of the tournaments. The players and other guests are all being accommodated at the best available Hotel(s) in Imphal.
The theme of the 6th Manipur Polo International 2012 is ‘Save the Manipuri Pony, the Original Polo Pony’ from extinction and promotion of International Tourism specially Polo Tourism in the State through polo, a game that Manipur gave to the world.

Mail News Service New Delhi, Oct 19 : Speaking on the occasion of NHRC Inter-Central Armed Police Forces Debate Competition on Human Rights held here yesterday Justice Sh. K.G. Balakrishnan, Chairperson, NHRC said that criminal justice system needs to be corrected to ensure speedy trial by setting up of more courts. Steps should also be taken to increase the number of police personnel in various parts of the country to expedite the process of fast investigation and hearing for convection of criminals. Congratulating the winners of the Debate Competition, Justice Balakrishnan said that despite the challenges of their duties, the security forces should not compromise with the rule of law and human rights. He said that people only with a narrow mind can say that national security will be compromised by respecting human rights. Role of security forces in upholding human rights is well defined. The security forces have to operate in difficult situations, but for these special powers have also been given to them to deal with extreme situations. Counter terrorism and counter intelligence should not undermine the democratic rule of law. The Central Industrial Security Force (CISF) bagged the overall best team rolling trophy winning the final round of All India Inter-Central Armed Police Forces Debate competition in Hindi and English, organized by the Sashastra Seema Bal (SSB) under the aegis of National Human Rights Commission. The topic of the debate competition was “Human Rights can be observed by Para Military Forces only by endangering national security”. Prof. B.T. Kaul said that there are rights which should be respected, but all Fundamental Rights are subject to reasonable restrictions. Sh. A.K. Suri said that it is possible to deal with the most difficult situations without violating human rights. Earlier, welcoming the participants and the guests, Sh. R.C. Tayal, Additional Director General, Sashastra Seema Bal said that the things are difficult in insurgency areas. He said that the problem is not with the Acts like Armed Forces Special Power Act (AFSPA) but with the misuse of such Acts. Human Rights are sacrosanct to civil society. Peace can be guaranteed only by holding these values. The NHRC has been organizing this debate competition in Hindi and English since 1996. The debate is initially conducted at eight zonal levels and short listed 64 debaters and then the semi final and final rounds are conducted. The responsibility to hold debate under the aegis of the NHRC is entrusted to one of the Para Military Forces on rotation, and this year the SSB shared this responsibility.

IMPHAL, Oct 19 MNS NNN: Manipur Opposition parties lashed out at the ruling Congress led Secular Progressive Front (SPF) Government on Friday criticizing it has embroiled in a biggest ever scam involving the state Assembly House.
Leaders of Opposition parties comprising of seven non-Congress political parties led by Trinamool Congress– CPI, (MPP), Janata Dal (United), Janata Dal (Secular), CPI (M) and BJP– held a press conference at the Manipur Press Club during which Dr M Nara, Secretary, CPI Manipur state launched a scathing attack on the SPF Government saying the latter has caught up in the biggest ever scam in the state that involves the highest democratic institute Assembly House.
On Naga peace process, Dr Nara demanded the state Government to convene an All Party Meeting after CMr O Ibobi who is now in New Delhi returns to the state. He also announced representatives of the seven political parties will meet the state Governor tomorrow to highlight various issues.
Bringing a solution to the Naga political problem is most welcome, Dr Nara acknowledged but he said a big controversy looms behind it because both the state and Central Governments have been dealing with it in a clandestine manner out of the public domain.
Accusing that the peace talks between the Central Government and NSCN-IM have caused an anxiety among the people, Nara demanded as soon as the Chief Minister comes back here an All Party Meeting should be convened so as to clear the air regarding the Naga political process.
Alleging that leaders are caught up in the biggest ever scam in the state,he said all the corruption issues like controversial appointment in the state assembly, siphoning of Rs 224 crore in the name of cleaning of Loktak Lake, diverting of another Rs 50 crore meant for Integrated Child Development Scheme (ICDCS) to be taken up by the state Social Welfare Department would be raised in the next winter session of Parliament after consulting with the national leaders and they are now all prepared for it, Nara informed.
MPP president S Umananda also said leaders of the non-Congress political parties are all set to meet with Governor Gurbachan Jagat to impress upon him to look into the whole gamut of issues.
Blaming the Government for committing wrongs by violating laws, Umananda said the controversy over the alleged appointment of the state’s Deputy Speaker’s wife in the assembly after providing OBC certificate to her should be clarified to the public by the Government after a probe into it.
He said embezzlement of Rs 224 crore sanctioned for cleaning of phumdis (in the Loktak Lake is tantamount to underestimating the people . The Government should also clarify to the public on how the project was entrusted to the Hydrabad based K-Pro Infra Works Pvt Ltd Company allegedly existed only in paper.

New Delhi, Oct 19 : The Special Judge for CBI Cases, Saket Court, New Delhi has convicted the accused M Suresh Babu, the then Lance Nayak based in Delhi and two Private persons David A Johnson & Nagarajan @ Raja U/s 419, 420, 465, 467, 468 & 471 IPC, U/s 12 Passport Act & 13(2) r/w 13(1)(d) of PC Act and sentenced them to undergo three years imprisonment with fine of Rs 56,000/-. The court had also convicted four other accused persons with the imprisonment of the period already undergone by them and fine of Rs 21,000/-. One accused has been acquitted by the court.
A Case was registered on 28.11.2007 against Lance Nayak M Suresh Babu & others, U/s 120B, 419, 420, 467, 468 & 471 IPC and Sec 13(2) r/w 13(1)(d) of PC Act 1988 on the basis of the complaint received from Ministry of Defence. It was alleged in the complaint that some Army officials in conspiracy with private persons were misusing the official passports of army and diverting the same to private persons in order to facilitate their illegal migration to foreign countries.
On completion of investigation, CBI filed chargesheet against accused M Suresh Babu & seven other private persons under various offences relating to Indian Penal Code, Passport Act and Prevention of Corruption Act.
The trial Court found the accused guilty and convicted them.
The Addl. Session Judge, Tis Hazari Courts, Delhi has convicted two accused persons namely Rashid Ahmed and Narun Nahar Lovely, both Bangladeshi nationals and sentenced them to undergo seven years Rigorous Imprisonment U/s 489 B and 489 C of IPC with fine of Rs. 1,00,000/- each. Sh. Rashid Ahmed is reported to be a known sculptor.
The case was registered on 28.02.2005 on the basis of a complaint from DRI, New Delhi in which Fake Indian Currency Notes to the tune of Rs.45.98 lacs were seized from the accused persons.
After thorough investigation, a charge sheet was filed against them by CBI on 29.07.2005.
The Trial Court found both the accused guilty and convicted them.
The Central Bureau of Investigation has arrested a Superintendent of Police(City) in Chandigarh (an IPS Officer) for demanding & accepting a bribe of Rs. One lakh from the complainant.
It was alleged in the complaint received from an official of Chandigarh Police mentioning that the SP(City) was his supervisory officer. A departmental enquiry was initiated against the complainant on the basis of a report of SP(City) in connection with a case for dereliction of duty, in-subordination and not informing the senior officers about crime. It was further mentioned in the complaint that, the SP called the complainant to his office and also at his residence. After discussion, the SP allegedly demanded a bribe of Rs.5 lacs for not harassing him and helping in inquiry pending against him and deposing in his favour. When the complainant expressed his inability to pay such a big amount, the SP(City) reduced the amount to Rs.2 lacs. A case was registered against the SP(City), Chandigarh U/s 7 of Prevention of Corruption Act, 1988 by CBI.
CBI laid a trap and the accused was caught red handed while demanding and accepting a bribe of Rs.One lakh from the complainant.
The arrested accused is being produced today before the Special Judge, CBI Cases, Chandigarh.

The system prevailing in the country has provided ammunition to anybody to shine politically if they come out to fight against corruption. Every state in the country is beginning to be felt the need for creation more Kejriwals. The recent happenings in the capital when Kejriwal fought against Vadra and also another against BJP President Gadkari all for land dealing scandal, which were prominently highlighted by national daily papers gave sleepless night to the political fraternity. From Congress to BJP who knows he may land anywhere without warning. The political class of people are beginning to feel the sting unleashed by Kejriwal. But the Government employees are giving damn to the series of exposures by a man like him. They are not changing their style of working. They do not change their habit of demanding bribe money from the visitors. Therefore we say someone must come out and begin speaking like Kejriwal against the illegal practices done by the Government employees? But in Manipur the person taking up the cudgel against corruption must be bold and fearless. The present system prevailing in Manipur where gun and bombs are as cheap as toys cannot afford to have Kejriwal of this type. He may face instant death. It is said even CBI is tooth less in Manipur. It cannot make conclusive finding to the various cases assigned to the agency for carrying investigation. But corruption is rampant in Manipur. Even for entering the file number in the record book employees charge ranging from Rs 500 to 2000. The file movement is also labyrinthine nearly 10 tables have to be touched. The amount varies according to the official status of the employee. They are shameless too. They openly say give me something for the work done. If the visitor gives Rs 500 note they will say make it two. Is it Rs 200, the visitor asks ignorantly, the employee says shamelessly two notes of Rs 500 denomination. The higher ranked officer when they are given Rs 1000 retorts, add some after getting the bill cleared. What he means by some, the visitor asks to himself. Now these visitors have known everything by heart who demands what and how much? But the question remains who will correct all these wrongs carried out openly in the Government offices? If you go to Government office without anything in the pocket the file will not move it will remain at the same table from where it originated. Frankly speaking Manipur requires a Kejriwal. Because the present Kejriwal in Delhi will not be able to come Manipur. Like other mortals he said he considered the utterance made by the Union Minister Khurshid “let him come to Farrukhabad and let him also return from there” as a threat to his life. Perhaps he thinks he is not carrying the entire masses with his fight against corruption. Perhaps Delhi is safe for such fight. Hence the call for creation of a leader who can fight against corruption.

Reducing the maternal and infant mortality rate is the key goal feature of the Reproductive and Child Health Programme under the National Rural Health Mission. Several initiatives have been launched by the Ministry of Health & Family Welfare under the Mission including Janani Suraksha Yojana, a key intervention that has resulted in phenomenal growth in institutional deliveries with more than one crore women beneficiaries annually. JSY was launched to promote institutional deliveries so that skilled attendance at birth is made available and mothers and new born babies can be saved from pregnancy related complications and deaths.
Even though institutional delivery has increased significantly, out of pocket expenses being incurred by pregnant women and their families remained high. This has acted as a major barrier for the pregnant women to opt for institutional attendance. They still prefer to deliver at home. Due to this, a large number of sick neonates die on account of poor access to health facilities.
To mitigate the problem, the Ministry of HF Welfare launched (JSSK) on 1st June, 2011 to provide better health facilities for pregnant women and sick neonates. The scheme emphasises utmost importance on “Free Entitlements”. The idea is to eliminate out-of-pocket expenses for both pregnant women and sick neonates.
Under this scheme, pregnant women are entitled for free drugs and consumables, free diagnostics, free blood whenever required, and free diet up to 3 days for normal delivery and 7 days for C-section. This initiative also provides for free transport from home to institution, between facilities in case of a referral and drop back home. Similar entitlements have been put in place for all sick newborns accessing public health institutions for treatment till 30 days after birth. The JSSK initiative is estimated to benefit more than one crore pregnant women & newborns both in urban & rural areas annually.
India has made considerable progress in reduction of Maternal Mortality Ratio (MMR) and Infant Mortality Rate (IMR), but the pace at which these health indicators are declining needs acceleration. The number of institutional deliveries has increased significantly, after the launch of Janani Suraksha Yojna (JSY) in the year 2005 but many of those who opted for institutional deliveries were not willing to stay for 48 hours, hampering the provision of essential services both to the mother and neonate. Moreover, the first 48 hours after delivery are critical as complications like haemorrhage, infection, high blood pressure, etc are more likely to develop during this period and unsafe deliveries may result in maternal and infant morbidity or mortality.
Access to mother and child health care service was also hindered by the high out of pocket expenses on user charges for OPD, drugs and consumables, diagnostic tests etc. In some cases such as severe anaemia or haemorrhage requiring blood transfusion can also increase immediate expenses. The same becomes still higher in case caesarean section is done.
So, JSSK has been launched, to ensure that each and every pregnant woman and sick neonates upto one month gets timely access to health care services free of cost and without incurring any out of pocket expenses.
Under JSSK, free institutional delivery services (including caesarean operation) are provided in government health facilities. Medicines including supplements such as Iron Folic Acid are to be given free of cost to pregnant women. Further, pregnant women are entitled to both essential and desirable investigations like blood, urine tests and Ultra-Sonography etc. Furthermore, they are to be provided with free diet during their stay in the health institutions (up to three days for normal delivery & seven days for caesarean section). Not only this, there is a provision of free blood transfusion if the need arises. A significant number of maternal and neonatal deaths can be saved by providing timely referral transport facility to the pregnant women. Pregnant women are entitled to free transport from home to health centre, referral to higher facility in case of need and drop back from the facility to home. Besides, under JSSK there is exemption from all kinds of user charges including OPD fees and admission charges.
Free treatment is also provided to the sick new born upto thirty days after birth and all drugs and consumables required are provided free of cost. As in the case of the mother, the new born too is provided with free diagnostic services and there is a provision of free blood transfusion if the need arises. The facility of free transport from home to health institutions and back is also available.
In brief, institutional deliveries are a key determinant of maternal mortality and quality provision of ante-natal and post-natal services can reduce infant as well as maternal mortality. Janani Shishu Suraksha Karyakram supplements the cash assistance given to a pregnant woman under Janani Suraksha Yojana and is aimed at mitigating the burden of out of pocket expenses incurred by pregnant women and sick newborns. Besides it would be a major factor in enhancing access to public health institutions and help bring down the Maternal Mortality ratio and Infant mortality rates.
The launch of the Janani Shishu Suraksha Karyakram will encourage all pregnant women to deliver at public health places and fulfil the commitment of achieving cent percent institutional delivery. It will also empower service providers working at the health facilities in providing quality ante-natal, intra-natal and post-natal services at the institutions. Providing free treatment to sick neonates will help in decreasing the neonatal mortality rate. This will help in reducing maternal and infant mortality and morbidity.

SENAPATI, Oct 19: Badminton enthusiasts will witness its local and other hill district talents clashing for a coveted title during the 10th Hill Districts Badminton Championship to be held from October 22 to 26 at Indoor Stadium Hall, Senapati district headquarters.
The five-day championship will also witness the presence of high ranking officials including the district deputy commissioner P.K Jha, Registrar of Co-operative Societies T. Pamei, Purul subdivisional officer Ronald, medical doctors, police officers, bank managers and civil organizational leaders along with young and talented local youths (boys and girls).
A tournament held yearly in all hill districts to promote the game and physical fitness among youths, it is the initiative of the Hill Districts Badminton Association, Manipur headed by T.Pamei, IAS.
Local youths and participants are on with hectic preparation and practices during the filling of this report.
According to Senapati District Badminton Association (SDBA) which is hosting the championship, the inaugural programme will be inaugurated by MLA L.Dikho who himself is a die-hard badminton player as chief guest, while Barun Mitra, IAS, Principal Secretary in charge of Finance and T.Pamei, both will grace the occasion as guests of honour.
