“I have learned that people will forget what you said, people will forget what you did, but people will never forget how you made them feel” said poet Maya Angellou.
And this is what Antarchakshu seeks to do through a programme aimed at sensitizing the general public as well policy makers about the issues related to the mainstreaming of the visually challenged. In a novel initiative Antarakshu seeks to engages people from all walks of life in different activities and tasks blindfolded for about half an hour to open the eyes of the sighted to the world of the visually challenged. The aim of this awareness programme is to remove the prejudices, myths and misconceptions about the capabilities of the visually challenged with or without technical aides in the areas of education and employment and financial transactions and give them firsthand experience of the challenges that confront the visually handicapped
The unique event developed by Xavier’s Resource centre for the Visually Challenged was not inaugurated by the cutting of the ribbons or lighting of the lamps but the Minister for Social Justice and Empowerment Mukul Wasnik to engage in all these activities and tasks blindfolded to get a firsthand experience and insight into the challenges faced by visually handicapped.
What are the problems that the visually challenged face in day to day life? The first challenge is their mobility.
Visually handicapped Harish Kumar has to commute daily from his home across Yamuna in Shivpuri to Blind Relief Association on Mathura Road in Delhi where he makes candles for a living. Many a times he and hundreds like him stranded for long hours at bus stands as they are unable to make out which bus number has arrived. They have to depend on good Samaritans to help them cross the road. Many roads do not have pavements and even if there are pavements, the hurdles or open pits are a big hindrance themselves. Also pavements are not only encroached, but in peak hours of traffic, the scooters and motor cycles drivers break all rules to use the pavements. While the visually challenged have a white cane to find their way isn’t there a need for barrier free environment for the differently abled people?
Why not put yourself in the situation of a visually challenged for a while. The first activity at Antarchakshu for the sighted is to walk on an uneven and obstacle-ridden simulated footpath blindfolded with a white cane and the sounds to guide your way. Once you do it yourself you know what the difficulties are and become aware of the need for creating barrier free environment. In many countries beepers are used signaling green light for the vehicles or the pedestrians. While the accessibility of Delhi Metro stations as well as the announcements on the running metro about coming stations are disabled friendly, but the problem says Harish is that many visually challenged prefer buses because they get free passes but there are no facilities for announcement about stations or arrival of a bus for a particular destination at the bus stops.
The handling of money and financial transactions is another problem that the visually challenged confront. So in another activity the blindfolded person has to identify the value of the coins. This is to highlight that the visually challenged should be able to identify the values of the coin by feeling the thickness or the size of the coin. An exhibition also highlights the need for paper currency of different values to be of different sizes.In fact RBI in its programme of incusing banking has asked banks to open talking ATMs and make them accessible to other differently abled to use this facility. NCR Corporation, India’s largest ATM service provider, is all set to transform over 2,500 State Bank of India (SBI) ATMs to Voice-Guided ATMs — which not only allows access to visually impaired people but also people with physical disabilities through ramps for wheel chair access. SBI’s first ‘real’ ATM for the visually impaired was showcased at the awareness event organized by Xavier’s Research Centre for the Visually Challenged (XRCVC) at Jawaharlal Nehru University in Delhi.
NCR’s ‘Talking ATMs’ are incorporated with unique software and hardware features which ensures that a person with a disability can operate the machine on his own, while maintaining the safety of the transaction.Another set of activities at the event are aimed at removing the misconception, myths and prejudices on the areas of education and employability of visually challenged whether it is studying geography or science subjects. As you go through the simulating activities blindfolded you know whether it is calculations, or identifying places on tactical maps or differentiating between plastics or metals or other kinds of materials or identifying files or working on computers the visually challenged can do all this with certain changes in the design or production of the gadgets or software’s. The whole effort is to show that with little imaginative and innovative ways and with the help of the technical aides, a visually challenged person can get into areas of education and employment which were earlier thought out of bounds for them. Even today most of the visually challenged are engaged in candle making, caning or similar activities. The employers and educational institutes need to understand that the capabilities of the visually challenged are manifold and these should be put to use optimally.
One of the activity showed how with little innovations games can be made accessible to the visually challenged by using sound as a tool and how some games like chess can be played between the sighted and visually challenged partners with little change in the design.
Once the sighted, employers and the policy makers are sensitized through such programmes, there is bound to be a change in their attitude and perception which ultimately can help in mainstreaming of the differently abled and that is what Antarchakshu activities are aimed at.
Going by the 2001 census figures, there were 1.06 crore visually challenged in country, and their present number may be much more.The government has been taking a number of initiatives to mainstream the differently abled. It is also now coming out with a new law on disability which ensures the right of equality, non discrimination and inclusivity to the differently abled. The draft has been made public and the centre is awaiting the response of the states before bringing it in the parliament. The Right to Education also says that no school can deny admission to a differently abled child. But today even the most basic of necessities like white cane and text book in Braille and are not available to all and there is also an acute shortage of trained teachers.
There is a long journey ahead before the differently abled are mainstreamed into the society, with the NGO s joining the government efforts and people shedding their prejudices and old attitudes, the dream of inclusive society can be accomplished.

Whose idea was it that the state conducted teacher’s eligibility test. Will all the successful candidates become Government teachers? Our reckoning is no matter whether you passed the test or not you will never become a Government teacher unless you can manage a few lakhs of rupees to smoothen the process of appointment. Now hill based organisations have protested against the conduct of the test in Imphal only. If HSLC examinations and higher secondary level examinations can be conducted in all the hill districts of the state why not TET. What is required is coordination. Unnecessarily a crisis has been created. Now Manipur will be witnessing irresponsibly called indefinite economic blockade. The word economic blockade throws our mind out of gear. Supreme Court had given directive to the Union Government to clear within 24 hours of its beginning all forms of economic blockade on the national highway. The attempt to clear economic blockade on the national highways called by tribal bodies will however leave disastrous consequences. Therefore the best solution lies in convincing these organisations about the futility of resorting to agitation of this nature on the national highway. Manipur is yet to make up the losses caused by the prolonged blockade imposed earlier. We have not been able to collect the allotted quota of gas and other consumable items. Addition of one more economic blockade in the very near future will simply increase the burden of the people of the state. Government policies cannot be changed frequently. But a protest having come up the change may take place. Who knows TET may be scrapped forever until the concerned department is in a position to conduct the test in all the hill districts of the state. Keeping in the mind the problems caused by the indefinite economic blockade to the common masses the organisations which are contemplating to resort to the extreme form of agitation, which cause suffocation have been appealed to see other way available to get their demands. Service of the elected leaders can be utilised in pressing their demands. If they open their mouth surely the Government will hear. BJP, TC and other political parties wage war against the Government of India on FDI and diesel price hike issue. What happen here in Manipur is that civil organisations not political parties take up the cudgels whenever controversial issues appear. It seems the blockade organisers are hell bent on seeing that the Government changes its policy. What will the Government of Manipur do now? Our sensible advice is do not confront with tribal bodies. They need protection. They need to be safeguarded. Remember Manipur will become a prosperous state only when the people living in far flung areas are happy. Therefore steps should be taken to ensure that all people living in the state irrespective of their place enjoy the benefit of development. If the journey, fooding and lodging of the candidates participating in the eligibility test are compensated will they agree with the idea of conducting of the test in Imphal only? If they do not agree there is no alternative other than scrapping the test. The concerned department cannot insist inability of conducting such test at the hill districts of the state.

On 3-10-12 at around 10:45 pm a team of 9 Dogra Regiment arrested seven NSCN-IM cadres from Kabongam village under Tamei police station in Tamenglong distirct.
The seven NSCN-IM cadres were identified as Adan Panmei 42 son of Tinsung Panmei of Dailong village, Tamenglong, Tuak Tangner 32 son of Adai Danfenei of Tamenglong, Gaigonglong 32 son of late Keang of Noney village in Tamenglong District, Adim Golmei 21 son og Obet Golmei of Tamenglong, Aphun Rengmei 39 son of Nomthai Gengmei of Tamenglong, Denaya Gonei 19 son of Semeon of Tamenglong and Charles Kamei 39 so of Tinthekhar of NOney village of Tamenglong District.
From the said above person one AK-56 rifles along 2 magazines and 109 live round, one 9mm pistol along seven rounds and a magazine, one hand grenade and one Maruti car bearing registration number NL07-5780 were recovered and a case under FIR number 527 (10) Imphal police station under section 400 IPC 25 (1-c), arms ct and 5 explosive substance Act was registered.
Again on Oct. 4 at aound 8:35 am a team of Imphal west police commandosn arrested one KYKL activists fro Thangal Bazar identified as Laishram Kunjakishor aka Kiran 36.

New Delhi, Oct 5 : The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) and Minister
of State for Parliamentary Affairs Paban Singh Ghatowar addressed a two-day India-Bangladesh Dialogue organized by Asian Institute of Transport Development here yesterday. The topic of the address was on connectivity in North Eastern States.
Ghatowar said that the North Eastern Region (NER is a critical geographical region of India. The Region accounts for 8 % of country’s area, has combined population of 45 million and GDP of around $38 billion and has 96 per cent of the boundary forming international border. The region is India’s gateway to North and Southeast Asia on account of its borders with China and Myanmar. The region also has borders with India’s South Asian neighbours – Bhutan and Bangladesh.
The Minister stated that Ministry of Road Transport & Highways has been constructing roads under National Highway Development Project Phase II (East West Corridor-670 km) and SARDP-NE (10141 km; phase A- 4099 km, Phase B- 3723 km and Arunachal Package- 2319 km). Under the flagship Prime Ministers Gram Swarojgar Yojana (PMGSY) programme of Ministry of Rural Development, road construction is being undertaken in rural areas. Investments in road sector have been from multiple sources like, Ministry of road Transport and Highways, Ministry of DoNER, Planning Commission, External funding, BADP, PMGSY, MNREGA BRO etc. In SARDP-NE alone, about Rs 5500 crore has been spent for construction of 892 km road during 11th plan. Road connectivity in district towns as well as remote areas will continue in 12th Five Year Plan too.
He added that Ministry of Railways has taken up various Railway projects like (a) new lines connecting to State capitals and others places (These are 13 in no. and 965 km in length; of which 8 are National Projects), (b) gauge conversion (4 in no. and 1510 km in length; of which 2 are National Projects) and (c) doubling of Railway lines (1 in no. and about 45 km in length). Railway electrification of 836 km stretch is also under progress. During 11th Five Year Plan, a sum of Rs. 7881.80 crore has been invested in Railway sector in NER. Ministry of Railways has indicated a throw forward of Rs.16153 crore (as on 1.4.2012) for ongoing projects. Most of the projects are likely to be completed by 2015-16.
On the air connectivity, the Minister stated that Ministry of Civil Aviation has been operating flights from 11 operational airports. Simultaneously, efforts are being also made to operationalise 12 non-operational airports. Ghatowar informed that Airport Authority of India (AAI) has spent Rs 601 crore in 11th plan for development of airport infrastructure in NER and for 12th plan their budgetary requirement has been projected as Rs. 1833 crore. Proposals for development of Guwahati as hub and improvement of other airports are also being considered. The DoNER Minister observed that the NER being riverine, offers immense scope for development of Inland Water
Transport. Ministry of Shipping is working on maximizing the transport facilities on National Waterways-2 and presently, they have taken initiative to notify National Waterways-6 on River Barak in Assam.
He said that there are also several international connectivity projects in the pipeline which have the potential to transform the region economically. These include the multi-modal transport project for linking Mizoram by road and an inland waterway to the Bay of Bengal through the Sittwe Port in Myanmar, road links for connecting the NER to Thailand and a rail connection from Delhi to Hanoi in Vietnam through the NER. Similarly, there is a proposal of rail link between North East India- Bangladesh and West Bengal, the Minister added.

He was received by Maj Gen UK Gurung,YSM,IGAR (S) at the Tulihal Airport. The General Officer proceeded to HQ IGAR(S) Mantripukhri and was briefed by Maj Gen UK Gurung,YSM, IGAR(S) on the prevailing security situation in Manipur.
Later in the day the Director General Assam Rifles along with IGAR(S) called on Shri Okram Ibobi Singh, Chief Minister of Manipur.
The General officer alongwith IGAR(S) also visited Moreh where he was briefed by commanders on prevailing security situation and development work under taken by Assam Rifles. A number of cultural and family welfare events were also organized at these locations which were graced by Mrs Shabnam, President ARWWA, HQ DGAR.
The Director General Assam Rifles interacted with the troops and expressed his satisfaction over the measures being taken in cooperation with civil administration. IMPHAL, Oct 5 NNN: As celebrated in other parts of the globe, the annual “World Teachers’ Day” organised by the All Manipur Elementary School Teachers’ Association (AMESTA) was observed here today at Manipur Press Club.
Speaking on the occasion, T. Rameshwar Singh, President of AMESTA stated that teachers have been playing an important role in developing and shaping a society by providing valuable knowledge to students and expressed unhappiness on children who could not go to schools and those engaged in domestic works especially in developing countries saying that they should be sent to schools instead of forcing them to work.
Highlighting the woes faced by teachers at present, Ch. Shantakumar, Executive Member of AIPTF said altogether 1603 Primary Teacher, Hindi Primary Teacher and Hindi Graduate Teacher who had already appointed as regular on December 15, 2011 were still not getting salary from the last 10 month while adding that Graduate Teacher who have selected under RMSA were also yet to get salary from the last 11 month.
” Instead of encouraging, such kind of grievances meted out to teachers by the authorities have affected the morale of teachers especially to the newly inducted ones. So, the government should release the salaries as soon as possible otherwise we may be compelled to take up agitations against the concerned authorities “, he rued.
As part of highlighting their issue, the teachers later took out poster campaign starting from Manipur Press Club up to the Directorate of Education located at Lamphel.

SENAPATI, Oct 5 NNN: The controversy surrounding the result of Manipur University has irked the Senapati District Students Association (SDSA).
On Friday, SDSA has expressed its unhappiness over the controversial declaration of Manipur University’s MA (Commerce) fourth semester examination result.
SDSA president L.R John has said that even even the highest temple of learning and premier university of the state like Manipur University has succumbed to “bias and anti-tribal tactics” rather than promoting a harmonized state of education.
On September 7, a Manipur University student named SH. Timothy bearing roll number 1016012 was declared the topper in the merit list in the official result. Shockingly, on September 14, in a controversial situation, the Manipur University, Commerce Department again published a second merit list with another double topper namely one KH. Vijayata Devi and Thanjam Gojen Singh bearing roll numbers 1016005 and 1016016 respectively.
The SDSA then questioned the integrity and motives of the concerned Department and Manipur University. “With no reference of reasons and clarity of the second merit list, it is clear, the collaborative designs of the concerned department and controversial candidates is targeted against the tribal students in the university,” alleged the SDSA today. The SDSA considering the matter seriously and unjustifiable, demands before the ‘good office’ of the Vice-Chancellor, Manipur University to immediately intervene into the matter, failure which, the students’ body will ‘not hesitate to react’ accordingly.

IMPHAL, Oct 5 MNS NNN : Hundreds of people took out in the streets of Imphal on Friday demanding the state Government to take up appropriate steps to book the culprits involved in the killing of Amom Rajen in West Bengal.
The Joint Action Committee (JAC) seeking justice for the family of Rajen organised a protest rally participated by hundreds of locals from the native village of Rajen, mostly women attired in white clothes. They attempted to storm the Chief Minister’s official residence but the police thwarted it.
They arrived here in the afternoon right in front of the Raj Bhawan by buses and other light vehicles from Wangoo village Terakhong in Bishnupur district of Manipur. The protesters holding placards then proceeded towards the Chief Minister’s official residence. However, they were stopped by the police on their way near Nupilal Complex.
The protesters held Placards which read like “Arrest the culprits,”Proper ex-gratia must be given” and “Provide a Government job to his family.”
After a brief standoff between the demonstrators and the police near Nupilal Complex a few metres from the Chief Minister’s bungalow, the latter allowed seven representatives of the JAC to meet Chief Minister O Ibobi and submit him a memorandum.
On the sidelines of the demonstration, one of the family members of Rajen told journalists that the JAC wanted to draw the attention of the state Government on the death of Rajen and accordingly take proper steps to deliver justice.
The JAC called the tragic incident of Rajen an unnatural death saying he had been murdured. It also demanded the state Government to nab the culprits involved in the killing by pursuing the Government of West Bengal. It also said Rajen was innocent.
The Chief Minister has been apprised through the memorandum that Amom Rajen, a teacher by profession was working at Paradise School Kankar in Chhatisgarh as an assistant teacher for the last more than one decade.
He came back home before the recent Panchayat polls held in the state but left home again for Chhatisgarh along with his 6-year-old daughter, Carolina on September 23 last.
Rajen tried to get train ticket for Chhatisgarh keeping his daughter near a ticket counter in Hawrah Railway Station, Kolkata on the morning of September 25. However, there was no sign of him for several hours and he was never returned then.
His family found his lifeless body at a hospital mortuary near Cossipore Police Station, Hawrah on September 28.
The JAC has also demanded to give ex-gratia to the next of kin and the wife of the murdered husband be provided a suitable Government job, and a judicial enquiry be instituted into the killing at an early date.
