IMPHAL, July 13: The ban imposed to the villagers of Heirok by the proscribed UNLF and KYKL with regard to setting up of special police officers in the aftermath of a firing incident at Heirok village in 2008 has been lifted.
A joint statement of UNLF and KYKL said that the unfortunate firing incident sparked furious sentiments amongst the Heirok villagers and they demanded the state government to give arms and ammunitions to fight the revolutionary groups.
It further said that the UNLF and KYKL tried to persuade the villagers not to take such drastic measures against the revolutionary movement of the state. But they went ahead with the formation of special police officers under the influence of the Indian colonialists.
The ban has been lifted in view of the present crucial scenario in Manipuri society. The Indian Supreme Court also made the special police officers of Chhatisgarh unconstitutional. It is high time for the people to understand the true reality and move together to achieve the goal of “Liberated Manipur”, the statement added.

IMPHAL, July 13: Since the past couple of years several households in Ukhrul town are facing acute water shortage. Sadly, the sole water source located at Shiroi hill in Ukhrul is in critical state agreed many leaders of several civil organizations and NGOs based in Ukhrul at a one day district level consultative workshop for Manipur state action plan on climate change.
The workshop was organized by O.P.F Ukhrul in collaboration with All Manipur NGO forum under the sponsorship of state nodal department for climate change action plan. Its objective was to bring a collective understanding and grass root participation of local inhabitants in relation to climate-change issues prevailing in the state for drafting a state action plan.
Many leaders during the consultative workshop opined that a need for long term policy on water conservation and preservation need to be addressed in due course of time. Citing the imposition of tax on timbers by the concerned authorities on locals, one elder opined that such imposition of taxes to locals is unwarranted as the concerned department of the government failed to provide even a sapling to them as a step to protect and conserve forests till date.
Many leaders during the workshop highlighted several major environmental issues. One of the leaders decried the Mapithel dam, which will be functional in a short time, claiming that it will submerge a huge area of cultivable lands under water compromising the live of many poor villagers. Out of ten villages inhabiting in the dam site, 6 villages will be totally displaced owing to rising water level. The water stored in the dam will be supplied for domestic consumption to meet the demands of local populace of Imphal valley reducing any significance for them, he said. Several elders during the workshop expressed that a food park needs to be set up in Ukhrul.
The one day consultative workshop was held at conference hall of Tangkhul Theological Association located in Hanleikhong,.
Dr. Brajakumar Singh, research officer, state nodal department, government of Manipur Environemnt and ecology wing and Kh. Chinglen, assist. general secretary All Manipur NGO Forum attended the function as the resource persons. The workshop was attended by leaders of many NGOs and civil organizations of Ukhrul.

IMPHAL, July 13: The year long state level open quiz competition that focused on creating awareness and educating on drug abuse and HIV/AIDS concluded today at the Iboyaima Shumang Leela Shanglen. The mega final round on the theme “Health Unity & Prosperity” was contested among four pairs. L. Sanatomba and R.K Sanatomba emerged the winners.
The event was initiated by the All Manipur Anti-Drugs Association (AMADA) under the sponsorship of SASO, MNP+ and KRIPA Society among others.
Today’s grand finale was attended by director of social welfare department G. Satyabati as chief guest, vice-president AMADA Y. Sundari Leima as president and deputy director of Manipur State Aids Control Society Dr. L. Tomcha as the guest of honour. The expert panel for the finale consisted of Advocate A. Tejkumar, president All Manipur Journalist Union A. Mobi and psychiatrist at Bishnipur district hospital Dr. H Angomcha.
A memorandum was later submitted to G. Satyabati by Sundari Leima which contained a proposal for establishment of a model de-addiction home at Mantak village which is now a drug free village, according to AMADA.
AMWJU president A. Mobi regretted the attitude of some media persons perceiving AIDS menace as just news material and not as a social issue. Dr. Agomcha said that many drugs that are commonly abused are freely available in the state despite the drives to reduce their presence. He stressed the need to tackle substance addiction through proper combination of medical treatment and rehabilitation.

IMPHAL, July 13: Security forces claimed to have arrested at least three militants including two women in separate counter-insurgency operations launched since yesterday.
In the first incident, the Imphal west district police commandos arrested two women activists of the proscribed KCP (MTF) from different spots.
A police statement stated that acting on credible information a police commandos team arrested a woman from Mayang Langjing bazaar identified as one Lourembam Sanathoi Devi, 38, w/o L. Shobachandra Singh of Mayang Langjing Taning Mayai Leikai at around 2 pm yesterday.
On spot verification, she disclosed that she had been assigned to extort money from Mayang Imphal Langjing G.P under the instruction of Pari Singh. A mobile handset was seized from her possession, it said.
In the follow-up action on the same day, police commandos further arrested another active woman member of the outfit identified as one Konsam Ibemcha alias Narmada Devi, 27, w/o K. Rodindro Singh around 2:30 pm from her residence at Mayang Langjing Taning Makha Leikai.
On spot verification, she disclosed that Pari was known to her for the last 10 years and she helped him in extorting money from Mayang Langjing G.P members. A mobile handset was also recovered from her, the statement added.
In the meantime, a statement of the PRO IGAR (S), stated that troops of 23 Assam Rifles of 10 Sector under HQ IGAR(S) apprehended a KCP (Lanheiba) cadre, Kaisham Manglemba alias Manaobi, 25 yrs, s/o K Tolapishak Singh of Thamnapokpi Makha Leikai. He was later handed over to Lamlai police station.

IMPHAL July 13: Federation of Indigenous Societies (FRIENDS) has appealed to all elected members of the Manipur Legislative Assembly to announce their stance on implementation of the Inner Line Permit system in the state.

IMPHAL, July 12 (NNN): An activist of KCP (Moramba) who doubled up as an active army man was arrested by police in Bishnupur district last week.
Thirty-one-year old O Indrakumar alias Tamphasana from Ningthoukhong Khakhunou in Bishnupur district was arrested on July 9 from a bus stand, said police source.
The source further added that Bishnupur police arrested him during a frisking and checking operation following a reliable input that a KCP(Moramba) activist Tamphasana was in the vicinity planning subversive activities.
During interrogation he revealed his identity as an active serviceman of 23 Assam Rifles bearing rifle no. 5000449 and currently posted at Yaingangpokpi post in Ukhrul district.
On earlier interrogation he identified himself as O Indrakumar aka Tamphasana while also revealing that he had joined KCP (Moramba) in the first week of April in 2011 through M Amu aka Somorjit aka Amuba.
He was reportedly invoved in extorting money from several persons and functioned as a project officer of the party.
According to his revelation, a strict instruction was given to him to route the extortion money through an SBI account to Moramba who stays in Gawahati.

IMPHAL, July 8: An irate mob, today ransacked a house belonging to a 55 year old man who has been accused of attempting to rape and sexually abused his 16 year old niece since the past few months.

The locality which is situated at Sagolband area also served a quit notice today to the accused who has been identified as one Yumnam Rajen, 55 alongwith his entire family from the locality.

Sources said the victim’s parents had been separated and she had been staying with her father, stepmother and grandmother.

The source also added that the victim and the accused were also neighbours.

According to the victim, the first incident happened about five months back when the accused who is married to her own aunt (father’s sister) took her to a room at hotel Nirmala on the pretext of some work.

The accused made her work on a laptop inside the hotel room and jump on her from behind and attempted to rape her, when the victim protested and attempted to shout the accused however warned her that both of them would be in serious trouble if she make any commotion in the hotel, which quieten the girl. The accused further threatened her with her life and to commit suicide himself by consuming poison if she spoke about the incident to anyone, the girl further informed.

However afraid that she might make a commotion in the hotel which could lend him in serious trouble, the accused refrained from making any more attacks.

Further according to the victim, since the first incident at the hotel, Rajen has been monitoring her every move and had even started dropping and picking her during her matric examination.

The restless and worried girl finally broke her silence and informed about the incident to her grandmother a week ago, who later informed the wife of the accused after which a fight broke out between the two with the wife even trying to leave his house

Owing to the her disclosure an infuriated Rajen tried to beat the victim girl who managed to escaped and reached her mother’s house with the help of a friend.

However the accused even came there but the victim’s mother came out and a quarrel broke out between her mother and Rajen after which the accused Rajen made a hasty retreat.

Later on at about 9:30 pm when the news was out in the open, few people of the locality gathered before the accused house and began rampaging through his property. At about 1 in the morning, the accused surrendered before the police fearing public backlash.

The public continued the rampaging of the house of the accused till early today morning.

A meeting today of Maisnam Nongthem Leikai Development Club resolved that the accused should be banished forever from the locality with his family for his sexual misconduct and any body who try to provide any sort of assistance will meet the same fate as the accused and his family.

IMPHAL, June 7: A suspension bridge on the Chamu River at Chalou village, under Chingai sub division, Ukhrul district was today inaugurated by Brig Narendra Kumar, DIG 17 AR in a simple function held this afternoon.

The Ukhrul district, Deputy Commissioner, Ashok Kumar who presided over the function praised the nearby villagers, contractor involved and the personnel and officers of 17 AR for timely completion of the bridge.

He further stated that due to want of contractors, the construction of the bridge has been delayed, however after the project had been allotted to the present contractor, the bridge has been completed.

Narendra Kumar, DIG while speaking on the occasion stated that the completion of the bridge will help villagers of 11 villages including that of Chalou village in maintaining the contact between the villages.

He further expressed his gratitude to the contractor Amarjeet; commandant of 17 AR and the nearby villagers for the timely completion of the bridge.

Nearby villagers also expressed their gratitude to all concerned including the 17 AR and contractor Amarjeet for the completion of the bridge.

IMPHAL, May 30: The women bodies of Pallel areas under Chandel District have expressed their serious concerned over the ever increasing illegal smuggling and selling of drugs in Chandel district and Pallel areas.

A joint press statement issued by Chingtam Nupi Lup, Pallel, All Tribal Women’s Organisation (ATWO) Chandel District, Mahila Mandal Pallel mentioned that hundreds and thousands of youngsters are becoming victims of these narcotic drugs. Parents and guardians are crying to save their children from the from the drugs. The society is polluted and the future of the youngsters is on the verge of downfall and destruction due to the presence of large numbers of drug smugglers and sellers.

It is also mentioned that the organizations have been working hard to find out the ways and means to checked illegal smuggling and selling of drugs in Pallel areas and Chandel district. Action Plan has been contemplated to take strong action on whoever found guilty including eviction of places of illegal activities, expulsion from the locality, handing over of the culprit to the authority concerned for taking befitting action etc.

The joint statement further mentioned that, the organizations hailed the BSF for arresting Winson Shinglai of Yeason village, Ukhrul District and presently staying at Island village near Pallel with drugs worth lakhs of rupees. He has been suspected by the people since a long time back but could not do anything due to lack of evidence, it maintained.

It has further stated that he is one of the main smuggler of drugs not only in Chandel district but to the whole part of Manipur. He pretended to be a driver of the vehicle where drugs were recovered by the BSF. But he drives to smuggle drugs to different parts of the Manipur and even to Dimapur and Nagaland as per the findings made by the organizations, it maintained.
The statement also mentioned that, Winson Shinglai should be tried in the court of law and he should imprisioned to life if not be hang to death. because it is better one man die instead of thousands of youngsters to be perished.

It is also mentioned that, moreover the organizations also hailed the recent arrest of MK Ringneihoi w/o Parpa Samson Chothe of Chothe Khunou presently residing at Pallel Bazar by the Manipur Police Commandos for smuggling and selling of drugs. This couple had been on the trial by the public of Pallel for their suspicious movements, it added.

The joint statement further appeal and seeks the cooperation of the public and law enforcing authority and to conduct frequent raids at the suspected places, including residential houses, shops etc to check and control the menace of growing illegal trade of drugs in Pallel bazaar and Chandel district to make their places and drug free zones.

The joint statement also reminded the concerned shop owners and Pharmacists to stop selling of illegal drugs items like Kores, Erax, Dendrite etc and any other harmful substance from June 6 next month in Pallel bazaar areas and the joint organizations have also decided to conduct raids in the shops and suspected places and any shopkeeper including including pharmacists, individuals are found selling, keep stocks or having possession of any narcotic drug items, they will be given strong punishment as desired fit by the organization and there will be no further warnings or excuses the release added.

IMPHAL, May 30: An official statement issued by the army has stated that troops of 4/8 Gorkha Rifles of Logtak Brigade under the Red Shield division along with a team of Bishnupur Police commandos has apprehended one over ground worker of the proscribed PLA from Bishnupur Bazar today.

The individual has been identified as Ngangom Tomba Singh, 46, s/o Ibotombi Singh a resident of Yumnam Khunau, District Bishnupur.

The release said that he was involved in collecting extortion money from the villages of Bishnupur district and transferring funds to one s/s second lieutenant Oinam Diren (s/s district commander of Bishnupur district), who was earlier apprehended by the Imphal (West) Police Commandos on May 26, 2011.

He has been handed over to the Bishnupur Police Station, it further added.
