MNS:- The Indian Meteorological Department (IMD) under the Ministry of Earth Sciences has operationalised its location specific nowcasting weather services through Earth System Science Organization (ESSO)-IMD across the country. This includes the web based inputs. Under this service activity, that covers 117 urban centres currently on experimental basis, nowcast of severe weather (Thunderstorms; heavy rainfall from lows/depressions over the land) in 3-6h range is issued. Origin, development/movement of severe weather phenomena are regularly monitored through all available observing systems (Automatic Weather Stations-AWSs; Automatic Rain Gauges-ARGs; Doppler Weather Radars-DWRs; Automatic Weather Observing Systems-AWOS; satellite derived wind vectors, temperature, moisture fields etc.) are assimilated to generate predictions (prepared both in text as well as in graphical form) on 3h time range. Web GIS rendering of the nowcast products is implemented for enhanced spatial representation of the severe weather intensities associated with warnings.
With the commissioning of the state-of-the-art observing (675 Nos. of AWSs; 955 Nos. of ARGs; 15-DWRs), monitoring/early warning and data visualization/information processing and communication technologies under the Phase-I of the modernization of IMD, several manual operations have been fully automated. All the manpower that was engaged earlier for such manual operations have been provided due orientation, training and skill development opportunities not only to attain appropriate operating skills of advanced technological platforms but also contribute efficiently to the quality enhancement through customization of sector specific warning and forecasting services.
Commissioning of the High Performance Computing (HPC) system at the ESSO-National Centre for Medium Range Weather Forecasting (NCMRWF) and ESSO-IMD has provided opportunity to assimilate satellite radiance data in to the global/regional forecast systems and to enhance the spatial resolution of the global forecast systems from about 50km grid scale to about 22km grid scale. The performance evaluation of the new global forecast system has demonstrated enhanced forecast skill quantitatively.
In order to capture the characteristics of the severe weather in real time, state-of-the-art 24X7 monitoring system comprising 14-DWRs, located at Agartala, Chennai, Delhi-Airport, Delhi-Lodi Road, Hyderabad, Jaipur, Kolkata, Machilipatnam, Nagpur, Patna, Visakhapatnam, Lucknow, Patiala and Mohanbari is made functional. DWRs at Mumbai and Bhuj are undergoing site acceptance tests while it is under commissioning at Bhopal. DWRs commissioning is put on hold at Goa, Paradip and Karaikal for the want of clearances from the Ministry of Defence that is under the consideration of Committee of Secretaries (COS).
Commissioning of DWR network covering the whole country would have to happen in a phased manner in view of the various factors such as site selection; site survey for height of line of sight of locating the antenna; available/emerging technology variants for their suitability as per terrain variability based frequency of operation over hill states and NE States etc. Despite the above, the Government is committed to set up and enhance gradually its observational network of DWRs, AWSs, ARGs, etc. for monitoring abnormal weather patterns and upgrading its forecasting capabilities, so that advance warning can be provided to National Disaster Management Authority (NDMA), Ministry of Home Affairs, and Ministry of Agriculture to tackle the impacts of the adverse and extreme weather phenomena.

Imphal, Jan 23: Security Forces of the Red Shield Division averted a major untoward incident by timely detection of an Improvised Explosive Device (IED) which was planted under a culvert on the NH-2 near Sunusiphai. The improvised explosive device was detected by the road opening party of Army at around 0645hr on 23 Jan 13. The entire area was cordoned off and the vehicle traffic was diverted. The Army
IED team was immediately rushed in from Leimakhong which destroyed the IED in situ at around 1130hr on 23 Jan 13 without any collateral damage.
Based on specific information about movement of ZUF cadres in Khumji Bazar, Security Forces of the Red Shield Division established a vehicle check post from 1900 hrs on 22 Jan 13. When a motorcycle with registration No MN 01 C 0004 was stopped, the pillion rider hurriedly jumped off to get away into the jungle along the ljai river. The security forces pursued the fleeing individual and apprehended him. The apprehended individuals were identified as Aihom Remroi (pillion), Self Styled Joint Secretary of ZUF, age 31 yrs, , r/o Balwa, Dist Tamenglong and joyful Bariam (rider), age 29 yrs, s/o B Jing Kamang, r/o Haochong. The apprehendees have been handed over to Imphal West Police Station. Aihom Remroi joined the ZUF in the year 2011. He was previously the General Secretary of All Inpui Student Union from 2006 to 2011 during which he came in touch with joyful Bariam alias Daniel. Aihom Remroi has been instrumental in recruiting cadres in the ZUF and is a senior civilian functionary of the ZUF. Civilians of Nonei had gathered around the Army Post at Nonei after the individuals were apprehended at around 2000hrs on 22 Jan 13, however the crowed dispersed when the police arrived and credentials of the apprehendees were established.
An eye catching display of advance weapons has been conducted on 23 Jan 2013 by 40 AR, at No 1 (M) Air Sqn (Flg) NCC, Imphal as the part of Annual Training Camp –II (2012-13). The idea was to give wide exposure to the cadets about the functioning of advance weapons systems. The display was conducted under supervision of Maj Yuvraj Garge and Capt Ajit Pal Singh of 40 AR.

IMPHAL, Jan 23: Kuki State Demand Committee (KSDC) in addition to its already announced plans of agitation, a ‘public curfew’ in all the district headquarters and subdivisional headquarters of the Kuki inhabited areas will be imposed on the Republic Day.
KSDC information secretary George Guite informed NNN that the ‘public curfew’ will be imposed from 5 am to 6pm on January 26. The KSDC has appealed all the Kukis to extend their solidarity to the agitation in the interest of the Kuki community.
Meanwhile, announcing specific areas where the KSDC will impose the public blockade from January 24 evening, George Guite said the public blockade will be imposed on Imphal-Moreh road, Imphal-Senapati road, Imphal-Jiri road, Imphal-Ukhrul road, Imphal-Churachandpur road and Imphal-Chandel road.
Media, water suply, medical related transport, electricity and other essential services will be exempted from the purview of the agitation, said George Guite.
It can be noted here the KSDC has been demanding for the immediate starting of political dialogue with the Kuki militant outfits.
