MNS:- A two-day Inter-Ministerial Conference for mainstreaming HIV will be held on 18-19 December 2012 at New Delhi.
The conference is being held with the following objectives:-
1. To create opportunity through various ministries for enhanced coverage and reach of HIV services to large workforce engaged, especially informal settings consisting of migrants for risk reduction.
2.To strengthen integration of STI/HIV information and services through existing health infrastructure available in various ministries and its departments and autonomous bodies.
3. To strengthen and scale up HIV sensitive social protection to all HIV affected communities through enhanced access to social entitlements and welfare schemes of different ministries and departments.
Besides inaugural and valedictory functions, there will be 6 technical sessions on the following topics during the conference:-
1. Partnership for mitigating the impact of HIV and AIDS by improving access to social and legal protection for communities affected by HIV.
2. Partnership to address issues of Sexual Reproductive Health and HIV among adolescents and youth.
3. Partnership for reducing the vulnerability and impact of HIV and AIDS among uniformed personnel.
4. Partnership for improved delivery of HIV Prevention and Treatment and Treatment & Care.
5. Partnership to reach organized and unorganized sectors.
6. Integrating HIV and AIDS Strategic communication for prevention, treatment and stigma free environment.
It may be mentioned that India has the third largest number of people living with HIV/AIDS in the world. Department of AIDS Control is working towards providing prevention, treatment, care & support services for HIV/AIDS without stigma & discrimination.
Mainstreaming HIV is an effective approach towards a multi-sectoral response. It has been a strategic priority for India, getting support from highest political and bureaucratic leadership of the country. This has been necessary as the spread of HIV and the impact of HIV and AIDS on individuals, families and communities across are influenced by complicated web of socio-economic factors. While health is of prime importance, it is clear that a comprehensive approach to address the epidemic warrants substantial inputs from the Non-Health Sectors.
Representatives from various ministries, public and private sector companies, industry associations, autonomous bodies, representatives from state governments, State AIDS Control Societies and technical experts in the field will participate in the two-day conference.

MNS:- The Vice President of India, Shri M. Hamid Ansari has said that a majority of elected members of the Lok Sabha in recent years, and even earlier, won on a minority of votes cast in their constituencies. This is compounded by the absence, in our system, of compulsory voting. Thus if a candidate is elected on 30 percent of the votes cast and if the percentage of polling is the constituency is 60, then the positive mandate secured by the candidate is 30 percent of 60 percent, that is, just 18 percent of the total electorate. Such an outcome has a distorting impact on the composition of the elected legislature. This is vividly demonstrated by the vote-share seat-won data relating to all the fifteen Lok Sabhas. Delivering Dr. B.R. Ambedkar Memorial Lecture on “Some Questions on Elections, Representation and Democracy” organized by Dr. Ambedkar Foundation here today, he expressed his concern that the situation is no better, perhaps worse, in State assembly elections with percentage of returned candidates on minority of votes cast going above 70 percent in several cases.
He said that what are the ramifications of such an outcome? Observers have noted that it induces candidates to focus on securing votes of a segment of the electorate and thereby induce, accentuate or reinforce social divisions based on caste, creed, faith or language. For this purpose, and despite formal legal or regulatory constrains, candidates or their supporters do succeed in invoking narrower loyalties to further electoral appeal. The excluded or marginalised social groups “then indulge in strategic voting.” Divisive tendencies and social conflict is necessarily the end product.
Shri Ansari opined that the electoral methodology adopted and practiced by us is the single member plurality system, otherwise known as the First-Past-the Post (FPTP) system. The traditional arguments in its favour are that (a) it tends to provide a clear-cut contest between two or more major parties (b) its working is easy for voters to understand (c) it allows individuals who are not members of a political party to run as independents (d) it tends to produce stable governments and (e) it is likely to produce a strong opposition party. Despite the above, the system is not universal and critics have commented on its limitations. These relate to the (i) disconnect between the vote share and the number of seats won (ii) propensity to over-reward major parties and under-reward smaller parties (iii) likelihood of smaller parties with strong regional base getting a “seat bonus” and winning more seats than their corresponding share of the popular vote.
He said that the basic premise, and requirement, in a democratic election is to ascertain through the ballot the wish of the majority of voters in the constituency concerned. It cannot therefore be argued that the First-Past-the-Post system now in vogue, whatever may have been the compulsions for adopting it, is theoretically valid or practically the most desirable. As a mature democracy, and one in which correctives in the electoral procedures continues to be work in progress, there is a need to debate the representative-ness of the representative regardless of political convenience or administrative constraints. This fundamental corrective in the electoral system can and must be added to other electoral reforms proposed by the Election Commission of India and others and are under consideration of the of the Government, as indicated in the reply given by the Government in Parliament recently. There is also a strong case for accelerating the process.
The Vice President said that we have to concede that the glass of democracy remains half full. We have practiced electoral democracy mechanically without making it fully representative. Our electoral procedures and practices have accentuated rather than diminish social cleavages. We have yet to succeed in eradicating electoral malpractices. We have allowed money power in all its manifestations to distort electoral outcomes. Our political process depicts ideological decadence and a declining observance of constitutional morality. Our society exhibits a disturbing disregard for moral order and public conscience and, in the words of an eminent academic, “the lines between legality and illegality, order and disorder, state and criminality, have come to be increasingly porous.” Are we on a slippery slope? There is, clearly an imperative need for rejuvenating our commitment to the values, objectives and the judicious balance of the Constitution.”

MNS:- K Rahman Khan, the Union Minister of Minority Affairs says that the system to monitor implementation of schemes and programmes for minorities, is being improved to ensure that benefits reach the real targets. Interacting with media here today on the eve of Minorities Rights Day, Shri K Rahman Khan said that Sachchar Committee has stressed on educational and economic backwardness and social conditions of the Minorities. Protecting Wakf properties and developing these for larger benefit of the community is another focus area, the Minister added. India is a country of diverse faiths, religions, cultures and languages. India’s strength lies in diversity of its people. This diversity gives us an opportunity to learn, cultivate and inculcate the essence of unity by caring for our 18.5% minority population comprising about 220 million people. To ensure that every section of the society gets its due share, due care and due opportunity in every walk of life, Indian Government rededicates itself for the growth and development of minorities on the eve of Minorities Rights Day.
Tomorrow is Minorities Rights Day. On 18th December 1992 the United Nations promulgated the “Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities” in order to strengthen the cause of the minorities.
· Ministry of Minority Affairs aims to facilitate growth and development of Minorities of the country by ensuring:
Right to Education;
Constitutional Rights;
Economic Empowerment;
Empowerment of Women;
Equal Opportunities;
Protection and Security under Law;
Protection of valuable assets like Wakf properties; and
Participation in the planning process.
· In order to strengthen the cause of the minorities, the United Nations promulgated the “Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities” on 18th December 1992 proclaiming that:
“States shall protect the existence of the National or Ethnic, Cultural, Religious and Linguistic identity of minorities within their respective territories and encourage conditions for the promotion of that identity.”
“States shall adopt appropriate legislative and other measures to achieve these ends”.
· The mandate of Ministry of Minority Affairs is to ensure a focused approach towards issues relating to the minorities and to facilitate the formulation of overall policy, planning, coordination, evaluation and review of the regulatory framework and development programmes for the benefit of the minority communities. Ministry aims for inclusive development of minorities namely Muslims, Christian, Sikh, Buddhist and Parsis.
· From the current financial year 2012-13 of 12th Five Year Plan, the Ministry further strengthened multi-pronged strategy for development of minority communities with focus on:

Prime Minister’s 15 Point Programme
Multi-sectoral Development Programme
Educational empowerment:
Pre-Matric Scholarship Scheme
Post Matric Scholarship Scheme
Merit-cum-Means Scholarship Scheme
Maulana Azad National Fellowship
Schemes of Maulana Azad Educational Foundation (Maulana Azad National Scholarship for meritorious girls; Grant-in Aid to NGOs for development of Educational Infrastructure)
Empowerment of Minority Women:
Scheme of Leadership Development of Minority Women started from current financial year.
Economic empowerment:
Schemes of National Minorities Development and Finance Corporation (NMDFC) namely, Term Loans, Micro-Finance, Educational Loans which provide loans at concessional interest rates to minorities.
Strengthening of minority institutions:
Scheme for computerization of State Wakf Boards.
Achievements during 2012-13:
Under Prime Minister’s New 15 Point Programme for Minorities, 269770 houses under Indira Awas Yojana sanctioned.
Rs. 171960.71 Crore extended to minorities under Priority Sector Lending.
Under Multi-Sectoral Development Programme, Rs. 389.96 Crore have been released till date for construction of 4519 IAY houses, 106 Health Centres, 1081 Anganwadi Centres, 14293 Hand Pumps, 19 School Buildings, 613 Additional Class Rooms, 27 ITIs, 11 Polytechnics and 77 Hostels.
Rs. 438.93 Crore released for Scholarships.
Implementation of Scheme for Leadership Development of Minority Women started.
Rs. 69.78 Lakh released to State Wakf Boards for computerization of records.
25 State Wakf Boards have established Central Computing Facilities.
Maulana Azad Educational Foundation has increased the number of meritorious girl students to 25,000 for award of Maulana Azad National Scholarship.
Loans for Rs. 133.25 Crore disbursed to 32374 minority beneficiaries by NMDFC.

IMPHAL, December 18:  The four day long District Youth Convention Chandel organised by the Nehru Yuva Sangathan, NYK Chandel was inaugurated on December 16 at the Eastern Shine School, B Block.

Meanwhile, functional president Jackie Ruivah spoke on the activities and action plan of the NYK programme.

She also said that several communities have been residing together at the border town and further expressed her desire to see the people live in peace and in unity.

IMPHAL, December 16: Alleging that the state government has failed to pay them their salaries since they had joined their duties at their respective stations, representatives of 43 Grade IV MHS doctors who have been appointed as Medical Officers in the state have today convened a press conference.

Speaking to media persons at the Manipur Press Club today, spokesperson Dr Kh Robindro said 217 doctors were appointed by the state government in December 2011 through the MPSC.

They were offered their posting places in April, 2012, he said.

He further claimed that out of the 217, 68 of them were posted at offices without proper office buildings while some in fact do not exist at all. He also said that they are still to get their first salaries.

However when the 68 doctors inquired with the Principal Secretary (Health) and Health Director, they informed them that due to the unavailability of their Employee Identification Number, the government cannot sanction their posts and as such they cannot receive their salaries, he said.

In the meantime, 25 of the 68 remaining had recently received their EINs and as such started to get their salaries, he said.

The 68 are posted at Imphal West District Hospital, Imphal East District Hospital, CHC, Napetpalli, Jiribam Hospital, Dispensaries at Khuman Lampak, Tulihal Airport, CM Secretariat and Raj Bhawan, he said while alleging that there this offices do not exist and as such they could not get their Employee Identification Numbers.

He said the doctors demand their EIN, salaries and places where they can work.

IMPHAL, December 16: Zenith Academy director, Soraisham Manaoton Singh distributed five bags of rice, one bag of dal, one bag of potatoes and a tin of edible oil each to two orphanages and a home for the mentally challenged today.

The orphanages are The Hope Home Imphal for girls, Tera Loukrakpam Mayai Leikai, Children Home, Kabo Leikai and The All Manipur Mentally Handicapped Persons Welfare Organization, Mongshangei.

Today’s distribution was made from the amount of Rs 10 lakh given by the state government for producing the CBSE topper Md Ismat Khan, the director said to media persons.

He further said to the orphanage inmates that they should not worry about anything and assured that Zenith Academy will always be there for them.

The Hope Home Girls has 21 girl inmates, The All Manipur Mentally Handicapped Persons Welfare Organization has 120 students and the Children Home, Kabo Leikai has 30 boy inmates.

Administrative officer, Zenith Academy Soraisham Premila and other officials of the school attended the visit.

IMPHA, December 16: The proscribed United National Liberation Front has said in a statement that the outfit will never allow any community or ethnic group’s unreasonable demand to create misunderstanding between the different communities and result to breaking up Manipur.

The statement has said India has been relentlessly trying to suppress the indigenous people of the region after ‘annexing’ WESIA. Such tactics of India trying to differentiate amongst the indigenous communities of the region has led to struggles to liberate the region.

It is time for the people of the region to understand the ‘Divide and Rule” policy of India, the statement said.

It continued that India’s main objective is to encourage division amongst the communities by encouraging interest of certain communities and thwart any effort for a collective and united struggle from the communities of the region.

It has said that India’s efforts have been successful to an extent as several armed movements have been ended in negotiations under India’s Constitution with demands for ‘Alternative arrangements’ and ‘homeland’.

The statement has further said that it is time for all the different communities of the region to understand that encouraging the single community based interest will only mean the it will be impossible for the smaller communities to survive.

IMPHAL, Dec 16: A one day free eye care camp was held today at the Thangmeiband Athletic Union office jointly organized by Lion and Lioness club of Manipur and Mayai Lambi club Manipur in collaboration with the District Blindness Control Society, Imphal West and THAU Health Care and Fitness Centre. 

“The free eye camp is being organized as a part of the 1st anniversary celebration of THAU Health Care and Fitness Centre, which fall on December 22. The centre along with the Lions and Lioness club is also trying to organize medical camps of different diseases on every Sunday in the days to come,” said Dr Arunkanta, vice president, THAU and chairman of THAU Health Care and Fitness Centre.

Around 150 patients from the surrounding areas were treated in the today’s free eyes camp.

The ten-day long 21st Imphal Book Fair in its 21st edition has begun at Hatta Kangjeibung and will go on till December 24th. An annual event now, the book fair organized by the State Central Library, Imphal in collaboration with the Raja Ram Mohan Roy Foundation, Kolkata is fast becoming an exercise for students and aspirants for various competitive examinations in the state to buy course books. Despite the presence of 23 book firms from outside the state and over 20 odd local firms this year, chances are that the number of book lovers thronging the fair and buying books will still be low. In fact, there has also been a visible trend of a decrease in the number of people visiting the fair and purchasing books other than text or course books while it is common to hear the popular lament that the reading culture in the state is decreasing.

The ‘lack of a reading culture’ in Manipur may well be a mere assumption without any standardized study on the reading habits of people in Manipur. There would have a to be a mapping of which age group reads what, how much and whether they buy books and if so, from where. Without such a study, it would be wrong to say that there is no reading culture in the state and that people are not buying books.

Interestingly, the NBT (National Book Trust)-NCAER (National Council of Applied Economic Research) Study on ‘Reading Habits of the Literate Youth of North-East India’ released in November this year said that 43 percent of the youth in the North Eastern states are readers. Amongst the states in the region, Assam had the lowest number of leisure book lovers (39%) while Mizoram had the highest percentage at 62%. Manipur ranked second with 52% with Nagaland at 47%. The lack of reading amongst younger children across the region was also flagged off with children preferring to watch television.

The survey did not mention specifics of book reading and book buying in the region, including figures on reading language books which would include those written in Manipuri Bengali script and others written in local dialect form using English alphabet. But older people with access to online bookshops are buying books at far cheaper rates than bookstores will every give; with free shipping thrown in. There is also the matter of language book reading that deserves some serious thought. Yet again, only a proper study would be able to zero in on the exact figures but it would be safe to say that the figures would not be much. Poorly bound language books with lackluster book covers, topped with no marketing strategy or publicity can be no match for glossy books marketed with zeal on every social media and traditional media forums.

Meanwhile the switch in the script being followed in the state also means that the few amongst the older generation who are reading books in Manipuri Bengali script and not used to reading in English, which is the common reading medium for younger people; will not be able to read in case these books are brought out in the Manipuri script. On the other hand, younger children who are learning the Manipuri script in schools now will all have to miss out on the entire literary legacy that is now in Bengali script!

There is a serious need to take due steps towards promoting books and the habit of reading for different age groups in the state. Reading clubs should be encouraged at Schools and Colleges with appropriate books for different ages and classes so that young people turn to books more than they do to the television. Publishing firms in the state need subsidies so that they are able to invest in more writers while authors would need to get out of their comfort zones and reach out to potential readers. So long as books remain limited to a certain set of people, there can be no popular demand for them. As for the ongoing Imphal Book Fair, not many people would find value in stepping out in the winter chilled dusty ambience at Hatta Kangjeibung, face parking issues, pay an entry fee and then get marginal discounts on books. A ‘meet film artist’, a ‘meet Shumang Leela Artist’ at the Imphal book fair might just get a curious crowd but would they buy books as well? An increase in the discount on books might just be what it takes, considering that customer is king.

There is now a call to shun the forthcoming Orange Festival and it is not without reason. Any festival sponsored and organized by the state cannot be without reason and without a cause; it can never be festival for the sake of it. The festival should definitely have a cause and be a movement to sustain a spirit for enhancement of lives. All these cannot happen in a vacuum and should necessarily be founded on a commitment of the state to transform society and economy for taking the well-being of people on a higher pedestal. This has not happened in the case of the Orange Festival and hence the expected angst of the people whose well-being has not been taken forward at all despite the annual festivals. This has not been only in the case of this, but has rather has been the marked feature of every functioning of the state in Manipur. This does call for an introspection to identify the missing element which makes the repetition of such experiences a routine one. The social impact of this is also visible in the recent involvement and arrest of a police officer and army personnel in connection with harassment of civilians to extract money and other belongings; thankfully in this we see a remarkable improvement in the police administration of the land as exemplified by the arrest of the involved police officer in real time of the notice of the event. 

In the introspection process, I must admit that enjoying the Nupi Lal drama recently on 12 December has been a wonderfully learning experience. I am not a student of History and indeed very poor at that. Besides, I have never earlier witnessed the dramatization of the remarkable social event of Women’s War in Manipur. But this time I did. Ohh! I cried profusely! I am not qualified to comment on the historical component of the show, but I would not restrain myself from expressing the feelings on the social characters epitomised by the drama.

First, the drama conveys very strongly the existence of a very rooted nation at that point of time in history in spite of the presence of British authorities on the soil. Second, it manifests the presence of a group of people identified with the nation and thus nationalism. Third, there is ample evidence of a presence of a vibrant spirit to sustain the nationalism. Now these are not characteristics which can be evolved and established overnight. It definitely must have taken centuries to create a society with these qualities and the unstinted efforts of the forefathers and the kings (includes queens). These qualities would not die easily, and the global presence of Manipuris today in different spheres of activities and walks of life is testimony to the continued strength provided by these social qualities.

But we are now facing a genuine social problem here. In the historical period we could observe the polity-wide presence of these qualities and the benefits out of it were at the level of the masses. An individual could prove himself in the social context itself. In the language of Economics, what was experienced was the possibility of rise in the social marginal benefit without compromising the well-being of an individual. The atmosphere of social competence for each individual endeavouring to excel was sustained in a nice way. However, today the picture is altogether different. This atmosphere is fast disappearing within the social context prevalent in Manipur today. Besides the remnants of the historical qualities are to be searched at the individual levels rather than social and in the individual display of excellence in a context outside of the home society.

The question before us is why such a situation has arisen today. The spirit of nationalism and coupled by the collective commitment of the people to sustain it are divine qualities. These should continuously be nurtured and allow to evolve from one level to another for ensuring forever forward movement of society. But unfortunately two things have happened in the post 1949 scenario of Manipur. First, there is the non-evolution of an Indian state alive to the demography, culture and geography of post-1949 India. It should have been in the fitness of things for the Indian state to sustain the positive social qualities of Manipur and allow these to strengthen the generation of a powerful Indian nationalism. Instead of this, the approach of the Indian state has been to view these qualities as rather anti-Indian elements. This is the natural fall-out of the base failure of the Indian state to adopt a policy of nation-building till today, and following a policy of control, dominance and subjugation. The earlier spirit has not died completely and a new one has not emerged either. But the emerging gap provides a horrendous opportunity for social and political sharks to push for personal agenda.

Secondly, there are the lapses contained in the polity prevailing in Manipur today particularly in so far as they relate to the character of the dominant political class. There naturally have emerged individuals who can capture the gap and visualise the opportunities for enhancing private marginal benefits at the sacrifice of social marginal benefits. They can easily play the trick of following the orientation of the Indian state without in any way serving the cause of it, and in the process push for personal aggrandisement lock, stock and barrel. This group of individuals is conversant with the inherited social characters of Manipur, and adept in playing with the spirit of Manipur. The ruling political class of Manipur is now supplanted by a group of contractors equally manipulative in cashing on the prevailing circumstances.

The chaos in Manipur today and the rising decline of the youths on their expectations on the future of Manipur are natural results of the play and interplay of these two forces. But this definitely is not a sustainable route for advancement. The state should change her character and acquire new abilities founded on the endogenous qualities of the society of Manipur. Only then can we hope for peace and development.
