IMPHAL, Dec 18 NNN: The striking Joint Coordinating Committee of Engineering Departments, Manipur (PWD, PHED, IFCD and MID) is likely to cease all kinds of works like supply of water to the public and development of roads and bridges if the state Government tries to stop the committee from launching a proposed indefinite hunger strike beginning January 7 next year.
The committee is on a cease work strike since November 6 demanding implementation of 6th Pay of (ROP-2010) to work-charged employees of the engineering departments, and it has decided to launch another hunger strike on the same demand from January 7 next year, B Gunamani, general secretary of the coordinating committee announced to the media at the PWD conference hall here on Tuesday.
He blamed the state Government for the present condition of the 2000-odd work-charged employees at all the engineering departments and lamented that had the state Finance Department taken them seriously at par with the regular staffs its financial condition could have not been worsen.
The committee will continue with the ongoing strike and if the Government says no to the demand till January 6 next year, then it would launch another indefinite hunger strike, he announced and further warned that it would cease all kinds of works like supply of water to the public and development of roads and bridges in the event of the Government’s attempt to bar the strike.

IMPHAL, Dec 18 NNN: Recent references to the Kuki people as ‘foreigners’ and ‘migrants’ by a nondescript international body in various newspapers has become a matter of grave concern for the Kuki Students Organisation-General Headquarters (KSO-Ghq).
The apex Kuki students’ body said such despicable statements can get out of hand and embroil the people in chaos and the land in a state of anarchy. The historical account propagated by the International Meitei Forum (IMF) does not hold any waters as it lacks scholarly and rational explanation, the KSO dismissed. The claims made by the IMF are a concocted story of the naiveté minds, it further negated.
According to the KSO, the Kuki people like any other ethnic group in the state of Manipur, are indigenous people who inhabited the hills of Manipur since time immemorial. “Why some people chose not to accept the Kuki people as an aboriginal tribe is nothing but merely a conspiracy to alienate the Kukis by trying to appease a certain group that is engaged with the government in peace talks and negotiations. The people at IMF are advised to stop indulging in such whimsical ideas. They should realize that there are no takers for their outrageous assumptions. Like it or not, the fact is, the Kukis are as much indigenous to the hill region as the Meiteis are to the valley region,” the KSO claimed.
The KSO then said the constant allegation of Kuki influx is ridiculous. “Tagging them as immigrants is preposterous.
There may be some Kuki villagers who have migratory tendency, yes, but they are nowhere near to be called ‘nomads’ in the
truest sense. Migrations amongst Kukis were confined to short distances only, which is well within their realm or sphere
of influence. Just as the Meiteis who had at one point of time settled in the vastness of Shan state, Kabaw, and Cachar,
the Kukis were likewise indigenous people who settled in the vast expanse of land that stretched across the length and
breath of countries, which includes the northeastern region of India, western part of Myanmar, and the Chittagong hills of Bangladesh. The present Manipur just happens to be their ancestral land where their settlements are highly concentrated. The migratory culture found among some Kuki villagers was also due to practice of ‘jhum’ cultivation, which was their mainstay. So it was imperative that they shifted their village location in tandem with the ‘jhum cycle’. At the end of the day, they always come back and resettled the land when the fertility of the soil got restored,” the Kuki students’ body explained.
The IMF proclaimed its opposition for enactment of the Sixth Scheduled in Hill region of the State. After labeling the Kukis as foreigners, this is adding fuel to fire. The Kukis, after independence have become Indian citizens just as the Meiteis and the Nagas. The Constitutions categorized the Kukis and Nagas as Scheduled Tribes, while the Meiteis belongs
to other categories. India is a democratic and welfare State which provides constitutional protection for the weak and backward tribes. It is civilized that they should be protected from exploitation and suppression from majority ethnic groups. Per se the Sixth Scheduled is our birthright as guaranteed under the Indian constitution. The IMF has no right to oppose the 6th Scheduled meant for the tribal people. The tribal people of Manipur have been marginalized and exploited for many decades now. It is time a semblance of emancipation is bestowed upon them. If there can be Nagaland for Nagas, Mizoram for Mizos, Bodoland Teritorial Council for Bodos, Gorkhaland Territorial Administration for Gorkhas, why not a Kuki State for the Kukis? It is logical, as it is everybody’s aspiration to have a State of their own so that he can live with pride and dignity, and be free from exploitation. The spirit of freedom and self-determination are inherent human trait. As humans, if the pursuit of happiness is end and State the mean, nobody is to be blamed for clamoring for a State.
The Kukis protected this land that we called Manipur. Except for the strong opposition put up by the Kukis, Manipur should have been bifurcated long ago. It is because of the Kuki’s opposition for South Nagaland that the boundary of
Manipur is still intact. It was not the vocal ‘June Uprising’ but the ‘silent war’ of the Kukis’ defending their territory that saved and protected Manipur all along.
According to the KSO, in 1949, it was the Kuki chiefs and soldiers who came out to guard the king in a bid to prevent the signing of the ‘merger agreement’. The Kuki chiefs made an all-out effort to defend the independence of Manipur at the time of ‘merger to India’. This is awfully lamentable, the irony being that it was the valley people who forced their own king to sign over Manipur’s independence to India, it added.
The KSO then claimed that the Kukis fought the British in the Kuki Rebellion (1917-19) to defend their land and freedom.
Although they were defeated, their territory was not annexed by the British. Instead the lands remained with the Kuki chiefs after they accepted the surrender terms, it added. However, these lands were given away during Manipur’s merger
with India. Wherever land the Kukis claimed today are those lands that they shed their bloods for to protect it but signed away to India by others. If not for their land why Kukis should fought a long and protracted war against
colonialism and suffered immense hardships. It should be noted that the Kuki Rebellion or Kuki Rising was one of the longest wars fought in this part of the world. The Kukis had fought the British to uphold and defend their freedom for three long years. The lands they defended with their lives rightfully belongs them, the KSO asserted.
The KSO also said unto this moment the hills of Manipur belong to Kuki and Naga tribes. If the Nagas wants to get
separated from Manipur the Kukis have no choice but to do the same in order to protect their territory. The Kukis definitely can assert their right to live as citizens of their own territory. If there can be a ‘Naga solution’, why not a ‘Kuki solution’? Kukis have suffered long enough to deserve a protected territory of their own, it added.
It then advised that the IMF should get its statistics correct before hurling allegation of influx in a futile bid to label the Kukis as foreigners or immigrants. “It is trying to foment ethnic animosity by confusing people with wrong facts and figures. In 1881 census the population of Old Kukis was 8200 and that of the New Kukis was 27000, together it was 35850 Kuki populations. In that census the Meitei population totals 1,32,400. The 2011 census depicts the Kuki population at around 4.58 lakhs (not 8 lakhs as quoted by the IMF) and the Meitei population at 16 lakhs. Here, the percentage growth of the Kuki and Meitei population over the decades is more or less the same. Therefore there is no
question of the Kuki population growing rapidly due to immigration and influx. One must remember that the population of
the Meitei people during the ‘Seven Years Devastation’ was around 5000 only. Rather it is their population growth which should be questioned, not of the Kukis,” the KSO opined.
“The IMF talked about civil war being invited by the Kukis. ‘Civil war’ is a big word which should not be taken lightly.
If the IMF wants to take the people to a situation where there are no victors but only losers, who are to stop them? They should abstain from making provoking statements in future unless they meant it. The Kukis want no civil war or any war of the sort,” the KSO stated.
The Kukis forsake vast tract of ancestral lands in Tamenglong district and Ukhrul district in the aftermath of the ethnic clash in the interest of peace and mutual co-existence. Thus, the Kukis do not claim any part of land other than the areas they inhabited today. Everybody should see some sense in this and learn to do the same, it added.
“To conclude, the KSO would like to make it clear that the ‘foreigner’ tag given to the Kuki people is unsolicited and objectionable. There is no ‘Kuki influx and immigrants’ as claimed by IMF. If the IMF or any other body should choose to use these words again, the KSO will no longer take it lying down. If they so badly want the Kukis to be called ‘foreigners’, then all the Kuki inhabited lands will become a land ‘as foreign as it gets’ to the IMF and its people,” the apex Kuki students’ body stated.

IMPHAL, Dec 18: Perturbed by the injudicious attitude of the state Government, the All Manipur Tribal Students’ Union (ATSUM) today threatened to launch a series of agitations if the Government shows negligence on the union’s demands in the winter session of Manipur Legislative Assembly slated for December 19-20.
ATSUM general secretary Vareiro Shatsang was addressing a press meet at the office premises of Zeliangrong Students’ Union, Manipur (ZSU) at Namdalong in Imphal. He said the seven demands made by ATSUM to the state Government are legitimate.
The demands include institution of a Manipur state commission for the Scheduled Tribes, setting up of B Ed centres in all the five hill districts, adequate staff and infrastructures for the hill areas, reservation for the SCs and STs in recruitment of Junior MCS and protection of indigenous village authority elections.
ATSUM had submitted a memorandum enclosed with the above seven demands to the Chief Minister on November 27.
Shatsang said the union has been persistently pushing for the demands to the state Government with serious contemplation while alleging that the tribal ministers and MLAs are too sitting idle in their chairs neglecting the plight of the tribal people.
“We have already urged both the ruling and opposition parties to bring up the matter in the upcoming session of Manipur assembly. If they fail to discuss the matter in the assembly, we might take up a series of intense agitations if not in the form of bandh or blockade,” he warned.
He, however, said ATSUM is still looking forward for a positive response from the side of the state Government, he added.
Last month, ATSUM in its lengthy memorandum submitted to the chief minister of Manipur had demanded Manipur State Commission for the Scheduled Tribes. ATSUM also demanded for the setting up of B.Ed centres in the hill districts. It also demanded that adequate teaching and non-teaching staff in the education institutions in the hill districts with better infrastructure.
President Maun Tombing and general secretary Vareiyo Shatsang, in its memorandum said, “It has been our long standing aspiration to find a State Commission of the ST in Manipur under the Article 338A of the Indian Constitution which would usher in all round Development and progress in respect of thee Tribal people in this eastern most part of the Indian Union. The National Commission for Scheduled Tribes which came in to force on 19th February, 2004 has failed to provide adequate service to the state of Manipur a it is based on the distant centre in Shillong”.
Karnataka in 2002 had established the State Commission for SC/ST under the name and style.

New Delhi, Dec 18: The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) Paban Singh Ghatowar has said that North East Rural Livelihood Project (NERLP) is being implemented in four North Eastern States of Mizoram, Nagaland, Sikkim and Tripura. Details of districts covered under this project, State-wise are as below:
(i) Mizoram; Aizawl and Lunglei Districts.
(ii) Nagaland; Peren and Tuensang Districts.
(iii) Sikkim; South Sikkim, West Sikkim Districts and Panchayat wards of East Sikkim.
(iv) Tripura; North and West Districts of Tripura.
In a written reply in the Lok Sabha today Shri Ghatowar said, objective of NERLP is to improve rural livelihoods especially that of women, unemployed youth and of most disadvantaged sections of society, by providing access to economic opportunities, improving adoption of sustainable agricultural and natural resource management through participatory and accountable community based institutions.
He said, the aim of NERLP are:
(i) Create sustainable community institutions for women Self-Help Groups (SHGs), youth groups of men and women and Community Development Groups.
(ii) Build capacity of community institutions for self governance, bottom up planning, democratic functioning with transparency and accountability.
(iii) Develop partnership of community institutions for natural resource management, micro-finance, market linkages and sectoral economic services.
The Project became effective in March, 2012. Hence, it is still early to tell benefits from this project. However, project will emphasise on formation of sustainable and vibrant primary institutions on principle of thrift and credit in form of Self Help Groups (SHGs) in the community, the Minister added.

IMPHAL, Dec 18 (MNS/ NNN): An 11-year-old girl was badly injured after her uncle shot at her over a family land feud that took place early Tuesday at Thoubal Khekman in Manipur. She was rushed to Regional Institute of Medical Sciences (RIMS) in Imphal and her condition is stated to be critical.
The victim has been identified as one Moijingmayum Lilycha, 11, daughter of Md Yusub Ali and the violent incident occurred around 7:45 at Thoubal Khekman Amakcham Leikai about 3 km south of Thoubal district Police Station.
Lilycha suffered multiple bullet injuries in the shooting and later she was taken to RIMS with bullet wounds in her buttock, belly and right arm. Her condition is stated to be critical.
Reports said initially Lilycha’s brother named Farish Khan, 19, had a squabble with his uncle Anjob Ali, 55, over a family land dispute at about 7 am at a tea stall located around 100 metre from the victim’house. However, the locals soothed them. The two families have a long feud over a land.
However, around 7:40 am, Ajob Alison Wahidur Rahaman, 28, opened fire from his house using a double barrel gun at the house of Farish Khan which hit Lilycha. Rahaman and his family members are now at large. The two houses are located closely.
A team of Thoubal police station rushed to the site and reviewed the situation there. A case has been registered with the police station regarding the shooting incident.

Itanagar, Dec 18: Arunachal Pradesh and Assam police arrested a self-styled ‘brigadier’ of the NSCN(IM) from Tirap district in Arunachal Pradesh.
The joint team nabbed Absalom Raman alias Absalom Tangkhul from a village along Arunachal-Assam boundary yesterday.
The dreaded leader was active in Tirap and Changlang districts for over 10 years and was behind the ingress and establishment of NSCN (IM) in a previously NSCN (K) dominated area.
He was also responsible for setting up of a camp deep in the jungles near Longbo village, which was destroyed in a two-day operation in December last.
NNN adds when everyone is expecting of the announcement of the Naga settlement anytime, the relation between the NSCN-IM and the government of India appears to be getting bitter with the Naga outfit today saying that the government of India is changing its colour in handling the Indo-Naga issue.
The latest episode that has irked the NSCN-IM has been the serving of summon notices to the senior NSCN-IM leaders by the National Investigation Agency (NIA) on certain matters.
Some senior NSCN-IM leaders have also been arrested in the recent time by the security force personnel.
“Unique is the historical and political rights of the Nagas but strange is the way the government of India in changing its colour in handling the Indo-Naga issue that has dragged on for too many years. More than fifteen years already when the political talks for solution began in 1997 and this year year 2012 has been accepted as the most crucial stage when everyone has been waiting for the government to announce the basis for Naga political solution. But much to the discomfort of the NSCN in particular and the Nagas in general the India’s premier investigating agency National Investigation Agency (NIA) under Ministry of Home Affairs is going about its own way issuing court summons to some of the top leaders of NSCN and arresting Naga Army Officers at will.
Mention may be made that Major Clinson was arrested in Halflong area of Assam one month back and on 16th December, 2012 Brig. Absalom was arrested from Gauhati railway station.These few incidents do not augur well for finding peaceful Indo-Naga political solution solution,” the NSCN-IM said today in a communique issued through the outfit’s ‘ministry of information and publicity’ (MIP).
The Naga outfit accused that the NIA is found to be stretching its hand too far when it served court summons to some NSCN members like Francis, Col. Levi, Reisang Zimik, Kilonser, Ms. Ayao and Dy. Kilonser Ambison in connection with the Lungpha village case in Ukhrul district of Manipur. “It may be noted that Lungpha case has already been solved as per the customary law and the interference of NIA is unwarranted,” the NSCN-IM claimed.
“When the Indo-Naga solution has already entered such crucial stage the Indian Criminal Law is being applied to the NSCN leaders under one pretext or the other.This is not acceptable to the Nagas and is not in keeping with the spirit of finding Naga political solution through peaceful means.Military means has been tested and found obsolete.

DIMAPUR, Dec 18 (NNN): NSCN-IM general secretary Thuingaleng Muivah said today that both the Naga outfit and the government of India are very serious about the ongoing peace talks but it is hard to say when the settlement will be arrived at.

Th. Muivah was talking to some waiting newsmen at Dimapur airport upon his arrival from New Delhi this afternoon.

NSCN-IM chairman Isak Chisi Swu and Th Muivah have come to Camp Hebron, off Dimapur for Christmas. Both the leaders are likely to go again to the national capital only after the New Year celebration.

When asked if they will be meeting Naga civil society organisations this time, Thuingaleng Muivah said that they have come to spend their Christmas time and not for consultation.

IMPHAL, December 18: A 10 year old girl sustained injuries after she was allegedly shot by her own uncle this morning around 7:40am at Thoubal Khekman Amakcham under Thoubal Police Station following a quarrel between her brother and the uncle.

The victim has been identified as Lilycha alias Sajina, 10, daughter of Md Yusub Ali of Thoubal Khekman Amakcham while her uncle has been identified as Md Anjob Ali, 55, son of (L) Abutab Ali.

Lilycha suffered multiple bullet injuries from the shooting.

She was rushed to RIMS with multiple bullet injuries on her buttock, right side belly and right arm.

Prior to the shooting incident, Lilycha’s brother identified as Fariz khan, 19, had a squabble with his uncle Anjob Ali, 55, at about 7 am at a local tea stall, after the two accidentally collided with each other.

Anjob while threatening Fariz that he can end his life with a single bullet caught hold of his throat following which an altercation followed between the two.

After a little push and pull Anjob went inside his house and came out with his double barrel rifle.

He started shooting with the rifle during which the bullets hit Lilycha instead of her brother.

It may be mention here that Lilycha’s other brother identified as Rashid Ali, 25, was also beaten up by Anjob using a spade handle some three months ago, which has left Rashid’s right arm paralyzed.   

Meanwhile, according to the NNN, a team of Thoubal police station hurried to the site and reviewed the situation there. A case has been registered with the police station regarding the shooting incident.

IMPHAL, December 18: The Kuki Inpi Manipur is organizing a two days Kuiki Chiefs’ Conference on 18-19 December at the Conference Hall of Kuki Christian Church (KCC),  Deulahland, Imphal.

The first day of the conference was attended by ex-MLA, Holkhomang Haokip, secretary KCC (Administrative) Reverend Dr T Lunkim, president KIM, Thangsei Haokip, in the morning session.

Speaking to media persons on the side line of the function, secretary Information and Publicity, KIM, DM Touthang said that chiefs and villagers from various districts of the state attended the conference.

He continued, “The opening day of the conference is all about the chieftainship in the hill areas of Manipur and to deliberate about the merits and demerits of various initiatives implemented by the government for the development and welfare in the village areas”.

“On 19 December, we will work towards bringing a resolution”, he told the   media persons.

He further said that some of the hill districts areas are still lagging behind in the development level and schemes for development and welfare as sanctioned by the government has not been implemented properly by the chiefs  of the villages with    the funds being misused. 

“Some chiefs of the villages are settled in Imphal with their family and neglecting development works of the village and are using public funds as their own money”, he continued.

When villagers further inquired to the Government to sanction for the development of the village they were informed that the funds were already sanctioned and in other cases. Some funds are not sanctioned at all since there were no follow up or due to the absence of the chief,” he said.

IMPHAL, Dec 18 (Newmai News Network) : “It is a right move to save the image of Manipur that the state opposition leader I Ibohalbi has announced to move a “censure motion” against Agriculture and Fishery minister Md Abdul Nasir during the upcoming state assembly session”, said Manipur People`s Party (MPP) advisor O Joy on Tuesday.

O Joy commented this to a section of media at the office of the Manipur People’s Party here.

He said the censure motion is a general motion to be moved against ministers and MLAs under Rules of Procedure and Conduct of Business and therefore, the move of I Ibohalbi is absolutely right.

Sports-persons  like MC Mary Kom and A Boby have brought laurels to Manipur but a minister like Nasir had sold off the prestige of the state to the world by engaging in a physical fight with a Congress member inside the venue of the recently ended Sangai festival 2012, Joy said.

The state Government has maintained a complete silence on the matter, Joy accused and said that it would be the wisdom of the House whether it wants to defend Nasir when the opposition leader raise the censure motion against him during the winter session of the state assembly.

IMPHAL, Dec 18: Parents of a 14 year old school girl has charged the Principal of her school for suspending the student without any fault of hers.

Speaking to media persons this evening, parents of Romila (name changed) alleged that their daughter has been suspended by the Principal of a renowned school in Imphal.

The parents told media persons that the principal has charged the girl of eloping with a boy which according to them is unfounded and baseless.

The parents have appealed to all concerned authorities to look into the issue.

Meanwhile, local meira paibis while regretting the case further demanded a response from the principal of the school within December 25.

IMPHAL, December 18: Media houses should check the facts of their news reports before publishing it, said Minister Agriculture & Fisheries Md Abdul Nasir in his speech as chief guest during the Minorities Rights Day observation at the Kangla Hall, Imphal today.

The program was organised by Manipur State Minorities Commission, MSMC.

The function was also attended by Parliamentary Secy , MOBC & SCs and Sc & Tech Md Amin Shah as president and MLA Wabagai Md Fajur Rahim, Chairperson MSMC A Halim Chowdhury, Member MSMC Ven Panthaw Paa (Prof MS Ningomba) and reverend N Debendra Singh as guests of honour.

Md Abdul Nasir in his speech said that one must be proud of being born in the largest democracy of the

world and that one should not feel down about being a minority in India.

He added that many people from the minority group have had become leaders of the country while many have held high profile posts of the country.

Meanwhile, he lamented that media houses of Manipur must dig the facts to bring out the truth before publishing their news reports.

The Minister further lamented the practice of newspapers of issuing corrigendum after publishing reports based on speculation.

Guest of honour Md Fajur Rahim even though there are several government schemes for their welfare and development, the minorities still need upliftment.

He also said that there are some groups of minorities who engaged in taking undue advantages of the schemes rendered by the government.

Meanwhile, the function faced some hiccups after several oppositions erupted when militant turned politician MI Khan came up on the stage and started his speech.

The former militant following the opposition stopped his speech and left the function, which however continued.

IMPHAL, Dec 18: The Women Action for Development, Imphal has appealed to the 60 MLAs to table the issue of steep rise of crimes against women and children in the state.

A press statement of the organization has said that In this year only a total of 264 cases were recorded till December 18 – 23 rapes cases, 4 cases of rape and murder, 18 cases of suicide, 19 cases of murder, 41 cases of assault/injury, 7 cases of molestation, 4 cases of kidnap, 2 cases of threat,3 cases of abandon, 1 cases of burnt death, 61 cases of missing and 81 cases of child trafficking etc (Based on daily newspaper).

“We unanimously, framed seven point charter of demand made for the welfare of women and children in the state to discuss the matter at the floor in the 3rd Session of 10th Manipur Legislative Assembly commencing from 19th December 2012”, the statement said.

The demands include punishment of culprits involved in crimes against women, children, establishment of fast track court, a gender policy amongst others.

Other demands include, implementation of the revised draft Manipur State AIDS policy 2010, establish a Working Committee on Violence against women and children in the Legislative assembly among others.

IMPHAL, Dec 18 (Newmai News Network): As part of expressing his gratitude to the people of Saikul area, MLA Yamthong Haokip today distributed sugar to every village under his constituency.

“I`m grateful that the people of Saikul area have given me this opportunity to serve the people and the area,” said Yamthong Haokip who got elected from Saikul assembly constituency in the last election. He said since Christmas time has come he wants to give something to the people. “However, since I`m a poor MLA I cannot give them what they needed but I have made an arrangement of this little amount of sugar for Christmas tea,” added the Saikul constituency MLA. Yamthong Haokip then appealed the people present to accept this humble and meagre Christmas gift. He also conveys the Christmas wishes to all the people of the state.

Meanwhile, each village got one bag of sugar.

The programme was held at Mantripukhri, the residence of the MLA.

The vague buzz in the media over a bookstall collapsing at the ongoing Imphal Book Fair and subtle efforts to literally cover up the incident is disturbing. Earlier the scaffolding of some stalls fell apart eventually leading to the collapse of bookstalls at the same book fair in 2010. Both the incidents bring home the fact that public safety norms are often flouted in Manipur in almost every sphere. There is no dearth of instances where the safety of people and property have been compromised; be it in the form of major and minor fire breaking out, collapse of retaining walls and bank embankments and roads with ever widening pot holes. Over the past few years, it has become common to see incidences of fire outbreaks happening in different parts of the state. This month alone has already seen devastating fires at Lilong Bazaar, two cases at Thangal Bazaar apart from minor fire outbreaks at residential areas. Yet, such cases are not first time incidents but are rather turning to be repetitive and leaving those unaffected by the fire, with only a sense of déjà vu and nothing else. Earlier in 2009, a fire outbreak that started from Galaxy School near Ukhrul Higher Secondary School ground, Wino Bazaar in Ukhrul district, left over 10 houses gutted and resulted in major loss of property.

So far, Manipur has not seen major fire calamities claiming lives on the scale of the Uphaar Fire tragedy in 1997 or the AMRI hospital fire tragedy in Kolkata that took place in 2011. The infamous Uphaar tragedy took place in a cinema hall where over 200 people were watching a Hindi film when an electricity transformer burst and spread to the basement parking area and then raging further on to the five-storey building that housed the cinema theatre. Despite 48 fire tenders being pressed into service, it took an hour to control the fire and 59 people died mainly because of suffocation. It took years for investigations and legal sentencing to happen in the case but what emerged from the incident was that most public buildings in the country were flouting safety guidelines in terms of installing fire exits and ensuring fire control. The Uphaar tragedy ought to have alerted Government bodies and private enterprises responsible for constructing public spaces and infrastructure. But no lessons it seems were learnt, given the AMRI Hospital case in 2001 in which 91 people, including members of the hospital staff died due to asphyxiation when medical waste and other flammable substances kept in the basement of the building caught fire due to an electric short circuit.

Given the number of large scale constructions coming up in Imphal: the Manipur Film Development Corporation (MFDC), the Convention Center and the new State Assembly to name a few, along with Government buildings and other offices and private hospitals and clinics, there is a strong need to strictly regulate how buildings and other infrastructure are being constructed. Meanwhile, the sight of a fire tender at the recent Sangai Tourism Festival in Imphal did not inspire much confidence in terms of being disaster ready. The vehicle remained parked in one corner of the festival ground, which was crammed with narrow paths. There was no way that it could have done much in case a fire did break out which fortunately did not happen. The beginning of fire safety drills at educational institutions in the state is welcome indeed but needs to be designed such that different age groups gets to understand their role in preventing and avoiding fire break outs and how to cope in case it does break out. Along with this education on fire safety, there must be mechanisms to intervene so that fire can be controlled. While constructions of buildings in Manipur’s market areas need to factor in passages with enough space for fire tenders to reach, there must be strict guidelines for fire extinguishers to be fitted in schools, hospitals, shopping areas, banks and such. To ensure that guidelines are followed, punitive fines and other measures need to be in place.

MNS:- As per Census 2011, the child sex ratio (0-6 years) has declined from 927 females per thousand males in 2001 to 914 females per 1000 males in 2011.
The State/UT Government have the key responsibility to effectively implement the PC & PNDT Act. Government of India on its part, is committed to strengthen effective implementation of the PC & PNDT Act to address the declining child sex ratio in the country and has been providing technical, financial and IEC support to the States. Further Government has been regularly monitoring the progress of implementation of the Act.
As an outcome of increased efforts by the Government, Quarterly Progress Reports are now reflecting an improved compliance of the provisions of the Act by States/ UTs. So far, a total of 556 cases have been registered against violation of the PC & PNDT Act in last two years as against only 739 cases between 1995 and 2010. There are 111 convictions secured so far and medical license of 33 convicted doctors have been suspended by respective State Medical Councils.
The measures include the following:
1. Regular meetings of Central Supervisory Board and other statutory bodies under the PC & PNDT Act
2. Scaling up of inspections of ultrasound facilities by the by National and State Inspection Committees and action against violations of the Act
3. Comprehensive awareness generation activities through print and electronic media, community mobilization by Non Governmental Organizations, involvement of religious leaders, women achievers etc in the campaign against discrimination of the girl child.
4. The Government is rendering financial support to the States and UTs for Information, Education and Communication campaigns and for strengthening structure for the implementation of the Act under the National Rural Health Mission.
5. Sex Ratio to ascertain the causes, plan appropriate Behaviour Change Communication campaigns and effectively implementation provision of the PC & PNDT Act.
Government of India accords high priority to the issue of missing children on account of sex determination and will continue to implement a multi-pronged strategy to curb female foeticide in the country. The steps include awareness generation and legislative measures as well as programmes for socio-economic empowerment of women. The Government will continue to take necessary steps for effective implementation of the PC & PNDT Act with the co-operation of the states.
This information was given by Minister for Health & Family Welfare Shri Ghulam Nabi Azad in written reply to a question in the Rajya Sabha today.

MNS:- Describing the twin tasks of improving the pensionary and medical benefits for ex-servicemen as ‘subjects of prime concern’ and ‘as an ongoing process’, the Defence Minister Shri AK Antony today announced that the orders authorizing payment to ex-servicemen and their families accruing from the recent cabinet decisions, hiking pension and other benefits amounting to nearly Rs.2300 crores per annum, would be issued next month.
Addressing a meeting of the Consultative Committee attached to his Ministry, here, Shri Antony said this is the third time in the last four years that the Government have systematically improved the post-retirement benefits for ex-servicemen.
Outlining the slew of measures taken by the MoD for improving the health care benefits of ex-servicemen, Shri Antony said the Government has been trying to expand the delivery mechanism and simplify procedures so that the ex-servicemen, who have given their best years of life for the security of the nation, get the required medical benefits without hassles.
He said under the Ex-servicemen Contributory Health Scheme (ECHS), which has been in operation since April 2003, 227 polyclinics were initially approved by the Government. In 2010, another 199 polyclinics were sanctioned by the Government out of which 99 polyclinics have become functional and 100 polyclinics are under various stages of operationalization. The scheme is presently been implemented to 326 functional polyclinics. At present, the scheme has over 41 lakh beneficiaries including 13 lakh ex-servicemen and over 28 lakh dependents. The reach and coverage of the scheme is evident from the fact that in 2011-12, 90 lakh patients were attended to at the polyclinics. Shri Antony expressed confidence that with the commissioning of the remaining polyclinics the bulk of the ex-servicemen population throughout the country would be covered by the scheme.
Shri Antony said there is still a long way to go as presently, ECHS facilities are available only in 339 districts out of a total of 659 in the country. The delivery of medicare at polyclinics is also hampered by the shortage of staff and non-availability of the prescribed medicines.
Taking part in the discussion, the Members of Parliament urged the Government to prepare a roadmap to ensure that medical facilities are available to ex-servicemen in every district of the country. They also called for greater transparency in the process. Some Members pointed out that there is inordinate delay in settling the bills of private hospitals which should be ameliorated through technological means. Taking note of the rapid growth of healthcare facilities in the private sector in recent years and the innovative steps taken by some organizations and hospitals, the Members suggested that the Government should adopt the best practices readily available outside the government sector rather than handling the situation in a conservative fashion which is neither efficient nor cost-effective.
Replying to some of the queries of the Members, the Minister of State for Defence Shri Jitendra Singh said the government is veering towards a ‘dashboard approach’ so that the healthcare mechanisms can be monitored online on a day-to-day basis by the administrators. He said the government’s efforts will always be to put a smile on the face of the ex-servicemen because they deserve it.
