IMPHAL, August 25: The Regional Institute of Medical Sciences (RIMS) has submitted a counter affidavit before the division bench of High Court of Manipur, in connection with a PIL regarding the erection of churches within its compound.

On the other hand, both the State of Manipur and the Union of India, both respondents of the PIL have failed yet again to submit their counter affidavits, and instead pleaded for more time, which has been granted by the court.

RIMS submitted the affidavit before a division bench comprising of Chief Justice Laxmikant Mohapatra and justice N Kotishwar, today.

Advocate Nirmolchand appeared before the court on behalf of RIMS while public prosecutor cum government advocate RS Reishang represented the State of Manipur and advocate Rupachandra represented the Union of India.

The Lamphel Rongmei Baptist Church (LRBC) represented by Namga Gangmei, pastor, RIMS complex, Lamphel, Imphal and the Lamphel Baptist Church (LBC) represented by K Jenishing, Pastor RIMS complex, Lamphelpat, Imphal, had submitted their affidavits recently.

Th Manihar Singh represented the case on behalf of the petitioner.

It may be recalled that the PIL was filed before the High Court of Manipur against illegal encroachment inside the RIMS complex referring to a Supreme Court’s ruling against erection of religious structure on educational institutes owned by the government.

IMPHAL, Aug 25: The People Platform Secretariat (PPS) has strongly condemned the forcible re-arrest of Irom Chanu Sharmila under the same section 309 of the India Penal Code, attempt to commit suicide after she was released on August 20 by an order of the Manipur East Session Court ruling that authorities had failed to establish that Irom Chanu Sharmila had intended to commit suicide and stated that her protest was a political demand through a lawful means.

According to a release of PPS, it strongly condemned the manner in which she was arrested by the police like a criminal. The PPS also questioned regarding the arrest of Sharmila under the same section of 309 IPC which the court had dismissed.

Furthermore, the PPS has strongly demanded that Irom Sharmila be released immediately without any condition and allow her to move freely like any other citizen of India.

A special investigation team must be established to investigate into police excess arresting her and on the official who ordered the re-arrest of Sharmila, disrespecting the court’s order.

It also demanded that Armed Forces (Special Powers) Act, 1958 be repealed. The organisation also sought an answer to questionable logic of allowing the erection of a statue of Mahatma Gandhi, the champion of non-violent hunger strikes in the vicinity of UN, Geneva, while in the same breath restricting Sharmila from fasting in the footsteps of Gandhi and for the cause of justice, and arresting her on criminal charges, it said.

A press release of the North East Dialogue Forum has also strongly condemned the re-arrest of Irom Sharmila by the government with the kind of brutality, cruelty and inhumane manner after she was released by the court.

The Forum has stated that it is unable to understand the reason for arresting Sharmila like a criminal after the court has ruled that authorities had failed to establish that Sharmila had intended to commit suicide and stated that her protest was a ‘political demand through a lawful means’.

It further questioned why the Government of India is still imposing the AFSPA when the International and UN bodies have termed clearly that AFSPA is a security legislation to be imposed in times of war, it said.

Talking to the media, DH Gaikhemmei, treasurer of Jadonang Death Anniversary Park Committee has said that the drive was organised as a mark of paying tribute to Haipou Jadonang who dedicated his life for the progress and upliftment of his people.

He further said that the statue of Haipou Jadonang could not be completed on time for this upcoming death anniversary.

However, it was told that it will most probably be completed in the month of November or December.

DK. Thangboi, addl DC Kangpokpi and Dr Jangkholun Touthang, Sr medical officer i/c, CHC, Kangpokpi attended the inaugural function as chief guest and president respectively while Haokholun Chongloi, secretary, Kangpokpi Town Committee attended the function as guest of honour.

Dr Len Kamkhosat Khongsai, district malaria officer, Kangpokpi and other department officers were also on the dais apart from leaders of various CSOs, ASHAs, students and the public who also attended the occasion.

DC Kangpokpi while adding that depending on other can be avoided when the people are make aware and instigate the necessity and importance of consulting doctors on time in their mind.

Elucidating his statement the addl. DC continued that most of the people in the state particularly people living in the hill districts consult doctors or approach hospital only when a person is in the deteriorating condition which render the doctors a limited time to save or cured the patient.

He further said that another bad habit of the people is taking medicine in their own knowledge without consulting doctors while they have little concerned about the outcome of this habit.

The addl DC, who is also the chairman of the District Vector Borne Disease Control Society, Kangpokpi stated that Malaria is one of the serious public health problems in India while pointing out that at the time of independence it contributed 75 million cases with 0.8 million deaths every year prior to the launching of National Malaria Control Programme in 1953.

He also said that a countrywide comprehensive programme to control malaria was recommended in 1946 by the Bhore committee report that was endorsed by the Planning Commission in 1951. Since then the national programme against malaria has a long history, he added.

“Don’t works with an intention of earning acclaim from other rather work sincerely, honestly and faithfully so that everybody will honour and praise you”, advised Dr Jamkholun Touthang, Sr. MO i/c, CHC, Kangpokpi to all medical personnel while speaking at the function.

He further counsel that give cooperation and support to your superior and served the people which is equally equivalent to serving God.

While he appeals the general public to render cooperation towards the ASHA, who works in the grassroots level the Sr. MO i/c stated that ASHA contributed the most important role in medical sector.

Haokholun Chongloi, secretary of Kangpokpi Town Committee while lauding the organisers declared that it is a privilege for the people of Sadar Hills to have such important programme for the welfare of the people.

Dr Len Kamkhosat Khongsai, district malaria officer, Kangpokpi maintained that everybody knows about Malaria but often do not realize that the disease has not loosened its grip on our country while adding that it is the aim of the District Vector Borne Disease Control Society, Kangpokpi to enhanced awareness about the disease and encouraged community participation in the control programme and also to lower its burden on our Nation.

The malaria officer pointed out that it is especially dangerous in pregnant women since it can lead to the baby born with low birth weight eventually leading to its possible death.

He continued that the newest drug therapies being used in India include a combination of drugs namely Artemisinin based combination therapy (ACT) and it is preferred over conventional therapies because it offers a number of benefits while adding that if one drug fails to act the other drugs will definitely work and it also helps reduce the chances of the condition recurring while it is also less likely for the parasite to become resistant to it.

While the new policies have been employed in high risk areas such as Northeast states Artemisinin based Combination therapy with Artemether Lumefantrine (ACT-AL) has been introduced from this year, added the Malaria Officer.

At this phase our definition of success must shift from live saved to case detected continued Dr. Len Kamkhosat Khongsai while pointing out that case detection is an important step forward on the path to eliminating the disease.

Emphasizing the necessity of community participation in the programme the Malaria Officer stressed the need to reduce Malaria by taking fever cases to health care personnel and recommended the people to keep their surrounding clean while using mosquito net and remove stagnant water from their surrounding as mosquito breeds in water.

He further pointed out that in 2013 four positive cases of Malaria had been detected in Sadar Hills alone while three of them were Pv+ve and the other one Pf+ve and among the four cases three were founded to be imported case.

Recently two cases of Malaria were detected from in the district. One from Phainom village and other from Dolang Khunou in March and July respectively this year continued the MO while adding that both the patients were infected from the forest area.

Fortunately, there are no reported of death due to the disease in the district for the past 9 years while the District Vector Borne Disease Control Society continues surveillance activities to keep the disease in control.

Training of ASHAs has been proposed for making testing and treatment available at the village level and Indoor Residual Spray (IRS) of DDT is being done and still continuing as control measures in area prone to the disease while Insecticide treatment of community owned bed-nets is being carried out in remote village and LLIN nets have been distributed in the prone areas which was received from NHRM, from Senapati district maintained the Malaria Officer.

He also said that in continuation of Anti Malaria Moth observance, the District Vector Borne Disease Control Society, Kangpokpi is going to conduct District Level Inter-Sectoral Sensitization Meeting with different departments of the district and also organized awareness programmes in schools and communities.

Terming the incident in this  time of tension prevailing in Ukhrul district headquarters as unfortunate, the apex women body and the two students’ organizations in a joint press statement have said that they strongly condemned the act of assaulting on a police officer who was doing his duty in good faith.

According to the Union, the incident amounts to attacking the moral and ethical grounds enjoyed by the PRESS as well as infringing on the rights and privileges of the journalists. The Union has appealed to all concerned agencies/authorities not to indulge in these sorts of activities that may tarnish the image of a free and objective PRESS in the State.

It has also appealed to the State Home Department authority not to deploy CID personnel permanently at the Manipur Press Club premises, it said.

A statement of the Union also notified to all its member that it has made arrangement for providing petrol to the working journalists at Singjamei NRL Nes Imphal City 3 Petrol Pump at Waikhom Leikai on August 26 from 7 am onwards in view of the current fuel scarcity experienced in the State, it said.

THOUBAL, August 24: Chief Minister Okram Ibobi Singh today announced that construction work of the Sports University in the State proposed earlier by the Indian government will be initiated soon, as the suitable site has been identified.

Speaking as the chief guest at the inaugural function of a children’s park community hall at Kakching Makha Leikai, he said Yaithibi hill on the eastern side of the Lousi pat has been selected for the sports university.

The Chief Minister said acknowledging the sports prowess and talents of the sportspersons from the State, the Central government had decided to set up the Sports University in the State.

He said ever since the university was proposed, several officials of the Sports ministry had arrived in the State and inspected suitable sites in all districts of the State, however, after inspecting the Yaithibi Hill site, the officials declared that it was the most suitable site.

Since the site has been selected, the State government has also initiated actions to start construction work at the earliest, the Chief Minister announced.

He said developmental works are not possible without support from the people.

Under the Look East Policy of the Indian government, the South East Asian countries will come closer to Manipur, he said before adding that the site for the sports university is also suitable when looked from this angle.

He said the size and shape of the location is also most suitable.

Kakching has also potential of becoming a major business hub of Manipur in the near future, he said while observing that the government has no interest to develop only Imphal.

Developing the peripheries of Imphal will eventually help in controlling the congestion in the State capital he said.

Elaborating on the development works presently in progress, the Chief Minister said the under construction railway line will reach Moreh latest by 2022 and once this rail connectivity reaches Myanmar, the South East Asian countries will only get closer with Manipur.

The Chief Minister also said that the government has to acquire around 1500 acre of land at Laiching near Kakching Lamkhai to set up an IIT.

As for Kakching area, the government has already allotted Rs 28 crore for widening of the IVR from Kakching to Langmeidong and the Imphal to Kakching via Mayang Imphal will be upgraded to the status of a National Highway, he said and appealed to all not to disturb the development of a water body at Irum River.

Instead of forcibly shoving her into a police Gypsy, they could have come in an ambulance to pick Sharmila who has been on a hunger strike for the welfare of the whole society, she lamented.

Continuing to rain the group’s ire on the State deputy Chief Minister, she said Gaikhangam’s August 23 statement made during a programme at the Manipur University is baseless and a blatant lie, and alleged that the government has done nothing to repeal AFSPA and save Sharmila.

She continued the government need to perform and act out the right steps to repeal the draconian Act from the State.

The government has been deceiving the public with its repeated assurance of working in the right direction to repeal AFSPA, she said while adding that it has been the same for the past 14 years.

She said the government has been stating that the law and order situation need to improve before the Act can be removed, which has been going on for the last 14 years deceiving Sharmila and her 14-year long fast.

The government should repeal the Act to save Sharmila’s life, she said.

A SAKAL member S Gyaneshori said the government’s little game to release Sharmila and then re-arrest her will not bog down the movement demanding repeal of AFSPA and neither will it stop Sharmila’s fast, she said.

Repeal the Act, like the government has repealed the Disturbed Area Status from the seven Assembly segments and save Sharmila’s live, Gyaneshori said before adding that the government should stopped faking care for Sharmila and stop making any more false statements or assurances on the issue.

UKHRUL, August 24: The Affected Land Owners’ Association (ALOA/NH-150) has alleged that the concerned authorities of the State government have refused to release compensation to rightful land owners whose lands have been affected by the current double-laning on NH-150 from Finch Corner to Dungrei Junction, even though the 25 Border Roads Task Force (BRTF) had already deposited crores of rupees in the accounts of the concerned authorities towards payment of land acquisition some years back.

Disclosing this to media persons during a press conference held at Ikror Restaurant, Hamleikhong on Saturday last, chairman, ALOA/NH-150 Zanyo Varam said that towards payment of compensation to the affected land owners of the stretch from Finch Corner to Dungrei Junction, the 25 BRTF through 84 RCC/GREF deposited a sum of Rs 3, 88, 69, 448 to the Deputy Commissioner of Ukhrul on 15 October, 2012.

He further said that earlier on February 16 in the same year, the GREF authority also deposited a sum of Rs. 3, 08, 37, 000 to the chief forest conservator, Forest, Government of Manipur, Jagadish.

Maintaining that out of this, so far Rs. 94, 65, 598 has only been released as compensation for standing structures/buildings he rued that payment for land acquisition has been completely kept out of the picture.

“We have repeatedly apprised the government of the matter by submitting representations to the DC since 2010 but nothing concrete has come forth,” Varam continued adding that the association has recently submitted a fourth memorandum to the Revenue minister Dependro through Ukhrul DC on August 4 last.

Following this, Ukhrul DC Hrisheekesh Modak, called a joint meeting with ALOA and BRTF representatives led by 2IC on August 20 wherein he assured the association that a fresh survey would be conducted and subsequently publish a new list including the names of left out land owners within two weeks’ time, Varam informed.

It was also agreed upon by both sides that until this happens work progress in portions where cases have not been settled should remain stalled.

Further, accusing the government authorities of drawing a veil over fixing of rates for affected lands, Varam said that since the authorities have not disclosed it, affected land owners are in the dark about the actual amount they should claim for their lands.

Which is why we demand that our compensation be settled as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013, which was enacted by Parliament last year to provide just and fair compensation to those whose land is taken away for constructing roads, government offices etc. and has come into force from January 1 this year, he asserted.

Meanwhile, ALOA is conducting its general assembly on 29 August to work out their further course of actions in pursuit of their demands.

Speaking to media persons at their Nongmeibung office, he said the JCILPS will go on a house to house campaign to check for migrants without proper identity paper works.

He said many of the non-locals coming into the State could be criminal minded and could harm the peace and harmony in the State.

Migrants without proper and valid ID proofs will not be spared and politicians using them as vote banks will also checked, he said.

Lamenting the arrest of JCILPS executive member advocate Arjun, he appealed to the government for his unconditional release.

A Foreigners’ Tribunal has been enacted in Assam to check illegal migrants, and the same is called for in the State, he said.

The proposal to check house to house for migrants without valid papers is supported by the JCILPS women wing said convenor L Nganbi.

The process is already in progress in Paona Bazaar area, she said while decrying the intrusion of male vendors in the historical Ima Keithels.

Student wing convernor of JCILPS, Agnamba said deputy Chief Minister Gaikhangam’s claim of supporting the ILPS demand in his speeches are lies.

He further appealed to the State Home department to support the sentiments of the general public.

Meanwhile, a sit in protest demanding implementation of the Inner Line Permit System was staged today at Laipham Khunou opposite to the 2nd IRB battalion, Khuman Lampak.

The sit in protest was organised by the Laipham Khunou Meira Paibi Lup.

Similar sit in protest were also organised at Sayang Kurao Makhong organised by Salai Apunba Nupi Lamjing Lup, Kurao Makhong Women Development Committee and Sayang Kurao Makhong United Club and at Thoubal and Tangjeng.

Public meetings highlighting the importance of ILP system were also held at Kontha Khabam Maning Leikai Community Hall organised by Kontha Women Social Reformation & Development Society and Yaipha Sindam Naharol club and another public meeting was held at Lainingthou Esing Chaiba Laibung, Nagamapal organised by Singjubung Youth Organisation, Uripok Gopalji Leirak Youth Association, Uripok Tourangbam Leikai Welfare Organisation and Development Committee Youth Section.

IMPHAL, August 24: Giving another twist to the ongoing imbroglio within the Trinamool Congress party, Thangmeiband MLA Kh Joykishan has challenged Andro MLA Th Shyamkumar to prove whether Manipur Pradesh Trinamool Congress is a new party or not.

Speaking to media this evening at his residence, Joykishan said Shyamkumar must give his reply within five days. He said that he is ready to resign voluntarily as MLA without going through the tribunal process if Shyamkumar can prove that MPTC is a new party and the MLAs, namely K Sarat, ThBiswajit, O Lukhoi and late M Kunjo are not MPTC members.

Joykishan further said that he got the disqualification notice from the Speaker on August 11 but at that time, he was out of station. Therefore he had sought time for hearing of the tribunal in the Assembly.

He continued that Shyamkumar has charged that MPTC is a newly formed party and it is an unrecognised party, before adding that all Trinamool members have got AITC recognition from Mammata Bannerji in 2012.

Joykisanhas asked Shyamkumar what was the original name of his party when he was elected as MLA.

In 2012, the then President Kim Gangte took permission from Mammata Bannerji to form a committee in the State consisting of 15 members from MPTC members. The Manipur Pradesh Trinammol Congress Committee (MPTCC) was formed with permission of the high command and RK Dorendro as Chairperson. The MPTCC was only a small unit of MPTC which was formed temporarily and has already been dissolved, he added.

LAMKA, August 24: The JAC, Khuga Multi-purpose Dam located at CCpur, today issued a press release stating that it is getting uneasy waiting for action from the government to look into the condition of the dam portion which had collapsed.

It said the situation is only getting worse.

According to the statement, the right side of the Khuga Dam has collapsed for the third time in the last two months; whereas it is the time the farmers need it most.

Although the lining of the canal was said to be completed, it will not be even five km long even when all the portions where the lining has been completed, it alleged adding that the right side canal is 60 kms long and the left side is 20 km long.

The JAC further appealed to the concerned authorities to look into the issue.

Of the total, six tankers belonged to BPCL/NRL while 12 petroleum tankers, two diesel tankers and 16 SK oil tankers were of the IOC.

Sources further informed that 50 loaded tankers station in various parts of Assam including Numaligarh, Jorhat, Guwahati etc will also reach Imphal by August 26.

Meanwhile, around 80 trucks are also stationed in Assam waiting to be filled, further said the sources.

This was informed to the media by petroleum agents and dealers of the IOC in a press conference held at Imphal Hotel conference hall today.

The spokespersons who do not wish to be named mentioned that one finance officer of the proscribed outfit identified as P Chinglen Meitei has demanded the IOC depot manager, Choudhury a sum of Rs 50 lakh.

The notice was served on July 15 and the deadline falls on August 27, they said.

The dealers on behalf of the IOC mentioned that the corporation cannot bear the extortion and it is with all possibility that the regional office located at BT Road could be shifted outside the State due to this regard.

This would further complicate the office transactions for procurement of petroleum products, as the indent for supply has to be done manually sometimes, they said.

Moreover, the divisional manager who is supposed to be posted at the regional office here is currently sitting at Guwahati due to the law and order problem, the dealers continued.

The dealers maintained that if the outfit insist with the monetary demand, this may affect the working of the IOC and further create problems for the dealers in distributing fuel to the public.

Appealing to the concerned authorities and the State government to bring a resolve to the matter at the earliest, they said there is a possibility of the dealers taking out an indefinite protest by closing down the oil pumps.

When queried about the oil scarcity faced in the state, the dealers maintained that it is due to the twin holidays of Independence Day and Krishna Janmasthami which fell on August 15 and 16.

Plus, the IOC depot manager does not sanction the necessary amount to the agents during certain times, they observed. They maintained that the approximate amount of petroleum consumed in the state is about 12,000 litres per day, but the IOC gives out around 4,000 litres only on account of any disruption occurring in the supply lines.

One dealer pointed out that the IOC does not even give out the accurate information of the actual buffer fuel stock at Chingmeirong.

According to a highly reliable source, the order of the session judge is to be challenged and a petition to be filed anew before the High Court of Manipur.

The State Home department is to pray that the order of the session judge be quashed and to indict Sharmila under section 309 of the Indian Penal Code once again.

It may be mentioned that the session judge pronounced Sharmila of not contemplating suicide but rather carrying out a form of democratic protest, the judgment freed Sharmila for approximately forty hours before being re-arrested under the same section of the IPC once again.

The under secretary of the State Home department Ramthing has officially intimated the public prosecutor cum government advocate of the High Court of Manipur, namely RS Reisang to draft the petition which is to be filed to the High Court of Manipur against the judgment of the District and Sessions judge, Manipur East, a highly reliable source said.

The petition is likely to be filed on Monday when the Court is under progress.

According to legal experts, the government has to submit the petition to a higher appellate court to detain Sharmila under the same section of the IPC.

It may be mentioned that the Save Sharmila Campaign has condemned the re-arrest of Sharmila. Her arrest is shameful and undemocratic, it had said while continuing that Sharmila is the victim, and the real culprit is the AFSPA act itself. The victim is being imprisoned when the real culprit is being sidelined, according to the activist body.

However, the Porompat Police station has charged her once again of attempting to committing suicide and sought judicial custody yesterday.

The Chief Judicial Magistrate of Imphal East, A Noutenshwori has granted judicial custody for a period of 15 days.

It may be mentioned that the court of the Sessions Judge, Manipur East, A Guneshwar Sharma had heard the Criminal Revision case number 14 of 2014 with reference to criminal petition case number 53/2014 under FIR number 55 (03) 2014 Porompat Police Station under section 309. Sharmila was represented by advocate Khaidem Mani, Y Devadutta,Ibetombi and Indira and the advocates representing the State was Salam Indira Devi, additional public prosecutor.

Sharmila is also to appear before the metropolitan magistrate, Patiala House Court, New Delhi on October 30 and 31.

IMPHAL, August 23: Before the Armed Forces Special Powers Act could be repealed from the State it is necessary to improve the law and order situation first, said deputy Chief Minister Gaikhangam appealing Irom Chanu Sharmila to end her fast.

Instead, Sharmila should help in convincing others to leave the path of violence, he said today while attending the closing function of the two-day sensitisation programme on Human Rights of Indigenous People.

The programme was held at the Centre for Human Rights and Duties Education, Lecture Hall, Manipur University.

He said Sharmila’s life is precious for the people of the State and it is the government’s responsibility to look after her.

Her detention in the hospital is only to provide proper care and medication, he said.

Coming to the demand for implementation of the Inner Line Permit System in the State, he said the government also feels that the indigenous people should be protected.

He said Ukhrul, Moreh and Jiribam are the worst affected places by the influx of foreigners.

The present Congress government is for the people and the various charges one gets to hear at public forums these days that it is not doing much on the issue of ILPS are unwarranted.

Meanwhile, speaking at the same function, advocate Khaidem Mani took a rather contrasting stand to the deputy Chief Minister’s views and said Sharmila’s re-arrest is not to save her, but an effort to slowly kill her.

If the government is at all concern, then it should commit to her demand and repeal AFSPA, he said and added Sharmila will continue until her demands are met.

If, unfortunately Sharmila was to die before her demands realise, the government should be held responsible, he asserted.

Although, her fast has already crossed 13 years demanding repeal of the Act, the government hasn’t even communicated with the Centre on the issue, he charged.

The demand for implementation of the ILPS in the State is not to drive out non-locals, the advocate said while elaborating that the public is demanding that the non-locals be brought under a regulation which will benefit the State and the indigenous population.

IMPHAL, August 22: Barely three days after her release, Irom Chanu Sharmila was rearrested under IPC 309 charging her of attempting suicide and a case has been registered against her under FIR no 242(8)2014 Porompat PS.

Ironically, the anti Armed Forces (Special Powers) Act crusader was released earlier on August 20, after Sessions Judge, Manipur East A Guneshwar Sharma quashed all charges against her of attempting suicide.

Imphal East police along with doctors had repeatedly tried to check her condition yesterday till late in the night, which Sharmila has been refusing.

The police had ever since remained present in the vicinity of the Sharmila Kanba Lup, SAKAL shanglen where the Sharmila had been continuing with her fast following her release.

This morning around 10am, a police team including lady constables led by Porompat SDPO arrived at the temporary shed along with a medical team.

When Sharmila refused to their attempt to check her health status, the women constable rushed into the shed and forced themselves to pick up the hunger striker.

A tussle broke out between Sharmila, her supporters and the women constables trying to pick her which continued for about five minutes.

The rough tackle of the police women left Sharmila with a broken and bleeding toe.

She was eventually overpowered and pulled into the police gypsy and taken to the nearby Jawaharlal Nehru Institute of Medical Sciences, where her broken toe was attended to.

Fuming over the manner, the police women handled Sharmila, SHAKAL members stormed into the JNIMS campus and demanded a meeting with Sharmila.

A few members were allowed to meet her inside the JNIMS security ward, where Sharmila has been lodged following her arrest.

After the meeting, later, at the temporary shed, Apunba Manipur Kanba Ima Lup (AMKIL) president Ph Sakhi said Sharmila was in tears and speechless.

The more the SHAKAL members tried to console, the more she cried, she lamented stating that they strongly condemn the police action.

IMPHAL, August 22: The recently formed core committee of the Manipur High Court Bar Association met today at its conference hall to discuss the possibilities of framing an Act similar to the Eastern Bengal Regulation Act, 1873.

The committee comprising of nine senior advocates of the association including chairman senior advocate N Kumarjit also discussed other acts which is akin to the Inner Line Permit System.

The core committee was formed after the All-political party committee set up in connection with the ILP issue had seek legal opinion on the issue.

The all political party committee was set up after a meeting at the Chief Minister’s bungalow on August 6 to discuss the legalities of instituting the ILP system and exploring other possibilities.

The second meeting of the all-party committe was held on August 9 at the office chamber of Gaikhangam and had resolved to seek advice of legal luminaries to advise the committee on ILPS.

The third round of the committee will be held on August 28 and will be attended by lawyers and scholars from Manipur University, according to a reliable source.

Meanwhile, the Joint Committee on Inner Line Permit System has said it will continue its movement demanding implementation of the ILPS in the State today until the demand is met.

In a press release it has demanded the government to clarify on the experts it has chosen from Manipur University and the legal experts to advise the All-political party committee.
