KOHIMA, May 19 (NEPS): Panellists who took part in the DDK Live Discussions on the recent visit to Nagaland by the eight European diplomats here at DDK Studio on Saturday have expressed almost the similar opinions that there was nothing wrong on the part of the civil society members, state government functionaries including legislators sharing about the decades old Naga political issue with them.
The panellists were Naga Hoho President Keviletuo, NEPS Editor Oken Jeet Sandham and Nagaland Post Correspondent Daiho Mao.
The DDK Live Discussion at 2 PM under the weekly programs “Trends of Nagaland” which was anchored by senior journalist and DDK commentator, KV Nurumi, also reviewed on the comments made by State Governor Nikhil Kumar, Chief Minister Neiphiu Rio, etc. with regard to the Naga issue as well as issue of Nagas living in Myanmar. The Governor and the Chief Minister shared their views and opinions on the Naga issue while they were called on by the visiting diplomats who seemed to be more interested to know about the Naga histories.
The Nagaland visit by the eight European diplomats had created a flutter when the Ministry of Home Affairs expressed their objections to their free and frank interactions with the Naga people here in the State expressing their apprehension saying that some sections of the Naga people attempted to internationalise the Naga issue. The Ministry was at loggerheads with the External Affairs Ministry saying that they did take proper clearance from them (Home Affairs Ministry) for the diplomats before entering the sensitive border state.
The Naga Hoho President Keviletuo expressed his opinion that although Nagas had been divided and placed them in two countries—India and Myanmar—they were still one family. He was also of the opinion that the interactions they had with the visiting eight European diplomats in Nagaland were very rare and further stated that the Government of India should not unnecessarily feel apprehensive because they themselves had expressed about the “unique histories of the Nagas.” It was only expressions of the Nagas and not against the Government of India, he added.
NEPS Editor Oken Jeet Sandham, while stating that interactions with the visiting European Diplomats with the Naga civil societies on the Naga political issue was good, however opined that such interactions should be very careful at this juncture because the talks with the Government of India had already entered into a very “decisive phase.” “If there are no talks with the Government of India on the Naga political issue, then we can talk as we like with any dignitaries such as the visiting diplomats. But when the negotiation process are on with the Government of India, to engage in any discussions such as Naga political issue with the foreign diplomats should be very diplomatic,” he stated.
Nagaland Post Correspondent Daiho Mao said the tussle between the two key Ministries of the Government of India over the visit of Nagaland by the eight diplomats was good in a way that had shown how the Naga issue was serious and genuine. He also said sharing of Nagas’ history with the visiting diplomats was only natural because the latter stated that their visit to Nagaland was to familiarise with the Naga people.

KOHIMA, May 18 (NEPS): Senior ruling NPF functionary from Longlen has described the demand of the ENPO for a separate “Frontier Nagaland State” as “genuine.” “It is a movement supported by the masses,” said Er TL Semdok, Vice President, NPF. “The only thing is the political will is lacking,” he told NEPS News here on Friday.
The NPF leader, who unsuccessfully contested as RJD candidate in the last state general elections from 50 Longlen Assembly Constituency, while supporting the demand of the ENPO made it clear that “there should be a political will in order to achieve their goal (Frontier Nagaland State).”
He also categorically stated his point that though the State of Nagaland was born out of 16-Point Agreement, they could never have seen as a State if ENPO areas did not come while the State was formed.
The State came into being with their areas but regrettably, they, in spite of forming almost half the population of the entire state, had been grossly neglected in many spheres. “There is a chronic negligence and the anger of being longed neglected bottled up and the present demand of a separate ‘Frontier Nagaland State’ was the culmination of that maltreatment to the people of these areas,” he explained.
Semdok further put his point across that the Central Government’s economic seminars for the people of ENPO areas organized in Mon and Tuensang in the past itself proved beyond doubt that the areas had been neglected. Another seminar was also held here at Kohima for the economic development of the ENPO areas, unfortunately the money sanctioned after these seminars was manipulated by the present Government, he alleged.
The Central Government knew very well of the backwardness of the ENPO areas since long time back. So they had been releasing funds for the economic development of these areas. But since all these funds had been routed through the State Government, they had been manipulated and the benefit had not reached to the targeted people, he alleged.
The NPF leader, who is yet to resign from the party (NPF) and contest from other political party in the coming election against the sitting ruling NPF MLA Pangyu Phom, also disclosed that their people in his district were yet to taste what it called the developments even after 49 years of Statehood. For the people out there, they did not know that there was government for their wellbeing, he stated alleging that the present Parliamentary Secretary, RD, had been allegedly providing CGI sheets to the villagers and youth who promised to support him in the coming state general elections. “But many of our youth who came to know the conditional assistance being worked out by the Parliamentary Secretary, refused to take those CGI sheets,” Mr further alleged.
Sengdok also said the road conditions in their district were so pathetic and only portion of road which remained somehow in good condition was the one from Changtongya to Longlen. But this road was again constructed by the previous Government, he added. He went on criticising the Government particularly the Medical Department saying that his district did not get a single benefit from the NRHM programs till date. “There have been various schemes for the villagers under the NRHM schemes, but all these have not reached to our areas,” he disclosed.
On educational sector, the ex-candidate said, though they have only a single college, they are yet to see even a Higher Secondary School in the whole of district till date. “It is so painful that our people, far away from state capital or other major advanced districts and cities, are not in a position to study higher classes if their economic conditions are in bad shape,” he stated. “In any case, those who can afford sending their children from the district to Kohima or Mokokchung or Dimapur, etc, are a negligible few,” he pointed out expressing his serious concern on the educational sector. He assured that he would give his priority to “educational sector” if he was elected in the coming election due early next year.
He also said they had eight BDOs in Longlen. Out of this, six were in present Parliamentary Secretary’s village, Yachim while one each was given to Hukphang and Pongching villages. “All these have been politically appointed and not through the proper recruitment procedures,” he stated disclosing that he already had lodged a complaint in this regard. “Ruefully, the Government has not taken any action yet,” he added.

New Delhi: In yet another shocker from the garden city, an engineering student from Manipur was found dead in mysterious circumstances in Bangalore.

According to reports, 24-year-old student, identified as Heisnam Jackio was found hanging from a ceiling fan. The reason behind the death is unknown.

Police has booked a case of unnatural death though.

This is a second incident of death of a Manipuri student in the city.

MFI Unit Body in Tamil Nadu, Tamil Nadu Amateur Muaythai Association, will host this historic IFMA India National Muaythai Championship series that will be participated by over 500 players and officials from across the country. KOHIMA, May 2 (NEPS): Indian Muaythai team members—Mr Hemanth K Kumar and Mr R Sumith—have left Indira Gandhi International Airport, New Delhi, today (May2 , 2012) for Tehran, Iran to take part in The Prestigious President’s Cup (Muaythai) 2012 at Teheran.
The Iran Muaythai Association under the aegis of the International Federation of Muaythai Amateur (IFMA) organizes this prestigious President’s Cup 2012 to be held from May 3 to 8, 2012 at the historic City of Tehran, Iran under the theme of the “Peace, Sport and Friendship through Muaythai.”
Mr Sumith, a MFI National Gold Medalist, would fight in the 71 kg category.
Mr Hemanth K Kumar, who is leading the Indian Team as a Coach, fought in the past IFMA World Championships 2009 at Bangkok and got Bronze Medal and also took part in 2011 IFMA Asian Open Championship at Kish Island, Iran, in which also he got Bronze Medal.
MFI has officially sanctioned the Indian Team for taking part in this President’s Cup 2012 at Tehran.
Meanwhile, President of MFI, Oken Jeet Sandham, expressed the hope that the team would do well in the President’s Cup at Tehran and bring laurels back home.
It may be mentioned that Muaythai is a sport with a proud history built on ancient traditions in which respect, honour, and friendship play an important part. Athletes from 50 countries will travel to Tehran to take part in this Peace and Sport competition organised by the National Muaythai Association of Iran, in cooperation with the Federation Amateur Muaythai Asia (FAMA) and the International Federation of Muaythai Amateur (IFMA).
Besides the competition there will be an extensive cultural program and the organisers dearly hope that the event will help in promoting cultural understanding, particularly during these uncertain times.

KOHIMA, Apr 20 (NEPS): Nagaland Home Minister Imkong L Imchen expressed his happiness on the prevailing peaceful environment in the State.
Talking to NEPS here today, the Minister claimed that “Nagaland is the most peaceful State comparing with other states.” “If you look at the pre-2008 situation and compared it with the 2012 situation in the state, I think, peace is there in the State,” he described.
Still not subscribing to the argument of the Opposition Congress that Naga underground factional clashes and killings should be taken as “law and order problem,” the straight talking Minister elaborated that all these issues were correlated to the political activities of the Naga political issue.
“If the Congress thinks that those issues are law and order problem, let them deal with it according to their philosophy,” he hit back.
They should understand that the Government of India had even “recognized” that the “Naga issue is political.” So definitely it had to be dealt politically and definitely it should not be from the perspective of the law and order angle,” he pointed out.
Imchen also failed to understand the logic of the Opposition Congress that the Naga underground factional issues should be dealt with a “firm hand.”
Asking the Opposition Congress to explain what they meant by a “firm hand,” the Minister wondered whether the so-called a “firm hand” was there in their (Congress) regime.
“We are not going to kill anyone,” Imchen said. “We are also not going to disturb the peace in the state.”
Asked how long the DAN Government would pursue the policy of being a “facilitator” to the ongoing peace talks between the Government of India and the NSCN (IM), Imchen said, “So long it is required, we will remain as a facilitator to the peace talks.”
Elaborating further of their policy of being a facilitator to the ongoing talks, the Minister stated that the peace talks were between the NSCN (IM) and the Government of India and they (DAN Government) were not a party to it.
He, however, made it clear that they had trust in the “wisdom” of the Government of India and the NSCN (IM) leaderships that they would bring good solution to the Nagas. “So we are even prepared to pave way in the event of arriving at an honorable solution to the issue,” he said.
Asked his comment on the reported plan of the NSCN (K) to have a bilateral ceasefire with the Myanmar Government, the Minister said there should be peace “everywhere.”

KOHIMA, Feb 12 (NEPS): District Governor (DG) of the District 322D of the Lions Club of International, Amar Barooah, PMJF, has today urged the fellow Lions of the Lions Club of Kohima (LCK) to become a “role model” for others to emulate them. He told them to be “dedicated and devoted” with one track mind in the one of the largest “philanthropic organizations” of the world.

Addressing a function organized in honor of his visit to LCK here at Hotel Japfu on Sunday, the DG expressed his happiness on the various permanent and ongoing projects of the LCK. He further advised the fellow Lions in Kohima to organize more awareness programs on HIV, AIDS, and other Health related issues, etc in small ways. “You can organize awareness programs on HIV/AIDS, health related issues in schools and colleges with one or two recourses persons,” he said. “Our youth are easily attracted to negative sides and this should be arrested through such awareness programs.”

While expressing his happiness of the permanent project of the Leprosy inmates at Naga Bazaar, Barooah also took serious note of the news of the present Leprosy inmate center at Naga Bazaar being asked to shift somewhere. This matter was earlier raised by the LCK President Lion Er Hozheto Shikhu while delivering his welcome address to him (DG).
Shikhu disclosed that the present Leprosy Center whose living accommodation constructed by LCK had been asked to shift somewhere at the peripheries of the colony. He also explained the need to shift the present Leprosy center from the “logistic point of view” for which he requested the visiting DG to initiate for fund.

Shikhu also explained that when the marginalized section of the people was left defenseless, the LCK was compelled to step in to find alternative relocation for them.

DG assured that he would try his best to get fund from the International Lions Club, while asking the Lions at the same time to prepare detail project report at the earliest. “This is very genuine issue,” he said. “I hope we can get reasonable funding from the International Lions Clubs. This is a need-based project.” He further asked the Lions at Kohima to start working something, while pursuing for funding.

On the occasion, the DG also inducted two more new Lion members, Er Kaikho Dawman and Er Aroba.

LCK Secretary Oken Jeet Sandham had presented Club’s Reports on the occasion, while Lion Talitemsu Jamir read out brief profile of DG. Lion SP Francis pronounced invocation and flag salutation. Senior Lion Meren Paul, PMJF, was Mater of Ceremony, while LCK President Lion Er Hozheto Shikhu chaired the occasion.

Region Chairperson Lion PK Maheswari, Zone Chairperson Lion Kakheli Zhimomi and 1st Lady Lion Purabi Sharma, wife of DG were also present during the occasion. LCK Treasurer Lion Achakbou Newmai delivered Vote of Thanks.

Senior Lions and office bearers of LCK also attended the function.

KOHIMA, Dec 6 (NEPS): The major road construction that has been going on since October 10 last on the stretch of National Highway 61 from TCP Gate 0.00 Km to IG Stadium—about 6 kms—has been perhaps one of the best road constructions so far to date. The quality, best materials, thickness of the layers are well seen while checking during the construction words and in some portions where the road alignments badly placed were also corrected. Many well-wishers have already appreciated the works carried out in the State capital in recent times.

It may be noted that the contractor of this TCP-to-IG Stadium road construction is none other than Mr KC Angami who has since the beginning of the construction been personally monitoring and supervising the ongoing road construction works. Almost all the construction works have been carried out at night time from 6 PM to 6 AM so as not to disturb the traffic during day time.
It said the portion of WMM (Wet Mix Macadam) base laid during the night has to be left for curing for at least 24 hours before priming is done after which it has to be left again for another 24 to 36 hours before laying of BM (Bituminous Macadam) and SDBC (Semi Dense Bituminous Concrete).
When asked about his feeling and reaction on carrying out such a massive road construction at the State capital, Angami said he was extremely happy getting such an opportunity to work at the State capital. “It is rather a privilege for me to work at the State capital,” he said. “Here I am not really concerned for the profit factor, but the quality factor, because it is my road, our road.”
He also candidly shared that he had been trying his best to provide the best road to the people of the State capital. He further appealed to the people to cooperate with them while carrying out such a massive road construction works in a place where “traffic jam” is routinely taking place. He also disclosed hardships he faced while carrying out road constructions at night time as rash divers had sometimes scant cares for his laborers working on the roads at night.
Angami also said in order to maintain longevity of the road; they have to see other areas to be improved. He stated improvement of drainage systems and frequent checking and repairing of water pipe leakages on the roads should be done. There are dozens of water pipes going under the surface of roads and even at some places hardly one inch below the surface of the roads while several pipes are randomly lying on the roadsides. As such these pipes are normally and easily get damaged with vehicles going over them. “In fact water is the worst enemies of the bitumen which is one of the main elements used in constructing roads here in our place,” Angami stated. “Therefore, I not only urge the concerned department to see in this area but also citizens to understand this reality.”
In most cases, it is often seen that people used to throw randomly water and other rubbishes on the roads from their storied buildings at roadsides causing in weakening the road conditioning. And in many areas, publics also used to unload stones, boulders, heavy woods and logs on the roads damaging the roads. The Department of Telecom also has added to the extensive damage of the roads on the National Highways as well as other roads by digging all along the road sides for carrying their underground cables. Regrettably, once they dug, these areas would remain fragile gradually affecting other remaining road portions. As such all these factors have to be looked into, if the longevity of the roads is to be maintained and expected.
Road and Bridge Minister Kaito Aye who worked to get the project through was happy to see the record construction works from TCP Gate to IG Stadium.

The quality, best materials, thickness of the layers are well seen while checking during the construction words and in some portions where the road alignments badly placed were also corrected. Many well-wishers have already appreciated the works carried out in the State capital in recent times.

It may be noted that the contractor of this TCP-to-IG Stadium road construction is none other than Mr KC Angami who has since the beginning of the construction been personally monitoring and supervising the ongoing road construction works. Almost all the construction works have been carried out at night time from 6 PM to 6 AM so as not to disturb the traffic during day time.
It said the portion of WMM (Wet Mix Macadam) base laid during the night has to be left for curing for at least 24 hours before priming is done after which it has to be left again for another 24 to 36 hours before laying of BM (Bituminous Macadam) and SDBC (Semi Dense Bituminous Concrete).
When asked about his feeling and reaction on carrying out such a massive road construction at the State capital, Angami said he was extremely happy getting such an opportunity to work at the State capital. “It is rather a privilege for me to work at the State capital,” he said. “Here I am not really concerned for the profit factor, but the quality factor, because it is my road, our road.”
He also candidly shared that he had been trying his best to provide the best road to the people of the State capital. He further appealed to the people to cooperate with them while carrying out such a massive road construction works in a place where “traffic jam” is routinely taking place. He also disclosed hardships he faced while carrying out road constructions at night time as rash divers had sometimes scant cares for his laborers working on the roads at night.
Angami also said in order to maintain longevity of the road; they have to see other areas to be improved. He stated improvement of drainage systems and frequent checking and repairing of water pipe leakages on the roads should be done. There are dozens of water pipes going under the surface of roads and even at some places hardly one inch below the surface of the roads while several pipes are randomly lying on the roadsides. As such these pipes are normally and easily get damaged with vehicles going over them. “In fact water is the worst enemies of the bitumen which is one of the main elements used in constructing roads here in our place,” Angami stated. “Therefore, I not only urge the concerned department to see in this area but also citizens to understand this reality.”
In most cases, it is often seen that people used to throw randomly water and other rubbishes on the roads from their storied buildings at roadsides causing in weakening the road conditioning. And in many areas, publics also used to unload stones, boulders, heavy woods and logs on the roads damaging the roads. The Department of Telecom also has added to the extensive damage of the roads on the National Highways as well as other roads by digging all along the road sides for carrying their underground cables. Regrettably, once they dug, these areas would remain fragile gradually affecting other remaining road portions. As such all these factors have to be looked into, if the longevity of the roads is to be maintained and expected.
Road and Bridge Minister Kaito Aye who worked to get the project through was happy to see the record construction works from TCP Gate to IG Stadium.

KOHIMA, Nov 23 (NEPS): Ever since the Naga IR (Indian Reserve) jawans from Nagaland deployed toChhattisgarh’s Naxalite prone areas like Dantawada, Bastar, their services were further sought by the Center to other Nexalite and Maoist infested areas too. After 9 NAP (IR)’s tenure in Chhattisgarh was over, the 10thNAP (IR) have been deployed to West Bengal’s Maoist stronghold area in Purulia district. During their deployment, many of them had sacrificed their precious lives in defense of the country. One of the latest Naga IR jawan who sacrificed his life while fighting Maoists in West Bengal’s Purulia district was Mhasivikho Angami. West Bengal Chief Minister Mamata Banerjee also paid her respect to the slain Naga jawan.
But in spite of such sacrifices made by the Naga IR jawans, they too were engaged in various “Community Policing initiatives” to win the heart and confidence of the locals in the areas. The 10th NAP Bn (IR) currently in West Bengal’s Purulia district has in fact started  “Community-policing (Humanitarian works)” since September last year in their respective Company locations in the district (Purulia). They have divided their Bn into five Companies (Coy). In all these five Coys, they have initiated “Community-Policing” works by constructing badminton courts, parks, rest houses, providing stationery items to various schools, sports goods to various local sporting clubs, extending financial assistances to poor and needy villagers for treatments, etc.
In Kumarikanan area, the “A Coy” of the 10th NAP (IR) has constructed first class Badminton Court, besides distributing stationery items to various primary schools and also distributed sports items to local A.C.C. Club.
In Murguma sector, the “B Coy” of the 10th NAP (IR) carried out tree plantations, provided sports materials to local sports club—Netaji Club Murguma, visited Jhalda Government High School and extended financial assistance to 7 physically challenge students and also conducted social works at the Government Primary schools and college.
In Bughmundi area, the “C Coy” of the 10th NAP (IR) constructed garbage dumps at different sides for dumping medical wastes. They also constructed five Naga style bamboo garbage baskets with signboard—“Keep your surroundings Clean” written in English and Bengali. They had conducted social works in hospitals of this area too, besides white-washing front part of the Hospital building, the gate and the tree stamps/stems.
In Sirkabad sector, the “E Coy” of the 10th NAP (IR) donated sports items to Kalapani Football Club. They even played football exhibition match with the players of this club by sponsoring the prize. Not only giving away stationery items to schools of this area, they also even extended educational materials to one Mr Hari Pata Maji of Arsha Higher Secondary School, the first and the only matriculate from Danasi Village since India’s Independence. They even extended financial assistance to villagers who were in dire need of medical treatments, besides providing towels and toiletries to patients of Sirkabad Civil Hospital.
This sector is the perhaps the biggest Coy out of the total “5 Coys” under 10th NAP (IR) Bn. They also developed a beautiful “Park” under the name and style of “Lake View Park”. This park is adorned with paddle boat and a diverse array of floras. One of the significant works carried out in this sector was their conducting combine fellowship program between “E Coy” jawans and the Believers Church of India.
The 10th NAP (IR) Bn’s last Coy—“F” also donated significant development in their area, Patarband. In the Patarband Village, they had constructed and donated “Aram Garh” (Rest House). They also constructed another badminton court to Patarband Maidhamik Shikasha Kendra School to encourage extra-curricular activities and awareness on the importance of the role of the games and sports. They also distributed secondhand clothes, shoes, boots, plates and cups to poor and needy villagers, besides planted trees in their villages. They also constantly crated awareness campaigns for the importance of tree plantations.
It may be mentioned that these “Community Policing (Humanitarian works)” were carried out since a year back from September 2010 with the contributions made by Officers and other ranks of the respective Companies of 10th NAP (IR) Bn. These services were mainly carried out for the welfare of the local people, said Nagaland DGP K Kire, IPS.
The Nagaland Police Chief also disclosed that the people in the areas were cooperative with their jawans and at no point of time, there was any adverse attitude from the locals to their “Community Policing (Humanitarian Works)” carried out in their respective areas. These “Community Policing (Humanitarian services)” had brought wonderful “rapport” with the locals, Kire stated.
The Nagaland DGP also spent his last Christmas with the jawans of the 10th NAP (IR) Bn at Purulia.

KOHIMA, Nov 5 (NEPS): National Institute of Technology (NIT) given to Nagaland through an enactment of Parliament and which was attached to its NIT Silchar, Assam, will now be shifted to Nagaland. Classes in its temporary campus at Chumukedima (Chumu campus) will be started from January next year. And the State Government has also already acquired 300 acres of land in Niuland area for a permanent campus.

This was disclosed while a team of NIT led by its Director Prof NV Deshpande called on Urban Development Minister Dr Shurhozelie this morning at his residence. For the permanent campus in Niuland, the team explained the Minister that they need to have proper connectivity from the main road to the site which is nearly 3 kms, proper demarcation with fencing and security arrangement etc.

After patiently hearing the points put up by the team, the Minister said all the necessary works like realignment of road and proper demarcation with fencing of the acquired site would be taken care of by the Government. He further asked Mr M Nakhro, Deputy Director, of the Government of Nagaland, to start processing to get Engineers for the road construction and also contact Dimapur DC for the proper demarcation as well. He also told the team that security would not be a problem. All these would be taken care of, he said.

It may be mentioned that the “temporary campus” for the NIT, Nagaland would use the building which was earlier constructed for DC’s office at Chumukedima. And once the Nagaland NIT gets shifted to Nagaland from the NIT, Silchar, they would have its own Directorate with faculty members and other supporting staffs as well.

Dr Shurhozelie disclosed that when the NIT was given to them, it was without proper accommodation and thus its unit started functioning from NIT, Silchar. 1st and 2nd batches of Nagaland students are already there in NIT, Silchar.
Dr Shurhozelie also said this NIT was University-level Technical University and once its temporary campus at Chumukedima gets ready, all the students from Nagaland currently at NIT, Silchar, would be shifted to Nagaland.

The Minister also expressed his happiness to see that one Mr Nzanthung Ngullie, from Nagaland, was part of the faculty of the Nagaland NIT. He further assured the NIT team for all necessary works like road construction to the site with black toping, demarcation with proper fencing and security arrangement from the State Government side at the earliest. He also told them to complete the shifting of Nagaland NIT from Silchar and start developing the entire necessary infrastructure at the new site at Niuland at the earliest.

The NIT Team led by Director NV Deshpande comprises Dr AK Barbhuiya, Faculty, NIT Silchar, Mr Nzamthung Ngullie, Faculty, NIT Nagaland, Mr M Nakhro, Deputy Director, Government of Nagaland and lady wife of the NIT Director.
The team also expressed their gratitude to the Minister for the latter’s assurance of providing all the necessary road connectivity, demarcation with proper fencing in the newly acquired site in Niuland.

The painting contest started from 10 AM till 12:00 noon. The painting of Miss Neikehienou, Class 7 of Fernwood School, Kohima won the 1st position while paintings of Miss Tianla, Class 9 and Miss Tohino, Class 7, both from LFS, Kohima won 2nd and 3rd positions respectively.

LCK President Lion Er Hozheto Shikhu, in his presidential address, lauded the school students of Kohima for taking part in this year’s “International Peace Poster Contest” held under theme of “Children Know Peace”.

“Peace is in fact an important matter for all of us in the northeast,” he said. “And through such Peace Contest of the International Lions Clubs, our children are given opportunities to express what peace in their mind was.”

LCK President also told the students to prepare for the next year’s “International Peace Poster Contest.” He urged them to keep practicing on the theme line with the guidance of professionals, so that they would be able to come up with thematic artistic painting presentations.

Lion AB Menon, Senior member of LCK, who was chairman of the Kohima Chapter’s “International Peace Poster Contest,” said children should have peace since their childhood. “But we need more guidance when we are trying to express it through such painting contests,” he said. He also called upon the students to take keen interest in such Peace Poster Contests, so that their massage would play a major role in bringing peace on the earth.

Delhi 1st Sept 2011: The release of the book entitled Freedom from India; A History of Manipur Nationalism (1947-200), authored by Malem Ningthouja and published by the Spectrum Publications was held on Tuesday, 30 August 2011 at the University of Delhi in Delhi. The programme that was addressed by Professor Bhagat Oinam of JNU, Kavita Krishan of CC CPI (ML) Liberation, and comrade Vijay Singh of Revolutionary Democracy was attended by the teaching staffs and students of Delhi University, representatives of civil societies and left democratic parties, Manipur students in Delhi and several others. According to Professor Bhagat the book had reflected the commitment of an activist cum scholar. The book had taken strong ideological position and had raised crucial debates on issues related to the Manipur national movement. According to Ms. Kavita the book had brought into the light the history of freedom movement that had been covered up. According to comrade Vijay Singh, the debate that was raised by the book had to be discussed and deeply analysed in widespread scale. According to the Author, despite contradiction / conflict among co-existing people / communities in Manipur over the national question, it was a fact that there had been continuous Manipur freedom movement as a result of continuous colonial rule since the British colonial rule onwards. It was necessary to understand the history of the movement by doing away from all forms of misinformation carried out by the colonial media. The book is based on the M. Phil dissertation Ph. D thesis of the author. The author is the editorial member of the journal Revolutionary Democracy, founder cum chairperson of the organisation Campaign for Peace & Democracy (Manipur), founder cum managing trustee of Labour Research and Organisation Foundation, and a member of the ICC of the International League of People’s Struggle.

IMPHAL, July 14: The state election department is preparing to take up the revision of electoral rolls for 2012 in the state from September 29.
The decision of taking the revision of the electoral rolls for 2012 was officially taken by the department complying to the directives of the Election Commission of India which has already decided to revise the schedule of special summary revision of electoral roll with reference to January 1, 2012 as the qualifying date for those states where general elections to state legislative Assemblies are due in the year 2012 which include the state of Manipur.
In this regard an official notification was issued by the state chief electoral officer today and as per the order, the period of filling claims and objections will be from September 29 till October 29 this year, reading of relevant part/section of photo electoral rolls in gram sabha/local bodies and RWA meeting etc and verification of names will be done from October 7 to October 10, special campaign dates with booth level agents of political parties for receiving claims and objections will be done on October 9, October 16 and October 23 next and disposal of claims and objections shall be done on November 28.
The official notification further mentioned that updating the database, merging of photographs, updating the control tables and preparation and printing of supplementary list will also be done on November 28 and December 28 and the final publication of electoral rolls will be made on January 2 next year the official notification added.

EDITORIAL

Unity First
The unification move by a number of underground organisations operating in the state, as reported in the local media today, is something which would raise hope amongst all in the state, both those who believe a conclusive solution to the problem of insurgency through negotiation is the need of the hour, as well as those who think that the war must be fought to its logical end. Nobody will deny that in the absence of such a common front, either of these goals would remain elusive, and in fact even effort towards realising them would have remain a non starter. The second option, that of fighting the war to its logical end is pretty straight forward, and need no further elaboration, whether this is desirable or prudent is another matter altogether. On the first proposition, that of reaching a resolution without having to fight militarily, there is much to be said. As long a united front is absent, and as long as the decision of a single group remains not ratified by a united will, no peace overture can ever gather steam or legitimacy. This is perhaps what has been inhibiting many of the parties from exploring peace possibilities other than through violence.
The logic of a prolonged conflict is such that certain very peculiar equations come to dominate its dynamics in more ways than one. As for instance, increasingly the situation is one in which those who opt for peaceful negotiation of precisely the demands that led to the insurrections in the first place, are prone to earn the stigma of weakness and betrayal of cause, charges which more than likely would stick too. Tough posturing for all the years always makes it seem a comedown to accept anything that seem softer than the previously vaunted stances of uncompromising violent struggle till the actualisation of the dream that made the struggle inevitable when it was launched. The turnaround would hence also become vulnerable to be portrayed as show of weakness by the hawks amongst the insurgents’ ranks, although we all know how false such perceptions can be. To opt for peace is not an easy thing and it take plenty of courage to actually step forward and state the conviction. Given the commitment, there is also little that cannot be settled by democratic negotiations that bloody wars seemingly can.
There is yet another dimension to what can be terms as “transforming conflict” and bringing it to a route of peaceful dialogue. While the conflicts last, the rhetoric and indeed ideological drives being such, many lives, many of them brilliant, would have been lost to the cause. Turning around and changing direction of the struggle after all that have happened would hence be burdened with a heavy conscience. The question that would nag the leadership in such circumstance would be about how they would explain the shift in approach to the soul of those who made the supreme sacrifices in the course of the struggle till then. Would such a decision to change course amount to sending out the message that those who lost their lives died in vain?
This last question and the answer to it is vital in any peace approach. It is a very sensitive question and should be treated as such by all parties involved on either side of the conflict, if they are interested in lasting peace ultimately. Phrases such as “misguided youth” or “misled brethrens”, returning to the “mainstream” etc, are extremely insensitive in this sense, and although perhaps not visible immediately, would leave residues of guilt and disapproval in the minds and hearts of many, sowing the seeds for future trouble. The approach hence should be one of treating the new approach, if any, as a continuance of the struggle, and that this new turn was a logical consequence of the road the conflict has been on thus far. That is to say, that it must always be acknowledged that those who lost their lives in the earlier stages of the violent struggles, made invaluable contributions to the overall progress of the struggle, and that it was their sacrifices which made it possible for the struggle to make the new turn. Indeed, any historian of insurgency would vouch that this indeed is always the case. It is unfortunate but seldom false that it is the language of violence that made an insensitive establishment listen to the issues being articulated in the first instance. It is only after this attention has been won that people can begin talking meaningfully of a peaceful negotiated settlement to the problem at hand. This being so, the genesis and history of an insurrection must be given the respect they deserve first before a new non violent course to conflict resolution can be thought of as a meaningful alternative.
