IMPHAL, August 4: Advocate Pukhrambam Arjun Singh, an executive member of the Joint Committee on Inner Line Permit System (JCILPS) was sent to judicial custody today following his denial to furnish bail bond, today.

Police produced Arjun before the Chief Judicial Magistrate Imphal West at Uripok Cheirap Court complex this evening. 

In the process, the police submitted a bail objection report while pleading for judicial custody. 

In the report, he was charged of having nexus with a militant group operating in the State besides being involved in recruitment and extortion on behalf of the outfit.

The defence counsel, Khaidem Mani, however strongly objected the charges levelled at his client, Arjun Singh, citing lack of prima facie evidence.

Pointing out that the police had only recovered a mobile handset, driving license and purse from the possession of his client, Mani questioned under what circumstances his client was established of having linked to a UG group.

He also sought specific information on the identity of the individuals who have been allegedly extorted by his client.

Claiming the charges as baseless, he pleaded the court to discharge the case lodged against his client under CrPC section 59.

After having heard from both the sides, the court directed to furnish bail bond with security deposit of Rs 30,000. However, in response to the ruling of the court, Arjun refused to furnish the bail bond if he was not release unconditional.

Subsequently, the court remanded Arjun Singh to judicial custody.

THOUBAL, August 4: Yairipok continues to reel under tension today over the suspected killing of Lourembam (o) Ranjita, with local residents coming out on the streets since early morning to block the Yairipok-Imphal road.

The situation worsened in the afternoon when locals tried to storm the Yairipok Police Station around 3, following which police fired tear gas shells in their bid to control the mob.

Around 15 protestors were injured in the police firing.

Lourembam Ranjita Devi, 33, wife of L Loken Singh of Yairipok Khoirom Mathak was found dead at their Kakmayai Mamang Loukol field under Yairipok Police during a manhunt Saturday night launched after she failed to return from the fields. 

Meanwhile, the JAC formed in connection with the incident has also geared up to launch severe forms of agitations.

A large mob had gathered at the Yairipok Angtha since early this morning blocking the Yairipok-Imphal road. The mob then proceeded till Yairipok Bazar and closed down all shops.

As the angered locals tried to proceed further towards Yairipok Khoirom, police blocked their way at Bamon Leikai. Around 9.30 am, another mob proceeded from Khoirom towards Yairipok bazar. The two groups converged at the Yairipok Bazar and staged a sit in protest on the middle of the road.

Around 3.30pm, the mob tried to storm the police station demanding the police to produce the individuals who had been arrested by the police earlier alleging them to be Ranjita’s killers.

The police fired several tear gas shells and smoke bombs injuring at least 15 protestors.

Amongst those injured, Ksh Gopen Singh, 42, son of Ksh Nikchai Singh and Ksh Basanti Devi, 60, wife of (L) Mani Singh were first admitted at the Yairipok CHC, but were referred to RIMS.

IMPHAL, August 4: The Manipur University Scheduled Caste and Other Backwards Caste Students’ Union has closed the MU Gate from 1 pm onwards after organising a protest demonstration against the implementation of the Central Education Institutions (Reservation in Admission) Amendment Act, 2012 from the 2014 academic session.

The students locked down the main entrance gate of MU and staged a sit-in protest near the gate.

Later, representatives of the students’ union submitted a memorandum to the MU Vice-Chancellor.

At the sidelines of the protest demonstration, the general secretary of MU SC and OBC Students’ Union, Rajeev told media persons that their main demand was for the  MU authorities to refrain from implementing the Central Education Institutions (Reservations in Admission) Amendment Act, 2012. 

Rajeev said that the Act increases the reservations for ST students during the admissions which till 2013 have remained at 7.5 percent for ST students, 25 percent for OBC students and 15 percent for SC students.

Stating that after the implementation of the Central Education Institutions (Reservations in Admission) Amendment Act, 2012, the reservations for SC students are deducted to 13 percent, OBC to 17 percent while the reservations for ST students have increased to 31 percent, he added that the amendment is applicable to all North-Eastern states, but Assam is considered separately on the basis of only some parts of Assam being tribal areas.

Besides, Assam is included in the Sixth Schedule along with Meghalaya, Nagaland, Tripura and Mizoram. But Manipur is not included in the Sixth Schedule, Rajeev said. 

Questioning the rationale of Manipur being included in the tribal habited area only and though not in the Sixth Schedule, he said the authority of MU has announced recently to implement the Central Education Institutions Amendment Act, 2012 from this year and has already declared to have an entrance test after implementing the provisions of the new Amendment Act.

The VC  has not responded positively to our memorandum, Rajeev said, adding that as a result they have sent letters to various Head of Departments and Deans to not conduct the entrance examination as of now.

If the entrance test is conducted by any department, they will be responsible for any untoward incident happening thereafter, he warned.

IMPHAL, August 4: Several tribal students bodies together strongly condemned the statement made by Premananda, Convenor of Joint Students Co-coordinating Committee urging the University authority to review the seat reservation system to be followed in admission of the students to Manipur University from the academic session of the year 2014-2015. 

The Manipur University had been following the State reservation policy of 34% for ST students when it was under State University. With the conversion of the Manipur University into a Central University on October 15, 2005 the reservation policy of the Central Government which reserved 7.5% for ST, 15% for Sc and 27% for OBC was followed till 2013-14 said Manglian Gangte, president, Indira Gandhi National Tribal University Students’ Union, IGNTUSU RCM at a press meet held today at the Press Club, Imphal. 

He said that the new Gazette of India published on June 6 2012 made an amendment to the earlier Central Educational Institutions (Reservation in Admission) Act, 2006 and according to the new Gazette of India 2012, the reservation of 31% for ST is to be followed in admission of students in Central Universities located in the States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and the tribal areas of Assam referred to in the 6th Scheduled to Constitution of India. 

Therefore, the assertion of Premananda to urge the Manipur University authority not to follow the new norms that are adopted by all the Central Universities in the country is unjustified. This was vehemently opposed by the MUTSU he added.

He further said that the “6th Scheduled to the Constitution” mentioned in Clause 2(ia) of the Gazette should not be confused and it is referred only to the Tribal people living in the Sixth Scheduled areas of the state of Assam. 

Therefore, the statement made by Premananda that “Manipur is not among them” is a misinterpretation Clause (ia) he said. 

The Manipur University has also made a Press Release on July 24 that, according to the reservation in admission Amendment Act, 2012 the seats reserved for admission to the Manipur University for different categories may be, ST-31%, SC-2% and OBC-17%. 

In this connection a meeting of the heads and deans was held on July 23, 2014 to consider and approve the adoption of the Central Educational Institution (Reservation in Admission) Amendment Act, 2012, vide letter No.MU/6/14/2008/ administration dated 23/7/2014 (Letter to the Secretary to the Governor, Manipur) he said. 

Manglian Gangte said that this clarification is made by MUTSU and IGNTUSU-RCM so that the general public may not be instigated by misleading statements and false propaganda.

The press meet was jointly organised by the Manipur University Tribal Students’ Union (MUTSU), Indira Gandhi National Tribal University Students’ Union Regional Centre Manipur (IGNTUSU-RCM) and Kuki Student’s Organisation (KSO), All Tribal Students Union Manipur (ATSUM).

IMPHAL, August 3: Residents of Yairipok and its surrounding area erupted in protest today, after a local woman was found dead yesterday with knife injuries on her body. 

Lourembam Ranjita Devi, 33, wife of L Loken Singh of Yairipok Khoirom Mathak was found dead during a manhunt Saturday night launched after she failed to return from the fields. 

During a spot enquiry this morning, police recovered a sickle, a sandal and a Hero Captain cycle from near the place where her body was found. 

Family members said Ranjita had left for work at their Kakmayai Mamang Loukol field under Yairipok Police, around 11am yesterday after having lunch. 

When she failed to return, her husband Loken went to the fields but as it was already dark, failed to find her, the family said. 

When Loken informed the family of this situation, a massive manhunt for the missing woman was launched during which her body was found from their field with knife marks on the left side corner of her lips and neck, the family informed. 

There are also speculations that she was raped and then killed. 

Meanwhile, angered residents of Yairipok Koirom, Kekru, Malom, Leirongthel, Ningel, Kakmayai Heitroipokpi Muslim locality and tribal villages of Khamlang erupted and rallied around the locality in more than 30 vehicles including Tata trucks today. 

Later a public meeting was held at Khoirom Mathak Leikai Keithel, with Leirongthel Ningel GP pradhan S Kumar and Wangkhem ZP member Kh Sobha presiding over the proceedings. 

During the meeting, the locals resolved that the body will not be retrieved for last rites until the culprits are arrested. 

Setting August 6 as the deadline for the government to meet their demands, the public further demanded compensation for the bereaved family and threatened to launch sterner forms of agitations if the demands are not met. 

Later, a JAC was also formed and took out another rally towards the Yairipok Bazar which was stopped at Bamon Leikai by the police. 

Local MLA Keisham Meghachandra arrived at the spot and assured all possible help from his and the government’s side. 

SP Thoubal Radheshyam urged the public for support and said in case of any discontentment or dissatisfaction with the police investigation, the public can complain to him or any of his subordinate officers. 

No effort will be spared to make early arrest, he assured. 

On the other hand, shops and vendors in the Yairipok bazar area remained closed for the day. 

The JAC also submitted a memorandum to the Home minister, DC Thobal, SP Thoubal and others through the local MLA. 

Post mortem was conducted today after the police had deposited the body last night around 11, but the family has refused to accept the body. 

The deceased has two sons and two daughters.

THOUBAL, August 4: Amidst the growing mistrust against doctors for their alleged lack of dedication and casual approach while treating patients and performing surgical operations which have resulted in the death of many people, family members of a 66 year old woman are fuming after a three feet long bandage was found in her stool. They have asked the government to enquire into the matter and take strict actions against the doctors who did not discharge their duties properly in a press meet today. 

The 66-year-old is identified as Thangjam Ongbi Tombimacha Devi, wife of Pishak from Tentha Khunou Awang Leikai in Thoubal District. 

In the press meet, Nilo (Tombimacha’s son) gave an account of how his mother underwent two operations at two different hospital, and at the end of her ordeal, she defecated a three feet long bandage. He said his family is not sure at what stage or from which hospital the bandage got into the intestine of her mother. 

Give a blow by blow account of the ordeal his family went through he said: “My mother went to consult the doctors at the Langol View and Charitable Clinic on April 22. She was admitted at the same hospital the next day and Dr Joykumar, a surgeon, removed kidney stones from her gall bladder on April 24 at around 11 am. She was discharged from the hospital on April 29 and was advised to come for check-up after a month.” 

The condition of the patient( Tombimacha) did not improve at all as she continued to feel lethargic and queasy, he said, and after waiting for a month, the patient went for a check up on May 31 and again on July 7 for the second check-up. 

Nilo said that despite informing the doctors of his mother’s condition, they kept assuring him that nothing would happen. 

“After my mother’s health deteriorated, she was again admitted to the hospital on July 16 where Dr Amitkumar took an ultra sound and informed me of his suspicion about my mother’s case to be of Cancer. He referred the case to RIMS the same day and after bearing a lot of pain, my mother was admitted to RIMS the next day,” he said. 

According to Nilo, Dr Ranita performed an operation on his mother on July 19 and took out a few cells for testing which was sent to the Babina Diagnostic Centre. 

The Doctors at RIMS advised him to take his mother home as the test results showed that his mother was suffering from hernia and was in her last state after the formation of tumours. 

Tombimacha was discharged from the hospital without any medical prescriptions on July 30. 

However after Tombimacha defecated a three feet long bandage on Saturday, her furious family members informed the people and the local Pradhan about the incident. 

Nilo said that after defecating out the bandage, his mother’s condition has improved a lot. 

Stating that as two operations were performed in different hospitals, one can’t be sure where the bandage exactly got inside his mother’s body, Nilo, however, stressed that the incident only validates of the lackadaisical attitudes of doctors towards their patients. 

This is not the first time where such incidents have occurred and the government needs to step in and take stern actions against the malingering doctors who don’t care about the lives of poor patients by teaching them a befitting lesson, he added. 

Nilo said that he will file a police complaint against those doctors who gave a lot of misery to his family and his mother especially by erroneously diagnosing a grave ailment when it was certainly not the case.

Speaking at the Left and Secular Alliance, Manipur organised talk “Central and State budgets 2014,” he said the only one adversely affected by such budgets will be the public. 

The talk was held at Irawat Bhawan, BT Road. 

The economics assistant professor was sure the Central experts will be confused by the State budget. 

He said there is no reference of the previous budget in the present budget and there is only a 2 percent fiscal increase from last year’s. 

There are large deductions in fund earmarked for Power and Social Welfare departments from the previous year’s allocation, he said. 

The deficit in this year’s budget is less as compared to the past years, helping the State conjure up a good record before the new NDA government at the Centre, Chinglen continued. 

But what is more interesting and unfortunate at the same time is that the members of the House had failed to make any arguments or get involved in the budget discussion during the recent Assembly Budget session, he lamented. 

The RMSA or SSA schemes might be scrapped under the present NDA government as there are speculations that the flagship and central sponsored schemes introduced by the past government will be scrapped, he said. 

Chinglen further continued that under the PPP model, there are plans to hand over the renovation work of the Loktak Lake to a Bangkok based firm. 

CPI State secretary, Dr M Nara said the topic discussed is new to all. 

He said due to lack of much planning on the part of the State government while preparing the budget, people are facing problems. 

Although there is a directive from the Parliament to all State Assemblies to sit for at least 55 working days to discuss the development and planning for the State, the Manipur Assembly was conducted for not even a month, he said.

IMPHAL, August 3: Demonstrations over the demand for the implementation of the Inner Line Permit continue in the State today.

Speaking at a public meeting held at Khagempali Hudirom Leikail, president of United Mothers’ organisation, Sarojini opined that the public are not satisfied with their representatives.

Despite the fact that the population of non-locals is gradually dominating both hills and valley, the State has remained divided when it comes to the issue.

Even as the representative of the State promised to fulfil the demand of the public for the implementation of the ILP before the election, there has been no such action, she continued.

She further said that arresting of women protestors will not bring any solution rather it will provoke the sentiments of the people.

General secretary of Meira Paibi Apunab Lup, Soraisam (o) Shanti Leima exhorted the non-locals to go back to their native place if they don’t posses relevant documents to prove their identity. 

At the same time, every locality must take initiative in verifying the nonlocals, she added. 

Public meetings were also held at Uripok Khoishnam Leikai Lairembi community hall, Lalambung Makhong Community Hall organised by Women Action for Civic Action Kangleipak, Thangmeiband Hijam Dewan Leikai, Uripok Ningthoukhongjam organised by Uripok Ningthoukhongjam Nupi Lup, at Uripok Ahantham Leikai organised by Uripok Ahantham Leikai Nupi Lup, locals of Nagampal Lai Eshing Chaibi, Singjamei Wangma Kongba Road, Keisampat, Kwakeithel Thokchom Leikai, Wangkhei Ayangpali, Ananda Singh Academy, Kongpal Eranpham, Thangmeibam, Uchiwa Leirak Achouba.

However, police denied reporters from taking any photos at the Ananda Singh Academy protest site.

The Moral Educational Intellectual Renascent and Athletic (MEIRA) Association also jointly organised a sit in protest with Bashikhong Meira Paibi in relation with ILP implementation in Manipur on August 2.

According to a release of the association, the association demanded the government to implement ILP in the state. It further said that the association will provide full support to the civil society organisations and student organisations in their action plans if ILP is not implemented in Manipur, it said.

Meanwhile, the AMBA has said that it would extend steadfast support to the demand for implementation of Inner Line Permit and also extend its co-operation. 

The decision was taken during a one day awareness discussion on Inner Line Permit System held yesterday at Cheirap court complex presided by AMBA president, Khaidem Mani.

As part of the ongoing demands for the implementation of the ILP in the State, a sit in protest was held at the Wahengkhuman Mamang Keithel today.

The demonstration was jointly organised by the Joint Committee on ILPS, Waheng Khuman Khuman Meira Paibi Lup, Youth Organisation Club, Thounoujam Mangolnganbi Devi Polo Development Association and Pakhangba Mashaigol Youth Welfare Association, Wahengkhuman.

The demonstrators hold placards reading “No land ownership to non-Manipuris,” “We demand ILPS in Manipur,” :No Permit no entry in Manipur,” “Release the 24 students and mothers without any conditions.”

Addressing the media, president of the unit Kh Tiken Meitei complained that although the 2014 academic session is already midway, the teachers have covered only two-three chapters in all subjects. 

He said there are 40 teachers in the school, but on most days, not more than 20 teachers attend the school.

It is hard to believe that the teachers would be able to cover the whole syllabus before the end of the session, he said before adding that it would only harm the students. 

So, the AMSU unit of the school is appealing to the irregular teachers to be regular and to try completing the syllabus of their subjects in time before the exams, he said. 

In case the teachers fail to do so, the teachers would be held accountable for any outcomes during the time of examination, he continued. 

Meanwhile, general secretary Jealoungam Rongmei expressed before the media that the punctualities of teachers’ attendance in accordance to the school timing is also very low. 

They come according to their own timings, he said before declaring that such teachers who cannot even understand the importance of punctuality have no rights to enter the school. 

The student leader further continued that there are also many shortcomings in the school. 

He elaborated that during the time of admission, students are charged magazine fees, games and sports fees, library fees among others, however, such facilities are not provided in the school.

According to a release of the union, it strongly urged the University authorities to implement the recommendation of the Central Educational Institutions Amendment Act, 2013 at the earliest as already approved and to conduct the admission entrance test as per scheduled, it said.

IMPHAL, August 3: The Thoubal District Transporter’s Union has stated that owners/drivers of Tata Winger/Magic passenger service for Thoubal route are facing difficulties due to the increase in diesel, spare parts and essential commodities prices.

According to a release of the Union, although no changes have been made to the current passenger fare since the Gazette Notification 2004, the rate of Diesel has in the meantime increased along with Transport Department Vehicle Tax by up to 100%.

In relation with the issue, it has been appealed to the Government to issue a fresh Gazette Notification a soon as possible to make amends.

The union however warned that action will be taken if the notification is not carried out quickly, the release said.

LAMKA, August 3: The Churachandpur-Imphal Taxi Owners’ Society (CITOS) has reacted harshly against the 24 hour Tiddim Road bandh called by the JAC of the Bus Owners’ Association.

In a statement, the CITOS secretary has said the bandh was uncalled for and it will only affect the commuters.

It said CITOS is a public oriented utility service provider and works only for the convenience of the people particularly along the Tiddim Road.

BOA’s demand for CITOS president to be put in jail is unacceptable and the demand is the brainchild of BOA secretary BD Sharma of BOA, it said and continued that BD Sharma’s aim is to exclusively control transportation service along the Tiddim Road.

The arrest of the CITOS president is the plan and handiwork of BD Sharma, it further alleged stating that the president is a law abiding citizen with no criminal records.

IMPHAL, August 3: The Manipur Electricity Employees’ Union distributed leaflets at its Paona International complex main gate on August 1 and at Nambol Bazaar, Oinam Bazaar, Bishnupur Bazaar and Ningthoukhong Bazaar on July 2 as part of awareness on bona fide energy consumption and illegal energy consumption organised by the union led by its president Yumnam Ranapratap.

According to a release of the Union, the leaflets were circulated to appeal to local clubs and voluntary organisations to help in ensuring the effort of the department to provide the necessary energy for consumption to the public.

It has also appealed to its staff members to help in providing necessary information to those in need so as to achieve good relation with the public and to work accordingly. The awareness program will be organised through the month of August at different areas of Manipur, it said.

IMPHAL, August 3: Miscreants placed a Chinese made hand grenade at the Phumdrei Makha Leikai residence of the acting pradhan of the Langathel Gram Panchayat this evening around 4.30.

The pradhan has been identified as Begum Sahabira, 32, w/o Md Roushan.

The grenade was left at the gate of her residence wrapped in black polythene with a mobile number of a particular UG group.

This is the second time that the acting Pradhan has received bomb threat.

IMPHAL, August 2: The demand for implementing the Inner Line Permit (ILP) system remained persistent with protest demonstrations being staged across the State in solidarity with the Joint Committee on Inner Line Permit System spearheading the movement.

Protest demonstrations were organised by Lourungpurel Leikai Meira Paibi, NYK club of Kabrabam Leikai, Kha Nongpok Apunba Meira Paibi Lup of Bamon Kampu, Mongkhanglambi Makha Womens Welfare Association of Singjamei Wangma Mongkhanglambi Makha Leirak demanding implementation of the ILP System in Manipur.

Similar protests were also witnessed in the Greater Imphal area at Langol Games Village, Naoremthong, Sagolband Moirang Hanuba, Hairangoithong, Tera Bazar, Koirengei, Mayang Langjing.

In Bishnupur district, the Leimaram Women Development Association, Heinoubok Meira Paibi Development Association, Leimaram Yaipha Lamjing Lup (LYLL) jointly staged a sit in protest cum public meeting demanding ILP implementation in the State in front of LYLL office today.

The meeting was attended by Th. Manihar advisor Mapi Council, K Sunil president NIPCO as presidium members.

Protest was also held at Leimaram Waroiching jointly by JCILPS, Meira Paibi Lups Leimaram Waroiching, & Ichum Kom, Loibol Khunou, Sadu Chiru villages of Senapati district.

On the other hand, a one day discussion on Inner Line Permit System in Manipur was also held at the Uripok Cheirap Court today, organised by the All Manipur Bar Association (AMBA).

AMBA president Khaidem Mani, senior advocate R K Nokulsana and advocate Th Manihar Singh attended the discussion as resource persons.

Addressing the gathering, Khaidem Mani opined that the main objective of today’s discussion was to explore the legal provisions and feasibilities of implementing the ILP System in the State.

“If the State government is sincerely mounting pressure on the Central government, why won’t the Centre agree on the issue? Half of the responsibility to enact the Inner Line Permit lies with the State government,” said Khaidem Mani.

Appealing the legal experts, intellectuals and civil organizations to discuss and analyze on the matter, he further suggested the MLAs to apprise the union Government and meet the Prime Minister or the Home Minister in the larger interest of the people of the State.

IMPHAL, August 2: The Kangleipak Students’ Association has today announced its decision to support the Manipur University Schedule Caste Students’ Union in challenging and boycotting the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012.

The student bodies are challenging the inclusion of the clause (ia) in section 2 of the Central Educational Institutions (Reservation in Admission) Act, 2006.

The clause adds that “specific north eastern region” means the area comprising of the States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and the tribal areas of Assam referred to in the Sixth Schedule to the Constitution.

Speaking at a press conference held at the KSA office, convenor Th Premananda said KSA will strongly boycott the inclusion of Manipur as a tribal State in the amendment.

This inclusion will change the allocation of admission seat reservation in Central Universities in the State, he said.

The allocation of seat reservation in a Central University is 50 percent for general, 15 percent for schedule caste, 27.5 percent for other backward classes and 7.5 percent for schedule tribes, whereas in the case of a tribal State, the allocation is 50 percent for general, 2 percent for schedule caste, 17 percent for other backward classes and 31 percent for schedule tribes, he said.

This new norm had been noticed only this year during the recent hassle over admission in the university, he said complaining that the university authorities had maintained silence over such a sensitive issue.

The amendment was however passed in 2012, he added.

He further appealed to the State government and the Members of Parliament from the State to look into the matter and demand revocation of the amendment at the earliest to maintain a smooth educational environment in the State.

The student body leader further said that the KSA will submit a memorandum to the higher authorities soon.

It may be mentioned that the Manipur University Schedule Caste Students’ Union had challenged Central Educational Institutions (Reservation in Admission) Amendment Act, 2012, yesterday.

Spokesperson of the union Y Rajeev had during a press conference on the issue demanded revocation of the Act and condemned the university authorities for remaining silent.

IMPHAL, August 2 (NNN): The All Tribal Students’ Union Manipur (ATSUM) has vehemently condemned the physical assault meted out to Ringsanbou Newmai, a Bachelor of Arts History Hons 5th Semister Student Studying in Don Bosco Maram on July 28 at around 7:30 pm by some local folks suspected to be underground cadres.

“It is so frustrating to see that Maram centre a temple of learning has turn to a safe abode for carrying out anti social elements in the name of safeguarding the boarders/hostellers who are lodged in different private run hostels,” ATSUM stated.

The tribal students’ body also said frequent occurrence of infighting and physical assaults meted out to Maram college students by local goons at different point of time is not tolerable.

“For any crime, penalty/ punishment is awarded according to the nature of crime.”

“The village authority or local youth organisation for that matter is responsible to shoulder the functioning of governance at the grass root level as per the costmary laws and traditional practices. There is no customary law amongst the Naga tribes wherein a person under the influence of alcohol should be given a third degree method of torture for intruding others house without prior permission,” ATSUM stated.

The ugly episode of July 28, 2014 at Josephine Girls’ Hosted at Maram is not a case that cannot be left unattended by students’ bodies and civil organisations alike just for the simple fact that the warden/ proprietor has taken the laws into one’s own hand. It is surprising that even after 5/6 days of committing a heinous crime; the victim’s family is yet to get any response from the runner of the hostel. Whereas the Union having visited the victim who is struggling for life at ICU of JNIMS and having gone through the medical report with severe internal injury with damaged liver, kiddneys and Intestine apart from multiple injuries such as broken jaws and ghastly wound all over the body, it is confirmed that the beastly act committed was an attempt to murder, ATSUM stated.

ATSUM appeals the runner of the hostel to come at peace for amicably solution before the situation turns volatile.

IMPHAL, August 1: Two officials of the Ministry of Youth Affairs and Sports have arrived in Imphal today to look for a suitable site for the recently announced Sports University in Manipur.

The two officials are secretary Ministry of Youth Affairs and Sports Ajit M Sharan and joint secretary (Development) Ministry of Youth Affairs, Dr GS Ayyangar.

The two officials called on the Governor at Raj Bhavan and also met with the State Chief Minister.

Later in the afternoon, the two officials accompanied by YAS director N Ashokumar and other staff visited Koutruk in Imphal West district for site location of the proposed university.

The team later visited SAI and SAG Centre at Khuman Lampak Imphal.

Sources informed that the two officials’ visit is scheduled for two days; however they may extend their stay in Imphal if the need arises.

It may be mentioned that the NDA government has already earmarked Rs 100 crore for the proposed university in Manipur.

An area of 250 acres of land will be needed to build the Sports University complex.
